A philosopher argues that state-sponsored cyberattacks against central military or civilian targets are always acts of war. What is this philosopher doing? According to conceptual analysts, the philosopher is making a claim about our concept of war. According to philosophical realists, the philosopher is making a claim about war per se. In a quickly developing literature, a third option is being explored: the philosopher is engineering the concept of war. On this view, the philosopher is making a proposal about which (...) concept we should have – even if it deviates from the extant concept, and even if it does not capture ‘what war really is’. The activity or method of proposing such revisionary definitions, as well as the metaphilosophical reflection on it, has become known as conceptual engineering. (shrink)

Conceptual engineering concerns the assessment and improvement of our concepts. But how can proposals to engineer concepts be implemented in the real world? This is known as the implementation challenge to conceptual engineering. In this paper, I am concerned with the meta-philosophical implications of the implementation challenge. Specifically, must we overcome the implementation challenge prior to undertaking conceptual engineering? Some critics have recently answered this question affirmatively. I intend to show that they are mistaken. I argue as follows. First, successful (...) implementation is not an integral part of conceptual engineering. It is often assumed that how we talk about the world matters a great deal. This is one reason why conceptual engineers seek to improve our linguistic practices by advocating novel uses of our words, or by inventing new ones altogether. A core idea shared by conceptual engineers is that by changing our language in this way, we can reap all sorts of cognitive and practical benefits, such as improving our theorizing, combating hermeneutical injustice, or promoting social emancipation. But how (...) do changes at the linguistic level translate into any of these worthwhile benefits? In this paper, we propose the nameability account as a novel answer to this question. More specifically, we argue that what linguistic resources are readily available to us directly affects our cognitive performance on various categorization-related tasks. Consequently, our performance on such tasks can be improved by making controlled changes to our linguistic resources. We argue that this finding supports and extends recent motivations for conceptual engineering, as categorization plays an important role in both theoretical and practical contexts. (shrink)

Linguistic interventions aim to change our linguistic practices. A commonly discussed type of linguistic intervention is meaning revision, which seeks to associate existing words with new or revised meanings. But why does retaining old words matter so much? Why not instead introduce new words to express the newly defined meanings? Drawing on relevant psycholinguistic research, this paper develops an empirically motivated, general, and practically useful pro tanto reason to retain rather than replace the original word during the process of conceptual (...) improvement. Ameliorative projects design and propagate new linguistic content for some expressions we use for political or social justice purposes. These projects are often driven by an anti-essentialist agenda: they aim to debunk the idea that social categories such as “woman,” “man,” or “race” are constituted by natural essences. But critics argue that nouns tend to trigger essentialist thinking. And because ameliorative projects typically retain nouns, it is argued that these projects cannot achieve their anti-essentialist goals. In response, I argue that (...) the psychological effects of noun use tend to support, rather than hinder, the anti-essentialist goals of ameliorators. (shrink)

This paper discusses the logical space of alternative conceptual engineering projects, with a specific focus on (1) the processes, (2) the targets and goals, and (3) the methods of such projects. We present an overview of how these three aspects interact in the contemporary literature and discuss those alternative projects that have yet to be explored based on our suggested typology. We show how choices about each element in a conceptual engineering project constrain the possibilities for the others, thereby giving (...) rise to distinct groupings of possible projects under the banner of conceptual engineering. We conclude with a critical reflection on the potential ethical issues that arise as a result of effectively putting conceptual engineering into practice. (shrink)

Conceptual engineering is the process of assessing and improving our conceptual repertoire. Some authors have claimed that introducing or revising concepts through conceptual engineering can go as far as expanding the realm of thinkable thoughts and thus enable us to form beliefs, hypotheses, wishes, or desires that we are currently unable to form. If true, this would allow conceptual engineers to contribute to solving stubborn problems – problems that cannot be solved with our current ways of thinking. We call this (...) kind of conceptual engineering heavy-duty conceptual engineering. As exciting as the idea of heavy-duty conceptual engineering sounds, it has never been developed or defended. In this paper, we pursue a two-fold goal. First, to offer a theory of heavy-duty conceptual engineering that distinguishes it from other kinds of conceptual engineering; second, to show that heavy-duty conceptual engineering is possible, both in theory and in practice, and to explain how it can be applied in the service of solving stubborn problems. The central idea is that heavy-duty conceptual engineering can enhance the semantic expressive power of a conceptual system by the use of bootstrapping processes. (shrink)

Unlike conceptual analysis, conceptual engineering does not aim to identify the content that our current concepts do have, but the content which these concepts should have. For this method to show the results that its practitioners typically aim for, being able to change meanings seems to be a crucial presupposition. However, certain branches of semantic externalism raise doubts about whether this presupposition can be met. To the extent that meanings are determined by external factors such as causal histories or microphysical (...) structures, it seems that they cannot be changed intentionally. This paper gives an extended discussion of this ‘externalist challenge’. Pace Herman Cappelen’s recent take on this issue, it argues that the viability of conceptual engineering crucially depends on our ability to bring about meaning change. Furthermore, it argues that, contrary to first appearance, causal theories of reference do allow for a sufficient degree of meaning control. To this purpose, it argues that there is a sense of what is called ‘collective long-range control’, and that popular versions of the causal theory of reference imply that people have this kind of control over meanings. Max Deutsch has recently argued that conceptual engineering is stuck in a dilemma. If it is construed as the activity of revising the semantic meanings of existing terms, then it faces an unsurmountable implementation problem. If, on the other hand, it is construed as the activity of introducing new technical terms, then it becomes trivial. According to Deutsch, this conclusion need not worry us, however, for conceptual engineering is ill-motivated to begin with. This paper responds to Deutsch by arguing, first, (...) that there is a third construal of conceptual engineering, neglected by him, which renders it both implementable and non-trivial, and second, that even the more ambitious project of changing semantic meanings is no less feasible than other normative projects we currently pursue. Conceptual engineers aim to revise rather than describe our concepts. But what are concepts? And how does one engineer them? Answering these questions is of central importance for implementing and theorizing about conceptual engineering. This paper discusses and criticizes two influential views of this issue: semanticism, according to which conceptual engineers aim to change linguistic meanings, and psychologism, according to which conceptual engineers aim to change psychological structures. I argue that neither of these accounts can give us the full story. (...) Instead, I propose and defend the Dual Content View of Conceptual Engineering. On this view, conceptual engineering targets concepts, where concepts are understood as having two kinds of contents: referential content and cognitive content. I show that this view is independently plausible and that it gives us a comprehensive account of conceptual engineering that helps to make progress on some of the most difficult problems surrounding conceptual engineering. It seems natural to think that Carnapian explication and experimental philosophy can go hand in hand. But what exactly explicators can gain from the data provided by experimental philosophers remains controversial. According to an influential proposal by Shepherd and Justus, explicators should use experimental data in the process of ‘explication preparation’. Against this proposal, Mark Pinder has recently suggested that experimental data can directly assist an explicator’s search for fruitful replacements of the explicandum. In developing his argument, he also proposes (...) a novel aspect of what makes a concept fruitful, namely, that it is taken up by the relevant community. In this paper, I defend explication preparation against Pinder’s objections and argue that his uptake proposal conflates theoretical and practical success conditions of explications. Furthermore, I argue that Pinder’s suggested experimental procedure needs substantial revision. I end by distinguishing two kinds of explication projects, and showing how experimental philosophy can contribute to each of them. (shrink)

This paper argues for explanatory eliminativism about topics (and cognates, such as subject matters) relative to the domain of conceptual engineering. It has become usual to think that topics serve an important explanatory role in theories of conceptual engineering, namely, to determine the limits of revision. I argue, first, that such limits can be understood either as thenormative limitspertaining to the justification of conceptual engineering, as themetaphysical limitspertaining to the identity of the concepts in question, or as theterminological limitspertaining to (...) usage of the original terminology. Second, I argue that the metaphysical reading is disputable as a theory of concepts and inconsequential for conceptual engineers, and that neither of the two leading accounts of topics that have been presented in the literature—the samesaying account and functionalism—determine the limits of revision in either of the two remaining senses. In the absence of more promising competitors, I conclude that there is no theoretical role for topics to play in theories of conceptual engineering. An upshot of my argument is that conceptual engineers should stop worrying about things like topic (dis)continuity, and instead shift their attention to the issues that really matter for justifying conceptual revisions or replacements, making terminological choices, and underpinning conceptual engineering with a theory of concepts. China is one of the ecologically most threatened regions on earth. It has been argued that the ecological disaster is mainly due to the incursion of Western modernity with its unleashing of instrumental reason. In order to find a way out, China would have to rediscover its ecological wisdom of the past. Without calling into question the specific responsibility of the West, this article argues that in fact there is no cultural dichotomy of this kind. It is true that China (...) has known the idea of a sympathetic relationship between man and nature, which was developed above all in Daoist philosophy. But it has also known the idea of the subjugation of nature by man as a necessary precondition of culture, which has typically been brought forward in the Confucian literature. And it has done severe damage to the natural environment already in antiquity. These facts suggest that the environmental crisis is not the product of a specific cultural tradition but of human culture in general and the long-term result of the eccentric positionality of the ‘thetic’ human being. Sinology has been reproached for showing more understanding for the Chinese government than for the plight of Chinese dissidents. As a matter of fact, although there is no unanimous position, sinologists have directly or indirectly justified the authoritarian rule of the People’s Republic in the name of Chinese culture. This attitude seems to be rooted primarily in a specific view of Chinese culture rather than in mere opportunism related to the necessity of cooperating with Chinese institutions. According to this view, (...) dissent is foreign to the Chinese value system, and political stability and harmony rather than participation in a democratic culture of debate (Streitkultur) is a shared common concern. This alleged Chinese characteristic is, among other things, attributed to the absence of the idea of transcendence. This article criticizes the respective arguments as clinging to a traditional one-dimensional Western view of China and, in some cases, to antimodern sentiments. -/- . (shrink)

This article discusses the role and validity of arguments of culture in biomedical ethics. It is often maintained that any fundamental bioethical consensus is ruled out by the existence of incommensurable value axioms rooted in the different traditions, above all with regard to diverging conceptions of the human being. For example, it is argued that the <Christian>Western culture leads to more restrictive and the <Confucian> Chinese culture to more permissive stances with regard to consumptive embryo research. However, what a <culture> (...) says has always been a matter of interpretation and debate. Confucianism, too, offers more than just one option to answer crucial bioethical questions. There is no established cultural position that would absolve one from a responsible decision. Rather than exerting a one-sided impact on ethics, culture can also be reshaped and changed in view of ethical challenges. (shrink)

In a merely verbal agreement, a misunderstanding between two parties creates the false impression of agreement: one or both parties think they agree on something, when in fact they do not. There is reason to believe that merely verbal agreements are as common as merely verbal disagreements and disputes. Unlike the latter, however, merely verbal agreements have so far been ignored by philosophers. The purpose of this paper is twofold: first, to clarify what merely verbal agreement is by considering various (...) ways of defining and refining the notion; and second, to explore the effects of merely verbal agreement on conversational common ground, collaborative action, and academic philosophy. It will be argued that merely verbal agreement is best understood in terms of divergent speaker-meanings, that it has specific negative effects on common ground, that it impedes collaborative action, and that it is likely to play a significant role in academic philosophy. »Chinese characteristic«, zhongguo tese, has become a key word of China’s political language. The more implausible it becomes to invoke historical materialism to justify its rule, the louder the Communist Party appeals to the peculiarity of Chinese culture. This makes China a prime example of the connection between political oppression and the construction of cultural identity. The connection is part of an ideological global system of complementarity of universal technical and economical imperatives on the one hand and relative diferent value (...) orientations of the »cultures« on the other. This system has its roots already in the Chinese 19th century with the attempt to adopt Western »practical« knowledge while keeping the traditional authority structures as China’s cultural »substance« intact. The idea has been infuential to this day. China streamlines its culture for an identity management that is to ban »Western« liberalism. It is intrinsically interwoven with authoritarianism. A pre-political identitity is manfactured absent a system of rule that would allow for identi fcation by political participation. (shrink)

In the first part of his paper, the author uses a phylogenetic adaptation of Kohlberg's cognitive-developmental theory to reconstruct different positions of the ethical debate of the Chinese "axial age" as stages of progress towards a postconventional morality. In the second half, various aspects of the controversy revolving around the applicability of Kohlberg's categories to Chinese moral thought are critically examined.

The Centre for Advanced Studies in the Humanities and Social Sciences “Multiple Secularities – Beyond the West, Beyond Modernities” deals with topics, at least some of which I have myself dealt with throughout my sinological and philosophical life. I came to Frankfurt in autumn 1968: fascinated by Frankfurt School, I started studying sociology, but to my surprise this did not mean studying Critical Theory. Instead, it meant going through quite a conventional education in the social sciences, and moreover, it meant (...) studying economics and statistics. This was not quite what I expected and after a few semesters I changed my major to philosophy. In need of a second subject, I chose sinology because of some vague interest in foreign cultures, and also because of the news coming from China at that time. It was the time of the Cultural Revolution that exerted a certain fascination on the German student movement especially since its revolutionary rhetoric differed so remarkably from the ossified language of Eastern European Marxist orthodoxy. So, like many members of my generation, I began to develop an interest in revolutionary China that was definitely not shared by my philosophy teachers – they were skeptical, at least to some extent. -/- . You sit in your office and put on the latest pair of virtual reality (VR) goggles. Suddenly, you stand in the middle of Times Square. A car almost hits you. You.

Recently developed large language models (LLMs) perform surprisingly well in many language-related tasks, ranging from text correction or authentic chat experiences to the production of entirely new texts or even essays. It is natural to get the impression that LLMs know the meaning of natural language expressions and can use them productively. Recent scholarship, however, has questioned the validity of this impression, arguing that LLMs are ultimately incapable of understanding and producing meaningful texts. This paper develops a more optimistic view. (...) Drawing on classic externalist accounts of reference, it argues that LLM-generated texts meet the conditions of successful reference. This holds at least for proper names and so-called paradigm terms. The key insight here is that the LLM may inherit reference from its training-data through a reference-sustaining training mechanism. In this paper, we present and discuss the findings of two experiments about reference change. Cases of reference change have sometimes been invoked to challenge traditional versions of semantic externalism, but the relevant cases have never been tested empirically. The experiments we have conducted use variants of the famous Twin Earth scenario to test folk intuitions about whether natural kind terms such as ‘water’ or ‘salt’ switch reference after being constantly (mis)applied to different kinds. Our results indicate that this is (...) indeed so. We argue that this finding is evidence against Saul Kripke’s causal-historical view of reference, and at least provisional evidence in favor of the causal source view of reference as suggested by Gareth Evans and Michael Devitt. This is a survey article about reliabilism. It introduces its main ideas, outlines some of its core challenges and discusses a number of solutions.

Governments standardly deploy a distinction between goods and services in assessing economic health and tracking national income statistics, of which medical goods and services carry significant importance. In what follows we draw on Basic Formal Ontology (BFO) to introduce a third kind of entity called patterns, which help capture the various ways in which goods and services are intertwined and help also to show how many services generate a new kind of non-goods-related products. Patterns are an overlooked yet essential features (...) of many economic sectors including medicine. Studying patterns offers new insights into various components of economic analysis, including outcomes-oriented evaluations of medical services and the value of human capital in the medical sphere. We propose a definition of capability as a class intermediate between function and disposition as the latter are defined in Basic Formal Ontology (BFO). A disposition inheres in a material entity and is realized in a certain kind of process. An example is the disposition of a glass to break when struck, which is realized when it shatters. A function is a disposition which is (simply put) the rationale for the existence of its bearer. To say for example that a (...) water pump has the function to pump water is to say that the pump exists because something was needed that would pump water. Capabilities are a special sort of disposition in that that, like functions, they can be evaluated on the basis of how well they are realized. They differ from functions in that their realizations are not the rationale – not the primary reason – for the existence of their bearers. Thus, a water pump may have many capabilities, including to be weatherproof, to run without lubricant, and so forth, but only one function. All functions are capabilities on the view we defend, but not all capabilities are functions. We develop a series of axioms to distinguish capabilities formally from both dispositions and functions and provide examples of the use of ‘capability’ in a variety of domains. (shrink)

We, the editors, provide a brief introduction to the main topics of the issue and then summarize its contributions.

This is a review article of Herman Cappelen's monograph 'Fixing Language. An Essay on Conceptual Engineering' (OUP 2018). It summarizes the key elements of the book and objects to various of Cappelen's claims.

The promotion of patient welfare is a central goal of medical professionals and serves as a fundamental principle of medical professionalism. Despite its importance, however, it is unclear what is meant by patient welfare. In my dissertation, I explore patient welfare by analyzing the ordinary notion of welfare and applying this analysis to the patient population. I argue that welfare is best understood and expressed in terms of capabilities, which I define using the structure and vocabulary of Basic Formal Ontology. (...) I conclude that patient welfare is a multi-dimensional quality of the human organism corresponding to the degree to which that patient has realized the array of capabilities typical of the human kind. I then identify certain important implications for this view on the practice of medicine. (shrink)

In our daily lives, as in science and in all other domains, we encounter huge numbers of dispositions (tendencies, potentials, powers) which are realized in processes such as sneezing, sweating, shedding, melting. Among this plethora of what we can think of as ‘mere dispositions’ is a subset of dispositions in whose realizations we have an interest – a car responding well when driven on ice, a rabbit’s lungs responding well when it is chased by a wolf, and so on. We (...) call the latter ‘capabilities’ and we attempt to provide an ontological account of what capabilities are that is of sufficient generality to serve a variety of purposes, for example by providing a useful extension to ontology-based research in areas where capabilities data are being collected in siloed fashion. When governments collect data relating to economic activity they commonly employ a distinction between goods and services. Both goods and services have economic value. Goods (cars, houses, bottles of milk) are, very roughly, independent continuants which can be alienated (sold, gifted, rented, and so forth). Services (hairdressing, gardening, teaching) are, again very roughly, occurrents. They are occurrents which are further often said to be marked by the fact that production and consumption coincide. Social services under both headings typically involve combinations (...) of service provision. The patterns in question are primarily those of the family (where the patterns to be maintained or restored are, roughly, those characteristic of a healthy family life) and of the child (patterns characteristic of healthy development, provided by child protective services, who work to prevent child abuse). Up until the present day, Confucianism has been a major factor in the normative discourses of East Asia. At first glance, it has sided with the preservation of the old and against innovation, according to Confucius’s self-declaration that he “only transmits and creates nothing new.” This also describes the historical role that Confucianism in distinction to other philosophies has actually played over long stretches of time. Nevertheless, Confucian ethics contains structural features, figures of thought and ideas which point beyond mere (...) traditionalism. They reflect the deep crisis of tradition against the background of which Confucianism came into existence and which has left its mark on it. They could set free a dynamic that made it possible to distance oneself from the Confucian tradition within this tradition itself and open it up to something new, if not in terms of its creation then at least in terms of its acceptance and support. This potential also intrinsically relates to the possibility of a “modern” Confucianism. The following three short essays do not claim to give a comprehensive account of the outlined problematique. It is only intended to throw a light upon some of the corresponding thought formations that developed in ancient China and explore by a few examples the extent to which the said potential has actually been realized in later Confucian discourse in Korea and Japan, assuming that border crossing might be among the factors to unleash it.
