Cambodians are still vulnerable. To reverse those conditions, National Social Protection Strategy (N.S.P.S) was developed for the poor and vulnerable people to promote their livelihoods. Royal Government of Cambodia (R.G.C) has paid attention to social assistance. In strategic plans, highlights on strengthening, and collectively developing social security, consistent and effective. With these issues, the government establishes a national social protection policy framework to help all people in particular poor and vulnerable people (M.o.E.F, 2017, p.1). The research aims at reviewing the (...) institutional capacity of government institutions in charge of the National Social Protection Framework (N.S.P.P.F) toward its goal achievement The Department for International Development (D.E.F.I.D) capacity approach is proposed as a framework for this institution of government toward its goal achievement. The D.E.F.I.D (2003) cited in Kay amp Franks (2003) identifies the approach for assessing capacities in three-level. The strengths and the weakness of the seven points were identified. Those included an Overview of N.S.P.P.F, financial resources, relationship with others, policies and systems, strategies, structures, and technical skills and competencies. It was concluded that budget limitations and lack of data and guidelines for implementing the frameworks were limited. Recommendations were identification of People with Disability (P.W.D) data, people close to the poverty line, the inclusion of P.W.D, increase in budget, and budget decentralization. (shrink)

RESUMO O presente trabalho mostra as atividades realizadas do período de 01 de julho a 01 de novembro na JRM Agropecuária. As atividades foram desenvolvidas na área de bovinocultura de leite, este trabalho foi desenvolvido sob orientação do professor mestre Rodrigo Dorneles Tortorella e supervisão do médico veterinário André Ricardo, em conjunto com o médico veterinário Breno. Durante o período de estágio foi acompanhado as atividades realizadas no setor de manejo, reprodução, bezerreiro e recria da fazenda, além de acompanhar as (...) consultorias quinzenais realizadas pelos médicos veterinários. Este trabalho é composto pela descrição de estágio, referencial bibliográfico e relato de caso. O manejo reprodutivo pode trazer muito impactos econômicos se não for realizado de forma adequado, para trazer melhores resultados biotécnicas da reprodução foram criadas, como por exemplo a inseminação artificial, juntamente com ela, protocolos de inseminação são usados, para isso é necessário conhecer a anatomia do animal e a fisiologia do ciclo estral, trazendo então melhores resultados adequando a necessidade da propriedade. O relato de caso consiste na avaliação da taxa de concepção ao primeiro serviço de vacas leiteiras primíparas e multíparas no pós-parto em anestro, submetidas a uma pré-sincronização anterior a um protocolo de IATF, o qual obteve resultado e a maioria dos animais responderam a pré-sincronização, e as taxas de concepção foram superiores comparadas apenas a utilização de IATF, obtendo 37% de animais gestantes ao primeiro serviço. Bu nedenle edebi eserler de sosyolojik kaynak olarak kabul edilebilir. 19. Ve 20. yüzyıl Türk ve Rus edebiyatı, büyük yazarların tüm dünyada ün kazandığı yüzyıldır. 19. Ve 20. yüzyılda Türk ve Rus edebiyatının zirvesi kabul edilen isimler toplumsal konulara kayıtsız kalmamalarının yanı sıra Türk ve Rus toplumunun modernleşme sürecini de eserlerinde yorumlamışlardır. Entelektüeller genellikle (...) bu merkezlerde yoğunlaştıkça, düşünce, bilim ve edebiyat siyaseti de bu merkezlerde yoğunlaşmıştır. Dönemin en önemli dergi ve gazeteleri bu edebiyatçılarla ilgili basılıp dağıtılıyordu. Tarih boyunca siyasi iktidar, kendi amaçlarına hizmet etmek, rejimlerini korumak ve toplumsal hegemonyalarını sağlamlaştırmak için örgütlü aydınlara ihtiyaç duymuştur. Yüzyıllardır enformasyonu tekelleştiren aydınlar, kültürel sermayelerini çoğu zaman kendi sınıfsal amaçları için kullanarak, bazen siyasi iktidarla çatışan, bazen de uzlaşmaya varan ideolojiler üretmişlerdir. Bu çatışma ve uzlaşma ekseninde, aydının idari yapıya karşı tutumu, yönetici sınıfın statükoyu koruma çabası, yerel ve evrensel sorunlar, iktidarla ilişkisi tanımlanmaktadır. Bu bakımdan aydınların her toplumdaki konumu ve rolü farklıdır. Aslında Batı toplumlarında muhalif kimliği ve iktidar eleştirisi ile öne çıkan entelektüelin işlevi, Batı dışı toplumlarda iktidarın yönetsel işlevlerini yerine getirmek ve bilgisiyle iktidarı meşrulaştırmaktır. Klasik Osmanlı İmparatorluğu'nda iktidarın (devletin) "koruma", Tanzimat döneminde ise "kurtarma" (diriliş) döneminde Türk aydınlarının, tarihsel, toplumsal ve sınıfsal kategorilerdeki entelektüellerin işlevleri söz konusudur. Milet okulunun kurucusu ve tarihteki ilk filozof olarak Thales kabul edilmektedir. Genellikle bilim tarihi kitapları onunla ve kurucusu olduğu Milet okulu düşünürleri olan Anaksimandros ve Anaksimenes ile başlamaktadır. Felsefe, astronomi, matematik, geometri gibi farklı alanlarda çalışmalar yapmış olan bu bilim adamlarının oluşturduğu düşünce tarzı, günümüzde bilimsel düşüncenin de temelini teşkil etmektedir. Thales’in tarihteki ilk filozof olduğu fikrine karşı çıkanlar olsa da, evreni anlamaya yönelik teorik bir faaliyetin kayıtlı ilk örnekleri olarak Thales ve öncülüğünü yaptığı Milet okulu düşünürleri gösterilebilir (Doğrucan, 2020). (...) Milet okulunu temsil eden bu üç bilim adamının, yaptıkları araştırmalarla Batı düşüncesinin de temellerini attıkları genel kabul gören bir gerçektir. Anadolu’da doğup büyümeleri ve bu topraklarda ilham alarak, fikirlerini dünyaya yaydıkları göz önünde bulundurulduğunda, ne kadar değerli oldukları ve bıraktıkları mirasın önemi bir kez daha ortaya çıkmaktadır. Bu tarihi kişiliklere ve ortaya koydukları fikirlere ülkemizin kültürel mirasını oluşturan ve zenginleştiren önemli birer soyut kültürel miras değeri olarak bakmak ve değerlendirmek her zaman faydalı olacaktır. Bu bölümde, öncelikle genel olarak Milet okulu ve bu okulun temsilcileri ile onların felsefi düşünceleri hakkında genel bilgi verilmiştir. Bölümün ikinci ana başlığı altında ise Milet okulunun kurucusu ve baş temsilcisi olan Miletli Thales’in hayatı hakkında ve farklı alanlarında bıraktığı miras ve yaptığı katkılar konusunda daha ayrıntılı bir şekilde durulmaya çalışılmıştır. Subjectivists about practical normativity hold that an agent’s favoring and disfavoring attitudes give rise to practical reasons. On this view, an agent’s normative reason to choose vanilla over chocolate ice cream ultimately turns on facts about what appeals to her rather than facts about what her options are like attitude-independently. Objectivists—who ground reasons in the attitude-independent features of the things we aim at—owe us an explanation of why it is rational to choose what we favor, if not because favoring is (...) a source of reasons. My aim in this paper is to supply such a story. The proposal is roughly that when an agent cannot base her choices on her judgments about what she has most reason to do, structural rationality extends to her a license to choose something just because she favors it, without imbuing favoring with the authority of a normative reason. It is sometimes argued that, given its detachment from our current most successful science, analytic metaphysics has no epistemic value because it contributes nothing to our knowledge of reality. Relatedly, it is also argued that metaphysics properly constrained by science can avoid that problem. In this paper we argue, however, that given the current understanding of the relation between science and metaphysics, metaphysics allegedly constrained by science suffers the same fate as its unconstrained sister; that is, what is currently thought (...) of as scientifically respectful metaphysics may end up also being without epistemic value. The core of our claim is that although much emphasis is put on the supposed difference between unconstrained analytic metaphysics, in opposition to scientifically constrained metaphysics, it is largely forgotten that no clear constraining relation of metaphysics by science is yet available. Teachers encountered numerous challenges posed by the COVID-19 outbreak. Herewith, this study aimed to determine the challenges encountered by Filipino teachers in the new normal and their coping mechanisms. This study employed a qualitative inquiry to determine the challenges encountered and coping mechanisms employed by teachers amid modular instruction, involving 10 teachers from five secondary schools in the Philippines who participated voluntarily. Data were gathered through a written narrative from each participant and were analyzed thematically. Themed findings showed that these (...) teachers are greatly challenged in terms of learning quality transfer, module distribution and retrieval, students’ difficulties in following instruction, power disruption, internet connection, and health risks posed by the pandemic. Nevertheless, these teachers dealt with these difficulties by employing their own coping techniques. Teaching can be challenging and frustrating, especially in these difficult times, but as these teachers demonstrated, everything is possible. Hence, educators must be ready for any situation that may arise. This situation is unlikely to get better anytime soon; instead, teachers will need to adjust to and accept this reality. (shrink)

The problem of synthetic judgements touches on the question of whether philosophy can draw independent statements about reality in the first place. For Kant, the synthetic judgements a priori formulate the conditions of the possibility for objectively valid knowledge. Despite the principle fallibility of its statements, modern science aims for objective knowledge. This gives the topic of synthetic a priori unbroken currency. This paper aims to show that a modernized version of transcendental philosophy, if it is to be feasible at (...) all, must “bid farewell” to the concept of being “free of empiricism” or the “purity” of the a priori. Approaches to this end can already been found in Kant’s reflections on non-pure synthetic knowledge. Moreover, the a priori validity of knowledge does not exclude the possibility that it can be discovered empirically. In keeping with Kant, Fries and Nelson anticipated this separation (usually first attributed to Reichenbach) between the validity and discovery context of knowledge and pointed out that the a priori could be discovered empirically, but never proven. There are currently still good reasons why transcendental philosophical concepts are of fundamental importance for modern science, although it must not be overlooked that even within the framework of a modernized transcendental philosophy, several unsolved problems remain or are raised. For example, the irredeemability of the universal validity and necessary claims of the a priori, the problem of a clear demarcation between the phenomenal and noumenal world. Moreover, the “beautiful structure” or the Kantian system, which constituted its persuasive power, is lost. (shrink)

A central debate in philosophy and neuroscience pertains to whether PFC activity plays an essential role in the neural basis of consciousness. Neuroimaging and electrophysiology studies have revealed that the contents of conscious perceptual experience can be successfully decoded from PFC activity, but these findings might be confounded by post- perceptual cognitive processes, such as thinking, reasoning, and decision-making, that are not necessary for con- sciousness. To clarify the involvement of the PFC in consciousness, we present a synthesis of research (...) that has used intracranial electrical stimulation (iES) for the causal modulation of neural activity in the human PFC. This research provides compelling evidence that iES of only certain prefrontal regions (i.e., orbitofrontal cortex and anterior cingu- late cortex) reliably perturbs conscious experience. Conversely, stimulation of anterolateral prefrontal sites, often con- sidered crucial in higher-order and global workspace theories of consciousness, seldom elicits any reportable alterations in consciousness. Furthermore, the wide variety of iES-elicited effects in the PFC (e.g., emotions, thoughts, and olfactory and visual hallucinations) exhibits no clear relation to the immediate environment. Therefore, there is no evidence for the kinds of alterations in ongoing perceptual experience that would be predicted by higher-order or global workspace theories. Nevertheless, effects in the orbitofrontal and anterior cingulate cortices suggest a specific role for these PFC subregions in supporting emotional aspects of conscious experience. Overall, this evidence presents a challenge for higher-order and global workspace theories, which commonly point to the PFC as the basis for con- scious perception based on correlative and possibly confounded information. Kant saw in the apriori the precondition for objective knowledge. But with the new conception of science the apriori (if it is not to be only logic) has become problematic. With it, however, the objectivity of scientific knowledge is at stake. As long as one grants objectivity to scientific knowledge, the question of the apriori remains topical. (...) On the one hand, this volume wants to trace the historical roots as well as the different interpretations of the apriori, and on the other hand, it wants to ask for approaches for a contemporary reinterpretation of this basic concept. Concentration of the world’s wealth in the hands of a few, corporate owners as heads of state – these are facts that lend plausibility to Marx' pronouncements. Yet, how should we evaluate his ideas from today’s vantage point?

The translational research community, in general, and the Clinical and Translational Science Awards (CTSA) community, in particular, share the vision of repurposing EHRs for research that will improve the quality of clinical practice. Many members of these communities are also aware that electronic health records (EHRs) suffer limitations of data becoming poorly structured, biased, and unusable out of original context. This creates obstacles to the continuity of care, utility, quality improvement, and translational research. Analogous limitations to sharing objective data in (...) other areas of the natural sciences have been successfully overcome by developing and using common ontologies. This White Paper presents the authors’ rationale for the use of ontologies with computable semantics for the improvement of clinical data quality and EHR usability formulated for researchers with a stake in clinical and translational science and who are advocates for the use of information technology in medicine but at the same time are concerned by current major shortfalls. This White Paper outlines pitfalls, opportunities, and solutions and recommends increased investment in research and development of ontologies with computable semantics for a new generation of EHRs. Nelson's Proof of the Impossibility of the Theory of Knowledge -/- In addressing the possibility of a theory of knowledge, Leonard Nelson noted the contradiction of an epistemological criterion that one would require in order to differentiate between valid and invalid knowledge. Nelson concluded that the inconsistency of such a criterion proves the impossibility of the theory of knowledge. -/- Had the epistemological criterion had a perception, then it would presume to adjudicate on its own truth (thus epistemological circular argument). (...) However, if one were to assume that the criterion is not knowledge, one would then have to justify how this is a criterion for truth - yet this would only be possible when it may be considered as an object of knowledge. One would equally have had to predetermine the criterion in order to determine the truth of this knowledge, thereby providing another circular argument. Ostensibly, every criterion of truth fails at its very own test since it cannot guarantee its own truth, just as Munchausen, contrary to his assertion, could not draw himself out of the swamp by tugging on a tuft of his own hair. -/- Nelson proposed a solution of the epistemological problem (the question of the differentiation between valid and invalid knowledge), that based on Jakob Friedrich Fries' differentiation between proof and deduction. Proof, according to Nelson (in reference to Fries), can be defined as derivation of truth from one statement from another statement. Thus, from the truth in the statement that "all men are mortal", one is then able to say that "Socrates is a man" and thence extrapolate from the truth of the statement that "Socrates is mortal." If knowledge were to be considered somewhat judgmental (in a statement), then an attempt at proof (i.e. recourse to previous judgments) would inevitably lead to an infinite regression in justification, since each judgment would necessitate a further justification from another judgment. Every attempt to prove an epistemological criterion is thus also confronted by this regression in justification. -/- Nelson's attempt at a solution rests on the assumption of the existence of an immediate knowledge as a justification of the truth (mediate) of knowledge. Nelson considers immediate knowledge to be non-judgmental knowledge. These include intuitions (e. g. seeing-the-red-roof) and also philosophical knowledge that pre-exists in his opinion before a judgmental reflexion (immediate) in our reason (e. g. the principle of causality). -/- Proof of the truth of mediate knowledge can be effected by showing its compliance with attendant immediate knowledge (rational truth = correspondence of mediate knowledge with their immediate knowledge). Nelson considered this as a resolution of the circular epistemological argument. In regard to philosophical knowledge, Nelson sees these as subject to deduction and not proof. Sofern man die Existenz objektiver Erkenntnisse anerkennt, ist man mit der Frage nach den Bedingungen der Möglichkeit für diese Erkenntnisse konfrontiert. Der Grund muss in Voraussetzungen liegen, die selbst wiederum empirisch nicht zu rechtfertigen sind. Zwar verwerfen Popper und Carnap den Begriff des "synthetischen Urteils a priori", doch die Voraussetzung, dass es "in der Natur gesetzlich zugeht", räumen beide ein. Diese empirisch nicht zu rechtfertigende Prämisse ist ein synthetisches Urteil a priori. Gemäß Kant ist innerhalb der Klasse der Erkenntnisse a (...) priori zwischen reinen und nicht-reinen Erkenntnissen a priori zu unterscheiden. Es in vorliegender Arbeit argumentativ dafür plädiert, Naturgesetze als apriorische Erkenntnisse zu betrachten, die der Klasse der nicht-reinen synthetischen Urteile a priori zuzurechnen sind. Vor diesem Hintergrund kommt die Arbeit zu der Schlussthese: Ein empirischer (d. h. empirische Begriffe enthaltender) Satz (etwa ein Naturgesetz) kann über den (empirisch nicht einlösbaren, aber als Postulat durchaus sinnvollen) Anspruch auf allgemeine und notwendige Geltung verfügen und somit Bedingungen der Möglichkeit für objektive Erkenntnis formulieren. Doch sind für die Entdeckung empirischer Sätze mit Anspruch auf allgemeine und notwendige Geltung empirische Studien (etwa das physikalische Experiment) erforderlich. (shrink)

Recent studies indicate that indicative conditionals like "If people wear masks, the spread of Covid-19 will be diminished" require a probabilistic dependency between their antecedents and consequents to be acceptable (Skovgaard-Olsen et al., 2016). But it is easy to make the slip from this claim to the thesis that indicative conditionals are acceptable only if this probabilistic dependency results from a causal relation between antecedent and consequent. According to Pearl (2009), understanding a causal relation involves multiple, hierarchically organized conceptual dimensions: (...) prediction, intervention, and counterfactual dependence. In a series of experiments, we test the hypothesis that these conceptual dimensions are differentially encoded in indicative and counterfactual conditionals. If this hypothesis holds, then there are limits as to how much of a causal relation is captured by indicative conditionals alone. Our results show that the acceptance of indicative and counterfactual conditionals can become dissociated. Furthermore, it is found that the acceptance of both is needed for accepting a causal relation between two co-occurring events. The implications that these findings have for the hypothesis above, and for recent debates at the intersection of the psychology of reasoning and causal judgment, are critically discussed. Our findings are consistent with viewing indicative conditionals as answering predictive queries requiring evidential relevance (even in the absence of direct causal relations). Counterfactual conditionals in contrast target causal relevance, specifically. Finally, we discuss the implications our results have for the yet unsolved question of how reasoners succeed in constructing causal models from verbal descriptions. (shrink)

Shortages of new therapeutics to treat coronavirus disease (COVID-19) have forced clinicians, public health officials, and health systems to grapple with difficult questions about how to fairly allocate potentially life-saving treatments when there are not enough for all patients in need (1). Shortages have occurred with remdesivir, tocilizumab, monoclonal antibodies, and the oral antiviral Paxlovid (2) -/- Ensuring equitable allocation is especially important in light of the disproportionate burden experienced during the COVID-19 pandemic by disadvantaged groups, including Black, Hispanic/Latino and (...) Indigenous communities, individuals with certain disabilities, and low-income persons. However, many health systems have resorted to first-come, first-served approaches to allocation, which tend to disadvantage individuals with barriers in access to care (3). There is mounting evidence of racial, ethnic, and socioeconomic disparities in access to medications for COVID-19 (4, 5). -/- One potential method to promote equitable allocation is to use a weighted lottery, which is an allocation strategy that gives all eligible patients a chance to receive the scarce treatment while also allowing the assignment of higher or lower chances according to other ethical considerations (6). We sought to assess the feasibility of implementing a weighted lottery to allocate scarce COVID-19 medications in a large U.S. health system and to determine whether the weighted lottery promotes equitable allocation. Mental health among students is one of the major concerns amidst the pandemic. Employing a correlational design, this study investigates the relationship between emotional intelligence and mental health among 152 senior high school students. Based on the statistical analysis, the r coefficient of 0.82 indicates a high positive correlation between the variables. The p-value of 0.00, which is less than 0.05, leads to the decision to reject the null hypothesis. Hence, a significant relationship exists between emotional intelligence and mental health (...) among senior high school. Implications were discussed in the study. (shrink)

Teaching Internship is an integral journey for pre-service teachers, providing a platform to apply academic knowledge in the workplace. However, emotional experiences are prevalent during the internship, posing challenges for pre-service teachers. Consequently, this study aims to understand the emotional experiences of pre-service teachers during their internship and assess how it impacts their performance. The current study employed a qualitative method, adhering to a multiple case study design. Ten (10) fourth-year elementary pre-service teachers from Immaculate Conception College of Balayan Inc. (...) were selected using purposive sampling technique. Then thematic analysis was utilized to analyze the data. Results revealed that participants experienced both positive and negative emotional experiences that challenge their self-confidence, time management, teaching abilities, and relationship with cooperating teachers and students. These results indicate that emotional experiences are highly evident during teaching internship. With this, the suggested advocacy plan in this study proposes interventions such as seminars, workshops, and tours to enhance the emotional resilience, emotional support, and emotional management of pre-service teachers. Furthermore, future research is advised to utilize diverse methodological techniques and include a larger sample of pre-service teachers from various majors to encompass broader perspectives on the discussed topic, building upon the findings of the current study. Online education has become an essential component of education. Thus, several factors, such as the student’s learning strategy and motivation, generally contribute to their academic success. This study investigates the relationship between learning strategies, motivation, and online learning environment among 150 first-year college students. Employing correlational design, the statistical findings of the study reveal that the r coefficient of 0.59 indicates a moderate positive correlation between the variables. The p-value of 0.00, which is less than 0.05, leads to the decision (...) to reject the null hypothesis. ABSTRACT This paper argues for a version of sceptical invariantism about knowledge on which the acceptability of knowledge-attributing sentences varies with the context of assessment.

Economic pressures, mounting environmental, security and health requirements, are all critical factors that shape economic action. With regard to environmental protection, an economic entity acting as homo oeconomicus finds himself in a situation resembling a prisoner’s dilemma. Signposts for a possible resolution of this dilemma include an environmental management system, a system of environmental law based on the principles of environmental ethics, and a new conception of human nature.

Kongress der Deutschen Gesellschaft für Philosophie 2014 in Münster. -/- The problem of synthetic judgments touches upon the question whether philosophy is in fact capable of making independent truth statements. According to Kant, synthetic judgments formulate the conditions for the possibility of objectively valid knowledge a priori. As far as empirical attempts at reinterpretation of the aprioristic fall short of this ambition, Kant’s a priori goes deeper. This is because modern science strives towards objective knowledge, although (...) its statements are fundamentally fallible. The topic of synthetic a priori thus continues to be relevant. -/- This paper will show that, in order to be viable at all, a modernized version of transcendental philosophy must ‘depart from’ the concepts of “independence from empirics” and/or the “purity” of the aprioristic. Kant’s reflections on non-pure synthetic a priori knowledge already contain attempts at this. Furthermore, the aprioristic validity of knowledge does not exclude the possibility, that it can be discovered empirically. Fries and, subsequently, Nelson proceeded with this separation (initially ascribed to Reichenbach) between the contexts of validity and discovery of knowledge, pointing out that the a priori can indeed be discovered empirically, yet never be proven. -/- Currently, there are still a number of valid reasons for arguing that concepts from transcendental philosophy continue to be of fundamental importance for the modern sciences. However, it must not be neglected that, even within a modernized framework of transcendental philosophy various unsolved problems remain and/or are created (such as the unfeasibility of the aprioristic claim to general validity and necessity, the problem of drawing a clear boundary between the noumenal and phenomenal worlds). Moreover, the “beautiful structure” of the Kantian system, which constitutes much of its persuasive strength, is lost. (shrink)

Naturwissenschaften, Mathematik und Logik waren für Nelson von zentraler Bedeutung. Er pflegte bereits als Jugendlicher intensive Kontakte zu Naturwissenschaftlern und Mathematikern. Dadurch erhielt er Anregungen, die von Anfang an seine philosophischen Ansätze beeinflussten. Inspiriert von der Kant-Fries’schen Philosophie und der Axiomatik der Mathematik, konzipierte Nelson seine Philosophie als exakte Wissenschaft. Wie Kant und Fries betrachtete Nelson die Suche nach den allgemeinen Prinzipien der Naturwissenschaften als Hauptaufgabe der Naturphilosophie. Ergebnis dieser kritischen Analyse ist ein System von metaphysischen Grundsätzen der Naturwissenschaft. Nelson (...) übernimmt Kants Lehre von den Grundsätzen des reinen Verstandes. Keine empirisch gefundene Gesetzmäßigkeit könne diesen Grundsätzen widersprechen. Für die Gesetze der Newton’schen Mechanik hätten, so meint Nelson, Kant und Fries diesen Nachweis erbracht. Deshalb formulierte Nelson das sogenannte Postulat der Mechanistik, gemäß dem alle Naturerscheinungen auf mechanische Vorgänge zurückgeführt werden können. Das starre Festhalten an diesem Postulat veranlasste ihn zur Ablehnung bedeutsamer physikalischer Konzeptionen (z. B. des auf der Elektrodynamik basierenden Relativitätsprinzips, des Nahwirkungskonzepts und des Atommodells). Das „Relativitätsprinzip der Elektrodynamik“ lehnte er mit dem Argument ab, es verhindere die Anwendung der dritten Analogie der Erfahrung, da es den Verzicht auf den Begriff der Gleichzeitigkeit von Naturerscheinungen erzwinge. Eine kritische Nelson-Rezeption muss der Historizität etlicher Thesen Nelsons Rechnung tragen, aber zugleich die Bedeutsamkeit von Kernaussagen Nelson’scher Naturphilosophie im Hinblick auf die modernen Naturwissenschaften untersuchen. Das ist auch die Zielrichtung des vorliegenden Beitrages. Der erste Teil beleuchtet Nelsons wissenschaftliches Umfeld. Einerseits wird untersucht, welche Wissenschaftler Nelson beeinflussten, andererseits soll dargestellt werden, welcher Personenkreis an der Fortentwicklung der Nelson’schen Naturphilosophie beteiligt war. Beispielhaft sollen daran anschließend zwei Themenbereiche aus seinem reichhaltigen Werk disktiert werden, denen besonders im Hinblick auf aktuelle philosophische Diskussionsschwerpunkte Bedeutsamkeit zukommt. Im zweiten Teil werden nämlich Nelsons Betrachtungen zum Verhältnis von Freiheit und Naturnotwendigkeit sowie seine Unterscheidung zwischen wissenschaftlicher und ästhetischer Naturbetrachtung besprochen. Der Beitrag beansprucht nicht, die Rezeptionssgeschichte und den Inhalt von Nelsons Naturphilosophie sowie die aktuelle Bedeutsamkeit seiner Thesen im Detail darzustellen aufzuarbeiten. The complexity and the antinomic character of this concept make it difficult to grasp "time" more precisely. We encounter time as a form of perception in its deeply subjective aspect, as a biological rhythm, as a social phenomenon in the sense of a collective determination of time, but also as (...) a physical quantity. Einstein's theory of relativity revolutionized our ideas of space and time. His Special Theory of Relativity (1905) allows "travel into the future" through the effect of time dilation he predicted, and Einstein's theory of gravity allows for closed time lines as solutions to its equations (e.g., Gödel cosmos, anti-de Sitter cosmos). However, traveling in a time loop would immediately lead to a number of paradoxes (e.g., grandfather paradox, information paradox). Although, surprisingly, the basic laws of physics (apart from extremely rare and macroscopically non-appearing quantum mechanical effects) would not be violated in a time reversal, there seems to be a fundamental prohibition of traveling into the past in nature. Stephen Hawking claims: Philosophy is dead! Natural scientists use terms like 'natural law', 'matter', 'nature' and 'theories'. Often these terms are taken for granted without reflection. The task of philosophy of science as a metatheory of science is to clarify these terms. In doing so, philosophy of science is confronted with epistemological, ontological and metaphysical questions. But it also deals with questions such as "How do we define the boundaries between different scientific disciplines?" or "How do we distinguish science from (...) pseudoscience?". In addition, philosophy of science deals with ethical problems of modern technology, with methodological issues, with reconstructing the structure and development of scientific theories, and with exposing ideological paternalism of science. The optimistic conclusion is: Philosophy is not dead - but philosophers must discuss with scientists on an equal footing. (shrink)

The COVID-19 pandemic and global climate change crisis remind us that widespread trust in the products of the scientific enterprise is vital to the health and safety of the global community. Insofar as appropriate responses to these crises require us to trust that enterprise, cultivating a healthier trust relationship between science and the public may be considered as a collective public good. While it might appear that scientists can contribute to this good by taking more initiative to communicate their work (...) to public audiences, we raise a concern about unintended consequences of an individualistic approach to such communication. A hard choice is a situation in which an agent is unable to make a justifiable choice from a given menu of alternatives. Our objective is to present a systematic treatment of the axiomatic structure of such situations. To do so, we draw on and contribute to the study of choice functions that can be indecisive, i.e., that may fail to select a non-empty set for some menus. In this more general framework, we present new characterizations of two well-known choice (...) rules, the maximally dominant choice rule and the top-cycle choice rule. Together with existing results, this yields an understanding of the circumstances in which hard choices arise. (shrink)

Traditionally, being a realist about something means believing in the independent existence of that something. In this line of thought, a scientific realist is someone who believes in the objective existence of the entities postulated by our best scientific theories. In metaphysical terms, what does that mean? In ontological terms, i.e., in terms of what exists, scientific realism can be understood as involving the adoption of a scientifically informed ontology. But according to some philosophers, a realistic attitude must go beyond (...) ontology. The way in which this requirement has been understood involves providing a metaphysics for the entities postulated by science, that is, answering questions about the nature of what ontology admits to exist. We discuss how two fashionable approaches face the challenge of providing a metaphysics for science: a form of naturalism and the Viking/Toolbox approach. Finally, we present a third way, which adopts the best of both approaches: the meta-Popperian method, which focuses on discarding the wrong alternatives, or better saying, the metaphysical profiles incompatible with certain theories. We present the meta-Popperian method, a metametaphysical method capable of objectively assessing which metaphysical profiles are incompatible with certain scientific theories. For this, we will use quantum mechanics as a case study, presenting some previously obtained results. As our focus is on methodological questions about the relationship between metaphysics and science; with this method, we can see how science can be used to avoid error in metaphysical issues. In our opinion, this would be a way to develop a productive relationship between science and metaphysics. (shrink)

COVID-19 vaccination of children has begun in various high-income countries with regulatory approval and general public support, but largely without careful ethical consideration. This trend is expected to extend to other COVID-19 vaccines and lower ages as clinical trials progress. This paper provides an ethical analysis of COVID-19 vaccination of healthy children. Specifically, we argue that it is currently unclear whether routine COVID-19 vaccination of healthy children is ethically justified in most contexts, given the minimal direct benefit that COVID-19 vaccination (...) provides to children, the potential for rare risks to outweigh these benefits and undermine vaccine confidence, and substantial evidence that COVID-19 vaccination confers adequate protection to risk groups, such as older adults, without the need to vaccinate healthy children. We conclude that child COVID-19 vaccination in wealthy communities before adults in poor communities worldwide is ethically unacceptable and consider how policy deliberations might evolve in light of future developments. We propose the use of discussion structures as tools for analyzing policy debates in a way that enables the increased participation of lay stakeholders. Discussion structures are argumentation-theoretical tools that can be employed to tackle three barriers that separate lay stakeholders from policy debates: difficulty, magnitude, and complexity. We exemplify the use of these tools on a debate in research policy on the question of responsibility. By making use of discussion structures, we focus on the argumentative moves performed by the (...) parties involved in this debate. We conclude by discussing advantages and limitations of discussion structures and we trace several opportunities for further research on these instruments. (shrink)

In this paper, I endorse the idea that age is a defensible criterion for eligibility to vote, where age is itself a proxy for having a broad set of cognitive and motivational capacities. Given the current (and defeasible) state of developmental research, I suggest that the age of 16 is a good proxy for such capacities. In defending this thesis, I consider alternative and narrower capacity conditions while drawing on insights from a parallel debate about capacities and age requirements in (...) the criminal law. I also argue that the expansive capacity condition I adopt satisfies a number of powerful and complementary rationales for voting eligibility, and conclude by addressing challenging arguments that, on the one hand, capacity should not underlie voting eligibility in the first place, and, on the other, that capacity should do so directly and not via any sort of proxy, including age. Objective: to evaluate CANLPH score and systemic immune inflammation index (SII) in patients with symptomatic rheumatic mitral stenosis (MS) undergoing percutaneous mitral balloon valvuloplasty (PMBV). -/- Methods: 62 patients who underwent PMBV in our clinic between 2018 and 2021 were included retrospectively. The patients were divided into 2 groups according to echo score. The CANLPH score was calculated from the cut-off values of C-reactive protein to albumin ratio (CAR), neutrophil to lymphocyte ratio (NLR) and platelet to hemoglobin ratio (PHR), determined (...) with the Youden index and SII by the formula platelet x neutrophil/lymphocyte. P <0.05 was considered statistically significant. -/- Results: The mean age of the patients was 44.5±10.4 years (40 female, 64.5%). The mean values of SII and CANLPH scores were higher in the Echo score >8 group (p <0.001, both). The mean mitral gradient before and after PMBV was 12.6±5.7mm Hg and 5.0±2.4 mm Hg, and the mean valve area was 1.12±0.27 cm2 and 1.85±0.29 cm2. A statistically significant and negative correlation was observed between the gradient decrease after the procedure and the CANLPH score and SII (r=-0.426, p=0.001 and r=-0.418, p=0.001, respectively). In receiver operating characteristic (ROC) curve analysis, it was concluded that the ability of CANPLH score to predict the higher Echo scores was noninferior to SII with an area under curve (AUC:0.820 (0.701-0.906) and AUC:0.786 (0.664-0.880), z statistics 0.576 and p=0.564. -/- Conclusion: SII and CANLPH scores are correlated with Echo score. A significant negative relationship was found with both biomarkers and gradient decrease after the PMBV. (shrink)

The God Experiment – Let there be Light -/- The question “What is real?” can be traced back to the shadows in Plato’s cave. Two thousand years later, Rene Descartes lacked knowledge about arguing against an evil´ deceiver feeding us the illusion of sensation. Descartes’ epistemological concept later led to various theories of what our sensory experiences actually are. The concept of ”illusionism”, proposing that even the very conscious experience we have – our qualia – is an illusion, is not (...) only a red-pill scenario found in the 1999 science fiction movie ”The Matrix” but is also a philosophical concept promoted by modern tinkers, most prominently by Daniel Dennett. He describes his argument against qualia as materialistic and scientific. Reflection upon a possible simulation and our perceived reality was beautifully visualized in “The Matrix”, bringing the old ideas of Descartes to coffee houses around the world. Irish philosopher Bishop Berkeley was the father of what has later been coined as “subjective idealism”, basically stating that “what you perceive is real” (e.g., ”The Matrix” is real because its population perceives it). Berkeley then argued against Isaac Newton’s absolutism of space, time, and motion in 1721, ultimately leading to Ernst Mach and Albert Einstein’s respective views. Several neuroscientists have rejected Dennetts’ perspective on the illusion of consciousness, and idealism is often dismissed as the notion that people want to pick and choose the tenets of reality. Even Einstein ended his life on a philosophical note, pondering the very foundations of reality. With the advent of quantum technologies based on the control of individual fundamental particles, the question of whether our universe is a simulation isn’t just intriguing. Our ever-advancing understanding of fundamental physical processes will likely lead us to build quantum computers utilizing quantum effects for simulating nature quantum-mechanically in all complexity, as famously envisioned by Richard Feynman. Finding an answer to the simulation question will potentially alter our very definition and understanding of life, reshape theories on the evolution and fate of the universe, and impact theology. No direct observations provide evidence in favor or against the simulation hypothesis, and experiments are needed to verify or refute it. In this paper, we outline several constraints on the limits of computability and predictability in/of the universe, which we then use to design experiments allowing for first conclusions as to whether we participate in a simulation chain. We elaborate on how the currently understood laws of physics in both complete and small-scale universe simulations prevent us from making predictions relating to the future states of a universe, as well as how every physically accurate simulation will increase in complexity and exhaust computational resources as global thermodynamic entropy increases. Eventually, in a simulation in which the computer simulating a universe is governed by the same physical laws as the simulation and is smaller than the universe it simulates, the exhaustion of computational resources will halt all simulations down the simulation chain unless an external programmer intervenes or isn’t limited by the simulation’s physical laws, which we may be able to observe. By creating a simulation chain and observing the evolution of simulation behavior throughout the hierarchy taking stock of statistical relevance, as well as comparing various least complex simulations under computability and predictability constraints, we can gain insight into whether our universe is part of a simulation chain. -/- Index Terms—Simulation, simulation hypothesis, quantum computing, universe, life, intelligence. In his Encomium of Helen and On Not Being, Gorgias of Leontinoi discusses the nature and function of speech more extensively than any other surviving author before Plato. His discussions are not only surprising in the way they characterize the power of logos and its effects on a listener but also in how the two descriptions of speech seem to contradict one another. In the Helen, Gorgias claims that logos is a very powerful entity, capable of affecting a listener in (...) whatever way it wants. In On Not-Being, he makes the very different (but no less exaggerated) claim that logos is a non-entity, incapable of referring to anything other than itself. In this essay I show how these apparently contradictory accounts might be brought into harmony with one another.2 In the first part I address some of the interpretive difficulties with the text of Gorgias’s On Not Being (henceforth ONB) and the role that irony plays in the work. In particular I argue (as others have before) that Gorgias’s remarks about the impotency of speech are not meant to be taken seriously. Instead, they are aimed more squarely at raising questions about how exactly speech is thought to function and, more specifically, how linguistic reference works—i.e., how words somehow correspond to things, on one level, and to our ideas about things, on another. In the second and third parts of this paper, I illustrate how Gorgias’s concern with linguistic reference in ONB goes on to inform his notion of logos in the Encomium of Helen. I point specifically to evidence found in an important and often overlooked exit clause at the close of ONB regarding the difference between words and things. There, Gorgias insists that if words manifest meaning at all, they must appeal to their own sort of sense organ. In the Helen, he draws on the concepts of soul (psychē) and opinion (doxa) in order to construct this alternative, psychagogic account in which utterances are actually apprehended in ways akin to sense perception. Whether or not one is convinced by Gorgias’s alternative account of how speech works, the description he gives of logos does notionally circumvent the problem of linguistic reference and, in doing so, pushes one to think beyond the potentially constrictive framework of nomen et nominatum. I argue that, when read in this way, these two early discussions of logos represent a unified progression of serious thought about how speech works. (shrink)

If we are to escape reification—a sort of cogni- tive neutrality of basic, gnosic apprehension of the world plus a fundamental disrespect of the other as free agent—we should recognize our mode of existence as always already one of existential engagement with and within experience, aiming at articulating and expressing this engagement. One way of fully inhabiting this, let’s call it the proper human stance, is through recognizing a pendular space between the basic attitudes of acknowledging lived, shared interests and (...) values and avoiding being bound to and dependent on the values of others. Both philosophy as radical critical re- flection, and art, or artistic processes of production and re- ception, can be seen as invitations to inhabit this pendular space of human experience, by way of continually opening up our habits of sensibility to new engagements in thought and life, and successfully articulating and expressing these engagements in public forms. I take Cavell’s reading of Wittgenstein’s mature philosophy as an attuning to an apt attitude towards this invitation. Is this attitude one possible, non-procedural meaning of “liberalism”? (shrink)

Our investigative question is what part of the human psyche is active when we are sleeping. We use the single-counter-example method, extracted from Classical Logic, to prove that it could not be the case that one of our existing models for the human psyche could explain the human sleep. The models of the human psyche that we consider are the Freudian, the Jungian, and our own. By proving that no known part could be active whilst we sleep, and we prove (...) all by presenting known facts, we reach the conclusion that we need a new model of psyche to account for the entire complexity of our beings. We associate sleep with dreams. Upon discussing the human dreams in more details, we end up applying the principles of the inference to the best explanation to explain the human dreams by means of references to the spiritual world. That makes us think about how the spiritists would describe our psyche, and we then present a new model. The new model is obviously a fruit of speculation. This time, the model involves all Freudian elements, our extensional elements, body, and soul. We use the synthetic method to construct our new model. Since our sleep time is so important, to the point of obliging us to build a new model for the human psyche, we worry about protecting it. We then use studies on the impact of noise on humans to talk about how bad the consequences of having a person speaking to us during sleep are. This trivially extends to people that are in hypnotic state. We try to make a case against hypnosis and interference with the sleep of human beings by referring to health, spiritual, and world consequences. Our main result is then a new model for the human psyche, and this time a model that has to do with what is beyond what has already been formally acknowledged by us. A secondary result is that we should not allow people to hypnotize others or to speak to them as they sleep. Our conclusions are that there is definitely something beyond our rationality that happens during our sleep time and this something has not been identified by Freud, Jung or us this far. Besides, that we should not allow people to hypnotize others or speak to them as they sleep. (shrink)

Entrepreneurship education is among the key drivers of the country’s economy, and teachers are primarily responsible for its integration into teaching and finding the best and most useful method. The purpose of this research is to determine the level of entrepreneurial competence and teaching methods among entrepreneurship education teachers. Focusing on the concept of entrepreneurial competencies combining conceptual, human relations, strategic, commitment, opportunity, organizational and strategic competencies. Using quantitative – descriptive survey, the study tested its significant difference and relationship when (...) grouped with the profile variables. The findings indicate a significant correlation between the variables particularly, with the technical competence which has the strongest correlation. The paper sheds some light concerning the status of the current entrepreneurial competence of the teachers in the division and recommends training curriculum to develop their competencies in handling the subject. Interactions are important in establishing deep and meaningful learning experiences for learners in a distance education setup. Of all the activities in an online classroom, the discussion forum proved to be the one that had the most interactions. A discussion forum lets learners interact with the content, peers, and teachers. Participation in these learning activities is one important factor. The more the learners participate, the more they learn. This paper uses the researcher’s experience in determining what participation is in an (...) online learning experience. After reviewing the experience, participation in a discussion forum is defined as a self-induced connection to the learning community to receive and share knowledge to bring a deeper understanding of a certain theory or phenomenon.” There are conditions for a behavior or action that can be considered participation. The more conditions the behavior met, the higher the level of participation it led. The conditions are the learner analyzes an abstract theory or concept and relates it to practice or experience; the learner views other people’s perspectives regarding the subject and synthesizes a stronger and deeper understanding of the acquired knowledge; the learner communicates the acquired understanding of a certain subject that induces a validation or further inquiry; lastly, the learner constructed a train of premeditated discourse that leads to the understanding of a certain subject. This reply to an ongoing debate between conspiracy theory researchers from different disciplines exposes the conceptual confusions that underlie some of the disagreements in conspiracy theory research. Reconciling these conceptual confusions is important because conspiracy theories are a multidisciplinary topic and a profound understanding of them requires integrative insights from different fields. Specifically, we distinguish research focussing on conspiracy *theories* (and theorizing) from research of conspiracy *belief* (and mindset, theorists) and explain how particularism with regards to conspiracy theories does not (...) mean we cannot define a problematic subclass of conspiracy beliefs, while avoiding the problems of generalism. We hope this reply helps conspiracy theory researchers recognize the differences between studying conspiracy theories and conspiracy beliefs and appreciate the possibilities for fruitful, integrative, and interdisciplinary research. Although an inverse relationship between religion and deviance is empirically well-established in the western context, previous studies on Islam and deviance conducted in non-western countries are limited. To address this gap in deviance research, we hypothesized that individual religiosity would be inversely related to deviance with the inverse relationship being more likely for ascetic than anti-ascetic or secular deviance. To test this hypothesis, we applied ordinary least squares and logistic regression methods to analyze data collected from 2,005 survey participants of (...) a Turkish public university student population. Regression results provided partial support for the hypothesis, as we found that religiosity was inversely related to both ascetic and secular deviance. The observed inverse relationship is noteworthy in that it was found in an institutionally secular, Muslim country. Implications of our findings are discussed. (shrink)

This qualitative study examines the digital reading behaviors of 20 English major students at St. John Paul II College of Davao, focusing on their preferences, challenges, and the implications of digital reading for academic engagement. The study uses semi-structured interviews and thematic analysis to examine how digital tools influence students’ reading comprehension, retention, and overall learning experience. The findings reveal a difficult interaction between the accessibility and convenience of digital resources and challenges such as distractions and eye strain, which impact (...) learning outcomes. This research aims to provide educators and curriculum developers with insights on integrating digital reading practices in English language studies to improve students’ learning efficacy. Transitional justice theorizing has the tendency to smuggle in an over-reliance on dualities: one’s resentment can give rise to either vengeance or forgiveness, but not both; one can either be fueled by anger or by the hope of progress, but not both; and so on. This dualistic way of thinking replicates the kinds of false dichotomies that hamstring other societal movements, among them the struggle against racism. Drawing on Myisha Cherry’s case for so-called ‘Lordean rage’ within the context of the (...) anti-racist movement, I make the case that transitional justice in general would be well-served by centering the transformative power of emotion (even and especially when that emotion defies oversimplified and strict categorization).
