As the Philippines continues to grapple with the effects of the COVID-19 pandemic, new modalities of instruction are being devised by the administration of Rodrigo Duterte, through the Department of Education (DepEd). Among these are what the DepEd provided as self-learning modules (SLMs) combined with “alternative learning delivery modalities” which include radio-based instruction (DepEd 2020). The SLMs and radiobased instruction are the most common modalities of learning, being the most accessible especially for the poor students of the country. This (...) paper will examine the pedagogical and political dimensions of a radio-based instruction. Coming from the tradition of philosophy of technology that emphasizes the political nature of technology, I will argue how the logic of radio broadcasting predetermines a specific pedagogy and form of communication. I will further argue how this predetermined form of communication carries the danger of being an effective support for authoritarianism. (shrink)

Günther Anders offers one of the first phenomenological analyses of broadcast radio and its transformation of the contemporary experience of music. Anders also develops a reflection on its political consequences as he continues his reflection in a discussion of radio and newsreel, film and television in his 1956 ‘The World as Phantom and Matrix’. A reflection on the consequences of this transformation brings in Friedrich Kittler’s reflection on radio and precision bombing. A further reflection on Jean Baudrillard’s (...) notion of ‘speech without response’ permits a review of digital culture and the self-creation of the digital consumer absorbed in what Anders named a schizo-topia, that is, today, an autistic culture of distraction, displacement, and self-driven surveillance. The aim of this article is to address the issue of measuring radio audience from a methodological perspective. Although our approach is contextualized, the case study of radio audience measurement in Romania is relevant to a large number of EU countries, in which scholars and practitioners use Day-After-Recall technique. Considering the size of the radio advertising market, as well as the number of radio listeners (about 90% in EU), it is crucial for both radio broadcasters (...) and advertisers to measure radio audience with high accuracy. First, we briefly review the main definitions of key concepts used in radio audience evaluation: audience, listener, rating, market share, daily-reach, or time spent listening. Next, we discuss two paradigms of audience and two theoretical models of mass communication used as a framework for measuring radio audience. Further, we briefly approach the issue of potential sources of error in rating data, by focusing on response error. Next, we emphasize the advantages and disadvantages of each quantitative method utilized in radio audience measurement, and present the case study of radio audience measurement in Romania. Based on a methodological critical review, we outline challenges and potential solutions for assessing more accurately radio audience. Finally, we reflect on the future of radio in digital era, and refer to new perspectives of upgrading existing research techniques. (shrink)

This study is set to investigate increased preference for Hit FM radio station Calabar as a medium for promoting businesses by small scale business owners’. There are other radio stations that had existed within the city before the advent of Hit FM in January 2016. The study assumes that Hit FM may have adopted a unique and attractive broadcasting style. The objective of this paper is to discover the factors that are responsible for the increased preference. The (...) paper is an empirical study and adopts the qualitative method using structured interviews for eliciting information from randomly selected members of the small scale business owners’ community who promote their businesses on Hit FM Calabar. Findings indicate that the Hit FM is more preferred by small scale business owners because it is newly established with very attractive programmes that appeal more to the educational, informative and entertainment needs of their audiences. Also, the station has geometrically grown a large fan base with a very wide reach, which has endeared business owners to increasingly promote their products on Hit FM Calabar. Administratively, the station has employed very young and experienced On Air Personalities. The study concludes that advertising on Hit FM has made a very positive and significant impact on small scale businesses. The study recommends a high maintenance culture and periodic retraining of Hit FM staff for delivery of more quality programmes and the need for other radio stations in Calabar to rebrand. (shrink)

Elisabeth Meru, born in Hamburg, is a poetess by heart, a storyteller by nature, a forwarding merchant / financial accountant by training, and a Sikh by choice. She is currently settled in Munich, Germany. During the past three decades, she has authored numerous short stories, articles, and poetic compositions for various newspapers, journals, and radio broadcasts. With over a dozen books, both in English and German languages, to her credit to date, she is a prolific author who specializes in (...) writing on Sikh history, tradition, and culture. Her 24-year-long spiritual quest brought her to the Gurdwara in Munich, wherein she heard Gurbani Kirtan for the first time. Therein she felt as if she had reached home. After continuous devotion and dedication to Sikhi for about seven years, she converted to Sikhism. Due to her love for Sikhi, Punjabi and Punjabiat, she learned Gurmukhi. Her first book in German, “Aus dem Herzen des Sikhismus - Guru Nanak Dev Ji - In deinem stillen Rosengarten” was published in 2009. The English version of the book "From the Heart of Sikhism - Guru Nanak Dev Ji - In your quiet rose garden" was published in 2010. These books describe the legends about the ten Gurus, their wisdom and teachings, and her poems, fables and a fairytale in German style. Elisabeth’s second set of books “Sikhism - Wellspring of Love” (in English) and “Sikhismus - Quell der Liebe” (in German), were published in 2010. This book contains her poems and stories about Sikhism. The stories are rooted in the spirit of fairy tales. Her next book, in German, “Sikhs und Sikhismus: Religion, Riten und der Goldene Tempel ” was published in 2011. In Feb. 2012,she with her team published the German edition of “Guru Granth Sahib Ji Essenz und Sikh Terminologie von A - Z.” It is a must-book for German-speaking Sikhs and all those who want a quick overview of basic terms in Sikhism. The broadcast nature of communication in transmission media has driven the rise of network coding’s popularity in wireless networks. Numerous benefits arise from employing network coding in multi-hop wireless networks, including enhanced throughput, reduced energy consumption, and decreased end-to-end delay. These advantages are a direct outcome of the minimized transmission count. This paper introduces a comprehensive framework to employ network coding in these networks. It refines decision-making at coding and decoding nodes simultaneously. The coding-nodes employ optimal stopping theory to find (...) optimal moments for packet transmission. Meanwhile, the decoding-nodes dynamically decide, through SMDP (Semi Markov Decision Process) problem formulation, whether to conserve energy by deactivating radio units or to stay active for improved coding by overhearing packets. The proposed framework, named ENCODE, enables nodes to learn how and when to use network coding over time. Simulation results compare its performance with existing approaches. Our simulation results shed new light on when and how to use network coding in wireless multi-hop networks more effectively. (shrink)

In a society that is constantly changing and transforming, in which new aspects of reality always tend to replace older forms, traditional communities are beginning to lose both their place and the role they have played in history for a long time. Traditional Romanian values acknowledgement and promotion through modern means of mass communication, present and used on a global scale in the modern world, must become both a necessity and priority in order to confirm and preserve the identity, form (...) new generations and reintegrate our national culture into the great universal culture, to which it has always belonged to. In today’s global society we can speak of an increasing dependence of people on media systems. There is an interdependent relationship created between people and the media system as a whole or with certain parts of media. This relationship does not bear only one significance, but it also concerns the way in which media system depends more and more on the resources controlled by others. Without being the only modern means used to achieve certain goals, media facilitates their understanding, orientation and fulfilment. The consumption of a media product depends both on the context in which it is broadcast and on the product itself. The study of media in Romania must start from the Romanian realities, a country which has undergone from totalitarianism to democracy. This has also been reflected and illustrated by the way in which the Romanian media are perceived both locally and in Europe. Radio and television continue to play an important role in this process, along with other modern means of mass communication. The analysis of the Romanian audio-visual media contributes to outline an overview on the impact that media have on the society which we live in. (shrink)

Gregor Mendel (1822-1884) was the first to explain that certain 'traits' were inherited in plants from one generation to the next. These would later become known as genes. Frederich Miescher in 1869 analyzed a substance from the nucleus of cells, which he therefore called nuclein. Further study of nuclein revealed that it contained elements like hydrogen, oxygen, nitrogen and phosphorous, with a specific ratio of nitrogen to phosphorous. Then in 1878 Albrecht Kossel determined that nuclein contained nucleic acid, from which (...) he isolated five nucleobases (nitrogen compounds now referred to by the letters C, G, A, T, U representing cytosine, guanine, adenine, thymine, and uracil). It was also discovered that ribose, a sugar was present in the nuclein compound. What Miescher had isolated from the cell nucleus was actually what would latter be identified as DNA (Deoxyribonucleic acid). C. H. Waddington (1905 - 1975) first proposed the term “epigenetics” in 1942 to describe the region between the gene and the whole organism (phenotype) [3]. Today, what is called the epigenome refers to all the chromosomal modifications, DNA modifications, chromatin protein modifications and their complexes. It is the epigenome that determines both the expression of the genes and their inheritance. R. A. Jorgenson reports [4], "Many of these modifications appear to be “programmable” and to be “read out” to influence chromosomal functions." Nobel laureate Barbara McClintock stated this revolutionary proposal more clearly in her Nobel lecture [5], “to determine the extent of knowledge the cell has of itself, and how it utilizes this knowledge in a ‘thoughtful’ manner when challenged.” In 1960 R. A. Brinks suggested that chromosomes possess a paragenetic function in addition to their genetic function [7]. The physical nature of the paragenetic function is characterized by the variety of forms or states of chromatin that can reside at any genetic locus. While the genetic function is stable, the paragenetic function is labile and programmable in ontogeny. It is this latter function that allows organisms to transfer informational macromolecules (RNA and proteins) in a systematic and regulated manner over what is known as the “RNA information superhighway.” Given this capacity, organisms may be able to store information at numerous genetic loci in the form of paragenetic chromatin states, which can be reprogrammed during ontogeny or environmental stress [8]. This reprogrammable system could operate over the whole organism as a storage device, allowing it to make informed ‘decisions' during growth and development, or in response to the environment. Such processing capacity could be considered a form of ‘intelligence,' which also could be passed on to future generations. The study of the flow of information within and between cells and organisms represents the cutting edge of modern biological research. While physical correlates of cognitive behavior in living organisms are being discovered, it does not spell reduction to such correlates. The electronic activity within the physical components of a radio, for example, may be minutely determined, but ultimately it is not merely the electrical activity that produces the intelligent speech that is heard. Only the intelligent person whose voice is being broadcast through the radio can explain that. Without the broadcaster, the radio would sit silently even though fully functional. An organism without its living agency also appears to be devoid of metabolic activity although all the chemical components are fully present. How to connect life to matter will be the ultimate challenge that has to be met. This will prove to be a philosophical problem we hope to address in the near future. (shrink)

In 1991, Darwin College Cambridge was given a substantial bequest to fund a research post in parapsychology. The event became something of a cause célebre. Various Cambridge University academics objected to accepting this money: the professor of philosophy, D.H. Mellor, said on BBC radio that funding such a position would be like funding a research post to determine whether the earth is round. Other members of Darwin College were (understandably, perhaps) reluctant to turn down any offer of money for (...) research. In the end the situation was resolved to the satisfaction of the sceptics: Nicholas Humphrey, psychologist and broadcaster, was given the post to research into the reasons why people believe in parapsychology. This paper examines the problem of poor orientation of most Nigerian citizens, especially the rural dwellers, occasioned by the dearth and failure of modern media in rural Nigeria; a phenomenon that has led to a major setback in participatory governance and national development in a country. The objective of the paper is to investigate the causes of modern media failure in national orientation and development in Nigeria and to examine the need to adopt traditional African media as a viable alternative (...) in Nigeria’s national orientation and development programme especially at the grassroots. This paper assumes that African traditional communication media as effective tools have been ignored in the national orientation programmes despite their relevance to national development. The paper adopts an analytical research method to examine secondary sources of data on the constraints of modern media in rural Nigeria and the viability of African traditional media in Nigeria’s national orientation and development’s efforts. Findings reveal that most Nigerian citizens, especially rural dwellers, do not understand national orientation messages because they are broadcast in English rather than their respective languages and the broadcasts are made on modern media channels that exist in urban areas. Findings also reveal that that government’s lack of political will, high cost of setting up community media, absence of professional journalists and selfish interests of Nigerians are factors responsible for the non-existence of modern media channels in rural Nigeria. Findings also reveal that African traditional media is very compatible to the communication needs of rural Nigerians. The paper concludes that the National Orientation Agency (NOA) in Nigeria has had reduced effectiveness and therefore, recommends the use of African traditional communication media in addition to the use of modern media such as television, radio and print materials to accord Nigerians the necessary orientation that will commit the citizens towards the task of national development. While to political theorists in the United States ‘community radio’ may seem a quaint holdover of the democratization movements of the 1960s, community radio has been an important tool in development contexts for decades. In this paper I investigate how community radio is conceptualized within and outside of the development frame, as a solution to development problems, as part of development projects communication strategy, and as a tool for increasing democratic political participation in development projects. I want (...) to show that community radio is an essential tool of democratization and democracy outside of the development frame. To do so, I will bring out the conceptual and structural dimensions of community radio through examples of existing community radios, both those which are independently created and those which have been created as development projects. These structural and conceptual elements provide community radio the potential to realize the goals of development practice while avoiding characteristic pitfalls. These ‘pitfalls’ of development are also pitfalls of democratization and democracy in existing democratic states, and include: depoliticization, limited participation, particularly of marginalized groups. A new strategy for moving forward in the characterization of the Global Neuronal Workspace (GNW) is proposed. According to Dehaene, Changeux and colleagues, broadcasting is the main function of the GNW. However, the dynamic network properties described by recent graph-theoretic GNW models are consistent with many large-scale communication processes that are different from broadcasting. We propose to apply a different graph-theoretic approach, originally developed for optimizing information dissemination in communication networks, which can be used to identify the pattern (...) of frequency and phase-specific directed functional connections that the GNW would exhibit only if it were a broadcasting network. Partindo dos pressupostos que o rádio é uma linguagem regida por uma lógica (o jogo de linguagem) e uma pragmática (os gêneros do discurso), há o estudo detalhado do rádio esportivo enquanto modelo operacional em intersecção temática com o mundo radiofônico.

This paper investigates the recurrent music ban on musical video broadcasting and the issues of quality of musical contents that have warranted such a phenomenon by the National Broadcasting Commission in Nigeria. The major contention was the justification or otherwise of the ban. The paper employed observational and analytical methodologies to examine the causes of the bans on musical videos in Nigeria by NBC, the reactions of the affected artistes and their fans and the negative effects of erotic (...) lyrics, nudity and suggestive dance steps by minors, ladydancers and the musicians on the youths and other categories of musical video audiences. The paper submits that the NBC’s gestures are commendable and should be sustained while quality assurance efforts should be intensified through promotion of quality musical videos produced more for the purpose of entertainment than education or information. The paper also calls for collaborative efforts among all stakeholders in the music industry to achieve quality in the musical videos produced for general public consumption. This paper encourages musicians to invite creativity into the musical industry in Nigeria by coming out with songs and performances that reflect the cultural values of the country rather than mere entertainment songs and acts that have a greater tendency to corrupt younger minds. A previously atypical symptom report of a hospitalized patient experiencing unusual visual broadcasting has been documented but has received minimal attention in the research and clinical field of psychiatry. A preliminary hypothesis is proposed of an implicit mechanism of motivation for action and emotional relief functional significance of elevated cortisol and dopamine correlation, that is loosely based on the concept of stress-induced psychosis and which could have led to a concurrent "visual and thought" psychotic episode. In addition, the implication (...) of the effect of increased dopamine on intracranial pressure and indirectly on cerebral perfusion pressure is briefly discussed. A follow-up on the insight and comprehensive understanding of such atypical and novel symptom as an extension of schizophrenia is warranted. (shrink)

Democratic transitions of Eastern countries brought about the need to shifting from eastern into western paradigms. Transitioning into western models of media, more specifically to the public system of broadcasting became a prerequisite for achieving the EU status for Eastern European transitioning countries. It has been twelve years since Albania entered the process of transformation from being a State TV towards becoming a Public Television. The article aims to provide a theoretical framework of public television networks in western countries (...) pointing to the pertaining relationships with their political systems. Using this methodology, the article evaluates the developmental process of RTSH, and traces the evolution of certain fundamental laws to determine that political elites have not put forth any efforts to reform laws to establish self-regulatory instruments and guarantee the media independence as a self regulated institution. Despite international recommendations and internal pressures for change, the practices in the area of public network television services have served the private interest of political parliamentary forces. Using the Hallin and Mancini comparative models for media, we established that efforts towards reformation, the changes of Albanian public television are not guided towards a liberal democratic model; instead they resemble a Mediterranean or polarized system. Political arbitration in choosing key institutions that ensure self regulation and the direction of public service broadcasting reflects similarities with the Italian model of Lottizzazione.However, the design of hybrid laws whose structures and functions do not serve public interests, but instead ensure the interest of political elites, is not a formula that guarantees public service broadcasting. By choosing to pursue the old trend of TVSH’s broadcasting methods, politics is channeling the future of public service broadcasting towards a polarizing model. The approach that would allow a liberalization of Public Service Broadcasting, demands a political emancipation and consensus on this particular issue. For now, the sings of consensus are nowhere to be seen, and as such the fate of public service broadcasting remains in a pending status. One of the main consequences in this process, remains the under informed public that is a vital element in a viable democracy. In this case, society becomes the victim of an autocratic system, perpetually stuck in a vicious cycle against democratic interest. (shrink)

Blindsight and vision for action seem to be exemplars of unconscious visual processes. However, researchers have recently argued that blindsight is not really a kind of uncon- scious vision but is rather severely degraded conscious vision. Morten Overgaard and col- leagues have recently developed new methods for measuring the visibility of visual stimuli. Studies using these methods show that reported clarity of visual stimuli correlates with accuracy in both normal individuals and blindsight patients. Vision for action has also come under (...) scrutiny. Recent findings seem to show that information processed by the dor- sal stream for online action contributes to visual awareness. Some interpret these results as showing that some dorsal stream processes are conscious visual processes (e.g., Gallese, 2007; Jacob & Jeannerod, 2003). The aim of this paper is to provide new support for the more traditional view that blindsight and vision for action are genuinely unconscious per- ceptual processes. I argue that individuals with blindsight do not have access to the kind of purely qualitative color and size information which normal individuals do. So, even though people with blindsight have a kind of cognitive consciousness, visual information process- ing in blindsight patients is not associated with a distinctly visual phenomenology. I argue further that while dorsal stream processing seems to contribute to visual awareness, only information processed by the early dorsal stream (V1, V2, and V3) is broadcast to working memory. Information processed by later parts of the dorsal stream (the parietal lobe) never reaches working memory and hence does not correlate with phenomenal awareness. I con- clude that both blindsight and vision for action are genuinely unconscious visual processes. (shrink)

Peter Carruthers has recently argued for a surprising conditional: if a global workspace theory of phenomenal consciousness is both correct and fully reductive, then there are no substantive facts to discover about phenomenal consciousness in nonhuman animals. I present two problems for this conditional. First, it rests on an odd double-standard about the ordinary concept of phenomenal consciousness: its intuitive non-gradability is taken to be unchallengeable by future scientific developments, whereas its intuitive determinacy is predicted to fall by the wayside. (...) Second, it relies on dismissing, prematurely, the live empirical possibility that phenomenal consciousness may be linked to a core global broadcast mechanism that is shared by a wide range of animals. Future developments in the science of consciousness may lead us to reconsider the non-gradability of phenomenal consciousness, but they are unlikely to lead us to accept that there are no facts to discover outside the paradigm case of a healthy adult human. Dr. Doidge's reply - "Well, the brain is thought to be roughly three pounds of physical material and nobody, to my mind, has adequately defined and established what the contours of mind are - and that includes all the neuroscientists I know, with respect." -/- I’ve recently read interesting (...) thoughts by mathematical physicist Roger Penrose and anesthesiologist Stuart Hameroff; as well as by 20th-century Austrian physicist Wolfgang Pauli, Austrian theoretical physicist Erwin Schrodinger, Discover Magazine’s writer Shannon Palus and philosopher/neuroscientist Eddy Nahmias. The evolution of Intelligent Tutoring System (ITS) is the result of the amount of research in the field of education and artificial intelligence in recent years. English is the third most common languages in the world and also is the internationally dominant in the telecommunications, science and trade, aviation, entertainment, radio and diplomatic language as most of the areas of work now taught in English. Therefore, the demand for learning English has increased. In this paper, we describe the design (...) of an Intelligent Tutoring System for teaching English language grammar to help students learn English grammar easily and smoothly. The system provides all topics of English grammar and generates a series of questions automatically for each topic for the students to solve. The system adapts with all the individual differences of students and begins gradually with students from easier to harder level. The intelligent tutoring system was given to a group of students of all age groups to try it and to see the impact of the system on students. The results showed a good satisfaction of the students toward the system. (shrink)

According to the global neuronal workspace model of consciousness, consciousness results from the global broadcast of information throughout the brain. The global neuronal workspace is mainly constituted by a fronto-parietal network. The anterior insular cortex is part of this global neuronal workspace, but the function of this region has not yet been defined within the global neuronal workspace model of consciousness. In this review, I hypothesize that the anterior insular cortex implements a cross-modal priority map, the function of which is (...) to determine priorities for the processing of information and subsequent entrance in the global neuronal workspace. Objective of the study: To analyze the costs and profits of sugarcane production regarding the cultural practices of sugarcane suppliers. Methodology/approach: This study positions itself in this gap by comparatively analyzing 6 types of cultural practices: unraveling, windrowing, application of correctives, herbicides, insecticides and fertilizers, with the option of two systems Fixed rate (TF) and Variable rate (TV). Originality/Relevance: Brazil is a world reference in sugarcane production, with the State of São Paulo being the largest Brazilian producer. However, for sugarcane (...) suppliers to maintain this activity there is a need to reduce production costs and increase profitability/ha. However, there is a theoretical-practical gap in the financial assessment (costs and profits) of different cultural practices inherent to sugarcane production. Main results: The results demonstrated that the costs of cultural practices represent more than 30% of the total sugarcane production costs. The TF system proved to be more cost-efficient in the following operations: correctives, herbicides and insecticides. In the application of fertilizers, the TV system, in broadcast mode, had the best result. Finally, the profit/ton was R$1.70, demonstrating a very low profit margin/ha given the risk of the activity. Theoretical/methodological contributions: The sample for this research comprised 55 sugarcane suppliers from the State of São Paulo, whose data were obtained through a survey. The comparative analysis was based on the difference in costs of cultural practices and the estimation of the level of certainty (profit/costs), analyzed through the cumulative frequency carried out through the Monte Carlo Simulation (SMC). It is an important feature of creatures like us that our various motivations compete for control over our behaviour, including mental behaviour such as imagining and attending. In large part, this competition is adjudicated by the stimulation of affect — the intrinsically pleasant or unpleasant aspects of experience. In this paper I argue that the motivation-affect system controls a sub-type of attention called 'alerting attention' to bring various goals and stimuli to consciousness and thereby prioritize those contents for action. Patient RB has a peculiar memory impairment wherein he experiences his memories in rich contextual detail, but claims to not own them. His memories do not feel as if they happened to him. In this paper, I provide an explanatory model of RB’s phenomenology, the self-attentional model. I draw upon recent work in neuroscience on self-attentional processing and global workspace models of conscious recollection to show that RB has a self-attentional deficit that inhibits self-bias processes in broadcasting the contents (...) of episodic memories to the global workspace. Typically, self-related contents enjoy a higher salience level than other-related contents. Elimination of bias toward self-related contents diminishes the salience of those contents to the level of other-related contents. Because the typical high salience of self-related content is necessary for the feeling of ownership, RB lacks the feeling of ownership. I also discuss potential applications of the self-attentional model to other psychopathological cases. (shrink)

We present a theoretical view of the cellular foundations for network-level processes involved in producing our conscious experience. Inputs to apical synapses in layer 1 of a large subset of neocortical cells are summed at an integration zone near the top of their apical trunk. These inputs come from diverse sources and provide a context within which the transmission of information abstracted from sensory input to their basal and perisomatic synapses can be amplified when relevant. We argue that apical amplification (...) enables conscious perceptual experience and makes it more flexible, and thus more adaptive, by being sensitive to context. Apical amplification provides a possible mechanism for recurrent processing theory that avoids strong loops. It makes the broadcasting hypothesized by global neuronal workspace theories feasible while preserving the distinct contributions of the individual cells receiving the broadcast. It also provides mechanisms that contribute to the holistic aspects of integrated information theory. As apical amplification is highly dependent on cholinergic, aminergic, and other neuromodulators, it relates the specific contents of conscious experience to global mental states and to fluctuations in arousal when awake. We conclude that apical dendrites provide a cellular mechanism for the context-sensitive selective amplification that is a cardinal prerequisite of conscious perception. (shrink)

Most people will agree that if my brain were made to have within it precisely the same pattern of activity that is in it now but through artificial means, as in its being fed all its stimulation through electrodes as it sits in a vat, an experience would result for me that would be subjectively indistinguishable from that I am now having. In ‘The Story of a Brain’ I ask whether the same subjective experience would be maintained in variations like (...) these: The hemispheres are in different vats but interacting with each other through radio transmission. Smaller chunks - and eventually the individual neurons - are interacting in this way. The hemispheres or the smaller chunks undergo internally the same pattern of activity but without interacting with each other. (shrink)

In this chapter, I put forward and sustain an articulation of the notion of bodily skill based on ecological psychology, and I show how it is relevant for the debate between Dreyfus and McDowell about skillful coping and also for the debate about whether know-how is reducible or not to propositional knowledge. The right metaphor to understand bodily skills is not the computer metaphor but the radio metaphor. These skills result from a process of organism attunement to its environment.

This paper is devoted to some generalizations of explanatory potential of connectionist approaches to theoretical problems of the philosophy of mind. Are considered both strong, and weaknesses of neural network models. Connectionism has close methodological ties with modern neurosciences and neurophilosophy. And this fact strengthens its positions, in terms of empirical naturalistic approaches. However, at the same time this direction inherits weaknesses of computational approach, and in this case all system of anticomputational critical arguments becomes applicable to the connectionst models (...) of mind. The last developments in the field of deep learning gave rich empirical material for cognitive sciences. Multilayered networks, mathematical models of associative dynamics of learning, self-organizing neuronets and all that allow to explain the principles of human conceptual organizing and after this to emulate these processes in computer systems. At all engineering achievements of this technology there is a traditional criticism from representatives of cognitive psychology who cannot accept a thesis about learning ability of a neuronet on the basis of redistribution of scales. Process of learning of natural intelligence, according to cognitive models, happens due to attraction of knowledge broadcast in a symbolical form (mental representations, concepts) at the expense of the systems of output knowledge expressed in the propositional contents. Some philosophical aspects of «neural metaphor» in modern cognitive sciences create the problem field which demands comprehensive understanding, the first step towards which is taken in this work. Recent years have seen the emergence of a new brand of moral philosopher. Straddling the gap between academia on the one hand, and the world of law, medicine, and politics on the other, bioethicists have appeared, offering advice on ethical issues to a wider public than the philosophy classroom. Some bioethicists, like Peter Singer, have achieved wide notoriety in the public realm with provocative arguments that challenge widely held beliefs about the relative moral status of animals, human foetuses and newborn (...) babies. Other bioethicists practice their trade with greater protection from public scrutiny, confining their thoughts to committees in government circles, universities, charitable institutions, or hospitals. But what exactly is it that bioethicists have to offer in such contexts? What sort of expertise do bioethicists have that justifies their employment on these committees, or the time and space accorded to their views on television and the radio, or in newspapers and magazines? In spite of being an expanding group of professionals who attract large sums of private and public funding, bioethicists are sometimes met with suspicion or even hostility, both inside and outside academia. One common criticism is that the presence of bioethicists is unproductive in practical bioethical debate. In light of this criticism one might wonder why the relevant funding bodies have not spotted the hoax and withdrawn their funding. Certainly, if bioethicists.. (shrink)

This paper situates Einstein's theory of relativity within broader networks of communication. The speed of light, explained Einstein, was an unsurpassable velocity if , and only if , it was considered in terms of »arbitrary« and »voluntary« signals. Light signals in physics belong within a broader set of signs and symbols that include communication and military signals, understood by reference to Helmholtz, Saussure, media philosophies from WWII to '68 (Lavelle, Ong, McLuhan) and Derrida. Once light signals in physics are considered (...) in relation to semaphore, print, telegraph, radio, computers and tape recorders, Kittler and Habermas provide us with conflicting ways for understanding science and technology, rationality and consensus. Resumo: Com o objetivo de compreender os processos de identificação do sujeito em alguns funcionamentos discursivos dos vlogs, no YouTube, este trabalho analisa o modo como o contraponto entre a eficácia imaginária e o jogo significante na história produz o reconhecimento de lugares e poderes do dizer no desconhecimento constitutivo de sua relação com o Interdiscurso, nas condições de produção específicas do digital. Os recortes delimitados são: as designações equívocas de vlogueiro, youtuber e criador; a produção da autoria na imbricação (...) de diferentes materialidades, a composição autoral que lhe é própria; e a discursividade que sustenta os enunciados “Eu sou eu mesmo” e “Broadcast yourself”. A análise do material aponta para compreensões que dizem respeito da relação da forma-sujeito do Capital com a discursividade dos objetos paradoxais em sua formulação e circulação digital. Abstract: Aiming to understand subject identification processes in some Youtube vlogs' discursive functioning, this work analyses how the counterpoint between the imaginary impact and the significant role in history produces the acknowledgement of places and powers of saying in the constitutive unawareness of its relation to the Interdiscourse, taking the particular production conditions of digitality. The cutout of this research is: the equivocal designations vlogueiro, youtuber and criador; the authorship production in the encounter of different materialities, the authorial composition which is proper to them; and the discursivity that supports the following utterances: "Eu sou eu mesmo" ["I am myself"] and "Broadcast yourself". Such Media include the radio, television, newspaper, magazines, billboards, internet, cable networks, mobile phones, pamphlets, handbills among others. They have greatly enhanced the instant or rapid transfer of information, opinion and ideas. These have influenced man positively and negatively in all aspects of life, ranging from physical, educational, moral, economic to spiritual and religious. Hence this write up has been conceived to explore and (...) highlight the role of the mass media in church development in the 215 century. The mass media is very influential in human life. This is because it enhances rapid communication of news, information, ideas and opinions which affect and influence human life positively and negatively. This two edged influence is also applicable in the religious life of man. The mass media has been used to communicate and influence the growth and development of religious organizations, such as churches. On the other hand, the media in some cases, has contributed to some problems in the church through its abuse and misuse, such as the communication of false doctrines, propaganda and inciting of members to rebel against church authorities. Intuitively, it seems that certain basic desires, or urges, are rationally impotent, i.e., that they provide no reasons for action (a famous example is Warren Quinn's story of a man who has a brute urge to turn on every radio he sees). This intuition seems to conflict with the internalist, or Humean subjectivist, claim that our desires give us reasons. But Harry Frankfurt's well-known subjectivist account, with its distinction between first- order and higher-order desires and its concepts of identification (...) and commitment, may be able to accommodate this intuition. Regan Lance Reitsma has argued that to do so, it needs to be supplemented with a concept of "personal ideals", which demand that we give no normative weight to certain inclinations. I argue that Reitsma's account depends on the unexplained assumption that some kinds of desire have special standing, and thus cannot improve on the explanation of the rational impotence of urges already available to Frankfurt. Introduction. The development of online marketing in social networks creates unique opportunities for personal selling. Especially these opportunities are manifested in online education when they buy a brand of an expert with experience in a particular field. That is why a competitive space is being formed in the Instagram social network, where a personal brand acts as a product or service. -/- Materials and methods. Studying the effectiveness of promoting a personal brand in social networks based on the Instagram platform (...) was chosen to have great visual opportunities for self-presentation. As part of the collection of empirical material, two methods were used: a survey (N-200) and content analysis of three blogger accounts with high rates of activity and popularity. -/- Results and discussion. Content analysis of bloggers showed that an algorithmic feed on a social network allows bloggers to control the content. To help them, Instagram provides statistical data on user reach, thereby capturing trends in the movement of the blogger’s audience. The main task of a blogger is to combine real and “virtual” images so as not to lose consumer confidence. A survey of social network users confirmed the importance of a personal brand for them. The survey also made it possible to identify the most popular audience requests that they expect from bloggers and their accounts: valuable reviews and recommendations, case studies and author’s solutions, storytelling, blogger’s reflections and motivating messages, live broadcasts, and stories are important. -/- Conclusions. The results obtained underline followers’ high level of interest in the bloggers’ personal brand on Instagram. The study results show that the most significant number of those involved (those who give feedback and are constantly involved in interaction with the account) is where the formation of a personal brand is built to a greater extent on the emotional level of perception of the individual. An assortment of kinds of attacks and aggressive behaviors toward artificial intelligence (AI)-enhanced robots has recently emerged. This paper explores questions of how the human emotions and motivations involved in attacks of robots are being framed as well as how the incidents are presented in social media and traditional broadcast channels. The paper analyzes how robots are construed as the “other” in many contexts, often akin to the perspectives of “machine wreckers” of past centuries. It argues that focuses on the (...) emotions and motivations of robot attackers can be useful in mitigating anti-robot activities. “Hate crime” or “hate incident” characterizations of some anti-robot efforts should be utilized in discourse as well as some future legislative efforts. Hate crime framings can aid in identifying generalized antagonism and antipathy toward robots as autonomous and intelligent entities in the context of antirobot attacks. Human self-defense may become a critical issue in some anti-robot attacks, especially when apparently malfunctioning robots are involved. Attacks of robots present individuals with vicarious opportunities to participate in anti-robot activity and also potentially elicit other aggressive, copycat actions as videos and narrative accounts are shared via social media as well as personal networks. Disaster response requires the cooperation of multiple emergency responder organizations (EROs). However, after‐action reports relating to large‐scale disasters identity communication difficulties among EROs as a major hindrance to collaboration. On the one hand, the use of two‐radio communication, based on multiple orthogonal frequencies and uneven coverage, has been shown to degrade inter‐organization communication. On the other hand, because they reflect different areas of expertise, EROs use differing terminologies, which are difficult to reconcile. These issues lead to ambiguities, misunderstandings, and (...) inefficient exchange of data and information among those involved, which can impede the response process and slow decision making. We, therefore, hypothesize that promoting semantic interoperability across ERO information systems might improve information exchange among stakeholders and thereby allow a more coherent response to the disaster. We propose an ontology‐based messaging service on the basis of the Emergency Data Exchange Language (EDXL) standards. The parties involved will continue to use the terminologies to which they are accustomed, but the system will resolve inconsistencies and thereby enhance mutual understanding among EROs by ensuring semantic translation of the exchanged information. The evaluation of the semantic translation demonstrated the effectiveness and accuracy of the proposed service. (shrink)

The Harvard physiologists Alexander Forbes (1882-1965) and Walter Bradford Cannon (1871-1945) had an enormous impact on the physiology and neuroscience of the twentieth century. In addition to their voluminous scientific output, they also used literature to reflect on the nature of science itself and its social significance. Forbes wrote a novel, The Radio Gunner, a literary memoir, Quest for a Northern Air Route, and several short stories. Cannon, in addition to several books of popular science, wrote a literary memoir (...) in the last year of his life, The Way of an Investigator. The following will provide a brief overview of the life and work of Forbes and Cannon. It will then discuss the way that Forbes used literature to express his views about the changing role of communications technology in the military, and his evolving view of the nervous system itself as a kind of information-processing device. It will go on to discuss the way that Cannon used literature to articulate the horrors he witnessed on the battlefield, as well as to contribute to the philosophy of science, and in particular, to the logic of scientific discovery. Finally, it will consider the historical and philosophical value of deeper investigation of the literary productions of scientists. (shrink)

Although successive generations of digital technology have become increasingly powerful in the past 20 years, digital democracy has yet to realize its potential for deliberative transformation. The undemocratic exploitation of massive social media systems continued this trend, but it only worsened an existing problem of modern democracies, which were already struggling to develop deliberative infrastructure independent of digital technologies. There have been many creative conceptions of civic tech, but implementation has lagged behind innovation. This article argues for implementing one such (...) vision of digital democracy through the establishment of a public corporation. Modeled on the Corporation for Public Broadcasting in the United States, this entity would foster the creation of new digital technology by providing a stable source of funding to nonprofit technologists, interest groups, civic organizations, government, researchers, private companies, and the public. Funded entities would produce and maintain software infrastructure for public benefit. The concluding sections identify what circumstances might create and sustain such an entity. (shrink)

It is exhibited that maxwellian electrodynamics grew out of the old pre-maxwellian programmes reconciliation: the electrodynamics of Ampere-Weber, the wave theory of Young-Fresnel and Faraday’s scientific research programme. The programmes’ meeting led to construction of the whole hierarchy of theoretical objects starting from the genuine crossbreeds (the displacement current) and up to usual mongrels. After the displacement current invention the interpenetration of the pre-maxwellian programmes began that marked the beginning of theoretical schemes of optics and electromagnetism real unification. Maxwell’s programme (...) did supersede its rivals because it had assimilated some ideas of the Ampere-Weber programme, as well as the presuppositions of the programmes of Young-Fresnel and Faraday. Maxwellian programme’s victory over its rivals became possible because the core of Maxwell’s unification strategy was formed by Kantian epistemology looked through the prism of William Whewell and such representatives of Scottish Enlightenment as Thomas Reid and William Hamilton. It was Kantian epistemology that enabled Hermann von Helmholtz and Heinrich Hertz to arrive at such a version of Maxwell’s theory that could serve a heuristical basis for the radio waves discovery. During the past decades, the culture industries have multiplied media spectacles in novel spaces and sites, and spectacle itself is becoming one of the organizing principles of the economy, polity, society, and everyday life. An Internet-based economy has been developing hi-tech spectacle as a means of promotion, reproduction, and the circulation and selling of commodities, using multimedia and increasingly sophisticated technology to dazzle consumers. M edia culture proliferates ever more technologically sophisticated spectacles to seize audiences and augment their power and (...) profit. The forms of entertainment permeate news and information, and a tablodized infotainment culture is more and more popular. New multimedia that synthesize forms of radio, film, TV news and entertainment, and the mushrooming domain of cyberspace, become spectacles of technoculture, generating expanding sites of information and entertainment, while intensifying the spectacle-form of media culture. Political and social life is also shaped more and more by media spectacle. Social and political conflicts are increasingly played out on the screens of media culture, which display spectacles like sensational murder cases, terrorist bombings, celebrity and political sex scandals, and the explosive violence of everyday life. M edia culture not only takes up expanding moments of contemporary experience, but also provides ever more material for fantasy, dreaming, modeling thought and behavior, and constructing identities. Of course, there have been spectacles since premodern times. Classical Greece had its Olympics, thespian and poetry festivals, its public rhetorical battles, and bloody and violent wars. Ancient Rome had its public offerings of bread and circuses, its orgies, its titanic political battles, and the spectacle of Empire with parades and monuments for triumphant Caesars and their armies, extravaganzas put on display in the 2000 film Gladiator.. Para conseguir ese resultado, ella revela que le sirvió mucho tener como referentes a Àngels Barceló, Iker Jiménez, Carmen Porter y Alberto Matas. Por otro lado, ejercer esta función en su país es para ella ha generado percibir un alto nivel de competitividad, (...) ya que hay un gran número de personas que recurre a las mismas estrategias de difundir información, y que incluso no hacen un buen trabajo, debidoa que optan por denigrar la labor periodística al utilizar las fakenews. Esa sería una forma de transgredir los límites de la libertad de expresión, pues al no haber filtros en las redes sociales los usuarios comparten aquello que puede provenir de una fuente inverosímil. David Friedman posed a number of libertarian philosophical problems (Friedman 1989). This essay criticizes Walter Block’s Rothbardian responses (Block 2011) and compares them with J C Lester’s critical-rationalist, libertarian-theory responses (Lester [2000] 2012). The main issues are as follows. 1. Critical rationalism and how it applies to libertarianism. 2.1. How libertarianism is not inherently about law and is inherently about morals. 2.2.
