Disaster response requires the cooperation of multiple emergency responder organizations (EROs). However, after‐action reports relating to large‐scale disasters identity communication difficulties among EROs as a major hindrance to collaboration. On the one hand, the use of two‐radio communication, based on multiple orthogonal frequencies and uneven coverage, has been shown to degrade inter‐organization communication. On the other hand, because they reflect different areas of expertise, EROs use differing terminologies, which are difficult to reconcile. These issues lead to ambiguities, misunderstandings, (...) and inefficient exchange of data and information among those involved, which can impede the response process and slow decision making. We, therefore, hypothesize that promoting semantic interoperability across ERO information systems might improve information exchange among stakeholders and thereby allow a more coherent response to the disaster. We propose an ontology‐based messaging service on the basis of the Emergency Data Exchange Language (EDXL) standards. The parties involved will continue to use the terminologies to which they are accustomed, but the system will resolve inconsistencies and thereby enhance mutual understanding among EROs by ensuring semantic translation of the exchanged information. The evaluation of the semantic translation demonstrated the effectiveness and accuracy of the proposed service. (shrink)

The aim of this paper is to reinterpret success semantics, a theory of mental content, according to which the content of a belief is fixed by the success conditions of some actions based on this belief. After arguing that in its present form, success semantics is vulnerable to decisive objections, I examine the possibilities of salvaging the core of this proposal. More specifically, I propose that the content of some very simple, but very important, mental states, the (...) immediate mental antecedents of action, can be explained in this manner. (shrink)

This article is the second step in our research into the Symbol Grounding Problem (SGP). In a previous work, we defined the main condition that must be satisfied by any strategy in order to provide a valid solution to the SGP, namely the zero semantic commitment condition (Z condition). We then showed that all the main strategies proposed so far fail to satisfy the Z condition, although they provide several important lessons to be followed by any new proposal. Here, we (...) develop a new solution of the SGP. It is called praxical in order to stress the key role played by the interactions between the agents and their environment. It is based on a new theory of meaning—Action-based Semantics (AbS)—and on a new kind of artificial agents, called two-machine artificial agents (AM²). Thanks to their architecture, AM2s implement AbS, and this allows them to ground their symbols semantically and to develop some fairly advanced semantic abilities, including the development of semantically grounded communication and the elaboration of representations, while still respecting the Z condition. In this paper, I discuss the analysis of logic in the pragmatic approach recently proposed by Brandom. I consider different consequence relations, formalized by classical, intuitionistic and linear logic, and I will argue that the formal theory developed by Brandom, even if provides powerful foundational insights on the relationship between logic and discursive practices, cannot account for important reasoning patterns represented by non-monotonic or resource-sensitive inferences. Then, I will present an incompatibility semantics in the framework of linear logic which (...) allow to refine Brandom’s concept of defeasible inference and to account for those non-monotonic and relevant inferences that are expressible in linear logic. Moreover, I will suggest an interpretation of discursive practices based on an abstract notion of agreement on what counts as a reason which is deeply connected with linear logic semantics. (shrink)

As historically acknowledged in the Reasoning about Actions and Change community, intuitiveness of a logical domain description cannot be fully automated. Moreover, like any other logical theory, action theories may also evolve, and thus knowledge engineers need revision methods to help in accommodating new incoming information about the behavior of actions in an adequate manner. The present work is about changing action domain descriptions in multimodal logic. Its contribution is threefold: first we revisit the semantics of (...) class='Hi'>action theory contraction proposed in previous work, giving more robust operators that express minimal change based on a notion of distance between Kripke-models. Second we give algorithms for syntactical action theory contraction and establish their correctness with respect to our semantics for those action theories that satisfy a principle of modularity investigated in previous work. Since modularity can be ensured for every action theory and, as we show here, needs to be computed at most once during the evolution of a domain description, it does not represent a limitation at all to the method here studied. Finally we state AGM-like postulates for action theory contraction and assess the behavior of our operators with respect to them. Moreover, we also address the revision counterpart of action theory change, showing that it benefits from our semantics for contraction. (shrink)

The folk Psychology frames propositional attitudes as fundamental theoretical entities for the construction of a model designed to predict the behavior of a subject. A trivial, such as grasping a pen and writing reveals - something complex - about the behavior. When I take a pen and start writing I do, trivially, because I believe that a certain object in front of me is a pen and who performs a specific function that is, in fact, that of writing. When I (...) believe that the object that stands before me is a pen, I am in relation to "believe" with the propositional content: that in front of me is a pen. Philosophers of the proposition, from Frege onwards, have dedicated their studies to the analysis of what kinds of entities are the propositional attitudes. Jerry Fodor says that now, the proper prediction of the psychology of common sense, can not be questioned and that the propositional attitudes represent the most effective way to describe our behavior. What Fodor says, however, is that propositional attitudes function, but not how they work. Most philosophers interested in the issue, we are dedicated to the search for a theory that can account consistently both a semantics for propositional attitudes, both of these entities that seem to cause the behavior of a rational subject. There are two main paradigms in the theory of the proposition that contributed to the discussion of the propositional attitudes. One is the one that begins with Gottlob Frege, the other with Bertrand Russell. Defenders of Frege argue that the paradigm scrub objects and properties can not be constituents of the propositional content which have a purely conceptual. In other words, the philosophers belonging to the paradigm of Frege, but not all, mean that you can test in a rigorous way the truth conditions of propositional attitudes. Who defends the russellian’s paradigm argues that the propositional content are made by the objects and properties on which propositional attitudes relate. The purpose of this article is not to rebuild - in detail - both paradigms, nor to reconstruct one but, in a sense, my work will be a completely partial objective is to demonstrate how the paradigm is more profitable russell not only to make a coherent semantic theory for propositional attitudes2 but also to predict the behavior of a rational subject thing, completely innovative, given the repeated objections in contemporary literature3. At the end of this paper will be drafted a proposal to build a consistent model to predict the behavior,of a rational agent, based on a referential theory of propositional attitudes. (shrink)

In the management of biomedical data, vocabularies such as ontologies and terminologies (O/Ts) are used for (i) domain knowledge representation and (ii) interoperability. The knowledge representation role supports the automated reasoning on, and analysis of, data annotated with O/Ts. At an interoperability level, the use of a communal vocabulary standard for a particular domain is essential for large data repositories and information management systems to communicate consistently with one other. Consequently, the interoperability benefit of selecting a particular O/T as a (...) standard for data exchange purposes is often seen by the end-user as a function of the number of applications using that vocabulary (and, by extension, the size of the user base). Furthermore, the adoption of an O/T as an interoperability standard requires confidence in its stability and guaranteed continuity as a resource. (shrink)

The principle of compositionality requires that the meaning of a complex expression remains the same after substitution of synonymous expressions. Alleged counterexamples to compositionality seem to force a theoretical choice: either apparent synonyms are not synonyms or synonyms do not syntactically occur where they appear to occur. Some theorists have instead looked to Frege’s doctrine of “reference shift” according to which the meaning of an expression is sensitive to its linguistic context. This doctrine is alleged to retain the relevant claims (...) about synonymy and substitution while respecting the compositionality principle. Thus, Salmon (Philos Rev 115(4):415, 2006) and Glanzberg and King (Philosophers’ Imprint 20(2):1–29, 2020) offer occurrence-based accounts of variable binding, and Pagin and Westerståhl (Linguist Philos 33(5):381–415, 2010c) argue that an occurrence-based semantics delivers a compositional account of quotation. Our thesis is this: the occurrence-based strategies resolve the apparent failures of substitutivity in the same general way as the standard expression-based semantics do. So it is a myth that a Frege-inspired occurrence-based semantics affords a genuine alternative strategy. (shrink)

What is the primary function of consciousness in the nervous system? The answer to this question remains enigmatic, not so much because of a lack of relevant data, but because of the lack of a conceptual framework with which to interpret the data. To this end, we have developed Passive Frame Theory, an internally coherent framework that, from an action-based perspective, synthesizes empirically supported hypotheses from diverse fields of investigation. The theory proposes that the primary function of consciousness (...) is well-circumscribed, serving the 'somatic nervous system[. For this system, consciousness serves as a frame that constrains and directs skeletal muscle output, thereby yielding adaptive behavior. The mechanism by which consciousness achieves this is more counterintuitive, passive, and “low level” than the kinds of functions that theorists have previously attributed to consciousness. Passive frame theory begins to illuminate (a) what consciousness contributes to nervous function, (b) how consciousness achieves this function, and (c) the neuroanatomical substrates of conscious processes. Our untraditional, action-based perspective focuses on olfaction instead of on vision and is 'descriptive' (describing the products of nature as they evolved to be) rather than 'normative' (construing processes in terms of how they should function). Passive frame theory begins to isolate the neuroanatomical, cognitive-mechanistic, and representational (e.g., conscious contents) processes associated with consciousness. (shrink)

The following method is popular in some areas of philosophy and linguistics when trying to describe the semantics of a given sentence Φ. Present ordinary speakers with scenarios that involve an utterance of Φ, ask them whether these utterances are felicitous or infelicitous and then construct a semantics that assigns the truth-value True to felicitous utterances of Φ and the truth-value False to infelicitous utterances of Φ. The author makes five observations about this intuition-based approach to (...) class='Hi'>semantics; their upshot is that it should be revised in favour of a more nuanced method. The author suggests that this method should be based on corpus linguistics and makes some tentative remarks about what it might look like and which questions we need to address in order to develop it. Lexical semantics has a problem. As Allesandro Lenci put it, the problem is that it cannot distinguish semantic from non-semantic relationships within its data. (2008, 2014). The data it relies on are patterns of co-occurrence of lexemes within linguistic corpora. But patterns of co-occurrence can reflect either our knowledge of what the world is like or our knowledge of what words mean -- matters of fact or matters of meaning. -/- In this essay, I develop a semantic theory which (...) draws this distinction in a way which makes it discernible in lexical semantics and cognitive science research. In doing so, this theory unifies truth-functional and structuralist approaches to semantics, and provides an integrated explanation of meaning and reference. -/- I base this semantic theory on linguistic dispositions to pair words with words, and to pair words with things, both based on learned patterns of association. These dispositions manifest themselves in verbal behavior, and (in Part 2) I propose a new neurophysical model to account for these dispositions which underlie both the intensional and extensional patterns in that behavior. (1) This is Part 2 of the semantic theory I call TM. In Part 1, I developed TM as a theory in the analytic philosophy of language, in lexical semantics, and in the sociology of relating occasions of statement production and comprehension to formal and informal lexicographic conclusions about statements and lexical items – roughly, as showing how synchronic semantics is a sociological derivative of diachronic, person-relative acts of linguistic behavior. I included descriptions of new cognitive psychology experimental (...) paradigms which would allow us to precisely measure the two constituents of semantics – meaning and reference – both at the level of individual speech acts and at the level of societal convergences, i.e. at both the token and type levels. -/- (2) In the Introduction, I recapitulate the arguments of Part 1. The Introduction also develops some analytic philosophical and lexical semantics themes not discussed in Part 1. -/- (3) After the Introduction, I present neural TM (nTM) as a theory of the neural mechanisms and processes which give rise to these person/occasion-relative acts of linguistic behavior. I develop nTM at three levels, the first two of which describe linguistic/semantic functions independently of their cortical locations. At the first level, I describe individual word-to-word and word-to-object connections. At the second level, I describe the corresponding structuralist networks of which they are the individual components. At this level, I introduce some key linguistic concepts of TM – its graded meaning, reference, and generalization sets, and the types of statements which express various levels of word-to-word and word-to-object relationships among lexical items which, because of the constraints they impose on the use of those lexical items in statements we produce and comprehend, are concepts. This constitutes the second structural level of nTM. -/- (4) At the third level, I associate the non-localized structures of the previous levels with cortically located neural structures and with the fasciculi that connect them. I distinguish neural areas in which primary (phonetic) and secondary (orthographic) lexicons are stored in long-term memory. I also describe the embodied concepts which co-exist in the anterior temporal lobes with the images they lexicalize. These concepts are often said to name physical objects and their features, although what they in fact name are kinds of physical objects and features. I describe how conceptual constraints and referential constraints interact to channel our intentions to say how things are into statements which are semantically well-formed, and which consequently successfully communicate information. -/- (5) Following this presentation of nTM, I examine five prominent neural semantic theories. I point out what is wrong with each of them as far as their explanations of semantics are concerned, and I also indicate how nTM can replace the “semantic cores” of those theories. -/- (6) The two basic mistakes made by neuroscience semantic theories, as I will explain, are (i) that all but one of them regard semantics as a matter of the association of words with perceptual images, and of generalizations from those associations; and (ii) that they all rely on an unspecified set of neural structures which purportedly encode the meaning of concepts in abstraction from their phonological and orthographic forms. nTM maintains, in contrast, that there are no abstract neural representations of semantic content. Neural constraints on our linguistic behavior, especially on our ascriptive and co-ascriptive use of words, express the semantic constraints on those words which make them concepts. That is the semantic content of words. -/- (7) I next consider several results from neuroscience experimental data which have been given one interpretation by one or another of the standard neurosemantic theories, but to which nTM gives a different interpretation. I include several predictions which I have found neither confirmed nor disconfirmed in the experimental neuroscience literature. -/- (8) After a concluding section in which I summarize the major changes to neurosemantic theory introduced by TM, and the analytic philosophy of language and lexical semantics contexts within which TM is situated, there follows an appendix in which I discuss neural net AI, and make some recommendations for implementing nTM in silicon. Disaster response is a highly collaborative and critical process that requires the involvement of multiple emergency responders (ERs), ideally working together under a unified command, to enable a rapid and effective operational response. Following the 9/11 and 11/13 terrorist attacks and the devastation of hurricanes Katrina and Rita, it is apparent that inadequate communication and a lack of interoperability among the ERs engaged on-site can adversely affect disaster response efforts. Within this context, we present a scenario-based terrorism case study (...) to highlight the challenges of operational disaster command and response. In this article, which is based on the French emergency response doctrine, we outline a semantics-based common operational command system that is designed to guarantee an efficient information flow among ERs. Our focus is on offering to all ERs, a real-time operational picture of the situation in order to enable multilevel coordination among firefighters, police, healthcare units, public authorities, and other stakeholders. Our approach consolidates information to promote timely sharing of data among ERs. The proposed system is based on an ontology that has been developed to represent the different types of knowledge on the part of ERs, providing a shared vocabulary that covers a variety of interoperability concerns. This paper challenges the negative attitudes towards labelled proof systems, usually referred to as semantic pollution, by arguing that such critiques overlook the full potential of labelled calculi. The overarching objective is to develop a practice-based philosophical analysis of labelled calculi to provide insightful considerations regarding their proof-theoretic and philosophical value. To achieve this, successful applications of labelled calculi and related results will be showcased, and comparisons with other relevant works will be discussed. The paper ends by advocating for (...) a more practice-based approach towards the philosophical understanding of proof systems and their role in structural proof theory. (shrink)

In the past couple of decades, there were a few major attempts to establish the thesis of pragmatic infringement – that a significant pragmatic ingredient figures significantly in the truth-conditions for knowledge-ascriptions. As candidates, epistemic contextualism and Relativism flaunted conversational standards, and Stanley's SSI promoted stakes. These conceptions were propelled first and foremost by obviously pragmatic examples of knowledge ascriptions that seem to require a pragmatic component in the truth-conditions of knowledge ascriptions in order to be accounted for. However, if (...) such examples can be adequately explained purely pragmatically, the need that such examples seem to invoke in such a pragmatic component is undermined. Here I lay out a new pragmatic account – of action-directed pragmatics, offering a different account of such examples and their pragmatic flavor. If adequate, it obviates the above need for pragmatic enrichment. Specifically, I develop and I argue for a well-entrenched pragmatic feature – that of a steering role. The assertions of knowledge ascriptions and their denials as well as of simple assertions (that don't invoke knowledge) play a pragmatic role of steering audiences in joint deliberational setups toward, or away from, the speaker's preferred action (as well as in assertions of 'I am sure', of epistemic modals, taste assertions, causal assertions, and more.) Various features and consequences of this account are drawn. Specifically, I explain why in the bank example (and related ones) the husband, in denying the knowledge ascription, neither lies nor misleads. (shrink)

This article endorses a familiar, albeit controversial, argument for the existence of group-based reasons for action, but then rejects two doctrines which other advocates of such reasons usually accept. One such doctrine is the willingness requirement, which says that a group-based reason exists only if (sufficient) other members of the group in question are willing to cooperate. Thus the paper argues that there is sometimes a reason, which derives from the rationality of some group action, to (...) play one's part unilaterally in that group action. This seems implausible only because we tend wrongly to accept a second doctrine, monism about the unit of agency. Monism claims that, for any given deliberative problem, there is only one unit of agency to which reasons attach. If we are monists who believe in group-based reasons, the willingness requirement will seem necessary in order to avoid recklessness. We should reject monism, and if we do so we can recognise genuine conflict between individual-based and group-based reasons, and in doing so we can explain, without endorsing the willingness requirement, why we should not act recklessly. In proof-theoretic semantics, meaning is based on inference. It may be seen as the mathematical expression of the inferentialist interpretation of logic. Much recent work has focused on base-extension semantics, in which the validity of formulas is given by an inductive definition generated by provability in a ‘base’ of atomic rules. Base-extension semantics for classical and intuitionistic propositional logic have been explored by several authors. In this paper, we develop base-extension semantics for the classical propositional (...) modal systems K, KT , K4, and S4, with □ as the primary modal operator. We establish appropriate soundness and completeness theorems and establish the duality between □ and a natural presentation of ♢. We also show that our semantics is in its current form not complete with respect to euclidean modal logics. Our formulation makes essential use of relational structures on bases. (shrink)

Currently available systems of action deontic logic are not designed to model procedures to assess the conduct of an agent which take into account the intentions of the agent and the circumstances in which she is acting. Yet, procedures of this kind are essential to determine what counts as culpable not doing. In light of this, we design an action logic, AL, in which it is possible to distinguish actions that are objectively possible for an agent, viz. there (...) are no objective impediments for the agent to do them, and actions that, besides being objectively possible, are compatible with the setting or intentions of the agent. Possible worlds semantics faces a range of difficulties for at least certain types of modals, especially deontic modals with their distinction between heavy and light permissions and obligations. This paper outlines a new semantics of modals that aims to overcome some of those difficulties. The semantics is based on an a novel ontology of modal objects, entities like obligations, permissions, needs, as well as epistemic states, abilities, and essences. Against the background of standard possible-worlds semantics, this paper outlines a truthmaker approach to the semantics of attitude reports and modal sentences based on an ontology of attitudinal and modal objects.

Adaptive preferences give rise to puzzles in ethics, political philosophy, decision theory, and the theory of action. Like our other preferences, adaptive preferences lead us to make choices, take action, and give consent. In 'False Consciousness for Liberals', recently published in The Philosophical Review, David Enoch (2020) proposes a criterion by which to identify when these choices, actions, and acts of consent are less than fully autonomous; that is, when they suffer from what Natalie Stoljar (2014) calls an (...) 'autonomy deficit'. According to Enoch, such actions are not protected in the usual way against interference by others; there is not the same prohibition against trying to prevent someone from acting in a particular way when that action is motivated by such adaptive preferences and is an attempt to satisfy them. In this note, I raise two concerns about Enoch's criterion. (shrink)

An important part of the Unified Medical Language System (UMLS) is its Semantic Network, consisting of 134 Semantic Types connected to each other by edges formed by one or more of 54 distinct Relation Types. This Network is however for many purposes overcomplex, and various groups have thus made attempts at simplification. Here we take this work further by simplifying the relations which involve the three Semantic Types – Diagnostic Procedure, Laboratory Procedure and Therapeutic or Preventive Procedure. We define operators (...) which can be used to generate terms instantiating types from this selected set when applied to terms designating certain other Semantic Types, including almost all the terms specifying clinical tasks. Usage of such operators thus provides a useful and economical way of specifying clinical tasks. The operators allow us to define a mapping between those types within the UMLS which do not represent clinical tasks and those which do. This mapping then provides a basis for an ontology of clinical tasks that can be used in the formulation of computer-interpretable clinical guideline models. (shrink)

Agent-based virtue ethical theories must deal with the problem of right action: if an action is right just in case it expresses a virtuous motive, then how can an agent perform the right action but for the wrong reason, or from a vicious motive? Some recent agent-based accounts purport to answer this challenge and two other related problems. Here I assess these accounts and show them to be inadequate answers to the problem of right (...) class='Hi'>action. Overall, it is shown that the most recent and promising attempts at squaring agent-based virtue ethics with commonsense morality are flawed, and so, the case for agent-basing in general that much dimmer. Introduction to the collection "Knowledge Ascriptions" (eds. Brown, J. and Gerken, M.).

In this paper I try to show that semantics can explain word-to-world relations and that sentences can have meanings that determine truth-conditions. Critics like Chomsky typically maintain that only speakers denote, i.e., only speakers, by using words in one way or another, represent entities or events in the world. However, according to their view, individual acts of denotations are not explained just by virtue of speakers’ semantic knowledge. Against this view, I will hold that, in the typical cases considered, (...) semantic knowledge can account for the denotational uses of words of individual speakers. (shrink)

An on-going question for virtue ethics is whether it stands as a truly distinctive approach to ethics. In particular, there has been much discussion of whether virtue ethics can provide a viable understanding of right action, one that is a genuine rival to familiar consequentialist and deontological accounts. In this chapter I examine two prominent approaches to virtue ethics, (i) qualified agent and (ii) agent-based virtue ethics, and consider whether either can provide an adequate account of right (...) class='Hi'>action. I begin with a presentation of their accounts of right action, including consideration of what is meant by the term “right action”. With this groundwork in place, I turn to a series of important objections that have been raised against these accounts, and consider some of the more prominent and promising responses that these objections have inspired. This paper introduces the theory QST of quasets as a formal basis for the Nmatrices. The main aim is to construct a system of Nmatrices by substituting standard sets by quasets. Since QST is a conservative extension of ZFA (the Zermelo-Fraenkel set theory with Atoms), it is possible to obtain generalized Nmatrices (Q-Nmatrices). Since the original formulation of QST is not completely adequate for the developments we advance here, some possible amendments to the theory are also considered. One of the (...) most interesting traits of such an extension is the existence of complementary quasets which admit elements with undetermined membership. Such elements can be interpreted as quantum systems in superposed states. We also present a relationship of QST with the theory of Rough Sets RST, which grants the existence of models for SQT formed by rough sets. Some consequences of the given formalism for the relation of logical consequence are also analysed. (shrink)

Group-based reasons are reasons to play one’s part in some pattern of action that the members of some group could perform, because of the good features of the pattern. This paper discusses three broad conceptions of such reasons. According to the agency-first conception, there are no group-based reasons in cases where the relevant group is not or would not be itself an agent. According to the behaviour-first conception, what matters is that the other members of the group (...) would play their parts in the relevant pattern, not whether they would have the cooperative intentional states constitutive of group agency in doing so. This paper argues against these conceptions and in favour of the powers-first conception, according to which what matters is that the members of the group have practically relevant powers. (shrink)

In recent years, sequencing technologies have enabled the identification of a wide range of non-coding RNAs (ncRNAs). Unfortunately, annotation and integration of ncRNA data has lagged behind their identification. Given the large quantity of information being obtained in this area, there emerges an urgent need to integrate what is being discovered by a broad range of relevant communities. To this end, the Non-Coding RNA Ontology (NCRO) is being developed to provide a systematically structured and precisely defined controlled vocabulary for the (...) domain of ncRNAs, thereby facilitating the discovery, curation, analysis, exchange, and reasoning of data about structures of ncRNAs, their molecular and cellular functions, and their impacts upon phenotypes. The goal of NCRO is to serve as a common resource for annotations of diverse research in a way that will significantly enhance integrative and comparative analysis of the myriad resources currently housed in disparate sources. It is our belief that the NCRO ontology can perform an important role in the comprehensive unification of ncRNA biology and, indeed, fill a critical gap in both the Open Biological and Biomedical Ontologies (OBO) Library and the National Center for Biomedical Ontology (NCBO) BioPortal. Our initial focus is on the ontological representation of small regulatory ncRNAs, which we see as the first step in providing a resource for the annotation of data about all forms of ncRNAs. This paper motivates two bases for ascribing propositional semantic knowledge (or something knowledgelike): first, because it’s necessary to rationalize linguistic action; and, second, because it’s part of an empirical theory that would explain various aspects of linguistic behavior. The semantic knowledge ascribed on these two bases seems to differ in content, epistemic status, and cognitive role. This raises the question: how are they related, if at all? In this paper, I will argue that semantic holism is, inherently, a false claim. Semantic holism, here, being defined as the meaning of a word or expression in a given language (λ) is constructed by its relation to other words and expressions in said given language (λ) and its role in said given language (λ). The following premises and examples within the premises support the refutability of semantic holism, including linguistic relativity, culture and linguistic determinism.

I argue that semantics is the study of the proprietary database of a centrally inaccessible and informationally encapsulated input–output system. This system’s role is to encode and decode partial and defeasible evidence of what speakers are saying. Since information about nonlinguistic context is therefore outside the purview of semantic processing, a sentence’s semantic value is not its content but a partial and defeasible constraint on what it can be used to say. I show how to translate this thesis into (...) a detailed compositional-semantic theory based on the influential framework of Heim and Kratzer. This approach situates semantics within an independently motivated account of human cognitive architecture and reveals the semantics–pragmatics interface to be grounded in the underlying interface between modular and central systems. Action must be taken to combat climate change. Yet, how the costs of climate action should be allocated among states remains a question. One popular answer—the polluter-pays principle (PPP)—stipulates that those responsible for causing the problem should pay to address it. While intuitively plausible, the PPP has been subjected to withering criticism in recent years. It is timely, following the Paris Agreement, to develop a new version: one that does not focus on historical production-based emissions but rather (...) allocates climate burdens in proportion to each state’s annual consumption-based emissions. This change in carbon accounting results in a fairer and more environmentally effective principle for distributing climate duties. (shrink)

I argue that we should give up the fight to rescue causal theories of action from fundamental challenges such as the problem of deviant causal chains; and that we should rather pursue an account of action based on the basic intuition that control identifies agency. In Section 1 I introduce causalism about action explanation. In Section 2 I present an alternative, Frankfurt’s idea of guidance. In Section 3 I argue that the problem of deviant causal chains (...) challenges causalism in two important respects: first, it emphasizes that causalism fails to do justice to our basic intuition that control is necessary for agency. Second, it provides countless counterexamples to causalism, which many recent firemen have failed to extinguish – as I argue in some detail. Finally, in Section 4 I argue, contra Al Mele, that control does not require the attribution of psychological states as causes. (shrink)

This thesis was shaped from Action 13 of the recent Base Erosion and Profit Shifting (BEPS) project adopted by the Organisation for Economic Co-operation and Development (OECD) and G20 countries to prevent profit shifting by multinational enterprises (MNEs). In response to the BEPS Action 13, New Zealand and Vietnam have recently introduced new transfer pricing rules. As little research has been done to examine the effects of the BEPS Action 13 on the transfer pricing landscape of respective (...) countries, the main objective of this study is to understand how the New Zealand and Vietnamese governments have reacted to and adapted the BEPS Action 13 and what tax consultants and taxpayers in both countries think about the new transfer pricing regulations. This study is exploratory in nature. As such, a qualitative case study approach has been adopted using institutional theory as a theoretical framework. Semi-structured interviews were conducted with two tax officers and ten transfer pricing consultants in both countries to identify the differences and similarities, and to draw conclusions. This chapter gives a truthmaker-based account of the semantics of 'reifying' quantifiers like 'something' when they act as complements of intensional transitive verbs ('need', 'look for'). It argues that such quantifiers range over 'variable satisfiers' of the attitudinal object described by the verb (e.g. the need or the search).

A semantics of pictorial representation should provide an account of how pictorial signs are associated with the contents they express. Unlike the familiar semantics of spoken languages, this problem has a distinctively spatial cast for depiction. Pictures themselves are two-dimensional artifacts, and their contents take the form of pictorial spaces, perspectival arrangements of objects and properties in three dimensions. A basic challenge is to explain how pictures are associated with the particular pictorial spaces they express. Inspiration here comes (...) from recent proposals that analyze depiction in terms of geometrical projection. In this essay, I will argue that, for a central class of pictures, the projection-based theory of depiction provides the best explanation for how pictures express pictorial spaces, while rival perceptual and resemblance theories fall short. Since the composition of pictorial space is itself the basis for all other aspects of pictorial content, the proposal provides a natural foundation for further pictorial semantics. (shrink)

The study of biodiversity spans many disciplines and includes data pertaining to species distributions and abundances, genetic sequences, trait measurements, and ecological niches, complemented by information on collection and measurement protocols. A review of the current landscape of metadata standards and ontologies in biodiversity science suggests that existing standards such as the Darwin Core terminology are inadequate for describing biodiversity data in a semantically meaningful and computationally useful way. Existing ontologies, such as the Gene Ontology and others in the Open (...) Biological and Biomedical Ontologies (OBO) Foundry library, provide a semantic structure but lack many of the necessary terms to describe biodiversity data in all its dimensions. In this paper, we describe the motivation for and ongoing development of a new Biological Collections Ontology, the Environment Ontology, and the Population and Community Ontology. These ontologies share the aim of improving data aggregation and integration across the biodiversity domain and can be used to describe physical samples and sampling processes (for example, collection, extraction, and preservation techniques), as well as biodiversity observations that involve no physical sampling. Together they encompass studies of: 1) individual organisms, including voucher specimens from ecological studies and museum specimens, 2) bulk or environmental samples (e.g., gut contents, soil, water) that include DNA, other molecules, and potentially many organisms, especially microbes, and 3) survey-based ecological observations. We discuss how these ontologies can be applied to biodiversity use cases that span genetic, organismal, and ecosystem levels of organization. We argue that if adopted as a standard and rigorously applied and enriched by the biodiversity community, these ontologies would significantly reduce barriers to data discovery, integration, and exchange among biodiversity resources and researchers. Virtue ethics has been dogged by the objection that it lacks the ability to provide adequate action-guidance, that it is agent-centered rather act-centered. Virtue ethics has also been faulted for devolving into moral cultural relativism. Rosalind Hursthouse has presented an action-based, naturalistic theory of virtue ethics intended to defuse these charges. Despite its merits, I argue that Hurthouse’s theory fails to successfully solve the problems associated with action guidance and relativism precisely because her attempt to provide (...) a non-cultural basis for virtue ethics undermines the possibility of using virtue ethics to derive useful action-guidance. The action-guiding power of virtue is derived from culture; seeking to avoid the cultural grounding of virtue merely brings one back to the problem of how virtue ethics can provide action-guidance. Situated semantics can be regarded as an attempt at placing situational context (context of situation) at the center of all discussions of meaning. Situation theory is a theory of information content that takes context very seriously. Individuals, properties, relations, and spatiotemporal locations are basic constructs of situation theory. Individuals are conceived as invariants; having properties and standing in relations, they tend to persist in time and space. An anchoring function binds the location parameters to appropriate objects present in the (...) grounding situation. Anchoring plays a major role in the working of constraints that include nomic constraints, conventional constraints and conditional constraints. Situation semantics develops a theory of meaning that is based on relations between situations. Situation semantics provides a fundamental framework for realistic semantics. The ideas emerging from research into situation semantics have been combined with linguistic work and have led to numerous useful proposals. (shrink)

Ecological Psychology and Enactivism both challenge representationist cognitive science, but the two approaches have only begun to engage in dialogue. Further conceptual clarification is required in which differences are as important as common ground. This paper enters the dialogue by focusing on important differences. After a brief account of the parallel histories of Ecological Psychology and Enactivism, we cover incompatibility between them regarding their theories of sensation and perception. First, we show how and why in ecological theory perception is, crucially, (...) not based on sensation. We elucidate this idea by examining the biological roots of work in the two fields, concentrating on Gibson and Varela and Maturana. We expound an ecological critique of any sensation-based approach to perception by detailing two topics: classic retinal image theories and perception in single-celled organisms. The second main point emphasizes the importance of the idea of organism-environment mutuality and its difference from structural coupling of sensations and motor behavior. We point out how ecological - phenomenological methods of inquiry grow out of mutualism and compare Gibson’s idea of visual kinesthesis to Merleau-Ponty’s idea of the lived body. Third, we conclude that Ecological Psychology and varieties of Enactivism are laying down different paths to pursue related goals. Thus, convergence of Ecological Psychology and Enactivism is not possible given their conflicting assumptions, but cross-fertilization is possible and desirable. (shrink)

The paper looks at the semantics and ontology of dispositions in the light of recent work on the subject. Objections to the simple conditionals apparently entailed by disposition statements are met by replacing them with so-called 'reduction sentences' and some implications of this are explored. The usual distinction between categorical and dispositional properties is criticised and the relation between dispositions and their bases examined. Applying this discussion to two typical cases leads to the conclusion that fragility is not a (...) real property and that, while both temperature and its bases are, this does not generate any problem of overdetermination. Surely God, as a perfectly rational being, created the universe for some _reason_. But is God’s creating the universe for a reason compatible with divine impassibility? That is the question I investigate in this article. The _prima facie_ tension between impassibility and God’s creating for a reason arises from impassibility’s commitment to God being uninfluenced by anything _ad extra_. If God is uninfluenced in this way, asks the detractor, how could he be moved to create anything at all? This _prima (...) facie_ tension has recently been formalized and dubbed the ‘Problem of Arbitrary Creation’. In this article, I defend a new extension of this problem. I begin by characterizing classical theism, divine simplicity, and divine impassibility. I then spell out the Problem of Arbitrary Creation as developed by R. T. Mullins. I next raise a worry for Mullins’ version of the argument. Finally, I extend the argument and show how my extension avoids the aforementioned worry. (shrink)

This paper gives an outline of truthmaker semantics for natural language against the background of standard possible-worlds semantics. It develops a truthmaker semantics for attitude reports and deontic modals based on an ontology of attitudinal and modal objects and on a semantic function of clauses as predicates of such objects. It also présents new motivations for 'object-based truthmaker semantics' from intensional transitive verbs such as ‘need’, ‘look for’, ‘own’, and ‘buy’ and gives an outline (...) of their semantics. This paper offers a new interpretation of John Austin’s views both on assertion and on adverbs, as result of which an expressivist thesis concerning the semantics for action sentences is advanced. First, Austin’s analysis of assertion based on various, specific assertive forces and his remarks on adverbs are systematically connected in order to obtain assertive schemata for action sentences. Finally, those schemata are put to work as the expression of inferential commitments implicit in argumentative practices of (...) different sorts (exculpatory, justificatory and illustrative) in the deployment of which, both logical contrariety and contradiction are exploited. An information-based approach to natural language semantics. Formulated by Jon Barwise and John Perry in their influential book Situations and Attitudes (1983), it is built upon the notion of a 'situation' --- a limited part of the real world that a cognitive agent can individuate and has access to. A situation represents a lump of information in terms of a collection of facts. Pattern-based reasons are reasons for action deriving not from the features of our own actions, but from the features of the larger patterns of action in which we might be participating. These reasons might relate to the patterns of action that will actually be carried out, or they might relate to merely hypothetical patterns. In past work, I have argued that accepting merely hypothetical pattern-based reasons, together with a plausible account of how to weigh these (...) reasons, can lead to disastrous consequences. However, in this article, I argue that this problem is not limited to hypothetical pattern-based reasons: it turns out that there are analogous issues for reasons deriving from actual patterns. I then suggest that we can avoid this problem by adopting a different account of the weight of pattern-based reasons. (shrink)

This chapter as the whole book are a result of a Globethics conference in March 2018 at the Catholic University of East Africa (CUEA) in Kenya, focused on the integration of Ethics in Higher Education. The book captures the potential for sharing of knowledge, and triggering interdisciplinary collaboration and research across a wide variety of issues ranging from research practice, religion, entrepreneurship, leadership, fundraising and corruption. While some of the chapters focus on the understanding of ethics and its relationship with (...) the various other aspects of life, others concentrate on the methods and strategies of effectively teaching ethics. Our chapter is concerned by the ways research practices and the value of integrity might be at risk, in very limited situations. We have good hope that responsible answers and proportionate reason-based actions in confronting some of these risks - as with plagiarism - can protect the giving virtues necessary for dynamical and effective research processes, which are all ultimately built on the value of trust.
