This paper empirically raises and examines the question of ‘conceptual control’: To what extent are competent thinkers able to reason properly with new senses of words? This question is crucial for conceptual engineering. This prominently discussed philosophical project seeks to improve our representational devices to help us reason better. It frequently involves giving new senses to familiar words, through normative explanations. Such efforts enhance, rather than reduce, our ability to reason properly, only if competent language users are able (...) to abide by the relevant explanations, in language comprehension and verbal reasoning. This paper examines to what extent we have such ‘conceptual control’ in reasoning with new senses. The paper draws on psycholinguistic findings about polysemy processing to render this question empirically tractable and builds on recent findings from experimental philosophy to address it. The paper identifies a philosophically important gap in thinkers’ control over the key process of stereotypical enrichment and discusses how conceptual engineers can use empirical methods to work around this gap in conceptual control. The paper thus empirically demonstrates the urgency of the question of conceptual control and explains how experimental philosophy can empirically address the question, to render conceptual engineering feasible as an ameliorative enterprise. This paper examines two parallel discussions of scientific modeling which have invoked experimentation in addressing the role of models in scientific inquiry. One side discusses the experimental character of models, whereas the other focuses on their exploratory uses. Although both relate modeling to experimentation, they do so differently. The former has considered the similarities and differences between models and experiments, addressing, in particular, the epistemic value of materiality. By contrast, the focus on exploratory modeling has highlighted the various kinds of (...) exploratory functions of models in the early stages of inquiry. These two perspectives on modeling are discussed through a case study in the field of synthetic biology. The research practice in question explores biological control by making use of an ensemble of different epistemic means: mathematical models and simulations, synthetic genetic circuits and intracellular measuring devices, and finally electronic circuits. We argue that the study of exploratory modeling should trace the ways different epistemic means, in different materialities, are being combined over time. Finally, the epistemic status of such novel investigative objects as synthetic genetic circuits is evaluated, with the conclusion that they can function as both experiments and models. (shrink)

In this project, a prototype and implementation of Smart Home Automation with Wi-Fi technology are demonstrated. ESP8266 is used as a Wi-Fi technology. The proposed system consists of a hardware interface and software interface. In the hardware interface, the integration of ESP8266 Wi-Fi technology for controlling home appliances, door lock and unlock and sensors is manifested, and an application is provided for controlling to multiple users of home, with smart phones, tablets, and laptops. This system is one of the best methods for controlling home devices with ease with multiple users and one of the best methods for an energy management system. The access to the whole system is given by its admin only to different users. This system is also expandable for controlling various appliances used at home and also for the security and safety purpose of the home through sensors as long as it exists on Wi-Fi network coverage. Although energies produced by RES do not cause pollution, they are stochastic and hence challenging to manage. This disadvantage makes high penetration of RES risky for the stability, dependability, and power quality of main electrical grids. To provide maximum energy sustainability and best energy usage, hybrid energy systems must manage energy efficiently. Incubator must provide stable levels of temperature, relative humidity and oxygen concentration. Temperature on infant incubator must be maintaned around 36°C-38°C. In order to control that, adaptive Fuzzy- PI controller is proposed and implemented on infant incubator’s prototype. This research use DHT11 sensor as sensing element and the control method are actuated by lightbulbs. (...) The controller used Microcontroller Atmega16 as processor which output determines the amount of power supplied to the lightbulb by employing pulse width modulation and MOSFET triggered circuit. Tests were carried out on temperature references that correspond to the standard incubator temperature range of 36°C to 38°C. References changes (fluctuatif reference) test and disturbances test were also carried out to prove system performance. The tests result on fixed reference temperatures were able to reach a stable setpoint with time rise (tr) around the 200 second with the highest overshoot maximum steady state error below 5%. The main objective of our project is to construct a fully functional voice-based home automation system that uses the Internet of Things and Natural Language Processing. The home automation system is user-friendly to smartphones and laptops. A set of relays is used to connect the Node MCU to homes under controlled appliances. The user sends a command through the speech to the mobile devices, which interprets the message and sends the appropriate command to the specific appliance. The voice command (...) given by the user is interpreted by the mobile device using Natural Language Processing. The system utilizes a node microcontroller unit (Node MCU) as a Wi-Fi-based gateway to connect to the Google Assistant. It determines operation must be completed by which the appliance to fulfill the user’s request. The user increased mobile capabilities we will be using a smart phone in this project. Small MGS (microgrid systems) are capable of decreasing energy losses. Long-distance power transmission lines are constructed by integrating distributed power sources with energy storage subsystems, which is the current trend in the development of RES (renewable energy sources). Although energies produced by RES do not cause pollution, they are stochastic and hence challenging to manage. This disadvantage makes high penetration of RES risky for the stability, dependability, and power quality of main electrical grids. The energies obtained from RES must (...) thus be integrated in the best possible way. To provide maximum energy sustainability and best energy usage, hybrid energy systems must manage energy efficiently. In order to improve power management and make better use of RES, this study offers a hybrid energy power management controller based on hybrid MABC (modified artificial bee colony) and ANN (artificial neural network) for MGS, PVS (photovoltaic system), and WT (wind turbine). Controlling power flows between grids and energy sources is the suggested approach for power control. This qualitative case study investigates the environmental implications of tourist arrivals in Matabungkay Beach, Lian, and their impact on the destination image. Through in-depth interviews with seven key stakeholders, including local residents, business owners, and environmental activists, the study explores perceptions, concerns, and potential solutions regarding the intersection of tourism and environmental sustainability. Findings reveal a complex relationship between tourism and environmental degradation, with participants expressing concerns about poor waste management, impacts on destination image, and health concerns. Despite these challenges, participants highlight existing initiatives and potential solutions, including community-based conservation efforts, sustainable tourism practices, and enhanced regulations. The study underscores the need for comprehensive strategies includes formulated an ordinance for comprehensive waste management and pollution control ordinance to optimize the destination image of Matabungkay Beach while addressing its environmental challenges. The performance in the delivery of environmental management programs of the local government of Lezo, Aklan, Philippines was evaluated in this study. Through the Multi-Stage Random Probability Sampling technique, 150 respondents from barangays’ share in the municipal population were determined based on the Philippine Statistical Authority’s Data on Census Population and Housing for the 2015. The probability respondents were selected using the Kish Grid where female respondents were given even numbered questionnaires while male respondents were assigned odd numbers. The four (...) major core concepts namely awareness, availment, satisfaction and need for action were used in measuring the ratings presented in frequency and percentage distributions. Interview was also conducted to gather reasons for their ratings. The study inferred that majority of the respondents were highly aware of the community-based greening project. However, low awareness was attained on projects such as air pollution control program and waste-water management. A high percentage of respondents have availed the environmental management programs except for solid waste management. Overall, majority of the respondents were satisfied of the environmental management programs rendered by the local government unit and therefore needs less action. This study evaluated the citizens’ assessment ofthe delivery of environmental management programs of the Local Government Unit (LGU) of Banga, Aklan employing the CitizenSatisfaction Index System (CSIS). Particularly, the study determined the awareness, availment, satisfaction,and need for action on the LGU’s environmental management programs. The study applied a mix of quantitative and qualitative methods. The samples were determined by applying the Multi-Stage Random Probability Sampling technique to give all the citizens an equal chance to be selected as a participant. The (...) 150 respondents were drawn from barangays with larger shares of the population. The qualified sample respondents were identified using the Kish Grid. All respondents were 18 years old and above. An odd-numbered questionnaire was administered to male respondents while an even-numbered questionnaire was targeted to female respondents. The reasons for their response were likewise gathered. The study concluded that most of the respondents were aware of the clean-up programs/projects. On the other hand, a low awareness was attained on projects such as air pollution control programs and solid waste management. A high percentage of respondents had availed of environmental management programs offered in the LGU. Overall, many respondents were happy with the local government unit's environmental management activities, indicating that less action is necessary. The LGU should improve its air pollution control and solid waste management initiatives, according to the recommendations. Appropriate measures must be used to persuade people to participate, particularly those who burn their trash. Seminars and courses on appropriate trash disposal are held and conduct of regular tree-planting activities may be carried out to help resolve this problem. (shrink)

In this paper, I first examine the classification of mental derangements contained in Kant’s "Anthropology from a Pragmatic Point of View", in order to highlight the role played by imagination in their pathogenesis. Body as a radical reality in human activity is a common thesis in the phenomenological thought, from its origin in the work of Edmund Husserl, in those of Maurice Merleau-Ponty and Michel Henry, to post-phenomenological currents, including Don Ihde and the American school. As a complementary thesis, they highlight the presence of the body in technologies: its deep interaction and integration, generating a certain bodily extension that makes the user-device an environment of intentional feedback through which flows the matter of (...) the experienced. Through the synthesis of previous techniques, digital media have deepened this capacity for integration: through embodiment and representation, hardware and software, multiple forms of bodily extension are experimentable. From the construction of these alternative corporealities emerges the narrative of a digital body as a 'real body', controlled by us, fully equivalent and similar to our own bodies. In this text we propose a brief analysis of digital corporeality based on phenomenological reflections, especially those around tactile self-perception, as a foundation for a criterion of bodily identity applicable to these technologies and which reclaims the original and carnal experience of the user. This study investigated the effectiveness of utilizing induced magnetism on the seed germination of radish (Raphanussativus) in terms of growth rate, growth speed, shoot growth, and overall development. This study utilized two groups that consisted of an experimental group where induced magnetism was present one control group where there was an absence of induced magnetism in the seed germination of Radish (Raphanus sativus). Moreover, this study aimed to determine the significant difference between the two in terms growth rate, growth (...) speed, shoot growth, and overall development. Both groups had the same amount of radish (Raphanus sativus) seeds planted in a rectangular wooden container with the same amount of measurement and soil content. This study used an experimental research design by utilizing the functions of an Electromagnetic Induction Device (EID) comprised of a 12v motor battery, light bulb, coiled wire, and switch. The EID was turned on for 10 minutes every day where the electric volts generated by the 12v motor battery were transported through the coiled wire and distributed to the metallic iron screen surrounding the area of the experimental group. The data gathered during the 12-day observation of the growth of radish (Raphanus sativus) were tabulated, analyzed, and evaluated using mean tests, standard deviation, and T-test. Based on the result and analyses of the gathered data, it was found that the experimental group, the one with the presence of induced magnetism, surpassed the control group in terms of growth speed, shoot growth, and overall seed development. However, it was also revealed that in terms of growth rate, there is no significant difference between the control group and experimental group. Therefore, the utilization of Induced Magnetism on the seed germination of radish (Raphanus sativus) is effective in terms of growth speed, shoot growth, and overall development. (shrink)

Intelligent wheelchair System research based on Brain Computer Interface (BCI) is a cross-disciplinary and futuristic research in brain science, information science and control science. It is expected to provide a new channel for patients with severe sports disabilities to communicate with external devices. Several kinds of brain-computer interface (BCI) systems have been proposed to make up for the absence of clinical innovation for helping patients who lost the the ability to use motor functions to communicate with the outside (...) world. However, most of the proposed systems are limited by their non-portability and inconvenience. In this paper, a BCI intelligent wheelchair system based on Steady State Visual Evoked Potential (SSVEP) and Alpha wave is proposed. This BCI wheelchair uses the fusion of SSVEP and Alpha wave to realize the asynchronous control, uses the Mecanum wheel accomplish the omni-directional movement and group taskrelated component analysis (gTRCA) algorithm achieve multi-frequencies EEG signal analysis. In order to detect the proposed system’s efficiency and effectiveness, five subjects conducted corresponding wheelchair control experiments. The corresponding experiment results show that the proposed system can accomplish the wheelchair’s asynchronous control and omni-directional movement with high accuracy and high Information Transfer Rate (ITR). There is an existing debate regarding the view that technological instruments, devices, or machines can assert ‎or testify. A standard view in epistemology is that only humans can testify. However, the notion of quasi-‎testimony acknowledges that technological devices can assert or testify under some conditions, without ‎denying that humans and machines are not the same. Indeed, there are four relevant differences between ‎humans and instruments. First, unlike humans, machine assertion is not imaginative or playful. Second, ‎machine assertion is (...) prescripted and context restricted. As such, computers currently cannot easily switch ‎contexts or make meaningful relevant assertions in contexts for which they were not programmed. Third, ‎while both humans and computers make errors, they do so in different ways. Computers are very sensitive to ‎small errors in input, which may cause them to make big errors in output. Moreover, automatic error control ‎is based on finding irregularities in data without trying to establish whether they make sense. Fourth, ‎testimony is produced by a human with moral worth, while quasi-testimony is not. Ultimately, the notion of ‎quasi-testimony can serve as a bridge between different philosophical fields that deal with instruments and ‎testimony as sources of knowledge, allowing them to converse and agree on a shared description of reality, ‎while maintaining their distinct conceptions and ontological commitments about knowledge, humans, and ‎nonhumans.‎. In this paper, I argue that looking at the concept of neural function through the lens of cognition alone risks cognitive myopia: it leads neuroscientists to focus only on mechanisms with cognitive functions that process behaviorally relevant information when conceptualizing “neural function”. Cognitive myopia tempts researchers to neglect neural mechanisms with noncognitive functions which do not process behaviorally relevant information but maintain and repair neural and other systems of the body. Cognitive myopia similarly affects philosophy of neuroscience because scholars overlook (...) noncognitive functions when analyzing issues surrounding e.g., functional decomposition or the multifunctionality of neural structures. I argue that we can overcome cognitive myopia by adopting a patchwork approach that articulates cognitive and noncognitive “patches” of the concept of neural function. Cognitive patches describe mechanisms with causally specific effects on cognition and behavior which are likely operative in transforming sensory or other inputs into motor outputs. Noncognitive patches describe mechanisms that lack such specific effects; these mechanisms are enabling conditions for cognitive functions to occur. I use these distinctions to characterize two noncognitive functions at the mesoscale of neural circuits: subsistence functions like breathing are implemented by central pattern generators and are necessary to maintain the life of the organism. Infrastructural functions like gain control are implemented by canonical microcircuits and prevent neural system damage while cognitive processing occurs. By adding conceptual patches that describe these functions, a patchwork approach can overcome cognitive myopia and help us explain how the brain’s capacities as an information processing device are constrained by its ability to maintain and repair itself as a physiological apparatus. Home management and controlling have seen a great introduction to network that enabled digital technology, especially in recent decades. For the purpose of home automation, this technique offers an exciting capability to enhance the connectivity of equipment within the home. Also, with the rapid expansion of the Internet, there are potentials that added to the remote control and monitoring of such network-enabled devices. In this paper, we had been designed and implemented a fully manageable and secure smart home (...) automation system based on a cloud computing system with an ESP Arduino system. The security of home had been improved by adding a complete camera system with a GSM communication technique to connect the Arduino output data to an external specified number if there is no internet provider. We used three sensors for temperature, gas, and motion measurements. The ESP8226 Wi-Fi device programmed the sensors to maintain the sensors measurements and transfer them to the cloud server database which is programmed to the web server via Appatshy and Mysql formats. The system implemented with high time response so that all readings updated and appeared spontaneously. The designed system should be effective, a secure, and rapid response real-time smart home system should be achieved. (shrink)

A ventilator is a device that provides cool air by moving the air in or out of the lungs, inhaling a patient who is not fit to smell, or breathing properly. In this paper, a resistive chest belt sensorbased mechanical ventilator is designed to provide the COVID-19 patient with the volume of air you need to deliver with the expansion of the patient's chest in need of more air. The resistive band sensor senses the expansion of the patient's chest and (...) controls the solenoid valve attached to the oxygen compressor. The function of the respirator is tested with the MATLAB / Simulink tool with the help of a Proportional Integral Derivative (PID) Controller and a promising result obtained. (shrink)

The conjunction of wireless computing, ubiquitous Internet access, and the miniaturisation of sensors have opened the door for technological applications that can monitor health and well-being outside of formal healthcare systems. The health-related Internet of Things (H-IoT) increasingly plays a key role in health management by providing real-time tele-monitoring of patients, testing of treatments, actuation of medical devices, and fitness and well-being monitoring. Given its numerous applications and proposed benefits, adoption by medical and social care institutions and consumers may (...) be rapid. However, a host of ethical concerns are also raised that must be addressed. The inherent sensitivity of health-related data being generated and latent risks of Internet-enabled devices pose serious challenges. Users, already in a vulnerable position as patients, face a seemingly impossible task to retain control over their data due to the scale, scope and complexity of systems that create, aggregate, and analyse personal health data. In response, the H-IoT must be designed to be technologically robust and scientifically reliable, while also remaining ethically responsible, trustworthy, and respectful of user rights and interests. To assist developers of the H-IoT, this paper describes nine principles and nine guidelines for ethical design of H-IoT devices and data protocols. (shrink)

In this essay I take up the later major anti-Semitic propaganda pieces, all of them released in 1940. They were produced under Goebbels explicit orders to each of the three Nazi-controlled studios to produce an anti-Semitic film. The three films produced were: The Rothschilds Share at Waterloo; Jud Suss; and The Eternal Jew. These films were much more powerful propaganda pieces in intensifying anti-Semitic feelings—those feelings of difference, disgust, and danger. For each film, I point to the scenes that arouse (...) the feelings even more profoundly than did the earlier films. The Rothschilds’ Shares at Waterloo put forward the conspiracy theory (widespread to this day) that Jewish bankers form a conspiratorial cabal bent upon world domination. Jew Suss (which was presented as historically true) pushes the narrative of Jews using money to take power, and of their boundless lust for young Christian women (hence the danger of “racial pollution”). Of all the anti-Semitic propaganda films the regime produced, the top regime figures considered this to be the most powerful—about 40% of German adults of the time saw this film. It is banned in Germany to this day. Finally, The Eternal Jew—perhaps the most infamous of the group—is presented as a truthful documentary. While this sham documentary was a comparative box office flop, it was widely used as a training film. (shrink)

There are three ways to control our future conduct: by causing it, by manipulating our future selves, or by taking future-directed decisions. I show that the standard accounts of future-directed decisions fail to do justice to their distinctive contribution in intentional diachronic agency. The standard accounts can be divided in two categories: First, those that conflate the operation of decisions with that of devices for either physical constraint or manipulative self-management. Second, accounts that, although they acknowledge the non-manipulative (...) nature of decisions, offer too restrictive a view of source of their effectiveness over time. I argue that a comprehensive view of decisions must acknowledge that there is a variety of ways in which they can be effective, which range from the exercise of rational authority to the reliance on sub-agential psychological propensities. What keeps all of these mechanisms together as possible explanations of the role of decisions in supporting diachronic intentional agency is that these mechanisms operate under a common regulative ideal of diachronic agency: the agent’s reliance on the continuous sense of the stability of the choiceworthiness of the action, regardless of her prior decision to perform it. In light of this regulative ideal, the contribution of effective decisions to diachronic agency is thus in principle dispensable although usually necessary for limited beings like us. (shrink)

In 2020, the European Union announced the award of the contract for the biometric part of the new database for border control, the Entry Exit System, to two companies: IDEMIA and Sopra Steria. Both companies had been previously involved in the development of databases for border and migration management. While there has been a growing amount of publicly available documents that show what kind of technologies are being implemented, for how much money, and by whom, there has been limited (...) engagement with digital methods in this field. Moreover, critical border and security scholarship has largely focused on qualitative and ethnographic methods. Building on a data feminist approach, we propose a transdisciplinary methodology that goes beyond binaries of qualitative/quantitative and opacity/transparency, examines power asymmetries and makes the labour of coding visible. Empirically, we build and analyse a dataset of the contracts awarded by two European Union agencies key to its border management policies – the European Agency for Large-Scale Information Systems (eu-LISA) and the European Border and Coast Guard Agency (Frontex). We supplement the digital analysis and visualisation of networks of companies with close reading of tender documents. In so doing, we show how a transdisciplinary methodology can be a device for making datafication ‘intelligible’ at the European Union borders. (shrink)

This paper builds off the Our Data Ourselves research project, which examined ways of understanding and reclaiming the data that young people produce on smartphone devices. Here we explore the growing usage and centrality of mobiles in the lives of young people, questioning what data-making possibilities exist if users can either uncover and/or capture what data controllers such as Facebook monetize and share about themselves with third-parties. We outline the MobileMiner, an app we created to consider how gaining access (...) to one’s own data not only augments the agency of the individual but of the collective user. Finally, we discuss the data making that transpired during our hackathon. Such interventions in the enclosed processes of datafication are meant as a preliminary investigation into the possibilities that arise when young people are given back the data which they are normally structurally precluded from accessing. The pesticides effects are lessen by organizing awareness program among the farmers, gave special training to them regarding consequences of pesticides, their screening and monitoring methods. Background Analysis of aphasic narratives can be a challenge for clinicians. Previous studies have mainly employed measures that categorized speech samples at the word level. They included quantification of the use and misuse of different word classes, presence and absence of narrative contents and errors, paraphasias, and perseverations, as well as morphological structures and errors within a narrative. In other words, a great amount of research has been conducted in the aphasiology literature focusing on micro-linguistic structures of oral narratives. Aspects (...) of macro- linguistic structures, such as the analysis of content information by a speaker, consistency of using cohesive devices to present information within a narrative, and order of presenting information necessary to form a coherent discourse, have not been extensively investigated. The current investigation proposes a clinical analytic system to target three aspects of macro-linguistic structures in narratives among speakers with aphasia. Specifically, (1) the presence of search events (i.e., the mentioning of key events that allow the listener to understand; Capilouto, Wright, &Wagovich, 2006) within a narrative, (2) the sequence of the mentioned events, and (3) the informativeness (i.e., the fulfillment of lexical items that allow the user to understand what the event is detailing) of the event contents, were focused in the proposed framework. Method Ten controls transcripts from were selected from the AphasiaBank (MacWhinney, Fromm, Forbes, & Holland, 2011). Three narrative tasks, including sequential picture description of ‘Refused Umbrella’, procedural narrative of making a ‘Peanut Butter and Jelly Sandwich’, and telling of ‘Cinderella’ story, were used to establish normative data for the basis of analysis. Specifically, the Search Events (e) and Informative Words (i) used by at least 70% of the speakers were listed for each genre. The sequential order of mentioning the Search Events, i.e., common order of events in 90% of the speakers, (s.total) was determined. Twelve speakers with aphasia (nine fluent and three non-fluent) were recruited and administered the Western Aphasia Battery and Object and Action Naming Battery. Their performance in the above three discourse tasks were orthographically transcribed and analyzed using the following measures: e.total, e.matched with norm, e.missed, e.irrlevant, e.extra, s.total, i.pb&j, i.umbr, i.cind, and i.total. Three samples were randomly chosen to be re-analyzed for inter- and intra-rater reliability. Results Results of an independent t-test suggested significant differences between the fluent and non-fluent subjects in sequential order of Search Events for all genres (s.total) and i.total, suggesting sensitivity of this framework to differentiate between the two fluency groups. Results of Pearson product-moment correlations revealed significant relation between Informative Words and WAB spontaneous speech scores, AQ, as well as OAB scores, for both aphasic groups. The mean value of coefficients for intra-rater reliability (0.992), with significant correlations on e.match, e.miss, and e.extra, was higher than that of inter-rater reliability (0.897). Discussion Based on our preliminary results, this objective framework allowed clinical evaluation of impairment in macro-linguistic structures present in aphasic discourse. Further extension should involve more subjects encompassing a wider range of severity with different types of aphasia. (shrink)

Autonomous and automatic weapons would be fire and forget: you activate them, and they decide who, when and how to kill; or they kill at a later time a target you’ve selected earlier. Some argue that this sort of killing is always wrong. If killing is to be done, it should be done only under direct human control. (E.g., Mary Ellen O’Connell, Peter Asaro, Christof Heyns.) I argue that there are surprisingly many kinds of situation where this is false (...) and where the use of Automated Weapons Systems would in fact be morally required. These include cases where a) once one has activated a weapon expected then to behave lethally, it would be appropriate to let it continue because this is part of a plan whose goodness one was best positioned to evaluate before activating the weapon; b) one expects better long-term consequences from allowing it to continue; c) allowing it to continue would express a decision you made to be resolute, a decision that could not have advantaged you had it not been true that you would carry through with it; d) the weapon is mechanically not recallable, so that, to not allow it to carry through, you would have had to refrain from activating it in the first place, something you expected would have disastrous consequences; e) you must deputize necessary killings to autonomous machines in order to protect yourself from guilt you shouldn’t have to bear; f) it would be morally better for the burden of responsibility for the killing to be shared among several agents, and the agents deputizing killing to machines can do this, especially where it’s not predictable which machine will be successful; g) a killing would be morally better done with elements of randomness and lack of deliberation, and a (relatively stupid) machine could do this where a person could not; h) the machine would be acting as a Doomsday Device, so that it could not have had its hoped for deterrent effect had you not ensured that you would be unable to recall it if enemy action activated it; i) letting it carry through is a necessary part of its own learning process, and you expect that this learning will have salutary effects later on; j) human intervention in the machine’s operation would disastrously impair its precision, or its speed and efficiency; k) using non-automated methods would require human resources you just don’t have in a task that nevertheless must be done (e.g., using land-mines to protect remote installations); l) the weapon has such horrible and indiscriminate power that it is doubtful whether it could be actually used in ways compatible with International Humanitarian Law and the Laws of War, which require that weapons be used only in ways respecting distinctness, necessity and proportionality, but its threat of use could respect these principles in affording deterrence provided human error cannot lead to their accidental deployment, this requiring that they be controlled by carefully designed autonomous and automatic systems. I then consider objections based on conceptions of human dignity and find that very often dignity too is best served by autonomous machine killing. Examples include saving your village by activating a robot to kill invading enemies who would inflict great indignity on your village, using a suicide robot to save yourself from a less dignified death at enemy hands, using a robotic drone to kill someone otherwise not accessible in order to restore dignity to someone this person killed and to his family, and using a robot to kill someone who needs killing, but the killing of whom by a human executioner would soil the executioner’s dignity. I conclude that what matters in rightful killing isn’t necessarily that it be under the direct control of a human, but that it be under the control of morality; and that could sometimes require use of an autonomous or automated device. The development of predictive brain implant (PBI) technology that is able to forecast specific neuronal events and advise and/or automatically administer appropriate therapy for diseases of the brain raises a number of ethical issues. Provided that this technology satisfies basic safety and functionality conditions, one of the most pressing questions to address is its relation to the autonomy of patients. As Frederic Gilbert in his article asks, if autonomy implies a certain idea of freedom, or self-government, how can an individual (...) be considered to decide freely if the implanted device stands at the inception of the causal chain producing his decisions? He claims that PBIs threaten persons’ autonomy by diminishing their post-operative experience of self-control. In this commentary, I wish to discuss this claim. Contrary to Gilbert, I will suggest that PBIs do not pose a significant threat to patient’s autonomy, as self-control, but rather to his/her sense of authenticity. My claim is that the language of authenticity, already introduced in the recent bioethical literature, may offer a better way to voice some of the concerns with PBIs that Gilbert recognized. While Autonomous Weapons Systems have obvious military advantages, there are prima facie moral objections to using them. By way of general reply to these objections, I point out similarities between the structure of law and morality on the one hand and of automata on the other. I argue that these, plus the fact that automata can be designed to lack the biases and other failings of humans, require us to automate the formulation, administration, and enforcement of law as much as (...) possible, including the elements of law and morality that are operated by combatants in war. I suggest that, ethically speaking, deploying a legally competent robot in some legally regulated realm is not much different from deploying a more or less well-armed, vulnerable, obedient, or morally discerning soldier or general into battle, a police officer onto patrol, or a lawyer or judge into a trial. All feature automaticity in the sense of deputation to an agent we do not then directly control. Such relations are well understood and well-regulated in morality and law; so there is not much challenging philosophically in having robots be some of these agents — excepting the implications of the limits of robot technology at a given time for responsible deputation. I then consider this proposal in light of the differences between two conceptions of law. These are distinguished by whether each conception sees law as unambiguous rules inherently uncontroversial in each application; and I consider the prospects for robotizing law on each. Likewise for the prospects of robotizing moral theorizing and moral decision-making. Finally I identify certain elements of law and morality, noted by the philosopher Immanuel Kant, which robots can participate in only upon being able to set ends and emotionally invest in their attainment. One conclusion is that while affectless autonomous devices might be fit to rule us, they would not be fit to vote with us. For voting is a process for summing felt preferences, and affectless devices would have none to weigh into the sum. Since they don't care which outcomes obtain, they don't get to vote on which ones to bring about. (shrink)

This paper questions the use of new technologies as tools of modern surveillance in order to: (a) advance the research done by Michel Foucault on panoptic techniques of surveillance and dominance; and (b) give new insights on the way we use these new surveillance technologies in violation of democratic principles and legal norms. Furthermore, it questions Foucault’s statements on the expansion of Bentham’s Panopticon scheme as a universal model of modern-day democratic institutions. Therefore the purpose of this paper is to (...) (c) shed new light on the various ways the deployment of new technologies reinforces the Panopticon model, and (d) conduct an analysis of the effects produced by the emerging modes of surveillance that empower various new mechanisms of domination and control of individuals. This research paper seeks to (e) examine to what extent technology influences the course of our social, political and behavioral changes; and to propose devices for (f) evaluation and transformation of democratic institutions and practices that rely on the use of modern communication tools and technologies. Our cities have become a new kind of technologically driven Panopticon and this model has achieved perfection as increasingly fragmented, disseminated and ubiquitous device of power and dominance. Type 1 diabetes (T1D) is a chronic illness that requires intensive lifelong management of blood glucose concentrations by means of external insulin administration. There have been substantial developments in the ways of measuring glucose levels, which is crucial to T1D self-management. Recently, continuous glucose monitoring (CGM) has allowed people with T1D to keep track of their blood glucose levels in near real-time. These devices have alarms that warn users about potentially dangerous blood glucose trends, which can often be shared (...) with ther people. CGM is consistently associated with improved glycemic control and reduced hypoglycemia and is currently recommended by doctors. However, due to the costs of CGM, only those who qualify for hospital provision or those who can personally afford it are able to use it, which excludes many people. In this paper, I argue that unequal access to CGM results in: (1) unjust health inequalities, (2) relational injustice, (3) injustice with regard to agency and autonomy, and (4) epistemic injustice. These considerations provide prima facie moral reasons why all people with T1D should have access to CGM technology. I discuss the specific case of CGM policy in the Netherlands, which currently only provides coverage for a small group of people with T1D, and argue that, especially with additional considerations of cost-effectiveness, the Dutch government ought to include CGM in basic health care insurance for all people with T1D. No evangelistic erroneous network of ideas can guarantee the satisfaction of these two demands : (1) propagate the network without revision and (2) completely insulate itself against losses in credibility and adherents through criticism. If a network of ideas is false, or inconsistent or fails to solve its intended problem, or unfeasible, or is too costly in terms of necessarily forsaken goals, its acceptability may be undermined given only true assumptions and valid arguments. People prefer to adopt ideologies that (i) (...) are logically consistent, (ii) are more truth-like and of higher information content than their rivals, (iii) are systematically organised, (iv) solve their problems better than their rivals, (v) do not contain unfeasible demands, and (vi) do not contain uneconomic demands. Truth and validity therefore act as Darwinian-like filters on ideologies. Using Popper's notion of situational analysis and with reference to Darwinian evolution, considered as a special case of the former, and Bartley's theory of comprehensively critical rationalism I argue that a propagandist cannot guarantee his message or his movement from sound criticism. All positions are in a methodological sense open to argument. Moreover, the logic of a propagandist's situation constrains him into making his message and himself open to criticism in order to maximize its chances of being propagated through the population. But he then loses control of the message in two respects. Firstly, his audience are disposed to select from the competing ideas they encounter those that satisfy (i) to (vi) because of man's evolutionary history. Secondly, he cannot guarantee protection from criticism even a privileged section of his message because he cannot predict in a systematic way what logical repercussions each protective reformulation of the ideology will have on other sections of the ideology and what criticism the ideology will encounter. He cannot do the latter because of certain logical properties of theories that endow them with unfathomable depths. Marxism and Freudianism serve as case studies, especially for the analysis of Popper's notion of the immunizing stratagem, a methodological/logical device that is supposed to save theories from criticism. "Immunizing stratagems" either abandon the ideology they are meant to protect or seriously lower its chances of being reproduced. (shrink)

The mind has always been a peculiar and elusive subject, sparking controversial theories throughout the history of philosophy. The initial theorization of the mind dates back to Orphism, which formulated a dualistic structure of soul and body (Johansen, 1999) [1], laying the foundation for Greek dualism, introspection, and the rise of metaphysical idealism. This ill-empirical stance, especially after Plato’s idea of forms, led to inaccessible theoretical concepts concerning the investigation of the relationship between body and mind. Although diverse theories provide (...) broader insights into such matters, they can also hinder progress if based on unsound methodological hypothesis. The present study aims to employ a rational reexamination of the potentiality of the concepts of mind, using abductive inspection to present a valid grasp through the lens of cognitive neuroscience, philosophy, and interdisciplinary fields. This paper speculates through empirical deduction by analyzing the literature and theories on the concept of mind and its possible implications for singularity via transhumanism. In the contemporary world, humankind is on the edge of singularity due to the exponential growth predicted by Moore’s law (Moore 1965) [2]. While many considered singularity an abstract akin to science fiction, significant projections indicate that the accelerationist change has already begun, irreversibly. This advancement occurs not only in the degree of semiconductors in electronics but also in the amplification of human cognition through external devices enabling compound information flow via the world wide web. However, the conjunction of robotics and AI may outdo humankind in the contest for sovereignty soon due to their advantageous architecture in process design, which increases the systemic risk of extinction for humankind. Achieving total control over AI is unrealistic, as it requires complete supervision over all computers and information processes across the world, rendering any regulatory efforts to foresee augmentation futile. Consequently, this paper proposes the adoption of a neuro-robotic approach, enriched with AI, and implementation through biomedical applications on the human body to augment human cognition and physicality. This study aims to raise awareness against existential risks, emphasizing that reliance solely on AI powered computers could lead to annihilation. It also aims to highlight that biological mind and body is lagging behind the modern science to compete against Artificial Intelligence. Moreover, the foundation of Artificial General Intelligence (AGI) is an epistemic foundation for cognitive machinery enhancement that cannot be reversed once it emergence become apparent, as with Pandora’s Box. Technological singularity (Shanahan, 2015) [3], the point where technology is intelligently engineered to engineer its own sets by compounding all possible implementations of practical and theoretical information, is appearing on the horizon. Even if there is no human agency left on the soil of Earth, there is still no turning back at that point. Humankind must actively hold the key to bend this alteration in a way that aligns with its desires. Therefore, we propose, future for humankind lies with transhumanism. (shrink)

We introduce the Vital Sign Ontology (VSO), an extension of the Ontology for General Medical Science (OGMS) that covers the consensus human vital signs: blood pressure, body temperature, respiratory rate, and pulse rate. VSO provides a controlled structured vocabulary for describing vital sign measurement data, the processes of measuring vital signs, and the anatomical entities participating in such measurements. VSO is implemented in OWL-DL and follows OBO Foundry guidelines and best practices. If properly developed and extended, we believe the VSO (...) will find applications for the EMR, clinical informatics, and medical device communities. (shrink)

The paper argues that Feenberg‘s critique of Heidegger is rather erroneous. Against his accusation that Heidegger is determinist, the Dasein rather exemplifies a radical freedom from technology‘s enframing. Dasein holds a freedom as it has the capacity to be free, not only from the technological devices and attitudes, but also from the ontology of enframing, which is founded to what Heidegger historically described as forgetfulness of Being, where Being is treated only as entities or beings. Feenberg rather misreads Heidegger‘s (...) essence of technology as only at the ontic level but not as an ontological problem. Such misreading is based on Feenberg‘s neglect to elaborate Dasein‘s role in the ontological constitution, or in the concealment and unconcealment of Being. With such neglect of Dasein, the technology is perceived as entities totally outside of human control. The Gelassenheit becomes a surrendering to the danger of technology, and not as Dasein‘s act of opening to the clearing for the unconcealment of Being. (shrink)

This article makes the case that our digital devices create illusions of agency. There are times when users feel as if they are in control when in fact they are merely responding to stimuli on the screen in predictable ways. After the introduction, the second section of the article offers examples of illusions of agency that do not involve human–computer interaction in order to show that such illusions are possible and not terribly uncommon. The third and fourth sections (...) of the article cover relevant work from empirical psychology, including the cues that are known to generate the sense of agency. The fifth section of the article shows that our devices are designed to deliver precisely those cues. In the sixth section, the argument is completed with evidence that users frequently use their smartphones without the sort of intentional supervision involved in genuine agency. This sixth section includes the introduction of Digital Environmental Dependency Syndrome (DEDS) as a possible way of characterizing extended use of the smartphone without genuine agency. In the final section of the article, there is a discussion of questions raised by the main claim, including suggestions for reducing occurrences of illusions of agency through software design.
