In this paper, I investigate the role of public opinion and De Staël’s liberal principles in relation to her psychological image of human nature. De Staël regarded the French Revolution as a new stage of human progress, in which the French people, for the first time, gained a political voice. From her position as a liberal republican, De Staël argues for political progress in the form of civil equality and liberty confirmed by law and political representation, for which (...) public opinion serves as a political tool. I aim to demonstrate that De Staël developed a multi-layered analysis of public opinion as both an emancipatory tool for more equality, justice, and liberty, as well as a discriminating and harmful tool. According to De Staël, human passions play a crucial role in determining the employment and the effects of public opinion, as becomes clear in the case of the trial of Marie-Antoinette. (shrink)

We report the results of an exploratory study that examines the judgments of climate scientists, climate policy experts, astrophysicists, and non-experts (N = 3367) about the factors that contribute to the creation and persistence of disagreement within climate science and astrophysics and about how one should respond to expert disagreement. We found that, as compared to non-experts, climate experts believe that within climate science (i) there is less disagreement about climate change, (ii) methodological factors play less of a role in (...) generating disagreements, (iii) fewer personal or institutional biases influence climate research, and (iv) there is more agreement about which methods should be used to examine relevant phenomena we also observed that the uniquely American political context predicted experts’ judgments about some of these factors. We also found that, in regard to disagreements concerning cosmic ray physics, and commensurate with the greater inherent uncertainty and data lacunae in their field, astrophysicists working on cosmic rays were generally more willing to acknowledge expert disagreement, more open to the idea that a set of data can have multiple valid interpretations, and generally less quick to dismiss someone articulating a non-standard view as non-expert, than climate scientists were in regard to climate science. La finalidad de esta propuesta consiste en presentar los debates éticos que irrumpen con el neuromarketing político. Autonomy is one of the basic pillars of a political system like democracy, which is associated with citizens’ decision-making capacity as its main moral core. Discoveries in the neurosciences domain and their application to the marketing and political communication field now arouse suspicions about the possible capacity of activating voter’s "voting button". The objective of this article is to examine the main works on political neuromarketing and neuropolitics. With Spanish the third most widely spoken language in the world, one would expect more Spanish translations of important texts in American philosophy. Given the recent publication of a Spanish translation of The Public and Its Problems (1927), more people have access to John Dewey’s ideas about democracy than ever before. A broader readership might bring greater inclusivity to the existing debate over the significance of Dewey’s legacy for democratic theory. For the past few years, this debate has raged (...) almost exclusively between English-speaking scholars. Many have responded to the arguments of Richard Posner, the law professor and Circuit Court judge who delivered a scathing critique of Dewey’s legacy in his book Law, Pragmatism and Democracy (2003). Even if new readers of The Public and Its Problems fail to join the debate, they will at least be better equipped to evaluate Posner’s arguments with some appreciation for the object of his criticism. Hopefully they will come to acknowledge Dewey’s contribution as a vital thread in the tapestry of thought making up contemporary currents in democratic theory—currents that University of Toronto professor Frank Cunningham collectively labels “democratic pragmatism.” See his Theories of Democracy (Routledge, 2002). Ramon Del Castillo’s introduction to the translation captures the rich context of Dewey’s work on democratic theory. It places the book in the proper historical milieu, 1920s America at the time of the height and decline of American Progressivism. In 2035 global egg demand will have risen 50% from 1985. Because we are not able to tell in the egg whether it will become a male or female chick, billons of one day-old male chicks will be killed. International research initiatives are underway in this area, and governments encourage the development of an alternative with the goal of eliminating the culling of day-old male chicks. The Netherlands holds an exceptional position in the European egg trade, but is also the (...) only country in the European Union where the downside of the egg sector, the practice of killing day-old male chicks, is a recurrent subject of societal debate. ‘Preventing the killing of young animals’ and ‘in ovo sex determination’ are the two alternative approaches available to solve this problem. It is clear that both approaches solve the problem of killing day-old male chicks, either by keeping them alive or by preventing them from living, but they also raise a lot of new animal welfare-related dilemmas. A thorough analysis was undertaken of these dilemmas and the results are presented in this article. The analysis resulted in an ethical framework based on the two main approaches in bioethics: a consequentialist approach and a deontological approach. This ethical framework was used to develop an online survey administered to ascertain Dutch public opinion about these alternative approaches. The results show that neither alternative will be fully accepted, or accepted by more than half of Dutch society. However, the survey does provide an insight into the motives that are important for people’s choice: food safety and a good treatment of animals. Irrespective of the approach chosen, these values should be safeguarded and communicated clearly. (shrink)

This chapter provides a systematic overview of topological explanations in the philosophy of science literature. It does so by presenting an account of topological explanation that I (Kostić and Khalifa 2021; Kostić 2020a; 2020b; 2018) have developed in other publications and then comparing this account to other accounts of topological explanation. Finally, this appraisal is opinionated because it highlights some problems in alternative accounts of topological explanations, and also it outlines responses to some of the main criticisms raised by the (...) so-called new mechanists. In this paper, I will try to answer the question: How are we supposed to assess the expert’s opinion in an argument from the position of an outsider to the specialized field? by placing it in the larger context of the political status of epistemic authority. In order to do this I will first sketch the actual debate around the problem of expertise in a democracy and relate this to the issue of the status of science in society. Secondly, (...) I will review how Douglas Walton’s pragma-dialectical approach offers a practical procedure to assess the expert bias from a nonprofessional’s perspective. Thirdly, I will introduce the problem of group bias using insights from Bohman and Fischer and show how Walton’s solution does not address this specific type of bias. Lastly, I will try proposing a revision of Walton’s solution in order to address this problem. In order to make the explanation more easy to follow I will use a case study concerning the medical expertise in the public debate on second-hand smoke. (shrink)

In this Essay, I examine some apparent difficulties with what I call the "actualization criterion" connected to Rawls's notion of public reason, that is, the criterion for determining when Rawlsian public reason is concretely actualized by citizens in their deliberating and deciding about constitutional essentials and matters of basic justice. While these apparent difficulties have led some commentators to reject Rawlsian public reason altogether, I offer an interpretation that might allow Rawlsian public reason to escape the (...) difficulties. My reading involves the claim that Rawlsian public reason is to be understood essentially as an imperative or an ideal, and as not necessarily grounded in any stock of existing beliefs or opinions. I make this claim on the basis of the seemingly counterintuitive observation that it is possible for citizen-interlocutors to know that public reason has been violated without necessarily knowing who the violator is (and thus without being able to foreclose the possibility that the violator may even be oneself). This observation is based in turn on my analysis of the necessary reciprocity and self-referentiality built in to the very concept of public reason as such. (shrink)

Sociology, as conceived by Comte, was to put an end to the anarchy of opinions characteristic of liberal democracy by replacing opinion with the truths of sociology, imposed through indoctrination. Later sociologists backed away from this, making sociology acceptable to liberal democracy by being politically neutral. The critics of this solution asked 'whose side are we on?' Burawoy provides a novel justification for advocacy scholarship in sociology. Public sociology is intended to have political effects, but also to be (...) funded by the politically neutral state. He argues that public sociology is institutionally neutral, but that committing to an organic relation with a social movement is legitimate as a matter of the sociologist's personal value choice. Although this produces side-taking sociology, by improving the case for particular standpoints it serves to improve democratic discussion generally, which is an appropriately neutral public aim. In this article, the author examines different theories and approaches to mass movements in the historical process and their impact on the condition of Western culture. In the short introduction, the main historical, cultural and philosophical origins of the mass movements from antiquity to present time are described. This paper examines the question why the social and cultural influence of the man of mass is difficult to predict. To answer this question, the author demonstrates the continuing transition from the psychology (...) of the crowd to the structure of mass instinct and collective interaction. The first part exposes general psychological characteristics of the mob according to the ideas of Gustave Le Bon (1841–1931). Le Bon describes masses as emotional, irresponsible, uncritical and conservative, although marks heroism and sacrifice as their positive manifestations. In the second part, the author reflects upon the perspective of Gabriel Tard (1843–1904) on this problem. Tard’s term “public opinion” deals with the representatives who – while living in separation – participate in the mass communication. In the third part, attestations of the mass such as humility, conformism and obsession are investigated based on the ideas of Sigmund Freud (1856–1939). The next point of the article is devoted to Jose Ortega y Gasset’s (1883–1955) concept of the revolt of masses. Ortega captures the ambivalence of masses who express the power ambition and indifference to culture. From the point of view of Hannah Arendt (1906–1975), masses become terrible, self-satisfied, atomized, unstructured and anonymous. However, Elias Canetti (1905–1994) defines masses as compressed and scattered, closed and open, fast and slow. Yet different parameters of the masses one can find in Siegfried Kracauer’s (1889–1966) writing – namely aesthetics, technicism, ritual. Finally, in the last part, the author appeals to Jean Baudrillard’s (1929–2007) approach to the problem who declares that masses became silent and indistinct. (shrink)

Plurality implies a public sphere in which different worldviews (e.g. Secular Humanist, Christian, Jewish, Muslim and others) coexist respecting each other. Banning the presence of one or several of them from the public sphere is questionable in principle, and divisive in practice.

This article tries to show that commonplace economic, ethico-religious, anti-racist,and logical-consistency objections to public funding of abortions and abortion counseling for poor women are quite weak. By contrast, arguments appealing to basic human rights to freedom of speech, informed consent, protection from great harm, justice and equal protection under the law, strongly support public funding. Thus, refusing to provide abortions at public expense for women who cannot afford them is morally unacceptable and rationally unjustifiable, despite the opinions (...) of former Presidents Reagan and Bush, the more conservative members of the Supreme Court of the United States, the current Congress, and the majority of the American people. Although certain recent developments in mendacious political manipulation of public discourse are horrifying to the academic mind, I argue that we should not panic. Charles Peirce’s pragmatist epistemology with its teleological arc, long horizon, and rare balance between robust realism and contrite fallibilism offers guidance to weather the storm, and perhaps even see it as inevitable in our intellectual development. This paper explores Peirce’s classic “four methods of fixing belief”, which takes us on an entertaining and still very pertinent (...) tour through tenacity, authority and a priori speculation to the method of science – the only method which is both public and self-correcting. Although in the West we (mostly) proudly self-conceive as living in a ‘scientific age’, I argue that this is premature. Precisely insofar as we treat the misbehavior of governments as a harbinger of doom, we remain trapped in authoritarian modes of thinking which Peirce identified with medievalism, although modernity is increasingly quickening around us in worldwide information-sharing practices that are shaped entirely by mutual help. With this framework in mind, many tactics of recent media are most helpfully seen as belonging not to a post-truth, but a pre-truth stage of human intellectual development. Advice on this is sought from Plato, who of course also faced a world that was ‘pre-academic’. (shrink)

This thesis discusses how societies should allocate clinical care resources. The first aim of the thesis is to defend the idea that clinical care resource allocation is a matter for deliberative democratic procedures. I argue that deliberative democracy is justified because of its ability to implement equal respect and autonomy. Furthermore, I address several in-principle objections to the project of applying deliberative democracy to clinical care resource allocation. Most notably, I respond to the narrow view of the scope of deliberative (...) democracy and the critiques of explicit rationing. -/- The second aim of the thesis is to determine what is required by deliberative democracy in clinical care resource allocation. I identify the general requirements that resource allocation agencies should meet, namely public reason, public involvement, transparency, accuracy and revisability. I then examine what is required by deliberative democracy with regard to two particularly salient specific topics, namely the substantive values that should govern resource allocation and the involvement of scientific experts in decision-making. -/- I demonstrate that public reason imposes severe constraints on the substantive values that should be employed. Most of these constraints are rooted in the idea that, under a regime of scarcity, public reason requires that resources be allocated so as to minimise the strongest complaint anyone may have. Out of the variety of values that are commonly proposed as relevant, only priority to the worst-off, ability to benefit, specialness of clinical care and cost are consistent with public reason. Turning to expert involvement, I argue that deliberative democracy can overcome several formidable threats, such as the opacity of expert opinions to laypersons and the tendency to hide uncertainty and disagreement from the public. I also discuss how my proposals on substantive values and expert involvement could be implemented, in order to add to the plausibility of my theory. (shrink)

Comme tous les autres projets humains, les politiques de santé publique sont souvent affectées par des imperfections et des erreurs. Cependant, elles sont mieux ancrées dans les résultats de la recherche scientifique que d’autres actions humaines en général, et politiques gouvernementales en particulier. D’une manière générale, les données sur lesquelles reposent les politiques de santé publique remplissent les conditions suivantes : méthodes de recherche rigoureuses, tests indépendants et précis, reproductibilité des résultats, mesure du taux d’erreur, capacité à écarter des hypothèses (...) rivales et un degré d’acceptation satisfaisant au sein de la communauté scientifique. Les politiques de santé publique comprennent des campagnes de vaccination de la population, en particulier des enfants. Ces actions de vaccination sont considérées comme sûres et efficaces par les institutions publiques, les organisations de santé, les médecins et les chercheurs en santé. Malgré cela, un nombre croissant de parents choisit de ne pas vacciner leurs enfants. Les fausse nouvelles sur les vaccins publiées dans les médias, en particulier dans les nouveaux médias, par les influenceurs, ont contribué certainement à cette tendance. Ces influenceurs sont insuffisamment qualifiés ou totalement non qualifiés pour commenter l’innocuité et l’efficacité des vaccins dans les médias. Par conséquent, ils ne peuvent pas produire des données fiables et des opinions qualifiées, c’est-à-dire des informations indépendantes, précises, pertinentes, fiables et complètes. Cependant, ces influenceurs parviennent à influencer, dans une large mesure, le comportement des parents en matière de vaccination. La stratégie de lutte contre les fausses nouvelles en publiant des preuves contraires est évidemment nécessaire, mais pas suffisante parce que beaucoup de fausses infos sur les vaccins fonctionnent comme des mythes. Etant fixées d’une manière partiellement irrationnelle, les mythes anti-vaccination ne peuvent être démystifiés seulement avec les dernières preuves scientifiques. C’est pourquoi il est nécessaire d’envisager des stratégies de relations publiques capables d’influencer des opinions collectives irrationnelles. (shrink)

For the past few years in the United States, almost daily there’s a headline about new proposed abortions restrictions. Conservatives cheer, liberals despair. But who is right here? Should abortion be generally legal or should it be banned? Is it usually immoral or is it usually not wrong at all? These same questions, of course, are asked in other countries. To many people, answers to these questions seem obvious, and people with different or contrary answers are, well, just wrong. But (...) how can we know? In particular, could anyone know that abortion is not wrong and should be legal? If so, how? And how would anyone effectively, persuasively, communicate that knowledge? One important set of answers depends on this idea: critical thinking. Critical thinking can help people know, not merely believe or feel, that their perspectives on issues are true or correct, and it can help them persuade others to understand and accept that knowledge. We are philosophy professors who teach courses in critical thinking and its applications to ethical, political, scientific, and legal issues. In our 2019 open-access book, Thinking Critically About Abortion: Why Most Abortions Aren’t Wrong & Why All Abortions Should be Legal, we apply well-confirmed methods of critical thinking to the most discussed arguments about abortion. Critical thinking can be operationalized as skills. Three key critical thinking skills involve defining words, identifying the structures of arguments, and evaluating explanations. Understanding these and other critical thinking skills can only help improve conversations and advocacy about abortion. Let’s see them in action. (shrink)

This book can be seen as both, a celebration of past and present achievements of creative expression, artistic articulation, cultural contributions, and mediated movements for the sake of liberalization and democracy, and a warning against a “cultural revolution” defined by censorship, suppression of pluralist opinions, unnatural conformity in science and journalism, and the distinction between “fake news” and “fact” handled by artificial intelligence or part-time fact checkers.

A surge in post-publication activity related to editing, including by technical editors and copyeditors, is worthy of some discussion. One of these issues involves the issue of 'tortured phrases', which are bizarre terms and phrases in academic papers that replace standard English expressions or jargon. This phenomenon may reveal an attempt to avoid the detection of textual similarity or to masquerade plagiarism, and yet remain undetected by editors, peer reviewers and text editors. Potentially thousands of cases have already been discovered (...) and reported publicly on the post-publication platform PubPeer. In this opinion paper, 35 cases from ranked scholarly journals are presented, mainly the fields of materials, computer and engineering sciences. This collation serves to expand discussion about this integrity-related phenomenon and to increase educational awareness of the topic. (shrink)

New technologies of surveillance such as Global Positioning Systems (GPS) are increasingly used as convenient substitutes for conventional means of observation. Recent court decisions hold that the government may, without a warrant, use a GPS to track a vehicle’s movements in public places without violating the 4th Amendment, as the vehicle is in plain view and no reasonable expectation of privacy is violated. This emerging consensus of opinions fails to distinguish the unreasonable expectation that we not be seen in (...) public, from the reasonable expectation that we not be followed. Drawing on a critical discussion of the plain view doctrine, analysis of privacy interests in public places, and distinguishing privacy from property interests, the article contends that government use of GPS to track our movements should require a warrant. In this article Johann David Michaelis’s views of language and translation are juxtaposed with his own experience as a translated and translating author, especially with regard to the translations of his prize essay on the reciprocal influence of language and opinions (1759). Its French version originated in a close collaboration with the translators, while the pirated English edition was anonymously translated at second hand. The article reconstructs Michaelis’s relationship with the French translators and his renouncement of the English version, publicly (...) condemned in London by Robert Lowth at the author’s request. These two processes represent different contemporary modes of translation and shed new light on emerging theories of linguistic and cultural transfer. (shrink)

In the same time, scientists focus on the leading methods of accounting, financial management and economic opportunities for the additional use of accounting tools to introduce reforms in the field of the accounting of public sector entities. The main goal of this paper is to reveal the leading features of the accounting system of public sector entities and to study the aspects of a new accounting (...) system, which in the future can be implemented into the activities of public sector entities. The paper provides a scientific vision of the accounting reform of public sector entities. Our vision of forming a new accounting system in the public sector is based on the accounting model used in Italy and takes into account the peculiarities of the methodology and accounting organization in accordance with the International Accounting Standards. We highlight the main problems of introducing a new accounting system for public sector entities, based on the International Accounting Standards. In our opinion, this research can form new knowledge in the national literature on the accounting of public sector entities and highlight the main problems that arise while implementing accounting reforms. In addition, our research results can serve as a basis for the implementation of the accounting of public sector entities on the basis of International Accounting Standards for the public sector and the accrual principle. We believe that the main scientific aspects of public sector accounting will be the basis for future reforms based on the implementation of International Accounting Standards in the activities of public sector entities. From a socio-theoretical and media-theoretical perspective, this article analyses exemplary practices and structural characteristics of contemporary digital political campaigning to illustrate a transformation of the public sphere through the platform economy. The article first examines Cambridge Analytica and reconstructs its operational procedure, which, far from involving exceptionally new digital campaign practices, turns out to be quite standard. It then evaluates the role of Facebook as an enabling ‘affective infrastructure’, technologically orchestrating processes of political opinion-formation. Of special concern are (...) various tactics of ‘feedback propaganda’ and algorithmic-based user engagement that reflect, at a more theoretical level, the merging of surveillance-capitalist commercialization with a cybernetic logic of communication. The article proposes that this techno-economic dynamic reflects a continuation of the structural transformation of the public sphere. What Jürgen Habermas had analysed in terms of an economic fabrication of the public sphere in the 1960s is now advancing in a more radical form, and on a more programmatic basis, through the algorithmic architecture of social media. As the authors argue, this process will eventually lead to a new form of ‘infrastructural power’. (shrink)

This essay undertakes a critical examination of Kevin Vallier’s Principle of Convergent Restraint (PCR) within the framework of public reason liberalism. The article begins by scrutinizing the PCR’s inaugural provision: intelligibility, advancing the argument that Vallier’s explication of intelligibility contradicts the requisites of public justification in liberal democracies. It argues that Vallier’s predilection for intelligibility over accessibility runs afoul of the fundamental principles underpinning public reason and pluralistic liberalism. It then provides an evaluation of the second provision, (...) narrow restraint, asserting that a proper comprehension of PRL allows for the accommodation of diverse justificatory reasons without compromising the emergence of overlapping, comprehensive doctrines. The final section addresses the PCR’s third provision, proposal restraint, rejecting Vallier’s advocacy for placing justificatory restraints solely on public officials. The essay contends that the demarcation between citizens and public officials is artificial and posits that effective restraints must be universally applicable, considering the dynamic interplay between public deliberation, public opinion, and legislative proposals. In this issue of the Report, James L. Bernat proposes an innovative and sophisticated distinction to justify the introduction of permanent cessation as a valid substitute standard for irreversible cessation in death determination. He differentiates two approaches to conceptualizing and determining death: the biological concept and the prevailing medical practice standard. While irreversibility is required by the biological concept, the weaker criterion of permanence, he claims, has always sufficed in the accepted standard medical practice to declare death. Bernat argues that (...) the medical practice standard may be acceptable on the ground that proving circulatory or brain permanence is sufficient to assure complete accuracy for death diagnosis. -/- The topic requires public deliberation: processes to survey people's opinions and mechanisms to channel their opinions into policy-making. Abstract: To improve the countries’ pharmaceutical situation and to monitor the progress, the World Health Organization (WHO) and member states developed a system of indicators to measure the respective important aspects as a prerequisite step. Level I indicators to assess the country’s pharmaceutical situation include the national drug policy; legislation and regulations; drug accessibility and affordability; essential drug list; quality control; pharmacovigilance; storage and distribution; information and rational use. This study is aimed to document the professional opinion of 20 (...) pharmacy practice professionals on Libya’s current pharmaceutical situation, utilizing WHO indicator-based approach. The core indicators measure the most important information needed to understand the pharmaceutical situation in a country. A closed-end questionnaire was distributed to ten practicing pharmacists and ten pharmacy teaching staff members who practice pharmacy. The questionnaires were handed over personally and collected on the same day. The responses were analyzed using simple statistics. The results were argued in the light of the first author’s observation and view, being expert in this field, with reference to the other experts’ views, relevant publications’ findings and WHO reports’ conclusions on these indicators. Suggestions and recommendations for a proper situation assessment, planning and action taking are presented. Primarily, government’s commitment towards appropriate restructuring, management and monitoring of the pharmaceutical sector is crucial. That is to enhance the country’s pharmaceutical situation, to provide and sustain efficient pharmaceutical services and to improve the overall health care system’s performance. (shrink)

A presentation of Hooke’s 1674 monograph introducing the idea of universal gravity was included in the Philosophical Transactions (Royal Society 1775) and subsequently several letters containing observations, including one of Huygens. But obviously, after the publication of Principia in 1687, Hooke’s priority in proposing universal gravitation was forgotten. Collaborative filtering is being used within organizations and in community contexts for knowledge management and decision support as well as the facilitation of interactions among individuals. This article analyzes rhetorical and technical efforts to establish trust in the constructions of individual opinions, reputations, and tastes provided by these systems. These initiatives have some important parallels with early efforts to support quantitative opinion polling and construct the notion of “public opinion.” The article explores specific ways to increase trust (...) in these systems, albeit a “guarded trust” in which individuals actively seek information about system foibles and analyze the reputations of participants. I discuss first Adam Smith’s ethical theory and the peculiar function played by the quadrangle of sympathy, the social function of sympathy with the rich and powerful and the unavoidable corruption of moral sentiments it carries. Secondly, I examine human nature in Smith’s work, and show how diverging tendencies are carried by different social roles. Thirdly I discuss the modest normative claims advanced by his ethical theory and show how these are not from utilitarian ones, how ethical pluralism is mirrored (...) in Smith’s triad of private virtues, prudence, justice, benevolence and of public virtues, liberty, justice, equality, how these are far from being utilitarian virtues, being rather the result of overlapping between several reasonable normative ethics. Fourthly I discuss Smith’s attitude to merchants and master-manufacturers, showing how, far being the theorist of ‘bourgeois virtues’, he was a radical critic of both the aristocratic establishment and the new emerging class in the name of oppressed. My conclusion is that ‘The Wealth of Nations’ is not an argument for self-regulating markets but instead an argument for a less authoritarian society where political authority, under pressure from a newly formed public opinion made by people in the middling ranks of life, would cease favouring the most powerful pressure group and leave ‘civil society’ in a condition where an adjustment in the distribution of wealth, revenue, knowledge and power could take place through a quasi-spontaneous process. My intention is to improve the receiving of the idea of ‘interfaith dialogue and mutual acceptance’ for Romanian people in general and foremost on their teachers, by writing a handbook for teaching it to the students and future public opinion formatters. It is a requirement nowadays firstly to make people understand the benefits of interfaith, then to make them believe it is the only solution of the social common living in such a religiously diverse society, and finally provide (...) methodological and technical support for those who want to become the voices of interfaith in their own environment. I need to lift my training to that level that I can improve myself, maturing from a religious pluralism embracer to a trainer, professionally prepared and systematic instructed. For that matter, this paper is not an unassisted research presentation, but a proposal from which I would like to evolve to a fully developed result that I will share with our Dialogo readers when published. ABSTRACT This article addresses shortcomings in the way that philosophers and cultural critics have considered propaganda by offering a new genealogical account. Looking at figures such as Marx, Adorno, Marcuse, Habermas, Bourdieu, and Stanley, this article finds that their consideration of propaganda has not necessarily been wrong but has missed some of the most significant and important functions of propaganda. This text draws on archival and published materials from propagandists, most notably Edward Bernays, to elaborate a new governmentality of propaganda (...) and public relations. Through focusing on the concept of public opinion, I argue that propaganda is best thought of as an apparatus whose function it is to construct, modify, counter, and destroy relations of force within public opinion in order to produce the subjectivities and conduct that propagandists and their clients desire. This article is about the manifestations of similarities between two seemingly distinct groups of Nigerians: cybercriminals and politicians. Which linguistic strategies do Twitter users use to express their opinions on cybercriminals and politicians? The study undertakes a qualitative analysis of ‘engaged’ tweets of an elite law enforcement agency in West Africa. We analyzed and coded over 100,000 ‘engaged’ tweets based on a component of mechanisms of moral disengagement (i.e., advantageous comparison), a linguistic device. The results reveal how respondents defend the (...) actions of online fraudsters (“the deviant group”) by strategically comparing them to the wrongful acts of corrupt politicians (“the respectable group”). Similarly, the results show how respondents positioned this linguistic strategy to compare “the powerless group” (online fraudsters) and “the powerful group” (politicians) in society. Indeed, tweet responses suggest that the Economic and Financial Crimes Commission (EFCC) generally looks downwards for culprits (i.e., online fraudsters) while ignoring fraudulent politicians. We conclude that the process by which some actions are interpreted as a crime compared to others is a moral enterprise. (shrink)

Public opinion research has shown that voters accept many falsehoods about politics. This observation is widely considered troubling for democracy—and especially participatory ideals of democracy. I argue that this influential narrative is nevertheless flawed, because it misunderstands the nature of political understanding. Drawing on philosophical examinations of scientific modelling, I demonstrate that accepting falsehoods within one’s model of political reality is compatible with—and indeed can positively enhance—one’s understanding of that reality. Thus, the observation that voters accept many political (...) falsehoods does not necessarily establish that they lack political understanding. I then address three worries: that voters cannot generally engage in such political modelling; that political modelling obscures facts that are crucial to political understanding; and that successful political modelling would require knowing that one’s model contains falsehoods. My responses reveal how, going forward, we should measure political ignorance; and they highlight the standing importance of participatory democracy. (shrink)

Public opinion has it that ethics should be concerned with studying and providing precise and reliable rules of conduct. This view is based in a long philosophical tradition which begins with the Stoics and continues at least to Kant; it is, however, a false view. There are good reasons to turn our attention to these aspects of moral thinking which refer to and emphasize the element of risk and uncertainty. In the article I briefly discuss two of such (...) reasons: the problem of moral luck and the problem of action based on ignorance. Consideration of these two problems leads to the conclusion that the most tricky element in moral thinking is the firm belief of the subject in the truth of the premises on which they base their actions and in the irrelevance of external factors to the assessment of their deeds. In this light I argue that the basic requirement for a moral justification of a particular action is not its conformity to a certain set of rules but the subject’s critical reflection on their course of action. Indeed, what turns an attitude into a moral attitude is an amoral, epistemological factor: criticism and openness to uncertainty. (shrink)

In the United States, public opinions about climate change have become polarized, with a stark difference in the belief in climate change. Climate change denialism is pervasive among Republicans, especially conservatives, contrasting the high recognition of human-induced climate change issues among Democrats. As the water crisis is closely linked to climate change, the current study aims to examine how the belief in climate change’s impacts on future water supply uncertainty affects water conservation behaviors and whether the effect is conditional (...) on being a Republican. The Bayesian Mindsponge Framework (BMF) analytics was performed on a dataset of 1831 water users in an arid region (Albuquerque, New Mexico). The analysis shows that water users’ belief in climate change’s impacts on future water supply uncertainty positively affects the number of water conservation behaviors they adopt, regardless of whether they are Republicans. Although being a Republican does not significantly negatively moderate the association between climate change belief and water conservation behaviors, the result still underscores the importance of fighting climate change denialism. Otherwise, it will not only hinder the climate change alleviation efforts but also exacerbate the water crisis. Several strategies to reduce climate change denialism are also recommended. (shrink)

Communication strategies to shape public opinion can be applied to the philosophical program of conceptual engineering. I propose to look for answers to the implementation challenge for conceptual engineering on similar challenges that arise in other contexts, such as that of social movements. I claim that conceptual engineering is successfully practiced in other areas with direct consequences on the political landscape, and that we can apply to philosophy what we might learn from those successful practices. With that end (...) in mind, I explain the psychological approach to conceptual engineering. I present what has been called “the implementation challenge”, which is the problem that emerges from the possibility of control over the content of our concepts. The challenge consists in that if there is not such a control, conceptual engineering is not implementable. Then, I review some of the reactions that have been given to that challenge, and I defend the feasibility of conceptual engineering appealing to the collective action frames that social movements endorse as an instance of a successful kind of conceptual engineering and derive some strategies that might be of use for conceptual engineering in philosophy. Common principles for resource allocation in health care can prioritize the alleviation of small health burdens over lifesaving treatment. I argue that there is some evidence that these principles are at odds with a sizable share of public opinion, which holds that saving a life should take priority over any number of cures for minor ailments. I propose two possible explanations for this opinion, one debunking and one vindicatory. I also outline how well-designed surveys and moral inquiry (...) could help decide between them. Finally, I consider how priority-setting principles could be adjusted if the view that saving a life always trumps alleviating small burdens were vindicated. (shrink)

The main discourses on art during the nineteenth century defined the artist as a spirit that should express their unbridled creativity, and overall that had the strength to express its total personal autonomy from institutional processes of culture. Thus, Manet’s work A bar at the Folies—Bergere contains substantial elements that express and help us to understand both the role of the artist, as the crisis of meaning in the work of modern art and problematic public sphere, treated by Haberma's (...) as the field of social life in which we can develop our public opinion, and that is determined by common sense and rational consensus. In this sense, this article leverages how A bar at the Folies—Bergere questions the social representation of not only the public but the legitimizing institutions that support an artistic truth, to point to an x—ray that presents the structure and the gap between the public and artists, between artistic expression and cultural significance, and thus presents the cultural crisis warned by artists. Understanding Arab public opinion is central to the search for sustainable po- litical solutions in the Middle East. The way Westerners think about Arab public opinion may be affected by how it is referred to in their news media. Here, we show that Arab public opinion is rarely referred to as such in the US media. Instead, it is usually referred to as the Arab street, a metaphor that casts Arab public opinion (...) as irrational and volatile. We trace the origins of this metaphor to similar expressions in both English and Arabic, and note similarities and impor- tant differences between the English and Arabic usages. Ultimately, we argue that the Arab street metaphor misrepresents the Arab public, and invites dismissal of rather than engagement with Arab public opinion. (shrink)

The advent of the so-called Companion Robots is raising many ethical concerns among scholars and in the public opinion. Focusing mainly on robots caring for the elderly, in this paper we analyze these concerns to distinguish which are directly ascribable to robotic, and which are instead preexistent. One of these is the “deception objection”, namely the ethical unacceptability of deceiving the user about the simulated nature of the robot’s behaviors. We argue on the inconsistency of this charge, as (...) today formulated. After that, we underline the risk, for human-robot interaction, to become a hallucinatory relation where the human would subjectify the robot in a dynamic of meaning-overload. Finally, we analyze the definition of “quasi-other” relating to the notion of “uncanny”. The goal of this paper is to argue that the main concern about Companion Robots is the simulation of a human-like interaction in the absence of an autonomous robotic horizon of meaning. In addition, that absence could lead the human to build a hallucinatory reality based on the relation with the robot. (shrink)

This study aims to determine whether Filipinos genuinely hold negative feelings towards President Duterte’s leadership. It analyzes public opinions through existing surveys, media discussions, and socio-political group actions. Using a descriptive research approach, the study seeks to understand the diverse perspectives on Duterte’s leadership in the Philippines. It explores the reasons behind both support and criticism, taking into account factors such as economic policies, leadership style, and responses to significant events during his presidency. By uncovering the various influences on (...) people’s opinions in a changing political and social landscape, the research aims to provide valuable insights into the complex sentiments surrounding Duterte’s leadership. Despite facing widespread criticism for his authoritarian leadership style, war on drugs, and attacks on the media, President Rodrigo Duterte maintained high levels of public support throughout his presidency. The study concludes that Duterte’s leadership has both strengths and weaknesses, with high approval ratings attributed to his perceived strength, populist messaging, and effective communication. While not universally trusted, Duterte’s ability to connect with a significant portion of the population suggests a willingness among Filipinos to support leaders who promise to address their concerns, even in the face of authoritarian measures. Overall, this research contributes valuable insights into the intricate tapestry of sentiments surrounding Duterte’s leadership, shedding light on the diverse perspectives that define the Filipino public’s stance on their president. In light of recent breakneck pace in machine learning, questions about whether near-future artificial systems might be conscious and possess moral status are increasingly pressing. This paper argues that as matters stand these debates lack any clear criteria for resolution via the science of consciousness. Instead, insofar as they are settled at all, it is likely to be via shifts in public attitudes brought about by the increasingly close relationships between humans and AI users. Section 1 of the paper (...) I briefly lays out the current state of the science of consciousness and its limitations insofar as these pertain to machine consciousness, and claims that there are no obvious consensus frameworks to inform public opinion on AI consciousness. Section 2 examines the rise of conversational chatbots or Social AI, and argues that in many cases, these elicit strong and sincere attributions of consciousness, mentality, and moral status from users, a trend likely to become more widespread. Section 3 presents an inconsistent triad for theories that attempt to link consciousness, behaviour, and moral status, noting that the trends in Social AI systems will likely make the inconsistency of these three premises more pressing. Finally, Section 4 presents some limited suggestions for how consciousness and AI research communities should respond to the gap between expert opinion and folk judgment. (shrink)

This chapter aims to direct attention to the political dimension of the social media age. Although current events like the Cambridge Analytica data breach managed to raise awareness for the issue, the systematically organized and orchestrated mechanisms at play still remain oblivious to most. Next to dangerous monopoly-tendencies among the powerful players on the market, reliance on automated algorithms in dealing with content seems to enable large-scale manipulation that is applied for economical and political purposes alike. The successful replacement of (...) traditional parties by movements based on personality cults around marketable young faces like Emmanuel Macron or Austria’s Sebastian Kurz is strongly linked to products and services offered by an industry that simply provides likes and followers for cash. Inspired by Trump’s monopolization of the Twitter-channel, these new political acteurs use the potential of social media for effective message control, allowing them to avoid confrontations with professional journalists. In addition, an extremely active minority of organized agitators relies on the viral potential of the web to strongly influence and dictate public discourse – suggesting a shift from the Spiral of Silence to the dangerous illusion of a Nexus of Noise. The well-known Kantian passage on misology in the Foundations of the Metaphysics of Morals starts making fuller sense when located within the framework of Kant writings on philosophy of history where he contrasts civilization with moralization as two different phases in the growth of humankind. In this context, the growth of commerce and manufactures plays a distinctive role, namely that of means of fostering civilization, while pursuing a deceptive goal, namely happiness. Deception plays a basic role in the growth of (...) mankind, in so far as it allows for a hidden twofold teleology in human action. Men, while following the dictates of self-love, are systematically mistaken about the results they actually contribute in bringing about. Commerce brings different peoples into mutual relationship and thus paves the way to a cosmopolitan society. The growth of the arts and sciences provides preconditions for the growth of learned institutions, a free press, and a public opinion that are the basis on which reason may start being used in its critical capacities. This, that is Enlightenment, is a preliminary step to moralization, that is the jump of individuals from a state of minority to a state where they are masters of themselves. The twofold teleology of human action makes room for a system of "pragmatic" ends, and of laws connected to the former, that may be studied rationally in themselves and yet are connected to the higher ends established by reason in its "practical" capacities. The main thesis of this article is that Western societies risk becoming Balkanized if they confront the superdiversity issue without sound management of intolerance. The Balkanization process has some essential features that allow the use of this term outside the area of origin (namely the Balkan Peninsula). Thus: It always affects a diverse political unit that comprises an inextricable medley of racial, ethnocultural, religious, ideological, or gender identities. It emerges only where neither the hegemony principle nor the confederacy principle can (...) sustain a divided population’s peaceful coexistence. It entails “antagonistic and conflict-oriented relationships resistant to resolution” between the groups or classes dissociated from a diverse political unit. It increases the density of physical and psychological boundaries between the formerly associated parts. It is perpetuated by the great sponsors of the dissociated parts. Any diverse political unit can enter a process of Balkanization, regardless of its degree of culture and civilization. Balkanization does not have a fatal course. Just as there is no society immune to Balkanization, there is no diverse society doomed to Balkanization. Balkanization can be prevented, checked, stopped, or reversed, depending on society members’ individual and collective actions. To survive, the superdiverse liberal democracies from the Euro-Atlantic area need an agonistic public sphere, where actionable truths emerge from a genuine clash of educated opinions. If intolerance management is the first step in preventing the Balkanization of a superdiverse political unit, promoting social and political tolerance towards all people who express educated opinions is the best starting point to genuine tolerance. The return to Enlightenment rationalism values that underpinned our freedom of thought and expression will help us meet the challenges inherent in current and future superdiversity. By feeding enlightened conversations and debates with genuine, educated opinions, people learn to have tolerance for “unpleasant” pieces of knowledge. Then, they spread general tolerance – as a by-product – across the entire society. (shrink)

Social media has invaded our private, professional, and public lives. While corporations continue to portray social media as a celebration of self-expression and freedom, public opinion, by contrast, seems to have decidedly turned against social media. Yet we continue to use it just the same. What is social media, and how should we live with it? Is it the promise of a happier and more interconnected humanity, or a vehicle for toxic self-promotion? In this essay I examine (...) the very structure of social media communications in order to sketch how we should engage with social media. Social media communications are, I argue, a public communication of private content. This allows connections to be made with others in ways that would not otherwise be possible; however, it also submits the private to a status competition, which in turn is linked to mental health challenges. A ‘virtuous’ engagement with social media means being aware of these dynamics, and choosing to subordinate social media to other, more important goods. (shrink)

The feeling of shame discussed by Socrates differs from the one considered in the classic distinction between shame culture and guilt culture [Dodds 1951; Williams 1993]. Dodds refers to 9th-century Homeric society and focuses on αἴδομαι understood as fear towards public opinion. What Socrates talks about, instead, is aischýne (αἰσχύνη), such as the feeling of shame Alcibiades only has towards Socrates, for which not public opinion but one’s own conscience matters (Smp. 216 b-c). Socrates’ standpoint does (...) not coincide at all with the dominant dòxa, nor does it intend to undermine Alcibiades’ moral autonomy by inducing his sense of shame. On the contrary, it performs a cathartic function that is essential for the care of the soul, which is an indispensable premise for Alcibiades to learn to govern himself. (shrink)

I begin and conclude the article by arguing that culturalisation has contributed significantly to the decline of the Left and its universal ideals. In the current climate of public opinion, ‘race’ is no longer used, at least openly, as a scientific truth to justify racism. Instead, ‘culture’ has become the mysterious term that has made the perpetuation of racist discourse possible. ‘Culture’, in this newracist worldview, is the unquestioned set of traits continually attributed to the non-White Other, essentially (...) to de-world her Being and de-individualise her personhood. In other words, ‘culture’, as it is used in the old anthropological sense, is the magic incantation with which the Other is demonised, mystified, and/or ridiculously oversimplified. I focus on the phenomenon of ‘culturalisation’ as a common new-racist method of de-politicising the Other’s affairs and surrounding socio-political phenomena. The article is an attempt to discredit the paradigm of ‘culture’ as a pseudo-concept used commonly in cultural racism. This cultural racism routinely assumes ‘culture’ to be a natural given almost exactly as the pseudo-scientific paradigm ‘race’ was (and is still) used in some discourses of biological racism. If mentality X attributes categorical differences to different groups of people based on A and A is assumed to be natural, ahistorical, and/or metaphysical, then X is a racist mentality. Obviously, A does not have to be skin-color or ‘blood’ in order for X to be racist. (shrink)

The appearance of openly accessible Artificial Intelligence Applications such as Large Language Models, nowadays capable of almost human-level performances in complex reasoning tasks had a tremendous impact on public opinion. Are we going to be "replaced" by the machines? Or - even worse - "ruled" by them? The behavior of these systems is so advanced they might almost appear "alive" to end users, and there have been claims about these programs being "sentient". Since many of our relationships of (...) power and social dominance are apparently based on intelligence, where the "smarter" seems to prevail on the "dumber" (as we see for example with livestock farming, or with the distribution of salaries according to formal and intellectual qualifications etc.) the emergence of programs and AI applications of this level of sophistication brings us to the question "what will AI do to us?". Our error is to frame Artificial Intelligence in the same way we frame Natural Intelligence and mistakenly address it as we would do with biological life, even applying to it the same biopolitical categories. We here try to reverse the common arguments in relationship between life and intelligence and show that our progresses in Artificial Intelligence might have no immediate consequence for the topic of life as such, as life and intelligence are well separated issues, and - even when we would like to somehow fuse them together, we are very far away from having an "Artificial Life" to the degree of complexity and effectiveness we have with "Artificial Intelligence".
