In this paper, we propose some transfor mations based on the centroid points between single valued neutrosophic numbers. We introduce these trans formations according to truth, indeterminacy and falsity value of single valued neutrosophic numbers. We propose a new similarity measure based on falsity value between single valued neutrosophic sets. Then we prove some properties on new similarity measure based on falsity value between falsity value between single valued neutrosophic sets. Furthermore, we propose similarity measure based on falsity value between (...) single valued neutrosophic sets based on the centroid points of transformed single valued neutrosophic numbers. We also apply the proposed similarity measure between single valued neutrosophic sets to deal with pattern recognition problems. (shrink)

This paper aims to analyze the metaphorological project of Hans Blumenberg in relation to the philosophical developments of conceptual history in the mid-twentieth century. It is argued that Blumenberg, based on the study of metaphor, seeks to endow philosophy with a historical substrate that gives rise to the concept, forgotten by the inheritance of the cartesian philosophy. In this way, metaphors, but also myths and anecdotes, fulfill a pragmatic guiding function of thought and expe- rience, becoming indispensable for human life.

The purpose of this article is to present the main contributions to peace, democracy, and the philosophy of education in Colombia, made by philosopher Guillermo Hoyos-Vásquez (Medellín, 1935 – Bogotá, 2013). The work of this Colombian philosopher stands out for its important contributions to political philosophy as the vital, supportive, and responsible exercise of thought concerning the public interest. Using Kant’s concept of practical reason, Husserl’s lifeworld [Lebenswelt], and Habermas’s communicative action as starting points, Hoyos-Vásquez succeeded in going beyond these (...) political philosophers by trying to apply their ideas in the midst of the difficult context of corruption, drug trafficking and armed conflict in Colombia over the past five decades. At the same time, Hoyos-Vásquez developed throughout his life a varied public activity as a thinker and educator, belying the myth of the theoretical distance between the philosopher and his/her political present or historical reality. The thought of Guillermo Hoyos-Vásquez, and his public action as an educator, represent a substantial contribution to contemporary political and educational philosophy, maintaining a close connection between theory and practice. The aim of the article is to show a new interpretation of Nicolás Gómez Dávila’s philosophy by means of an analysis of his early work Textos I. In the article it is demonstrated that the ten essays of this book, apparently dispersed, are connected thematically around the big questions of philosophical anthropology. They also can be described as phenomenological exercises from the methodological point of view. Analogy-making is finding analogies between different situations. In this paper, we provide a new model of computational analogy-making which uses Situation Theory as its formal background. Situation Theory is a semantic and logical theory which provides a naturalistic way to represent relations in situations. The system described in this paper is aimed at solving analogy problems made by basic geometric figures in a chessboard-like environment.

The aim of the research is to show the need to defend the prosaic reconfiguration of humanity that we set up every day by using temporary resources. This implies to discuss the overvalued achievements of the philosophies that advocate a direct encounter with our raw reality, or that defend an absolutist project of construction of the being of man that ends by suffocating him instead of offering any kind of salvation. The hypothesis states that the possibility of existence of man, (...) understood as the existence of a sense of the human — and, consequently, of a world with a meaning for man — depends on that prosaic configuration of our home that we have to reenact every morning. The development of meaningful worlds — that exist only as long as man exists, and vice versa — is achieved through symbolic resources, such as the metaphor or the concept. This allows us to replace one thing with another, merrily deferring the direct encounter with our constitutive ontological problematicity. To think man's reality is philosophically bearable only through metaphors and concepts, that is, by spreading a mundane prose that does not, that cannot and that should not come to an end. This in spite of the vocation for epic heroism that characterizes philosophy, and in spite of its temerarious impulse to dive into the depths in order to face what we directly cannot speak of, not without becoming speechless. The purpose of the article is to explain the political philosophy of Nicolás Gó- mez Dávila, emphasizing his particular way of understanding the relationship between theory and political action. For Gómez Dávila, the ‘authentic reactionary’ –as he calls himself– is the opposite of the committed intellectual, and therefore his political postulates do not encourage and should not encourage any transformation of society or any struggle in the political arena. Consistent with Gómez Dávila’s thesis, the only political action left to the (...) authentic reactionary in our time is the discreet praxis of reading alone, dialogue with few friends, and fragmentary writing as a form of expression close to silence. Behavioral finance considers the interaction between emotions and investors decisions. According to the New financial approach investors show irrational behaviours and take prejudices into the account for investment decisions as opposed to traditional perspective. Pero este dato, que se reconoce fácilmente repasando los eventos más destacados de su historia, prontamente se olvida cada vez que los pueblos americanos de habla hispana queremos pensar y relatar nuestra historia. No resulta cómodo hablar de hispanidad en nuestros tiempos. Lamentablemente la expresión le recuerda todavía a muchos la defensa a ultranza de cierto recalcitrante nacionalismo español, cuyo mayor defecto fue haber fomentado, paradójicamente, el desprecio por las múltiples formas de (...) la hispanidad. Sin embargo, es necesario mirar de nuevo, con un lenguaje fresco y desprendido de prejuicios, las ricas y variadas tradiciones musulmanas, judías, conversas y cristianas que le dieron forma a la civilización hispánica. Quizás así descubramos hasta qué punto los hispanoamericanos, y en particular los colombianos, somos otra de esas “hispanidades”. “The Sustainable Development Goals (SDGs)”, are a universal call for action, covering targets to be fulfilled by the end of 2030. Many global problems such as global climate change and drought, environmental pollution, depletion of natural resources and biodiversity, inclusive education have evolved into the greatest collective problem of all humanity. It is recognized that teachers, are also responsible for ensuring a sustainable life for future generations and contributing to its sustainability. At this point, there is a need for educational (...) approaches based on group dynamics that will contribute to the socialization of the individual, support them to gain new experiences, provide them with the opportunity to produce solutions to the encountered obstacles, be sensitive to human values, have a questioning perspective, support them in processes that will enable critical, collaborative, attentive and creative thinking skills, and guide them in processes that will enable them to activate their critical, collaborative, attentive and creative thinking skills. Philosophy and creative drama practices for children based on these educational approaches are among two of the methods that are thought to be effective in addressing and questioning development goals and developing solutions for individuals who are learning about the actions that can be carried out. The research, which is designed to convey this universal call for action to children through the teachers of the future and to support them to be an active part of this process, is based on three components: sustainable development goals, creative drama and philosophy for children, and a sample workshop plan is presented. Bu çalışma kitap olmayan bir kitaptır. Okur klasik kitaplarda alıştığı tamamlanmış metinler, çözümlenmiş bilimsel ve felsefi problemler beklemesin bu çalışmada. Sunduğum şey üzerinde çalıştığım konular ve o konularla ilgili geliştirdiğim düşünceler, aforizmalar yer yer dağınık önermelerdir. Bu iki nedenden dolayı böyledir: Birincisi bilgi kuramsal açıdan tamamlanmış önermeler dizgesinin yanlış olmasıdır. Quantum çağında her gün yeni bir keşif yaptığımız nesneler ile ilgili büyük anlatılar ve tamamlanmış, sistematik görüşler geliştirilemez. Geleneksel tüm kitaplar ilgilendikleri nesneyi tüm bağıntılarıyla çözdükleri iddiasındadır. Örneğin tüm çağdaş fizik (...) kitapları yaklaşık yüz yıldır atomun ağırlığını çözdüklerini düşünerek yayınlanıyordu. Ancak 2017 Ocağında quarkların dışarıdan enerji alışverişi yaptıkları ve oluşturdukları atom ağırlığının sürekli değişti keşfedildi. Bu tüm yazılmış fizik kitaplarının çöpe atılması anlamına gelir. Bu nedenlerden ötürü tamamlanmış çalışmalar değil, sürekli gelişen Wikipedia tarzında, yazılan metinlerin sürekli güncellendiği çalışmalar, bilimsel anlatıma daha uygundur. Okur, bu metnin sürekli işlenen biçimini bloğumda takip edebilecek. -/- İkincisi kişisel olarak çalışmalarımdan asla tatmin olamadım ve vardığım teorik sonuçları dışarı açarak çalışmalarıma dışsal bir motivasyon ve eleştirel bir geri dönüşüm almak istedim. Praksis dergisini ilk yayınladığım 1996 yılında aşağıda sunduğum düşüncelerimin temellerini atmıştım aslında. Ancak hala teoride ki sorunu bir bütün olarak, Marx ve Engels’te değil Marksizmin kavranılışında olduğunda ısrarcıydım. Çalışmalarım, Marx’ın tarih, diyalektik yöntem, sınıf savaşımı, kapitalizm eleştirisi ve bilim anlayışı gibi pek çok temel konuda tamamen farklı teorik perspektif ve anlayış geliştirmemle sonuçlandı. Bu görüşlerimi (...) kamuoyu ile ilk paylaştığım zemin yukarıda adı geçen bilimsel konferans oldu. Kendi teorik geçmişimle de bir hesaplaşma olan bu metin kuşkusuz okuru tatmin etmekten uzaktır. Bu çalışmada öğrencilerin bilimle tanışmasında anahtar rol oynayan sınıf öğretmenlerinin ve geleceğin sınıf öğretmeni olan sınıf öğretmeni adaylarının bilimin doğasına yönelik görüşlerinin ve bilim-sözde bilim ayrımı inanışlarının incelenmesi ve değişkenler açısından değerlendirilmesi amaçlanmıştır. Araştırmanın çalışma grubu Orta Karadeniz Bölgesi’nde yer alan bir ilin merkez ilçesinde yer alan 344 sınıf öğretmeni ve bu ilde sınıf öğretmenliği bölümünde öğrenim gören 240 öğrenci olarak belirlenmiş, gönüllülük esasına dayalı olarak 172 öğretmen ve 136 öğretmen adayından veri toplanmıştır. Bu araştırmada veriler ‘Sözde-Bilim İnanış Ölçeği’ ve (...) ‘Bilimin Doğası İnanışları Ölçeği’ kullanılarak elde edilmiştir. Konunun farklı değişkenler açısından değerlendirilmesi amacıyla ölçekler dışında ‘Kişisel Bilgi Formu’ kullanılmıştır. Özcan ve Turgut (2014) tarafından geliştirilen ‘Bilimin Doğası İnanışları Ölçeği’ 7 faktör ve 37 sorudan oluşmaktadır. Ölçekle ilgili yapılan analizlerde ölçeğin güvenirlik katsayısı 0,70 olarak bulunmuştur. Ölçek yetişkin grubu için hazırlandığından faktör analizi yeniden yapılmamıştır. Çetinkaya ve Taşar (2018) tarafından geliştirilen ‘Sözde-Bilim İnanış Ölçeği’ 3 faktör ve 21 sorudan oluşmaktadır. Ölçek ortaokul öğrencileri için hazırlandığından ve bu çalışmada da yetişkin grubu ile uygulama yapıldığından faktör analizi yeniden yapılmıştır. (shrink)

However, defining the human also hides the ontological and political problem addressed by the Philosophical Anthropology. There is an ethical and political stake in the philosophical anthropology of the last century when it insists on the indefinability of the human. With this, it criticizes the politics implicit in the definition of the human. There are notorious differences between the Jesuit theology of Gracián’s Humanism and the Pascalian theology of grace of the Colombian thinker Nicolás Gómez Dávila. In addition, Gómez Dávila criticizes Spanish Baroque when he compares it with other literatures. However, the virtuous hero of Gracián and the philosophical way of life of the Colombian thinker are connected. Both philosophies develop a mundane ethic that solves a puzzle: how the human spirit can access transcendence through the dark labyrinths of earthly difficulties.

The violence of war, the violence of political manipulation, the violence of the country's economic constraints, and the absence of Government give continuity to the violence suffered at home and in other private spaces. Both feed each other and complement each other. Diary violence, systematic and sneaky, is efficiently articulated with social, economic, and political violence at the collective level. Worn out by the micro-violence of private spaces, the citizen soul arrives diminished in the public space. The climate of death (...) that characterizes a society dominated by years of corruption and illegal drug trafficking tragically is complemented by fear and the impossibility of expressing anger, tattooed on the bodies since childhood. The moral system, which curbs any hint of protest with mechanisms of guilt, is easily reproduced in all socialization scenarios, from family and school to television and social networks, gives shape to a subdued, ashamed, and repressed political subjectivity while reinforcing the oppressive effects of the empire of fear. Normativity of naturalized epistemology is one of the most extensively and hotly debated topics in contemporary epistemology. In order to reveal the relationship between normativity and naturalized epistemology, we firstly conduct an analysis of “Epistemology Naturalized,” the article on which the naturalized epistemology was founded. Then we compare the views which argue that normativity goes by the board with those which defend that normativity is conserved if epistemology is naturalized. Finally, based especially on Quine’s own views, we argue that naturalized (...) epistemology is hypothetically normative. -/- Doğallaştırılmış epistemolojinin normatifliği çağdaş epistemolojide çok tartışılan konulardan birisidir. This study aims to explore a demoethical model for sustainable development in modern society. It proposes an approach that focuses on organizing activities to improve sustainable development. Specifically, it presents a demoethical model relevant to Society 5.0 and Industry 5.0 organizations. The objective is to identify demoethical values that can drive sustainable development in the era of digitalization. Through a literature review and analysis, this study identifies key components of the demoethical model and provides practical recommendations for stakeholders involved in (...) digital transformation. The analysis of demoethical norms and phenomena, such as education, nurturing, mind, knowledge, science, and honest work, has enabled the identification of values that align with sustainable development in society. The results of the study demonstrate that the notion of a demoethical foundation for sustainability is rooted in the concept of spirituality as the basis for a new societal development scenario and its relationship with nature. The study shows that ideas about the demoethical basis of sustainability are based on the priority of spirituality as the basis of a new scenario for the development of society, as well as the integration of demographic, socio-economical, and ecological components in system-wide modeling. Coronary artery vasospasm (CAVS) is a clinical entity that can cause angina, but also unstable angina pectoris, acute myocardial infarction, fatal arrhythmias, and sudden death. Although it is a condition that is usually controlled with medical treatment, more aggressive treatments may rarely be required. In this case, the patient with a known diagnosis of CAVS had multiple arrests despite optimal medical treatment. We observed that fatal arrhythmias persisted in the Implantable Cardioverter Defibrillator (ICD) records, even though we implanted a stent (...) and gave the patient maximal medical treatment. We performed sympathectomy as a last resort and we did not detect any recurrence in the 6-month follow-up of the patient. ICD implantation and sympathectomy should always be considered in resistant CAVS cases. (shrink)

Objective: The purpose of this study was to compare the depression and resilience scores of children and adolescents with epilepsy and healthy controls. Furthermore, its purpose was to investigate whether resilience mediates the relationship between epilepsy and depression. -/- Methods: 100 children and adolescents (46 patients and 54 healthy controls) were included in the study. Questionnaire on sociodemographic data was administered to the all participants at the time of application to our center and all participants were asked to complete the (...) Anxiety and Depression Scale in Children-Revised (RCADS-CV) and Child and Adolescent Psychological Resilience Scale (CYRM-12). -/- Results: 46 epilepsy patients had higher RCADS-CV depression scores (P=0.008) and lower psychological resilience scores (P= 0.001) compared to the control group. Although there was a negative correlation between psychological resilience scores and RCADS-CV depression scores in epilepsy patients and the control group, this correlation was not statistically significant. -/- Conclusion: We found that children and adolescents with epilepsy had lower psychological resilience and higher depression symptoms compared to healthy controls. The article analyzes the views on the philosophy of Azerbaijan Enlightenment, the famous Azerbaijani historian of philosophy of the XX century, Enver Mirzekulievich Akhmedov (1920-1984). E.Akhmedov was one of the first scientists who studied the Azerbaijan philosophy of enlightenment in stages and systematically. He briefly referred to the legacy of almost every author, thoroughly studied by him during the period of Azerbaijan Enlightenment. E.Akhmedov managed to create a general philosophical picture of the era of enlightenment in Azerbaijan, which was (...) formed from the beginning of the XIX century and went through a difficult path of development until the 20s of the XX century. Despite the fact that in his works on the history of philosophy he tried to preserve scientific objectivity as much as possible, there is an ideological line of that time in his legacy, which is observed among most of our scientists who conducted research in the field of social sciences during the Soviet period. This moment makes it impossible, without a critical approach, to comprehend within the framework of the modern scientific paradigm, the rich legacy of E.Akhmedov and other historians of philosophy of the Soviet era. The obligatory Marxist-Leninist line of the Soviet era, the search for materialism and atheism in every period and thinker of the history of philosophy, unfortunately, undermines the scientific objectivity of research at this stage. The interpretation of such factors in the legacy of E.Akhmedov and our other scientists, based on scientific and philosophical critical analysis, allows the works of our historians of philosophy of the Soviet period to remain relevant in our time. Cet article se base sur des résultats d’enquête récents montrant que, chez des adolescents marocains âgés de dix à dix-huit ans, les manifestations de pensée critique dialogique se si-tuent majoritairement dans une « perspective épistémologique » appelée « relativisme » par un modèle développemental élaboré dans les quinze dernières années avec la méthode de la théorie ancrée. Pour comprendre ces résultats de recherche, qui contrastent avec ceux obte-nus auprès d’adolescents québécois et français appartenant aux mêmes groupes d’âge, nous décrivons, dans (...) un premier temps, le modèle développemental dans lequel ils prennent sens. Nous illustrons ensuite les manifestations de « perspective épistémologique relativiste » chez les adolescents marocains à l’aide d’extraits de verbatim. Les élèves ont tendance à se décen-trer de leur vécu personnel, à se représenter le point de vue d’autrui en général et à co-construire des points de vue convergents avec les pairs. Dans un deuxième temps, prenant appui sur une approche de la représentation sociale en tant que « scène », et sur la littérature touchant aux rôles des aînés dans les sociétés africaines, nous éclairons ces résultats de re-cherche par l’analyse d’une représentation sociale fréquemment mobilisée par les jeunes Ma-rocains interviewés : celle de la hiérarchie des âges et du devoir d’écoute envers les plus âgés. L’analyse de cette « scène » met en lumière des attitudes sociales inculquées aux adolescents en contexte culturel marocain, susceptibles de favoriser le développement d’une « perspective épistémologique relativiste » en matière de pensée critique dialogique. Cet article s’intéresse au problème de la maintenance, c’est-à-dire au moment où les membres d’un collectif social tentent d’assurer dans le temps l’existence de leur collectif en instituant des règles pour réguler leurs comportements. Ce problème se pose avec acuité lorsque certains membres ne respectent pas ces règles communes. Pour maintenir la coopération sociale, les membres peuvent décider d’instituer des règles secondaires visant à sanctionner les transgressions des règles primaires déjà établies. La maintenance d’un collectif peut ainsi reposer sur l’émergence (...) de pouvoirs déontiques qui donnent aux membres l’autorité de légitimement punir et expulser les transgresseurs. Mais d’où viennent ces règles ? On peut penser qu’elles émergent des émotions éprouvées par les membres envers les transgresseurs. Je le démontre à l’aide d’une étude de cas qui établit que, dans le collectif Occupy Geneva, l’institutionnalisation de normes pour punir, exclure et réintégrer les déviants s’ancraient respectivement dans l’indignation, le mépris et le pardon. -/- This article focuses on the problem of maintenance; that is the moment when the members of a social collective attempt to ensure the existence of their collective over time by instituting rules to regulate their behavior. This problem becomes critical when certain members do not respect the common rules. To maintain social cooperation, members can decide to institute secondary rules aimed at sanctioning the transgressions of the already established primary rules. The maintenance of a collective can thus rely on the emergence of deontic powers that give members the authority to legitimately punish and expel transgressors. But where do these rules come from? The hypothesis is that they emerge from the emotions felt by the members towards the transgressors. I show this with the help of a case study, which establishes that the institutionalization of norms allowing the punishment, the exclusion, and the reintegration of deviants within the “Occupy Geneva” collective, was grounded in indignation, contempt, and forgiveness respectively. Le célèbre livre de Bernard Manin sur le gouvernement représentatif a appris à beaucoup que les Grecs considéraient les élections comme un moyen aristocratique, et non démocratique, de sélectionner des personnes pour le pouvoir et l'autorité politique, en comparaison avec le tirage au sort, où chacun a une chance égale d'être sélectionné. (Manin 1997) Jusqu'à récemment, cependant, l'idée qu'un engagement envers la démocratie nécessite de remplacer les élections par le tirage au sort (...) a suscité peu d'intérêt parmi les philosophes politiques. La sensibilité cinétique est un concept issu de la phénoménologie qui comprend les sensations des mouvements à l’intérieur et autour du corps. Nous souhaitons réhabiliter ce concept en tant que connaissance, afin de défendre le rôle du corps dans le savoir et de dénoncer certaines injustices épistémiques. Pour appuyer cela, les éthiques du care nous aideront à reconnaître une légitimité politique envers la vulnérabilité de nos mobilités corporelles. L’intérêt pour la sensibilité cinétique est de permettre à l’agent.e de se soucier (...) de sa relation à l’environnement, en développant un accès pédagogique envers son corps et par l’attention portée envers ses possibilités de mouvement. L’agent.e apprend alors à choisir une manière de s’orienter au sein de l’organisation socio-politique présente. Ainsi, nous travaillerons les liens entre la phénoménologie, les éthiques du care2 et l’injustice épistémique dans le but de comprendre l’agentivité de manière incarnée, sensible et vulnérable. Une médecine plus humaniste serait une médecine où les professionnels de santé feraient preuve de plus d’empathie envers leurs patients. Or s’il est difficile d’attester un déclin de l’empathie en médecine en l’attribuant au modèle biomédical, l’empathie n’est pas sans défaut. Cela ne signifie pas la mort de l’humanisme médical. Il est possible de le faire reposer sur un concept minimal de compassion et de lui intégrer une approche basée sur les systèmes de santé. Dans cet essai, je compte me concentrer sur certains aspects épistémologiques de l’expertise car le risque engendre de nouveaux et difficiles défis dans ce domaine. Ma question sera d’identifier et de circonscrire des facteurs qui diminuent la confiance qu’un agent cognitif pourrait avoir envers un expert et ce, en contexte de risque. Ceci n’exclut bien sûr pas que d’autres aspects (par exemple sociaux et politiques) soient importants et je renvoie le lecteur à la vaste littérature sur le sujet. De manière (...) concrète, je mettrai en évidence comment la question du risque accentue le problème du rôle des valeurs contextuelles en épistémologie. Pour ce faire, dans la première section, je compte brièvement expliquer comment l’expertise scientifique implique une forme aigüe du problème de la connaissance par témoignage. Dans la deuxième section, j’exposerai comment la notion de risque introduit le problème des valeurs non-épistémiques en science et ce, de deux façons : par l’évaluation et la valorisation. La troisième section sera consacrée à exposer quelques approches pour sauvegarder l’intégrité et la crédibilité de l’expertise scientifique en contexte de risque. (shrink)

Le scientisme a plus de notoriété que l’histoire proprement dite, car il a été identifié avec le « positivisme », le « réductionnisme », le « matérialisme » ou le « marxisme », ou même tenu responsable de la domination de la science sur leur autres activités humaines. L’idée que la recherche scientifique produit les meilleures connaissances possible réside dans la définition même du « scientisme ». Cependant, alors même que la science peut se prévaloir d’un nombre considérable de succès (...) théoriques et pratiques, une confiance rationnelle envers elle comme moyen de résoudre tout problème factuel a été dénoncée comme illégitime, discutable ou dogmatique. Ainsi, après avoir passé en revue les diverses conceptions du scientisme, je défends une position raisonnable du scientisme contre certaines de ses critiques dominantes. Ainsi, on soutiendra que la science est l’approche la plus fiable pour acquérir des connaissances sans nuire à d’autres activités importantes dans la mesure où celles-ci ne traitent pas de questions factuelles ou cognitives ni ne sont en contradiction avec une vision du monde scientifique. L’érosion actuelle de la confiance du public envers les campagnes de vaccination et les décisions de politiques publiques qui y sont associées, aggravée par des scandales comme ceux relatifs à la pandémie H1N1 et l’utilisation du Tamiflu™, risque de diminuer de façon significative l’efficacité de ces interventions importantes pour la santé publique. Un manque de confiance de la population envers les acteurs de santé publique peut conduire à une méfiance accrue face aux interventions, pouvant ainsi compromettre l’atteinte des objectifs recherchés (...) par une intervention spécifique et, conséquemment, avoir un impact important sur les bénéfices attendus pour la population visée par cette intervention. Dans la production des avis d’experts, les membres des comités consultatifs d’experts en immunisation (CCEI) peuvent avoir une influence importante sur la prise de décision publique, notamment, sur la sélection par les décideurs de santé publique de vaccins en particulier et la façon dont les campagnes de vaccination seront déployées. En contrepartie de cette influence sur les décisions publiques, une indépendance et une transparence sont attendues de leur part puisque des mécanismes de divulgation et de gestion de conflits d’intérêts (CI) imparfaits peuvent affecter négativement la confiance du public à l’égard de telles décisions. Il apparaît donc important de s’assurer que des mécanismes de gestion des CI, transparents et robustes, existent pour ces comités. Dans cette étude, les avis ou rapports d’évaluation de la pertinence de la vaccination préparés par un CCEI au Québec ont été examinés pour quatre types de maladies évitables par la vaccination (infections invasives à méningocoques et à pneumocoques, coqueluche et virus du papillome humain). Le but était de : 1) identifier les CI divulgués par les membres du CCEI dans leurs rapports comparativement à ceux déclarés dans leurs publications scientifiques pour ces mêmes infections ; 2) analyser la nature des CI (réel, potentiel, apparent, personnel, financier, institutionnel, etc.) et l’impact potentiel (risque) sur la prise de décision impartiale et sur la confiance du public ; et 3) évaluer les mécanismes de gestion de CI actuellement utilisés par ce CCEI. Les résultats de cette étude montrent que très peu de rapports du CCEI contiennent une section sur les CI par rapport à la pléthore divulguée dans les publications scientifiques publiées par les membres du CCEI. De plus, les CI divulgués dans les rapports fréquemment ne correspondent pas à ceux décrits dans les publications scientifiques. Il serait donc important d’introduire des mesures visant à accroître la transparence des experts en immunisation et d’améliorer les mécanismes de divulgation et de gestion des CI afin de veiller à ce que la confiance du public envers les décideurs en santé publique soit maintenue et améliorée. My aim in the present paper is to develop a new kind of argument in support of the ideal of liberal neutrality. This argument combines some basic moral principles with a thesis about the relationship between the correct standards of justification for a belief/action and certain contextual factors. The idea is that the level of importance of what is at stake in a specific context of action determines how demanding the correct standards to justify an action based on a specific (...) set of beliefs ought to be. In certain exceptional contexts –where the seriousness of harm in case of mistake and the level of an agent’s responsibility for the outcome of his action are specially high– a very small probability of making a mistake should be recognized as a good reason to avoid to act based on beliefs that we nonetheless affirm with a high degree of confidence and that actually justify our action in other contexts. The further steps of the argument consist in probing 1) that the fundamental state’s policies are such a case of exceptional context, 2) that perfectionist policies are the type of actions we should avoid, and 3) that policies that satisfy neutral standards of justification are not affected by the reasons which lead to reject perfectionist policies. L’objectif de cet article est de développer un nouveau type d’argument en faveur de l’idéal la neutralité libérale. Cet argument combine des principes moraux de base à une thèse concernant le rapport entre, d’une part, les standards de justification corrects d’une croyance/action et, d’autre part, certains facteurs contextuels. L’idée de fond est que l’importance de ce dont il est question dans un contexte spécifique d’actions détermine le niveau d’exigence des standards de justification pour une action basée sur un ensemble spécifique de croyances. Dans certains contextes exceptionnels – où l’importance du tort causé en cas d’erreur est grande et où le niveau de responsabilité de l’agent envers ses actions est élevé – une très petite probabilité d’erreur devrait être considérée comme une bonne raison d’éviter d’agir en suivant des croyances que, néanmoins, nous affirmons avec un haut niveau de confiance et qui justifient nos actions dans d’autres contextes. Les étapes de l’argumentation consistent à vérifier que 1) les politiques fondamentales de l’État sont un cas d’un tel type de contexte exceptionnel, 2) les politiques perfectionnistes sont le type d’actions que l’on devrait éviter, et 3) les politiques qui satisfont les standards de justification neutre ne sont pas affectées par les raisons qui nous poussent à rejeter les politiques perfectionnistes. The aim of the paper is to explore the discourse strategies of the Party of Labor of Albania to eliminate its enemies in the early years of establishing communism in the country. The contention is that PLA and its leaders made possible the elimination of thousands of people by normalizing the process. The enemies of the party were declared enemies of the people and as such, they had to disappear in one way or another, so that the integrity of the (...) body politics could be preserved. The class enemy was considered a parasite that should be eliminated in the name of social prophylaxis. By using discourse analyses the paper will investigate the discursive strategies followed by the communist party and its leader when addressing the class enemy. Speeches of Enver Hoxha in Party Congresses, Plenums, and gatherings with people will be analyzed. Only by normalizing the process of elimination of everyone who was depicted as an enemy, did the communist party make possible the elimination of thousands of people. Normalization is understood as the standardization of the procedure so that everyone knew in advance what would happen if someone had to be declared an enemy of the people. The paper will analyze the vocabulary used to portray the class enemy and his/her destiny in specific cases. The study has analyzed the speeches given to justify the elimination of Patër Anton Harapi, Lef Nosi, Maliq Bej Bushat, dom Lazër Shantoja, dom Ndre Zadeja, and the sabotage group of the Maliqi swamp. The analysis covers the period immediately after the end of the IIWW when communists seized the power. (shrink)

Le papier commence par une rétrospective des débats sur l'origine de la vie : le virus ou la cellule ? Le virus a besoin de la cellule pour se répliquer, mais la cellule est une forme plus évoluée à l'échelle évolutive de la vie. De plus, l'étude des virus soulève des questions conceptuelles et philosophiques pressantes sur leur nature, leur classification et leur place dans le monde biologique. Le sujet des pandémies est abordé à partir de l'existentialisme d'Albert Camus et (...) Sartre, du remplacement du rituel d'exclusion par le mécanisme disciplinaire de Michel Foucault, et de l'hypothèse Gaia, développée par James Lovelock et soutenue dans la pandémie actuelle par Bruno Latour. Les dimensions sociales des pandémies, leur lien avec le réchauffement climatique, qui a conduit à une augmentation des maladies infectieuses, et la déforestation de vastes zones, qui ont provoqué la migration des virus de leur zone d'origine (leur « réservoir ») sont mis en évidence ci-dessous. L'éthique des pandémies est abordée sous plusieurs points de vue philosophiques, dont le plus important dans une crise de telles dimensions globales est l'utilitarisme qui consiste à maximiser les bénéfices pour la société en conflit direct avec la vision ordinaire (kantienne) du respect des personnes en tant qu'individus. Après une rétrospective du virus COVID-19 qui a causé la pandémie actuelle, son cycle de vie et son histoire, avec un accent sur la philosophie de la mort, est discuté le concept de biopouvoir initialement développé par Foucault, en référence à la pratique des États modernes de contrôle des populations, et le débat généré par Giorgio Agamben qui déclare que ce qui se manifeste dans cette pandémie est la tendance croissante des États à utiliser l'état d'urgence comme un paradigme normal de gouvernement. Une autre approche intéressante et très débattue est celle générée par les travaux de Slavoj Žižek, qui déclare que la pandémie actuelle a conduit à la faillite du capitalisme « barbare » actuel, se demandant si le chemin que l'humanité empruntera est un néocommunisme. Un autre effet négatif important est la désocialisation, avec la conclusion de certains philosophes que nous ne pouvons pas exister indépendamment de nos relations avec les autres, que l'humanité d'une personne dépend de l'humanité de ceux qui l'entourent. La dernière section est consacrée à prédire à quoi ressemblera le monde après la pandémie, et il y a déjà des signes de changement de paradigme, y compris la disparition soudaine de l'idéologie du « mur » : une toux a suffi à rendre soudain impossible d'échapper à la responsabilité qui chaque individu l'a envers tous les êtres vivants pour le simple fait qu'il fait partie de ce monde et du désir d'en faire partie. Le tout est toujours impliqué en partie, car tout est, en un sens, dans tout et dans la nature il n'y a pas de régions autonomes qui font exception. La pandémie COVID-19 semble restaurer la suprématie qui appartenait autrefois à la politique. À partir de cette ré- flexion, qui tenait des signifiants tels que « le peuple, le droit, la liberté, le travail, le genre, la vie, la science et la paix » (Pêcheux, [1983b] 2015i, p. 115), comment comprendre la notion d’objets paradoxaux?
