This paper situates the Sub-Saharan African state amidst the conflictual interface between the forces of political and economic globalization that have been ushered in the state milieu by neo-liberalism . The paper argues that states are situated in an imperialistic globalization with capitalistic economic extirpation as central concern and social justice as a peripheral one. This categorically explicates the persistence of globalised economies and localized oppressive state apparatuses, ideologies and practices. The paper also contends that the forces of (...) economic globalization have superimposed the cultural mantra in the Sub-Saharan Africa state milieu, rendering it virtually impossible to pursue a Rights Based Approach to Development (RBAD). The apparent assault by this globalization from above (economic globalization), continues almost unabated due to absence of an afro centric globalization from below to mitigate the homogenizing effects of economic globalization. Worse still, the inability of political globalization to check the daunting implications of economic globalization using a human rights antidote and the consequent slumber of the glocalisation dialectic in the African state locale explicate the problematic of Africa in the wake of erosion from above (global pillage) and devolution from below. In its place looms the prospect of states and corporations transforming a permanent war on terror into a permanent war on society. How, at this juncture, might policymakers and power-holders in leading states and corporations of the Global North be reframing their (...) pursuit of power and control? What possibilities and limits do activists and communities face for progressive, radical political action to counter this power inside and outside the state? In this brief philosophical exposé, I will narrate the events as well as my personal and ecospiritual reflections pertaining to the COVID-19 pandemic which began in Wuhan, China sometime in November 2019 and have spread sporadically across countries and continents wreaking havoc medically, politically, and individually, as it claimed more than three hundred thousand lives and had virally infected more than four million of the global population. This phenomenon had led us to confront inevitable eschatological questions: Is this a sign (...) of the end times? Will this efface the vulnerable human race? Will this disrupt the global economy as capitalism had collapsed worldwide? Do these events signal a new political era, perhaps the dawn of socialism and communism, as countries worldwide are led to confront its own deficiencies and inadequacies? Which social and political systems and worldviews are efficient particularly in this age of globalization? What are our chances for human survival? These apocalyptic questions had led me to my reflections on Enrique Dussel’s philosophy of liberation, particularly on his concept of Christian ethics and the moral theology of liberation. In so doing, the paper incorporates a holistic outlook on the pandemic trying to look at the bigger picture in a global scale and considers an all-inclusive interpretation on the pandemic that ranges from the environmental, civic, cultural, political, and socioeconomic concerns. Gender-based forms of administrative violence, such as reproductive violence, are the result of systems designed to enact population-level harms through the production and forcible imposition of colonial systems of gender. Settler statecraft has long relied on the strategic promotion of sexual and reproductive violence. Patterns of reproductive violence adapt and change to align with the enduring goals and evolving needs of settler colonial occupation, dispossession, and containment. The U.S. Supreme Court’s recent decision to end the constitutional right to abortion in (...) Dobbs v Jackson is but one instance of this larger pattern. We analyze reproductive and obstetric violence and the structural trauma they produce through the lenses of i) historical continuity and ii) the global architectures of neoliberal settler capitalism in order to connect reproductive rights rollbacks in the U.S. with the expansion of reproductive violence across a world connected by colonial globalization. Over the years, as the all-encompassing processes of globalization and neoliberalization unfolded, the Popular Republic of China increasingly deepened its developmental policies intended to grow its technological and economic competitiveness. Chinese universities experimented with various forms of managerial techniques imported from the West, including those inspired by the neoliberal ideology. Their achievements in the field of tertiary education were so impressive that they easily became a source of inspiration for neoliberal managers aspiring to „excellence” all around the (...) world. On the other hand, in post-socialist Europe, stuck in an unsatisfying and unfulfilled search for ideal neoliberal productivity models, Romanian university managers are still obsessing with pushing their institutions among the ones listed by the Academic Ranking of World Universities (ARWU), while many Romanian researchers are seeking to publish in Chinese journals. Some of them look up with envy to the generous incentives that Chinese public universities are providing in order to increase their publication output. However, the interest for debating or critically understanding the governance behind all these trends is barely visible. More often than not, researchers and experts alike are happy to believe that their academic work has nothing to do with politics or ideology. Few are questioning the political bases of neoliberal reforms at home, and even fewer are trying to find out more about what really happens in China. In this paper I will try to incite questions or working hypotheses about the ideology of neoliberal competitiveness, encouraging Romanian readers to reflect upon issues and debates informed by the prestige-driven university reforms experimented over the last three decades by the Popular Republic of China. Also, the paper will provide some useful bibliographical suggestions for those who want to dive deeper and better understand recent policy directions adopted by the Communist Party of China in this field. Development of the world economy bears numerous negative phenomena, and require constant need to rebalance socioeconomic interests of nations, transnational subjects, and individuals. Socialisation is an important and effective tool for balancing social and individual; however, despite socialisation is evolving rapidly, its scientific and practical potential is not duly uncovered. In the article theoretical and methodological foundations of socialisation of economy is surveyed in the context of globalisation, and etymology, explanations, scope, historical phases of development, theoretical aspects and practical forms (...) of use, consequences and prospects are analysed. The term «socialisation» was determined as a multidisciplinary, used in many scientific fields, increasingly involving various areas of research and is understood as inclusion, adaptation and development of human being in society. It was determined that the economy socialisation is implemented in different fields and semantic structures, contains a large number of methodological tools, is involved at all management levels, and is primarily identified with the increasing role of social component in the life of human resources. In the progress of globalisation, the human being is exposed to effects of cultural dominance. For the individual, this exposure can be the stronger, the more autonomous his or her culture of origin used to be before the confrontation. Global consent with regard to behaviour patterns and cogni¬tive styles leads to the obliteration of traditional knowledge and behaviour upon which identity has been defined. The loss of identity in favour of belonging to the global society brings about a number of (...) problems, which can be demonstrated in functional models. A key consequence of globalisation is the integrative approach to reality whereby emphasis is placed on interdependence. Religion being an expression of human culture is equally affected by this cultural revolution. The main objective of this paper is to examine how religious affiliation, among Christians, influences attitudes towards the application of psychological sciences to the assuagement of human suffering. The sociological theory of structural functionalism was deployed to explain attitudinal appraisal. Ethnographic methodology, through quantitative analysis of administered questionnaire, was also (...) used. In recent years, genetically engineered (GE) mosquitoes have been proposed as a public health measure against the high incidence of mosquito-borne diseases among the poor in regions of the global South. While uncertainties as well as risks for humans and ecosystems are entailed by the open-release of GE mosquitoes, a powerful global health governance non-state organization is funding the development of and advocating the use of those bio-technologies as public health tools. In August 2016, the US Food and Drug Agency (...) (FDA) approved the uncaged field trial of a GE Aedes aegypti mosquito in Key Haven, Florida. The FDA’s decision was based on its assessment of the risks of the proposed experimental public health research project. The FDA is considered a global regulatory standard setter. So, its approval of the uncaged field trial could be used by proponents of GE mosquitoes to urge countries in the global South to permit the use of those bio-technologies. -/- From a public health ethics perspective, this paper evaluates the FDA’s 2016 risk assessment of the proposed uncaged field trial of the GE mosquito to determine whether it qualified as a realistic risk evaluation. -/- The FDA’s risk assessment of the proposed uncaged field trial did not proximate the conditions under which the GE mosquitoes would be used in regions of the global South where there is a high prevalence of mosquito-borne diseases. -/- Given that health and disease have political-economic determinants, whether a risk assessment of a product is realistic or not particularly matters with respect to interventions meant for public health problems that disproportionately impact socio-economically marginalized populations. If ineffective public health interventions are adopted based on risk evaluations that do not closely mirror the conditions under which those products would actually be used, there could be public health and ethical costs for those populations. On the fiftieth anniversary of the Treaties of Rome, the Berlin Declaration declared the period of reflection on the failed Treaty to Establish a Constitution for Europe to be at an end. To replace it, a reform treaty was signed in Lisbon in December of 2007, and newspapers from Dublin to Beijing reported on the communique issued by EU leaders in Brussels that stated ,,The Lisbon Treaty provides the Union with a stable and lasting institutional framework. We expect no change (...) in the foreseeable future, so that the Union will be able to fully concentrate on addressing the concrete challenges ahead, including globalisation and climate change ..."2 In choosing the problems to highlight in the press release for what still might constitute the legal framework for Europe in the foreseeable future, why did these leaders state, and why did these journalists repeat these two issues together - globalisation and climate change? ,,Globalisation" and the various processes it describes as such have already been thoroughly discussed in legal literature many times over. We propose a qualitatively new kind of governance for the emerging need to efficiently guide the densely interconnected, ever more complex world development, which is based on explicit and openly presented problem solutions and their interactive implementation practice within the versatile, but unified professional analysis of complex real-world dynamics, involving both the powerful central units and the attached creative worldwide network of professional representatives. We provide fundamental and rigorous scientific arguments in favour of introduction of just that kind of governance (...) at the modern development stage, after the complexity threshold in the real world dynamics evolution (sometimes intuitively designated as "globalisation"), where the traditional spontaneous-empirical kind of development and related administrative governance lose dramatically and inevitably their efficiency and the necessity of explicit consistent understanding and guidance of complex real-world dynamics becomes evident. The transformation of universities from public institutions to transnational business enterprises has met with less resistance in Australia than elsewhere. Yet this transformation undermines the founding principles of Australian democracy. This democracy emerged in opposition to the classical form of free market liberalism that the neo-liberals have revived. The logical unfolding of social liberalism in Australia underpinned the development of both the system of wage fixing and the idea of public education as conditions for democracy. The lack of resistance to (...) the destruction of democracy, as it was originally understood in Australia, by successive neoliberal governments has been due largely to the decadent state of Australian universities. These had come to be dominated by a crude form of empiricist utilitarianism, making Australia peculiarly vulnerable to the ideologues of global free markets and the power of transnational corporations who have sought to transform language to equate the dominance of all facets of life by markets as a defence of democracy. Only through a recovery of the philosophical tradition upon which Australia was founded and the development of this tradition through process metaphysics, it is argued, can genuine democracy and Australia’s public institutions, be defended. The article offers forecasts of the geopolitical and geo-economic development of the world in the forthcoming decades. One of the main accusations directed toward globalization is that it deepens the gap between the developed and developing countries dooming them to eternal backwardness. The article demonstrates that the actual situation is very different. It is shown that this is due to the globalization that the developing countries are generally growing much faster than the developed states, the World System core (...) starts weakening and its periphery begins to strengthen. At the same time there is a continuing divergence between the main bulk of developing countries and the group of the poorest developing states. The article also explains why the globalization was bound to lead to the explosive rise of many developing countries and the relative weakening of the developed economies. In the forthcoming decades this trend is likely to continue (though, of course, not without certain interruptions). It is also demonstrated that this convergence constitutes a necessary condition for the next technological breakthrough. (shrink)

In the history of modern liberal political thought the work of Friedrich Hayek stands out as one of the most significant contributions to liberal theory since J. S. Mill. This article provides a deep re-reading and engagement with key neoliberal texts from Friedrich Hayek and the development of understandings regarding the ‘‘spontaneous ordering’’ mechanisms of the market and the appreciation of the need for states to govern for the market rather than merely to withdraw from responsibility. My intention is (...) to bring some analytical clarity to the so-called incongruity and some of the ‘‘blind-spots’’ of neoliberal thought, but also to show why it makes such an important contribution to contemporary political theory. Doing so will, I suspect, expose the blurring lines that seemingly exist within the neoliberal intellectual project to describe some recent trends in our contemporary economic and political thoughts by illustrating the views and particularly the thinking of Friedrich Hayek. I conclude by reflecting upon the implications of these findings for the scholarly study of contemporary neoliberal political theories. (shrink)

This article studies the issue of democratization of countries within globalization context, it points to the unreasonably high economic and social costs of a rapid transition to democracy as a result of revolutions or of similar large-scale events for the countries unprepared for it. The authors believe that in a number of cases the authoritarian regimes turn out to be more effective in economic and social terms in comparison with emerging democracies especially of the revolutionary type, which are often (...) incapable to insure social order and may have a swing to authoritarianism. Effective authoritarian regimes can also be a suitable form of a transition to efficient and stable democracy. The article investigates various correlations between revolutionary events and possibilities of establishing democracy in a society on the basis of the historical and contemporary examples as well as the recent events in Egypt. The authors demonstrate that one should take into account a country's degree of sociopolitical and cultural preparedness for democratic institutions. In case of favorable background, revolutions can proceed smoothly (‘velvet revolutions’) with efficient outcomes. On the contrary, democracy is established with much difficulty, throwbacks, return to totalitarianism, and with outbreaks of violence and military takeovers in the countries with high illiteracy rate and rural population share, with low female status, with widespread religious fundamental ideology, where a substantial part of the population hardly ever hears of democracy while the liberal intellectuals idealize this form, where the opposing parties are not willing to respect the rules of democratic game when defeated at elections. Globalization today is at a dangerous crossroads. Although many alleged it has provided enormous benefits, but the systemic risks and growing inequality it causes necessitate urgent action. The myth of a borderless world is crashing down. Traditional pillars of open markets; the United Kingdom and United States are wobbling. This is evident in the Brexit vote which stunned European Union and the world at large, couple with the recent policies of the American government towards its fellow western allies and (...) immigrants. Many people are beginning to feel so troubled about our economic future. The failure to arrest these global developments is likely to lead to growing nationalist policies, protectionism and xenophobia, which the world is already witnessing. Globalization has created growth, no doubt. But what kind of growth? And for who? This crisis posed by globalization has forced many to question the motive behind this phenomenon. The formation of the Afroeurasian world-system was one of the crucial points of social evolution, starting from which the social evolution rate and effective-ness increased dramatically. In the present article we analyze processes and scales of global integration in historical perspective, starting with the Agrarian Revolution. We connect the main phases of historical globalization with the processes of development of the Afroeurasian world-system. In the framework of the Afroeurasian world-system the integration began a few thousand years Before the Common (...) Era. In this world-system the continental and supracontinental links became rather developed long before the Great Geographic Discoveries and thus, they could quite be denoted as global (albeit in a somehow limited sense). As some researchers are still inclined to underestimate the scale of those links in the pre-Industrial era, it appears necessary to provide additional empirical support for our statement. It also turns necessary to apply a special methodology (which necessitated the use of the world-system approach). We analyze some versions of periodization of history of globalization. We also propose our own periodization of globalization using as its basis the growing scale of intersocietal links as an indicator of the level of globalization development. (shrink)

These had won philosophical concepts that can be very useful in reasoning about globalization in praxis to Africa values. Globalization has also produced benefits and harms. Is it even possible to resist or oppose neoliberalism? I consider two responses that translate musical practices into counter-hegemonic political strategies: Jacques Attali’s theory of “composition” and the biopolitics of “uncool.” Reading Jacques Attali’s Noise through Foucault’s late work, I argue that Attali’s concept of “repetition” is best understood as a theory of neoliberal biopolitics, and his theory composition is actually a model of deregulated subjectivity. Composition is thus not an alternative to neoliberalism but its quintessence. An aesthetics and (...) ethos of “uncool” might be a more viable alternative. If and when they function as bad, unprofitable investments, uncool practices like smoothness (predictable regularity) can undercut neoliberal imperatives to self-capitalization. Is capitalism inherently predatory? Must there be winners and losers? Is public interest outdated and free-riding rational? Is consumer choice the same as self-determination? Must bargainers abandon the no-harm principle? Prisoners of Reason recalls that classical liberal capitalism exalted the no-harm principle. Although imperfect and exclusionary, modern liberalism recognized individual human dignity alongside individuals' responsibility to respect others. Neoliberalism, by contrast, views life as ceaseless struggle. Agents vie for scarce resources in antagonistic competition in which every individual seeks dominance. This (...) political theory is codified in non-cooperative game theory; the neoliberal citizen and consumer is the strategic rational actor. Rational choice justifies ends irrespective of means. Money becomes the medium of all value. Solidarity and good will are invalidated. Relationships are conducted on a quid pro quo basis. However, agents can freely opt out of this cynical race to the bottom by embracing a more expansive range of coherent action. (shrink)

As a libertarian studying, embracing, and teaching a philosophy of individual freedom, John Hospers, like many of us, was heavily influenced by the philosophical writings of Ayn Rand. Rand’s major novels The Fountainhead and Atlas Shrugged continue to delight and empower readers through embracing the heroic creator or inventor, technological and scientific progress, and the competent individual. These are some of the archetypes of the Randian hero. At the other end of the scale were the incompetent looters and moochers who (...) could only function in her world by controlling those with ability and the savages of ancient or undeveloped cultures who could not comprehend ability, seizing the means of progress before killing the inventor, then retreating into mysticism and magic. Rand was not an archaeologist and wrote at a time before scholars of prehistory focused on the rational and productive aspects of ancient civilizations upon which enabled the present to emerge in fits and starts. These aspects include technology, record keeping, maritime trade, and pre- monetary economies. This paper will consider the emergence of globalized connectivites in the Mediterranean during the Late Bronze Age (ca. 1700-1300 BCE) which was arguably the first age of globalization in human history. It was also one of the first ages of social acceleration characterized by a confluence of increasing technological and economic interdependency, yet fragile in its susceptibility to climate change, plagues, and authoritarian city-states and small empires ruled by kings claiming divinity or divine authority. Thus, the Late Bronze Age was also an economically fragile era with a high concentration of wealth distributed among supra-regional global elite plutocrats unified more by wealth and shared symbolism than by cultural tradition or ideology. This era was susceptible to populist resistance in the form of piratical activity and banditry. This paper explores the globalist and populist aspects of the ancient Mediterranean. In doing so, I suggest that some globalized elites of the present day perpetuate another Randian archetype, the moochers and looters. In doing so, it transcends ideology to focus on how the non-productive in current society acquire vast concentrations of wealth and power. (shrink)

Globalization is resulting in complex decisions by businesses as to where and what to produce, while free trade is resulting in a greater menu of choices for consumers, often with the blending of products and goods from various cultures, called ‘glocalization.’ This paper reviews the theories and practices behind these current happenings, which are each economic, politicaleconomic, institutional, and sociological, first by looking at the supply side of why certain countries produce the goods that they do, and then at (...) the demand side, why consumers have particular, cultural tastes and preferences for goods. It also proffers theories to explain firm location and that of intra-industry trade. This occus when countries trade similar products rather than differentiating, as economic theory would suggest. After reviewing the literature, through numerous examples of political-economy and culture, it argues somewhat normatively that differences in culture and goods are a strength to the world community, and that globalization in the end will not likely result in a singular global culture with a uniformity of exactly identical economic goods anytime in the near future. The aim of this text, derived from an investigation, is to propose a reflection on the future of the university, from the problematization of the neoliberal rationality impact on the forms of knowledge production and organization of academic life. To develop this analysis, the main transformations of the modern university since its advent with the founding of the Berlin University by Wilhelm von Humboldt, in 1810, who created the model of the research university, until the emergence of the (...) class='Hi'>neoliberal university model. The purpose of the article is to highlight the rationalities that govern the transformation of the university over time. This historical analysis attempts to demonstrate that no model can be considered natural, absolute, inevitable, non-negotiable, and that and that the university as an institution is inhabited by a mixture of contradictory rationalities. To conclude, the Derrida's essay (2001), is used to show that the uncontested adoption of the neoliberal model can destroy the autonomy of research and teaching that until today characterized the modern university, and compromise its mission in the future. This research explores the effects of globalization to the Malaysian architectural practice in the current situation. The research explores three issues, firstly what are the reasons local architects are taking projects locally (localization) only, and, secondly, what are the factors which motivate local architects to venture into international projects (termed as globalization). It also explores, thirdly, what are the factors which influence foreign architects coming to Malaysia to practice. Research was qualitative in nature using semi-structured interviews. The interviews (...) were transcribed and a thematic analysis was carried out. An online survey was conducted towards the end to a different group from the architecture fraternity to supplement the research and findings. Overall, the reasons uncovered for the first issue are the total lack of opportunities and insufficient capacity due to small practices. Reasons for the second issue are due to the more lucrative fees and the experience and technology transfer which are advancements to their practices. For the third issue, the factors were found to more personal reasons based rather than solely applying to practice. In summary, to go global or stay local is actually up to the individual preference of the architect and also the capacity of their practices. The findings can be used as a resource for architects and architectural students who are still deciding whether to globalize or localize their careers. As it currently the case, many architects are practicing in other countries to replicate architectural styles which may be more conducive to sustainable tourism, for example, hotel designs. (shrink)

This article reviews the recent crisis in Detroit focusing on the placement of an Emergency Manager in charge of financial decisions, and a bankruptcy process. This political disenfranchisement harmed the pensions of city employees and offered valuable real estate to investors at low prices. While the crisis was long in the making, with deindustrialization and residential segregation beginning in the 1950s, the crisis was exacerbated in 2008 with the mortgage crisis and with water shut-offs to residences. The greatest harms were (...) felt by African American families in the city. The article takes toll of the harms suffered and chronicles movements of resistance against Emergency Management and community organizing efforts. (shrink)

Globalization is regarded as a process or a project or a process/project which is most rapidly developing. Globalization, in case of occurrence, will put its impacts on all dimensions of human life including knowledge and practice. Particularly, its impact on epistemology and education would be remarkable. Given that the appearance and development of informational revolution is the most important background for globalization, the first challenge of globalization relates to the nature of knowledge. According to the information (...) revolution, the most important characteristic of knowledge is to be sought in this equation: knowledge = information. This involves reducing different facets of knowledge to quantitative information which leads to knowledge legitimacy crisis. In addition, having a communicational dimension, knowledge will be qualified by means of the shape and characteristics of community in the era of globalization. The viewpoint of virtual community calls us from another side to rethink on knowledge as well as on the problem of identity because in the consequence of virtual community, virtual identity of pupils is being claimed which involves indentity fragmentation. To deal with these challenges, education needs: a) to resist the reduction of knowledge to information and equate knowledge with wisdom rather than information; b) to extend imaginative and creative procedures; c) to develope interdisciplinary studies as an important way of extending imagination; and finally, d) to provide relationship between virtual and real communities of the pupils. This is a conference paper presented at conference “Problem of the Poverty in the Islamic World, Reasons and Solutions” organized by International Islamic University of Malaysia, High Institution, Malaysia, December 2004, and published in the book Vol 2, December, p181-201. In this paper, I have discussed the relationship between Globalization and Poverty that is increasing these days, and I have considered the following questions: • Would the number of the world’s poor increasing or decreasing ? • Would most people (...) get the basic items which are necessary for them to survive, or the people would die of starvation? • Would the number of children who suffer of poor nutrition become fewer, and the child labor would disappear? • Would the Air become more pure and the number of people who die of air pollution would become less? Then, I presented two examples of this phenomenon, which are poverty in Somalia and poverty in Algeria. (shrink)

Abstract There appears to be very close link between globalization and imperialism. Both seem to have domineering character. Globalization could be likened to a new wave of imperialism as it could be adjudged the process by which the so called superior powers of the West dominate and influence developing countries like Nigeria. They are expansionist in nature. Christianity has the same expansionist features as globalization and imperialism. The imperialist nature of globalization could be assessed from the (...) expansionist activities of Christianity that equally originates from the West. This paper is an attempt to discuss globalization, imperialism and Christianity as expansionist realities from the Nigerian perspective. Information is gathered from content analyses of the concepts of globalization, imperialism and Christianity and simple observation of what Nigeria experiences with regard to Christianity. It is observed that much of what Christianity favours are materials from the West. The paper concludes that Christianity more than ever before rides on the crest of globalization to further imperialism. It suggests that Christianity in the twenty-first century should be more inculturated than hanging on the apron strings of the West especially with regard to religious wares. (shrink)

The “shrinking” of the globe in the last few centuries has made explicit that the world is a tense unity of many: the many worlds are forced to contend with one another. Nishida Kitarō, the founder of the Kyoto school, once stated that to be is to be implaced. We exist by partaking in “the socio-historical world.” More recently, Jean-luc Nancy has conceived of the world in terms of sense. What is striking in both is that the world emerges out (...) of a nothing, created ex nihilo—the phrase stripped of its theistic connotations. While for Nishida the world is ultimately implaced in the “place of absolute nothing,” Nancy speaks of the nothing that is the basis of the world’s self-creation. I will explore a possible convergence between these and any light it may shed upon our contemporary situation of globalization and its implications for praxis. I look to a sense of the nothing as a chōratic spatiality, an opening that provides space for co-being and serves as the source of creativity. In face of globalization, the project for meaning through mondialisation (in Nancy) and within a multi-cultural world (in Nishida) would imply the appropriation of such an originary spatiality. The formation of the Afroeurasian world-system was one of the crucial points of social evolution, starting from which the social evolution rate and effectiveness increased dramatically. In the present article we analyze processes and scales of global integration in historical perspective, starting with the Agrarian Revolution. We connect the main phases of historical globalization with the processes of the development of the Afroeurasian world-system. In the framework of the Afroeurasian world-system the integration began a few thousand years BCE. In (...) this world-system the continental and supracontinental links became rather developed long before the Great Geographic Discoveries and thus, they could quite be denoted as global (albeit in a somehow limited sense). As some researchers are still inclined to underestimate the scale of those links in the pre-Industrial era, it appears necessary to provide additional empirical support for our statement. It also turns necessary to apply a special methodology (which necessitated the use of the world-system approach). We analyze some versions of periodization of globalization history. We also propose our own periodization of globalization history using as its basis the growing scale of intersocietal links as an indicator of the level of globalization development. (shrink)

The accelerated development of science and technology, along with the economical growth of countries and the rise of the phenomenon of globalization have had consequences in different aspects of human life. Social injustice, inequality, violence, fighting within and between countries, along with ecological misfortunes calls out for an ethical system that regulates and brings new light to human behaviour in this globalized world. The globalization dynamic of the techno-scientific, world market economic culture suggests the need of an urgent (...) formation of conscience of a global ethics. Having in mind this world panorama, in this process of ethical development we must analyze how bioethics can respond to the great challenge that this globalization plants. We propose that the key to the answer lies within the proposal developed by the personalistic current, which looks to solve real moral problems of concrete human persons, without leaving out anyone and looking to respond to all the dimentions of the human person. -/- El acelerado desarrollo de la ciencia y la tecnología, junto con el crecimiento económico de los países y la consolidación del fenómeno de la globalización ha tenido consecuencias en los diferentes ámbitos de la vida del ser humano. La injusticia social, la desigualdad, la violencia, las luchas dentro de los países y entre los países, así como el descalabro ecológico reclaman un sistema ético que regule y dé nuevas luces al comportamiento humano en este mundo globalizado. La dinámica de globalización de la cultura tecnocientífica y económica de mercado mundial, sugiere la necesidad de una urgente toma de conciencia de una ética global. Teniendo en cuenta este panorama mundial, en este trabajo analizamos cómo la bioética puede responder a este gran desafío que plantea la globalización. Proponemos que la clave fundamental de la respuesta está en la propuesta que ha sido desarrollada por la corriente personalista, la cual plantea y da solución a los problemas morales reales de rostros humanos concretos, sin dejar fuera a nadie y sin dejar fuera ninguna de las dimensiones del hombre. Globalization is seen positively by those to whose societies it brings measurable benefits. Claude Ake, one of the most outstanding African thinkers of the second half of the 20th century and a great advocate for constructing democracy in Africa, primarily viewed the progress of globalization in terms of its numerous dangers. In Ake's opinion, globalization negatively affects the condition of contemporary societies, whose members place increasing importance on market values and principles. He thought that when consumer identity (...) finally triumphs over civic identity, the culture of democracy will be at an end. Democracy, after all, is connected with the common good and consumption with particularism and egoism. Consumerism kills the sense of civic duty and political engagement. Even though the members of poorer societies, including African ones, are not significant consumers, the global consumer culture has an effect on their lives as well, destroying traditional ties of solidarity and transforming local cultures. In many such societies, this state of affairs produces a rise in frustration and stress, and often a desire to return to the society's origins and a strengthening of antipathy towards outsiders or 'others'. Although Ake's works contain finely-wrought arguments, his theories raise important questions and are very debatable in their trend. In this article, I consider the main underlying assumptions of Ake's ideas and analyze selected aspects. (shrink)

Globalization allegedly constitutes one of the most used and abused concepts in the contemporary academic and lay lexicons alike. This paper pursues a deconstructive avenue for canvassing the semiotic economy of cultural globalization. The variegated ways whereby ideology has been framed in different semiotic perspectives (Peircean, structuralist, post-structuralist, neo-Marxist) are laid out. By engaging with the post-structuralist semiotic terrain, cultural globalization is identified with a transition from Baudrillard’s Political Economy of Signs towards a spectral ideology where signs (...) give way to traces of différance. Subsequently, the process whereby globalization materializes is conceived as a social hauntology. In this context, global citizens engage in a constant retracing of the meaning of signs of globalization that crystallize as translocally flowing ideoscapes and mediascapes. The propounded thesis is exemplified by recourse to cultural consumption phenomena from the domains of cinematic discourse, computer-gaming, food and social gaming. (shrink)

Literary studies are living a nomadic existence on the margins of the neoliberal university, forced to adapt to the needs of more profitable disciplines and the insidious marketization of higher education to find an intellectual home. By drawing on Rosi Braidotti’s nomadic theory, this article situates the current state of literary studies in the wider networks of power relations that differentially distribute nomadic experiences in the contemporary world. The article begins with an examination of the contradictions of nomadic mobility (...) in the era of globalized capitalism and how these contradictions interrelate with the study of world literature. The second half of the article focuses on the transformation of labor under neoliberalism, charting the rise of cognitive capitalism and its relationship to the university. While the future of literary studies might look precarious in the era of cognitive capitalism, the increasing casualization of intellectual labor creates the conditions for unstructured, unrestrained, and deterritorialized flows of thought that escape the constraints placed on those in the institution. By harnessing literature’s subversive potential, literary studies can use these nomadic flows of thought to resist the operating principles of the neoliberal university and help combat the conditions that create precarious nomadic experiences across the globe. However, I consider cultural globalization to be the most influential form, because it is related to the morality of the human personality, and therefore it is connected to the establishment of human society in general. Accordingly, this paper raises the following questions: -/- Do individuals receive their cultures from within the societies in which they live or from other sources? -/- (...) Is there a cultural specificity for human societies? -/- What is the nature of the universal culture we are looking for? -/- I discussed some views which have attempted to answer these questions, and try to identity the culture of globalization, if it any, and see whether it lacks such a culture and thrives only on what is available. During the last two years, senior high school teachers struggled with course contents in a neoliberal education. While the Mass Training of Teachers (MTOT) focuses on pedagogical knowledge, their concern is to deepen their content knowledge. As a result, they face difficulty in teaching the subjects, one of which is Marxism under Disciplines and Ideas in the Social Sciences (DISS). Enriching this paper, the query turns to the key participants of the sector and seek their insights. Then, critical analysis (...) applies what the literature says about the way Marxism is taught. O presente artigo recupera as noções de guerra de raças e de biopoder nas lições ministradas por Michel Foucault no Collège de France intituladas Il faut défendre la Société (1976), para refletir sobre a relação entre neoliberalismo e violência política. Nesse sentido, interessa-me examinar como o pensamento de Foucault formulou o problema do biopoder vinculado ao da violência de raça para analisar nossa atual política (neo)liberal em termos de paradigmas raciais e coloniais.

The problem of cultural degradation and high respect for foreign cultures of Europe and America more than Nigerian cultures are the major problems in this study. The paper sets to examine media imperatives for the globalization of Nigerian cultures. The paper answers the question of if Nigeria has a culture in the affirmative and adopts the analytical research method to identify Nigerian cultures, to find out how foreign cultures have affected Nigerian cultures and to explain how Nigerian cultures can (...) be upgraded to be universally appreciated. The paper concludes that foreign cultures have been preferred to local cultures by many Nigerians, while some have are not ready to associate with local cultures. The paper recommends that Nigerian material cultural objects should be upgraded, refined and promoted through media channels such as the Nigerian film industry and other outlets by the Federal Ministry of Information and Cultural orientation. Preocuparea pentru funcția de marketing a topurilor universitare îi face pe manageri să ignore modul neglijent în care ele sunt concepute, deoarece adesea „clasamentele servesc în mod strategic celor care, doritori să reformeze sistemul universitar din țara lor, le folosesc în mod oportunist pentru a justifica politici deja decise”. Ei nu numai că sunt pregătiți să accepte schimbările dramatice în clasamente (care, de cele mai multe ori dovedesc de fapt inadecvarea instrumentelor de evaluare), dar se străduiesc din răsputeri să îmbunătățească (...) artificial propria poziție, angajând, spre exemplu, personalități științifice cu un CV impresionant. Iar obsesia clasamentelor, una dintre sursele importante ale corupției intelectuale în mediul academic, nu apare de la sine. Este strâns legată de comercializarea intensivă a cunoașterii și de reducerea finanțării publice a universităților. „Importanța acordată brusc clasamentelor universităților” - susține Gingras, adăugând exemple concrete de abordări cinice ale unor manageri care, înțelegând erorile sistemice, consimt să participe la acreditarea lor - „este de asemenea un efect al discursurilor pe tema internaționalizării «pieței universitare» și a căutării unei clientele străine lucrative care să compenseze veniturile scăzute ce provin de la guvern și descreșterea numărului de studenți locali. Numeroși conducători ai universităților care pleacă în delegație în China sau în India par a identifica acolo o «piață» potențial lucrativă care nu ar trebui lăsată numai pe mâinile universităților americane, australiene sau britanice.” Există, de altfel, un sistem foarte complex de stimuli care îi determină pe membrii comunității academice să accepte denaturarea treptată a valorilor fundamentale de care depinde prestigiul intelectual, validând-o. Astfel, pentru a folosi metafora aceluiași autor, foarte mulți văd că hainele noi ale universităților sunt de fapt imaginare, dar puțini ar dori să o spună. (shrink)
