Alongwith the major organ of the doctrinal operations, the Permanent Resolution Act, this research presented a situation review article on the Doctrine of the Chittagong Peace Process in Bangladesh with few global strikeable issues. Unarmed surviving Parbatya Chittagong nation of Buddhists population in Bangladesh has not yet been able to form their government since 1997 to 2023, so it has been assumed that Prime Minister Sheikh Hasina & Awami League Government of Bangladesh (ALGOB) cheated to weaponless freedom fighters Buddhists (...) people by taking their weapons through the Chittagong Hill Tracts Peace Accord 1997 that was signed between Bangladesh and Chittagong HillTracts in order to a Commonwealth of Independence of Autonomy Government, Formation of Legislative Assembly House and Parliament Building Construction, which is also the last official initiative of the Parbatya Peace Process in the Chinese Belt and Road. Following the theater of war between the US-led NATO—Ukraine alliance and the Russian Federation, the 3rd World War situations intended to expand between Bangladesh and Myanmar. This doctrinal paper has been presented through codification of situations of the post-seizure war-fighting battles surviving cold and silent conflicts in Parbatya, Chittagong Hill Tracts, in order to deliver the seized nation onto a free pathway. Background Genomic research on neurodevelopmental disorders (NDDs), particularly involving minors, combines and amplifies existing research ethics issues for biomedical research. We performed a review of the literature on the ethical issues associated with genomic research involving children affected by NDDs as an aid to researchers to better anticipate and address ethical concerns. Results Qualitative thematic analysis of the included articles revealed themes in three main areas: research design and ethics review, inclusion of research participants, and communication of research results. Ethical (...) issues known to be associated with genomic research in general, such as privacy risks and informed consent/assent, seem especially pressing for NDD participants because of their potentially decreased cognitive abilities, increased vulnerability, and stigma associated with mental health problems. Additionally, there are informational risks: learning genetic information about NDD may have psychological and social impact, not only for the research participant but also for family members. However, there are potential benefits associated with research participation, too: by enrolling in research, the participants may access genetic testing and thus increase their chances of receiving a (genetic) diagnosis for their neurodevelopmental symptoms, prognostic or predictive information about disease progression or the risk of concurrent future disorders. Based on the results of our review, we developed an ethics checklist for genomic research involving children affected by NDDs. Conclusions In setting up and designing genomic research efforts in NDD, researchers should partner with communities of persons with NDDs. Particular attention should be paid to preventing disproportional burdens of research participation of children with NDDs and their siblings, parents and other family members. Researchers should carefully tailor the information and informed consent procedures to avoid therapeutic and diagnostic misconception in NDD research. To better anticipate and address ethical issues in specific NDD studies, we suggest researchers to use the ethics checklist for genomic research involving children affected by NDDs presented in this paper. Relational aspects, such as involvement of donor’s relatives or friends in the decision-making on participation in a research biobank, providing relatives’ health data to researchers, or sharing research findings with relatives should be considered when reflecting on ethical aspects of research biobanks. The aim of this paper is to explore what the role of donor’s relatives and friends is in the process of becoming and being a biobank donor and which ethical issues arise in this context. We performed qualitative analysis (...) of 40 qualitative semi-structured interviews with biobank donors and researchers. The results show that relatedness to relatives or other types of close relationships played a significant role in the donors’ motivation to be involved in a biobank, risk-benefit assessment, and decisions on sharing information on research and its results. Interviewees mentioned ethical issues in the context of sharing relatives’ health-related data for research purposes and returning research findings that may affect their relatives. We conclude that the question of what information on family members may be shared with a biobank by research participants without informed consent of those relatives, and when family members become research subjects, lacks a clear answer and detailed guidelines, especially in the context of the introduction of the European Union’s (EU) General Data Protection Regulation. Researchers in Latvia and EU face ethical questions and dilemmas about returning research results and incidental findings to donors’ relatives, and donors need more information on sharing research results with relatives in the informed consent process. The paper is concerned with the meaning of two modal postbases in Uummarmiutun, hungnaq ‘probably’ and ȓukȓau ‘should’. Uummarmiutun is an Inuktut dialect spoken in the Western Arctic. The analyses are founded on knowledge shared by native speakers of Uummarmiutun. Their statements and elaborations are quoted throughout the paper to show how they have explained the meaning nuances of modal expressions in their language. The paper also includes a comparison with cognates in Utkuhikšalingmiutut, which belongs to the eastern part of (...) the Western Canadian dialect group (Dorais, 2010). Using categories from Cognitive Functional Linguistics (Boye, 2005, 2012), the paper shows which meanings are covered by hungnaq and ȓukȓau. This allows us to discover subtle differences between the meanings of Uummarmiutun hungnaq and ȓukȓau and their Utkuhikšalingmiutut cognates respectively. (shrink)

An increasing number of European research projects return, or plan to return, individual genomic research results (IRR) to participants. While data access is a data subject’s right under the General Data Protection Regulation (GDPR), and many legal and ethical guidelines allow or require participants to receive personal data generated in research, the practice of returning results is not straightforward and raises several practical and ethical issues. Existing guidelines focusing on return of IRR are mostly project-specific, only discuss which results to (...) return, or were developed outside Europe. To address this gap, we analysed existing normative documents identified online using inductive content analysis. We used this analysis to develop a checklist of steps to assist European researchers considering whether to return IRR to participants. We then sought feedback on the checklist from an interdisciplinary panel of European experts (clinicians, clinical researchers, population-based researchers, biobank managers, ethicists, lawyers and policy makers) to refine the checklist. The checklist outlines seven major components researchers should consider when determining whether, and how, to return results to adult research participants: 1) Decide which results to return; 2) Develop a plan for return of results; 3) Obtain participant informed consent; 4) Collect and analyse data; 5) Confirm results; 6) Disclose research results; 7) Follow-up and monitor. Our checklist provides a clear outline of the steps European researchers can follow to develop ethical and sustainable result return pathways within their own research projects. Further legal analysis is required to ensure this checklist complies with relevant domestic laws. (shrink)

At the core of medicine is the idea to help fellow human beings by improving or even restoring their health. Let us call this the auxiliary stance of medicine—the motivation of medical intervention by reference to a moral obligation to guide our peers in their attempt to live a healthy and productive life. In parallel, the auxiliary stance is also central to public health, with a focus on prevention and health promotion. Biobanks act as the custodians for the access to and responsible use of human biological samples and related data that have been generously donated by individuals to serve the public interest and scientific advances in the health research realm. Risk assessment has become a daily practice for biobanks and has been discussed from different perspectives. This paper aims to provide a literature review on risk assessment in order to put together a comprehensive typology of diverse risks biobanks could potentially face. (...) Methodologically set as a typology, the conceptual approach used in this paper is based on the interdisciplinary analysis of scientific literature, the relevant ethical and legal instruments and practices in biobanking to identify how risks are assessed, considered and mitigated. Through an interdisciplinary mapping exercise, we have produced a typology of potential risks in biobanking, taking into consideration the perspectives of different stakeholders, such as institutional actors and publics, including participants and representative organizations. With this approach, we have identified the following risk types: economic, infrastructural, institutional, research community risks and participant’s risks. The paper concludes by highlighting the necessity of an adaptive risk governance as an integral part of good governance in biobanking. In this regard, it contributes to sustainability in biobanking by assisting in the design of relevant risk management practices, where they are not already in place or require an update. The typology is intended to be useful from the early stages of establishing such a complex and multileveled biomedical infrastructure as well as to provide a catalogue of risks for improving the risk management practices already in place. The COVID-19 pandemic demonstrated the benefits of international data sharing. Data sharing enabled the health care policy makers to make decisions based on real-time data, it enabled the tracking of the virus, and importantly it enabled the development of vaccines that were crucial to mitigating the impact of the virus. This data sharing is not the norm as data sharing needs to navigate complex ethical and legal rules, and in particular, the fragmented application of the General Data Protection Regulation (GDPR). (...) The introduction of the draft regulation for a European Health Data Space (EHDS) in May 2022 seeks to address some of these legal issues. If passed, it will create an obligation to share electronic health data for certain secondary purposes. While there is a clear need to address the legal complexities involved with data sharing, it is critical that any proposed reforms are in line with ethical principles and the expectations of the data subjects. In this paper we offer a critique of the EHDS and offer some recommendations for this evolving regulatory space. (shrink)

Based on a critical interpretative review of existing qualitative research investigating accounts of ‘lived experience’ of surrogates and intended parents from a relational perspective, this article proposes a typology of surrogacy arrangements. The review is based on the analysis of 39 articles, which belong to a range of different disciplines (mostly sociology, social psychology, anthropology, ethnology, and gender studies). The number of interviews in each study range from as few as seven to over one hundred. Countries covered include Australia, Canada, (...) Greece, India, Iran, Israel, Italy, Mexico, Norway, Russia, Sweden, UK, Ukraine, and the USA. Most studies focus only on surrogacy practices in one country (although often with intended parents from other countries), and some include several countries (e.g. interviewees from several countries or fieldwork in different field-sites). The proposed typology goes beyond the division between altruistic versus commercial, and traditional versus gestational surrogacy, in order to inform further research and to contribute to bioethical and policy debates on surrogacy in a transnational context. Four types of relations are identifiable: open, restricted, structured, and enmeshed. The criteria which influence these relationships are: the frequency and character of contact pre- and post-birth; expectations of both parties; the type of exchange involved in surrogacy arrangements; and cultural, legal, and economic contexts. The theoretical contribution of the article is to further the development of a relational justice approach to surrogacy. (shrink)

2nd edition. Many-valued logics are those logics that have more than the two classical truth values, to wit, true and false; in fact, they can have from three to infinitely many truth values. This property, together with truth-functionality, provides a powerful formalism to reason in settings where classical logic—as well as other non-classical logics—is of no avail. Indeed, originally motivated by philosophical concerns, these logics soon proved relevant for a plethora of applications ranging from switching theory to cognitive modeling, and (...) they are today in more demand than ever, due to the realization that inconsistency and vagueness in knowledge bases and information processes are not only inevitable and acceptable, but also perhaps welcome. The main modern applications of (any) logic are to be found in the digital computer, and we thus require the practical knowledge how to computerize—which also means automate—decisions (i.e. reasoning) in many-valued logics. This, in turn, necessitates a mathematical foundation for these logics. This book provides both these mathematical foundation and practical knowledge in a rigorous, yet accessible, text, while at the same time situating these logics in the context of the satisfiability problem (SAT) and automated deduction. The austere view of nonsense says that the source of nonsense is not a violation of the rules of logical syntax, but nonsense is always due to a lack of meaning in one of the components of a sentence. In other words, the necessary and sufficient condition for nonsensicality is that no meaning has been assigned to a constituent in a sentence. The austere conception is the key ingredient of the resolute reading of Tractatus Logico-Philosophicus that presents a therapeutical interpretation (...) of the work, and rejects a possibility of conveying some ineffable truths by means of nonsensical sentences. In this paper, I defend the austere view against the most important objections. Firstly, I discuss textual sources for ascribing to Wittgenstein the austere view that have not been sufficiently thoroughly discussed yet. Next, I indicate that the apparent occurrence of words out of the context of a sentence on lists of verbs and in definitions is not in conflict with the version of the context principle recommended by austere theorists, since this argument does not sufficiently take into account the distinction between sign and symbol. Furthermore, I argue that the austere conception and the principle of compositionality are jointly tenable, for the former view does not exclude the existence of syntactic and semantic rules, but only shows that they are recognizable conditionally. Finally, I indicate that the austere view of nonsense should be seen as a viable option by a contemporary theorist of nonsense, for it helps us to avoid making controversial assumptions about the nature of meaning and content. This paper critically discusses Hacker’s reading of nonsense in Wittgenstein’s Tractatus in terms of his notion of misuse, which is taken to consist in the violation of rules of logical syntax. I argue that Hacker’s reading relies on an equivocation between sign and symbol: what is ‘misused’ is a mere sign, but the verdict of nonsensicality relies on seeing it as a symbol. Although Hacker seeks to distance himself from resolute readings – according to which nonsense always consists in nothing (...) but a failure to assign meaning to one’s sentences – I argue that his own verdicts of nonsensicality have their ultimate grounds in exactly the same sort of assessment, i.e. whether meaning has been assigned to a sentence. The rules of logical syntax, contrary to his own intentions, do no real work in determining whether a sentence is nonsensical or not. (shrink)

This is a work in the philosophy of language and metasemantics. Its purpose is to help answer the question about how words acquire their meanings. The work is divided into two parts. The purpose of Part One is to defend the claim that, despite numerous attempts, the so-called Kripkenstein’s sceptical challenge, and especially the problem of finitude, has not been offered a successful straight solution. The purpose of Part Two is to critically examine Robert Brandom’s philosophy, which can be treated (...) as an answer to the sceptical challenge in my interpretation. My main claim is that although Brandom’s so-called normativist approach does provide a principled solution to the sceptical challenge, the proposal faces a host of other problems in the light of which I reject it. -/- What is Kripkenstein’s sceptical challenge? The name 'Kripkenstein' is an abbreviation used in the literature for Saul Kripke’s reading of Ludwig Wittgenstein’s later works, published in 1982. In the long essay, Kripke presents (that Wittgenstein presented) a sceptical challenge that demands an explanation of how any word can have a determinate meaning. The challenge is usually thought to consist of three interrelated problems: (1) the problem of finitude, (2) the problem of error, and (3) the problem of normativity. Following Martin Kusch, I view the problem of finitude as the most important one. According to the problem, briefly, since any actual subject is a finite being, i.e. capable of exhibiting only finite expressions of linguistic signs, it will always be possible to ask whether, in a given context, she is following a rule S1 or rule S2 that corresponds to the meaning of the sign. For example, supposing that the sign in question is '+', it can be asked whether the subject in a given context has followed the addition rule or an alternative quaddition rule, according to which any addition problem exceeding certain arbitrary cardinality results in five. According to the hypothesis, the actual use of '+' by any speaker is compatible with both rules. Since any speaker has only finite dispositions to the mathematical conduct, there will always be some limit after which there is no fact of the matter, according to the sceptic, which rule the subject will have turned out to have followed. Hence, it is indeterminate whether any actual subject has ever calculated according to the addition rule or the quaddition rule. -/- From my view, despite the work of Kripke and Kusch, the problem of finitude has not been taken as seriously as it ought to have been. This in turn has significant consequences for the metasemantic theory concerning the origin and nature of meaning. In particular, I claim that the way how the meaning of words is determined must be understood as temporal in nature. Moreover, I claim that Kripke’s causal-historical account of reference can work as a non-straight solution to the challenge that explains how at least the meanings of some words can be temporally determined. -/- One central aim of Brandom’s philosophy is to give a straight answer to the problem of finitude by providing an answer to the problem of normativity. However, I claim that Brandom’s version of the 'normativity of meaning' hypothesis cannot work as he intends. The key issues are difficult to summarise, but to put it succinctly, the crucial problem concerns Brandom’s ambition to give an answer to a version of Agrippa’s trilemma, or how a chain of justifications can end in anything else than (i) premises that have already been used, (ii) a primitive premise, or an (iii) infinitude of premises. My claim is that Brandom’s resolution to the trilemma is not sound. (shrink)

Ignited by Einstein and Bohr a century ago, the philosophical struggle about Reality is yet unfinished, with no signs of a swift resolution. Despite vast technological progress fueled by the iconic Einstein/Podolsky/Rosen paper (EPR) [1] [2] [3], the intricate link between ontic and epistemic aspects of Quantum Theory (QT) has greatly hindered our grip on Reality and further progress in physical theory. Fallacies concealed by tortuous logical negations made EPR comprehension much harder than it could have been had Einstein (...) written it himself in German. EPR is plagued with preconceptions about what a physical property is, the 'Uncertainty Principle', and the Principle of Locality. Numerous interpretations of QT vis à vis Reality exist and are keenly disputed [4] [5] [6] [7] [8] [9] [10] [11]. This is the first of a series of articles arguing for a novel physical interpretation I call ‘The Ontic Probability Interpretation’ (TOPI). A gradual explanation of TOPI is given intertwined with a meticulous logico-philosophical scrutiny of EPR, with Part I focusing on the meaning of Einstein’s ‘incompleteness’ claim for QT: a conceptual confusion, a preconception about Reality, and a flawed dichotomy are shown to be severe obstacles for the EPR argument to succeed. Part II completes the analysis, proving EPR claim of ‘incompleteness’ for QT is fallacious [12]. Part III further develops TOPI, while scrutinizing the mythical ‘Schrödinger’s Cat’, as well as the ‘Basis’ and ‘Measurement’ pseudo-problems [13]. Part IV introduces QR/TOPI: a new theory that solves the century-old problem of integrating Special Relativity with Quantum Theory [14]. (shrink)

Why study notations, diagrams, or more broadly the variety of nonverbal “representations” or “signs” that are used in mathematical practice? This chapter maps out recent work on the topic by distinguishing three main philosophical motivations for doing so. First, some work (like that on diagrammatic reasoning) studies signs to recover norms of informal or historical mathematical practices that would get lost if the particular signs that these practices rely on were translated away; work in this vein has the potential to (...) broaden our view of the specific normativity of mathematics beyond logical proof. Second, some work focuses on signs to highlight the open-ended and “nonrigorous” aspects of mathematical practice, and the role of these aspects in the historical development of mathematics. The third motivation is based on the following observation: the reason differences in signs matter in mathematics is that humans are finite agents, with cognitive and computational limitations. Accordingly, studying signs can be a way to study how human computational constraints shape the mathematics that we do, and to tackle the topic of mathematical understanding. (shrink)

A central concept for information retrieval is that of similarity. Although an information retrieval system is expected to return a set of documents most relevant to the query word(s), it is often described as returning a set of documents most similar to the query. The authors argue that in order to reason with similarity we need to model the concept of discriminating power. They offer a simple topological notion called resolution space that provides a rich mathematical framework for reasoning (...) with limited discriminating power, avoiding the vagueness paradox. In Willing, Wanting, Waiting, Richard Holton lays out a detailed account of resolutions, arguing that they enable agents to resist temptation. Holton claims that temptation often leads to inappropriate shifts in judgment, and that resolutions are a special kind of first- and second-order intention pair that blocks such judgment shift. In this paper, I elaborate upon an intuitive but underdeveloped objection to Holton’s view – namely, that his view does not enable agents to successfully block the transmission of temptation in (...) the way that he claims, because the second-order intention is as equally susceptible to temptation as the first-order intention alone would be. I appeal to independently compelling principles – principles that Holton should accept, because they help fill an important explanatory gap in his account – to demonstrate why this objection succeeds. This argument both shows us where Holton’s view goes wrong and points us to the kind of solu-tion we need. In conclusion, I sketch an alternative account of resolutions as a first-order intention paired with a second-order desire. I argue that my account is not susceptible to the same objection because a temptation that cannot be blocked by an intention can be blocked by a desire. (shrink)

What makes public history more than just another hill to fight over in culture war politics? In this paper I propose a novel way of understanding the political significance of how public history creates and shapes identities: a contractarian one. I argue that public history can be sensibly understood as representing groups as a society’s contracting parties. One particular value of the contractarian approach is that it helps to elucidate the phenomenon of “signing on,” where a marginalized or oppressed group (...) is offered membership in a society without the social order being meaningfully changed. Given the endowment effect, the role of attention in decision-making, and the framing effect, most behavioral economists agree that it would be a mistake to accept the satisfaction of revealed preferences as the normative criterion of choice. Some have suggested that what makes agents better off is not the satisfaction of revealed preferences, but ‘true’ preferences, which may not always be observed through choice. While such preferences may appear to be an improvement over revealed preferences, some philosophers of economics have (...) argued that they face insurmountable epistemological, normative, and methodological challenges. This article introduces a new kind of true preference – values-based preferences – that blunts these challenges. Agents express values-based preferences when they choose in a manner that is compatible with a consumption plan grounded in a value commitment that is normative, affective, and stable for the agent who has one. Agents who choose according to their plans are resolute choosers. My claim is that while values-based preferences do not apply to every choice situation, this kind of preference provides a rigorous way for thinking about classic choice situations that have long interested behavioral economists and philosophers of economics, such as ‘Joe-in-the-cafeteria.’. The “sign of consequence” is a notation for propositional logic that Peirce invented in 1886 and used at least until 1894. It substituted the “copula of inclusion” which he had been using since 1870.

Descartes held that it is impossible to make true statements about what we perceive, but I go over alleged cases of illusory experience to show why such a skeptical conclusion (and recourse to God) is overblown. The overreaction, I contend, stems from an insufficient awareness of the habitual expectations brought to any given experience. These expectations manifest themselves in motor terms, as perception constantly prompts and updates an embodied posture of readiness for what might come next. Such habitual anticipations work (...) best when they efface themselves, so it is easy to blame perception when our expectations get frustrated. I illustrate this misdirected blame with the example of a stick partially in water: it is only because we expect the stick to be straight that its appearance as bent is deemed problematic. I thus conclude that, if we factor in the habitual interpretations operative in perception and switch to a processual view that allows practical engagement, we can deflate the worries that led Descartes to rule out perceptual truths. Distancing myself from the naïve “sign” of folk semiotics, my critique draws inspiration from the triadic semiotic model developed in some late medieval schools of Portugal. (shrink)

The Marburg neo-Kantians argue that Hermann von Helmholtz's empiricist account of the a priori does not account for certain knowledge, since it is based on a psychological phenomenon, trust in the regularities of nature. They argue that Helmholtz's account raises the 'problem of validity' (Gueltigkeitsproblem): how to establish a warranted claim that observed regularities are based on actual relations. I reconstruct Heinrich Hertz's and Ludwig Wittgenstein's Bild theoretic answer to the problem of validity: that scientists and philosophers can depict the (...) necessary a priori constraints on states of affairs in a given system, and can establish whether these relations are actual relations in nature. The analysis of necessity within a system is a lasting contribution of the Bild theory. However, Hertz and Wittgenstein argue that the logical and mathematical sentences of a Bild are rules, tools for constructing relations, and the rules themselves are meaningless outside the theory. Carnap revises the argument for validity by attempting to give semantic rules for translation between frameworks. Russell and Quine object that pragmatics better accounts for the role of a priori reasoning in translating between frameworks. The conclusion of the tale, then, is a partial vindication of Helmholtz's original account. (shrink)

Many new technologies have been developed in recent years in the fields of artificial intelligence the sign language-based communication is valuable to not only deaf and dumb community, but also beneficial for individuals suffering from Autism, downs Syndrome, Apraxia of Speech for correspondence. The biggest problem faced by people with hearing disabilities is the people's lack of understanding of their requirements. In this paper we try (...) to fill this gap. By trying to translate sign language using artificial intelligence algorithms, we focused in this paper using transfer learning technique based on deep learning by utilizing a MobileNet algorithm and compared it with the previous paper results[10a], where we get in the Mobilenet algorithm on the degree of Accuracy 93,48% but the VGG16 the accuracy was 100% For the same number of images (43500 in the dataset in size 64*64 pixel ) and the same data split training data into training dataset (70%) and validation dataset(15%) and testing dataset(15%) and 20 epoch . Thomas Reid's philosophy of mind, epistemology, and philosophy of language all rely on his account of signs and signification. On Reid's view, some entities play a role of indicating other entities to our minds. In some cases, our sensitivity to this indication is learned through experience, whereas in others, the sensitivity is built in to our natural constitutions. Unlike representation, which was presumed to depend on resemblances and necessary connections, signification is the sort of relationship that can occur without any (...) intrinsic ties between the sign and the thing signified. Of particular interest is the priority Reid gives to natural signs. Reid deploys his robust account of natural signs in a way that allows him to sidestep some skeptical worries common in the early modern period, as well as in grounding “artificial” human languages like English or Cantonese on a more basic human capacity for communication, that is, itself, the result of our sensitivity to natural signs of other people's minds. We explore Peirce’s pragmatic conception of sign action, as a distributed and emergent view of cognition and exemplify with the emergence of classical ballet. In our approach, semiosis is a temporally distributed process in which a regular tendency towards certain future outcomes emerges out of a history of sign actions. Semiosis self-organizes in time, in a process that continuously entails the production of more signs. Emergence is a ubiquitous condition in this process: the translation of signs into signs cannot be (...) inferred from the properties of the components of a semiotic triad alone, but has to take into account a complex interaction between a micro-semiotic and macro-semiotic level of description. This interaction can be understood as an interplay of potentialities and tendencies, or upward constitutive determinative relations and downward selective determinative relations. According to this view, emergence is a central defining condition of processes of meaning. Ballet is a sign in action. The emergence of classical ballet is a self-regulatory process, in which a system of different kinds of cognitive artifacts (musical, bodily/motor, spatial/architectonic) and agents obtained a stable semiotic relation throughout many phases of development between the 16th and the 19th Century. One case is the development of the verticality of dance in classical ballet as a semiotic relation connecting proscenium arch stages, dancing bodies, and audiences. This development is micro-semiotically determined by the spatial constraints of the proscenium arch stage, and macro-semiotically determined by a historical construction of the dancing body as a sign within a network of semiotic chains, such as the intersemiotic regulation of body of the dancer by principles coming from painting. This is not only the emergence of actual meaning, but also the emergence of an open-ended field of potential and general meanings, an autonomous tendency of development. To say that ballet, as sign action, emerges, is to say that cognitive artifacts such as dancer’s bodies, stages and audience’s point of view, musical compositions, costumes, all sorts of supporting institutions, etc, constitute a niche for sign action, interacting according to tendencies of development that didn’t exist before. As the English word “scientism” is currently used, it is a trivial verbal truth that scientism—an inappropriately deferential attitude to science—should be avoided. But it is a substantial question when, and why, deference to the sciences is inappropriate or exaggerated. This paper tries to answer that question by articulating “six signs of scientism”: the honorific use of “science” and its cognates; using scientific trappings purely decoratively; preoccupation with demarcation; preoccupation with “scientific method”; looking to the sciences for answers beyond their (...) scope; denying the legitimacy or worth of non-scientific (e.g., legal or literary) inquiry, or of writing poetry or making art. We introduce the Vital Sign Ontology (VSO), an extension of the Ontology for General Medical Science (OGMS) that covers the consensus human vital signs: blood pressure, body temperature, respiratory rate, and pulse rate. VSO provides a controlled structured vocabulary for describing vital sign measurement data, the processes of measuring vital signs, and the anatomical entities participating in such measurements. VSO is implemented in OWL-DL and follows OBO Foundry guidelines and best practices. Both Heidegger and Wittgenstein consider the possibility of a philosophical inquiry of an absolutely universal scope—an inquiry into the being of all beings, in Heidegger’s case, and into the logical form of everything that can be meaningfully said, in Wittgenstein’s. Moreover, they both raise the worry that the theoretical language by means of which we speak of particular beings and assert particular facts is not suited to this task. And yet their own philosophical work seems to include many assertions of (...) ordinary, theoretical language. Are they being inconsistent? Or are they hoping to use theoretical language in a way that conveys what cannot be said in that language? Much of the scholarship on each of these thinkers takes the form of one of the two horns of this dilemma. In the context of Wittgenstein scholarship, however, a third alternative has been proposed: the Resolute Reading of the Tractatus. My aim is to establish the availability of a similar solution to Heidegger’s predicament. It will emerge that Heidegger rejects the possibility of a theoretical account of being and pursues a project of a radically different sort, whose goal is to bring about a transformation of our fundamental relation to being. W. V. Quine’s first philosophical monograph, Word and Object, is widely recognized as one of the most influential books of twentieth century philosophy. Notes, letters, and draft manuscripts at the Quine Archives, however, reveal that Quine was already working on a philosophical book in the early 1940s; a project entitled Sign and Object. In this paper, I examine these and other unpublished documents and show that Sign and Object sheds new light on the evolution of Quine’s ideas. Where “Two Dogmas (...) of Empiricism” is usually considered to be a turning point in Quine’s development, this paper redefines the place of ‘Two Dogmas’ in his oeuvre. Not only does Quine’s book project reveal that his views were already fairly naturalistic in the early 1940s ; Sign and Object also unearths the steps Quine had to take in maturing his perspective; steps that will be traced in the second half of this paper. The aim of this paper is to show that a corollary of resolute readings of Wittgenstein’s conception of nonsense cannot be sustained. First, I describe the corollary. Next, I point out the relevance to it of Wittgenstein’s discussion of family resemblance concepts. Then, I survey some typical uses of nonsense to see what they bring to an ordinary language treatment of the word “nonsense” and its relatives. I will subsequently consider the objection, on behalf of a resolute reading, that “nonsense” (...) is a term of philosophical criticism. Finally, I conclude that resolute readings have not sufficiently accounted for how nonsense behaves in our language; they have failed to heed Wittgenstein’s warning: “don’t think, but look!”. I motivate and characterize an intensional semantics for ‘ought’ on which it does not behave as a universal quantifier over possibilities. My motivational argument centers on taking at face value some standard challenges to the quantificational semantics, especially to the idea that ‘ought’-sentences satisfy the principle of Inheritance. I argue that standard pragmatic approaches to these puzzles are either not sufficiently detailed or unconvincing.

Recent advancements in artificial intelligence have fueled widespread academic discourse on the ethics of AI within and across a diverse set of disciplines. One notable subfield of AI ethics is machine ethics, which seeks to implement ethical considerations into AI systems. However, since different research efforts within machine ethics have discipline-specific concepts, practices, and goals, the resulting body of work is pestered with conflict and confusion as opposed to fruitful synergies. The aim of this paper is to explore ways to (...) alleviate these issues, both on a practical and theoretical level of analysis. First, we describe two approaches to machine ethics: the philosophical approach and the engineering approach and show how tensions between the two arise due to discipline specific practices and aims. Using the concept of disciplinary capture, we then discuss potential promises and pitfalls to cross-disciplinary collaboration. Drawing on recent work in philosophy of science, we finally describe how metacognitive scaffolds can be used to avoid epistemological obstacles and foster innovative collaboration in AI ethics in general and machine ethics in particular. Sign Language Recognition (SLR) aims to translate sign language into text or speech in order to improve communication between deaf-mute people and the general public. This task has a large social impact, but it is still difficult due to the complexity and wide range of hand actions. We present a novel 3D convolutional neural network (CNN) that extracts discriminative spatial-temporal features from photo datasets. This article is about classification of sign languages are not universal and are usually not mutually intelligible (...) although there are also similarities among different sign languages. They are the foundation of local Deaf cultures and have evolved into effective means of communication. Although signing is primarily used by the deaf and hard of hearing, hearing people also use it when they are unable to speak, when they have difficulty speaking due to a health condition or disability (augmentative and alternative communication), or when they have deaf family members, such as children of deaf adults. In this article we use the 43500 image in the dataset in size 64*64 pixel by use CNN Architecture and achieved 100% accuracy. (shrink)

American Sign Language, or ASL as its acronym is commonly known, is a fascinating language, and many people outside of the Deaf community have begun to recognize its value and purpose. It is a visual language consisting of coordinated hand gestures, body movements, and facial expressions. Sign language is not a universal language; it varies by country and is heavily influenced by the native language and culture. The American Sign Language alphabet and the British Sign Language alphabet are completely contrary. (...) Fingerspelling is one-handed in ASL and two-handed in BSL, with the exception of the letter C. AI technologies, particularly deep learning, can play an important role in breaking down communication barriers between deaf or hearing-impaired people and other communities, significantly contributing to their social inclusion. Recent advances in sensing technologies and AI algorithms have paved the way for the development of a wide range of applications aimed at meeting the needs of the deaf and hearing-impaired communities. The paper presents a new argument for epistemic permissivism. The version of permissivism that we defend is a moderate version that applies only to explicit doxastic attitudes. Drawing on Yalcin’s framework for modeling such attitudes, we argue that two fully rational subjects who share all their evidence, prior beliefs, and epistemic standards may still differ in the explicit doxastic attitudes that they adopt. This can happen because two such subjects may be sensitive to different questions. Thus, differing intellectual interests can (...) yield failures of uniqueness. It is widely thought that, in §201 of the Philosophical Investigations, Wittgenstein reveals himself to oppose a definite view or theory of rule-following. I argue that, due to the self-undermining character of that section, no such interpretation should be accepted. Then I sketch a reading of Wittgenstein’s method that accounts for the paradoxical nature of §201, and I show how this methodology is realized in his remarks on following a rule.

This article argues that resolutions are reason-giving: when an agent resolves to φ, she incurs an additional normative reason to φ. Resolution-making is therefore a normative power: an ability we have to alter our normative circumstances through sheer acts of will. I argue that the reasons we incur from forming resolutions are importantly similar to the reasons we incur from making promises. My account explains why it can be rational for an agent to act on a past resolution (...) even if temptation causes a shift in her preferences and even her judgment about what to do, and offers a response to a common objection to the normativity of resolutions known as the bootstrapping problem, on which if resolutions were reason-giving, they would problematically allow us to bootstrap any action into rationality simply by resolving to perform it. UNRWA’s Mediation Process is a key element in the organization’s efforts to strengthen its internal justice system. The research aims to study the reality of mediator competencies, emotional intelligence and case characteristics variables, (UNRWA) Gaza. The research also aims at identifying the differences between respondents as attributed to their professional and personal traits of age, gender, educational level, distribution of department, dispute resolution experience and representation party. The researchers adopted mixed data collection methods; quantitative and qualitative. For qualitative, a (...) semi-structured interview was conducted with (9) officials including management, staff unions and expert external mediators. (63) Questionnaires were distributed to a systematic random sample population; (56) were received, with a response rate 88.9%. The results proved that there are no significant differences among respondents attributed to personal and professional traits of age, academic background, gender, department, years’ of experience, educational degree and representation party. The research has presented some recommendations concerning the factors affecting the mediation outcomes of workplace disputes resolution. The recommendations include: UNRWA should adopt mediation as a method to resolve disputes at workplace instead of following litigation before the courts, as many organizations today increasingly started to adopt mediation as a method to resolve disputes at workplace. This will help decreasing the high cost, non-flexibility, and threatening features of disputes and conflicts resolution before courts, as well as enhance the relationship between disputant parties. Mediators are essentially recommended to attend regular training such as guiding negotiation processes, employing group sessions properly, overcoming obstacles, summarizing & analytical skills and selecting emotional words and phrases, it is also important to encourage the mediation experts' training workshops and meetings. Regular training sessions will not only improve skills and abilities, but will also imply variety and flexibility. This leads to having competent qualified mediators who are able to resolve organization’s workplace disputes in a way, which satisfies the need of disputants. (shrink)

“Black Star” music video was released two days before Bowie’s death. It bears various implications of dying and the notion of mortality is both literal and metaphorical. It is highly autobiographical and serves as a theatrical stage for Bowie to act both as a music performer and as a self-conscious human being. In this paper, we discuss the signs of mortality in Bowie’s “Black Star” music video-clip. We focus on video’s cinematic techniques and codes, on its motivic elements and on (...) its narrative in relation with music, lyrics, characters, and gestures. We also discuss the video’s intertextual references and the broader signification of the black star figure. We adopt a quasi-semiotic approach considering “Black Star” music video-clip as a text which can be investigated through its signs, codes, and conventions of the musical, visual, and cinematic languages as well. Our interdisciplinary tools derive from visual semiotics and audiovisual analysis models, without leaving outside Bowie’s musical-artistic and personal history. As it turns out, Bowie created a video clip that is philosophical in nature and poetic in structure, preserving the role of protagonist. With the visuals creating a psychedelic atmosphere, the lyrics often are heard as a personal confession. They both generate cognitive and emotional responses that influence the way the viewers-listeners may experience, decompose, and interpret Bowie’s artistic endeavor bridging life and death. (shrink)

Frege's conception of the logical categories has vexed commentators for decades. In this dissertation, I argue that it revolves around two forms of internality. The first is the internality of its use in the expression of judgment to the sign. A proper understanding of that internality reveals how Frege's philosophical logic cannot be fit into the framework given by the contemporary syntax/semantics distinction. The second is the internality that obtains between the way in which Begriffsschrift signs stratify into different categories, (...) on the one hand, and the way in which the realm of Bedeutungen stratifies into logical categories, on the other hand. A proper understanding of this internality reveals how Frege's conception of the relation between language and the world is neither a form of realism nor a form of linguistic idealism. To come to understand Frege's conception of the logical categories, is to come to understand both these forms of internality by coming to understand how they hang together. (shrink)

In this paper, I examine various philosophical approaches to religious experience and natural theology and look at some ways in which the former might be relevant for the latter. I argue that by thinking more about oft-overlooked or -underemphasized understandings of a) what might constitute religious experience and b) what functions natural theology might serve, we can begin to develop a more nuanced approach to natural theological appeals to religious experience — one that makes use of materially mediated religious experience (...) to develop a natural theology more sensitive to the varieties of experience of lived religion “on the ground”.
