Nghiên cứu để xây dựng chương trình phần mềm chung để cập nhật thông tin từ các TCTD, chi nhánh TCTD cho NHNN. Hiện nay, tuỳ theo việc áp dụng công nghệ của từng TCTD mà có nhiều chương trình báo cáo khác nhau nên chưa đảm bảo chuẩn chung và không đảm bảo an toàn chính xác đối với thông tin đầu vào.

Nghiên cứu được thực hiện với mục tiêu là xác định và đo lường các yếu tố ảnh hưởng đến khả năng trả nợ vay ngân hàng đúng hạn của khách hàng cá nhân (KHCN) tại tỉnh Đồng Nai. Phương pháp nghiên cứu định tính và định lượng được sử dụng nhằm thu thập, phân tích dữ liệu từ 335 KHCN đã và đang vay vốn tại các ngân hàng thương mại trên địa bàn tỉnh Đồng Nai. Kết quả phân (...) tích hồi quy Binary Logistic cho thấy, có thấy 5 yếu tố ảnh hưởng đến khả năng trả nợ vay ngân hàng đúng hạn của KHCN tại tỉnh Đồng Nai sắp xếp theo mức độ tác động giảm dần như sau: Nghề nghiệp; Trình độ; Độ tuổi; Lãi suất; Số tiền vay. Lĩnh vực tín dụng cá nhân tuy có nhiều tiềm năng và tạo cho các ngân hàng có nguồn thu bền vững trong dài hạn nhưng hoạt động này hàm chứa nhiều rủi ro mà các ngân hàng càng quan tâm, đặc biệt trong sô' đó là rủi do không thể trả nỢ, đứng ở 2 khía cạnh là sô' nợ gôc và thời hạn trả nợ. Sẽ rất nguy hiểm nếu trong thời kỳ hiện nay ngân hàng tiếp tục (...) bổ sung vào khối lượng nợ xấu của mình từ rủi ro tín dụng cá nhân khi lượng nợ xấu từ khách hàng doanh nghiệp vẫn chưa thể xử lý được. Do đó, có thể nhận thấy trong thời điểm hiện nay cùng với sự tăng trưởng của tín dụng thì việc nhận diện và đo lường rủi ro tín dụng trở thành việc làm cấp bách. (shrink)

Thị trường carbon toàn cầu đã trở thành một yếu tố quan trọng trong cuộc chiến chống biến đổi khí hậu, cung cấp cơ hội cho các chính phủ, doanh nghiệp và tổ chức giảm lượng khí thải khí nhà kính. Tuy nhiên, với sự gia tăng về tầm quan trọng của thị trường carbon, sự phức tạp trong quản lý nó cũng tăng lên. Một trong những thách thức lớn mà thị trường carbon phải đối mặt là sự tồn (...) tại của nhiều tiêu chuẩn đa dạng và đôi khi xung đột với nhau. Mặc dù các tiêu chuẩn này được phát triển để phục vụ các bên liên quan cho mục tiêu khác nhau, nhưng chúng cũng tạo ra sự hỗn loạn, làm giảm hiệu suất và gây ra các vấn đề tiềm ẩn. Bài viết này sẽ xem xét các vấn đề xung quanh sự tồn tại quá nhiều tiêu chuẩn trên thị trường carbon và thảo luận về sự cần thiết của việc hài hòa hóa chúng một cách hợp lý hơn. (shrink)

Trong một thế giới đang phải vật lộn với nhu cầu cấp thiết chống lại biến đổi khí hậu, các quốc gia đã đưa ra những cam kết quan trọng nhằm giảm khí thải và tác động đến môi trường. Những cam kết này rất cần thiết để đạt được các mục tiêu do Thỏa thuận Paris đặt ra, nhằm hạn chế sự nóng lên toàn cầu ở mức dưới 2°C. Mặc dù các cam kết được đưa ra, nhưng tình (...) hình vẫn không mấy khả quan khi tổng lượng phát thải liên tục đạt đỉnh mới từ 1990. Năm 2023 đã ghi nhận mức băng biển ở Nam Cực thấp nhất từ trước đến nay, trong khi đó Cơ Quan Năng lượng Quốc tế dự đoán rằng lượng khí thải CO2 sẽ lại tiếp tục đạt mức cao kỷ lục trong năm 2023 và vẫn chưa thể xác định được mức đỉnh rõ ràng. Cùng với đó là sự xuất hiện của hàng loạt các rủi ro và thách thức có thể khiến các quốc gia lùi bước, thậm chí thất bại, trong việc thực hiện các cam kết khí hậu. Bài viết này sẽ xem xét một số rủi ro và thách thức chính có khả năng làm cản trở các mục tiêu giảm phát thải như đã cam kết. Những thông tin này sẽ có giá trị cảnh báo các khó khăn mà các quốc gia đã, đang, và sẽ phải đối mặt để thực hiện các cam kết khí hậu của mình. (shrink)

Thảm họa thiên nhiên luôn gây ra những tổn thất lớn về người và của. Với Florida, Hurricane Idalia 2023 chính là một thảm họa khắc nghiệt. Chỉ mới bắt đầu, nhưng cơn bão đã gây ngập lụt, và làm nửa triệu dân Bắc Florida và Georgia mất điện. Nước ngập hàng mét. Thế mà cuộc đấu chính trị đã dẫn tới một điều kỳ lạ, Thống đốc Florida, Ron DeSantis, đã từ chối trợ cấp liên bang trị giá 5 (...) triệu USD để xây dựng chương trình hỗ trợ tiền cho cư dân bị ảnh hưởng muốn trang bị thêm các thiết bị đồ dùng gia đình giúp hạn chế tổn thất năng lượng. Điều này cũng đồng nghĩa với việc Florida sẽ không thể tiếp cận nguồn tài chính 341 triệu USD cho cư dân, liên quan tới Inflation Reduction Act. DeSantis cũng từ chối luôn 3 triệu USD quỹ IRA hỗ trợ chống ô nhiễm cũng như chương trình “Solar for All” giúp người nghèo nhận được các tấm pin mặt trời. Bây giờ, cuộc chiến với tổn thất đa dạng sinh học đang lan rộng sang ngành công nghiệp làm đẹp. Công nghiệp thời trang đã từng chịu áp lực trước các ảnh hưởng môi trường tiêu cực, và đang phải điều chỉnh lớn, nhất là với thời trang nhanh. Nhưng món chăm sóc thẩm mỹ dường như đang chịu áp lực gia tăng dần. Ngành hàng thẩm mỹ và chăm sóc cá nhân có doanh số rất lớn và lợi nhuận (...) cao, đặc biệt đối với phân khúc thu nhập cao. Tuy nhiên, lợi thế này cũng tiềm ẩn rủi ro phải đối diện với những quan sát, nghiên cứu, điều tra và cả chỉ trích của các tổ chức xã hội dân sự, các phong trào hoạt động môi trường, và cả người tiêu dùng. Hơn ai hết, ngành công nghiệp này có độ nhạy rất cao với rủi ro của các ý kiến đánh giá tiêu cực xã hội, nhất là hậu quả nặng nề của các phong trào tẩy chay tiêu dùng. Sắc thái mới nhất và sẽ chỉ có thể gia tăng khi mà sức khỏe hệ sinh thái toàn cầu đang suy giảm chính là các sản phẩm có liên quan tới phát thải và tổn thất môi sinh, cụ thể hơn là tổn thất đa dạng sinh học do chặt phá rừng và canh tác nông nghiệp gây tác hại lâu dài. Trong quá trình phát triển của phong trào bảo vệ môi trường, đã xuất hiện nhiều học thuyết và trường phái khác nhau. Một trong số này thuộc về các học thuyết bảo vệ môi trường lạ đời (đôi khi mang sắc thái cực đoan), thể hiện sự tận tụy và độc đáo trong việc bảo vệ môi trường với mọi biện pháp. Vì họ đặt môi trường lên hàng đầu, nên những quan điểm này thường phản ánh quan điểm (...) cấp tiến và đôi khi khá khác biệt về quan hệ giữa con người và môi trường. Vì vậy, chúng thường không được chấp nhận rộng rãi hoặc không thực tế. Tuy nhiên, dưới góc nhìn tập trung vào bảo vệ môi trường, những học thuyết này cũng đem đến cho chúng ta nhận thức về những xung đột lợi ích mà nhiều nhà hoạt động môi trường thường bỏ qua. Chúng cũng làm nổi bật mục tiêu quan trọng của việc hài hòa lợi ích của con người và thiên nhiên. Bài viết này sẽ tập trung phân tích một số học thuyết bảo vệ môi trường lạ đời phổ biến nhất, để mang đến một cái nhìn đa chiều về vấn đề môi trường. (shrink)

Cuối tháng 8-2023, Exxon Mobil, một trong những hãng kinh doanh dầu mỏ lớn nhất thế giới, tổ hợp lớn nhất của nhóm tách ra từ đế chế dầu mỏ Standard Oil của John D. Rockefeller đã công bố một báo cáo buồn về mục tiêu cứu Trái Đất trước hiểm họa biến đổi khí hậu. Báo cáo này đưa ra 2 kết luận tối quan trọng: a) Dầu mỏ và khí đốt vẫn chiếm tới 54% tổng nguồn cung năng (...) lượng của thế giới vào năm 2050; b) Phát thải CO2 vẫn cao gấp 2 lần kịch bản cần thiết mà IPCC đặt ra. Điều này cũng đồng nghĩa với việc thế giới sẽ thất bại trước mục tiêu kìm giữ nhiệt độ tăng thấp hơn 2⁰C. Đánh giá này dựa trên ước lượng thế giới sẽ sản sinh ra 25 tỷ tấn CO2 vào 2050. (shrink)

We review the literature for the long-term effects of war on human capital. We document the negative effects of exposure to war on individual health, prospective earnings, educational attainment, prospective earnings, and labor productivity in the long run. The findings call for immediate and effective actions to reduce the detrimental repercussions of war in both the short run and long run.

Algorithms can now identify patterns and correlations in the (big) datasets, and predict outcomes based on those identified patterns and correlations with the use of machine learning techniques and big data, decisions can then be made by algorithms themselves in accordance with the predicted outcomes. Yet, algorithms can inherit questionable values from the datasets and acquire biases in the course of (machine) learning, and automated algorithmic decision-making makes it more difficult for people to see algorithms as biased. While researchers have (...) taken the problem of algorithmic bias seriously, but the current discussion on algorithmic fairness tends to conceptualize ‘fairness’ in algorithmic fairness primarily as a technical issue and attempts to implement pre-existing ideas of ‘fairness’ into algorithms. In this paper, I show that such a view of algorithmic fairness as technical issue is unsatisfactory for the type of problem algorithmic fairness presents. Since decisions on fairness measure and the related techniques for algorithms essentially involve choices between competing values, ‘fairness’ in algorithmic fairness should be conceptualized first and foremost as a political issue, and it should be (re)solved by democratic communication. The aim of this paper, therefore, is to explicitly reconceptualize algorithmic fairness as a political question and suggest the current discussion of algorithmic fairness can be strengthened by adopting the accountability for reasonableness framework. International observers and critics often attack China's Internet policy on the basis of liberal values. If China's Internet is designed and built on Confucian values that are distinct from, and sometimes incompatible to, liberal values, then the liberalist critique ought to be reconsidered. In this respect, Mary Bockover's “Confucian Values and the Internet: A Potential Conflict” appears to be the most direct attempt to address this issue. Yet, in light of developments since its publication in 2003, it is time to (...) re-examine this issue. In this paper, I revisit Bockover’s argument and show why it fails. Using social media as an example, I offer an alternative argument to show why the Internet remains largely incompatible with Confucian values. I end this paper by suggesting how to recontextualise the Confucian way of life and to redesign social media in accordance to Confucian values in the information society. (shrink)

Vietnam, with a geographical proximity and a high volume of trade with China, was the first country to record an outbreak of the new Coronavirus disease (COVID-19), caused by the Severe Acute Respiratory Syndrome Coronavirus 2 or SARS-CoV-2. While the country was expected to have a high risk of transmission, as of April 4, 2020—in comparison to attempts to contain the disease around the world—responses from Vietnam are being seen as prompt and effective in protecting the interests of its citizens, (...) with 239 confirmed cases and no fatalities. This study analyzes the situation in terms of Vietnam’s policy response, social media and science journalism. A self-made web crawl engine was used to scan and collect official media news related to COVID-19 between the beginning of January and April 4, yielding a comprehensive dataset of 14,952 news items. The findings shed light on how Vietnam—despite being under-resourced—has demonstrated political readiness to combat the emerging pandemic since the earliest days. Timely communication on any developments of the outbreak from the government and the media, combined with up-to-date research on the new virus by the Vietnamese science community, have altogether provided reliable sources of information. By emphasizing the need for immediate and genuine cooperation between government, civil society and private individuals, the case study offers valuable lessons for other nations concerning not only the concurrent fight against the COVID-19 pandemic but also the overall responses to a public health crisis. Many previous studies evaluated factors influencing entrepreneurial intention including psychological factors, social economic factors, family circumstance, etc. In contrast, there are very few studies examine the relationship between entrepreneurial competencies and entrepreneurial intention. Thus, this paper aim to identify the list of competencies that impact entrepreneurial intention among Southeast Asian students who influenced by Confucianism. The conceptual model was established based on the list of previous studies in this field with a sample size of 1000 students who study in University (...) of Economics-The University of Danang. The main finding indicated that (i) from eleven independent variables listed from previous studies, only six independent variables remain; (ii) there are no evidences to prove that risk management and tenacity/ perseverance were associated with entrepreneurship intention. These results have important values in developing entrepreneurship training programs to promote students' entrepreneurial intention among Southeast Asian Countries. (shrink)

Entrepreneurship plays an indispensable role in the economic development and poverty reduction of emerging economies like Vietnam. The rapid development of technologies during the Fourth Industrial Revolution (Industry 4.0) has a significant impact on business in every field, especially in the innovation-focused area of entrepreneurship. However, the topic of entrepreneurial activities with technology applications in Vietnam is under-researched. In addition, the body of literature regarding entrepreneurial finance tends to focus on advanced economies, while mostly neglecting the contextual differences in developing (...) nations. Therefore, this research contributes to these topics by investigating the main characteristics of a high potential market for entrepreneurs in Vietnam, which is the English language training market (ELTM). It also aims at indicating the impacts of technology on the entrepreneurial firms within this market, with an emphasis on financing sources. To answer the research questions, this study employs a qualitative analysis and conducts 12 in-depth, semi-structured interviews with entrepreneurs and researchers in the field. The key findings in our study highlight the main contributing factors to the growth of the market, both universally and context-specific for a developing nation like Vietnam. It also lists the leaders in each market segment and the industry’s potential profit margin. The results also show that most entrepreneurs in the ELTM utilized private sources of finance rather than external ones, such as bank loans. It again confirms the idea from previous works that even with the rapid development of the economic and technological landscape, entrepreneurial activities in general barely benefit from additional sources of funding. However, it also points out the distinct characteristics of the ELTM that may influence these financing issues; for example, English training services usually collect revenues from customers before delivering their classes. This is of advantage for entrepreneurs in this area and helps significantly reduce the financial barriers. These findings, which are among the first attempts to contribute to a better understanding of entrepreneurial opportunities in the Industry 4.0 in Vietnam, provide valuable insights for policymakers and entrepreneurs, as well as investors. The aim of Intercultural Information Ethics (IIE), as Ess aptly puts, is to “(a) address both local and global issues evoked by ICTs / CMC, etc., (b) in a ways that both sustain local traditions / values / preference, etc. and (c) provide shared, (quasi-) universal responses to central ethical problems” (Ess 2007a, 102). This formulation of the aim of IIE, however, is not unambiguous. In this paper, I will discuss two different understandings of the aim of IIE, one of (...) which advocates “shared norms, different interpretations” and another proposes “shared norms, different justifications”. I shall argue that the first understanding is untenable, and the second understanding is acceptable only with qualification. Communication strategies to shape public opinion can be applied to the philosophical program of conceptual engineering. I propose to look for answers to the implementation challenge for conceptual engineering on similar challenges that arise in other contexts, such as that of social movements. I claim that conceptual engineering is successfully practiced in other areas with direct consequences on the political landscape, and that we can apply to philosophy what we might learn from those successful practices. With that end in mind, (...) I explain the psychological approach to conceptual engineering. I present what has been called “the implementation challenge”, which is the problem that emerges from the possibility of control over the content of our concepts. The challenge consists in that if there is not such a control, conceptual engineering is not implementable. Then, I review some of the reactions that have been given to that challenge, and I defend the feasibility of conceptual engineering appealing to the collective action frames that social movements endorse as an instance of a successful kind of conceptual engineering and derive some strategies that might be of use for conceptual engineering in philosophy. This paper discusses the influence of digital media and its online presence on freedom of speech in Vietnam by analyzing three different kinds of emerging online media tools: blogosphere, electronic/online newspapers, and social media networks (SNSs). As a single- party socialist republic country, the controlling power of the media lays in the hands of the Communist Party of Vietnam (CPV). The Doi Moi reform in 1986, marketization and the introduction of the Internet in 1997 have slightly transformed the Vietnamese media (...) environment, however, it remains highly restricted. This paper explores several sources including academic research, research articles, as well as analysis of online press coverage in the Vietnamese media environment to examine governmental control over the media which influences the free flow of information. Understanding digital media developments within the Vietnamese online media environment helps us to understand how Vietnamese netizens utilize these tools to maximize their online freedom of speech, the CPV"s approach to regulate the Internet in order to maintain its legitimacy, and several challenges facing Vietnamese netizens including bloggers, journalists, and the wider public in the digital age. Current research in Intercultural Information Ethics is preoccupied, almost exclusively, by moral and political issues concerning the right and the just These issues are undeniably important, and with the continuing development and diffusion of ICTs, we can only be sure more moral and political problems of similar kinds are going to emerge in the future. Yet, as important as those problems are, I want to argue that researchers' preoccupation with the right and the just are undesirable. I shall argue that (...) IIE has thus far overlooked the issues pertaining to the good life . IIE, I claim, should also take into account these issues. A closer look at the theories and questions in philosophy of technology and ethics of technology shows the absence and marginality of non-Western philosophical traditions in the discussions. Although, increasingly, some philosophers have sought to introduce non-Western philosophical traditions into the debates, there are few systematic attempts to construct and articulate general accounts of ethics and technology based on other philosophical traditions. This situation is understandable, for the questions of modern sciences and technologies appear to be originated from the West; (...) at the same time, the situation is undesirable. The overall aim of this paper, therefore, is to introduce an alternative account of ethics of technology based on the Confucian tradition. The burgeoning literature on the ethical issues raised by climate engineering has explored various normative questions associated with the research and deployment of climate engineering, and has examined a number of responses to them. While researchers have noted the ethical issues from climate engineering are global in nature, much of the discussion proceeds predominately with ethical framework in the Anglo-American and European traditions, which presume particular normative standpoints and understandings of human–nature relationship. The current discussion on the ethical issues, therefore, (...) is far from being a genuine global dialogue. The aim of this article is to address the lack of intercultural exchange by exploring the ethics of climate engineering from a perspective of Confucian environmental ethics. Drawing from the existing discussion on Confucian environmental ethics and Confucian ethics of technology, I discuss what Confucian ethics can contribute to the ethical debate on climate engineering. Building on the discussion between Stephen Darwall and Michael Tomassello, we propose an alternative evolutionary account of moral motivation in its two-pronged dimension. We argue that an evolutionary account of moral motivation must account for the two forms of moral motivation that we distinguish: motivation to be partial, which is triggered by the affective relationships we develop with others; and motivation to be impartial, which is triggered by those norms to which we give impartial validity. To that aim, we present (...) the second-person standpoint of morality, first as Darwall conceives of it, and then as we reinterpret it from a naturalistic approach. Then we synthesize Tomasello’s evolutionary account of morality, and Darwall’s objections to it. To reply to those objections, building on Tomasello’s proposal, we argue that the motivation to be impartial, and the feeling of obligation to comply with normative requirements, appeared when humans anticipated and, critically, internalized others’ sanctions to the violation of social norms. Consequently, we posit that social norms and sanctions appeared first at the community level, and only after that were they internalized in the form of self-directed reactive attitudes. Researchers have explored questions concerning public participation and consent in geoengineering governance. Yet, the notion of consent has received little attention from researchers, and it is rarely discussed explicitly, despite being prescribed as a normative requirement for geoengineering research and being used in rejecting some geoengineering options. As it is noted in the leading geoengineering governance principles, i.e. the Oxford Principles, there are different conceptions of consent; the idea of consent ought to be unpacked more carefully if, and when, we (...) invoke it in the discussion. This article offers a theoretical reflection on different conceptions of consent and their place in geoengineering governance. More specifically, I discuss three models of consent, i.e. explicit consent, implied consent and hypothetical consent, and assess their applicability to geoengineering governance. Although there are different models of consent, much discussion of geoengineering governance has committed only to explicit consent. I note that such a commitment springs from a specific ideal political order. Accordingly, we should be wary of any naïve commitment to it so long as the political order we hope for remains open to debate. Finally, I illustrate two approaches to introduce consent into a geoengineering governance framework. (shrink)

This paper aims to address the lack of critique of the linear model in geoengineering governance discourse, and to illustrate different considerations for a geoengineering governance framework that is not based on a linear model of technology innovation. Finally, we set to explore a particular approach to geoengineering governance based on Peter-Paul Verbeek’s notion of ‘technology accompaniment’.

It is hard to disagree with the idea of responsible innovation (henceforth, RI), as it enables policy-makers, scientists, technology developers, and the public to better understand and respond to the social, ethical, and policy challenges raised by new and emerging technologies. RI has gained prominence in policy agenda in Europe and the United States over the last few years. And, along with its rising importance in policy-making, there is also a burgeoning research literature on the topic. Given the historical context (...) of which RI emerges, it should not be surprising that the current discourse on RI is predominantly based on liberal democratic values. Yet, the bias towards liberal democratic values will inevitably limit the discussion of RI, especially in the cases where liberal democratic values are not taken for granted. As such, there is an urgent need to return to the normative foundation of RI, and to explore the notion of ‘responsible innovation’ from nonliberal democratic perspectives. Against this background, this paper seeks to demonstrate the problematic consequences of RI solely grounded on or justified by liberal democratic values. This paper will cast the argument in the form of a dilemma to be labelled as The Decent Nonliberal Peoples’ Dilemma and use it to illustrate the problems of the Western bias. (shrink)
