Core-periphery imbalances and regional disparities figure prominently on the agenda of several disciplines, which result from their enormous impact on economic and social development around the world. In sociology, international relations, and economics, this concept is crucial in explanations of economic exchange. There are few countries that play a dominant role in world trade, while most countries have a secondary or even a tertiary position in world trade. Moreover, when we are discussing global, continental, regional, and national economies, we (...) can present regions and even smaller territorial units which have higher wages than some underdeveloped areas within the same larger area in focus. Such regional inequalities and injustices are the main themes of the core-periphery model, which focuses on tendencies of economic activities to concentrate around some pivotal points. It seeks to explain the spatial inequalities or imbalances observable on all levels or scales by highlighting the role of horizontal and vertical relations between various entities from the level of towns and cities to the global scale. The existence of a core-periphery structure implies that in the spatial dimension, the socioeconomic development is usually uneven. From such a geographical perspective, the regions known as the "core" are advanced in various areas, while other regions described as the "periphery" serve as a social, economic, and political backstages, backyards, and supply sources or - in some cases - are even subject to degradation and decline. Furthermore, the level of development has a negative correlation with distance from the core. The economies of the states that have gone through various stages of development at the earliest and with the fastest pace have become wealthy core regions and growth poles. Those countries and regions where these processes have been slower become or remain the poor periphery. (shrink)

Information and Communication Technologies, ICTs, has now for decades being increasingly taken into use for higher education, enabling distance learning, e-learning and online learning, mainly in parallel to mainstream educational practise. The concept Blended learning (BL) aims at the integration of ICTs with these existing educational practices. The term is frequently used, but there is no agreed-upon definition. The general aim of this dissertation is to identify new possible perspectives on ICTs and access to higher education, for negotiating the dichotomy (...) between campus-based and ICT-enabled education. The access options of BL are in focus for this dissertation, although BL is generally seen as a campus phenomenon, and shares a place perspective. The main research questions in the dissertation are 1) how BL can be understood in the context of increased access to education, moreover, (2) how time can be work as a more constructive perspective for designing ICTs in education, compared to place. The dissertation comprises five articles. The first is conceptual and concentrates on place and time in blended learning, and forms a time-based model and perspective, drawing on the tension between synchronous and asynchronous modalities instead of a place-based center-periphery model. The following article examines the differences between North American and European use of the term BL, in education and research, and finds that BL is not much used by European researchers, although the term is frequently used in educational environments. Two design and intervention studies, articles 3 and 4, make experiments using the BL time-based model. In article 3, a group of untraditional learners at a learning centre in Arvidsjaur attends a synchronous co-located study circle group and participates in an asynchronous and global Massive Open Online Course (MOOC). In article 4, nine students in a preparatory year for entering engineering studies volunteer and participate in a pilot distance course experiment, where prevention of procrastination is a high priority. For this, agile framework theory, constructivist learning theory and the time-based model are used in design and analysis. The last article (5) reconnects learning to place by discussing and adapting Triple- and Quadruple Helix theory for regional development in the knowledge society to four regional European cases. At the end of the synthesis, an outline of the access affordances with the time-based model is given, drawing on Adam’s timescape theory. The discussion of ICT integration into education is made drawing on Floridi’s Philosophy of Information, which provides many tools to view discourses of ICTs in education critically, and also envisions the concept of e-ducation in the infosphere, where other blend issues appear connected to weak artificial intelligence and the pervasive power of ICTs. In this paper, I propose a new way of defining sport that I call a ‘core-periphery’ model. According to a core-periphery model, sport comes in degrees – what I refer to as ‘sport-likeness’ – and the aim of the philosopher of sport is to chart those dimensions along which an activity can be more or less a sport. By introducing the concept of sport-likeness, the core-periphery model complicates the picture of what is or is (...) not a sport and encourages philosophers interested in defining sport to engage with the social sciences in exploring the extension of the term sport in common usage. Some have argued that a subject has an inner awareness of its conscious mental states by virtue of the non-introspective, reflexive awareness that any conscious state has of itself. But, what exactly is it like to have a ubiquitous and reflexive inner awareness of one’s conscious states, as distinct from one’s outer awareness of the apparent world? This essay derives a model of ubiquitous inner awareness (UIA) from Sebastian Watzl’s recent theory of attention as the activity of structuring consciousness (...) into an experiential center and periphery. I develop Watzl’s theory into an account of UIA by suggesting that a subject is acquainted with its own conscious mental states through being reflexively aware of how these states are structured by attention into a unified subjective perspective. I favorably compare this Watzl-inspired account of UIA against other contemporary analytic and classical Buddhist accounts of reflexive awareness and subjective character, which variously ground the inner awareness of conscious states on their intrinsic phenomenal quality of “for-me-ness,” their affective/hedonic valence, or a subject’s disposition to introspect them. The Watzl-inspired account also accommodates possible counter-examples to Watzl’s theory posed by states of minimal phenomenal experience such as lucid dreamless sleep and non-dual meditative awareness. This paper examines 18th-century Annamese Neo-Confucian discourse on conceptual issues related to zhongguo and the hua-yi dichotomy as expressed across a diversity of 18th-century writings. I engage with Huang Chun-chieh’s theory of “contextual turn” and localized subjectivity in 18th-century East Asian Confucianisms by arguing that 18th-century Annamese Neo-Confucianism operated along a dissimilar ideological trajectory which affirmed “geographic China, political China, and cultural China” as a transdynastic and singular zhongguo from which Annam received its politico-cultural legitimation and prestige. This discourse of (...) dependence on institutional recognition and geographical connection to the Chinese zhongguo distinguished 18th-century Annamese literati not only from contemporaneous modes of Confucian intellectuality in Japan and Joseon, but also from foundational conceptions of Vietic statehood characteristic of the early Le dynasty. My analysis of metaphysical theories invoked by 18th-century Annamese literati in their discussions of zhongguo and the rise of human civilization engages with both Huang Chun-chieh’s theory of a philological turn away from the metaphysical commitments in 18th-century East Asian Confucianisms and Alexander Woodside’s theory of pre-modern Vietnamese Confucianism being characterized by a non-metaphysical “classical primordialism.”. This paper is an attempt to localize Herman and Chomsky’s analysis of the commercial media and use this concept to fit in the Philippine media climate. Through the propaganda model, they introduced the five interrelated media filters which made possible the “manufacture of consent.” By consent, Herman and Chomsky meant that the mass communication media can be a powerful tool to manufacture ideology and to influence a wider public to believe in a capitalistic propaganda. Thus, they call their theory (...) the “propaganda model” referring to the capitalist media structure and its underlying political function. Herman and Chomsky’s analysis has been centered upon the US media, however, they also believed that the model is also true in other parts of the world as the media conglomeration is also found all around the globe. In the Philippines, media conglomeration is not an alien concept especially in the presence of a giant media outlet, such as, ABS-CBN. In this essay, the authors claim that the propaganda model is also observed even in the less obvious corporate media in the country, disguised as an independent media entity but like a chameleon, it camouflages into an invisible creature leaving predators without any clue. Hence, the reason to analyze and scrutinize a highly reputable news organization in the country, namely, the Philippine Center for Investigative Journalism (PCIJ) in relation to their portrayal of the Duterte presidency. Abstract: The objective of this study was to evaluate water productivity of alfalfa (Medicago sativa) under centre pivot irrigation system. The experimental works were conducted at three centre pivot irrigation projects (Indian, Arab Authority for Agricultural Investment and Development (AAAID) and Sedonix projects) located at Khartoum State during the period from April 2011 to April 2013. In each project, three irrigation systems were randomly selected for the study treatments. Crop water requirement was obtained using CROPWAT 8 computer model. The (...) parameters tested were Christiansen coefficient of uniformity (Cu%), distribution uniformity (Du%), Scheduling uniformity (Su) and Water productivity (kg/m3). SAS (statistical package) was used to analyze the data. The variations among means were checked by the least significant difference (LSD). The results showed that Cu%, Du%, Su and water productivity significantly affected by the management practices in different irrigated projects. Sedonix project gave the highest values of hydraulic characteristic (Cu 85%, Du 81% and Su 1.23) while AAAID project recorded the lowest values (Cu 74%, Du 70%, Su 1.43). Water productivity significantly increased in Sedonix project (0.45 kg/m3/cut) followed by Indian projects (0.38 kg/m3/cut) and AAAID which ranked the least (0.27 kg/m3/cut). It is concluded that for improvement water productivity; proper technical guidelines for system management, operation and scheduling should be followed. (shrink)

Introduction: The objective of this investigation is to analyse the informational circuits of the brain connections with the body from neurologic and neuroscience point of view, on the basis of the concepts of information promoted by the Informational Model of Consciousness. Analysis: Distinguishing between the virtual and matter-related information promoted by the Informational Model of Consciousness, the main specific features of consciousness are analyzed from the informational perspective, showing that the informational architecture of consciousness consists in seven groups (...) of specific activities, defined as cognitive centres, each of them with specific distinct tasks, but correlated each other: centre of acquisition and storing of information (memory), centre of decision and command (decision), centre of the emotional states (emotions), centre of the body maintenance (power and health), centre of the genetic elaboration/transmission (reproduction) and the info-genetic generator, inherited from the parents (predispositions, talents and skills). A special centre, dedicated to the connectivity with some extra-power properties of the mind is also introduced, assuring an intimate supra-sensitive detection of the world to explain the associated phenomena of the near-death experiences. Result: The activity of all these centres should be supported neurologically by the brain neuro-connectivity to the body and to external and internal info-signals. On the basis of the informational analysis, the neuro-connections of the brain regions associated to the main characteristics of the cognitive centres are highlighted, showing the anatomic and neuro-functional relation between the distinct components of the brain and the specific operating body regions. These connections describe in terms of information the brain-body neuro-activities as informational specific circuits, composed by the info-operational subsystems managed by the brain, and sensors, transducer and execution elements. Conclusion: The components and connections mind-body stipulated by the Informational Model of Consciousness are supported by the neurologic/neuroscience evidence. (shrink)

This paper focuses on the discipline of history, its methods, subject, and output. A brief overview of contemporary analytic philosophy of history is provided, followed by critical discussion of historical realism. It is argued that the insistence on the idea that historians inquire into the real past and that they refer to the actual past entities, events, or agents is widely open to sceptical objections. The concept of an abstract historical chronicle of past events which are explained or retold by (...) historians is identified as misleading. The idea of historical antirealism is then introduced. It is argued that in the centre of historian’s attention are present phenomena that are identified as historical evidence and require historical explanation. Historical explanation consists of constituting an historical past—a fictional model that accounts for present data. The identification process of historical evidence and the discursive nature of historical enterprise are analysed and accompanied by several concrete examples. According to historical antirealism, historians are not interested in the real past, but in the present empirical data. In their pursuit of historical knowledge, they produce fictional models—an historical past. Lastly, several common caveats against historical antirealism are addressed. The historical antirealism is presented as a viable fictionalist account of the historical inquiry that is capable of avoiding sceptical attacks on historical method and it is argued that antirealism allows history to retain its worth as a distinctive kind of scientific discipline. No two individuals with the autism diagnosis are ever the same—yet many practitioners and parents can recognize signs of ASD very rapidly with the naked eye. What, then, is this phenotype of autism that shows itself across such distinct clinical presentations and heterogeneous developments? The “signs” seem notoriously slippery and resistant to the behavioral threshold categories that make up current assessment tools. Part of the problem is that cognitive and behavioral “abilities” typically are theorized as high-level disembodied and modular functions—that (...) are assessed discretely (impaired, normal, enhanced) to define a spectral syndrome. Even as biology reminds us that organic developing bodies are not made up of independent switches, we remain often seduced by the simplicity of mechanistic and cognitive models. Developmental disorders such as autism have accordingly been theorized as due to different modular dysfunctions—typically of cortical origin, i.e., failures of “theory of mind” (Baron-Cohen et al., 1985), of the “mirror neuron system” (Ramachandran and Oberman, 2006), of “weak central coherence” (Happe and Frith, 2006) or of the balance of “empathizing” and “systemizing” (Baron-Cohen, 2009), just to list a few. -/- The broad array of autonomic (Ming et al., 2005; Cheshire, 2012) and sensorimotor (Damasio and Maurer, 1978; Maurer and Damasio, 1982; Donnellan and Leary, 1995; Leary and Hill, 1996; Donnellan and Leary, 2012; Donnellan et al., 2012) differences experienced and reported by people with autism have by such theories typically been sidelined as “co-morbidities,” possibly sharing genetic causes, but rendered as incidental and decisively behaviorally irrelevant symptoms—surely disconnected from cognition. But what if the development of cortically based mental processes and autonomous control relies on the complexities and proper function of the peripheral nervous systems? Through such an “embodied” lens the heterogeneous symptoms of autism invites new interpretations. We propose here that many behavioral-level findings can be re-defined as downstream effects of how developing nervous systems attempt to cope and adapt to the challenges of having various noisy, unpredictable, and unreliable peripheral inputs. Financial sustainability of protected areas is one of the main challenges of management. Financial self-sufficiency is an important element in improving conservation effort in these areas. This study seeks to review best practices in recreational fee systems in different countries and to find a relevant entry fee for a wildlife sanctuary in Malaysia. The revenue of the National Elephant Conservation Center (NECC) in Kuala Gandah, Malaysia, comes from several sources, including the national government, but all these budgetary sources are (...) strained by tighter public budgets and greater demands. The present study investigates the introduction of visitor entrance fees to supplement an otherwise inadequate budget for supporting the operational costs of the sanctuary. Factor analysis and a double-bounded contingent valuation method were combined to estimate tourists' willingness to pay (WTP) the proposed entrance fee. Factor analysis showed that respondents' motivation to support the NECC with user fees is conditioned by their direct experiences with elephants, their satisfaction with NECC's educational programs and services, and other experiences it gives to users. The WTP model considered respondents' four motivation factors with their sociodemographic characteristics. Since NECC visitors arrive from both within and outside the country, this study suggests to center managers a two-tier fee structure (residents vs. nonresidents of Malaysia), based upon mean WTP estimates. This study further suggests that revenue from such an entrance fee for NECC could support the Center's management and development costs. © 2015 Elsevier B. (shrink)

The electronic and muonic hydrogen energy levels are calculated very accurately [1] in Quantum Electrodynamics (QED) by coupling the Dirac Equation four vector (c ,mc2) current covariantly with the external electromagnetic (EM) field four vector in QED’s Interactive Representation (IR). The c -Non Exclusion Principle(c -NEP) states that, if one accepts c as the electron/muon velocity operator because of the very accurate hydrogen energy levels calculated, the one must also accept the resulting electron/muon internal spatial and time coordinate operators (ISaTCO) (...) derived directly from c without any assumptions. This paper does not change any of the accurate QED calculations of hydrogen’s energy levels, given the simplistic model of the proton used in these calculations [1]. The Proton Radius Puzzle [2, 3] may indicate that new physics is necessary beyond the Standard Model (SM), and this paper describes the bizarre, and very different, situation when the electron and muon are located “inside” the spatially extended proton with their Centers of Charge (CoCs) orbiting the proton at the speed of light in S energy states. The electron/muon center of charge (CoC) is a structureless point that vibrates rapidly in its inseparable, non-random vacuum whose geometry and time structure are defined by the electron/muon ISaTCO discrete geometry. The electron/muon self mass becomes finite in a natural way due to the ISaTCOs cutting off high virtual photon energies in the photon propagator. The Dirac-Maxwell-Wilson (DMW) Equations are derived from the ISaTCO for the EM fields of an electron/muon, and the electron/muon “look” like point particles in far field scattering experiments in the same way the electric field from a sphere with evenly distributed charge “e” “looks” like a point with the same charge in the far field (Gauss Law). The electron’s/muon’s three fluctuating CoC internal spatial coordinate operators have eight possible eigenvalues [4, 5, 6] that fall on a spherical shell centered on the electron’s CoM with radius in the rest frame. The electron/muon internal time operator is discrete, describes the rapid virtual electron/positron pair production and annihilation. The ISaTCO together create a current that produce spin and magnetic moment operators, and the electron and muon no longer have “intrinsic” properties since the ISaTCO kinematics define spin and magnetic moment properties. The “nature or nurture” problem concerning the debate on the innate features with respect to the acquired ones is approached in terms of information, from the perspective of the Informational Model of Consciousness. This model reveals seven distinct informational systems reflected in consciousness as informational centers, i.e. memory (Iknow-Ik), decisional info-operational center (Iwant-Iw), emotions (Ilove-Il), metabolic operations (Iam-Ia), genetic transmission (Icreate-Ic), genetic info-generation (Icreated-Icd) and the anti-entropic center (Ibelieve-Ib). Ib is a life-assisting beneficial center, because (...) it is opposed to the entropic action of matter, eliminating or reducing the uncertainty characteristic of unknown possibilities to certainty, and inducing in this way the trust and confidence in own actions. The pro and contra arguments of the “nature or nurture” are shortly presented, noting the large range of divergent opinions and concepts on the approached problem. It is shown that the information concept acting both as informal and matter-related information, specifically referred to the embodiment/ disembodiment mechanisms for the transmission of information during the epigenetic processes, can coherently approach and explain the transgenerational transmission of the traits acquired during the life span of the predecessors. The concepts of tendency, affinity, propensity, predisposition, aptitude, vocation and talent, specific for inheritable properties described by Icd are discussed, pointing out the large pallet and variety of such concepts describing the evidences detected by external observers on the inherited behaviors, and that of self-perceived by the implicated individual, as a silent voice of whose are no longer. The external manifestation of such inherited features and traits depends on practice, because the characteristic operation of the nervous system and of epigenetic processes is based on repetition and/or intensive practice, but these are permanently guided by the silent voice of those who are no longer, with various signal intensities. Scientific models share one central characteristic with fiction: their relation to the physical world is ambiguous. It is often unclear whether an element in a model represents something in the world or presents an artifact of model building. Fiction, too, can resemble our world to varying degrees. However, we assign a different epistemic function to scientific representations. As artifacts of human activity, how are scientific representations allowing us to make inferences about real phenomena? In reply to this concern, (...) philosophers of science have started analyzing scientific representations in terms of fictionalization strategies. Many arguments center on a dyadic relation between the model and its target system, focusing on structural resemblances and “as if” scenarios. This chapter provides a different approach. It looks more closely at model building to analyze the interpretative strategies dealing with the representational limits of models. How do we interpret ambiguous elements in models? Moreover, how do we determine the validity of model-based inferences to information that is not an explicit part of a representational structure? I argue that the problem of ambiguous inference emerges from two features of representations, namely their hybridity and incompleteness. To distinguish between fictional and non-fictional elements in scientific models my suggestion is to look at the integrative strategies that link a particular model to other methods in an ongoing research context. To exemplify this idea, I examine protein modeling through X-ray crystallography as a pivotal method in biochemistry. (shrink)

This article outlines an integrally informed model for addictionon treatment and recover that is being pioneered and developed at Tabankulu Secondary Addiction Recovery Center in Cape Town, South Africa. Tabankulu is the world’s first inpatient Addictionon treatment center to implement an integrally informed treatment model. The Integrated Recovery model is a comprehensive, balanced, multi-phased, and multi-disciplinary approach to the treatment of and recovery from addiction. Its philosophy is derived from integrang a 12 Step abstinence-based methodology, (...) mindfulness-based interventions, positive psychology, and Integral Theory. The case is made that addictionon treatment facilities, therapists working with this population, and recovering addicts will become more proficient, effective, and consequently have higher success rates by becoming integrally informed. Kruja is a middle-range city located in the center of Albania. The city of Kruja dates back to its existence from the V-VI century and extends to the city around the VI and IX centuries. It becomes the first capital of Albania in the XI-th century, specifically in 1190. This paper is going to deal with only two groups of buildings that are an integral part of the historical city of Kruja, the historical dwellings (XVIII century) and the socialist (...) ones (1960-1985). This paper aims to analyze through linear regressions the relation between two parameters: moisture content and temperature of the indoor walls and floors of the historic and socialist buildings in the city of Kruja. Three types of historic dwelling and three types of socialist apartments have been analyzed, relatively uniformly oriented. The measurements with specific instruments are done on the same day, for three hours. The degree of reactivity is different for both groups of buildings. The historical buildings are more sensitive to temperature rise. They respond invers to it (as the temperature rise, the level of the moisture content decreases), with a higher coefficient than socialist ones, and appear to be more efficient in reducing the level of the moisture, despite the average moisture content being higher. This paper takes into consideration also the analysis of the materials of the construction for both categories. If the level of moisture is reduced, the buildings will be improved and the quality of life indicators of the inhabitance will be improved too. (shrink)

A physical model of the electron is suggested according to the basic structures of matter (BSM) hypothesis. BSM is based on an alternative concept about the physical vacuum, assuming that space contains an underlying grid structure of nodes formed of superdense subelementary particles, which are also involved in the structure of the elementary particles. The proposed grid structure is formed of vibrating nodes that possess quantum features and energy well. It is admitted that this hypothetical structure could account for (...) the missing “dark matter” in the universe. The signature of this dark matter is apparent in the galactic rotational curves and in the relation between masses of the supermassive black hole in the galactic center and the host galaxy. The suggested model of the electron possesses oscillation features with anomalous magnetic moment and embedded signatures of the Compton wavelength and the fine-structure constant. The analysis of the interactions between the oscillating electron and the nodes of the vacuum grid structure allows us to obtain physical meaning for some fundamental constants. (shrink)

Centre and Periphery in the Historiography of Philosophy: Peter Olivi and Medieval Psychology The paper inquiries into the (historiographical) question what does it mean to be a “marginal thinker” in the context of the medieval philosophy. The question is investigated on the example of Franciscan philosopher and theologian Peter Olivi (1248/49–1298) and his philosophical psychology. First, a preliminary option is introduced: for a thinker, being “marginal” depends on his relation to who is considered to be canonical. Since the most (...) famous thinker of the Middle Ages is Thomas Aquinas (at least according to the traditional canon of medieval philosophy), Olivi’s positions in psychology are compared with these of Aquinas. It is revealed that Olivi’s psychology is very different from the Aquinas’ one. (E.g. Olivi stresses the activity of perception, proprioceptual nature of the sense of touch, and direct access of the intellect to its own acts.) Moreover, Olivi is very critical towards the Aristotelian philosophy as is done by some thinkers of his time. Nevertheless, it does not follow that Olivi is a marginal thinker only because of his dissimilarity from the more Aristotelian-minded ones. It is argued that “centre” and “periphery” in the history of medieval philosophy depends not on the canon (which is rather a historians’ construct and instrument), but rather on the tradition. Hence, although Olivi can be considered as a marginal thinker if we take into the account the Aristotelian tradition of medieval philosophy, he is definitely a central and important thinker, if considered as a member of the Augustinian tradition. Schröedinger’s question “what is life?” was a real challenge for the scientific community and this still remains as an opened question, because in spite of the important advances in various scientific branches like philosophy, biology, chemistry and physics,, each of them assesses life from its particular point of view to explain the life’ characteristic features, so not a coherent and well structured general model of life was reported. In this paper life is approached from informational perspective, starting from earlier (...) Draganeacu's philosophic concepts, showing that actually life is structured by matter and information. Therefore, it is analyzed carbon-matter properties on the basis of which the living structures are composed, giving rise not only of a considerable number of carbon-based compounds, but serving now beside silicon, as an useful material for micro/nanostructure applications. Such specific properties refers to the high ability of carbon to associate/dissociate in chemical reactions regulated/facilitated by informational (Bit unit) YES/NO bistable mechanisms to form macro/small molecules with complementary properties, reactive info-functional pathways of transduction, relaying, amplification, integration, spreading, modulation, activation and positive/negative feedback reactions, like in the informational microelectronic/microsystems circuits. It is argued that the negentropy invoked earlier in Schrödinger's analysis is a consequence of informational-assisted structuration/organization of the cell and human organism. From the analysis of inter/intra-communication mechanisms in the cell and comparing with the outcomes described by the Informational Model of Human Body, it is deduced that, the living organisms operate on the basis of three main streaming circuits assuring the living functions: (1) the metabolic matter-related circuit; (2) the operative informational circuit; (3) the epigenetic informational circuit for the gradual integration of information in the central informational structure – DNA. It is founded on these bases the Informational Model of the Living Structures, and the Informational System of the Living Structures (ISLS), with similar functions on the entire living scale size, from unitary to multicellular living structures, composed by seven informational systems, namely [CASI (center of acquisition and storing of information), CDC (center of decision and command), IRSS (info-reactive sentient system), MIS (maintenance info-system), GTS (genetic transmission system), IGG (info-genetic generator) and IC (info-connection)]ISLS, and are identified the specific functions of each of them. The concept and the main stakeholders of E-learning ecosystem are investigated at the article. University is regarded as a center of such ecosystem due to skilled knowledge providers and technical equipment availability. Studying different cases authors prove that higher educational institution plays a driver role in different projects, especially social start-up projects. Different models of partnership between universities and other stakeholders are considered. In authors’ opinion, one of the most perspective collaborative projects are in frame of “students – schoolchildren” (...) due to effective knowledge transfer. Such kind of cooperation can fill the gap between school and university education. Particularly the framework of e-learning project in financial literacy for orphans totally prepared and executed by students is considered. The ICT tools are very actively used in these initiatives aiming to develop high demanded skills as critical thinking, creativity and complex problem solving. As a result, schoolchildren are receiving a toolkit for basic data analysis, developing own business plan and adopting evidencebased decisions. The authors prove that E-learning projects are able to improve both information and financial literacy and also increase the level of inclusivity into education of weak and socially unprotected children from orphanages. The article will be useful for the representatives from universities, orphanages, companies who eager to boost the level of their social responsibility. The aim of the research is to reveal different types of cooperation under social projects between higher educational institutions and other stakeholders, using wide range of ICT e-learning tools as well. In the Philippines, the Marikina Sports Center, established in 1969 (Tugano, 2019, p. 249), stands as an example of an aging facility that no longer fully serves the needs of the modern community. Built over five decades ago, it was designed for a much smaller population and under very different social conditions. The population of Marikina grew by approximately 1027.32% from 40,455 in the 1960s to 456,059 in 2020 (Marikina City Planning Office, 2023). Today, it struggles to provide the (...) level of service and accessibility required by a growing and diverse society, as evidenced by a lack of universal design just by simply visiting the center. Moreover, its aging infrastructure is a cause for concern (Tugano, 2019, p. 251). Marikina City’s mission to become a model for local governance—focused on providing participative, inclusive, and high-quality public services—underscores the urgent need to upgrade the sports center. The city is committed to addressing both the practical and strategic needs of its institutions, environs, and constituents, but the current state of the sports center does not entirely reflect these aspirations. Furthermore, Marikina’s objective of fostering a "healthier, livelier, and community-centered citizenry" (Marikina City Planning Office, 2018, p. 43) is hindered by the outdated infrastructure of the sports center. One of the ways that the city envisions encouraging a healthy lifestyle is by promoting the use of the Marikina Sports Center for local events. The center boasts numerous amenities, yet, despite these offerings, the facilities require substantial updates to cater to a wide and diverse set of users (Reyes, 2023). (shrink)

ABSTRACT The main informational components of consciousness are described as Operative Informational System (OIS) assuring the reactive short-time adaptation and Programmed Informational System (PIS), assuring the life maintenance and the species survival, working in an integrated manner with the informed matter IM (body). The defined informational subsystems allow to describe consciousness as a sum of cognition centers defined by Ibelieve, Iknow, Iwant, Ilove, Iam, Icreate and Icreated. The cognition center Ibelieve was defined as related with the anti-entropic field of (...) the bipolar universal matter/antimatter informational system, assisting the life structuring and health and explaining the precognition, psychokinesis, near-death experiences and other "paranormal" phenomena. Introduction: This article discusses the brain hierarchical organization/evolution as a consequence of the information-induced brain development, from the perspective of the Informational Model of Consciousness. Analysis: In the frame of the Informational Model of Consciousness, a detailed info-neural analysis ispresented, concerning the specific properties/functions of the informational system of the human body composed by the Center of Acquisition and Storing of Information, Center of Decision and Command, Info-Emotional Center, Maintenance Informational System, Genetic Transmission System, Info (...) Genetic Generator and Info- Connection center, in relation with the neuro-connected brain areas, with a special attention to the Info-Connection and its specific properties. Besides a meticulous analysis of the info-connections/neuro-functions of these centers, a special attention was paid to limbic/cingulate cortex activities. Defined as a trust/confidence center, additional features are highlighted in correlation with the activity of the anterior cingulate cortex, consisting in the intervention/moderation of amygdala emotional signals, conflicting opposite YES/NO data and error elimination in the favor of the organism adaptation/survival, the intervention in the certainty/uncertainty balance to select a suitable pro-life information (antientropic effect), in moderation of pain and in the stimulation of the empathic inter-human relations/communication. Representing the correspondence between the informational subsystems and the brain area map, itis shown that the up/down integration of information by epigenetic mechanisms and the down/ up evolution are correlated. Results: The analysis of the functions of the anterior cingulate opens new gates of investigations concerning the involved intimate mechanisms at the level of cell microstructure, specifically on the compatibility with quantum assisted processes admitted by the Informational Model of Consciousness and the quantum-based models The discussion on the information integration/codification by epigenetic mechanisms shows that this process starts from the superior levels of brain conscious info-processing areas and progressively advances to the automatic/autonomic inferior levels ofthe informational system, under insistent/repetitive cues/stress conditions, pointing out an hierarchical functional/anatomical structure of the brain organization. Additional arguments are discussed, indicating thatthe down/up progressive scale representation is a suggestive illustration of the brain evolution, induced/assisted/determined by information, accelerated at humans by the antientropic functions of the Info-Connection center. Conclusions: The hierarchical organization of the brain is a consequence of the integration process of information, defining its development accordingly to the adaptation requirements for survival during successive evolution stages of the organism, information playing a determinant/key role. This goal of this thesis in the philosophy of nature is to move us closer towards a true biological science of consciousness in which the evolutionary origin, function, and phylogenetic diversity of consciousness are moved from the field’s periphery of investigations to its very centre. Rather than applying theories of consciousness built top-down on the human case to other animals, I argue that we require an evolutionary bottomup approach that begins with the very origins of subjective experience in order (...) to make sense of the place of mind in nature. To achieve this goal, I introduce and defend the pathological complexity thesis as both a framework for the scientific investigation of consciousness and as a lifemind continuity thesis about the origins and function of consciousness. The conceptual model of United Nations reform - "UN 3.0" includes the General Program of Action on UN Reform, consisting of two stages. The first stage for 2020-2025 envisages the transformation of the main organs of the UN - the General Assembly and the Security Council with measures to improve the effectiveness of the management system, address the "veto problem", problem of financing, improve staff work and administrative and financial control, strengthen UN media, improvement of work with the global (...) civil society. The General Assembly is converted into the General All-Parliamentary Assembly of the UN. In the structure of the Assembly, the Council for Law is being established, which coordinates the activities of UN structures in the field of law. To coordinate the activities of the UN in the field of human rights and civil society, ethical issues, the General all-parliamentary Assembly creates the Council on ethics, human rights and civil society and transforms the Committee on information into the Council on public information and communication with civil society. The structure of the Council includes all UN media. The reform of the UN Security Council is carried out in three sub-stages. At the 1st sub-stage (2020-2021) the Security Council is transformed into the Council of Existential Security (CES). The membership of the CES is increased to 25 member countries, of which five countries have the right of the unconditional (absolute, eternal) veto: Great Britain, France, China, Russian Federation, USA. The General All-Parliamentary Assembly elects 15 new permanent members of the Council of Existential Security with the right of the conditional (limited) veto: Argentina, Australia, Brazil, Canada, Egypt, Germany, India, Indonesia, Italy, Mexico, South Africa, Nigeria, Pakistan , Turkey, Japan (if they fulfill the mandatory restrictive conditions). At this sub-stage, the CES elects also five non-permanent members with the right of a conditional (limited) veto when they meet the mandatory restrictive conditions, with a rotation period of 2 years from geographical regions (or regional unions): Africa, Latin America and the Caribbean, Asia and the Pacific Ocean (2 places), Eastern Europe. On the second sub-stage (2022-2023), subject to the effective activity of the CES of the enlarged composition and compliance with mandatory restrictive conditions, new permanent members of the "Existential Security Council" are elected with the right of a conditional (limited) veto: Iran, Spain, Poland, Saudi Arabia. Members of the CES may be regional unions, whose member countries are not represented in the CES, but still have one vote with the right of a conditional (limited) veto. -/- Two essential levels of the veto: 1. Unconditional (absolute, eternal) veto is the historical right of veto of the five permanent members of the Council of Existential Security - Great Britain, China, Russia, USA, France; 2. Сonditional (limited) veto is the veto of other permanent and non-permanent members of the Council of Existential Security. The right of veto is a unique international school for the achievement of consensus, a school of high democracy for Humanity, a reliable guarantee of the viability of the UN structure. The Council for Existential Security centralises the management of the UN subsidiary bodies with the expansion of their security functions: the Military Staff Committee, the Counter-Terrorism Committee, the Committee for the Prevention of the Spread of Nuclear, Chemical and Biological Weapons, the Sanctions Committees and other committees. On the basis of the decision of the Council of Existential Security, the General All-Parliamentary Assembly creates permanent contingents of UN peacekeeping and counter-terrorism forces. In addition, two Centers are being created in the structure of the Council for Existential Security: the World Center for the Elimination of the Effects of Technogenic and Natural Disasters with branches on all continents and the World Center for the Analysis of Existential Risks and the Overall Security Strategy. The Center is developing the Programs of research and monitoring of global existential threats and risks. In order to increase the level of legitimacy and authority of the Secretary General of the United Nations, the Rules of procedure for elections to this post are changing. Each member country of the Council for Existential Security represents one of the most authoritative candidates for election to the post of Secretary General at the session of the General All-Parliamentary Assembly, with the possibility of nominating candidates from other countries, including those not members of the Council for Existential Security. Elections are held in two rounds during one day of the session of the Assembly. The Legal Committee of the UN General Assembly is developing a Program for the Reform of the Judicial System of the United Nations, which takes into account the proposals of the previous international discussion and determines the scope and terms of the reform of the courts. In accordance with the Program of Action on UN Reform for 2020-2025, reforms are under way in the structure of the Economic and Social Council. The central task of the reform is to strengthen the coordinating role of ECOSOC in the entire system of UN-related specialized agencies, funds and programs related to the Council. The key task of the UN reform is the solution of the financing problem. A unified "UN Open Budget "Solidarity XXI" is being created, including the financing of peacekeeping operations and other expenses. Each country, a member of the United Nations, lists in an established period, once a year, an Existential contribution - the Earth Tax. The Earth Tax for each UN member state is established on the basis of four scales of calculation: Scale I - for 5 permanent members of the Council of Existential Security, who have the right of absolute (absolute) veto; Scale II - for the permanent members of the SEB, who have the right to a conditional (limited) veto; Scale III - for non-permanent members of the SEB, who have the right to a conditional (limited) veto; Scale IV - for all other UN member countries. The program of action on UN reform includes a set of measures to ensure transparent work of the International Civil Service Commission with the involvement of the UN media. To strengthen control functions in the sphere of personnel policy, administrative and financial management, the General All-Parliamentary Assembly of the United Nations establishes the Permanent Commission on Ethics and Administrative and Financial Control. All members of the Commission, members of the Committees and auditors are independent in their activities from the leadership of the United Nations, its funds and programs. The General All-Parliamentary Assembly completes the first stage of the Program of Action on UN Reform in 2025 and, following an open discussion, introduces a single language of international communication - Esperanto and approves it as the official language of the United Nations. With a view to more effective work of the central UN governing bodies in the face of increasing existential threats and risks, reducing the current expenses for the maintenance of the central bodies of the UN, the Council for Existential Security and the General All-Parliamentary Assembly decide on the relocation of the UN headquarters to Iceland. The UN building complex in New York is transferred to preferential use of non-governmental organizations, which contribute to the implementation of the goals of the United Nations. At the second stage of the UN reform in the period 2026-2028, additional necessary transformations are being made in the UN system. At the end of the first stage of the reform, taking into account the reforms carried out by the main organs of the United Nations and the internal improvement of the work of all its structures, the United Nations Program of Action for the years 2026-2028 is being developed. This book attempts to advance Donald Griffin's vision of the "final, crowning chapter of the Darwinian revolution" by developing a philosophy for the science of animal consciousness. It advocates a Darwinian bottom-up approach that treats consciousness as a complex, evolved, and multidimensional phenomenon in nature rather than a mysterious all-or-nothing property immune to the tools of science and restricted to a single species. -/- The so-called emergence of a science of consciousness in the 1990s has at best been a science (...) of human consciousness. The world of academic philosophy is now entering a new age, one defined neither by colonial need for recognition nor by postcolonial wish to integrate. The indicators of this new era include heightened appreciation of the value of world philosophies, the internationalization of the student body, the philosophical pluralism which interaction and migration in new global movements make salient, growing concerns about diversity within a still too-white faculty body and curricular canon, and identification of a range of deep structural problems (...) with the contemporary philosophical academy in its discursive, citational, refereeing and ranking practices. We are entering what we might call " the age of " re-emergence, " a new period the key features of which are as follows. First, philosophies from every region of the world, locally grounded in lived experience and reflection upon it, are finding new autonomous and authentic forms of articulation. Second, philosophical industry, leaving behind a center-periphery mode of production, is becoming again polycentric: the philosophical world is returning to a plural and diverse network of productive sites. Third, Europe and other colonial powers have been provincialized, no longer mandatory conversation partners or points of comparison but rather unprivileged participants in global dialogue. Fourth, philosophers within the largely Anglophone international academy are beginning to acknowledge their responsibility to arrange international institutions to enable wide and open participation; that is, acknowledge that their control over the academy is a fallout from colonialism rather than a reflection of intellectual superiority. We may thus look to a future when there will be a vibrant pluralistic realism in departments of academic philosophy around the globe, and a new cartography of philosophy. (shrink)

In this paper an Artificial Neural Network (ANN) model, for predicting the category of a tumor was developed and tested. Taking patients’ tests, a number of information gained that influence the classification of the tumor. Such information as age, sex, histologic-type, degree-of-diffe, status of bone, bone-marrow, lung, pleura, peritoneum, liver, brain, skin, neck, supraclavicular, axillar, mediastinum, and abdominal. They were used as input variables for the ANN model. A model based on the Multilayer Perceptron Topology was established (...) and trained using data set which its title is “primary tumor” and was obtained from the University Medical Centre, Institute of Oncology, Ljubljana, Yugoslavia Test data evaluation shows that the ANN model is able to correctly predict the tumor category with 76.67 % accuracy. In the wake of modernism studies' global turn, this article considers the role of translation in fostering Iranian modernism. Focusing on the poetic translations of Bijan Elahi (1945-2010), one of Iran's most significant poet-translators, we demonstrate how untranslatability becomes a point of departure for his experimental poetics. Elahi used premodern Sufi hermeneutics to develop his modernist theory of translation, whereby the alien core of the text is recognised at the centre of the original. As he engages the translated text from (...) many angles, Elahi confounds polarities between innovation and imitation, and authorship and translation, that continue to bifurcate translation studies. In contributing to the globalization of modernist studies, this work adds to our understanding of modernism's entanglement within premodern concepts of creation, as well as to modernism's recreation of tradition from a non-European periphery. Contemporary republicanism is characterized by three main ideas: free persons, who are not subject to the arbitrary power of others; free states, which try to protect their citizens from such power without exercising it themselves; and vigilant citizenship, as a means to limit states to their protective role. This book advances an economic model of such republicanism that is ideologically centre-left. It demands an exit-oriented state interventionism, one that would require an activist government to enhance competition and resource exit (...) from dominating relationships within markets of all types, be they marital, labour, or residential. The substantial intervention and redistribution necessitated by such an approach make it leftist, while its tendency to work with rather than against the grain of markets makes it centrist. It is, in short, a contribution to progressive republican political thought, but one that is less social-democratic than market-democratic in character. (shrink)

ABSTRACT: This chapter offers a revenge-free solution to the liar paradox (at the centre of which is the notion of Gestalt shift) and presents a formal representation of truth in, or for, a natural language like English, which proposes to show both why -- and how -- truth is coherent and how it appears to be incoherent, while preserving classical logic and most principles that some philosophers have taken to be central to the concept of truth and our use of (...) that notion. The chapter argues that, by using a truth operator rather than truth predicate, it is possible to provide a coherent, model-theoretic representation of truth with various desirable features. After investigating what features of liar sentences are responsible for their paradoxicality, the chapter identifies the logic as the normal modal logic KT4M (= S4M). Drawing on the structure of KT4M (=S4M), the author proposes that, pace deflationism, truth has content, that the content of truth is bivalence, and that the notions of both truth and bivalence are semideterminable. In his last works, John Rawls explicitly argued for an overlapping consensus on a family of reasonable liberal political conceptions of justice, rather than just one. This ‘Deep Version’ of political liberalism opens up new questions about the relationship between citizens’ political conceptions, from which they must draw and offer public reasons in their political advocacy, and their comprehensive doctrines. These questions centre on whether a reasonable citizen’s choice of political conception can be influenced by her comprehensive doctrine. In this (...) paper I present two models of the relationship, which give contrasting answers to these questions, and defend the model that is more permissive with regard to the influence of comprehensive doctrines. This has important implications for our understanding of Rawlsian political liberalism, and reduces the force of objections that have been offered by theorists sympathetic to religion. (shrink)

This paper examines how specific concepts of the self shape discussions about the ethics of changing sex. Specifically, it argues that much of the debate surrounding sex change has assumed a model of the self as authentic and/or atomistic, as demonstrated by both contemporary medical discourses and the recent work of Rubin (2003). This leads to a problematic account of important ethical issues that arise from the desire and decision to change sex. It is suggested that by shifting to (...) a properly intersubjective and performative model of the self, we can better understand (1) the diagnosis of transsexuality; and (2) issues of success, failure and regret with regard to changing sex. The paper also reveals the important implications this shift has for how the relationship between medical practitioners and transindividuals is understood. The paper concludes by showing how the model of the self as authentic can individualise identity and thus downplay or overlook the tight intertwinement between self and other. A properly intersubjective, performative concept of the gendered self places other people at the centre of both an individual’s attempt at self-transformation and the ethical issues that arise during this process. Liberal political philosophers disagree about the limits of toleration, whether equality is central to liberal toleration, and the toleration of illiberal religious and cultural practices, among other topics. Some non-liberal states adopt a model of toleration, despite significant limitations on liberty. Moreover, some recent work in comparative philosophy emphasizes pluralism across traditions of political morality. In this article I give an overview of some recent work in philosophy of science dedicated to analysing the scientific process in terms of (conceptual) mathematical models of theories and the various semantic relations between such models, scientific theories, and aspects of reality. In current philosophy of science, the most interesting questions centre around the ways in which writers distinguish between theories and the mathematical structures that interpret them and in which they are true, i.e. between scientific theories as linguistic (...) systems and their non-linguistic models. In philosophy of science literature there are two main approaches to the structure of scientific theories, the statement or syntactic approach -- advocated by Carnap, Hempel and Nagel -- and the non- statement or semantic approach --advocated, among others, by Suppes, the structuralists, Beth, Van Fraassen, Giere, Wojcicki. In conclusion, I briefly review some of the usual realist inspired questions about the possibility and character of relations between scientific theories and reality as implied by the various approaches I discuss in the course of the article. The models of a scientific theory should indeed be adequate to the phenomena, but if the theory is 'adequate' to (true in) its conceptual (mathematical) models as well, we have a model-theoretic realism that addresses the possible meaning and reference of 'theoretical entities' without relapsing into the metaphysics typical of the usual scientific realist approaches. Responsive governance during the COVID-19 pandemic became a severe challenge for countries worldwide. With a relatively poor healthcare structure, Bangladesh performed moderately well in managing the first wave of the pandemic (March-December 2020). With substantive policy and decision-making support from the Centre, local governments collaborated with various relevant actors to enhance their pandemic-related services. In this background, this research used an integrative framework to study a case of local-level collaborative governance-the Saturia Model. Based on the authors' experience, reflections and (...) review, this analysis explores various socioeconomic and environmental factors behind the effectiveness of this collaboration in containment policies and providing support services to vulnerable groups. Findings indicate that coordination between state and non-state actors, resource mobilization, access and communication, community engagement and the adaptative capacity of the government are vital for making such collaborations work in a crisis. The lessons are valuable for prospective understanding and policy interventions. (shrink)

The target of Second- Language Acquisition (SLA), emerged in the second half of the 20th century, was to be helpful in foreign- language education/ teaching. It denotes mostly the study of individuals (or sometimes groups) who are learning a language consequent to learning their first language when they are young children. At the same time, it signifies the process of learning a second language. The added language is named a second language, but it might indeed be the third, fourth or (...) more which is going to be acquired. The range of SLA comprises informal Second- Language Learning occurring in natural milieus, formal second- language learning occurring in classroom or the one that contains a combination of them both, that is, settings and conditions. The three main aspects for the study of SLA process are the linguistic, psychological and social aspects. The Monitor Theory/ Model postulated by Krashen in the 1970s is a psychological approach in nature. With its five hypotheses (The Acquisition– Learning Hypothesis, The Monitor Hypothesis, The Natural Order Hypothesis, The Input Hypothesis, and The Affective Filter Hypothesis), it tries to find answers to the problems of SLA, such as what does a second- language learner come to know, how the acquisition process takes place, and why some learners are more successful than others? The Monitor Theory (MT) received extensively many criticisms after its appearance and was rejected. Its teaching implications were also at the centre of criticisms. What place does MT occupy in SLA today? This study aims to try to find an answer. The other questions are: How important is the MT for SLA? What kind of criticisms are expressed against it? How fair is the criticism by McLaughlin (1978, 1987)? The working hypotheses of the present work are: The hypotheses developed by Krashen are not/ will not be rejected. Because science is still lying in the so- called agony phase, and cannot find any answers to all questions in psychology (e.g. how exactly is the processing of language; in particular and of mind in general). Moreover, the problems related to memory etc., the thoughts emanated from the MT can probably not be refuted. They have evolved so far and will be evolved further, perhaps with small differences. This research is completely based on the literature written since the time the theory was developed. In other words, it was carried out using a descriptive method without using a special data collection tool. The sources written on the subject were reviewed and an answer to the research questions was tried to be found. Even though the theory is expressed with different names and different meanings today, it has survived all the criticisms made, and it has been concluded that it still occupies an important place in the discipline of second- language acquisition (SLA) and foreign- language teaching. Again, the inquiries carried out since the 1970s delineate that the implications in favour of language education are not very different from those stated by Krashen (1982), which were the products of his opinions in that period. This study of Greek time before Aristotle’s philosophy starts with a commentary on his first text, the Protrepticus. We shall see two distinct forms of time emerge: one initiatory, circular and Platonic in inspiration, the other its diametrical opposite, advanced by Aristotle. We shall explore this dichotomy through a return to poetic conceptions. The Tragedians will give us an initial outline of the notion of time in the Greek world (Fate); we shall then turn to Homer in order to better (...) grasp the complex relations between time and the religious sphere (the Hero); the work of the great theologian Hesiod will confirm this initiatory vision, later set out in remarkable fashion by Nietzsche (Myths); we shall then dive deep into Pythagoreanism to complete our account (Mysteries). Having understood this current of thought, powerfully influenced by the Iranian theogony, we shall be able to discern its clear differences from the so-called “Ionian” current, and thus to move away from Plato (Ideology). Lastly, we shall return to the early Ionian thinkers Thales and Anaximander to analyse whether this really was the vision of the world that Aristotle adopted in developing the first model of time (Science). In the second volume we shall see the return of the thought of the theologoi within the Aristotelian corpus itself, and will question our distinction between the being and existence of time. Régis Laurent is a philosopher and member of the association Kairos Kai logos (Centre for the study of ancient philosophy). In 1937, the Japanese economist Kaname Akamatsu discovered specific links between the rise and decline of the global peripheries. Akamatsu’s theory of development describes certain mechanisms whose working results in the narrowing of the gap between the level of development of the economy of developing and developed countries, and, thus, in the re-structuring of the relationships between the global core and the global periphery. Akamatsu developed his model on the basis of his analysis of the economic development of (...) Japan before World War II, with a special emphasis on the development of the Japanese textile industry. Akamatsu’s catch-up development includes three phases: import of goods, organization of the production of previously imported products, and export of those goods. This model proved to be productive for analyzing the development of many other developing countries, especially in East Asia, making the theory of flying geese popular among the economists of these countries, as well as the whole world. The “flying geese” model produces certain swings that may be denoted as Akamatsu waves. Akamatsu waves may be defined as cycles (with a period ranging from 20 to 60 years) that are connected with convergence and divergence of core and periphery of the World System in a way that explains cyclical upward and downward swings (at global and national levels) in the movements of the periphery countries as they catch up with the richer ones. Does self-control require willpower? The question cuts to the heart of a debate about whether self-control is identical with some psychological process internal to the agents or not. Noticeably absent from these debates is systematic evidence about the folk-psychological category of self-control. Here, we present the results of two behavioral studies (N = 296) that indicate the structure of everyday use of the concept. In Study 1, participants rated the degree to which different strategies to respond to motivational conflict exemplify (...) self-control. Participants distinguished between intra-psychic and externally-scaffolded strategies and judged that the former exemplified self-control more than the latter. In Study 2, participants provided various solutions to manage motivational conflict and rated their proposals on effectiveness. Participants produced substantially more intra-psychic strategies, rated them as more effective, and advised them at a higher rate than externally-scaffolded strategies. Taken together, these results suggest that while people recognize a plurality of strategies as genuine instances of self-control, purely internal exercises of self-control are considered more prototypical than their externally-scaffolded counterparts. This implies a hierarchical structure for the folk psychological category of self-control. The concept encompasses a variety of regulatory strategies and organizes these strategies along a hierarchical continuum, with purely intra-psychic strategies at the center and scaffolded strategies in the periphery. Starting from a philosophical perspective, which states that the living structures are actually a combination between matter and information, this article presents the results on an analysis of the bipolar information-matter structure of the human organism, distinguishing three fundamental circuits for its survival, which demonstrates and supports this statement, as a base for further development of the informational model of consciousness to a general informational model of the human organism. For this, it was examined the Informational System of (...) the Human Body and its components from the perspective of the physics/information/neurosciences concepts, showing specific functions of each of them, highlighting the correspondence of these centers with brain support areas and with their projections in consciousness, which are: Center of Acquisition and Storing of Information (CASI) reflected in consciousness as memory, Center of Decision and Command (CDC) (decision), Info-Emotional Center (IES) (emotions), Maintenance Informational System (MIS) (personal status), Genetic Transmission System (GTS) (associativity/genetic transmission) and Info Genetic Generator (IGG) related by the body development and inherited behaviors. The Info Connection (IC), detected in consciousness as trust and confidence can explain the Near-Death Experiences (NDEs) and associated phenomena. This connection is antientropic and informational, because from the multitude of uncertain possibilities is selected a certain one, helping/supporting the survival and life. The human body appears therefore as a bipolar structure, connected to two poles: information and matter. It is argued that the survival, which is the main objective of the organism, is complied in three main ways, by means of: (i) the reactive operation for adaptation by attitude; (ii) the info-genetic integration of information by epigenetic processes and genetic transmission of information for species survival, both circuits (i) and (ii) being associated to the information pole; (iii) maintenance of the material body (defined as informed matter) and its functions, associated to the matter pole of the organism. It results therefore that the informational system of the human body is supported by seven informational circuits formed by the neuro-connections between the specific zones of the brain corresponding to the informational subsystems, the cognitive centers, the sensors, transducers and execution (motor/mobile) elements. The fundamental informational circuits assuring the survival are the reactive circuit, expressible by attitude, the epigenetic/genetic circuit, absorbing and codifying information to be transmitted to the next generations, and the metabolic circuit, connected to matter (matter pole). The presented analysis allows to extend the informational modeling of consciousness to an Informational Model of Consciousness and Organism, fully describing the composition/functions of the organism in terms of information/matter and neurosciences concept. On the Periphery of the Artworld. The Case of the 55th Venice Biennale -/- The Venice Biennale is sort of a patent agency for art: if a work is exhibited at the Biennale, it is already regarded as being in the center of the contemporary artworld. This year the peculiarity of the Biennale was the emphasis on peripheral works: outsider art is brought to the center of the artworld. The notion of outsider art is paved with contradictions (...) – it’s difficult to find its place either in traditional art theory, or in avant-garde conceptions. This paper aims at making a parallel between outsider art and the readymade, highlights the similarities and differences, and proposes a new term instead of outsider art: “institutional readymade”. I develop a theory of counterfactuals about relative computability, i.e. counterfactuals such as 'If the validity problem were algorithmically decidable, then the halting problem would also be algorithmically decidable,' which is true, and 'If the validity problem were algorithmically decidable, then arithmetical truth would also be algorithmically decidable,' which is false. These counterfactuals are counterpossibles, i.e. they have metaphysically impossible antecedents. They thus pose a challenge to the orthodoxy about counterfactuals, which would treat them as uniformly true. What’s more, I (...) argue that these counterpossibles don’t just appear in the periphery of relative computability theory but instead they play an ineliminable role in the development of the theory. Finally, I present and discuss a model theory for these counterfactuals that is a straightforward extension of the familiar comparative similarity models. (shrink)

In a (2016) paper in this journal, I defuse allegations that theoretical ecological research is problematic because it relies on teleological metaphysical assumptions. Mark Sagoff offers a formal reply. In it, he concedes that I succeeded in establishing that ecologists abandoned robust teleological views long ago and that they use teleological characterizations as metaphors that aid in developing mechanistic explanations of ecological phenomena. Yet, he contends that I did not give enduring criticisms of theoretical ecology a fair shake in my (...) paper. He says this is because enduring criticisms center on concerns about the nature of ecological networks and forces, the instrumentality of ecological laws and theoretical models, and the relation between theoretical and empirical methods in ecology that that paper does not broach. Below I set apart the distinct criticisms Sagoff presents in his commentary and respond to each in turn. (shrink)

I present a novel, collaborative, methodology for linguistics: what I call the ‘explanatory economy’. According to this picture, multiple models/theories are evaluated based on the extent to which they complement one another with respect to data coverage. I show how this model can resolve a long-standing worry about the methodology of generative linguistics: that by creating too much distance between data and theory, the empirical credentials of this research program are tarnished. I provide justifications of such methodologically central distinctions (...) as the competence/performance and core/periphery distinction, and then show how we can understand the push for simplicity in the history of generative grammar in this light. This chapter presents the successive stages to make changes in the Polish development policy after 1989. The national administration reform of 1990 in the Third Commonwealth of Poland restored the local government after 40 years of non-existence during the time of Polish People’s Republic that was a satellite state of the Soviet Union after the Second World War. Another reform took place in 1998 as a part of preparations for the country’s membership in the European Union from 2004. Currently developed (...) strategic documents are suggesting the use of the "polarization and diffusion model of the development." The authors also discuss the regional policy currently implemented in Poland, which was designed in years 2009-2014. The process of creation of new policy includes plans to reform the policy instruments and to update the strategic framework. Conclusions highlight a need for a clearer division of powers between the center and regional governments and the importance of strengthening the financial basis and institutional capacity building. Considers the paradox of demonstrative retreat from public life, as illustrated by scenes like Sen. Ep. 78.20f. and Epict. 3.22.23 with ailing philosophers almost scurrilously eager to display their heroism. Why would a philosopher want to withdraw and, at the same time, make a show of his withdrawal? How can this kind of exemplarity fulfill its therapeutic function? And how is this kind of communication, with one’s back turned to the audience, as it were, supposed to work? Tacitus’ narrative of (...) Thrasea Paetus’ end in the Annales (16.22ff.) is analyzed as illustrating this form of communication and compared with a similar communication strategy of Seneca’s Epistulae morales as a document of exemplary withdrawal. Concentric circles of audiences and interactors are layered around the role model, and he reader is pulled into the center of the circle, into direct contact with the exemplum. The way in which this happens determines the reader’s role in the story and thus the import the role model. (shrink)

For centuries the case of Galileo Galilei has been the cornerstone of every major argument against the church and its supposedly unscientific dogmatism. The church seems to have condemned Galileo for his heresies, just because it couldn’t and wouldn’t handle the truth. Galileo was a hero of science wrongfully accused and now – at last – everyone knows that. But is that true? This paper tries to examine the case from the point of modern physics and the conclusions drawn are (...) startling. It seems that contemporary church was too haste into condemning itself. The evidence provided by Galileo to support the heliocentric system do not even pass simple scrutiny, while modern physics has ruled for a long time now against both heliocentric and geocentric models as depictions of the “truth”. As Einstein eloquently said, the debate about which system is chosen is void of any meaning from a physics’ point of view. At the end, the selection of the center is more a matter of choice rather than a matter of ‘truth’ of any kind. And this choice is driven by specific philosophical axioms penetrating astronomy for hundreds of years now. From Galileo to Hubble, the Copernican principle has been slowly transformed to a dogma followed by all mainstream astronomers. It is time to challenge our dogmatic adherence to the anti-humanism idea that we are insignificant in the cosmos and start making true honest science again, as Copernicus once postulated. (shrink)

The value of science partly lies on the development of useful products for humanity’s needs, but basic sciences cannot be said the “protagonists” of their obtention. Human history shows that these processes occur as a result of interactions between science and technology, mathematics, and engineering, as well as ethics and aesthetics. This network of disciplinary relationships facilitating the impact of scientific knowledge on human lives is at the center of discussions in the field of Science, Technology, Engineering, and Mathematics (...) (STEM) education, and will be the focus of this article. Since the problems encountered in people’s everyday activities cannot be solved with the knowledge and skill of a single discipline, there emerges an aim for general education to attain more holistic understandings required by human needs. Our conceptualization of STEM education, based on classical Greek philosophy, addresses this issue. We acknowledge that the traditional paradigm of monodisciplinary education, formed as a result of the separation of sciences over history, has been challenged in the last two decades with the rise of integrating approaches in science and technology education. STEM is consistently mentioned as a way for gaining the integrated knowledge and skills deemed important for the near future, but theoretical searches towards solving its basic problems are still ongoing and we take this as our general research problem. In this argumentative study, the philosophical approach proposed to shed light on STEM education practices is structured along two conceptual axes: integration of disciplines and inclusion of humanistic goals. Suitable foundations for our proposal are sought in Aristotelian philosophy: We use Aristotle’s conception of a particular kind of human activity—poiesis, that aims to create “useful” and “aesthetic” products in order to propose an engineering “center” or “core” in the design of STEM school practices. Our model, labeled as “poietic” STEM, incorporates key elements of the nature of engineering; under the light of such a model, some aspects of what is called the “nature of STEM” are discussed. We conclude that, in an education envisaging more holistic approaches towards citizen literacy, it is necessary to connect the performance of STEM with responsible human interaction. In accordance with this requirement, our approximation to STEM centered on an epistemologically sophisticated conception of engineering makes room for fostering shared awareness in students. (shrink)
