This article offers a critical analysis of David Miller’s proposal that liberal immigration policies should be conceptualized in terms of a quasi-contract between receiving nations and immigrant groups, designed to ensure both that cultural diversity does not undermine trust among citizens and that immigrants are treated fairly. This proposal fails to address sufficiently two related concerns. Firstly, an open-ended, quasi-contractual requirement for cultural integration leaves immigrant groups exposed to arbitrary critique as insufficiently integrated and unworthy of trust as citizens. Secondly, (...) the focus on national culture instead of citizenship obfuscates the close link between political membership and political trustworthiness. An examination of two models of interpersonal trust, affective and cognitive,shows that there is no room for the mid-way position associated with a quasi-contract. The effect of grounding political trust in a shared national culture instead of democratic institutions is to normalize the domination of immigrants and citizens alike. (shrink)

This chapter explores the representations of the Renaissance developed by two prominent intellectuals in Argentine philosophy during the first three decades of the twentieth century: José Ingenieros and Alejandro Korn. Their work is contrasted with that of a nineteenth- century Spanish source that served as the basis for their own performances, Marcelino Menéndez Pelayo. It will highlight how these authors articulated the ideas and ideals of the Renaissance with the construction of a national thought and culture. For the (...) Argentines it was important to understand how the Renaissance was perceived in Spain, the country that set the course for the predominant ideas in Argentina in the colonial period between the sixteenth and eighteenth centuries. Menéndez Pelayo devoted special attention to the Renaissance because there he finds the highest and most genuine moment of the Spanish intellectual history. All three thinkers are interested in weighing the differences between the Renaissance and the Counter-Reformation, and their impact in the construction of the national culture of their countries, both Spanish and Argentine. Regardless of their philosophical, political and religious differences, the historical narratives of these authors used the Renaissance ideologically, and made of it a conceptual motive, an inspiring model containing the values to be embodied by the culture of their nations, above all the value of “free inquiry”. This approach is advanced in understanding both social and individual meanings in academic work as well as the social and cultural values which shape their perception of academic roles. -/- The research enquiry of producing an insight into academics’ work life and experience in contemporary academia informs a qualitative and interpretive research. The findings suggest that the application of managerial controls is less challenged whilst highly accepted in Vietnamese higher education as a context under the influence of Confucianism. The evidence of academics’ compliance and collective actions underpinned by Vietnamese cultural values in this study offers to reconsider the discrepancy of the nature of these phenomena in the belief of the West and the East. The study’s exploration of being an academic as multi-layered meanings expanding from within and outside of university roles proposes academics’ potential strengths in coping with insecurity and ambiguity at work. It then sharpens the suggestion that contemporary management in higher education needs to be mindful of the emotional-related and meaningful nature of academic profession for the best outcomes of both individual work and organisational aims rather than relying on either soft or hard controls. In December 2015, College of National Culture and Cognitive sciences was founded in Guizhou Minzu University, which is an important step in the construction of new cross discipline. In July 2016, the discipline of "national culture and cognitive science" was selected as the key construction discipline in our university. In August, in the evaluation of key disciplines in Guizhou province, we ranked the first in the Humanities and Social Science group, and was listed as the key (...) discipline of Guizhou province. This fully shows that the new cross discipline of national culture and cognitive science has a strong vitality and a promising prospect. As the head of the discipline of national culture and cognitive science, I will report the construction of this discipline and some of our experiences in five parts for all the experts and scholars. This paper examines Mykhail Semenko’s Futurist manifestos that developed an opposition between “national” and “international” art, and specifically called “national” art provincial and retrograde. In promoting the international European avant-garde, Semenko’s essays demonstrate how consistently he championed a contemporary and modern Ukrainian culture in the face of home-grown conservatism.

Effective stakeholder engagement and inclusive governance are essential for effective and equitable ocean management. However, few cross-national studies have been conducted to examine how stakeholders’ economic and cultural benefit perceptions influence their support level for policies focused on ocean preservation. The current study aims to fill this gap by employing the Bayesian Mindsponge Framework (BMF) analytics on a dataset of 709 stakeholders from 42 countries, a part of the MaCoBioS project funded by the European Commission H2020. We found that (...) economic and cultural benefit perceptions are generally negatively associated with the policy support level. Regarding economic aspects, stakeholders considering transportation and shipping, renewable energy generation, and oil and gas provision as the most crucial benefits their countries’ oceans provide tend to obtain less support for policies focusing on ocean preservation. Meanwhile, for cultural aspects, perceiving recreation and tourism, aesthetic pleasure, mental health and well-being support, and sense of identity provision as the most important benefits provided by the country’s ocean are negatively associated with the policy support level. The perceived economic, cultural, and environmental tradeoffs when supporting policies focused on ocean preservation were discussed. Recommendations for improving the effective management of multi-use marine space are also provided to reduce the perceived competing interests among stakeholders. (shrink)

In this article, I develop a conception of multiculturalism that is compatible with Mill's liberal framework. I argue, drawing from Mill's conception of the nation-state, that he would expect cultural minorities to assimilate fully into the political sphere of the dominant culture, but to assimilate only minimally, if at all, into the cultural sphere. I also argue that while Mill cannot permit cultural accommodations in the form of self-government rights, he would allow for certain accommodation rights which assist cultural (...) minorities in preserving their cultural particularity. While this is indeed a modest multiculturalism, it helps to demonstrate that Mill was not as hostile towards custom or minority groups as certain passages may appear to suggest. (shrink)

Out of all the possible categories of protected areas, the most widely used around the world has been the national park. The reasons behind this predominance have colored the entire international conservation movement. I look at the ethical implications of the national park ideal ’s phenomenal global success. Working from two assumptions-that human cultural diversity is good and desirable, and that there is a definite relation between such diversity and protected area conservation-I suggest that what is needed most (...) right now is a clarification and refocusing of the debate on this issue. As the geopolitical superpowers race to regulate the digital realm, their divergent rights-centered, market-driven, and social-control-based approaches require a global compact on digital regulation. If diverse regulatory jurisdictions remain, forms of domination entailed by cultural imposition and hermeneutical injustice related to AI legislation and AI systems will follow. We argue for consensual regulation on shared substantive issues, accompanied by proper standardization and coordination. Failure to attain consensus will fragment global digital regulation, enable regulatory capture by authoritarian powers or bad corporate (...) actors, and deepen the historical geopolitical power asymmetries between the global South and the global North. To prevent an unjust regulatory landscape where the global South’s cultural and hermeneutic resources are absent, two principles for the Global Digital Compact to counter these prospective harms are proposed and discussed: (1) “recognitive consensus on key substantive benefits and harms” and (2) “procedural consensus on global coordination and essential standards.”. It is widely believed that Nigeria consists of a minimum of 250 ethnic groups with Hausa, Yoruba and Igbo as the three dominant ones. Each group has its own language and custom and accepts one or more of the main religions of Christianity, Islam and African traditional religion. This multi-ethnic, multi-cultural, multi-lingual and multi-religious nature of the country makes the pursuit of national unity, unity in diversity, a difficult task. And this is the background for the disruption and violence (...) that have caused much of the displacement and internal migration in the country today. Whenever the parties to a communication act bring with them different experiential backgrounds that reflect a longstanding deposit of group experience, knowledge, and values, cross-cultural or intercultural communication is at play. This paper, therefore, explores the possibility of promoting national cohesion by means of cross-cultural communication in both its symbolic and linguistic forms. Concluding that if professionally applied, cross-cultural communication can enhance national integration, the paper recommends that Nigerians should understand cultural diversity, develop awareness of different cultures, and for this reason, introduce folkloristic (the study of folklore) and cultural history in primary and secondary school curricula. The principle of cultural nationalism holds that every national community, simply by being a national community, has a prima facie right to self-government. Given that national communities are singled out as the right-holder, proponents must explain why this particular type of group is entitled to the right to self-government. In this paper, I analyze the strategies that a cultural nationalist may adopt to demand the right to self-government. We can distinguish between four types of arguments for cultural (...) nationalism–the Argument from Historical Injustice, the Argument from Inequality, the Instrumental Value Argument, and the Intrinsic Value Argument. I consider the merits and limitations of each. After critically examining these arguments, I conclude that none of the arguments successfully justifies the generalized claim that every national group enjoys a prima facie right to self-determination. Proponents of cultural nationalism may respond to my objections by suggesting that, even assuming that all my objections are sound, this only shows that existing arguments in favor of cultural nationalism are unsound. That is, they can find new ways to defend the principle and I have not proven that cultural nationalism must be rejected. To this, I discuss further three reasons to reject cultural nationalism: it lends moral support to colonialism, undermines inter-group cooperation, and is incompatible with a deep and genuine commitment to multiculturalism. Therefore, although we should embrace multiculturalism—policies that support different national heritages—cultural nationalism ought to be rejected. (shrink)

A number of philosophers argue that the moral value of national identity is sufficient to justify at least a prima facie right of a national community to create its own independent, sovereign state. In the literature, this argument is commonly referred to as the identity argument. In this paper, I consider whether the identity argument successfully proves that a national group is entitled to a state of its own. To do so, I first explain three important steps (...) in the argument and then consider whether they lead to the desired conclusion. My examination reveals that the identity argument relies on the Optimal Protection Principle; however, this principle does not apply to the case of a national community. As a result, the identity argument fails to justify even a prima facie right of a national community to establish its own state. (shrink)

Observers have noted a decline (in the US) in attributions of genetically-based inferiority (e.g. in intelligence) to Blacks, and a rise in attributions of culturally-based inferiority. Is this "culturalism" merely warmed-over racism ("cultural racism") or a genuinely distinct way of thinking about racial groups? The question raises a larger one about the relative place of biology and culture in racist thought. I develop a typology of culturalisms as applied to race: (1) inherentist or essentialist culturalism (inferiorizing cultural characteristics wrongly (...) but intelligibly regarded as inhering in the nature of racial groups). This view has an historical pedigree in the work of J.G. von Herder, and the tradition of "national racism." (2) non-inherentist culturalism (groups regarded as possessing changeable, malleable inferiorizing cultural characteristics). (3) colonalist culturalism (colonial subjects regarded as uncivilized but capable of becoming civilized under European tutelage). (4) neo-racism (cultures of former colonial subjects in or potentially immigrating to European countries are regarded in an inherentist manner and incompatible with but not inferior to European cultures). Non-inherentist culturalism (#2) can be put to either a racist or an anti-racist use. (shrink)

Both Kymlicka and Patten argue that the equal treatment of different national groups require that the state officially recognize the right of each to create its own autonomous government. After carefully examining their arguments, I show that they both make the false assumption that, in a multinational state, the state belongs only to the majority group but not the minority, and that a multination state can never treat minority groups equally. Both claims are inherently anti-pluralistic. Thus, the equal treatment (...) of different national cultures does not require that each be granted the right to self-government. (shrink)

The principle of national self-determination holds that a national community, simply by virtue of being a national community, has a prima facie right to create its own sovereign state. While many support this principle, not as many agree that it should be formally recognized by political institutions. One of the main concerns is that implementing this principle may lead to certain types of inequalities—between nations with and without their own states, members inside and outside the border, and (...) members and nonmembers inside the same nation state. While these inequalities may arise, I shall argue that they are not unjust. These worries are partly the results of confusing two types of interests that a national group may have—in cultural affairs and in political affairs. While a national community should enjoy rights over their cultural affairs, this does not grant them authority over other non-cultural, political affairs. Once the distinction is drawn, we can see that there are constraints on the implementation of this principle. Consequently, these inequalities justify setting limits to a group’s right of self-government, although they do not conclusively refute the right itself. (shrink)

David Miller argues that national identity is indispensable for the successful functioning of a liberal democracy. National identity makes important contributions to liberal democratic institutions, including creating incentives for the fulfilment of civic duties, facilitating deliberative democracy, and consolidating representative democracy. Thus, a shared identity is indispensable for liberal democracy and grounds a good claim for self-determination. Because Miller’s arguments appeal to the instrumental values of a national culture, I call his argument ‘instrumental value’ arguments. The state of national economies development varies and is characterized by many indicators. Economically developed countries are known as doubtless leaders that are in progress and form political stability, social and economics standards, scientific and technical progress and determine future priorities. It is worth mentioning that the progressive development of national economies in conditions of globalization can take place only in case of the increase of their intellectualization level, through saturation of people`s life, economic relations and production by (...) brain activity, knowledge, creativity, innovation, culture, ethical considering of the historical heritage. The main aim of the research is national economies intellectualization evaluating in globalization conditions. In order to gain this aim, the following tasks were defined: to identify existing indices of the national economies intellectualization level evaluation, develop the authors’ methodological approach to the national economies intellectualization level, determine the areas of measurement results application. While conducting the research, systematic approach, the methods of analysis, synthesis, grouping, abstracting, generalization, imaginary experiment and grounding were used. In the modern world, there are a large number of indicators which characterize differences in intellectual state of the national economy. When comparing the state of national economies intellectualization, the problems arise with different number of countries, duplication of indicators, disproportionate number of the components of indicators, various years of publication, etc. Therefore, to ensure comparability, we choose four general indicators – the index of human development, the global innovation index, the global competitiveness index and the knowledge economy index. Using these indices, we do the research and determine the state of national economies intellectualization in the world economy. According to the calculated results, as of 2013, we have divided 190 national economies by level of intellectualization into five groups: countries with the highest (30 countries), high (30 (countries), low (30 countries), the lowest (35 countries) and the countries with uncertain state of intellectualization (65 countries). The leaders in the state of intellectualization are Switzerland, Sweden, The Netherlands, Finland and the USA. The countries with the highest level of intellectualization serve as an example to all other countries of the world. These countries are characterized by developed market economy; a dominant position in the international economy, which allows actively engaging own and imported resources in the economic turnover; the shift of the center of gravity of economic activity into the services sector and the dominance of service economy; the greatest exhaustion of sources and factors of industrial development; advanced post-industrial development. The economic policy of the first group of countries has a decisive influence on the state and dynamics of the global economy, defining the main directions of its scientific and technological development and structural adjustment. The average index of the national economy intellectualization (AINEI), calculated by the authors, shows the place of each country in the world community as to their intellectual capital. Considering the continued deployment of R&D progress, the growing role of high-tech production and the complexity of social and economic relations, AINEI can serve as a reliable indicator of the macroeconomic environment intellectualization state. Therefore, the following organizations, bodies and individuals can use the comparative results of this study: the international organizations while developing international economic development programs; the state authorities of the countries in foreign and domestic policy forming; companies that create innovative and investment policy; migrants, tourists and persons who perform professional and transit activity for the formation of human potential and capital; scientists and teachers who develop mechanisms of intellectualization. On the consequences of the interplay between the diversity of ethnic, national, cultural and linguistic groupings in the Austro-Hungarian Empire.

The phenomenon of corruption is a cancer that affects our country and that it is necessary to eradicate; This dilutes the opportunities for economic and social development, privileging the single conjunction of particular interests, political actors in non-legal agreements for their own benefit, which lead to acts of corruption. Recent studies indicate that the level of corruption present in a political system is directly related to the type of institutional structure that defines it (Boehm and Lambsdorff, 2009), as well as (...) the ineffectiveness of the control organisms (Casar, 2015; Cárdenas, 2010, Rojas, 2010, Carbonell, 2009, Restrepo, 2004), which requires citizen action to combat corruption (Sandoval, 2010, Villanueva, 2006). This work, focuses our attention on the federal public administration, presenting as a proposal to empower the citizen action in the fight against corruption and in the National Anticorruption System; the figure of Whistleblowers or generator of citizen alert, based on two fundamental principles: i) recognizing the citizen's obligation to report acts of corruption and ii) the granting by the authority of witness protection. These two actions will result in two important results: i) Consolidate the citizen's complaint to inform society about acts of corruption and ii) and the exercise of freedom of information so that society is able to be informed about acts of corruption. These actions will allow promoting and consolidating a culture of reporting acts of corruption that may constitute a crime as a fundamental pillar in the National Anticorruption System in Mexico. Η εύληπτη εκπαιδευτική προσέγγιση ότι «κληρονομιά είναι οτιδήποτε θέλεις “εσύ” να διατηρηθεί για τις επόμενες γενιές» κλονίζεται στην ερώτηση «όλα όσα μας παραδίδονται από τους προγόνους μας αποτελούν μια προς διαφύλαξη κληρονομιά, εφόσον “εσύ” το αποφασίσεις;». Εκφάνσεις «βαρβαρότητας» που διασώζονται σε προγενέστερες εθιμικές πρακτικές θα μπορούσαν άραγε να αποτελέσουν στοιχεία ΑΠΚ προς διαφύλαξη; Η παρούσα εργασία επιχειρεί μια πρώτη ανίχνευση του σύνθετου αυτού θέματος. Περιπτώσεις μελέτης από τον ελληνικό και διεθνή χώρο διερευνώνται με κριτήρια αξιολόγησης τα αναφερόμενα στη Σύμβαση για (...) τη Διαφύλαξη της ΑΠΚ (UNESCO, 2003). Βάσει αυτών δεν γίνονται αποδεκτές εθιμικές πρακτικές ΑΠΚ που αναζωπυρώνουν μνήμες βίαιων συγκρούσεων μεταξύ μελών κοινότητας/κοινοτήτων, αποκλείουν με βίαιο ή/και υποτιμητικό τρόπο μέλη εξαιτίας του φύλου, της ηλικίας, της επαγγελματικής ιδιότητας, ή του σεξουαλικού τους προσανατολισμού, καθώς και εθιμικές πρακτικές που περιλαμβάνουν κακομεταχείριση ή/και βασανισμό ζώων. Η εφαρμογή των παραπάνω στην πράξη παραμένει αχαρτογράφητο πεδίο. Απαραίτητες φάσεις μιας συστηματικής μελέτης αποτελούν α) η αναγνώριση και η ευαισθητοποίηση των τοπικών κοινωνιών και του ευρύτερου κοινωνικού συνόλου για τις αξίες της ΑΠΚ, β) η έρευνα, τεκμηρίωση και αξιολόγηση των επιμέρους στοιχείων της, γ) η υποστήριξη των διαδικασιών μεταβίβασής της στις νεότερες γενιές, μέσω της τυπικής και μη εκπαίδευσης, δ) η ανάδειξη της σημασίας της σε τοπική, περιφερειακή, εθνική ή/και παγκόσμια κλίμακα. Η ΑΠΚ μετεξελίσσεται και μεθερμηνεύεται διαρκώς μέσω σύνθετων κοινωνικών και πολιτισμικών διεργασιών. Απόπειρες εξαναγκασμένης «αναβίωσης» κάποιας «αυθεντικής» ή «γνήσιας» μορφής μιας έκφανσής της συχνά αποτυγχάνουν, ενώ παραμένουν μεθοδολογικά μετέωρες. However, should violent or other disturbing forms of expression, preserved in customary practices, be safeguarded, if the whole or part of the ‘community’ decides to do so? The present paper attempts a first approach to this complex issue. Case studies from Greece and worldwide are investigated and appraised on the basis of the Convention for the Safeguarding of the ICH (UNESCO, 2003). According to the Convention criteria, customary practices that refresh memories of violent conflicts between members of the community/communities, or exclude members with an aggressive and pejorative way because of their gender, age, professional status or sexual orientation, as well as practices involving the ill-treatment and/or torture of animals do not deserve safeguarding. The implementation of the above criteria in practice, however, remains an uncharted area. A systematic study, therefore, should: (a) include initiation, recognition and awareness on the part of local communities and societies about the values of the ICH; (b) promote research, documentation and evaluation of heritage components; (c) support the transition to the younger generations through formal and non-formal educational events; (d) highlight its importance on the local, regional, national and international context. ICH is evolving and constantly interpreted through complex social and cultural processes. Any forced attempt to revive an ‘authentic’ or ‘genuine’ version of ICH cultural expression, besides appearing fake, is methodologically challenged. The role of education in developing ethical principles and a critical approach to heritage is undoubtedly crucial. African cultural values connote core principles and ideals that maintains good, right, fair and just in African societies. This culture is developed over a long period of time, preserved and promoted by all members of a given group or society. Corruption as a phenomenon on the other hand has been variously described as a societal vice. Though research shows that some levels of corruption exist in almost every human society, it is over accommodated in some societies or nations and (...) as such it has notoriously continued to destroy such societies/nations. This is particular to a number of African nations, with Nigeria being among (if not) the worse corrupt nation(s) in the continent. It is not difficult to understand that the value placed on corruption in Nigeria is synonymous to the way cultural values are cherished by people in some nations of the world. In view of this, there is a serious and immediate need to educate the Nigerian public about the consequences of developing a culture of corruption in the country. It seems that some Nigerians take corruption to be a normal way of life, thereby, equating the vice to acceptable cultural values. Today, many Nigerians are not interested in developing and/or preserving amiable cultural values for the nation. Rather, more attention is focus on the promotion of corrupt practices that enables the destruction of even the good cultural values of the nation that were left behind by our forefathers. Therefore, this paper seeks to unmask the importance of developing and preserving good African cultural values that will guarantee unity, patriotism, social cohesion and sustainable development in Nigeria. The British government's current educational policy for England draws on E.D. Hirsch's writings on 'cultural literacy'. This paper aims to uncover the roots of Hirsch’s influential views through a genealogical critique. Hirsch admired the Scottish Enlightenment educator Hugh Blair as a model architect of a hegemonic culture to unite disparate members of a nation. Following Hirsch, the government Department for Education in England called for ‘shared appreciation of cultural reference points’ and ‘a common stock of knowledge on which all (...) can draw and trade’. Consequently, the literature curriculum in England increasingly disenfranchises a significant component of the population in terms of both gender and cultural heritage. Recent ‘culture wars’ have highlighted the legacy of colonialism and have led educators to decolonise the curriculum and prioritise social justice. Continuing racism within civil society demonstrates the need for a general recognition that cultures are desirably diverse and internally plural. (shrink)

This is because it enables the understanding of how cultural products are translated into policies that shape the society. Damaged Cultural Mentality: Causes and Solutions -/- A damaged cultural mentality refers to the deeply ingrained patterns of thinking, beliefs, and behaviors within a society that limit personal and collective progress. These mentalities are shaped by historical events, societal norms, and traditional practices, and they often perpetuate harmful ideologies that can stifle innovation, critical thinking, and the well-being of individuals. Reforming such mentalities is a complex process because it requires addressing not only external behaviors but also the internalized beliefs and (...) values that define a community or nation. In this essay, we will explore the causes of damaged cultural mentality and discuss potential solutions for reform. -/- Causes of Damaged Cultural Mentality -/- 1. Historical Legacy and Trauma A significant factor in the development of a damaged cultural mentality is historical trauma. Societies that have experienced colonization, war, or oppression often carry the psychological scars of these events for generations. These experiences can instill a sense of inferiority, fear, or distrust in individuals, leading to self-destructive behaviors and societal divisions. For example, cultures that have been colonized may adopt the values of their colonizers, while simultaneously developing a resistance to anything perceived as foreign or different. This dichotomy can create confusion and hinder progress, as individuals navigate conflicting cultural ideals. -/- 2. Cultural Inertia and Tradition Traditions and cultural norms are powerful forces that shape the way people think and behave. In many societies, traditional ways of thinking are upheld as sacred and immutable, which can prevent growth and adaptation. This cultural inertia is often rooted in the belief that the past holds all the answers to present-day problems. Over time, this mentality becomes so ingrained that questioning or deviating from tradition is seen as unacceptable or disrespectful. As a result, harmful practices such as gender inequality, caste systems, or rigid social hierarchies can persist, even when they no longer serve the well-being of the population. -/- 3. Social Conditioning and Peer Pressure From an early age, individuals are socialized into the values and norms of their society. This social conditioning shapes how people perceive themselves and others, often reinforcing stereotypes, biases, and prejudices. Peer pressure, in the form of societal expectations and the desire for acceptance, further perpetuates these mentalities. In some cases, individuals may even internalize harmful cultural beliefs, causing them to perpetuate practices that harm both themselves and others. For instance, the glorification of materialism or the devaluation of education can become entrenched in a culture, limiting opportunities for progress. -/- 4. Lack of Critical Thinking and Education A significant barrier to reforming a damaged cultural mentality is the lack of critical thinking and education. In societies where education is either inaccessible or insufficiently emphasized, individuals may not be equipped to question or analyze the cultural norms and beliefs that govern their lives. Without the tools to critically evaluate their beliefs, people are more likely to accept societal constructs without challenge, thus maintaining the status quo. Additionally, when education is overly focused on rote memorization or conformity, rather than on fostering creativity and critical thinking, it becomes difficult to challenge harmful cultural ideologies. -/- Solutions to Reform a Damaged Cultural Mentality -/- 1. Holistic Education and Critical Thinking One of the most effective ways to combat a damaged cultural mentality is through education. Education should not only focus on academic knowledge but also on the development of critical thinking skills. By encouraging students to question and analyze the beliefs and practices around them, they can develop a deeper understanding of how cultural mentalities shape their lives. Furthermore, education should emphasize the value of empathy, diversity, and open-mindedness, enabling individuals to appreciate different perspectives and challenge harmful stereotypes. A holistic education system that encourages inquiry and reflection can be a powerful tool in breaking the cycle of damaged cultural mentalities. -/- 2. Promotion of Dialogue and Inclusivity Reforming cultural mentalities requires creating spaces for open dialogue and exchange of ideas. In many societies, people are reluctant to challenge traditional beliefs because of fear of ostracization or punishment. To address this, it is essential to foster a culture of inclusivity, where individuals feel safe expressing their views and engaging in meaningful conversations. Platforms for discussion, such as community forums or workshops, can allow individuals to voice their concerns and hear different viewpoints. This exchange of ideas helps broaden perspectives and encourages people to re-evaluate harmful mentalities. -/- 3. Leveraging Media and Technology In today’s interconnected world, media and technology have the potential to reach a wide audience and influence societal change. By using media platforms to promote positive cultural values and challenge damaging ideologies, societies can shift public attitudes. Documentaries, social media campaigns, and online education can highlight the negative consequences of certain cultural practices and showcase examples of reform and progress. For instance, campaigns advocating for gender equality or environmental conservation can gradually reshape societal values and encourage individuals to adopt more balanced and sustainable mindsets. -/- 4. Cultural Adaptation and Integration While it is important to preserve cultural traditions that promote well-being and unity, it is also necessary to adapt and evolve in response to changing circumstances. A key solution for reforming a damaged cultural mentality is integrating progressive values with traditional ones. This approach allows for the preservation of cultural identity while also embracing values such as equality, respect for human rights, and social justice. Leaders and influencers within a society must take on the role of cultural reformers, guiding their communities toward practices that are both progressive and culturally relevant. -/- 5. The approach to analysing population ageing and its impacts on the economy has evolved in recent years. There is increasing interest in the development and use of products and services related to gerontechnology as well as other social innovations that may be considered as central parts of the "silver economy." However, the concept of silver economy is still being formed and requires detailed research. This article proposes a typology of models of the silver economy in the European Union at the (...) national and regional levels. This typology was created by comparing the Active Ageing Index to the typology of varieties and cultures of capitalism and typology of the welfare states. Abstract In The Descent of Man (1879), Charles Darwin proposed a speculative evolutionary explanation of extended benevolence—a human sympathetic capacity that extends to all nations, races, and even to all sentient beings. This essay draws on twenty-first century social science to show that Darwin’s explanation is correct in its broad outlines. Extended benevolence is manifested in institutions such as legal human rights and democracy, in behaviors such as social movements for human rights and the protection of nonhuman animals, and in (...) normative attitudes such as emancipative values and a commitment to promote the rights or welfare of animals. These phenomena can be substantially explained by cultural evolutionary forces that trace back to three components of what Darwin called the human “moral sense”: (1) sympathy, (2) our disposition to follow community rules or norms, and (3) our capacity to make normative judgments. Extended benevolence likely emerged with “workarounds,” including political ideologies, that established an inclusive sympathetic concern for sentient life. It likely became as widespread as it is now due to recently arisen socio-economic conditions that have created more opportunities for people to have contact with and take the perspective of a broader cross-section of humanity, as well as other species. Allen Buchanan proposes a methodological framework with which theorists may evaluate different theories of secession, including the National Self-Determination theory. An important claim he makes is, because the right to secede is inherently institutional, any adequate theory of secession must include, as an integral part, an analysis of institutional morality. Because the National Self-Determination theory blatantly lacks such an analysis, Buchanan concludes that this theory is inherently flawed. In this paper, I consider Buchanan’s framework and the responses from (...) supporters of national self-determination theory. I try to clarify the confusion shared by both parties. I conclude that, although Buchanan’s theory of institutional morality is sound, his critiques of the national self-determination theory fails. (shrink)

It does not thrive on holistic import of artifacts across cultural latitude without prior look into the expediency and workability of such. With reference to Africa, development pattern must ensue from the people’s experience and integrated to the global network in pragmatic nature. It is not transferred technology nor a consumer’s economy. It is not attainable at the undermining of indigenous initiative and the strong ethos that define our brotherhood. So, a thorough hermeneutic of development in Africa must pay crucial attention to the cultural imperatives, the ethos and perception of development as an organic whole, not an absolute concentration on the technical and the economical. The Alaska National Interest Lands Conservation Act of 1980 requires federal agencies to provide a meaningful role for rural subsistence harvesters in management of fish and wildlife in Alaska. We constructed an interpretive analysis of qualitative interviews with residents of the Yukon-Kuskokwim Delta. Stakeholders' perceptions of their roles and motivations to participate in collaborative management are linked to unseen and often ignored cultural features and differing worldviews that influence outcomes of collaboration. Agencies need to better understand Yup'ik preferences for (...) working together and change their formats and methods of public engagement. More frequent and higher quality interactions among stakeholders in rural communities will create awareness of cultural differences. Improved awareness will allow managers to design and implement a process that is culturally appropriate and increase the meaningfulness of collaborative management. (shrink)

A resurgence of national and international interest in citizenship education, citizenship and social cohesion has been coupled with an apparent emergence of a language of crisis (Sears & Hyslop‐Margison, 2006). Given this background, how can or should one consider a subjective sense of membership in a single political community? What this article hopes to show is that confining the subject of citizenship or patriotism to a national framework is inadequate in as much as there are grounds to argue (...) for a more expansive and, at the same time, integrated outlook. Patriotism, like Citizenship, is still open to interpretation and potentially in danger of falling short of a richer conception. Education, therefore, needs to incorporate inclusive practices and encourage an integrative mindset in order to accommodate: increasingly complex identities, associations, experiences and continuing changes in the political landscape. In this article, the author argues for the importance of learning ways in which to value and respect diversity while working towards a principle of unity in diversity. Cultivating a subjective sense of membership in a single world polity is vital in matters pertaining to sustainability and justice. In response to considering possible ways of sharing a subjective sense of membership in a single community and some implications for Citizenship, Patriotism and Citizenship Education, this article looks to three areas: ways in which to understand the notion of citizenship and patriotism, cultural crises and the notion of a cosmopolitan nation and, finally, the personal dimension to education for world citizenship. This article critically details how the work of Slavoj Žižek theoretically elaborates on the links between nationalism and sport. Notably, it highlights how key terms, drawn from Žižek’s work on fantasy, ideology and the Real (itself grounded in the work of Jacques Lacan), can be used to explore the relationship between sport, nationalism and enjoyment (jouissance). In outlining this approach, specific attention is given to Žižek’s account of the ‘national Thing’. Accordingly, by considering the various ways in which sport (...) organizes, materializes and structures our enjoyment, the emotive significance of sport during national sporting occasions is both introduced and applied. Moreover, it is argued that such an approach offers a unique and valuable insight into the relationship between sport and nationalism, as well as an array of social and political antagonisms. Erich Rothacker (1888–1965) was a key figure in early-twentieth-century philosophy in Germany. In this paper, I examine the development of Rothacker’s philosophy of culture from 1907 to 1945. Rothacker began his philosophical career with a völkerpsychological dissertation on history, outlining his early biologistic conception of culture (1907–1913). In his mid-career work, he then turned to Wilhelm Dilthey’s (1833–1911) Lebensphilosophie (philosophy of life), advancing a hermeneutic approach to culture (1919–1928). In his later work (1929–1945), Rothacker developed a cultural (...) anthropology. I shall argue that Rothacker’s later theory of culture retained key motifs of his earlier works. In this way, I trace central aspects of Rothacker’s reception of both Völkerpsychologie and Lebensphilosophie. The paper focuses on two aspects of Rothacker’s philosophical development that deserve more attention than they have received to date: his reception of Völkerpsychologie and the political character of his theories of culture. Rothacker’s theoretical work was closely connected to his political conservatism, which culminated in his engagement with National Socialism. The paper unearths problematic aspects of the legacy of Völkerpsychologie and Lebensphilosophie in early twentieth-century German thought. (shrink)

The aim of this chapter is to clarify the use and meaning of the concept of relativism in the context of National Socialism (NS). Section 1 examines the critical reproach that NS is a form of relativism. I analyze and criticize the common core of this widespread argument which has dominated discussions about the topic up to the present. Section 2 sketches the general debates on relativism before and during NS. I show that fascist thought could be associated with (...) both relativism and anti-relativism. In contrast to the received view, I argue that Nazi intellectuals regarded relativism as problem, and presented NS as the overcoming of relativism. Subsequently I turn to two major philosophers who connected their philosophy with NS. Section 3 investigates Bruno Bauch’s (1887–1942) nationalist philosophy. I show that he linked his concept of the nation with an objectivist value theory intended to oppose all kinds of relativism. Section 4 turns to Erich Rothacker’s (1888–1965) cultural anthropology. I argue that the revision of his philosophical views in the 1930s was accompanied by a political turn towards NS and a withdrawal from relativism. The brief conclusion (Section 5) summarizes the findings of the chapter. I conclude that, in the context of NS, relativism is mostly used in a pejorative sense. (shrink)

The loss, through deterioration or disappearance, of any of these most prized assets constitutes an impoverishment of heritage of all the people of the world. It tells us about the traditions, the beliefs and the achievements of a country and its people. Tourism is concentrated in the predominantly Buddhist settlements of the Indus Valley, of which the ancient capital (...) and trading center of Leh. It is a land of rich culture, traditional knowledge and natural wonders. The strength of locals to tolerate the geographical and climatic extremities often leaves the visitors overcome with amazement. Visitors come to see a preindustrial culture, tour the Buddhist monasteries, and take in the dramatic mountain vistas. Over the years, Ladakh has gained popularity as a unique tourist destination. Mass tourism has acted as a powerful catalyst for change that is extremely challenging. Tourism has an enormous influence on the local economy, ecology and Society. The tourism economy is centered around Leh, and very little of the economic benefit of tourism accrues to the more than 90 percent of Ladakh is who live outside of this area. Within Leh the handful of Ladakhis who own large hotels benefit disproportionately. The openness and friendliness that Ladakh is have traditionally shown to visitors has been eroded by the commercialization of their culture and their understandable resentment toward the invading crowds. Theft, virtually unknown in traditional Ladakhi society, is now a common complaint among urban tourists and trekkers alike, and children now plague visitors for handouts. In the past few years, this unique culture has suffered great losses and indigenous communities, have included themselves in the fold of unchecked globalization, further damaging their cultural wealth. Tourism industry is crucial for Ladakh as a source of livelihood at the same time; it is posing a colossal threat to its cultural and environment legacy. No government or non-government organization can contribute to the conservation of the society without the participation of local communities. (shrink)

The aim of the study is to develop theoretic and methodological recommendations and practical activities for the positive social, managerial, organizational and economic development of historical and cultural tourist destinations. In theoretical terms: the role of historical and cultural tourist destination in the development of the region has been established; the historical and cultural tourist destinations have been identified; the author’s classification of historical and cultural tourist destinations has been developed basing tourist visiting activeness; the author’s methodological approach to the (...) diagnosis and creating tools for development of historical and cultural tourist destinations, comprehensively taking into account resource and factor components, has been presented. In practical terms: variations of the activities aimed at the positive development of historical and cultural tourist destinations have been proposed; the description of measures aimed at the creation of a historical and cultural complex on the example of the designed historical and cultural complex “Stara Samar” has been given. The results of the study are applicable for a wide range of historical and cultural tourist attractions: territories, landscapes and elements of landscapes, historical settlements, parks, film studios, historical and cultural heritage sites, history and culture monuments, burial sites, places of worship, sites of social cultural infrastructure. The author’s recommendations provide obtaining commercial results and ensuring a social and cultural effect for businessmen, managers, local communities in the management of existing or in the creation of new historical and cultural tourist destinations. This article, arising from a comparative European Commission project, analyses different national perspectives on bioethics issues.

Climate change and environmental degradation are threatening the existence of humanity. The youth have the potential and capability to play a pivotal role in tackling these challenges. Therefore, the current study aims to examine how school and family environmental education can enhance environmental knowledge, willingness to take action, and pro-environmental behaviors among children and young people. The Bayesian Mindsponge Framework (BMF) analytics was utilized on a nationally representative dataset of 2069 Vietnamese primary, secondary, and high school students. The analysis results (...) suggest that school and family environmental education is beneficial for improving students’ environmental knowledge and willingness to take environmental actions. Notably, the effect of school education is more substantial for cultivating environmental knowledge, whereas family education has a stronger impact on raising students’ willingness than school education. Students with higher levels of environmental knowledge are more likely to conduct pro-environmental behaviors only when they are willing to take environmental actions. If students are unwilling to act, higher environmental knowledge is negatively associated with the likelihood of pro-environmental behavior. Following these findings, we call for coordinated education efforts of schools and families to cultivate students’ eco-surplus culture. The education efforts should be implemented along with exposing students to environmental settings and encouraging them to read environmental books. (shrink)

—This paper sets out to re-examine the impact of global television on the behavior of youths in Nigeria. The paper identifies cultural imperialism as the most significant impact of global television achieved through programs like sports, drama, musicals, and violent movies transmitted to Nigeria and other third world nations. These programs are transmitted under the guise of informative, educational and entertainment programs while the Nigerian youths are the most affected victims. Through careful analysis of previous researches and literatures, this paper (...) posits that Nigerian youths are caught between the dilemma of the foreign cultures and their indigenous cultures in terms of dress codes, speech, dance and the general ideologies. This paper concludes that aggressive cultural communication and government’s programs targeted at youths at all levels are one of the suggestions that can help tame the cultural dilemma among the youth. Cinema is not only a space in which directors act with the aim of making art, but they also reflect their own testimonies and political perspectives; this study, which claims to be related to representation strategies that contain various interests and desires; It is of the opinion that different ideological approaches are reflected on the screen by political and cultural elites in line with the construction, legitimacy and movement of identities and images. In this study, which examines the Türkiye’nin Kalbi (...) Ankara movie, which was shot in the intense socio-political atmosphere of the 1930s and was shot to tell Turkey's nationalization process and modernization experience through the capital Ankara; the manifestation of the Turkish nation-building process in cinema is discussed through the relationship between nationalism and cinema. The aim of this study is to explain the intellectual formation, cultural and political implementation of the Azerbaijan National Movement in Azerbaijan under the rule of Tsarist Russia from the mid-19th century to 1918 and resulted in the establishment of the Democratic Republic of Azerbaijan in the context of Miroslav Hroch's approach to the three-phase development of national movements. It is very important to understand Miroslav Hroch's approach in order to understand the originality, fundamental dynamics and the way (...) of development of the Azerbaijani National Movement, which was revealed by the Turkish nationalists in Azerbaijan with many discourses and practices. In this study, the history of Azerbaijan National Movement is divided into three phases through Hroch's approach. Phase A, which began in the mid-19th century, had a purely cultural, literary and folkloric content, while a modern nation from the ethnic group was formed by the nationalist agitation through the transition to Phase B in the early 20th century. After the Russian Revolution of 1905, the Azerbaijani National Movement gained mass support and moved on to Phase C. -/- . (shrink)

Different approaches to the definition of organizational culture are considered; its types, essential elements and functions in the organization are characterized. Author's point of view on organizational culture in a broad and narrow sense is formulated. Some peculiarities of employees’ perception of organizational culture in Ukrainian enterprises are analyzed.

Problematizing the coming fruition of cultural transformation and autonomy of thinking, this essay attempts to give Filipino society a disillusioned view of its national character. Centering on Leonardo Mercado’s trite notion of a given and almost static culture, the essay argues that cultural change is possible and necessary in the formation of a culture of intellectualization. This essay also serves to expose the working assumptions at the core of Mercado’s brand of Filipino Philosophy to deliver a prompt (...) reminder of the purpose of philosophizing as an emancipative act from any face of social oppression. Ultimately, it challenges the view that Filipinos have to be unguarded and complacent with a “nativized” culture of corruption. (shrink)

English title: The Reception of Søren Kierkegaard’s Thought in Józef Tischner’s Philosophy. The aim of this article is to indicate sources of Józef Tischner’s philosophical inspiration in Søren Kierkegaard’s texts. For Tischner Kierkegaard apperared as a great expert of human matters and as a exquisite, subtle romantic writer. In his refined use of metaphors Tischner searches material to describe a network of almost imperceptible connections of values, norms and customs, by which a human being is wrapped in his/her everyday life. (...) This network Tischener calls a „little axiology of everyday life”. He does not penetrate in all the structure of the very complicated existential philosophy of Søren Kierkegaard, but using his quasi-fenomenological descriptions our philosopher performs his own analises in the sphere of philosophy of drama and philosophy of meeting. Tischner devotes a lot of attention to a phenomenon of existential dispair, and to a certain degree he has a dispute with Kierkegaard. In the last part of this article were indicated philosophical divergences of both philosophers, which have the source in different Christian profession and in historical differences of national cultures. European colonialism is an extremely controversial affair in world history that is also discussed today. This paper explores the influence of these happenings as the world incorporates the culture of European in every step of life. Europe dominated almost the entire world and its people were leaders in science and technology. European languages, literature, and culture spread all over the globe. Decisions in Europe largely determined global events for centuries. The other continents did not approach European power until (...) after WW1 or WW2. Europe consisted of constantly competing nations, and this competition spurred development. Europe achieved world hegemony in the years after 1500 A.D., primarily due to technological advancements, scientific research, political development of nations with stable succession and continuity, and a culture dominated by Christianity.
