    I argue that if we have a rich enough description of perceptual experiences from an information-theoretic viewpoint, it becomes surprisingly difficult (to put it mildly) to positively conceive philosophical zombies (as complete physical/functional duplicates that lack phenomenal consciousness). But what he means is that consciousness is nothing beyond that which can be tested behaviorally and objectively, so since zombies pass these tests, they can't be said to be unconscious – yet that is part of their definition.
