Bu çalışmada Metin Erksan’ın 1965 yapımı Sevmek Zamanı filminin “bir resme âşık olma” hikâyesi gibi görünen anlatısının aslında dönemin varoluşçu felsefesinin Türkiye’deki özgün bir yansıması olduğu ve bunun da filmdeki kadın karakter ile kurulduğu gösterilecektir. Yazıda filmde beliren temsil, korku, özgürlük ve iletişim temaları öncelikle Platon’un mağara alegorisi ve Heidegger’in varoluşçu felsefesinin Dasein (orada-varlık) kavramına başvurularak ele alınacaktır. Filmde âşık olduğunu söylemekten çekinen Halil’in Meral’in temsiline kaçışı resmin bakışındaki iyilik ve sevgi ile açıklanır. Doğada insanların uzağında yaşayan ve çalışan Halil (...) arkadaşı Mustafa’nın kötülük uyarısı ile Meral’den kaçmaktan vazgeçip onunla konuşmaya karar verir. Halil’in kaçışındaki korkunun kaynağı Halil’in varoluşunun Meral tarafından tanınıp onaylanmaması ihtimali olsa da Meral’in Halil’in varoluşuna özgürce ve ihtimamla yaklaşarak Halil’in korkusunu daha derin bir varoluşsal kaygı ve özgürlükle karşı karşıya getirir. Yazı Meral’in Halil ile aynı moda girebilip onu anlayabilmesi ve bu güce sahip olmasının ikisi arasında iletişimi mümkün kıldığını iddia etmektedir. Yazıda en son filmin toplumsal gerçekçi yanında kadın sorununun nasıl şekillendiği ortaya konulacaktır. Meral Halil’i tanısa, kendisi Halil tarafından tanınsa bile kendi sınıfından gelen bir tanıma reddi ile karşılaşmaktadır. The global Climate Change has unprecedented consequences in terms of scale and severity over human life. The accumulation of greenhouse gases and CFCs has increased environmental deterioration which is called global warming. Erratic changes in weather, brutal blizzards and floods, vicious heat wave etc. are only some of the effects of climate change. But the most dangerous effect of climate change is the melting of ice caps on the poles due to which sea levels are rising dangerously and life at (...) the poles is threatened. It is also a reality that habitation in several countries , not very much above the sea-level, for example, Maldives, Sri Lanka, Bangladesh and Indonesia, which have a threat of huge displacement of human beings and domestic animals due to global warming. The survival of millions of people in developing countries like India is more vulnerable to the negative impacts of climate change because of their limited capacity in terms of human financial and institutional resources. India is the world’s fourth largest economy and fifth largest greenhouse gas (GHG) emitter, accounting for about 5% of global emissions. India’s emissions increased 65% between 1990 and 2005 and are projected to grow another 70% by 2020. The major impacts of Climate Change on India are major shifts in temperature, effect on monsoons, rising of sea levels, change in crop cycle, etc. India has prepared the National Action Plan on Climate Change (NAPCC) in 2008 for energy efficiency and sustainable development. India is a part to the United Nations Framework Convention on Climate Change. Under the Ministry of Environment and Forests, a National Inventory Management System (NIMS) has been formed to generate a comprehensive knowledge base on scientific issues related to climate change and mitigation. Broadening access to both computational and educational resources is crit- ical to diffusing machine learning (ML) innovation. However, today, most ML resources and experts are siloed in a few countries and organizations. In this article, we describe our pedagogical approach to increasing access to applied ML through a massive open online course (MOOC) on Tiny Machine Learning (TinyML). We suggest that TinyML, applied ML on resource-constrained embedded devices, is an attractive means to widen access because TinyML leverages low-cost and globally (...) accessible hardware and encourages the development of complete, self-contained applications, from data collection to deployment. To this end, a collaboration between academia and industry produced a four part MOOC that provides application-oriented instruction on how to develop solutions using TinyML. The series is openly available on the edX MOOC platform, has no prerequisites beyond basic programming, and is designed for global learners from a variety of backgrounds. It introduces real-world applications, ML algorithms, data-set engineering, and the ethi- cal considerations of these technologies through hands-on programming and deployment of TinyML applications in both the cloud and on their own microcontrollers. To facili- tate continued learning, community building, and collaboration beyond the courses, we launched a standalone website, a forum, a chat, and an optional course-project com- petition. We also open-sourced the course materials, hoping they will inspire the next generation of ML practitioners and educators and further broaden access to cutting-edge ML technologies. (shrink)

A systematic survey of Rapti River was conducted once in a month for a period of one year from August 2018 to July 2019 from ten collection sites of Shravasti and Balrampur districts. Its main aim was to find out ichthyofaunal diversity and their conservation status. The results of the present study revealed the occurrence of 46 species belonging to 30 genera 19 families and 9 orders. The family Cyprinidae were dominated by 13 species followed by Bagridae (6 species); Ophiocephalidae (...) (4 species); Siluridae (3 species); Schileidae, Clariidae, Gobiidae, Notopteridae and Mastacembeleidae each with two species; Saccobranchidae, Chacidae, Ophiocephalidae, Gobiidae, Anabantidae, Nandidae, Osphronemidae, Ambassidae, Clupeidae, Eugraulidae, Belonidae and Tetradontidae each with one species. The fishes in these areas are under threat due to anthropogenic activities such as overfishing and pollution hence authors strongly recommend practical conservation action plan to prevent the species from extinction. Origin of life on earth transpired once and from then on, it emerges as an endless eternal process. Matter and energy are constants of the cosmos and the hypothesis is that the origin of life is a moment when these constants intertwined or interacted. Energy from the cosmos interacted with inorganic matter to support matter with retention of this riveted energy, as energy to be circulated within the primitive channelized structures to conserve energy by the materialization of the proton homeostasis (...) mechanisms developed from the obtainable inorganic matter. The driver for these processes as we now confirm, exists in the quantum world and through quantum phenomenal processes could have combined these constants to create the magic of life. Primitive earth was a chemical reactive system that triggered a macromolecular evolution by means of open thermodynamic systems, driven by cyclic gradients of temperature, electromagnetic radiation and chemical potentials which sustained life and proto-consciousness in the first life forms driven by the quantum processes. The origin of life is always an intriguing topic but the purpose for finding the cause should never be inclined towards obliterating it; for if that is the case, the further we seek, the farther it will go. The study is based on primary data which are collected with the help of a structured schedule from four different castes of population spread over North Tripura District and Unokuti District of Tripura. Stratified random sampling technique was applied for the collection of data at household level where the sample units are the adult women in the age group of 18 - 55 years. All the data are collected based on the criteria of balanced representation of different social castes such (...) as ST, SC, OBC and General in the sample. Altogether 90 samples have been collected. Main objective of the study is to determine the morbidity status and also to determine the key variables which affect morbidity status of the people of North Tripura. Binary logistic regression model has been applied to determine the key determinants of morbidity status. It has been found that age of the respondent, respondents per day calorie intake and educational level of the respondents are the key determinants of morbidity status of the respondents. The model as a whole explained between 30.6% (Cox & Snell R Square) and 41.1 %( Nagelkerke R Square). And ᵡ2 (6.460, N=90) =32.811. (shrink)

Recent studies show that racism still exists in the American medical profession, the fact of which legitimizes the historically long-legacy of mistrust towards medical profession and health authorities among African Americans. Thus, it was suspected that the participation of black patients in end-of-life care has always been significantly low stemmed primarily from their mistrust of the medical profession. On the other hand, much research finds that there are other reasons than the mistrust which makes African Americans feel reluctant to the (...) end-of-life care, such as cultural-religious difference and genuine misunderstanding of the services. If so, two crucial questions are raised. One is how pervasive or significant the mistrust is, compared to the other factors, when they opt out of the end-of-life care. The other is if there is a remedy or solution to the seemingly broken relationship. While no studies available answer these questions, we have conducted an experiment to explore them. The research was performed at two Philadelphia hospitals of Mercy Health System, and the result shows that Black patients’ mistrust is not too great to overcome and that education can remove the epistemic obstacles as well as overcome the mistrust. The Internet of Things (IoT) is a rapidly growing technology that connects and integrates billions of smart devices, generating vast volumes of data and impacting various aspects of daily life and industrial systems. However, the inherent characteristics of IoT devices, including limited battery life, universal connectivity, resource-constrained design, and mobility, make them highly vulnerable to cybersecurity attacks, which are increasing at an alarming rate. As a result, IoT security and privacy have gained significant research attention, with a particular focus on (...) developing anomaly detection systems. In recent years, machine learning (ML) has made remarkable progress, evolving from a lab novelty to a powerful tool in critical applications. ML has been proposed as a promising solution for addressing IoT security and privacy challenges. In this article, we conducted a study of the existing security and privacy challenges in the IoT environment. Subsequently, we present the latest ML-based models and solutions to address these challenges, summarizing them in a table that highlights the key parameters of each proposed model. Additionally, we thoroughly studied available datasets related to IoT technology. Through this article, readers will gain a detailed understanding of IoT architecture, security attacks, and countermeasures using ML techniques, utilizing available datasets. We also discuss future research directions for ML-based IoT security and privacy. Our aim is to provide valuable insights into the current state of research in this field and contribute to the advancement of IoT security and privacy. (shrink)

Accelerated computing leverages specialized hardware and software techniques to optimize the performance of computationally intensive tasks, offering significant speed-ups in scientific, engineering, and data-driven fields. This paper presents a comprehensive study examining the role of accelerated computing in enhancing processing capabilities and reducing execution times in diverse applications. Using a custom-designed experimental framework, we evaluated different methodologies for parallelization, GPU acceleration, and CPU-GPU coordination. The aim was to assess how various factors, such as data size, computational complexity, and task concurrency, (...) impact processing efficiency. Our findings reveal that implementing accelerated computing can achieve substantial improvements, often reducing computation times by more than 60% compared to traditional sequential methods. This paper details the experimental setup, including algorithm selection and parallelization techniques, and discusses the role of memory bandwidth and latency in achieving optimal performance. Based on the analysis, we propose a streamlined methodology to guide the deployment of accelerated computing frameworks in various industries. Concluding with a discussion on future directions, we highlight potential advancements in hardware architectures and software optimizations that could further augment computational efficiency and scalability in accelerated computing. In this paper, we present a case of a boy – Noah Wall, who till today surprises the world of neuroscience with his will to grow his brain and survive. The case presented in this study sets a stepping stone in understanding the advent of the will to make a choice, from a neuro-quantum mechanics interpretation. We propose that besides our internal states of choices (neurogenesis, neuroplasticity, cell differentiation, etc.) we also relate with external states of choices (love, compassion, empathy, (...) emotions, etc.) that contributes to its emergence. Quantum uncertainty seems to support the existence of a fundamental property based on which the universe functions; which means that even the nothing of free space has a small chance of containing something. Outcomes are not determined by prior or random events but by consciousness that gives rise to these outcomes. This provides us a lead into understanding the existence of the will and the origin of choice when we look deeper into the realms of the implausible interpretations of quantum mechanics. Free will is the ability for the mind to choose between possible outcomes. Willful power is therefore not only a psychological intervention but also a biological and quantum intervention, where we have the capacity to make choices about what direction we will take, making a change to the systematic functioning of our body. The early 21st century has witnessed a significant rise in extreme nationalism, racism, and xenophobia, deeply affecting the rights of minorities such as the Roma, who have historically faced systemic discrimination and racism. Given that many political leaders who downplay minority rights often engage in populist discourse, a debate has emerged about the relationship between populism and minority rights. While many scholars argue that populism inherently undermines liberal principles like the protection of minorities, the question remains whether populism is necessarily (...) anti-pluralist and anti-minority. What about the case of left-wing populism? Furthermore, why is the relationship between anti-populism and minorities often overlooked? In this article, we examine the relationship between populism, anti-populism, and minorities through the case of two different governmental discourses in crisis-ridden Greece. Specifically, we focus on the governmental political discourse and policies of the populist SYRIZA (2015-2019) and the anti-populist ND (2019-2023) on Roma, with the aim of showing that populism is not necessarily anti-pluralist, while anti-populism is not always pluralist, as both phenomena can follow inclusionary or exclusionary logics. With the recent report of a live birth after use of Mitochondrial replacement therapy, sometimes called ‘Three-parent IVF’, the clinical application of the technique is fast becoming a reality. While the United Kingdom allows the procedure under regulatory scrutiny, it remains effectively outlawed in many other countries. We argue that such prohibitions may violate individuals’ procreative rights, grounded in individuals’ interest in genetic affinity. The interest in genetic affinity was recently endorsed by Singapore’s highest court, reflecting an emphasis on the (...) importance of biological ties found across the globe. We apply that reasoning to make the case for a right to ‘Three-parent IVF’. (shrink)

Philosophers often suggest that their theories of free will are supported by our phenomenology. Just as their theories conflict, their descriptions of the phenomenology of free will often conflict as well. We suggest that this should motivate an effort to study the phenomenology of free will in a more systematic way that goes beyond merely the introspective reports of the philosophers themselves. After presenting three disputes about the phenomenology of free will, we survey the (limited) psychological research on the experiences (...) relevant to the philosophical debates and then describe some pilot studies of our own with the aim of encouraging further research. The data seem to support compatibilist descriptions of the phenomenology more than libertarian descriptions. We conclude that the burden is on libertarians to find empirical support for their more demanding metaphysical theories with their more controversial phenomenological claims. (shrink)

Ethicists are typically willing to grant that thick terms (e.g. ‘courageous’ and ‘murder’) are somehow associated with evaluations. But they tend to disagree about what exactly this relationship is. Does a thick term’s evaluation come by way of its semantic content? Or is the evaluation pragmatically associated with the thick term (e.g. via conversational implicature)? In this paper, I argue that thick terms are semantically associated with evaluations. In particular, I argue that many thick concepts (if not all) conceptually entail (...) evaluative contents. The Semantic View has a number of outspoken critics, but I shall limit discussion to the most recent--Pekka Väyrynen--who believes that objectionable thick concepts present a problem for the Semantic View. After advancing my positive argument in favor of the Semantic View (section II), I argue that Väyrynen’s attack is unsuccessful (section III). One reason ethicists cite for not focusing on thick concepts is that such concepts are supposedly not semantically evaluative whereas traditional thin concepts (e.g. good and wrong) are. But if my view is correct, then this reason must be rejected. (shrink)

This commentary examines the role of sustainability in the latest draft of the WHO pandemic accord, highlighting its notable absence from the official list of guiding principles despite being mentioned frequently throughout the text. It argues that sustainability should be explicitly acknowledged as a core principle and given a clear definition tailored to pandemic preparedness, and proposes defining sustainability as ensuring that immediate emergency responses don't compromise future pandemic preparedness and response capabilities. Including sustainability as a guiding principle would serve (...) two key purposes: validating the relevance of ethical principles in the accord's provisions and emphasizing the importance of long-term planning in pandemic preparedness. The commentary notes that while humans naturally discount future consequences, sustainable pandemic planning requires considering impacts beyond the next pandemic. It recommends coupling any reforms, such as intellectual property changes, with alternative innovation incentives to maintain a balanced approach to pandemic preparedness and response. (shrink)

This paper addresses debates in German idealism that arise in response to the modal shift in logic, proposed by Kant, from a logic of thinking to a logic of experience. With the Kantian logic of experience arises a problem of radical contingency or 'rhapsodic determination' for logic. While Fichte and Hegel attempt to resolve the problem of contingency by constructing rational systems aimed at established the grounds for logic, I show how Schelling brings into view, in a proto-existentialist movement, the (...) way in which the indeterminacy of the will undergirds rational system construction and, thereby, presents a limiting problem for the question of the value of system-building itself. In abstract argumentation, each argument is regarded as atomic. There is no internal structure to an argument. Also, there is no specification of what is an argument or an attack. They are assumed to be given. This abstract perspective provides many advantages for studying the nature of argumentation, but it does not cover all our needs for understanding argumentation or for building tools for supporting or undertaking argumentation. If we want a more detailed formalization of arguments than is available with (...) abstract argumentation, we can turn to structured argumentation, which is the topic of this special issue of Argument and Computation. In structured argumentation, we assume a formal language for representing knowledge and specifying how arguments and counterarguments can be constructed from that knowledge. An argument is then said to be structured in the sense that normally, the premises and claim of the argument are made explicit, and the relationship between the premises and claim is formally defined (for instance, using logical entailment). In this introduction, we provide a brief overview of the approaches covered in this special issue on structured argumentation. (shrink)

En el debate contemporáneo entre determinismo e indeterminismo, la mecánica cuántica es utilizada por los libertaristas como recurso para escapar al determi-nismo propuesto por la física clásica, y como búsqueda de un fundamento para la posibilidad de la libertad de la voluntad y de la responsabilidad moral. En el presente artículo se mostrará que toda defensa de la libertad que recurra a la mecánica cuántica ha de poder sortear al menos dos problemas: el que plantea el que he decidido llamar (...) el principio de escala, y el que resulta de lo que Robert Kane define como el principio de suerte. Se mostrará, además, que responder al primer problema no implica responder al segundo. Finalmente, a través de un análisis de las más recientes propuestas que desean sortear este último, se mostrará que ninguna de las propuestas ofrece una explicación convincente acerca de cómo la mecánica cuántica puede ayudar a resolver la cuestión de la libertad de la voluntad. The formula draws from both Plato’s utilisation of the word ϑεώρησις and Herodotus’ particular use of the verb κρίνω. While the former indicates a cultural dimension that in itself implies an active participation of subjects in the objective social world, the latter expresses an hermeneutical principle (...) that unites the concepts of “explanation” and “interpretation”. Therefore, I intend to use these key-concepts together in order to picture a type of philosophy that tries to underline the criteria of a normative theory that does not fail to assume a critical standpoint in interpreting social reality. Decisions are made under uncertainty when there are distinct outcomes of a given action, and one is uncertain to which the act will lead. Decisions are made under indeterminacy when there are distinct outcomes of a given action, and it is indeterminate to which the act will lead. This paper develops a theory of (synchronic and diachronic) decision-making under indeterminacy that portrays the rational response to such situations as inconstant. Rational agents have to capriciously and randomly choose how to resolve (...) the indeterminacy relevant to a given choice-situation, but such capricious choices once made constrain how they will choose in the future. The account is illustrated by the case of self-interested action in situations where it is indeterminate whether you yourself will survive to benefit or suffer the consequences. The conclusion emphasizes some distinctive anti-hedging predictions of the account. (shrink)

En este texto presentamos el modelo que se ha diseñado para implementar la evaluación por colegas pares en la Universidad del Rosario. Explicamos los principios que lo guían y las etapas y procedimientos para realizar esta evaluación; además, exponemos algunos aprendizajes que ha dejado su implementación en dos facultades en los últimos años, y presentamos algunos retos y desarrollos que enfrenta el modelo a futuro.

Upon doing something generous for someone with whom you are close, some kind of reciprocity may be appropriate. But it often seems wrong to actually request reciprocity. This chapter explores the wrongness in making these requests, and why they can nevertheless appear appropriate. After considering several explanations for the wrongness at issue (involving, e.g. distinguishing oughts from obligation, the suberogatory, imperfect duties, and gift-giving norms), a novel proposal is advanced. The requests are disrespectful; they express that their agent insufficiently trusts (...) the hearer to recognize their own reasons to reciprocate, and the close relationship between them morally requires this kind of trust. This proposal is articulated and situated in the recent discussion of the normativity of requests. The chapter concludes by explaining how these requests may appear appropriate. Agents in these relationships often have standing to make requests, though the standing is lacking in these particular cases. (shrink)

-- 22.03.2024 -- Intervention held at the conference entitled "In the Memory of Giuseppe Cantillo a Year from his Disappearance" at the ”Banner’s room” of the Municipality of Salerno, Italy -- -/- Giuseppe Cantillo's philosophy suggests a combination between Jaspersian criticism of modernity and the Masullian path through Hegel's dialectical ontology. The "duality" of the Cure that Aldo Masullo talks about allows in fact to rebalance and fluidify the existentialist-teleological approach typical of Jaspers' philosophy. This happens in the terms of (...) a recognition of the individual as irreducibly unique and at the same time always belonging to the social being. This allows for a dialectical interpretation of the relationship between the ego and the other. The result is a theoretical perspective capable of re-establishing the already fragile link between individual and social being, exhuming its transformative and critical potential. Such a system is rooted in Marxian intuition, which assumes the objective nature of pathicity as the condition that unites historical subjects. (shrink)

Rolla (2021) argumentou que a prática de avaliar teorias epistemológicas com base em intuições geradas pela consideração de certos casos, como os cenários hipotéticos envolvendo cérebros encubados, clarividentes e anjos da guarda epistêmicos, é um erro. Um erro que, uma vez reconhecido, faria com que os problemas e métodos que ocupam a epistemologia mudassem significativamente. Neste artigo, defendo que a argumentação de Rolla não se sustenta: há falhas no modo como Rolla caracteriza o uso das intuições, as suposições de Rolla (...) podem gerar consequências implausíveis e há um contraexemplo para as alegações dele. Portanto, epistemólogos podem manter os problemas e a metodologia que Rolla critica. (shrink)

Biological evolution is a complex blend of ever changing structural stability, variability and emergence of new phe- notypes, niches, ecosystems. We wish to argue that the evo- lution of life marks the end of a physics world view of law entailed dynamics. Our considerations depend upon dis- cussing the variability of the very ”contexts of life”: the in- teractions between organisms, biological niches and ecosys- tems. These are ever changing, intrinsically indeterminate and even unprestatable: we do not know ahead of (...) time the ”niches” which constitute the boundary conditions on selec- tion. More generally, by the mathematical unprestatability of the ”phase space”, no laws of mo- tion can be formulated for evolution. We call this radical emergence, from life to life. The purpose of this paper is the integration of variation and diversity in a sound concep- tual frame and situate unpredictability at a novel theoretical level, that of the very phase space. Our argument will be carried on in close comparisons with physics and the mathematical constructions of phase spaces in that discipline. The role of symmetries as invariant preserving transformations will allow us to under- stand the nature of physical phase spaces and to stress the differences required for a sound biological theoretizing. In this frame, we discuss the novel notion of ”enablement”. Life lives in a web of enablement and radical emergence. This will restrict causal analyses to differential cases. Mutations or other causal differ- ences will allow us to stress that ”non conservation princi- ples” are at the core of evolution, in contrast to physical dynamics, largely based on conservation principles as sym- metries. Critical transitions, the main locus of symmetry changes in physics, will be discussed, and lead to ”extended criticality” as a conceptual frame for a better understanding of the living state of matter.
