Development of ideas on UN reform presented in the essay "United Humanity: from "UN 2.0" to "UN 3.0" The conceptual model of the United Nations for the XXI century" (2017).

The conceptual model of United Nations reform - "UN 3.0" includes the General Program of Action on UN Reform, consisting of two stages. The first stage for 2020-2025 envisages the transformation of the main organs of the UN - the General Assembly and the Security Council with measures to improve the effectiveness of the management system, address the "veto problem", problem of financing, improve staff work and administrative and financial control, strengthen UN media, improvement of work with (...) the global civil society. The General Assembly is converted into the General All-Parliamentary Assembly of the UN. In the structure of the Assembly, the Council for Law is being established, which coordinates the activities of UN structures in the field of law. To coordinate the activities of the UN in the field of human rights and civil society, ethical issues, the General all-parliamentary Assembly creates the Council on ethics, human rights and civil society and transforms the Committee on information into the Council on public information and communication with civil society. The structure of the Council includes all UN media. The reform of the UN Security Council is carried out in three sub-stages. At the 1st sub-stage (2020-2021) the Security Council is transformed into the Council of Existential Security (CES). The membership of the CES is increased to 25 member countries, of which five countries have the right of the unconditional (absolute, eternal) veto: Great Britain, France, China, Russian Federation, USA. The General All-Parliamentary Assembly elects 15 new permanent members of the Council of Existential Security with the right of the conditional (limited) veto: Argentina, Australia, Brazil, Canada, Egypt, Germany, India, Indonesia, Italy, Mexico, South Africa, Nigeria, Pakistan , Turkey, Japan (if they fulfill the mandatory restrictive conditions). At this sub-stage, the CES elects also five non-permanent members with the right of a conditional (limited) veto when they meet the mandatory restrictive conditions, with a rotation period of 2 years from geographical regions (or regional unions): Africa, Latin America and the Caribbean, Asia and the Pacific Ocean (2 places), Eastern Europe. On the second sub-stage (2022-2023), subject to the effective activity of the CES of the enlarged composition and compliance with mandatory restrictive conditions, new permanent members of the "Existential Security Council" are elected with the right of a conditional (limited) veto: Iran, Spain, Poland, Saudi Arabia. Members of the CES may be regional unions, whose member countries are not represented in the CES, but still have one vote with the right of a conditional (limited) veto. -/- Two essential levels of the veto: 1. Unconditional (absolute, eternal) veto is the historical right of veto of the five permanent members of the Council of Existential Security - Great Britain, China, Russia, USA, France; 2. Сonditional (limited) veto is the veto of other permanent and non-permanent members of the Council of Existential Security. The right of veto is a unique international school for the achievement of consensus, a school of high democracy for Humanity, a reliable guarantee of the viability of the UN structure. The Council for Existential Security centralises the management of the UN subsidiary bodies with the expansion of their security functions: the Military Staff Committee, the Counter-Terrorism Committee, the Committee for the Prevention of the Spread of Nuclear, Chemical and Biological Weapons, the Sanctions Committees and other committees. On the basis of the decision of the Council of Existential Security, the General All-Parliamentary Assembly creates permanent contingents of UN peacekeeping and counter-terrorism forces. In addition, two Centers are being created in the structure of the Council for Existential Security: the World Center for the Elimination of the Effects of Technogenic and Natural Disasters with branches on all continents and the World Center for the Analysis of Existential Risks and the Overall Security Strategy. The Center is developing the Programs of research and monitoring of global existential threats and risks. In order to increase the level of legitimacy and authority of the Secretary General of the United Nations, the Rules of procedure for elections to this post are changing. Each member country of the Council for Existential Security represents one of the most authoritative candidates for election to the post of Secretary General at the session of the General All-Parliamentary Assembly, with the possibility of nominating candidates from other countries, including those not members of the Council for Existential Security. Elections are held in two rounds during one day of the session of the Assembly. The Legal Committee of the UN General Assembly is developing a Program for the Reform of the Judicial System of the United Nations, which takes into account the proposals of the previous international discussion and determines the scope and terms of the reform of the courts. In accordance with the Program of Action on UN Reform for 2020-2025, reforms are under way in the structure of the Economic and Social Council. The central task of the reform is to strengthen the coordinating role of ECOSOC in the entire system of UN-related specialized agencies, funds and programs related to the Council. The key task of the UN reform is the solution of the financing problem. A unified "UN Open Budget "Solidarity XXI" is being created, including the financing of peacekeeping operations and other expenses. Each country, a member of the United Nations, lists in an established period, once a year, an Existential contribution - the Earth Tax. The Earth Tax for each UN member state is established on the basis of four scales of calculation: Scale I - for 5 permanent members of the Council of Existential Security, who have the right of absolute (absolute) veto; Scale II - for the permanent members of the SEB, who have the right to a conditional (limited) veto; Scale III - for non-permanent members of the SEB, who have the right to a conditional (limited) veto; Scale IV - for all other UN member countries. The program of action on UN reform includes a set of measures to ensure transparent work of the International Civil Service Commission with the involvement of the UN media. To strengthen control functions in the sphere of personnel policy, administrative and financial management, the General All-Parliamentary Assembly of the United Nations establishes the Permanent Commission on Ethics and Administrative and Financial Control. All members of the Commission, members of the Committees and auditors are independent in their activities from the leadership of the United Nations, its funds and programs. The General All-Parliamentary Assembly completes the first stage of the Program of Action on UN Reform in 2025 and, following an open discussion, introduces a single language of international communication - Esperanto and approves it as the official language of the United Nations. With a view to more effective work of the central UN governing bodies in the face of increasing existential threats and risks, reducing the current expenses for the maintenance of the central bodies of the UN, the Council for Existential Security and the General All-Parliamentary Assembly decide on the relocation of the UN headquarters to Iceland. The UN building complex in New York is transferred to preferential use of non-governmental organizations, which contribute to the implementation of the goals of the United Nations. At the second stage of the UN reform in the period 2026-2028, additional necessary transformations are being made in the UN system. At the end of the first stage of the reform, taking into account the reforms carried out by the main organs of the United Nations and the internal improvement of the work of all its structures, the United Nations Program of Action for the years 2026-2028 is being developed. The Millennium Development Goals, which spanned 1990-2015, present a case study that reveals the changeability of such long-term multilateral commitments. They were enmeshed (...) in overlapping and inconsistent national and intergovernmental commitments reaching from 1995 to 2005, and the text of those goals also evolved, stabilizing for the last time in 2007. The Sustainable Development Goals and attendant commitments should be expected to evolve similarly over their fifteen year run. This presents a concern, for among the three committees established by the UN to create the goals, the two committees charged with public consultation were retired as planned in 2014. The process evident thereafter has displayed a shift towards a strategy of enrolling broad public endorsement that leaves such consultation and specific responsibility to those consulted in doubt. This bodes ill for public deliberation on the goals and for public accountability as the agenda proceeds towards 2030. (shrink)

The goals are identified as a confluence of distinct (...) streams of UN work attended to variously by policy experts and political figures in the past several decades. Sources include, most obviously, the Millennium Declaration of 2000 and the Millennium Development Goals, but also the 1992 United Nations Conference on Environment and Development, the Human Development Reports of 1990 forward, and the 1987 Brundtland Report. Unarmed surviving Parbatya Chittagong nation of Buddhists population in Bangladesh has not yet been able to form their government since 1997 to 2023, so it has been assumed that Prime Minister Sheikh Hasina & Awami League Government of Bangladesh (ALGOB) cheated to weaponless freedom fighters Buddhists people (...) by taking their weapons through the Chittagong Hill Tracts Peace Accord 1997 that was signed between Bangladesh and Chittagong HillTracts in order to a Commonwealth of Independence of Autonomy Government, Formation of Legislative Assembly House and Parliament Building Construction, which is also the last official initiative of the Parbatya Peace Process in the Chinese Belt and Road. Following the theater of war between the US-led NATO—Ukraine alliance and the Russian Federation, the 3rd World War situations intended to expand between Bangladesh and Myanmar. This doctrinal paper has been presented through codification of situations of the post-seizure war-fighting battles surviving cold and silent conflicts in Parbatya, Chittagong Hill Tracts, in order to deliver the seized nation onto a free pathway. The 'complexity' approach can be positive and very helpful for General Linguistics theory because departs from: a) the idea that knowledge or meaning can exist without a being who produces them, b) the fragmented and reductionist view of reality and its too mechanistic oriented images, c) the 'linear' causality models, d) the tendency to dichotomise the categories about reality, e) the 'third excluded' Aristotelian principle (binary logic: if something is here it is not there), f) the disappearance of the (...) mind in some 'higher' social sciences, g) an inadequate approach of the relationships between the whole and its parts, and, h) a perspective on creativity too much based on logic and not on 'artistic' intuition and imagination in science. Desde la actividad académica, el museo como institución ha sido abordado desde diversas disciplinas y por ende, desde diversos aspectos. Sin embargo, la Contabilidad de Costos, o más ampliamente la Contabilidad de Gestión, no han mostrado mayor interés en el museo como institución sujeto de estudio, aun cuando sí lo han hecho otras ramas de las ciencias económicas como la Economía Aplicada, o la Economía Pública. Con el objetivo de comenzar a efectuar una lectura de los museos desde la óptica (...) de la Teoría General del Costo, se realiza una revisión bibliográfica a efectos de determinar el estado de la cuestión, identificando los aportes de la Economía de los Museos y su relación con la Teoría General. Se cuestiona la no-inclusión, por parte de la doctrina mayoritaria de la economía de la cultura, del costo de las obras de arte y de los recursos financieros en los cálculos de costos de una institución museística, aun cuando el costo financiero pueda alcanzar una magnitud significativa en los museos de arte. Finalmente se analizan las depreciaciones de las obras de arte cuando estas forman parte de un proceso productivo. Las obras de arte tienem peculiaridades que las distinguen de otros bienes de capital, ya que funcionan como depósitos de valor. Esta característica, unida a que el propio museo puede influir por medio de su política de adquisiciones y su plan de exposiciones temporales en la valorización de una obra, hacen necesario un replanteo de la concepción de la depreciación de un bien de capital, concepto tradicionalmente asociado a una pérdida de valor. In this work, I will support a combined notion of harm according to which there are qualitatively different harms. I will support a way in which the severity of harms could be measured. Then, I will provide three principles about the strength of the reasons against harming. The supported thesis will provide some tools to solve some problems of the general part of criminal law. In relation to the analytical stratum of statutory description of an offence, I will show (...) that the defended notion of harm could help to solve cases of hypothetical and alternative causal courses. In relation to the analytical stratum of unlawfulness (or wrongfulness), I will show that the proposed ranking of the severity of harms help us to distinguish between cases of necessity as justification and necessity as excuse. In relation to the analytical stratum of culpability, I will show that the principles regarding the strength of the reasons against harming help us to supply straightforward criteria to measure the punishment to impose for having committed some crime. -/- En este trabajo intentaré defender una noción combinada de daño de acuerdo a la cual existen dos tipos de daños cualitativamente diferentes. Asimismo, defenderé un modo en que la gravedad de los diferentes daños puede ser graduada. Derivado de lo anterior, extraeré tres principios sobre la fuerza de las razones en contra de dañar. La tesis defendida proporcionará herramientas para resolver algunos problemas de la parte general de derecho penal. En relación al tipo penal, mostraré que la noción de daño defendida puede ayudar a resolver casos de cursos causales alternativos e hipotéticos. En referencia a la antijuridicidad, mostraré que la clasificación de la gravedad de los daños propuesta ayuda a distinguir qué casos de estado de necesidad deben considerarse como justificación y cuales como excusa. En referencia a la culpabilidad, mostraré que los principios sobre la diferente fuerza de las razones en contra de dañar ayudan a aportar criterios claros para la individualización de la pena a imponer por la comisión de un delito. The paper provides both a description of conspiracy beliefs and an insight into their cultural significance. On one side, it highlights their specific formal features, on the other, and this constitutes its peculiarity in the recent literature on the topic, it considers them within the broader genre of general conceptual beliefs, whose main characteristics are weak methodology and logical structure, strong affective and dispositional constraints, epistemic closure and mauvaise foi, and whose main function is practical and self-representative (not epistemic). The paper also claims that political theory and social sciences had some influence in legitimizing certain ideas and stereotypes that are exacerbated in conspiracy beliefs, while other te(le)ological conceptions, such as finalism and providence, may be an important source of ideas that turn out to be widely spread in contemporary criticism towards those same beliefs. In recent work Mary Kate McGowan presents an account of oppressive speech inspired by David Lewis's analysis of conversational kinematics. Speech can effect identity-based oppression, she argues, by altering 'the conversational score', which is to say, roughly, that it can introduce presuppositions and expectations into a conversation, and thus determine what sort of subsequent conversational 'moves' are apt, correct, felicitous, etc., in a manner that oppresses members of a certain group (e.g. because the suppositions and expectations derogate or demean members (...) of that group). In keeping with the Lewisian picture, McGowan stresses the asymmetric pliability of conversational scores. She argues that it is easier to introduce (for example) sexist presuppositions and expectations into a conversation than it is to remove them. Responding to a sexist remark, she thus suggests, is like trying to "unring a bell". I begin by situating McGowan's work in the wider literature on speech and social hierarchy, and explaining how her account of oppressive speech improves upon the work of others in its explication of the relationship between individuals' verbal conduct and structurally oppressive social arrangements. I then propose an explanation and supportive elaboration of McGowan's claims about the asymmetric pliability of conversations involving identity-oppressive speech. Rather than regarding such asymmetry as a sui generis phenomenon, I show how we can understand it as a consequence of a more general asymmetry between making things salient and un-salient in speech, and I show how this asymmetry also operates in various cases that interested Lewis. In questo contributo descriviamo un sistema di creatività computazionale in grado di generare automaticamente nuovi concetti utilizzando una logica descrittiva non monotòna che integra tre ingredienti principali: una logica descrittiva della tipicalità, una estensione probabilistica basata sulla semantica distribuita nota come DISPONTE, e una euristica di ispirazione cognitiva per la combinazione di più concetti. Una delle applicazioni principali del sistema riguarda il campo della creatività computazionale e, più specificatamente, il suo utilizzo come sistema di supporto alla creatività in ambito mediale. In particolare, tale sistema è in grado di: generare nuove storie (a partire da una rappresentazione narrativa di storie pre-esistenti), generare nuovi personaggi (ad es. il nuovo “cattivo” di una serie tv o di un cartone animato) e, in generale, può essere utilizzato per proporre nuove soluzioni e format narrativi da esplorare nell’ambito dell’industria creativa. One of the main problems that Paul Horwich’s Minimalist theory of truth must face is the generalization problem, which shows that Minimalism is too weak to have the fundamental explanatory role Horwich claims it has. In this paper, I defend Horwich’s response to the generalization problem from an objection raised by Bradley Armour-Garb. I also argue that, given my response to Armour-Garb, Horwich’s proposal to cope with the generalization problem can be simplified. -/- L’un des principaux problèmes auxquels la théorie (...) minimaliste de la vérité de Paul Horwich doit faire face est le problème de la généralisation. Horwich soutient que le minimalisme a un rôle explicatif fondamental, mais le problème de la généralisation montre que cette théorie est trop faible pour tenir ce rôle. Dans cet article, je défends la réponse d’Horwich au problème de la généralisation à partir d’une objection soulevée par Bradley Armour-Garb. James a maintes fois célébré les rencontres philosophiques et l’on sait les efforts de James et de Bergson pour se voir, lors des passages de James en Europe. Proximité physique ne signifie évidemment pas convergence ni capillarité philosophiques, comme l’apprend à ses dépens Agathon dans le Banquet de Platon. Or, le rapprochement, mais aussi les confusions, entre la philosophie de Bergson et celle de James, voire entre « bergsonisme » et « pragmatisme », restent un passage obligé de l’étude des (...) deux hommes. Si cette confusion — peut-être ces familles de confusions — sont caractéristiques du début du XXe siècle , il serait sans doute illusoire de croire que nous en sommes sortis aujourd’hui. C’est en France une expérience encore très répandue chez le jamesien que devoir se justifier par rapport au « bergsonisme », et c’en est une autre pour le « bergsonien » que de devoir dire qu’il n’est pas forcément « pragmatiste ». Ces glissements ont déjà été maintes fois analysés et je tiendrai ici pour acquis que Horace Kallen , Floris Delattre , Ralph Barton Perry et Millic Capek , qui ont procédé à la revue de détail, nous ont donné suffisamment d’éléments pour qu’il ne soit pas nécessaire de reprendre le dossier dans son ensemble. Le propos sera plutôt de décomposer un travers de lecture que l’on inflige généralement aux deux auteurs à partir d’un terrain plus limité : le thème du « courant », ou flux (stream), de conscience, thème prétendument commun aux deux hommes. Je vais pour cela tenter d’identifier, dans la première section, deux grandes manières d’aborder le rapport entre les deux hommes qui ont conduit à méconnaître leur apport propre. L’une interdit tout simplement de les lire comme philosophes, même si elle est couramment pratiquée, ce que j’illustrerai à la lumière de deux exemples. L’autre type de lecture engage, lui, un contresens sur la thèse même de James, et c’est ici que la face critique de ce chapitre se retourne en argument positif. Le cœur de ce contresens est de croire que James aurait introduit le thème du courant de pensée ou de conscience, et que ce serait là son originalité. Or, comme il est normal chez un auteur pragmatiste après tout, l’originalité réside dans l’usage qui est fait de ce thème. En examinant dans la deuxième section les rouages de ce contresens, dont il n’est pas certain que tous les lecteurs de Bergson l’aient totalement évité alors même qu’ils pensaient le déposer, on tentera donc de préciser tout d’abord en quoi le thème lui-même n’est pas spécifiquement jamesien, ensuite en quoi le propos de James n’est pas tant de décrire ce flux pour lui-même que de nous expliquer ce qui nous guette si nous le négligeons systématiquement, enfin quelles sont les fonctions remplies par les passages sur le courant de conscience dans l’argument de James. En el presente artículo se abordarán los aportes de Nietzsche, Freud y Marx, como fundadores de discurso, desde la perspectiva foucaultiana. Para ello, se trabajará con la ponencia "Nietzsche, Freud y Marx" realizada por Foucault en 1964. Foucault condensa en esta ponencia una obra que resulta muy rica, debido a que sintetiza de manera clara los aportes realizados por los "maestros de la sospecha". La riqueza de la obra radica en que expone un giro en las técnicas de la interpretación (...) que permite comprender a la hermenéutica, lejos del descifrado oculto de signos, como una estrategia de producción de nuevos símbolos, en la creación de nuevos imaginarios que construyen diversos y variados sentidos (Grüner, 1995: 11). De esta manera, en el presente escrito se planteará un acercamiento al empleo de las técnicas interpretativas que han llevado a cabo Nietzsche, Freud y Marx, como una forma de acceder a la hermenéutica de la sospecha propuesta por este trío. Para el desarrollo de esta propuesta partiremos de la caracterización general de los tres fundadores de discurso, para puntualizar en la impronta propia de la hermenéutica de cada uno. (shrink)

This analysis of Ptolemy's Teatriblos deals with how the social and cultural role of astrology changed between lì and III century a D.: from a practice hard fought, although successful, to a generally accepted branch of knowledge. In Ptolemy's treatise astrology is shown to be not a science but an art: a techne" fallible but not controvertible. As the basis for such a project of reforming common opinion about astrol¬ogy, we find a quiet yielding attitude toward sceptical antidogmatism, and a (...) non-deterministic way of conceiving man 's naturai relationship with heavenly bodies. This paper discusses how the general and abstract concept of legitimacy applies to international institutions, using the United Nations Security Council as an example. We argue that the evaluation of the Security Council’s legitimacy requires considering three significant and interrelated aspects: its purpose, competences, and procedural standards. We consider two possible interpretations of the Security Council’s purpose: on the one hand, maintaining peace and security, and, on the other, ensuring broader respect for human rights. Both of these purposes are (...) minimally morally acceptable for legitimacy. Second, we distinguish between three different competences of the UNSC: 1) the decision-making competence, 2) the quasi-legislative competence, and 3) the referral competence. On this basis, we argue that different procedural standards are required to legitimise these competences, which leads to a more differentiated understanding of the Security Council’s legitimacy. While maintaining that the membership structure of the Council is a severe problem for its legitimacy, we suggest other procedural standards that can help to improve its overall legitimacy, which include broad transparency, deliberation, and the revisability of the very terms of accountability themselves. Abstract: This study is aimed to examine the role of youth in National Assembly Elections-2013 in Islamabad. After May,11, 2013 General Elections a Elections commission of Pakistan reported that due to involvement of youth the huge turnout in the elections first time in the Pakistanâ’s history. This study also examines this claim and analyzes different factors due to which young people are more involved in political process. It addresses different mobilization trends of political parties create interest among youth; (...) their attitude towards the political institutions; their perception about the effectiveness of political parties and politicians; and their need to have a platform for their political ideology. This study also examines whether Socio-political culture of politics in Pakistan is responsible in shaping young peoples’ values and views on politics. Furthermore, it also focused the uses of media and Specially social media among the youth for campaigns by different political parties. It is also highlighted in the research that youth is seems frustrate before elections-2013. This descriptive study is qualitative in nature. This study collected a sample of 50 youth from educational institutions as well as from kachi abadis of Islamabad. The findings reveal that young people were frustrate due to traditional politics in Pakistan, lack of political education and political socialization. This study finds out that young people are aware of political scenario and they do take interest in political talk shows in the media but this awareness and interest does not always translate into formal or conventional engagement with political party structures through membership etc. The conclusion that new mobilization trends specially social media attract the young people towards National Assembly Elections and increasing the political interest which also leads towards higher voter turnout in the General elections-2013. Le présent travail s'inscrit à l'intersection de deux problèmes épistémologiques majeurs. D'une part, le problème de la démarcation scientifique, qui consiste à identifier ce qui distingue intrinsèquement un système (un énoncé, une théorie, ...) scientifique d'un système non scientifique ou pseudo-scientifique. D'autre part, le problème de l'unité épistémologique des sciences, qui consiste à se demander si toutes les disciplines à vocation scientifique peuvent être vues comme des instanciations d'une notion unique de la scientificité. Ces deux problèmes ont soulevé de nombreux (...) débats ayant mis en évidence un ensemble important de difficultés. Le terme « scientifique » désigne en effet des méthodes empiriques, des constructions théoriques et des pratiques de recherche si hétérogènes qu’il semble voué à l’échec d’en chercher une définition aisée à circonscrire. De plus, les objets des disciplines scientifiques sont eux-mêmes de natures très diverses, ce qui semble rendre pareillement caduque toute recherche d’un concept unique de science qui pourrait s’appliquer indépendamment de la discipline en question. Dans cette thèse, je me propose de prendre à contre-pied cet état de fait en soutenant la possibilité et la pertinence d'un modèle unitaire de la scientificité, tout en me restreignant à une approche épistémologique comparée entre les sciences physiques et les sciences sociales. Pour défendre mon propos, j’ai mobilisé deux types de réponses pouvant être opposées au constat présenté plus haut. D’une part, des réponses de principe, où j’examine et m’oppose à des arguments théoriques soutenant l’impossibilité ou en tout cas la difficulté de définir la scientificité en général, et la nécessité pour les sciences sociales de jouir d’une définition à part. D’autre part, je mobilise également des réponses par l’exemple. J’étudie alors plus en détail l’approche dite « analytique » en sociologie. Ce courant a cela d’intéressant pour mon propos qu’il ne semble pas nécessiter d’épistémologie alternative à celle ayant cours, par exemple, en physique ou en biologie, tout en prétendant bien produire des connaissances sur le monde social. Il s’agit donc d’un contre-exemple concret et manifeste de la thèse soutenant que la sociologie ne peut pas jouir du même type d’épistémologie que les autres disciplines. Plus concrètement, j’élabore un (méta-)modèle unitaire de la scientificité en me concentrant sur une unité d’analyse bien circonscrite : les modèles. Je distingue chez ses derniers, classiquement, deux composantes principales : une composante empirique, qui a pour vocation à identifier des régularités dans le réel auquel on a accès à travers des données, et une composante théorique, à visée explicative et classificatoire. Je propose alors de construire formellement un degré de scientificité global dans lequel se combinent la maximisation d’une certaine quantité d’information définie sur la composante empirique et un critère d’invariance structurelle défini sur la composante théorique. Ces diverses constructions, bien que formelles, permettent d’éclairer efficacement les questions épistémologiques que je me suis données au départ de mon travail, ce dernier ayant vocation à constituer une étape supplémentaire vers un modèle unitaire de la scientificité. [EN] In this article the question of cultural diversity as it appears in the perspective of a republican conception of citizenship is discussed within three steps: in a first step, the ambiguous sense of the notion «citizenship» and its recently accelerated evolution will be presented; in a second step, the general features of the neo-republican approach will be outlined; and finally, the chances offered by a relecture of the republican topics with regard to an integration of the plurality of (...) cultures and ways of life, which coexist within the complex contemporary societies and which base on migration processes, will be brought to mind. [ES] En este artículo se aborda la cuestión de la diversidad cultural contemplada desde la concepción republicana de la ciudadanía en tres pasos: en el primero, se presenta el sentido polisémico de la noción de ciudadanía y la acelerada evolución que ha experimentado en los últimos tiempos; en un segundo paso, se ofrecen los rasgos generales que caracterizan el enfoque neorrepublicano; y, finalmente, se da cuenta de las virtualidades que ofrece una relectura de los tópicos republicanos para integrar la pluralidad de culturas y formas de vida que conviven en las complejas sociedades contemporáneas a raíz de los procesos migratorios. En nuestro artículo, analizaremos las diferencias y similitudes que podemos encontrar en el uso de diagramas entre dos prácticas matemáticas de la antigüe-dad. Mostraremos que no existe un solo uso posible de éstos, sino que tienen que considerarse como herramientas de razonamiento creadas y manipuladas de acuerdo con los propósitos de cada tradición. Argumentaremos que las diferencias en los procedimientos y organizaciones del conocimiento que ambas tradiciones presentan no implican ningún tipo de valoración acerca de su mayor o menor "matematicidad", (...) ya que ambas tradiciones llegaron a resultados matemáticos suficientemente generales y precisos, hecho que es característico de investigaciones matemáticas a un nivel teórico. This article aims to identify the bundle theory and its influence on the philosophy of mind discussions. The theory was put forward by David Hume, one of the pioneer philosophers of the Enlightenment era, in the context of personal identity. Firstly, a general framework will be drawn about the problem of personal identity. Secondly, it will be explained how the problem is understood in Hume’s epistemology through concepts such as person, identity, self, selfhood. To see the philosophical effects caused (...) by Hume's epistemology, discussions of the philosophy of mind will be exemplified in the existence and knowledge of self through the mindbody understandings of philosophers. Daniel Dennet, John Searle, David Chalmers, and Thomas Metzinger, who have theories about the relationship of self, consciousness, and matter, are the names to be considered under the title of philosophy of mind. Finally, Hume and his theories will be presented with several assessments of the philosophical problems caused by the positions of the aforementioned names on the issue of self. This article aims to reveal the similarities between Hume and philosophers of mind in terms of the existence and knowledge of the self. The Dreams of a Spirit-Seer and the one reality in which we live [English] Traüme eines Geistersehers usually constitutes a problematic work for Kant’s scholars for its unusual style and for the apparent break with the problems that occupied him at the beginning of the 1760s. However, this work is to a large extent the natural outcome of those themes, especially of the search for an appropriate method for metaphysics. In this paper we are particularly interested in highlighting two ideas (...) that appear there: the conception of metaphysics as a study of limits and intersubjectivity. As we will see, the backdrop of these issues and the idea that gives cohesion to Traüme is the need to base our knowledge on a single world that we all inhabit, and to which we all have equal access. Swedenborg, who embodies the opposite idea of being a privileged inhabitant of two worlds, serves as a reason to compare his visions with the excesses of metaphysics, and the "dream worlds" that he constructs. [Español] El escrito Traüme eines Geistersehers suele constituir una obra problemática para los intérpretes de Kant por su inusual estilo y por el aparente rompimiento con los problemas que lo ocupaban a principios de 1760. Sin embargo, esta obra es en buena medida el desenlace natural de aquellos temas, en especial de la búsqueda de un método apropiado para la metafísica. En este trabajo nos interesa particularmente destacar dos ideas que ahí aparecen: la concepción de la metafísica como estudio de los límites y el tema de la intersubjetividad. Como veremos, el telón de fondo de estos temas y la idea que da cohesión en general a los Traüme es la necesidad de fundar nuestro conocimiento en un único mundo que todos habitamos, y al que todos tenemos acceso por igual. Swedenborg, que encarna la idea contraria al ser habitante privilegiado de dos mundos, sirve de motivo para comparar sus visiones con los excesos de la metafísica, y los “mundos soñados” que esta construye. The concept of stage presence in performing arts is generally understood as the ability of the skilled performer to capture the attention of the audience, a prerogative of the talented actor, who occupies a position of power in respect to the audience. This work challenges the classic model of stage presence as an intrinsic quality of the performer and proposes instead a cognitive ecological ethnographic framework which considers the role played by various social actors — the public and the performers, (...) embedded in specific historical, cultural, and social environments — in shaping the performance event. Through an ethnographic and phenomenological analysis of the concept of stage presence in different performative contexts, this work proposes a cognitive ecological approach to the study of stage presence, suggesting possible methodological directions. Noticia de un secuestro (1996) desarrolla una temática diferente a la obra literaria general de Gabriel García Marquez (quien de hecho la publicó en vida) debido a que representa un contexto propio de los Estudios Culturales. Para esta propuesta utilizaremos el método hermenéutico propuesto por Gadamer, el cual está basado en la mención de las investigaciones hechas hasta el momento por la crítica literaria junto con la sistematización que se hace de las mismas. Presentaremos en este artículo tres focalizaciones (...) que la crítica literaria ha desarrollado (entendiendo por esta el concepto de hermenéutica) sobre el texto ya aludido. La primera se basa en asumir que la novela sería una alegoría de Colombia; mientras que la segunda, la cuestionaría en tanto género literario, pues podría ser “novela periodística”, “novela histórica”, “novela documental”, etc. Finalmente, se expondrán las nociones teóricas y los métodos interpretativos que han usado los críticos para abordarla. El objetivo de este artículo es confrontar y promover el diálogo intertextual con los aportes manifestados para que se instaure un panorama hermenéutico sobre la base de la novela. (shrink)

In the appendix it is provided the Italian translation of an utopian text by Isidor of Kiev, dealing with a future general gathering of the Hellenes to promote a more general council composed by wise men coming from (...) all lands, with the purpose to reach a philosophical and religious concordia. El trabajo aborda, desde una perspectiva marxista, un importante y complejo problema teórico asociado a la supuesta falsedad de toda ideología. Se trata del problema de la veracidad de la valoración, calificado más de una vez como de imposible solución, dado el vínculo de los juicios valorativos con las necesidades, intereses y otros fenómenos subjetivos de la conciencia humana. La negación de la existencia de la verdad valorativa conduce inevitablemente a su negación en la ideología, compuesta fundamentalmente por juicios valorativos (...) y, por lo tanto, sirve de sustento gnoseológico a las diversas variantes de la teoría de la desideologización. El enfoque crítico de estas consideraciones se desarrolla en el artículo sobre la base del análisis de la dialéctica de lo general y lo particular en la verdad valorativa, haciendo énfasis, ante todo, en la especificidad de esta última en comparación con cualquier otra verdad del conocimiento. José Ignacio Moreno es uno de los fundadores de la independencia del Perú. En calidad de tal acompañó el proyecto del General rioplatense José de San Martín de transformar en 1822 la monarquía peruana en un reino independiente. Pero, a diferencia de la multitud de sus contemporáneos, la historiografía apenas lo presenta como un circunstante en la epopeya de la emancipación, de quien no se conserva ni un retrato. El motivo es la extraña adherencia de este personaje a las (...) ideas del ultramontanismo y su temprana cercanía con la obra del contrarrevolucionario francés Joseph de Maistre. El artículo ofrece un panorama del precedente en el Civil Law con el objetivo de distinguir los problemas que pueden presentarse en los sistemas jurídicos que tienen una práctica formal o institucionalizada de precedente, de aquellos en los que no la hay. Se identificó que se introdujo el precedente como una forma de responder a las crecientes demandas de administración de justicia en la materia y delimitar la discrecionalidad del operador jurídico. Por tanto, la tesis de fondo de este trabajo (...) es que, en la operación regular de los sistemas jurídicos del Civil Law, tanto los tribunales constitucionales y la jurisdicción en general identificaron la necesidad práctica de dotar de contornos a los derechos humanos —en tanto disposiciones jurídicas a concretar jurisdiccionalmente—. The National Library of France owns an uncommon illuminated manuscript of the Book of Job : the Parisinus graecus 135. Written in Greek in 1361/62, it is illustrated with a very large iconographic cycle , which combines Byzantine and gothic styles. The examination of the historical background allows us to bring forth the general meaning of the manuscript and to locate its origin with some probability in the Papal entourage and the Byzantine latinophile circles. The analysis of the iconographic (...) cycle of the manuscript shows that it is likely inspired by the theology developed in the literal commentary of Thomas of Aquinas on the Book of Job. Remarkably, this author is intensively translated in Greek in the middle of the fourteenth century in Byzantium under the aegis of the Emperor John VI Cantacuzenus. (shrink)

Antes de comentar sobre el libro, ofrezco comentarios sobre Wittgenstein y Searle y la estructura lógica de la racionalidad. Los ensayos aquí son en su mayoría ya publicados durante la última década (aunque algunos han sido actualizados), junto con un artículo inédito, y nada aquí vendrá como una sorpresa para aquellos que han mantenido su trabajo. Al igual que W, es considerado como el mejor filósofo de su tiempo y su obra escrita es sólida como una roca y pionera en (...) todo. Sin embargo, su fracaso para tomar la W más tarde lo suficientemente seriamente conduce a algunos errores y confusiones. Sólo algunos ejemplos: en P7, dos veces señala que nuestra certeza sobre los hechos básicos se debe al peso abrumador de la razón que respalda nuestras afirmaciones, pero W demostró definitivamente en ' on certidumbre ' que no hay posibilidad de dudar de la verdadera estructura axiomática de nuestro sistema 1 percepciones, memorias y pensamientos, ya que es en sí la base para el juicio y no puede ser juzgado. En la primera frase del P8 nos dice que la certeza es revisable, pero este tipo de ' certeza ', que podríamos llamar Certainty2, es el resultado de extender nuestra certeza axiomática y no revisable (Certainty1) a través de la experiencia y es completamente diferente, ya que es proposicional (verdadero o falso). Este es, por supuesto, un ejemplo clásico de la "batalla contra la hechizamiento de nuestra inteligencia por el lenguaje" que W demostró una y otra vez. Una palabra-dos (o muchos) usos distintos. Su último capítulo "la unidad de la Proposición" (anteriormente inédito) también se beneficiaría en gran medida de la lectura de W "en la certeza" o de los dos libros de DMS sobre OC (ver mis comentarios), ya que hacen claro la diferencia entre verdaderas sólo frases que describen S1 y verdadero o falso proposiciones que describen S2. Esto me parece un enfoque muy superior a S tomando percepciones S1 como proposicional ya que sólo se convierten en T o F después de que uno comienza a pensar en ellos en S2. Sin embargo, su punto de que las proposiciones permiten declaraciones de la verdad y la falsedad real o potencial, del pasado y del futuro y de la fantasía, y por lo tanto proporcionar un gran avance sobre la sociedad pre o protolingüística, es convincente. Como dice, "una proposición es cualquier cosa que pueda determinar una condición de satisfacción... y una condición de satisfacción... es que tal y tal es el caso. " O, uno necesita agregar, que podría ser o podría haber sido o podría ser imaginado para ser el caso. En general, PNC es un buen Resumen de los muchos avances sustanciales sobre Wittgenstein resultantes del medio siglo de trabajo de S, pero en mi opinión, W todavía es inigualable una vez que se comprende lo que está diciendo. Idealmente, deben leerse juntos: Searle para la clara prosa y generalizaciones coherentes, ilustradas con los ejemplos perspicaces de W y aforismos brillantes. Si yo fuera mucho más joven escribiría un libro haciendo exactamente eso. The general aim of this paper is to introduce some ideas of the theory of infinite topological games into the philosophical debate on supertasks. First, we discuss the elementary aspects of some infinite topological games, among them the Banach-Mazur game.Then it is shown that the Banach-Mazur game may be conceived as a Newtonian supertask.In section 4 we propose to conceive physical experiments as infinite games. This leads to the distinction between determined and undetermined experiments and the problem of how (...) it is related to that between determinism and indeter-minism. Finally the role of the Axiom of Choice as a source of indetermi-nacy of supertasks is discussed. (shrink)

En las actividades ordinarias de nuestra vida cotidiana encontramos nuestros actos de percepción confrontados por las cosas materiales. A ellos ─actos de percepción─ les atribuimos una existencia "real" asumiéndolos de tal manera que los sumergimos y transfundimos, de forma múltiple e indefinida, dentro del entorno de realidades análogas que se unen para formar un único mundo al que yo, con mi propio cuerpo, pertenezco. Ahora bien sí frente a la cotidianidad descrita anteriormente asumimos una actitud escéptica acerca de lo que (...) es “real” en el mundo,nos descubriremos haciendo una reflexión filosófica. Bajo esta deliberación encontramos que, por ejemplo, la cualidad "verde", tiene existencia por medio de la sensación "verde"asociada a un objeto dado por la percepción, lo que nos lleva a pensar que no tiene sentido vincularla sensación como cosa en sí misma a cosas materiales existentes en sí mismos , esto nos lleva a pensar que las cualidades de los sentidostienen carácter subjetivo.A pesar de esta reflexión es conveniente acotar que esta subjetividad no interesaa las ciencias exactas ya que éstas procuran lo objetivo. -/- Desde este punto de vista,encontramos dentro de los estudios de Galileo Galilei el principio que subyace al método matemáticoconstructivo de nuestra física moderna ; de esta manera, y bajo este principio,los colores ─ por ejemplo “verde”─ son solo vibraciones en un medio repudiando de esta forma el carácter subjetivo a la vez que se mantiene la objetividad. Sin embargo, dentro del campo de la filosofía el idealismo transcendental de Kant marca un cambio de paradigma en relación a lo anterior. Kant sostiene que no solamente las cualidades de los sentidos tienen carácter subjetivo, sino que espacio y tiempo, conceptos fundacionales dentro de la física, no tienen significación absoluta; en otras palabras, espacio y tiempo son formas de nuestra percepción . Para Kant aquello que sustenta nuestra percepción y aquello que sustenta el conocimiento matemático aplicado a la experiencia son lo mismo: intuiciones puras a priori del espacio y el tiempo. De esta manera, y bajo esta perspectiva, sólo la teoría de la relatividad deja muyen claro que las dos esencias: espacio y tiempo, como formas de la intuición en términos kantianos, no tienen lugar en el mundo construido por la física matemática concebida por Galileo . -/- Según esto, los colores no son siquiera vibraciones en un medio sino simplemente una serie de valores de funciones matemáticas en las que se producen cuatro parámetros independientes que corresponden a las tres dimensiones del espacio y la del tiempo, expresado como principio general esto significa que el mundo real y cada uno de sus constituyentes con sus características sólo pueden ser, en términos husserlianos, objetos intencionales de actos de conciencia . En otras palabras: los datos inmediatos que recibo son las experiencias de la conciencia. Esto nos permite afirmar que la sensación de un objeto está presente de una forma físicamente real para mí con quien esa sensación se relaciona. Esto es lo que Brentano llama objeto intencional ;es así como al percibir un objeto, por ejemplo: veo este “libro” mi atención está totalmente dirigida hacia él. Yo "tengo" la percepción, pero sólo cuando hago de esta percepción ─ acto libre de reflexión ─algo que "conozco" con respecto a ella ─y no sólo el “libro”─ llego precisamente a un segundo acto: objetos intencionales de actos de conciencia, que son a los que referíamos antes . -/- El objeto intencional es inmanente y lo que es inmanente es absoluto ; es exactamente lo que es en la forma en que lo tengo, y puedo reducir esto, su esencia, por los actos de reflexión . En otras palabras, es un componente real de mis experiencias; contrario a lo que sucede con el acto primario de percepción, donde el objeto es trascendental , esto es, se da en una experiencia de conciencia pero no es un componente real de la misma. Por otra parte, los objetos trascendentales tienen sólo una existencia fenoménica; son apariencias que se presentan de múltiples maneras. Ninguno de estos modos de aparición puede pretender presentar aquello que percibimos – por ejemplo el libro- tal como es en sí, además en toda percepción está involucrada la tesis de la realidad del objeto que aparece en ella; este último es, de hecho, un elemento fijo y duradero de la tesis general de la realidad del mundo . En resumen, lo que interesa ver claramente es la importancia enel dato de la conciencia como punto de partida en el que debemos situarnos si queremos comprender el significado absoluto . (shrink)

Nevertheless, some examples of television approaches to philosophy have reached a quite remarkable level of quality. This paper will focus on one of such instances (the DVD Gadamer. By means of an analysis of its main virtues and its (...) flaws (from a communicational outlook), we will try to obtain some general conclusions about how philosophical didactics and television can move ahead in their just begun cooperation. Es posible abordar un tema como el que anuncia el título de este trabajo -la relación entre la educación у los valores- desde múltiples horizontes. Podemos tratar el asunto desde una perspectiva pedagógica, psicológica, histórica, sociológica, incluso, antropológica. En este trabajo se enfrenta la cuestión desde una dimensión más general, filosófica о axiológica, si tenemos en cuenta aquella rama de la filosofía que estudia de manera especial el tema de los valores. I have argued that the central Christian doctrine of general resurrection (with particular reference to the Pauline corpus) can and should be understood in a scientifically and philosophically informed context, and have proposed a personalist-phenomenological model of general resurrection as a personally continuous transformative re-embodiment by the grace of God within an interpretative framework that respects the methods and findings of science while rejecting scientism and associated physicalist metaphysical claims. Este artículo estudia la justificación normativa de la adopción de los ensayos clínicos aleatorizados por parte de las autoridades sanitarias británicas como estándar metodológico en 1946. A partir de un análisis de los distintos intereses de los participantes en el proceso (pacientes, médicos, farmacéuticas y el propio Estado) argumentamos que la aleatorización se adoptó como mecanismo de asignación imparcial de tratamientos, aunque sus propiedades estadísticas no fueran bien comprendidas. Tal justificación permanece aún vigente.

In here, philosophical-literate thinking on the way is mainly tried. On one side, making a philosophical analysis of Heraclitus’ fragment 60 is aimed. The different views on what Heraclitus might have meant in this article which is generally translated as the way up and the way down are one and the same are examined. On the other side, with a reading of Robert Frost’s famous poem of Road Not Taken, it has been tried whether a phenomenological interpretation of the way (...) based on passenger is possible or not. It has been researched if there is a common ground or not where this fragment and poem -which exhibit two different views on the way- have met each other. This fragment and poem has been linked together on the context of essentiality of the passenger for the way. (shrink)

This study investigates Thomas Kuhn’s philosophy that had broad influence in philosophy of science by his book The Structure of Scientific Revolutions, and the contributions of his philosophy to Turkish philosophical literature. Kuhnian part of the picture of science debates brings to light considering the works done in Turkey upon the philosophy of Kuhn. In the first part of the thesis, T. Kuhn's life and works are mentioned. The second part focuses on Kuhn's philosophy of science and the concept of (...) paradigm. In the third part, publications on the Kuhnian understanding of science are determined and in the fourth part, finally, general evaluations are made on these publications and studies. (shrink)

Automatizarea şi informatizarea nu mai reprezintă astăzi un simplu deziderat pentru bibliotecile româneşti. Dimpotrivă, ele sunt o realitate ce, pe zi ce trece, prinde contururi mai extinse, devenind mediul nostru cotidian. Cu cât ne sunt însă mai "apropiate" cu atât mai mult ele devin şi o sursă de sfidări şi de confruntare. Cu ce anume ne confruntă însă - în primul rând şi în esenţă - automatizarea şi informatizarea, în general, şi cea a activităţii de informare, în special? Ca (...) orice întrebare pusă în mod serios şi aceasta trebuie să fie însă mai întâi lămurită cu privire la structura şi natura ei proprie. Ceea ce - din punct de vedere structural - ne izbeşte din capul locului la această întrebare este faptul că, în structura ei este cuprins deopotrivă şi în mod explicit şi cel care ridică întrebarea. Astfel spus, în ea, noi înşine suntem aceia care, aflaţi în faţa unei confruntări, ne întrebăm despre noi înşine. Apoi: în şi prin această întrebare, însăşi sarcina cu care ne confruntăm - adică automatizarea şi informatizarea - devine şi ea dizlocată din toposul său pur destinai şi se eliberează pentru întâlnirea unei sfidări organice. El trabajo tiene como objetivo vincular los conceptos vertidos por una nueva rama de la economía aplicada, denominada Economía del Arte, o Economía de la Cultura, con la microeconomía y la Teoría General del Costo. -/- Se analiza entonces, desde el punto de vista teórico y conceptual los procesos que consumen, en forma de factores productivos, obras de arte. -/- Conforme las sociedades evolucionan, una mayor proporción de la renta de los individuos se vuelca al consumo de productos culturales, (...) lo que ha propiciado un claro crecimiento y una notoria diversificación de la oferta disponible de este tipo de productos. -/- Se demuestra que el producto o servicio que tiene como objetivo satisfacer necesidades por medio de la cultura, en sus diversas expresiones y connotaciones, surge en un proceso productivo, y, por ende, sujeto a las mismas premisas que los procesos “industriales”. El análisis del proceso se hará desde la óptica de la Teoría General del Costo, considerando tanto un enfoque técnico como económico. (shrink)

Este artículo busca efectuar una reflexión sobre un concepto supuestamente zanjado por la disciplina como es que la depreciación de un bien de capital conlleva a una pérdida de valor. Aunque hay consenso doctrinario en que los factores o recursos (imputs) necesarios para la producción industrial sufren una pérdida de valor al ser paulatinamente consumidos en un proceso productivo (sea maquinaria, vehículos o inmuebles), no se han encontrado referencias cuando los bienes sujetos al proceso son obras de arte, tal como (...) suele suceder en los museos o colecciones privadas abiertas al público. El último quinquenio, y en especial el año 2015, ha sido relevante para el mercado de arte, alcanzándose en mayo de 2015 un precio en subasta por la obra Las mujeres de Algers (versión O) de Pablo Picasso de 179,36 millones de dólares, así como fue batido el record de esculturas con la obra Hombre que señalaba de Alberto Giacometti, que fue subastada en 126 millones de dólares. Se analiza en este artículo desde el punto de vista teórico y conceptual los procesos que consumen, en forma de factores productivos, obras de arte, demostrando que una teoría que se basa en principios teóricos sólidos, como es la Teoría General del Costo, logra armonizar el concepto tradicional de depreciación con el mercado del arte, la producción que requiere de dichos factores, y el desgaste de las obras al ser sometidas a un proceso productivo .
