Time has multiple aspects and is difficult to define as one unique entity, which therefore led to multiple interpretations in physics and philosophy. However, if the perception of time is considered as a composite time concept, it can be decomposed into basic invariable components for the perception of progressive and support-fixed time and into secondary components with possible association to unit-defined time or tense. Progressive time corresponds to Bergson’s definition of duration without boundaries, which cannot be divided for measurements. Time (...) periods are already lying in the past and fixed on different kinds of support. The human memory is the first automatic support, but any other support suitable for time registration can also be considered. The true reproduction of original time from any support requires conditions identical to the initial conditions, if not time reproduction becomes artificially modified as can be seen with a film. Time reproduction can be artificially accelerated, slowed down, extended or diminished, and also inverted from the present to the past, which only depends on the manipulation of the support, to which time is firmly linked. Tense associated to progressive and support fixed time is a psychological property directly dependent on an observer, who judges his present as immediate, his past as finished and his future as uncertain. Events can be secondarily associated to the tenses of an observer. Unit-defined time is essential for physics and normal live and is obtained by comparison of support-fixed time to systems with regular motions, like clocks. The association of time perception to time units can also be broken. Einstein’s time units became relative, in quantum mechanics, some physicist eliminated time units, others maintained them. Nevertheless, even the complete elimination of time units is not identical to timelessness, since the psychological perception of progressive and support-fixed time still remains and cannot be ignored. It is not seizable by physical methods, but experienced by everybody in everyday life. Contemporary physics can only abandon the association of time units or tenses to the basic components in perceived time. (shrink)

Chalmers introduced the hard problem of consciousness as a profound gap between experience and physical concepts. Philosophical theories were based on different interpretations concerning the qualia/concept gap, such as interactive dualism (Descartes), as well as mono aspect or dual aspect monism. From a bio-psychological perspective, the gap can be explained by the different activity of two mental functions realizing a mental representation of extra-mental reality. The function of elementary sensation requires active sense organs, which create an uninterrupted physical chain from (...) extra-mental reality to the brain and reflect the present. The function of categorizing reflection no longer needs sense organs, so that the physical chain to extra-mental reality is interrupted and now reflects the past. Whereas elementary sensation is an open system, categorizing reflection remains a closed system, separated from extra-mental reality. This creates the potentiality/reality gap, since prediction from the closed to the open system remains always uncertain. Elementary sensation is associated to specific qualia for each sense organ. Chalmers also attributed qualia to thoughts, with more neutral thought qualia. Thus at the qualia level, there is also an important gap, but now between specific sense qualia and neutral thought qualia. Since all physical concepts are simultaneously linked to neutral thought qualia, the hard problem might be explained by a qualia/qualia gap instead of a qualia/concept gap. The mental function of categorizing reflection induces the change from sense qualia to thought qualia by a categorization process. The specific sense qualia mosaic of an apple is reduced to physical concepts with neutral qualia by progressive categorization first to fruit, then to food, to chemicals and finally to calories. This might explain the gap felt in the hard problem, since specific sense qualia are completely different from neutral thought qualia, so that the hard problem could already be encountered at the qualia level. Since the gap of the hard problem is due to the interaction of different mental functions, it is compatible with a philosophical monism. (shrink)

Free will is difficult to classify with respect to determinism or indeterminism, and its phenomenology in consciousness often shows both aspects. Initially, it is felt as unlimited and indeterminate will power, with the potentiality of multiple choices. Thereafter, reductive deliberation is led by determinism to the final decision, which realises only one of the potential choices. The reductive deliberation phase tries to find out the best alternative and simultaneously satisfying vague motivations, contextual conditions and personal preferences. The essential sense of (...) free will is the introduction of personal preferences, which allows a higher diversity of reactions to vague motivations. With an oversimplified model of determinism as a chain of events, incompatibilists define “free” as “undetermined” so that determinism becomes incompatible with any free choice between alternatives. In consciousness, free will requires a more complex model of network determinism as well as the consideration of unconsciousness as a causal factor. When “free” defined as “undetermined” is applied to the context of consciousness, it should be reinterpreted as “unconscious of being determined” or not aware of underlying determinism. Lacking information on determinism generates a feeling of “free” in consciousness and, therefore, gives the impression of indeterminism. Lacking information may be induced by an uncertain future without determined events—an unconscious past with biological reactions suddenly emerging from the unconsciousness or an unknown present unable to distinguish determinism of complex events. Therefore, at the level of human consciousness, the experience of free will is associated with apparent indeterminism although it is based on unconscious determinism. The concepts of compatibilism and incompatibilism are only two different aspects of the same phenomenon and correspond to consciousness and unconsciousness. Nevertheless, they can be considered together with a free will concept based on relativity depending on two different reference frames—the first person’s experience frame or the Laplace’s demon frame with knowledge on every molecule of the universe. Only relativity of the free will concept avoids the contradiction between “free” and “unfree” for the same phenomenon and could be a compromise for considering compatibilism and incompatibilism equally. Metaphysics and psychology are two of Brentano’s main areas of interest in philosophy. His first writings, the dissertation On the Several Senses of Being in Aristotle (1862) and the habilitation thesis, The Psychology of Aristotle (1867), bear witness to the duality of his concerns. As such, these works were not only significant contributions to the German Aristotelianism of the second half of the XIXth century, but they also played an important role in the development of Brentano’s later philosophy and in (...) defining his school of thought. At the same time, the dissertation, now celebrating the sesquicentennial of its first publication, was received beyond the immediate sphere of the Brentanian school, for its reading played a significant role in young Heidegger’s thought on being, and thus in his development of a new type of phenomenology, distinct from the Husserlian one. The studies comprising this volume examine the relevance of Brentano’s dissertation, of his metaphysics and psychology for contemporary philosophical research. Generally, the papers emphasize a tendency in Brentanian research, which has become more conspicuous in the last two decades, and can be described as a gradual shift in focus from the specific problems of Brentano’s late philosophy, towards his earlier philosophy, especially his first writings and manuscripts. The German title is: Das Älteste Systemprogramm Des Deutschen Idealismus. This title was made up by Franz Rosenzweig in 1917, when he first published the manuscript. He found the manuscript in the Royal Library in Berlin in 1913. The manuscript suggested date is around 1796 and was done by handwriting research. However, the manuscript is not dated. The Prussian State Library auctioned in March 1913 from the auction of the house Liepmannssohn in Berlin a single sheet on the front and back with Hegel's cursive handwriting. The manuscript was lost during WWII. But Dieter Henrich found it again in 1979 in the “Biblioteka Jagiellonska” in Krakow (Poland), where it is today. Later research suggests that manuscript had come from the estate of Hegel’s student Friedrich Christoph Förster (1791-1868). Being an "untimely review", this paper reviews Aristotle's 'Categories' as if they were published today, in the era of computerised information, where categorisation becomes more and more essential for information retrieval. I suggest a systematic ordering of Aristotle's list of categories and argue that Aristotle's discussion of ontological dependency and his focus on concrete entities are still a source of new insight and can indeed be read as a contribution to the emerging field of applied ontology and ontological engineering.

Eastern philosophy and western science have convergent and divergent viewpoints for their explanation of consciousness. Convergence is found for the practice of meditation allowing besides a time dependent consciousness, the experience of a timeless consciousness and its beneficial effect on psychological wellbeing and medical improvements, which are confirmed by multiple scientific publications. Theories of quantum mechanics with non-locality and timelessness also show astonishing correlation to eastern philosophy, such as the theory of Penrose-Hameroff (ORC-OR), which explains consciousness by reduction of quantum (...) superposition in the brain. Divergence appears in the interpretation of the subjective experience of timeless consciousness. In eastern philosophy, meditation at a higher level of awareness allows the personal experience of timeless and non-dual consciousness, considered as an empirical proof for the existence of pure consciousness or spirituality existing before the material world and creating it by design. Western science acknowledges the subjective, non-dual experience, and its multiple beneficial effects, however, the interpretation of spirituality designing the material universe is in disagreement with the Darwinian Theory of mutation and selection. A design should create an ideal universe without the injustice of 3% congenital birth defects and later genetic health problems. The western viewpoint of selection is more adapted to explain congenital errors. The gap between subjectivity and objectivity, the mind-body problem, is in eastern philosophy reduced to the dominance of subjectivity over objectivity, whereas western science attributes equal values to both. Nevertheless, there remains an astonishing complementarity between eastern and western practices. (shrink)

Recent empirical work on the concept of intentionality suggests that people’s assessments of whether an action is intentional are subject to uncertainty. Some researchers have gone so far as to claim that different people employ different concepts of intentional action. These possibilities have motivated a good deal of work in the relatively new field of experimental philosophy. The findings from this empirical research may prove to be relevant to medical ethics. In this article, we address this issue head on. We (...) first describe a study we conducted on intention ascription. Drawing on recent work in experimental philosophy, we investigated the possibility that the ascription of intentions to clinical actors in clinical settings is influenced by prior judgments about the goodness or badness of the consequences of the action in question. Our study was modeled on experimental studies in other contexts that have shown that people, when presented with a range of scenarios, are more likely to classify a side effect of an action as intended if the side effect is negative or reflects poorly on the actor than if it is positive or reflects well on the actor. We investigated whether this asymmetry in intention ascriptions was also present among physicians who were asked to ascribe intentions to clinical actors in certain well-defined clinical scenarios. After describing the study and its results, we discuss its implications for medical ethics. (shrink)

This paper presents the Spanish translation of the only two texts of Franz Brentano which deal specifically with St. Thomas Aquinas. The first text is a section about St. Albert the Great and Aquinas in an article published during Brentano’s youth, “The History of Ecclesiastical Sciences” (1867). The second text is an article, “Thomas Aquinas” (1908), written at the end of his life. Both texts reveal the immense value that Brentano saw in Aquinas. They also show that he regarded (...) Aquinas mainly as an important interpreter of Aristotle rather than as a philosopher in his own right. Brentano’s approach here also gives us some insight into his own conception of philosophical hermeneutics. The differences between the two texts are evident; for instance, in the second one, there is a Brentano’s manipulation of Aquinas’ thought to justify his leaving the Catholic Faith. The texts are also preceded by a little introduction of mine. In judgment aggregation, unlike preference aggregation, not much is known about domain restrictions that guarantee consistent majority outcomes. We introduce several conditions on individual judgments su¢ - cient for consistent majority judgments. Some are based on global orders of propositions or individuals, others on local orders, still others not on orders at all. Some generalize classic social-choice-theoretic domain conditions, others have no counterpart. Our most general condition generalizes Sen’s triplewise value-restriction, itself the most general classic condition. We also prove a (...) new characterization theorem: for a large class of domains, if there exists any aggregation function satisfying some democratic conditions, then majority voting is the unique such function. Taken together, our results provide new support for the robustness of majority rule. (shrink)

Taking Thomas Aquinas's interpretation of the prologue of St John's gospel (in his Lectura super loannem Evangelium) as example, I first discuss eight differences between medieval biblical interpretation and modern exegesis, especially Aquinas's frequent use of philosophical opinions in interpreting the Bible, taken mostly from Aristotle. Second, I account for these differences by reconstructing Aquinas's hermeneutics, hinging, as is shown, upon the assumption that scripture was authored by God infallible and, therefore, only contains true statements. From this starting point Aquinas (...) is lead to a holistic hermeneutics: The interpretation of a biblical statement can be judged on only within the context of an entire theory of God, the world, and of the interpretation of the other biblical statements. Zuweilen werden der Geschichtsschreibung der Wissenschaftscharakter und historischen Aussagen die Wahrheitsfähigkeit abgesprochen. Ich werde erstens zeigen, dass Aussagen über Vergangenes nicht nur wahrheitsfähig sind, sondern dass einige Aussagen über Vergangenes tatsächlich wahr sind. Zweitens argumentiere ich dafür, dass weder die Gebundenheit an Quellen und die Möglichkeit des Irrtums, noch die Zeit- und Standortgebundenheit historischer Aussagen und eine eventuelle Werthaltigkeit historischer Urteile eine zwingende Gefahr für den Wissenschaftscharakter der Geschichtsschreibung sind. Sie stellen aber besondere Ansprüche an die wissenschaftlichen Tugenden, die ein (...) guter Historiker besitzen muss. Drittens zeige ich, dass die Suche nach historischer Wahrheit nicht nur möglich, sondern für ein funktionierendes gesellschaftliches Zusammenleben auch von größter Bedeutung ist. (shrink)

Democratic decision-making is often defended on grounds of the ‘wisdom of crowds’: decisions are more likely to be correct if they are based on many independent opinions, so a typical argument in social epistemology. But what does it mean to have independent opinions? Opinions can be probabilistically dependent even if individuals form their opinion in causal isolation from each other. We distinguish four probabilistic notions of opinion independence. Which of them holds depends on how individuals are causally affected by environmental (...) factors such as commonly perceived evidence. In a general theorem, we identify causal conditions guaranteeing each kind of opinion independence. These results have implications for whether and how ‘wisdom of crowds’ arguments are possible, and how truth-conducive institutions can be designed. (shrink)

Ich argumentiere dafür, dass wichtige Unterschiede zwischen Vermögensprädikationen und Modalaussagen bestehen. Ich nenne mehrere Gründe dafür, dass Vermögensprädikationen keine Modalaussagen sind, zeige aber auch, dass Vermögensprädikationen zwei modale Elemente haben: Sie implizieren erstens nichttriviale Modalaussagen, weil es keine Vermögen für Unmögliches gibt. In diesem Essay wird es aber nicht um die Kunst im Allgemeinen gehen, sondern um die abstrakte Kunst und die abstrakte Malerei im Besonderen. Was zeichnet sie aus und was ist ihr Wesen? Ist es die Freiheit?

: Background: In responsible research and innovation (RRI), innovation is seen as a way in which humankind finds solutions for societal issues. However, studies on commercial innovation show that firms respond in a different manner and at a different speed to the same societal issue. This study investigates what role organizational motives play in the product innovation processes of firms when aiming for socially responsible outcomes. Methods: This multiple-case study investigates the motives of food firms for healthier product innovation by (...) interviewing firms about the organizational motives behind product reformulation and innovation. Results: This study highlights the importance of having both instrumental and moral motives in the innovation process when aiming for socially responsible outcomes, and how both these motives interact and contribute to responsible innovation in industry. Furthermore, the study results question the nature of relational motives as a separate category from the other two categories of motives, as suggested by corporate social responsibility (CSR) scholars. Conclusions: If commercial innovation needs to contribute to solutions for societal issues, the importance of moral motives has to be stressed without annihilating the instrumental objectives of firms. Both motives contribute to the success factors of responsible product innovation in industry. (shrink)

We introduce a “reason-based” framework for explaining and predicting individual choices. It captures the idea that a decision-maker focuses on some but not all properties of the options and chooses an option whose motivationally salient properties he/she most prefers. Reason-based explanations allow us to distinguish between two kinds of context-dependent choice: the motivationally salient properties may (i) vary across choice contexts, and (ii) include not only “intrinsic” properties of the options, but also “context-related” properties. Our framework can accommodate boundedly rational (...) and sophisticatedly rational choice. Since properties can be recombined in new ways, it also offers resources for predicting choices in unobserved contexts. (shrink)

Tractatus 4.024 inspired the dominant semantics of our time: truth-conditional semantics. Such semantics is focused on possible worlds: the content of p is the set of worlds where p is true. It has become increasingly clear that such an account is, at best, defective: we need an ‘independent factor in meaning, constrained but not determined by truth-conditions’ (Yablo 2014, p. 2), because sentences can be differently true at the same possible worlds. I suggest a missing comment which, had it been (...) included in the Tractatus, would have helped semantics get this right from the start. This is my 4.0241: ‘Knowing what is the case if a sentence is true is knowing its ways of being true’: knowing a sentence’s truth possibilities and what we now call its topic, or subject matter. I show that the famous ‘fundamental thought’ that ‘the “logical constants” do not represent’ (4.0312) can be understood in terms of ways-based views of meaning. Such views also help with puzzling claims like 5.122: ‘If p follows from q, the sense of “p” is contained in the that of “q”’, which are compatible with a conception of entailment combining truth-preservation with the preservation of topicality, or of ways of being true. There has been much discussion on the two-envelope paradox. Clark and Shackel (2000) have proposed a solution to the paradox, which has been refuted by Meacham and Weisberg (2003). Surprisingly, however, the literature still contains no axiomatic justification for the claim that one should be indifferent between the two envelopes before opening one of them. According to Meacham and Weisberg, "decision theory does not rank swapping against sticking [before opening any envelope]" (p. 686). To fill this gap in the literature, (...) we present a simple axiomatic justification for indifference, avoiding any expectation reasoning, which is often considered problematic in infinite cases. Although the two-envelope paradox assumes an expectation-maximizing agent, we show that analogous paradoxes arise for agents using different decision principles such as maximin and maximax, and that our justification for indifference before opening applies here too. Public reason as a political ideal aims to reconcile reasonable disagreement; however, is public reason itself the object of reasonable disagreement? Jonathan Quong, David Estlund, Andrew Lister, and some other philosophers maintain that public reason is beyond reasonable disagreement. I argue this view is untenable. In addition, I consider briefly whether or not two main versions of the public reason principle, namely, the consensus version and the convergence version, need to satisfy their own requirements. When one thinks—knows, believes, imagines—that something is the case, one’s thought has a topic: it is about something, towards which one’s mind is directed. What is the logic of thought, so understood? This book begins to explore the idea that, to answer the question, we should take topics seriously. It proposes a hyperintensional account of the propositional contents of thought, arguing that these are individuated not only by the set of possible worlds at which they are true, but also by (...) their topic: what they are about. The book then builds epistemic, doxastic, probabilistic, and conditional logics based on this view. It applies them to issues ranging from dogmatism, scepticism, and epistemic fallibilism, to imagination and suppositional reasoning, belief revision, framing effects, and the acceptability of indicative conditionals. How can the propositional attitudes of several individuals be aggregated into overall collective propositional attitudes? Although there are large bodies of work on the aggregation of various special kinds of propositional attitudes, such as preferences, judgments, probabilities and utilities, the aggregation of propositional attitudes is seldom studied in full generality. In this paper, we seek to contribute to filling this gap in the literature. We sketch the ingredients of a general theory of propositional attitude aggregation and prove two new theorems. (...) Our first theorem simultaneously characterizes some prominent aggregation rules in the cases of probability, judgment and preference aggregation, including linear opinion pooling and Arrovian dictatorships. Our second theorem abstracts even further from the specific kinds of attitudes in question and describes the properties of a large class of aggregation rules applicable to a variety of belief-like attitudes. I present a formal theory of the logic and aboutness of imagination. Aboutness is understood as the relation between meaningful items and what they concern, as per Yablo and Fine’s works on the notion. Imagination is understood as per Chalmers’ positive conceivability: the intentional state of a subject who conceives that p by imagining a situation—a configuration of objects and properties—verifying p. So far aboutness theory has been developed mainly for linguistic representation, but it is natural to extend it to (...) intentional states. The proposed framework combines a modal semantics with a mereology of contents: imagination operators are understood as variably strict quantifiers over worlds with a content-preservation constraint. Does pre-voting group deliberation improve majority outcomes? To address this question, we develop a probabilistic model of opinion formation and deliberation. Two new jury theorems, one pre-deliberation and one post-deliberation, suggest that deliberation is beneficial. Successful deliberation mitigates three voting failures: (1) overcounting widespread evidence, (2) neglecting evidential inequality, and (3) neglecting evidential complementarity. Formal results and simulations confirm this. But we identify four systematic exceptions where deliberation reduces majority competence, always by increasing Failure 1. Our analysis recommends deliberation that (...) is 'participatory', 'neutral', but not necessarily 'equal', i.e., that involves substantive sharing, privileges no evidences, but might privilege some persons. We propose a new account of indicative conditionals, giving acceptability and logical closure conditions for them. We start from Adams’ Thesis: the claim that the acceptability of a simple indicative equals the corresponding conditional probability. The Thesis is widely endorsed, but arguably false and refuted by empirical research. To fix it, we submit, we need a relevance constraint: we accept a simple conditional 'If φ, then ψ' to the extent that (i) the conditional probability p(ψ|φ) is high, provided that (ii) (...) φ is relevant for ψ. How (i) should work is well-understood. It is (ii) that holds the key to improve our understanding of conditionals. Our account has (i) a probabilistic component, using Popper functions; (ii) a relevance component, given via an algebraic structure of topics or subject matters. We present a probabilistic logic for simple indicatives, and argue that its (in)validities are both theoretically desirable and in line with empirical results on how people reason with conditionals. Judgment-aggregation theory has always focused on the attainment of rational collective judgments. But so far, rationality has been understood in static terms: as coherence of judgments at a given time, defined as consistency, completeness, and/or deductive closure. This paper asks whether collective judgments can be dynamically rational, so that they change rationally in response to new information. Formally, a judgment aggregation rule is dynamically rational with respect to a given revision operator if, whenever all individuals revise their judgments in light (...) of some information (a learnt proposition), then the new aggregate judgments are the old ones revised in light of this information, i.e., aggregation and revision commute. We prove an impossibility theorem: if the propositions on the agenda are non-trivially connected, no judgment aggregation rule with standard properties is dynamically rational with respect to any revision operator satisfying some basic conditions on revision. Our theorem is the dynamic-rationality counterpart of some well-known impossibility theorems for static rationality. We also explore how dynamic rationality might be achieved by relaxing some of the conditions on the aggregation rule and/or the revision operator. Notably, premise-based aggregation rules are dynamically rational with respect to so-called premise-based revision operators. (shrink)

There are group-actions, and if actions are intentional, there should also be group-intentions. Who has got these intentions? The groups? This seems to be the natural answer. But then: Groups do not have a mind or brain of there own to form any mental attitude. Different kinds of individualistic analyses of group-intentions have been suggested in the literature. On the one hand there are suggestions to reduce group intentions to a complex of different Iattitudes. John Searle, on the other hand, (...) suggests a special social kind of attitudes, namely we-intentions. We-intentions are being had by individual persons, though they have the form “We intend to do such-and-such”. However, because of the fallibility of Searlian we-intentions and the possibility of ignorance this concept is of no help: We-intentions are neither necessary nor sufficient for group-intentions. In this respect, Margaret Gilbert’s approach is much more successful, though it covers only a special case, namely small-scale informal groups. I suggest a generalised solution in order to cover also large-scale and formal groups. (shrink)

The problem adressed in this paper is “the main epistemic problem concerning science”, viz. “the explication of how we compare and evaluate theories [...] in the light of the available evidence” (van Fraassen 1983, 27).

Confucian scholars should satisfy two conditions insofar as they think their theories enable Confucianism to make contributions to liberal politics and social policy. The liberal accommodation condition stipulates that the theory in question should accommodate as many reasonable conceptions of the good and religious doctrines as possible while the intelligibility condition stipulates that the theory must have a recognizable Confucian character. By and large, Joseph Chan’s Confucian perfectionism is able to satisfy the above two conditions. However, contrary to Chan and (...) many other Confucian scholars, I argue that any active promotion of Confucianism will violate the liberal accommodation condition. I propose the “wide view of moderate perfectionism,” which enables Confucianism to shed light on a wide range of political and social issues without promoting Confucianism actively. Thus, I present a new approach to the long-standing question of how Confucianism may improve political and social development in a liberal society. (shrink)

I show that in his De motu animalium Aristoteles proposes a teleology of the practical on the most general zoological level, i.e. on the level common to humans and self-moving animals. A teleology of the practical is a teleological account of the highest practical goals of animal and human self-motion. I argue that Aristotle conceives of such highest practical goals as goals that are contingently related to their realizations. Animal and human self-motion is the kind of action in which certain (...) state of affairs that realize values are mechanized. (shrink)

Condorcet's famous jury theorem reaches an optimistic conclusion on the correctness of majority decisions, based on two controversial premises about voters: they are competent and vote independently, in a technical sense. I carefully analyse these premises and show that: whether a premise is justi…ed depends on the notion of probability considered; none of the notions renders both premises simultaneously justi…ed. Under the perhaps most interesting notions, the independence assumption should be weakened.

A group is often construed as one agent with its own probabilistic beliefs (credences), which are obtained by aggregating those of the individuals, for instance through averaging. In their celebrated “Groupthink”, Russell et al. (2015) require group credences to undergo Bayesian revision whenever new information is learnt, i.e., whenever individual credences undergo Bayesian revision based on this information. To obtain a fully Bayesian group, one should often extend this requirement to non-public or even private information (learnt by not all or (...) just one individual), or to non-representable information (not representable by any event in the domain where credences are held). I pro- pose a taxonomy of six types of ‘group Bayesianism’. They differ in the information for which Bayesian revision of group credences is required: public representable information, private representable information, public non-representable information, etc. Six corre- sponding theorems establish how individual credences must (not) be aggregated to ensure group Bayesianism of any type, respectively. Aggregating through standard averaging is never permitted; instead, different forms of geometric averaging must be used. One theorem—that for public representable information—is essentially Russell et al.’s central result (with minor corrections). Another theorem—that for public non-representable information—fills a gap in the theory of externally Bayesian opinion pooling. (shrink)

On 4th of August 2020, the Lebanese capital and port city, Beirut, was rocked by a massive explosion that has killed hundreds and injured thousands more, ravaging the heart of the city’s nearby downtown business district and neighbouring housing areas, where more than 750,000 people live. The waterfront neighbourhood and a number of dense residential neighbourhoods in the city’s eastern part were essentially flattened. Lebanese Government officials believe that the blast was caused by around 2,700 tonnes of ammonium nitrate stored (...) near the city’s cargo port without proper control for six years. -/- The disaster devastating Beirut’s port and city shows the latent danger of safe storage of potentially dangerous goods in modern ports, particularly ones located close to the heart of the city. The huge blast tore through major grain silos, stoking fears of shortages in a nation that imports nearly all its food and is already reeling from economic crisis. As the WFP (World Food Programme) said in a statement: the blast will “exacerbate the grim economic and food-security situation.” The Beirut blast also reminds us of the importance of ports in the contemporary globalized world. It calls our attention to safety and security, of governance and collaboration between port and city or region and of accessibility to the hinterland. What do local governments and port cities need to do to enhance the safety and security issues in port terminals? Or, to put it differently, how do we reconcile this challenge between the ports we need to feed us, serve us, provide us with medicines, equipment, etc. and the ports that threatens us? (shrink)

This paper deals with the concept of media-competence in the era of globalization. The starting point is the hypothesis that the very globalization of society, culture, communication and information is a deep challenge for expanding this concept to a meta-competence. In a brief outline it is pointed out that common concepts of media-competence, in describing media only as tools of communication, are based on a naturalistic or even instrumentalistic fallacy. Therefore the operationalization of media-competence is often reduced to a catalogue (...) of skills for educational programs, designed to fulfill economic demands, e.g. of the labour market. The originally critical goal of media-competence, as reflection of media-realities on a second order or meta-level, remains inefficient, until media-education seizes the efforts of the “Medial turn” in media-science and media-philosophy. Considering media not only as media systems or media contents or media technologies, but as possibilities of different forms of construction of reality, media-competence then turns out as meta-competence, i.e. an individualistic action-oriented reflexive competence, concerning the different medial ways of worldmaking. When at the next step media-competence is related to the process of globalization, it results that media-competence is essentially an individualistic and globalistic, within transaction-oriented reflexive competence, concerning the integration of different worldwide possible medial ways of worldmaking from an individual point of view. Thus meta-media-competence seems to be the modus vivendi in the era of globalization, a practice of everyday postmodern philosophy. (shrink)

Under the independence and competence assumptions of Condorcet’s classical jury model, the probability of a correct majority decision converges to certainty as the jury size increases, a seemingly unrealistic result. Using Bayesian networks, we argue that the model’s independence assumption requires that the state of the world (guilty or not guilty) is the latest common cause of all jurors’ votes. But often – arguably in all courtroom cases and in many expert panels – the latest such common cause is a (...) shared ‘body of evidence’ observed by the jurors. In the corresponding Bayesian network, the votes are direct descendants not of the state of the world, but of the body of evidence, which in turn is a direct descendant of the state of the world. We develop a model of jury decisions based on this Bayesian network. Our model permits the possibility of misleading evidence, even for a maximally competent observer, which cannot easily be accommodated in the classical model. We prove that (i) the probability of a correct majority verdict converges to the probability that the body of evidence is not misleading, a value typically below 1; (ii) depending on the required threshold of ‘no reasonable doubt’, it may be impossible, even in an arbitrarily large jury, to establish guilt of a defendant ‘beyond any reasonable doubt’.
