POLICY ANALYSIS IN SCHOOL MEALS PROGRAM: REGULATION IMPACTS ON IN-SCHOOL FOOD FORTIFICATION.Sari Ni Putu Wulan Purnama, Adrino Mazenda, Chenaimoyo Lufutuko Faith Katiyatiya, Minh-Hoang Nguyen & Quan-Hoang Vuong - manuscript
Background: Food fortification refers to the process of adding nutrients to foods during their production. It is a cost-effective strategy with well-documented health, economic, and social benefits. Food fortification practices in school meal programs need guidance and legal support from various national policies. Aim: This study aims to analyze how various national policies—such as those related to school feeding, nutrition, health, food safety, agriculture, and the private sector—associate with the implementation of in-school food fortification among countries with school meals programs. BMF CP73: Policy Analysis in School Meals Program.Ni Putu Wulan Purnama Sari - 2024 - Sm3D Portal.
Globally, school meal programs are not uniformly implemented. Some countries lack such programs entirely, while others face challenges throughout the supply chain and food service processes. Implementing school meal programs requires guidance and support from a range of policies, including national and local school policies. This study aims to analyze how various national policies—such as those related to school feeding, nutrition, health, food safety, agriculture, and the private sector—affect the implementation of in-school food fortification. 3. Chapter 1 The Ethical Dimensions of Policy Analysis.Douglas MacKay - manuscript
The field of public policy is dominated by the social sciences. Schools and departments of public policy and public administration are largely populated by economists, political scientists, and sociologists, and the vast majority of work in prestigious public policy journals employs empirical methods. This is unsurprising, in one respect, for collecting data, predicting and identifying the causal impacts of policies, and understanding political institutions and processes are massive, important tasks that require the tools of the social sciences. Background: The United States symbolizes democracy in the new world and contributes to global prosperity. Nevertheless, incrementalism is a historically dominant national approach to public policy implementation that delays democracy and undermines human dignity. Human flourishing and national development are endangered by slow-moving democratic changes. This necessitates a social justice framework that traces the exploitation of incrementalism and the consequences of opportunity gaps. Objectives: This study aims to construct a grounded theory to address and answer the following research question: (...)

  5. Descriptive versus Prescriptive Discounting in Climate Change Policy Analysis.Kelleher J. Paul - 2017 - Georgetown Journal of Law and Public Policy 15:957-977.
This paper distinguishes between five different approaches to social discount rates in climate change economics, criticizes two of these, and explains how the other three are to some degree mutually compatible. It aims to shed some new light on a longstanding debate in climate change economics between so-called “descriptivists” and “prescriptivists” about social discounting. The ultimate goal is to offer a sketch of the conceptual landscape that makes visible some important facets of the debate that very often go unacknowledged.

The ageing of the population in each society leads to changes in the contacts between young people, adults and the elderly. It is reasonable to undertake research on the concept of "solidarity of generations". Maintaining relationships without generational conflict requires actions in the field of social policy known as intergenerational policy. Aim of this article is to present some of its (...)

Through engagement with key informants and review of ethical theories applicable to refugee policy, this paper examines the ethical and policy considerations that policy-level stakeholders believe should factor into setting the refugee resettlement ceiling. We find that the ceiling traditionally has been influenced by policy goals, underlying values, and practical considerations. These factors map onto several ethical approaches to resettlement. There is significant alignment between U.S. policy interests and ethical obligations toward refugees. We argue that (...)

Specifically, we assess the recommendation to follow a norm of robust satisficing when making decisions under deep uncertainty in the context of decision analyses that rely on the tools of Robust Decision-Making developed by Robert Lempert and colleagues at RAND. We discuss two challenges for robust satisficing: whether the norm might derive its plausibility from an implicit (...)

Benefit/cost analysis is a technique for evaluating programs, procedures, and actions; it is not a moral theory. There is significant controversy over the moral justification of benefit/cost analysis. When a procedure for evaluating social policy is challenged on moral grounds, defenders frequently seek a justification by construing the procedure as the practical embodiment of a correct moral theory. This has the apparent advantage of avoiding difficult empirical questions concerning such matters as the consequences of using the procedure. (...)

  43. Between Reason and Coercion: Ethically Permissible Influence in Health Care and Health Policy Contexts.J. S. Blumenthal-Barby - 2012 - Kennedy Institute of Ethics Journal 22 (4):345-366.
In bioethics, the predominant categorization of various types of influence has been a tripartite classification of rational persuasion (meaning influence by reason and argument), coercion (meaning influence by irresistible threats—or on a few accounts, offers), and manipulation (meaning everything in between). The standard ethical analysis in bioethics has been that rational persuasion is always permissible, and coercion is almost always impermissible save a few cases such as imminent threat to self or others. However, many forms of influence fall into (...)

  44. Combatting institutional corruption: The policy-centered approach.Joel Martinsson - 2021 - Crime, Law, and Social Change 1 (75):267-280.
How can institutional corruption be combatted? While recent years have seen a growth in anti-corruption literature, examples of countries rooting out systemic corruption remain few. The lack of success stories has sparked an academic debate about the theoretical foundations of anti-corruption frameworks: primarily between proponents of the principal-agent framework and those seeing systemic corruption as the result of collective-action problems. Through an analysis of current principalagent and collective action anti-corruption literature, this article adds two additional arguments to the debate: (...)

Thus, the thrust of this work centers on poverty alleviation strategies of selected Churches in Anambra State: namely how this institution participates in some economic activities, skill acquisition programmes, and empowerment programmes, among others in view of controlling the scourge of poverty. The research (...)

The study first introduces the discourse and stages of constructing this system by international and national public policy actors in aging. Next, a critical analysis of the dimensions and areas of implementation and development of the silver economy as a policy concept was carried out as well as a review of its (...)

Most ethicists agree that at least some nonhumans have interests that are of direct moral importance. Yet with very few exceptions, both climate ethics and climate policy have operated as though only human interests should be considered in formulating and evaluating climate policy. In this paper I argue that the anthropocentrism of current climate ethics and policy cannot be justified. I first describe the ethical claims upon which my analysis rests, arguing that they are no longer (...)

Joseph Heath sometimes plays the role of a gadfly in climate and environmental ethics. He often defends conventional, economics-focused claims which rub many philosophers the wrong way—claims that are at the heart of issues raised in these pages, claims such as that discounting is justifiable, growth is good, or cost-benefit analysis is appropriate in liberal democracies. I think we can all agree that sophisticated defences of conventional positions play an important part in the ecosystem. For philosophers, a gadfly can (...)

Self-authorship has been established as the basis of an influential liberal principle of legislation and public policy. Being the author of one’s own life is a significant component of one’s own well-being, and therefore is better understood from the viewpoint of the person whose life it is. However, most philosophical accounts, including Raz’s conception of self-authorship, rely on general and abstract principles rather than specific, individual psychological properties of the person whose life it is. We elaborate on the principles (...)
