In the late 19th century Husserl studied our internal sense of time passing, maintaining that its deep connections into experience represent prima facie evidence for it as the basis for all investigations in the sciences: Phenomenology was born. Merleau-Ponty focused on perception pointing out that any theory of experience must in accord with established aspects of biology i.e. embodied. Recent analyses suggest that theories of experience require non-reductive, integrative information, together with a specific property connecting them to experience. Here (...) we elucidate a new class of information states with just such properties found at the loci of control of complex biological systems, including nervous systems. Complexity biology concerns states satisfying self-organized criticality. Such states are located at critical instabilities, commonly observed in biological systems, and thought to maximize information diversity and processing, and hence to optimize regulation. Major results for biology follow: why organisms have unusually low entropies; and why they are not merely mechanical. Criticality states form singular self-observing systems, which reduce wave packets by processes of perfect self-observation associated with feedback gain g=1. Analysis of their information properties leads to identification of a new kind of information state with high levels of internal coherence, and feedback loops integrated into their structure. The major idea presented here is that the integrated feedback loops are responsible for our ‘sense of self’, and also the feeling of continuity in our sense of time passing. Long-range internal correlations guarantee a unique kind of non-reductive, integrative information structure enabling such states to naturally support phenomenal experience. Being founded in complexity biology, they are ‘embodied’; they also fulfill the statement that ‘The self is a process’, a singular process. High internal correlations and RenéThom-style catastrophes support non-digital forms of information, gestalt cognition, and information transfer via quantum teleportation. Criticality in complexity biology can ‘embody’ cognitive states supporting gestalts, and phenomenology’s senses of ‘self,’ time passing, existence and being. (shrink)

The main purpose of the study is to determine the key aspects of the mechanisms of state management of the exchange of information about cyberattacks, cyber incidents, and information security incidents. The methodology includes a set of theoretical methods. Modern government, on the one hand, must take into account the emergence of such a new weapon as cyber, which can break various information systems, can be used in hybrid wars, influence political events, pose a threat to (...) the national security of any state. As a result of the study, key elements of the mechanisms of state management of the exchange of information about cyberattacks, cyber incidents, and information security incidents were identified. Starting from a philosophical perspective, which states that the living structures are actually a combination between matter and information, this article presents the results on an analysis of the bipolar information-matter structure of the human organism, distinguishing three fundamental circuits for its survival, which demonstrates and supports this statement, as a base for further development of the informational model of consciousness to a general informational model of the human organism. For this, it was examined the Informational System of (...) the Human Body and its components from the perspective of the physics/information/neurosciences concepts, showing specific functions of each of them, highlighting the correspondence of these centers with brain support areas and with their projections in consciousness, which are: Center of Acquisition and Storing of Information (CASI) reflected in consciousness as memory, Center of Decision and Command (CDC) (decision), Info-Emotional Center (IES) (emotions), Maintenance Informational System (MIS) (personal status), Genetic Transmission System (GTS) (associativity/genetic transmission) and Info Genetic Generator (IGG) related by the body development and inherited behaviors. The Info Connection (IC), detected in consciousness as trust and confidence can explain the Near-Death Experiences (NDEs) and associated phenomena. This connection is antientropic and informational, because from the multitude of uncertain possibilities is selected a certain one, helping/supporting the survival and life. The human body appears therefore as a bipolar structure, connected to two poles: information and matter. It is argued that the survival, which is the main objective of the organism, is complied in three main ways, by means of: (i) the reactive operation for adaptation by attitude; (ii) the info-genetic integration of information by epigenetic processes and genetic transmission of information for species survival, both circuits (i) and (ii) being associated to the information pole; (iii) maintenance of the material body (defined as informed matter) and its functions, associated to the matter pole of the organism. It results therefore that the informational system of the human body is supported by seven informational circuits formed by the neuro-connections between the specific zones of the brain corresponding to the informational subsystems, the cognitive centers, the sensors, transducers and execution (motor/mobile) elements. The fundamental informational circuits assuring the survival are the reactive circuit, expressible by attitude, the epigenetic/genetic circuit, absorbing and codifying information to be transmitted to the next generations, and the metabolic circuit, connected to matter (matter pole). The presented analysis allows to extend the informational modeling of consciousness to an Informational Model of Consciousness and Organism, fully describing the composition/functions of the organism in terms of information/matter and neurosciences concept. Background: Health care practitioners are recognized to have a large influence in shaping uptake of vaccine in new borns, children, adolescents, as well as adults. Parents remain more secure in their decisions when health care practitioners communicate successfully with them about vaccine dangers and benefits, the value as well as necessity for vaccinations, as well as vaccine safety. Thus, immunization remain the foundation of the primary health care system, an indisputable human right as well as a global health and development (...) success story, saving millions of lives yearly. Recently, we have vaccines to prevent more than 20 life threatening diseases, helping people of all ages live longer, healthier lives. Yet despite tremendous progress, far too many people around the world, including nearly 20 million infants yearly have insufficient access to vaccines. In some countries, progress has stalled or even reversed, and there is a real risk that complacency will undermine past achievements. Purpose: The current study aimed to explores vaccine hesitancy, its barriers and impact studies regarding COVID-19 decision impacts. Also, to provides policy and decision makers and operational staff with evidence to inform decisions to promote vaccine uptake across Bayelsa State. Methods: A literature review tried to do a deep dive by using a variety of search engines such as Scopus, Research Gate, Mendeley, Summon, PubMed, Google Scholar, Hinari, Dimension, Academia, CAB Abstract, OARE Abstract, SSRN search strategy to retrieve research publications, “grey literature” and expert working group reports, including author’s field experience. Findings: Absence of uniform methods of organization in the various health care facilities upon which we were obliged to rely. Thus affecting the overall immunization programme and health system. Hence policy must urgently address these challenges with emphasis on policy clarity while continuously improving infrastructure. Conclusions: Bayelsa State is categorized as low/poor performing as the findings suggest that the involvement of community-based leaders can improve community participation and acceptance while enhancing and strengthening integrated disease surveillance and Adverse Events Following Immunization (AEFI) monitoring and reporting systems; and conducting integrated advocacy and communications activities to promote demand for vaccination as part of increasing overall demand and acceptability of all essential Primary Health Centers (PHC) services, thus, breaking barriers of vaccine hesitancy. In order to predict and explain behavior, one cannot specify the mental state of an agent merely by saying what information she possesses. Instead one must specify what information is available to an agent relative to various purposes. Specifying mental states in this way allows us to accommodate cases of imperfect recall, cognitive accomplishments involved in logical deduction, the mental states of confused or fragmented subjects, and the difference between propositional knowledge and know-how .

This report reviews what quantum physics and information theory have to tell us about the age-old question, How come existence? No escape is evident from four conclusions: (1) The world cannot be a giant machine, ruled by any preestablished continuum physical law. (2) There is no such thing at the microscopic level as space or time or spacetime continuum. (3) The familiar probability function or functional, and wave equation or functional wave equation, of standard quantum theory provide mere continuum (...) idealizations and by reason of this circumstance conceal the information-theoretic source from which they derive. (4) No element in the description of physics shows itself as closer to primordial than the elementary quantum phenomenon, that is, the elementary device-intermediated act of posing a yes-no physical question and eliciting an answer or, in brief, the elementary act of observer-participancy. Urban spaces, often emerging outside formal, recognized boundaries, underscore the pivotal role women play in shaping these environments. Despite the enduring influence of patriarchal and hierarchical structures that render these spaces overtly gendered, it is within these contexts that women’s actions become particularly transformative. Drawing from feminist urban theories of the global south, this paper investigates informal placemaking, feminist urban activism, revolutionary placemaking, online protest movements, and the networks that support women’s solidarity groups. Employing a mixed-methods approach that includes case (...) studies, interviews with activists, and social media analysis, this research focuses on Iran, with a specific emphasis on the recent ‘Women, Life, Freedom’ movement. This study not only highlights how women navigate, contest, and reshape urban spaces through feminist urban activism and informal revolutionary placemaking but also anticipates the broader implications of these actions for urban planning and policy. By analyzing and comparing these case studies, we aim to uncover the commonalities, differences, challenges, and opportunities between informal/formal, state-led/bottom-up, and revolutionary feminist placemaking practices in Iran. The findings of this paper are expected to contribute valuable insights into the dynamics of feminist urbanism and suggest avenues for future research in enhancing the inclusivity and responsiveness of urban spaces to gendered needs and activism. Cyber attackers targeting large corporations achieved a high perimeter penetration success rate during 2013, resulting in many corporations incurring financial losses. Corporate information technology leaders have a fiduciary responsibility to implement information security domain processes that effectually address the challenges for preventing and deterring information security breaches. Grounded in corporate governance theory, the purpose of this correlational study was to examine the relationship between strategic alignment, resource management, risk management, value delivery, performance measurement implementations, and information (...) security governance (ISG) effectiveness in United States-based corporations. Surveys were used to collect data from 95 strategic and tactical leaders of the 500 largest for-profit United States headquartered corporations. The results of the multiple linear regression indicated the model was able to significantly predict ISG effectiveness, F(5, 89) = 3.08, p = 0.01, R² = 0.15. Strategic alignment was the only statistically significant (t = 2.401, p <= 0.018) predictor. The implications for positive social change include the potential to constructively understand the correlates of ISG effectiveness, thus increasing the propensity for consumer trust and reducing consumers' costs. Some mental states have valence—they are pleasant or unpleasant. According to imperativism, valence depends on imperative content, while evaluativism tells us that it depends on evaluative content. We argue that if one considers valence’s informational profile, it becomes evident that imperativism is superior to evaluativism. More precisely, we show that if one applies the best available metasemantics to the role played by (un)pleasant mental states in our cognitive economy, then these states turn out to have imperative rather than evaluative content, (...) since: (i) they are much more informative about behaviour than they are about the world; and (ii) they occupy a stage in the information-processing chain that is closer to behaviour production than it is to the uptake of sensory information. The brain is composed of electrically excitable neuronal networks regulated by the activity of voltage-gated ion channels. Further portraying the molecular composition of the brain, however, will not reveal anything remotely reminiscent of a feeling, a sensation or a conscious experience. In classical physics, addressing the mind–brain problem is a formidable task because no physical mechanism is able to explain how the brain generates the unobservable, inner psychological world of conscious experiences and how in turn those conscious experiences steer the (...) underlying brain processes toward desired behavior. Yet, this setback does not establish that consciousness is non-physical. Modern quantum physics affirms the interplay between two types of physical entities in Hilbert space: unobservable quantum states, which are vectors describing what exists in the physical world, and quantum observables, which are operators describing what can be observed in quantum measurements. Quantum no-go theorems further provide a framework for studying quantum brain dynamics, which has to be governed by a physically admissible Hamiltonian. Comprising consciousness of unobservable quantum information integrated in quantum brain states explains the origin of the inner privacy of conscious experiences and revisits the dynamic timescale of conscious processes to picosecond conformational transitions of neural biomolecules. The observable brain is then an objective construction created from classical bits of information, which are bound by Holevo’s theorem, and obtained through the measurement of quantum brain observables. Thus, quantum information theory clarifies the distinction between the unobservable mind and the observable brain, and supports a solid physical foundation for consciousness research. (shrink)

The theoretical underpinnings of public international law have taken the sovereign status of the nation-state for granted since the beginning of the modern era. After centuries of evolution in legal and political thought, the state's definition as a bounded territorial unit has been strictly codified. The legal development of the nation-state was an ideological project informed by extra-legal considerations. Additionally, the ever-narrowing scope of the juridical idea of sovereignty functioned as a boundary mechanism instrumental in colonising Africa (...) and other regions. While international law claims universal liberalism today, the current system based on sovereign nation-states represents not social inclusion but fierce and dangerous exclusion. -/- The central thesis of this book is that the development of legal sovereignty was, rather than part of the modernist progress narrative, a historically contingent evolutionary regression. While other social systems such as economics and science became globalised, politics and law counterintuitively became more territorialised. It is argued that the nation-state today is not only anachronistic but is dangerously ill-equipped for facing international problems such as the climate crisis or global pandemics. Finally, it also leaves African states and many other formerly-colonised territories at a particular disadvantage by regulating their political practices into a predefined mould. (shrink)

Introduction: the objective of the investigation is to analyse the informational operating-mode of the brain and to extract conclusions on the structure of the informational system of the human body and consciousness. Analysis: the mechanisms and processes of the transmission of information in the body both by electrical and non-electrical ways are analysed in order to unify the informational concepts and to identify the specific essential requirements supporting the life. It is shown that the electrical transmission can be described (...) by typical YES/NO (all or nothing) binary units as defined by the information science, while the inter and intra cell communication, including within the synaptic junction, by mechanisms of embodiment/disembodiment of information. The virtual received or operated information can be integrated in the cells as matter-related information, with a maximum level of integration as genetically codified info. Therefore, in terms of information, the human appears as a reactive system changing information with the environment and between inner informational subsystems which are: the centre of acquisition and storing of information (acquired data), the centre of decision and command (decision), the info-emotional system (emotions), the maintenance informational system (matter absorption/desorption/distribution), the genetic transmission system (reproduction) and info-genetic generator (genetically assisted body evolution). The dedicated areas and components of the brain are correlated with such systems and their functions are specified. Result: the corresponding cognitive centres projected into consciousness are defined and described according to their specific functions. The cognitive centres, suggestively named to appropriately include their main characteristics are detected at the conscious level respectively as: memory, decisional operation (attitude), emotional state, power/energy status and health, associativity and offspring formation, inherited predispositions, skills and mentality. The near-death and religious experiences can be explained by an Info-Connection pole. Conclusion: consciousness could be fully described and understood in informational terms. (shrink)

The influence of historical-causal theories of reference developed in the late sixties and early seventies by Donnellan, Kripke, Putnam and Devitt has been so strong that any semantic theory that has the consequence of assigning disjunctive representational content to the mental states of twins (e.g. [H2O or XYZ]) has been thereby taken to refute itself. Similarly, despite the strength of pre-theoretical intuitions that exact physical replicas like Davidson's Swampman have representational mental states, people have routinely denied that they have any (...) intentional/representational states. I want to focus on a particular brand of causal theory that is not historical, the so-called pure informational or nomic covariance theories, and examine how they propose to handle twin cases and replicas like Swampman. Backtracking counterfactuals are problem cases for the standard, similarity based, theories of counterfactuals e.g., Lewis. These theories usually need to employ extra-assumptions to deal with those cases. Hiddleston, 632–657, 2005) proposes a causal theory of counterfactuals that, supposedly, deals well with backtracking. The main advantage of the causal theory is that it provides a unified account for backtracking and non-backtracking counterfactuals. In this paper, I present a backtracking counterfactual that is a problem case for Hiddleston’s account. Then I propose an (...) informational theory of counterfactuals, which deals well with this problem case while maintaining the main advantage of Hiddleston’s account. In addition, the informational theory offers a general theory of backtracking that provides clues for the semantics and epistemology of counterfactuals. I propose that backtracking is reasonable when the state of affairs expressed in the antecedent of a counterfactual transmits less information about an event in the past than the actual state of affairs. Informed consent has become the most obvious instantiation of patient autonomy in contemporary medicine, though as a practice it does not encompass all spheres of medicine. While diagnostic radiological procedures carry some risk due to the use of radiation, there is no standardized practice of informed consent in the United States. The authors describe the ethical justification of informed consent, the legal background surrounding it, and a brief history of radiology and radiological protection. They ultimately argue that informed consent should (...) become a common practice in computed tomography given the risks involved due to radiation exposure, especially considering the overuse of this technology, since it respects patient autonomy. The causal and simulation theories are often presented as very distinct views about declarative memory, their major difference lying on the causal condition. The causal theory states that remembering involves an accurate representation causally connected to an earlier experience. In the simulation theory, remembering involves an accurate representation generated by a reliable memory process. I investigate how to construe detailed versions of these theories that correctly classify memory errors as misremembering or confabulation. Neither causalists nor simulationists have paid attention to (...) memory-conjunction errors, which is unfortunate because both theories have problems with these cases. The source of the difficulty is the background assumption that an act of remembering has one target. I fix these theories for those cases. The resulting versions are closely related when implemented using tools of information theory, differing only on how memory transmits information about the past. The implementation provides us with insights about the distinction between confabulatory and non-confabulatory memory, where memory-conjunction errors have a privileged position. (shrink)

The “qubit”, can be interpreted as that generalization of “bit”, which is a choice among a continuum of alternatives. The axiom of choice is necessary for quantum information. The quantity of quantum information is the transfinite ordinal number corresponding to the infinity series in question. The transfinite ordinal numbers can be defined as ambiguously corresponding “transfinite natural numbers” generalizing the natural numbers of Peano arithmetic to “Hilbert arithmetic” allowing for the unification of the foundations of mathematics and quantum mechanics. Accountability of the elected leaders is one of the key factors in a representative democracy. Bangladesh restored a democratic ruling system in 1991 but has struggled to create an effective institutional mechanism to hold the political leaders before the citizens. Information has often been called the oxygen of democracy because of its power to bring accountability through transparency and public disclosure. With the boom of news media organisations and the emergence of the movement for the right to and freedom (...) of information in the early 2000s, many argued that information institutions could build the mechanism for political accountability. On that background, Bangladesh enacted the Right to Information Act in 2009 and established a few key public information institutions including the Information Commission (IC) and Access to Information Programme hoping that the freedom of information would not only challenge the culture of secrecy and veil but also encourage the elected leaders to be answerable to the citizens. But did it really happen? Why? I looked for the answers in this study though the conceptual and analytical lens of freedom of information, proactive disclosure and accountability. For this study, I mainly used the data and cases gathered from secondary sources namely policy papers, reports, newspapers, journals, books and online spaces. I also utilised my own experience of working with a few state organisations. I analysed the current status of accountability mechanisms in Bangladesh focusing mainly on the political accountability (often called the vertical accountability). I also examined a few recent cases in order to understand the role of the information institutions in bringing the political accountability in the current fragile democracy in Bangladesh. Considering the poor democratic practices in the recent years, findings of this study suggest that the accountability of the political leaders has increased to a certain considerable extent. I argue that this is partly because of the increased transparency and proactive disclosure in the formal and informal institutional mechanisms, and mostly because of the leading active role of the mass media organisations. I conclude with the argument that despite having this increased transparency and freedom of information, this improved accountability is not sustainable without an effective democratic institutional mechanism. It is a matter of fact that Europe is facing more and more crucial challenges regarding health and social care due to the demographic change and the current economic context. The recent COVID-19 pandemic has stressed this situation even further, thus highlighting the need for taking action. Active and Assisted Living technologies come as a viable approach to help facing these challenges, thanks to the high potential they have in enabling remote care and support. Broadly speaking, AAL can be referred (...) to as the use of innovative and advanced Information and Communication Technologies to create supportive, inclusive and empowering applications and environments that enable older, impaired or frail people to live independently and stay active longer in society. AAL capitalizes on the growing pervasiveness and effectiveness of sensing and computing facilities to supply the persons in need with smart assistance, by responding to their necessities of autonomy, independence, comfort, security and safety. The application scenarios addressed by AAL are complex, due to the inherent heterogeneity of the end-user population, their living arrangements, and their physical conditions or impairment. Despite aiming at diverse goals, AAL systems should share some common characteristics. They are designed to provide support in daily life in an invisible, unobtrusive and user-friendly manner. Moreover, they are conceived to be intelligent, to be able to learn and adapt to the requirements and requests of the assisted people, and to synchronise with their specific needs. Nevertheless, to ensure the uptake of AAL in society, potential users must be willing to use AAL applications and to integrate them in their daily environments and lives. In this respect, video- and audio-based AAL applications have several advantages, in terms of unobtrusiveness and information richness. Indeed, cameras and microphones are far less obtrusive with respect to the hindrance other wearable sensors may cause to one’s activities. In addition, a single camera placed in a room can record most of the activities performed in the room, thus replacing many other non-visual sensors. Currently, video-based applications are effective in recognising and monitoring the activities, the movements, and the overall conditions of the assisted individuals as well as to assess their vital parameters. Similarly, audio sensors have the potential to become one of the most important modalities for interaction with AAL systems, as they can have a large range of sensing, do not require physical presence at a particular location and are physically intangible. Moreover, relevant information about individuals’ activities and health status can derive from processing audio signals. Nevertheless, as the other side of the coin, cameras and microphones are often perceived as the most intrusive technologies from the viewpoint of the privacy of the monitored individuals. This is due to the richness of the information these technologies convey and the intimate setting where they may be deployed. Solutions able to ensure privacy preservation by context and by design, as well as to ensure high legal and ethical standards are in high demand. After the review of the current state of play and the discussion in GoodBrother, we may claim that the first solutions in this direction are starting to appear in the literature. A multidisciplinary debate among experts and stakeholders is paving the way towards AAL ensuring ergonomics, usability, acceptance and privacy preservation. The DIANA, PAAL, and VisuAAL projects are examples of this fresh approach. This report provides the reader with a review of the most recent advances in audio- and video-based monitoring technologies for AAL. It has been drafted as a collective effort of WG3 to supply an introduction to AAL, its evolution over time and its main functional and technological underpinnings. In this respect, the report contributes to the field with the outline of a new generation of ethical-aware AAL technologies and a proposal for a novel comprehensive taxonomy of AAL systems and applications. Moreover, the report allows non-technical readers to gather an overview of the main components of an AAL system and how these function and interact with the end-users. The report illustrates the state of the art of the most successful AAL applications and functions based on audio and video data, namely lifelogging and self-monitoring, remote monitoring of vital signs, emotional state recognition, food intake monitoring, activity and behaviour recognition, activity and personal assistance, gesture recognition, fall detection and prevention, mobility assessment and frailty recognition, and cognitive and motor rehabilitation. For these application scenarios, the report illustrates the state of play in terms of scientific advances, available products and research project. The open challenges are also highlighted. The report ends with an overview of the challenges, the hindrances and the opportunities posed by the uptake in real world settings of AAL technologies. In this respect, the report illustrates the current procedural and technological approaches to cope with acceptability, usability and trust in the AAL technology, by surveying strategies and approaches to co-design, to privacy preservation in video and audio data, to transparency and explainability in data processing, and to data transmission and communication. User acceptance and ethical considerations are also debated. Finally, the potentials coming from the silver economy are overviewed. (shrink)

This paper aims to analyse the relationship that exists between state capture, party patronage, and the conduct of electoral processes in the settings of post-communist countries, of which Albania is one. A characteristic of the political developments of the transition period in many post-communist countries has been the phenomenon of state capture, which has occurred mainly through the endemic party patronage and politicization of state institutions. The phenomenon of state capture by the ruling political parties has (...) had a negative conditional impact on the conduct of competitive, free and fair elections in these countries, leading to distrust regarding the credibility and integrity of the process. This study argues that phenomena such as state capture and extensive party patronage as informal practices/mechanisms in the hands of the ruling political parties affect the creation of a skewed playing field and the production of hyper-incumbency advantages in holding electoral contests between political parties, making the possibility of political power rotations difficult. Albania, in the case of its last parliamentary elections, held on 25th April 2021, constitutes the case study (Section IV) to which the theoretical framework of the paper is applied, by identifying the informal practices and methods through state capture that the ruling political party used to provide structural, institutional, and financial advantages in its favour regarding elections. Introduction: The objective of this investigation is to analyse the informational circuits of the brain connections with the body from neurologic and neuroscience point of view, on the basis of the concepts of information promoted by the Informational Model of Consciousness. Analysis: Distinguishing between the virtual and matter-related information promoted by the Informational Model of Consciousness, the main specific features of consciousness are analyzed from the informational perspective, showing that the informational architecture of consciousness consists in seven groups (...) of specific activities, defined as cognitive centres, each of them with specific distinct tasks, but correlated each other: centre of acquisition and storing of information (memory), centre of decision and command (decision), centre of the emotional states (emotions), centre of the body maintenance (power and health), centre of the genetic elaboration/transmission (reproduction) and the info-genetic generator, inherited from the parents (predispositions, talents and skills). A special centre, dedicated to the connectivity with some extra-power properties of the mind is also introduced, assuring an intimate supra-sensitive detection of the world to explain the associated phenomena of the near-death experiences. Result: The activity of all these centres should be supported neurologically by the brain neuro-connectivity to the body and to external and internal info-signals. On the basis of the informational analysis, the neuro-connections of the brain regions associated to the main characteristics of the cognitive centres are highlighted, showing the anatomic and neuro-functional relation between the distinct components of the brain and the specific operating body regions. These connections describe in terms of information the brain-body neuro-activities as informational specific circuits, composed by the info-operational subsystems managed by the brain, and sensors, transducer and execution elements. Conclusion: The components and connections mind-body stipulated by the Informational Model of Consciousness are supported by the neurologic/neuroscience evidence. (shrink)

The explicit history of the “hidden variables” problem is well-known and established. The main events of its chronology are traced. An implicit context of that history is suggested. It links the problem with the “conservation of energy conservation” in quantum mechanics. Bohr, Kramers, and Slaters (1924) admitted its violation being due to the “fourth Heisenberg uncertainty”, that of energy in relation to time. Wolfgang Pauli rejected the conjecture and even forecast the existence of a new and unknown then elementary particle, (...) neutrino, on the ground of energy conservation in quantum mechanics, afterwards confirmed experimentally. Bohr recognized his defeat and Pauli’s truth: the paradigm of elementary particles (furthermore underlying the Standard model) dominates nowadays. However, the reason of energy conservation in quantum mechanics is quite different from that in classical mechanics (the Lie group of all translations in time). Even more, if the reason was the latter, Bohr, Cramers, and Slatters’s argument would be valid. The link between the “conservation of energy conservation” and the problem of hidden variables is the following: the former is equivalent to their absence. The same can be verified historically by the unification of Heisenberg’s matrix mechanics and Schrödinger’s wave mechanics in the contemporary quantum mechanics by means of the separable complex Hilbert space. The Heisenberg version relies on the vector interpretation of Hilbert space, and the Schrödinger one, on the wave-function interpretation. However the both are equivalent to each other only under the additional condition that a certain well-ordering is equivalent to the corresponding ordinal number (as in Neumann’s definition of “ordinal number”). The same condition interpreted in the proper terms of quantum mechanics means its “unitarity”, therefore the “conservation of energy conservation”. In other words, the “conservation of energy conservation” is postulated in the foundations of quantum mechanics by means of the concept of the separable complex Hilbert space, which furthermore is equivalent to postulating the absence of hidden variables in quantum mechanics (directly deducible from the properties of that Hilbert space). Further, the lesson of that unification (of Heisenberg’s approach and Schrödinger’s version) can be directly interpreted in terms of the unification of general relativity and quantum mechanics in the cherished “quantum gravity” as well as a “manual” of how one can do this considering them as isomorphic to each other in a new mathematical structure corresponding to quantum information. Even more, the condition of the unification is analogical to that in the historical precedent of the unifying mathematical structure (namely the separable complex Hilbert space of quantum mechanics) and consists in the class of equivalence of any smooth deformations of the pseudo-Riemannian space of general relativity: each element of that class is a wave function and vice versa as well. Thus, quantum mechanics can be considered as a “thermodynamic version” of general relativity, after which the universe is observed as if “outside” (similarly to a phenomenological thermodynamic system observable only “outside” as a whole). The statistical approach to that “phenomenological thermodynamics” of quantum mechanics implies Gibbs classes of equivalence of all states of the universe, furthermore re-presentable in Boltzmann’s manner implying general relativity properly … The meta-lesson is that the historical lesson can serve for future discoveries. An influential objection to the epistemic power of the imagination holds that it is uninformative. You cannot get more out of the imagination than you put into it, and therefore learning from the imagination is impossible. This paper argues, against this view, that the imagination is robustly informative. Moreover, it defends a novel account of how the imagination informs, according to which the imagination is informative in virtue of its analog representational format. The core idea is that analog representations represent (...) relations ‘for free,’ and this explains how the imagination can contain more information than is put into it. This account makes important contributions to both philosophy of mind, by showing how the imagination can generate new content that is not represented by a subject’s antecedent mental states, and epistemology, by showing how the imagination can generate new justification that is not conferred by a subject’s antecedent evidence. Fictionalists propose that some apparently fact-stating discourses do not aim to convey factual information about the world, but rather allow us to engage in a fiction or pretense without incurring ontological commitments. Some philosophers have suggested that using mathematical, modal, or moral discourse, for example, need not commit us to the existence of mathematical objects, possible worlds, or moral facts. The mental fictionalist applies this reasoning to our mental discourse, suggesting that we can use ‘belief’ and ‘desire’ talk without (...) committing to the existence of beliefs and desires as mental entities. Most arguments for mental fictionalism are based on two key suppositions: first, that there are ontological concerns about mental entities; and second, that these ontological concerns justify a fictionalist interpretation of mental discourse. This paper challenges both suppositions and argues that the standard arguments for mental fictionalism are substantially weaker than arguments for other forms of fictionalism in the philosophical literature. Within theoretical and empirical enquiries, many different meanings associated with consciousness have appeared, leaving the term itself quite vague. This makes formulating an abstract and unifying version of the concept of consciousness – the main aim of this article –into an urgent theoretical imperative. It is argued that consciousness, characterized as dually accessible (cognized from the inside and the outside), hierarchically referential (semantically ordered), bodily determined (embedded in the working structures of an organism or conscious system), and useful in action (...) (pragmatically functional), is a graded rather than an all-or-none phenomenon. A gradational approach, however, despite its explanatory advantages, can lead to some counterintuitive consequences and theoretical problems. In most such conceptions consciousness is extended globally (attached to primitive organisms or artificial systems), but also locally (connected to certain lower-level neuronal and bodily processes). For example, according to information integration theory (as introduced recently by Tononi and Koch, 2014), even such simple artificial systems as photodiodes possess miniscule amounts of consciousness. The major challenge for this article, then, is to establish reasonable, empirically justified constraints on how extended the range of a graded consciousness could be. It is argued that conscious systems are limited globally by the ability to individuate information (where individuated information is understood as evolutionarily embedded, socially altered, and private), whereas local limitations should be determined on the basis of a hypothesis about the action-oriented nature of the processes that select states of consciousness. Using these constraints, an abstract concept of consciousness is arrived at, hopefully contributing to a more unified state of play within consciousness studies itself. (shrink)

Consciousness in experimental subjects is typically inferred from reports and other forms of voluntary behaviour. A wealth of everyday experience confirms that healthy subjects do not ordinarily behave in these ways unless they are conscious. Investigation of consciousness in vegetative state patients has been based on the search for neural evidence that such broad functional capacities are preserved in some vegetative state patients. We call this the standard approach. To date, the results of the standard approach have suggested (...) that some vegetative state patients might indeed be conscious, although they fall short of being demonstrative. The fact that some vegetative state patients show evidence of consciousness according to the standard approach is remarkable, for the standard approach to consciousness is rather conservative, and leaves open the pressing question of how to ascertain whether patients who fail such tests are conscious or not. We argue for a cluster-based ‘natural kind’ methodology that is adequate to that task, both as a replacement for the approach that currently informs research into the presence or absence of consciousness in vegetative state patients and as a methodology for the science of consciousness more generally. 1. This article explores the usefulness of interdisciplinarity as method of enquiry by proposing an investigation of the concept of information in the light of semiotics. This is because, as Kull, Deacon, Emmeche, Hoffmeyer and Stjernfelt state, information is an implicitly semiotic term (Biological Theory 4(2):167–173, 2009: 169), but the logical relation between semiosis and information has not been sufficiently clarified yet. Across the history of cybernetics, the concept of information undergoes an uneven development; that is, (...) information is an ‘objective’ entity in first order cybernetics, and becomes a ‘subjective’ entity in second order cybernetics. This contradiction relegates the status of information to that of a ‘true’ or ‘false’ formal logic problem. The present study proposes that a solution to this contradiction can be found in Deely’s reconfiguration of Peirce’s ‘object’ (as found in his triadic model of semiosis) into ‘thing’ and ‘object’ (Deely 1981). This ontology allows one to argue that information is neither ‘true’ nor ‘false’, and to suggest that, when considered in light of its workability, information can be both true and false, and as such it constitutes an organism’s purely objective reality (Deely 2009b). It is stated that in the process of building such a reality, information is ‘motivated’ by environmental, physiological, emotional (including past feelings and expectations) constraints which are, in turn, framed by observership. Information is therefore found in the irreducible cybersemiotic process that links at once all these conditions and that is simultaneously constrained by them. The integration of cybernetics’ and semiotics’ understanding of information shows that history is the analytical principle that grants scientific rigour to interdisciplinary investigations. As such, in any attempt to clarify its epistemological stance (e.g. the semiotic aspect of information), it is argued that biosemiotics does not need only to acknowledge semiotics (as it does), but also cybernetics in its interdisciplinary heritage. This paper focuses upon the challenge posed by the concept of ‘information’ to the new materialisms, viewed with reference to the multifaceted worldly phenomenon of informational conflict. ‘Informational conflict’ is a broad term designed to encompass the hi-tech ‘cyber’ operations of inter-state warfare as well as the informational actions of non-state actors, and is contingent not upon information technologies, as commonly understood, but upon ‘information’. Informational conflicts can be viewed as sociotechnical assemblages of humans and (...) non-humans although information is a problematic component of these assemblages, on account of its uncertain ontological status. This paper addresses the ontology of information and asks how the new materialisms might respond in the various ontological registers described. Drawing upon the natural sciences—especially physics—and the emerging ‘philosophy of information’ to outline the metaphysics of information and the differences that exist in its ontological characterisation, the paper outlines informational challenges to materialist perspectives. It concludes by examining two examples of how information and materiality are addressed in International Relations with respect to informational conflict. It concludes by noting the positive contributions the new materialisms can make to the study of information and informational conflict, but challenges them by asking: Information matters for conflict; does it matter for materialism? In a recent paper I proposed a novel relativity theory termed Information Relativity (IR). Unlike Einstein's relativity which dictates as force majeure that relativity is a true state of nature, Information Relativity assumes that relativity results from difference in information about nature between observers who are in motion relative to each other. The theory is based on two axioms: 1. the laws of physics are the same in all inertial frames of reference (Special relativity's first axiom); (...) 2. All translations of information from one frame of reference to another are carried by light or by another carrier with equal velocity (information-carrier axiom). For the case of constant relative velocities, I showed in the aforementioned paper that IR accounts successfully for the results of a class of relativistic time results, including the Michelson-Morley's "null" result, the Sagnac effect, and the neutrino velocities reported by OPERA and other collaborations. Here I apply the theory, with no alteration, to cosmology. I show that the theory is successful in accounting for several cosmological findings, including the pattern of recession velocity predicted by inflationary theories, the GZK energy suppression phenomenon at redshift z ̴ 1.6, and the amounts of matter and dark energy reported in recent ΛCDM cosmologies. In the first instance, IIT is formulated as a theory of the physical basis of the 'degree' or ‘level’ or ‘amount’ of consciousness in a system. In addition, integrated information theorists have tried to provide a systematic theory of how physical states determine the specific qualitative contents of episodes of consciousness: for instance, an experience as of a red and round thing rather than a green and square thing. I raise a series of questions about the central explanatory target, (...) the 'degree' or ‘level’ or ‘amount’ of consciousness. I suggest it is not at all clear what scientists and philosophers are talking about when they talk about consciousness as gradable. Every quantum state can be represented as a probability distribution over the outcomes of an informationally complete measurement. But not all probability distributions correspond to quantum states. Quantum state space may thus be thought of as a restricted subset of all potentially available probabilities. A recent publication (Fuchs and Schack, arXiv:0906.2187v1, 2009) advocates such a representation using symmetric informationally complete (SIC) measurements. Building upon this work we study how this subset—quantum-state space—might be characterized. Our leading characteristic is (...) that the inner products of the probabilities are bounded, a simple condition with nontrivial consequences. To get quantum-state space something more detailed about the extreme points is needed. No definitive characterization is reached, but we see several new interesting features over those in Fuchs and Schack (arXiv:0906.2187v1, 2009), and all in conformity with quantum theory. (shrink)

Ever since the hard problem of consciousness (Chalmers, 1996, 1995) first entered the scene in the debate over consciousness many have taken it to show the limitations of a scientific or naturalist explanation of consciousness. The hard problem is the problem of explaining why there is any experience associated with certain physical processes, that is, why there is anything it is like associated with such physical processes? The character of one’s experience doesn’t seem to be entailed by physical processes and (...) so an explanation which can overcome such a worry must (1) explain how physical processes give rise to experience (explain the entailment), (2) give an explanation which doesn’t rely on such physical processes, or (3) show why the hard problem is misguided in some sense. Recently, a rather ambitious and novel theory of consciousness has entered the scene – Integrated Information Theory (IIT) of Consciousness (Oizumi et al., 2014; Tononi, 2008; Tononi et al., 2016) – and proposes that consciousness is the result of a specific type of information processing, what those developing the theory call integrated information. The central aim of this dissertation is to philosophically investigate IIT and see whether it has the ability to overcome the hard problem and related worries. I then aim to use this philosophical investigation to answer a set of related questions which guide this dissertation, which are the following: Is it possible to give an information-theoretic explanation of consciousness? What would the nature of such an explanation be and would it result in a novel metaphysics of consciousness? In this dissertation, I begin in chapter one by first setting up the hard problem and related arguments against the backdrop of IIT (Mindt, 2017). I show that given a certain understanding of structural and dynamical properties IIT fails to overcome the hard problem of consciousness. I go on in chapter two to argue that a deflationary account of causation is the best view for IIT to overcome the causal exclusion problem (Baxendale and Mindt, 2018). In chapter three, I explain IIT’s account of how the qualitative character of our experience arises (qualia) and what view of intentionality (the directedness of our mental states) IIT advocates. I then move on in chapter four to show why the hard problem mischaracterizes structural and dynamical properties and misses important nuances that may shed light on giving a naturalized explanation of consciousness. In the last and fifth chapter, I outline a sketch of a novel metaphysics of consciousness that takes the conjunction of Neutral Monism and Information-Theoretic Structural Realism to give what I call Information-Theoretic Neutral-Structuralism. The quantum information introduced by quantum mechanics is equivalent to that generalization of the classical information from finite to infinite series or collections. The quantity of information is the quantity of choices measured in the units of elementary choice. The qubit can be interpreted as that generalization of bit, which is a choice among a continuum of alternatives. The axiom of choice is necessary for quantum information. The coherent state is transformed into a well-ordered series (...) of results in time after measurement. The quantity of quantum information is the ordinal corresponding to the infinity series in question. Number and being (by the meditation of time), the natural and artificial turn out to be not more than different hypostases of a single common essence. This implies some kind of neo-Pythagorean ontology making related mathematics, physics, and technics immediately, by an explicit mathematical structure. (shrink)

Background: how mind functions is subject to continuing scientific discussion. A simplistic approach says that, since no convincing way has been found to model subjective experience, mind cannot exist. A second holds that, since mind cannot be described by classical physics, it must be described by quantum physics. Another perspective concerns mind's hypothesized ability to interact with the world of quanta: it should be responsible for reduction of quantum wave packets; physics producing 'Objective Reduction' is postulated to form the basis (...) for mind-matter interactions. This presentation describes results derived from a new approach to these problems. It is based on well-established biology involving physics not previously applied to the fields of mind, or consciousness studies, that of critical feedback instability. -/- Methods: 'self-organized criticality' in complexity biology places system loci of control at critical instabilities, physical properties of which, including information properties, are presented. Their elucidation shows that they can model hitherto unexplained properties of experience. -/- Results: All results depend on physical properties of critical instabilities. First, at least one feed-back or feed-forward loop must have feedback gain, g = 1: information flows round the loop impress perfect images of system states back on themselves: they represent processes of perfect self-observation. This annihilates system quanta: system excitations are instability fluctuations, which cannot be quantized. Major results follow: -/- 1. Information vectors representing criticality states must include at least one attached information loop denoting self-observation. -/- 2. Such loop structures are attributed a function, 'registering the state's own existence', explaining -/- a. Subjective 'awareness of one's own presence' -/- b. How content-free states of awareness can be remembered (Jon Shear) -/- c. Subjective experience of time duration (Immanuel Kant) -/- d. The 'witness' property of experience – often mentioned by athletes 'in the zone' -/- e. The natural association between consciousness and intelligence -/- This novel, physically and biologically sound approach seems to satisfactorily model subjectivity. -/- Further significant results follow: -/- 1. Registration of external information in excited states of systems at criticality reduces external wave-packets: the new model exhibits 'Objective Reduction' of wave packets. -/- 2. High internal coherence (postulated by Domash & Penrose) leading to a. Non-separable information vector bundles. b. Non-reductive states (Chalmers's criterion for experience). -/- 3. Information that is: a. encoded in coherence negentropy; b. non-digitizable, and therefore c. computationally without digital equivalent (posited by Penrose). -/- Discussion and Conclusions: instability physics implies anharmonic motion, preventing excitation quantization, and totally different from the quantum physics of simple harmonic motion at stability. Instability excitations are different from anything hitherto conceived in information science. They can model aspects of mind never previously treated, including genuine subjectivity, objective reduction of wave-packets, and inter alia all properties given above. (shrink)

The concept of quantum information is introduced as both normed superposition of two orthogonal sub-spaces of the separable complex Hilbert space and in-variance of Hamilton and Lagrange representation of any mechanical system. The base is the isomorphism of the standard introduction and the representation of a qubit to a 3D unit ball, in which two points are chosen. The separable complex Hilbert space is considered as the free variable of quantum information and any point in it (a wave (...) function describing a state of a quantum system) as its value as the bound variable. A qubit is equivalent to the generalization of ‘bit’ from the set of two equally probable alternatives to an infinite set of alternatives. Then, that Hilbert space is considered as a generalization of Peano arithmetic where any unit is substituted by a qubit and thus the set of natural number is mappable within any qubit as the complex internal structure of the unit or a different state of it. Thus, any mathematical structure being reducible to set theory is re-presentable as a set of wave functions and a subspace of the separable complex Hilbert space, and it can be identified as the category of all categories for any functor represents an operator transforming a set (or subspace) of the separable complex Hilbert space into another. Thus, category theory is isomorphic to the Hilbert-space representation of set theory & Peano arithmetic as above. Given any value of quantum information, i.e. a point in the separable complex Hilbert space, it always admits two equally acceptable interpretations: the one is physical, the other is mathematical. The former is a wave function as the exhausted description of a certain state of a certain quantum system. The latter chooses a certain mathematical structure among a certain category. Thus there is no way to be distinguished a mathematical structure from a physical state for both are described exhaustedly as a value of quantum information. This statement in turn can be utilized to be defined quantum information by the identity of any mathematical structure to a physical state, and also vice versa. Further, that definition is equivalent to both standard definition as the normed superposition and in-variance of Hamilton and Lagrange interpretation of mechanical motion introduced in the beginning of the paper. Then, the concept of information symmetry can be involved as the symmetry between three elements or two pairs of elements: Lagrange representation and each counterpart of the pair of Hamilton representation. The sense and meaning of information symmetry may be visualized by a single (quantum) bit and its interpretation as both (privileged) reference frame and the symmetries of the Standard model. In a world of more than 7 billion people, 80% live on less than $10 per day. Five (5) percent of global income is generated by the poorest 40 percent of the world’s population; while the wealthiest 20% of the population generates 75 percent of world income. Economics attempts to define or describe behavior and it ventures into the realm of predicting. Economics should therefore accept responsibility for controlling/directing realities. If we can understand, define and predict behavior, we should accept (...) the responsibility for changing behavior, and as economists, bring that to bear on material upliftment of the greater majority of the earth’s populace. . Since 1847, numerous role-players have debated and worked tirelessly to promote the welfare of those who are marginalised from mainstream society. To what avail? Exactly one hundred and fifty eight years later, one of the iconic statesmen of the twentieth century, Nelson Mandela, stated: “Massive poverty and obscene inequality are such terrible scourges of our time – times in which the world boasts breathtaking advances in science, technology, industry and wealth accommodation – that they have to rank alongside slavery and apartheid as social evils” (as quoted in Green 2009:2).Clearly, significant progress in addressing the issue has not been made. A concerted drive by the United Nations led to the adoption of the Millennium Development Goals in September 2000, and was endorsed by 189 world leaders. Some progress has been made during the past decade, but it is apparent that many countries are not going to be able to reach their goals. Hence, in order to address poverty at its root, attention is increasingly focused on the contribution of the informal sector and small, medium and micro enterprises. This paper explores such and offers alternatives to combat the spectres of structural unemployment and poverty. (shrink)

The cognition of quantum processes raises a series of questions about ordering and information connecting the states of one and the same system before and after measurement: Quantum measurement, quantum in-variance and the non-locality of quantum information are considered in the paper from an epistemological viewpoint. The adequate generalization of ‘measurement’ is discussed to involve the discrepancy, due to the fundamental Planck constant, between any quantum coherent state and its statistical representation as a statistical ensemble after measurement. (...) Quantum in-variance designates the relation of any quantum coherent state to the corresponding statistical ensemble of measured results. A set-theory corollary is the curious in-variance to the axiom of choice: Any coherent state excludes any well-ordering and thus excludes also the axiom of choice. However the above equivalence requires it to be equated to a well-ordered set after measurement and thus requires the axiom of choice for it to be able to be obtained. Quantum in-variance underlies quantum information and reveals it as the relation of an unordered quantum “much” (i.e. a coherent state) and a well-ordered “many” of the measured results (i.e. a statistical ensemble). It opens up to a new horizon, in which all physical processes and phenomena can be interpreted as quantum computations realizing relevant operations and algorithms on quantum information. All phenomena of entanglement can be described in terms of the so defined quantum information. Quantum in-variance elucidates the link between general relativity and quantum mechanics and thus, the problem of quantum gravity. The non-locality of quantum information unifies the exact position of any space-time point of a smooth trajectory and the common possibility of all space-time points due to a quantum leap. This is deduced from quantum in-variance. Epistemology involves the relation of ordering and thus a generalized kind of information, quantum one, to explain the special features of the cognition in quantum mechanics. (shrink)

Human actions and decisions are most of the times not only grounded on emotional reactions, they are irrationally debasing. While such emotions and heuristics were perhaps suitable for dealing with life in the Stone Age, they are woefully inadequate in the Silicon Age. The substitution of traditional news agencies and communication platforms in Nigeria with social media networks has not only increased human capacities, it has aided the common good and further eased communication and increased the human knowledge base. For (...) instance, the Silicon Valley in the state of California in the United State of America has proved the extent to which human ingenuity can be exerted in beneficial ways. Here in, the top of the multibillion-dollar communication companies like Apple, eBay, Cisco, Lockheed, Hewlett Packard (HP), Google, Netflix, Facebook, Oracle, Tesla, etc. whose yearly budgets far exceed the entire yearly budget of Nigeria, has proved that, ICT remains the building blocks of contemporary communities. The state of California for instance prides herself as the 6th largest economy of the world after France and Brazil. This romantic picture of ICT is but only one chapter of the ICT divide. In today’s world, the scale and speed of the highly partisan news and falsehoods that circulate in the human environment is deafening. In politics and governance for instance, the populist have exploited the ICT effectively and without restraints, to access power and authority. Today, we are in the era of post-truth, an era in which objective facts are less influential in shaping public opinion than appeals to emotion and personal belief. An era that harbours corruption of intellectual integrity and damage to the whole fabric of democracy. The battle to protect information integrity and expose fake news becomes sine qua non. We shall in this paper explore the dark side of the age of information, a side that has been exploited by the media mavens, political hacks, and ideological propagandists who promote lies, illusion, confusion, and other forms of demented or manipulated imagination. In doing this, we shall proceed as follows: i. Historicize the concept of ‘fake news’ here referred to as post-truth. ii. Interrogate the concept of ‘information’ and its goal in human affairs iii. Evaluate the nexus between ‘truth’ values in ‘information’, ‘Misinformation’ and ‘dis-information’ iv. Situate the role of Philosophy in the era of post-truth. (shrink)

The post-Westphalian Nation State developed by becoming more and more an Information Society. However, in so doing, it progressively made itself less and less the main information agent, because one of the main forces that made the Nation State possible and then predominant, as a historical driving force in human politics, namely Information and Communication Technologies (ICTs), is also what is now making it less central, in the social, political and economic life of humanity across (...) the world. ICTs enable and promote the agile, temporary and timely aggregation, disaggregation and re-aggregation of distributed groups around shared interests across old, rigid boundaries represented by social classes, political parties, ethnicity, language barriers, physical and geographical barriers, and so forth. Similar novelties call for a serious exercise in conceptual re-engineering. This paper argues for the need to understand how the new informational multiagent systems may be designed in such a way as to take full advantage of the socio-political progress made so far, while being able to deal successfully with the new global challenges (from the environment to the financial markets) that are undermining the legacy of that very progress. One of the basic principles of the general definition of information is its rejection of dataless information, which is reflected in its endorsement of an ontological neutrality. In general, this principles states that “there can be no information without physical implementation” (Floridi (2005)). Though this is standardly considered a commonsensical assumption, many questions arise with regard to its generalised application. The purpose of this overview article is to increase educate society's knowledge of how to use modern and innovative technologies based on need, cultural aspects, social context, and state context. As a result, I used secondary sources to assist readers understand how state actors and policies might best respond to society's aspirations to use and communicate through technology (...) and information, as well as innovation, in a fair and equitable approach. It might be either positive or negative. Modernization and innovation can primarily noticed constructively. This paper develops an account of mood selection with attitude predicates in French. I start by examining the “contextual commitment” account of mood developed by Portner and Rubinstein Proceedings of SALT 22, CLC Publications, Ithaca, NY, pp 461–487, 2012). A key innovation of Portner and Rubinstein’s account is to treat mood selection as fundamentally depending on a relation between individuals’ attitudes and the predicate’s modal backgrounds. I raise challenges for P&R’s qualitative analysis of contextual commitment and explanations of mood selection. (...) There are indicative-selecting predicates that are felicitous in contexts where there isn’t contextual commitment ; and there are subjunctive-selecting predicates that involve no less contextual commitment than certain indicative-selecting verbs. I develop an alternative account of verbal mood. The general approach, which I call a state-of-mind approach, is to analyze mood in terms of whether the formal relation between the predicate’s modal backgrounds and an overall state of mind represents a relation of commitment. Indicative mood in French presupposes that the informational-evaluative state determined by the predicate’s modal backgrounds is included in the informational-evaluative state characterizing the event described by the predicate. The account provides an improved explanation of core mood-selection puzzles, including subjunctive-selection with emotive factives, indicative-selection with fiction verbs, indicative-selection with espérer ‘hope’ versus subjunctive-selection with vouloir ‘want’, and indicative-selection with commissives versus subjunctive-selection with directives. Subjunctive-selection with modal adjectives is briefly considered. The mood-selection properties of the predicates are derived from the proposed analysis of mood, independently attested features of the predicates’ semantics, and general principles of interpretation. Action-based theories of cognition place primary emphasis upon the role that agent-environment coupling plays in the emergence of psychological states. Prima facie, mental imagery seems to present a problem for some of these theories because it is understood to be stimulus-absent and thus thought to be decoupled from the environment. However, mental imagery is much more multifaceted than this “naïve” view suggests. Focusing on a particular kind of imagery, comparative mental imagery generation, this paper demonstrates that although such imagery is (...) stimulus-absent, it is also stimulus-sensitive. Exhibiting stimulus-sensitivity is sufficient for a process to qualify as coupled to the environment. The notion of variant coupling is explicated as the coupling of a cognizer’s perceptual system to variant environmental information. By demarcating the categories of stimulus-absent and stimulus-sensitive cognition, and variant and invariant coupling, this paper expands the conceptual apparatus of action-based theories, suggesting not only a way to address the problem that comparative mental imagery generation presents, but perhaps a way to account for other forms of imagery too.
