When evidence-based policymaking is so often mired in disagreement and controversy, how can we know if the process is meeting its stated goals? We develop a novel mathematical model to study disagreements about adequate knowledge utilization, like those regarding wild horse culling, shark drumlines and facemask policies during pandemics. We find that, when stakeholders disagree, it is frequently impossible to tell whether any party is at fault. We demonstrate the need for a distinctive kind of transparency in evidence-based policymaking, which (...) we call transparency of reasoning. Such transparency is critical to the success of the evidence-based policy movement, as without it, we will be unable to tell whether in any instance a policy was in fact based on evidence. (shrink)

The study aimed to identify the effect of applying detection and prevention tools for career fraud in combating and preventing fraud and reducing its risks through an applied study on Palestinian Ministry of Health in Gaza Strip, Palestine. To achieve the objectives of the study, the researchers used the questionnaire as a main tool to collect data, and the descriptive and analytical approach to conducting the study. The study population consisted of (501) supervisory employees working at MOH in Gaza Strip, (...) Palestine. The researchers used the stratified random sample method and the multiple regression method to measure the effect. The study concluded a set of results, the most important of which is a positive evaluation among respondents about the levels of application of tools to detect and prevent job fraud within MOH, and the presence of a high interest in tools to prevent job fraud during the implementation of its various work. The study recommended the necessity for the Palestinian National Authority to develop and approve laws regulating health sector, so that those laws guarantee the prevention of conflicts of interest, especially for the category of doctors, by preventing job duplication of doctors working in the government sector. Also study recommended the need for MOH to adopt principles of health sector governance and begin immediately to implement them. This process to ensure transparency, disclosure and accountability in the business framework in a manner that realizes the effective protection of stakeholders and does not compromise or discriminate in the application of these principles, which ensures that all forms of job fraud are organized in an organized manner and within fixed legal frameworks. TWENTIETH-CENTURY ETHICS. AFTER NIETZSCHE -/- Preface This book tells the story of twentieth-century ethics or, in more detail, it reconstructs the history of a discussion on the foundations of ethics which had a start with Nietzsche and Sidgwick, the leading proponents of late-nineteenth-century moral scepticism. During the first half of the century, the prevailing trends tended to exclude the possibility of normative ethics. On the Continent, the trend was to transform ethics into a philosophy of existence whose self-appointed task was (...) that of describing the human condition as consisting of choices, as unavoidable as arbitrary, without any attempt at providing criteria for making such choices. In the Anglo-Saxon countries, the heir of ethics was a philosophy of morality, that is, an analysis of the language of morality that intended to clarify valuations without trying to justify them. 1958 was the year of the normative turn that led to the Rehabilitation of practical philosophy, a turn followed by decades of controversies between distinct kinds of normative ethics: utilitarian, Kantian, virtue ethics. While the controversy was raging, a quiet revolution took place, that of applied ethics which surprisingly dissolved the controversy's very subject matter by providing methods for making convergence possible on intermediate principles even when no agreement was available about first principles. The normative turn and the revolution of applied ethics have led us, at the turn of the century, to a goal that was quite far from the starting point. Alfred Julius Ayer is indicated as a typical proponent of such non-cognitivist meta-ethics. More detailed discussion is dedicated to Bertrand Russell's ethics, a more nuanced and sophisticated doctrine, arguing that non-cognitivism does not condemn morality to arbitrariness and that the project of rational normative ethics is still possible, heading finally to the justification of a kind of non-hedonist utilitarianism. Stevenson's theory, another moderate version of emotivism is discussed at some length, showing how the author comes close to the discovery of the role of a pragmatic dimension of language as a basis for ethical argument. His reading of Aristotle's lesson I reconstructed, starting with Heidegger's lesson but then subtly subverting its outcome thanks to the recovery of the significant role of the notion of phronesis. Sect 3 discusses the three theses defended by Anscombe in 'Modern Moral Philosophy'. It argues that: a) her answer to the question "why should I be moral?" requires a solution of the problem of theodicy, and ignores any attempts to save the moral point of view without recourse to divine retribution; b) her notion of divine law is an odd one more neo-Augustinian than Biblical or Scholastic; c) her image of Kantian ethics and intuitionism is the impoverished image manufactured by consequentialist opponents for polemical purposes and that she seems strangely accept it; d) the difficulty of identifying the "relevant descriptions" of acts is not an argument in favour of an ethics of virtue and against consequentialism or Kantian ethics, and indeed the role of judgment in the latter is a response to the difficulties raised by the case of judgment concerning future action. The chapter gives a short look at further developments in the neo-naturalist current trough a reconstruction of Philippa Foot's and Peter Geach's critiques to the naturalist-fallacy argument and Alasdair MacIntyre's grand reconstruction of the origins and allegedly inevitable failure of the Enlightenment project of an autonomous ethic. -/- ● X Normative ethics: Kantian and rights-based ethics 1. I defend the normativity of meaning against recent objections by arguing for a new interpretation of the ‘ought’ relevant to meaning. Both critics and defenders of the normativity thesis have understood statements about how an expression ought to be used as either prescriptive or semantic. I propose an alternative view of the ‘ought’ as conveying the primitively normative attitudes speakers must adopt towards their uses if they are to use the expression with understanding.

The purpose of the article is to reveal the scientific approach that substantiates the impact of the creation of strategic alliances (SA) on the digital transformation of business and the development of their innovative power based on identified success factors. The aim was achieved using the following methods: abstract logic and typification (for classification of SA's success factors), generalization (to determine the peculiarities of SA's influence on their innovation development), analytical and ranking method (to determine the relationship between the dynamics (...) creating of SA and the degree of acceleration of digital transformation), expert evaluation (to determine the degree of influence of SA success factors by business areas). Implementing a business-integrated approach to understanding digital transformation will accelerate implementation of innovation and organizational change, identifies future prospects for market, customer and business relationships, highlighting the importance of researching the factors that ensure their success. An alternative vision of SA’s success factors is suggested, which are determined by the possibilities the organization of partnerships and organizational culture, integration of business sectors, compatibility of management goals, external relevance, obtaining synergies. Innovation is considered by the authors as an integration factor that reconciles all groups of SA success factors, giving them the necessary focus to solve business problems. The results of the study show that the creation of SA has a significant impact on accelerating and changes priority of digital transformation of business areas involved in strategic partnerships, and the impact of SA on the development of their innovation power is crucial. Đối với lĩnh vực nghiên cứu, các “innovation” cũng có khả năng tạo ra giá trị gia tăng rất đáng kể, nhất là khi phương pháp được cải thiện. Ở một mức độ nhỏ nhưng sâu hơn, và cũng hiếm hơn, đó (...) là thay đổi/bổ sung về phương diện “khái niệm”. Hiếm là bởi không mấy khi ta có nhu cầu cải tiến một “khái niệm”. Đó là tiền đề sâu xa của những thông tin và thảo luận xây trên đó. Nếu cải tiến, bổ sung, hệ quả khá chắc chắn là có thể phải xới tung một trật tự logic của lập luận, cũng như gây ra thay đổi các khái niệm liên quan mật thiết. This first piece of 2024 introduces some ideas concerning the role of non-linear thinking in today's fight against the climate crisis. More exactly, it is about the potential power of serendipity, artificial intelligence and the information deluge (that is causing headaches, too) when it comes to humankind's efforts to find solutions for the sake of surviving the paramount crisis.

Today marks the 7th anniversary of the Centre for Interdisciplinary Social Research (ISR), at Phenikaa University. ISR has for seven years now the place where the co-founders of this portal have been working and producing publications. A special event occurs now as the Current Conservation magazine publishes a new writing piece by our member, Dr Minh-Hoang Nguyen.

Accomplishing the sustainable development goal is challenging and requires the joint effort of the whole community, especially when humans are approaching the climate tipping point [1]. Comic is one of the paradigmatic forms of hybrid media, and coming up with a satisfactory definition for it has been difficult. Sam Cowling and Ley Cray (2022) take a functional approach and offer an Intentional Picture-Reading View which defines comics as something that is “aptly intended to be picture-read.” I show that the view is extensionally inadequate as is because formally ambitious prose and concrete poetry, too, are aptly intended to be picture-read. The way forward, I argue, is to (...) look at more medium-specific non-depictive images (such as speech balloons and panels) to set comics apart from other hybrid media. (shrink)

In a famous passage from the Philosophical Investigations, Wittgenstein describes a pupil who has been learning to write out various sequences of numbers in response to orders such as “+1” and “+2”. He has shown himself competent for numbers up to 1000, but when we have him continue the “+2” sequence beyond 1000, he writes the numerals 1004, 1008, 1012. As Wittgenstein describes the case: We say to him, “Look what you’re doing!” — He doesn’t understand us. We say “You (...) should have added two; look how you began the series!” — He answers: “Yes! Isn’t it right? I thought that’s how I should [sollen] do it. — Or suppose he were to say, pointing to the series, “But I went on in the same way!”1The passage continues:— It would now be no use to us to say “But don’t you see…?” — and repeat for him the old explanations and examples. — In such a case, we might perhaps say: this person naturally understands our order, once given our explanations, as we would understand the order “Add 2 up to 1000, 4 up to 2000, 6 up to 3000, and so on.”. Kripke’s thesis that meaning is normative is typically interpreted, following Boghossian, as the thesis that meaningful expressions allow of true or warranted use. I argue for an alternative interpretation centered on Wittgenstein’s conception of the normativity involved in “knowing how to go on” in one’s use of an expression. Meaning is normative for Kripke because it justifies claims, not to be saying something true, but to be going on as one ought from prevous uses of the expression. I argue that (...) this represents a distortion of Wittgenstein’s conception of the normativity of meaning, and that Wittgenstein’s conception is preferable. (shrink)

This month, the AISDL Team was glad to see its continuing effort to raise the voice for conserving wildlife appearing in Pacific Conservation Biology (published by CSIRO/the Australian Academy of Science). The article stipulates the need for weaving humane values with scientific information, leveraging the sociocultural power to harmonize humans with nature. The article articulates the coauthors’ idea of building a funding source to contribute to the nature conservation cause by investing in some listed stocks. Technically, stocks we intend to (...) invest in must possess some key features of (i) having significant growth potential, (ii) containing little environmental risk of potential moral-practical gaps in their CSR missions, and (iii) showing a certain degree of “relevance” with AISDL’s fundamentals. In a 2020 article in Analysis, Lippert-Rasmussen argues that the moral equality account of the hypocrite’s lack of standing to blame fails. To object to this account, Lippert-Rasmussen considers the contrary of hypocrisy: hypercrisy. In this article, I show that if hypercrisy is a problem for the moral equality account, it is also a problem for Lippert-Rasmussen’s own account of why hypocrites lack standing to blame. I then reflect on the hypocrite’s and hypercrite’s standing to self-blame, which reveals that the (...) challenge hypercrisy poses for accounts of standing is different from the challenge Lippert-Rasmussen articulates. Davidson claims that nothing can count as a reason for a belief except another belief. This claim is challenged by McDowell, who holds that perceptual experiences can count as reasons for beliefs. I argue that McDowell fails to take account of a distinction between two different senses in which something can count as a reason for belief. While a non-doxastic experience can count as a reason for belief in one of the two senses, this is not the sense which is (...) presupposed in Davidson's claim. Imagination comes with varying degrees of sensory accompaniment. Sometimes imagining is phenomenologically lean (cognitive imagining); at other times, imagining involves or requires sensory presentation such as mental imagery (sensory imagining). Philosophers debate whether contradictions can obtain in fiction and whether cognitive imagining is robust enough to explain our engagement with fiction. In this paper, I defend the Principle of Poetic License by arguing for the Permissive View of fictional truth: we can have fictions in which a contradiction is true, everything (...) is true, or nothing is true. I show that imagination-based worries about impossible, unlimited, and empty fictions can be shown to be about sensory imagination and that sensory imagination isn’t necessary for fictional truth. In this article, I aim to do two things: first, introduce Juche, the official philosophy of the Democratic People’s Republic of Korea (“North Korea”), and second, defend Juche against Alzo David-West’s allegation that it is a nonsensical philosophy. I organize David-West’s complaints into two major strands—that Juche’s axiom is too vague to be of philosophical use and that Juche makes too stark a distinction between human vs. everything else—and offer responses to both strands. There are better and worse ways to blame others. Likewise, there are better and worse ways to blame yourself. And though there is an ever-expanding literature on the norms that govern our blaming practices, relatively little attention has been paid to the norms that govern expressions of self-blame. In this essay, I argue that when we blame ourselves, we ought not do so privately. Rather, we should, ceteris paribus, express our self-blame to those we have wronged. I defend my ‘one-act’ interpretation of Kant’s account of judgments of beauty against recent criticisms by Paul Guyer. Guyer’s text-based arguments for his own ‘two-acts’ view rely on the assumption that a claim to the universal validity of one’s pleasure presupposes the prior existence of the pleasure. I argue that pleasure in the beautiful claims its own universal validity, thus obviating the need to distinguish two independent acts of judging. The resulting view, I argue, is closer to the text and (...) more phenomenologically plausible than Guyer’s two-acts alternative. (shrink)

I argue that Stroud's nonreductionism about meaning is insufficiently motivated. First, given that he rejects the assumption that grasp of an expression's meaning guides or instructs us in its use, he has no reason to accept Kripke's arguments against dispositionalism or related reductive views. Second, his argument that reductive views are impossible because they attempt to explain language “from outside” rests on an equivocation between two senses in which an explanation of language can be from outside language. I offer a (...) partially reductive account of meaning which appeals both to speakers’ dispositions to produce and respond to utterances in naturalistically specifiable ways, and to the normative attitudes they adopt, in so doing, to their own behavior. This account is supported, I argue, by Stroud's early treatment of Wittgenstein's rule-following considerations and in particular of the agreement in primitive judgments or reactions which Wittgenstein takes to be required for linguistic communication. Foucault’s participation in the 1954 carnival of the mad at an asylum in Switzerland marked the beginning of his critical reflections on the origins of psychology. The event revealed a paradox at the heart of psychology to Foucault, for here was an asylum known for its progressive method and groundbreaking scientific research that was somehow still exhibiting traces of a medieval conception of madness. Using the cultural expression of this carnival as a starting place, this paper goes beyond carnival costumes (...) to uncover the historical structures underneath the discipline of modern psychology. Drawing on Foucault’s earliest works in psychology, his 1954 Mental Illness and Personality, his 1954 “Dream, Existence and Imagination,” his 1957 “Scientific Research and Psychology” and briefly his 1961 History of Madness, I will describe the discrepancy between the theory of modern psychology, which finds its heritage in the methods of modern science, and the practice of modern psychology, which finds its heritage in the classical age. I will argue that this division helps make sense of unexplained psychological phenomena, as seen in general practices related to artistic expression, and individual experiences, as seen in the presence of guilt and the resistance to medical diagnosis in patients. There is ongoing debate on whether Juche (주체/主體), the North Korean state ideology, is indigenous, Marxist-Leninist, or Confucian—or if it’s a real philosophy at all. In this article, I introduce Juche and show how characteristics that philosophers identify to be unique or pronounced in premodern Korean philosophy can be found in Juche as well. Intellectual adaptation, pragmaticism, and an emphasis on continual improvement are prominent in both premodern Korean thought and Juche. A metaphor is an effective way to show how something is to be conceived. In this article, I look at two Neo-Confucian Korean philosophical contexts—the Four-Seven debate and Book of the Imperial Pivot—and suggest that metaphors are philosophically expedient in two further contexts: when both intellect and emotion must be addressed; and when the aim of philosophizing is to produce behavioral change. Because Neo-Confucians had a conception of the mind that closely connected it to the heart (心 xin), metaphor’s empathy-inducing (...) and perspective-giving capacities made it an especially helpful mode of philosophizing in the history of Korean philosophy. The current study is conducted to examine whether the residents’ concerns about local issues affect their water conservation behaviors. Findings from this study are expected to contribute to promoting the eco-surplus culture for achieving the environmental semiconducting principle.

Initial responses to questionnaires used to assess participants' understanding of informed consent for malaria vaccine trials conducted in the United States and Mali were tallied. Total scores were analyzed by age, sex, literacy (if known), and location. Ninety-two percent (92%) of answers by United States participants and 85% of answers by Malian participants were correct. Questions more likely to be answered incorrectly in Mali related to risk, and to the type of vaccine. For adult participants, independent predictors of higher scores (...) were younger age and female sex in the United States, and male sex in Mali. Scores in the United States were higher than in Mali (P = 0.005). Despite this difference participants at both sites were well informed overall. Although interpretation must be qualified because questionnaires were not intended as research tools and were not standardized among sites, these results do not support concerns about systematic low understanding among research participants in developing versus developed countries. Mary Midgley, Iris Murdoch, Gertrude Anscombe and Philippa Foot studied together in Oxford during the war, at a time when most of the men had left the university, leaving it to them for themselves. These unique circumstances where decisive for the fact that they all went on to become successful philosophers and were able to develop their own original philosophical theories, opposing the philosophical dogmas of their time, Midgley later wrote. This claim is the point of departure for this article. (...) It has three purposes: First I try to say something about the circumstances that made it possible to develop such alternatives, and second, I try to say something about what they consist in. Blame abounds in our everyday lives, perhaps no more so than on social media. With the rise of social networking platforms, we have access to more information about others’ blameworthy behaviour and larger audiences to whom we can express our blame. But these audiences, while large, are typically not diverse. Social media tends to create what I call “blame bubbles”: systems in which expressions of blame are shared amongst agents with similar moral outlooks while dissenting views are excluded. Many have (...) criticised the blame expressed on social media, arguing that it is often unfitting, excessive, and counterproductive. In this talk, I’ll argue that while blame bubbles can be guilty of these charges, they are also well placed to do important moral work. I’ll then attempt to identify the causal source of these bad-making features and explore potential structural interventions that can make blame bubbles better at performing their moral function and less likely to generate harmful consequences. Philosophers ask just whose expression, if anyone’s, we hear in lyric poetry. Walton provides a novel possibility: it’s the reader who “uses” the poem (just as a speech giver uses a speech) who makes the language expressive. But worries arise once we consider poems in particular social or political settings, those which require a strong self-other distinction, or those with expressions that should not be disassociated from the subjects whose experience they draw from. One way to meet this challenge is (...) to consider the poem expressive of a plural subject, which frees us from looking for a particular individual whose voice we hear in the work, whether she be fictional or actual. Some lyrics give voice to a group whose experience is attended to in the work. This may be done through a posited fictional speaker, but the ontology of the speaker is shown to be less important. Attending to a group whose concerns are voiced allows us to explain how poems can manage to address our-worldly concerns even when lacking actual persons whose expressions we encounter in the poems. That’s the famous IAS of Princeton University powered by the conception of the usefulness of useless knowledge of Abraham Flexner. That’s why brilliant scientists such as Albert Einstein, Kurt (...) Godel, and John von Neumann were among its first recruited members. -/- Our team has for many years now gone through various research problems. Still, it is difficult for even experienced and highly accomplished researchers to identify the type of IAS “useless knowledge” problems. But we never stopped trying. -/- Our latest try has led to the informational entropy-based definition of value. At first, it sounded weird for one to ponder the long-existing notion of value, which is used on a daily basis by everybody on Earth. In short, kind of... useless. But gradually, we have come to an understanding that the very familiarity of the word “value” has long obscured our question of its nature. -/- So, a bit about this newly minted definition is here for your perusal.
