Does a coherentist version of rationality issue requirements on states? Or does it issue requirements on processes? This paper evalu- ates the possibility of process-requirements. It argues that there are two possible definitions of state- and process-requirements: a satisfaction- based definition and a content-based definition. I demonstrate that the satisfaction-based definition is inappropriate. It does not allow us to uphold a clear-cut distinction between state- and process-requirements. We should therefore use a content-based (...) definition of state- and pro- cess-requirements. However, a content-based definition entails that ra- tionality does not issue process-requirements. Content-based process- requirements violate the principle that ‘rationality requires’ implies ‘can satisfy’. The conclusion of this paper therefore amounts to a radical re- jection of process-requirements of rationality. (shrink)

This paper discusses whether rationality, morality or prudence impose process-requirements upon us. It has been argued that process-requirements fulfil two essential functions within a system of rational, moral or prudential requirements. These functions are considered to prove the existence of process-requirements. First, process-requirements are deemed necessary to ensure that rationality, morality or prudence can guide our deliberations and actions. Second, their existence is regarded as essential for the correctness of our ordinary (...) explanations of why a person possesses a certain degree of morality, rationality or prudence. However, I argue that these two functions are unable to show the existence of process-requirements. Instead, I propose a different essential function for process-requirements: they are necessary for attributing the correct degree of rationality, morality or prudence to a subject who is not entirely rational, moral or prudent. Predictive processing models of perception take issue with standard models of perception as hierarchical bottom-up processing modulated by memory and attention. The predictive framework posits that the brain generates predictions about stimuli, which are matched to the incoming signal. Mismatches between predictions and the incoming signal – so-called prediction errors – are then used to generate new and better predictions until the prediction errors have been minimized, at which point a perception arises. Predictive models hold that all bottom-up processes are (...) signals conveying prediction errors to higher areas, which respond by updating their predictions. We take issue with this claim and argue that object recognition requires bottom-up processing that cannot be understood in terms of prediction errors. Along the way, we expand on previous work casting doubt on the framework's ability to account for attention. Specifically, we argue that the type of attention that allows us to rapidly extract the gist of an object or scene presents an additional challenge to the predictive approach. We conclude by considering how the framework may be augmented to avoid these problems. (shrink)

While some process philosophers have denigrated the emergent theory of mind, what they have denigrated has been ‘materialist’ theories of emergence. My contention is that one of the most important reasons for embracing process philosophy is that it is required to make intelligible the emergence of consciousness. There is evidence that this was a central concern of Whitehead. However, Whitehead acknowledged that his metaphysics was deficient in this regard. In this paper I will argue that to fully understand (...) the emergent theory of mind and its relation to process philosophy it is necessary to recast the whole history of modern philosophy in terms of efforts by philosophers grappling with the relationship between mind and body, or more broadly, consciousness and nature. This will involve granting a central place to Schelling’s philosophy, the ideas that influenced it and how Schelling’s insights were developed by subsequent philosophers. Process philosophy will then be seen as the tradition generated by efforts to transcend the opposition between idealism and materialism, and its promise in this regard, apart from anything else, is what makes it the most promising philosophy for the future. Environmental ethics has been compared to a bicycle brake on an international jet airliner; it is ineffective. Here I show how and why an ecological ethics based on process philosophy could be effective against the forces driving global environmental destruction. However, this will involve a radical transformation in what are taken to be the problems of ethics and how ethical philosophy is understood. Ethics needs to be centrally concerned with the virtues required to develop and sustain desirable social forms. (...) To address global environmental problems ecological ethics must concern itself with the virtues required to develop and sustain democracy. Developing these virtues, it is argued, will involve reversing the growing fragmentation of work to revive a feeling of responsibility for creating a better world. Such an ethics must not only provide guidance for action, but also provide people with a sense of their place in and role in history and nature and an inspiring vision to motivate them to work for a better world. Process philosophy can provide such an ecological ethics not only because it can justify respect for all living beings, but also because it is a revolt against the fragmentation of intellectual, cultural, and social life which led to the trivialization of philosophy in the first place. This study aimed to identify the availability of business process re-engineering requirements in Palestinian industrial companies, and to identify the nature of relationship and direction between business process re-engineering requirements and product quality in these companies, in addition to determine whether the market orientation plays a mediating role in the relationship between business process re-engineering requirements and product quality. To achieve study objectives, the researcher designed a questionnaire as a study tool, was distributed on (...) sample of (231) employee selected from the senior management in Palestinian industrial companies. The results shows: business process re-engineering requirements (Organizational, Technological, Human) are available in Palestinian industrial companies with a large degree. There is a positive impact with a statistical significance the availability of business process re-engineering requirements on market orientation and achieving product quality in Palestinian industrial companies. There is a positive impact with a statistical significance the market orientation adoption and achieving product quality in Palestinian industrial companies. Results revealed that market orientation mediating the relationship between business process re-engineering requirements and achieving product quality. The Main recommendations: Needing of senior management to make attention about modern management methods, as well as relying on scientific and field approach to solve and tackle problems. Senior management should be recognize the importance of market orientation, and works on linking it with information systems, and it's basic center should be concentrates on meeting customer needs. Primary and secondary processes are the foundational axes of the Freudian mental apparatus: one horizontally as a tendency to associate, the primary process, and one vertically as the ability for perspective taking, the secondary process. Primary process mentation is not only supposed to be dominant in the unconscious but also, for example, in dreams. The present study tests the hypothesis that the mental activity during REM-sleep has more characteristics of the primary process, while during non-REM-sleep more (...) secondary process operations take place. Because the solving of a rebus requires the ability to non-contexually condensate the literal reading of single stimuli into a new one, rebus solving is a primary process operation by excellence. In a replication of the dream-rebus study of Shevrin and Fisher (1967), a rebus, which consisted of an image of a comb (German: “Kamm”) and an image of a raft (German: “Floß”), resulting in the German rebus word “kampflos” (Engl.: without a struggle), was flashed subliminally (at 1 ms) to 20 participants before going to sleep. Upon consecutive awakenings participants were asked for a dream report, free associations and an image description. Based on objective association norms, there were significantly more conceptual associations referring to Kamm and Floß indexing secondary process mentation when subjects were awakened from non-REM sleep as compared to REM-awakenings. There were not significantly more rebus associations referring to kampflos indexing primary process mentation when awakened from REM-sleep as compared to non-REM awakenings. However, when the associations were scored on the basis of each subject’s individual norms, there was a rebus effect with more idiosyncratic rebus associations in awakenings after REM than after non-REM-sleep. Our results support the general idea that REM-sleep is characterized by primary process thinking, while non-REM-sleep mentation follows the rules of the secondary process. (shrink)

A set of visual search experiments tested the proposal that focused attention is needed to detect change. Displays were arrays of rectangles, with the target being the item that continually changed its orientation or contrast polarity. Five aspects of performance were examined: linearity of response, processing time, capacity, selectivity, and memory trace. Detection of change was found to be a self-terminating process requiring a time that increased linearly with the number of items in the display. Capacity for orientation was (...) found to be about 5 items, a value comparable to estimates of attentional capacity. Observers were able to filter out both static and dynamic variations in irrelevant properties. Analysis also indicated a memory for previously-attended locations. These results support the hypothesis that the process needed to detect change is much the same as the attentional process needed to detect complex static patterns. Interestingly, the features of orientation and polarity were found to be handled in somewhat different ways. Taken together, these results not only provide evidence that focused attention is needed to see change, but also show that change detection itself can provide new insights into the nature of attentional processing. The notion of schema has been given a major role by Recanati within his conception of primary pragmatic processes, conceived as a type of associative process. I intend to show that Recanati’s considerations on schemata may challenge the relevance theorist’s argument against associative explanations in pragmatics, and support an argument in favor of associative (versus inferential) explanations. More generally, associative relations can be shown to be schematic, that is, they have enough structure to license inferential effects without any appeal (...) to genuine inferential processes. Associative processes are thus able to explain a number of pragmatic and linguistic phenomena which have instead been thought to require specialized inferential processes. (shrink)

In this article we analyse the problem of emergence in its diachronic dimension. In other words, we intend to deal with the generation of novelties in natural processes. Our approach aims at integrating some insights coming from Whitehead’s Philosophy of the Process with the epistemological framework developed by the “autopoietic” tradition. Our thesis is that the emergence of new entities and rules of interaction (new “fields of relatedness”) requires the development of discontinuous models of change. From this standpoint natural (...) evolution can be conceived as a succession of emergences — each one realizing a novel “extended” present, described by distinct models — rather than as a single and continuous dynamics. This theoretical and epistemological framework is particularly suitable to the investigation of the origin of life, an emblematic example of this kind of processes. (shrink)

The relationship between attention and consciousness is one that is crucial for understanding perception and different types of conscious experience, and we commend this analysis of the topic by Pitts, Lutsyshyna, and Hillyard (2018). We have also examined this relationship closely (e.g., Montemayor & Haladjian, 2015) and would like to point out a few potential contradictions in the Pitts et al. paper that require clarification, particularly in the attempt to reconcile aspects of recurrent processing theory (RPT) with global neuronal workspace (...) theory (GNWT). The integration of embodied and computational approaches to cognition requires that non-neural body parts be described as parts of a computing system, which realizes cognitive processing. In this paper, based on research about morphological computations and the ecology of vision, I argue that nonneural body parts could be described as parts of a computational system, but they do not realize computation autonomously, only in connection with some kind of—even in the simplest form—central control system. Finally, I integrate the proposal defended (...) in the paper with the contemporary mechanistic approach to wide computation. (shrink)

This paper examines a promising probabilistic theory of singular causation developed by David Lewis. I argue that Lewis' theory must be made more sophisticated to deal with certain counterexamples involving pre-emption. These counterexamples appear to show that in the usual case singular causation requires an unbroken causal process to link cause with effect. I propose a new probabilistic account of singular causation, within the framework developed by Lewis, which captures this intuition.

Abstract In this paper I consider an easier-to-read and improved to a certain extent version of the causal chance-based analysis of counterfactuals that I proposed and argued for in my A Theory of Counterfactuals. Sections 2, 3 and 4 form Part I: In it, I survey the analysis of the core counterfactuals (in which, very roughly, the antecedent is compatible with history prior to it). In section 2 I go through the three main aspects of this analysis, which are the (...) following. First, it is a causal analysis, in that it requires that intermediate events to which the antecedent event is not a cause be preserved in the main truth-condition schema. Second, it highlights the central notion to the semantics of counterfactuals on the account presented here -- the notion of the counterfactual probability of a given counterfactual, which is the probability of the consequent given the following: the antecedent, the prior history, and the preserved intermediate events. Third, it considers the truth conditions for counterfactuals of this sort as consisting in this counterfactual probability being higher than a threshold. In section 3, I re-formulate the analysis of preservational counterfactuals in terms of the notion of being a cause, which ends up being quite compact. In section 4 I illustrate this analysis by showing how it handles two examples that have been considered puzzling – Morgenbesser's counterfactual and Edgington's counterfactual. Sections 5 and on constitute Part II: Its main initial thrust is provided in section 5, where I present the main lines of the extension of the theory from the core counterfactuals (analyzed in part I) to counterfactuals (roughly) whose antecedents are not compatible with their prior history. In this part II, I elaborate on counterfactuals that don't belong to the core, and more specifically on so-called reconstructional counterfactuals (as opposed to the preservational counterfactuals, which constitute the core counterfactual-type). The heart of the analysis is formulated in terms of processes leading to the antecedent (event/state), and more specifically in terms of processes likely to have led to the antecedent, a notion which is analyzed entirely in terms of chance. It covers so-called reconstructional counterfactuals as opposed to the core, so-called preservational counterfactuals, which are analyzed in sections 2 and 3 of part I. The counterfactual probability of such reconstructional counterfactuals is determined via the probability of possible processes leading to the antecedent weighed, primarily and roughly, by the conditional probability of the antecedent given such process: The counterfactual probability is thus, very roughly, a weighted sum for all processes most likely to have led to the antecedent, diverging at a fixed time. In section 6 I explain and elaborate further on the main points in section 5. In section 7 I illustrate the reconstructional analysis. I specify counterfactuals which are so-called process-pointers, since their consequent specifies stages in processes likely to have led to their antecedent. I argue that so-called backtracking counterfactuals are process-pointers counterfactuals, which fit into the reconstructional analysis, and do not call for a separate reading. I then illustrate cases where a speaker unwittingly employs a certain counterfactual while charitably construable as intending to assert (or ‘having in mind’) another. Here I also cover the issue of how to construe what one can take as back-tracking counterfactuals, or counterfactuals of the reconstructional sort, and more specifically, which divergence point they should be taken as alluding to (prior to which the history is held fixed). Some such cases also give rise to what one can take as a dual reading of a counterfactual between preservational and reconstructional readings. Such cases may yield an ambiguity, where in many cases one construal is dominant. In section 8 I illustrate the analysis by applying it to the famous Bizet-Verdi counterfactuals. This detailed analysis of counterfactuals (designed for the indeterministic case) has three main distinctive elements: its being chance-based, its causal aspect, and the use it makes of processes most likely to have led to the antecedent-event. This analysis is couched in a very different conceptual base from, and is an alternative account to, analyses in terms of the standard notion of closeness or distance of possible worlds, which is the main feature of the Stalnaker-Lewis-type analyses of counterfactuals. This notion of closeness or distance plays no role whatsoever in the analysis presented here. Causalists about explanation claim that to explain an event is to provide information about the causal history of that event. Some causalists also endorse a proportionality claim, namely that one explanation is better than another insofar as it provides a greater amount of causal information. In this chapter I consider various challenges to these causalist claims. There is a common and influential formulation of the causalist requirement – the ‘Causal Process Requirement’ – that does appear vulnerable to these anti-causalist (...) challenges, but I argue that they do not give us reason to reject causalism entirely. Instead, these challenges lead us to articulate the causalist requirement in an alternative way. This alternative articulation incorporates some of the important anti-causalist insights without abandoning the explanatory necessity of causal information. For example, proponents of the ‘equilibrium challenge’ argue that the best available explanations of the behaviour of certain dynamical systems do not appear to provide any causal information. I respond that, contrary to appearances, these equilibrium explanations are fundamentally causal, and I provide a formulation of the causalist thesis that is immune to the equilibrium challenge. I then show how this formulation is also immune to the ‘epistemic challenge’ – thus vindicating (a properly formulated version of) the causalist thesis. (shrink)

The U.S. Supreme Court regards parental rights as fundamental. Such a status should subject any legal procedure that directly and substantively interferes with the exercise of parental rights to strict scrutiny. On the contrary, though, despite their status as fundamental constitutional rights, parental rights are routinely suspended or revoked as a result of procedures that fail to meet even minimal standards of procedural and substantive due process. This routine and cavalier deprivation of parental rights takes place in the context (...) of divorce where, during the pendency of litigation, one parent is routinely deprived of significant parental rights without any demonstration that a state interest exists—much less that there is a compelling state interest that cannot be achieved in any less restrictive way. In marked contrast to our current practice, treating parental rights as fundamental rights requires a presumption of joint legal and physical custody upon divorce and during the pendency of divorce litigation. The presumption may be overcome, but only by clear and convincing evidence that such an arrangement is harmful to the children. (shrink)

The main research question that this paper aims to answer is: ‘In what does today’s attack on humanities consist and how can humanities be defended?’ In order to answer this research question, one needs first to describe how the humanities have argued for their usefulness before the Bologna Process; second, provide reasons for the claim that the Bologna Process would be a new type of attack; and third, analyse the new defences for the humanities, so as to discuss (...) whether these are suitable. The main finding of this study was to show that, before deciding what type of education society needs, we need to understand who we are educating through our universities. Taking a stance on “who should we educate?” is prior to being able to judge educational policies. This decision requires a previous justification that requires arguments taken from the field of social justice: Who needs to be educated and who has the right to be educated? Furthermore, we have seen that all answers we have examined to the question underlying educational policies, i.e. ‘who is being educated?’, were linked at some level with the citizenship issue. By defining who is a full citizen, an answer to the question who had the right to a humanistic education was implicitly answered. Nussbaum’s project to universalise the definition of democratic citizenship would ensure a basis for providing humanistic education for all. Such a line of arguing would provide humanities to the well-regarded status they had starting from the Renaissance times, but this time not as a device for exclusion, but inclusion for all. We have tried to show that, by defending the humanities, one defends the idea of a plurality of educational purposes, the right to build one’s life based on an education that is not submitted to the political goals of the day, ultimately the right to have a dissenting voice and a different perspective on life. By defending humanities, one defends the true ‘usefulness’ of education, namely its potential for constructing democratic citizenship for all. (shrink)

This study examines the relationship between sustainability and employee perceptions of Human Capital Management (HCM) practices in Cebu City's Business Process Outsourcing (BPO) industry. The participation of 370 different BPO companies at Cebu I.T. Park indicates their dedication to HCM and highlights areas that require improvement, particularly in labor relations and HRIS deployment. Employee evaluations are influenced by demographic factors such as age, gender, and educational attainment. Suggestions for improvement include implementing employee development plans, streamlining the HRIS, strengthening due (...) process, integrating sustainability into HCM practices, and personalizing strategies based on demographics. To foster adaptable workplaces and keep pace with the changing BPO landscape, it is strongly advised to employ continuous monitoring and feedback mechanisms. (shrink)

Basic abstraction principles are reached through ontology, which was traditionally conceived as a depiction of the world itself. Ontology is also described using conceptual modeling (CM) that defines fundamental concepts of reality. CM is one of the central activities in computer science, especially as it is mainly used in software engineering as an intermediate artifact for system construction. To achieve such a goal, we propose Stoic CM (SCM) as a description of what a system must do functionally with minimal ambiguity. (...) As a case study, we apply SCM to investigate the ontology of BPMN (business process modeling notation). Such an undertaking would demonstrate SCM notions and simultaneously may offer a viable ontological foundation for BPMN. SCM defines the being of things and actions in reality based on Stoic notions of existence and subsistence. It has two levels of specification: (1) a subsistence static model where things and actions subsist and (2) an existence dynamic model where things and actions exist in time. From the Stoic ontological point of view, while a thing existing has a clear denotation, subsistence indicates the thing is “being there,” but it is inactive (does not participate in an event). We apply SCM to BPMN processes that involve buying a new car with many notions, such as activity, task, event, and message. The result indicates that SCM produces a tighter representation of reality, thus providing the necessary description of the part in the application world to be used as requirements for developing the software system. Dual-process theories divide cognition into two kinds of processes: Type 1 processes that are autonomous and do not use working memory, and Type 2 processes that are decoupled from the immediate situation and use working memory. Often, Type 1 processes are also fast, high capacity, parallel, nonconscious, biased, contextualized, and associative, while Type 2 processes are typically slow, low capacity, serial, conscious, normative, abstract, and rule-based. This article argues for an embodied dual-process theory based on the phenomenology of (...) Martin Heidegger. According to Heidegger, the basis of human agents’ encounters with the world is in a prereflective, pragmatically engaged disposition marked by readiness-to-hand (Zuhandenheit), sometimes equated with “smooth coping.” Examples of smooth coping include walking, throwing a ball, and other embodied actions that do not require reflective thought. I argue that smooth coping primarily consists of Type 1 processes. The Heideggerian dual-process model yields distinctly different hypotheses from Hubert Dreyfus’ model of smooth coping, and I will critically engage with Dreyfus’ work. (shrink)

To realize this goal, several freely available heterogeneous databases as well as proprietary structured datasets have to be integrated into a single global customizable scheme. We will present a tool to integrate different biological data sources by mapping them to a proprietary biomedical ontology that has been developed for the purposes of (...) making computers understand medical natural language. The authors of the scientific monograph have come to the conclusion that мanagement of socio-economic transformations of business processes requires the use of mechanisms to support of entrepreneurship, sectors of the national economy, the financial system, and critical infrastructure. Basic research focuses on assessment the state of social service provision, analysing economic security, implementing innovation and introducing digital technologies. The research results have been implemented in the different models of costing, credit risk and capital management, tax control, use of artificial (...) intelligence and blockchain. The results of the study can be used in the developing of policies, programmes and strategies for economic security, development of the agricultural sector, transformation of industrial policy, implementation of employment policy in decision-making at the level of ministries and agencies that regulate the management of socio-economic and European integration processes. The results can also be used by students and young scientists in the educational process and conducting scientific research on global challenges and creation scenarios for the development of socio-economic processes. To combat the ecological crisis, fundamental change is required in how humans perceive nature. This paper proposes that the human-nature bifurcation, a metaphysical mental model that is deeply entrenched and may be environmentally unsound, stems from embodied and tacitly-held substance-biased belief systems. Process philosophy can aid us, among other things, in providing an alternative framework for reinterpreting this bifurcation by drawing an ontological bridge between humans and nature, thus providing a coherent philosophical basis for sustainable dwelling and policy-making. Polanyi's epistemology can further help us understand these environmentally-oriented tacit processes of knowing, and also provide a basis for the political and educational implementation of process-philosophical insights, particularly via the nudging of mental models. This paper argues that human ecology, based on process philosophy and challenging scientific materialism, is required to effectively confront the global ecological crisis now facing us.

Understanding community-level selection using Lewontin’s criteria requires both community-level inheritance and community-level heritability, and in the discipline of community and ecosystem genetics, these are often conflated. While there are existing studies that show the possibility of both, these studies impose community-level inheritance as a product of the experimental design. For this reason, these experiments provide only weak support for the existence of community-level selection in nature. By contrast, treating communities as interactors (in line with Hull’s replicator-interactor framework or Dawkins’s idea (...) of the “extended phenotype”) provides a more plausible and empirically supportable model for the role of ecological communities in the evolutionary process. Will Daddario’s article, “What Acceptance Is,” brilliantly moves through aspects of grief, despair, and Acceptance; it allows grievers to meaningfully hold together aspects of loss that are otherwise fragmented and dispersed in our subjective experience of it. Daddario traces contradictions that permeate our experiences not only of grief and loss, but also of how we live in light of them. This includes the paradoxical relationships between accepting and giving, cure and poison, being open and closed off, centered and decentered, and, (...) as I will later add, of willingness and willfulness. His confrontation with acceptance resists the typical rectilinear picture (e.g., the “stages of grief”), ultimately providing us with a picture of the process out of despair that manages to retain its life and dynamic movement despite the fixity of language. ... The research aims to identify the reality of modern methods applied in the process of performance assessments of employees in the municipalities of Gaza-strip, Complete Census method of community study was used, (571) questionnaires were distributed to all members of the community study, (524) questionnaires were recovery with rate of (91.76%). The most important findings of the study: There were statistically significant relationship differences between the applications of modern methods in the performance assessments of employees in the municipalities of (...) Gaza-strip. There was statistically significant relationship between the evaluation criteria that fit the required performance and the application of standards evaluations on performance of employees in the municipalities of Gaza-strip. There was statistically significant relationship between the use of methods, models for the evaluation of appropriate functions and the application of the performance assessments of employees in the municipalities of Gaza-strip. There was statistically significant relationship between the feedback and the application of performance assessments of employees in the municipalities of Gaza-strip. There was statistically significant relationship between the efficient, professional assessors and the application of the performance assessments of employees in the municipalities of Gaza-strip. There was statistically significant relationship between the extent of awareness of subordinates, participation in the evaluation of their performance and the application of the performance assessments of employees in the municipalities of Gaza-strip. The research also concluded a series of recommendations, including: that the design of evaluation models must be done with the participation of the employees and inform them of it, and that a date must be set to provide feedback and discuss the results with them, that they should be allowed grievance in front of an ad hoc committee in accordance with the known system. Direct manager must inform employees of their performance assessment date, discuss the results of the evaluation with them, and others should be involved with the direct manager of employees in their performance evaluation. The application of modern methods of performance evaluation through the good and purposeful planning should be used, analyzing and employing the results in administrative decisions regarding the employees, and the application of modern methods must be used in an effective and efficient performance evaluation. Historical processes exert an influence on the current state and evolution of situations of language contact, brought to bear from different domains, the economic and the political, the ideological and group identities, geo-demographics, and the habits of inter-group use. Clearly, this kind of phenomenon requires study from a complexical and holistic perspective in order to accommodate the variety of factors that belong to different levels and that interrelate with one another in the evolving dynamic of human languaging. Therefore, there is (...) a need for the restricted and general complexity approaches to come to a meeting of the minds, and take steps toward a mutual integration based on the acceptance of the shortcomings of each approach, achieving progress through a non-contradictory complementarity of perspectives. It must be conceded that the practical and methodological applications of basic complexical ideas need to be developed much farther in order to apply them to specific research. At the same time, the limits of complex adaptive systems as computational strategies must be accepted in the pursuit of a better understanding of the dynamic and evolutionary processes typical of human beings. New tools for the conception, apprehension and treatment of the data will need to be devised to complement existing ones and to enable us to make headway toward practices that better fit complexical perspectives. It seems obvious that human complexics must be seen as multi-methodological, insofar as necessary combining quantitative-computation methodologies and more qualitative methodologies aimed at understanding the historical mental and emotional world of people. According to the Fine-Tuning Argument, the existence of life in our universe confirms the Multiverse Hypothesis. A standard objection to FTA is that it violates the Requirement of Total Evidence. I argue that RTE should be rejected in favor of the Predesignation Requirement, according to which, in assessing the outcome of a probabilistic process, we should only use evidence characterizable in a manner available before observing the outcome. This produces the right verdicts in some simple cases in which RTE (...) leads us astray, and, when applied to FTA, it shows that our evidence does confirm HM. (shrink)

Current local and national demographic trends have deepened the existing and formed new global demographic processes that have received a new historical reasoning that requires deep scientific research taking into account the influence of the multifactorial global dimension of the modern society development. The purpose of the article is to study the development of global demographic processes and to define the causes of their occurrence, manifestations, implications and prospects for implementation in the first half of the 21st century. The authors (...) have identified and characterized four global demographic processes, namely population growth, migration, increase of tourism, and change in population structure. It is projected that in the 30’s of the 21st century, the number and growth rates of the world population will reach the objective growth and these dynamics over the next two decades will begin to change in the direction of reducing the growth rates, which will lead to gradual stabilization, and eventually reduce the size of the world population. By the middle of the 21st century, one can observe the preservation of the growth rates of international and domestic migration, the growth of international migration flows from the South to the North and from the East to the West, the strengthening of new economically developed centers of gravity (Canada, Australia and New Zealand), the increase in migration of rural population to cities, as well as urbanization and activation of the metropolises development. The share of international tourists in comparison with the world population will be constantly increasing, and the annual growth rate of the number of international tourists will significantly depend on the world economy and may vary at the several percent level. This paper presents a view of nature as a network of infocomputational agents organized in a dynamical hierarchy of levels. It provides a framework for unification of currently disparate understandings of natural, formal, technical, behavioral and social phenomena based on information as a structure, differences in one system that cause the differences in another system, and computation as its dynamics, i.e. physical process of morphological change in the informational structure. We address some of the frequent misunderstandings regarding the natural/morphological (...) computational models and their relationships to physical systems, especially cognitive systems such as living beings. Natural morphological infocomputation as a conceptual framework necessitates generalization of models of computation beyond the traditional Turing machine model presenting symbol manipulation, and requires agent-based concurrent resource-sensitive models of computation in order to be able to cover the whole range of phenomena from physics to cognition. Companies committed to corporate social responsibility should ensure that their managers possess the appropriate competencies to effectively manage the CSR adaptation process. The literature provides insights into the individual competencies these managers need but fails to prioritize them and adequately contextualize them in a manner that makes them meaningful in practice. In this study, we contextualized the competencies within the different job roles CSR managers have in the CSR adaptation process. We interviewed 28 CSR managers, followed by a (...) survey to explore the relative importance of the competencies within each job role. Based on our analysis, we identified six distinct managerial roles, including strategic, coordinating, and stimulating roles. Next, we identified per role key individual CSR-related competencies as prioritized by the respondents. Our results show that the context, as indicated in this study by CSR managers’ job roles, indeed influenced the importance of particular CSR-related competencies, because each role seems to require a different combination and prioritization of these competencies. Moreover, the results suggest that the relative importance of these competencies within each role may be driven by business logic rather than an idealistic logic. The results are presented as a competence profile which can serve as a reflection tool and as a frame of reference to further develop the competence profile for CSR managers. (shrink)

While Autonomous Weapons Systems have obvious military advantages, there are prima facie moral objections to using them. By way of general reply to these objections, I point out similarities between the structure of law and morality on the one hand and of automata on the other. I argue that these, plus the fact that automata can be designed to lack the biases and other failings of humans, require us to automate the formulation, administration, and enforcement of law as much as (...) possible, including the elements of law and morality that are operated by combatants in war. I suggest that, ethically speaking, deploying a legally competent robot in some legally regulated realm is not much different from deploying a more or less well-armed, vulnerable, obedient, or morally discerning soldier or general into battle, a police officer onto patrol, or a lawyer or judge into a trial. All feature automaticity in the sense of deputation to an agent we do not then directly control. Such relations are well understood and well-regulated in morality and law; so there is not much challenging philosophically in having robots be some of these agents — excepting the implications of the limits of robot technology at a given time for responsible deputation. I then consider this proposal in light of the differences between two conceptions of law. These are distinguished by whether each conception sees law as unambiguous rules inherently uncontroversial in each application; and I consider the prospects for robotizing law on each. Likewise for the prospects of robotizing moral theorizing and moral decision-making. Finally I identify certain elements of law and morality, noted by the philosopher Immanuel Kant, which robots can participate in only upon being able to set ends and emotionally invest in their attainment. One conclusion is that while affectless autonomous devices might be fit to rule us, they would not be fit to vote with us. For voting is a process for summing felt preferences, and affectless devices would have none to weigh into the sum. Since they don't care which outcomes obtain, they don't get to vote on which ones to bring about. (shrink)

When a prominent attribute looms larger in one response procedure than in another, a violation of procedure invariance occurs. A hypothesis based on compatibility between the structure of the input information and the required output was tested as an explanation of this phenomenon. It was also compared with other existing hypotheses in the field. The study had two aims: (1) to illustrate the prominence effect in a selection of preference tasks (choice, acceptance decisions, and preference ratings); (2) to demonstrate the (...) processing differences in a matching procedure versus the selected preference tasks. Hence, verbal protocols were collected in both a matching task and in subsequent preference tasks. Silent control conditions were also employed. The structure compatibility hypothesis was confirmed in that a prominence effect obtained in the preference tasks was accompanied by a lower degree of attention to the attribute levels in these tasks. Furthermore, as predicted from the structure compatibility hypothesis, it was found that fewer comparisons between attribute levels were performed in the preference tasks than in the matching task. It was therefore concluded that both these processing differences may explain the occurrence of the prominence effects. (shrink)

Does perceptual consciousness require cognitive access? Ned Block argues that it does not. Central to his case are visual memory experiments that employ post-stimulus cueing—in particular, Sperling's classic partial report studies, change-detection work by Lamme and colleagues, and a recent paper by Bronfman and colleagues that exploits our perception of ‘gist’ properties. We argue contra Block that these experiments do not support his claim. Our reinterpretations differ from previous critics' in challenging as well a longstanding and common view of visual (...) memory as involving declining capacity across a series of stores. We conclude by discussing the relation of probabilistic perceptual representations and phenomenal consciousness. (shrink)

Objective: To examine the current ethical review process of ethics committees in a non-pharmacological trial from the perspective of a clinical investigator.Design: Prospective collection of data at the Study Centre of the German Surgical Society on the duration, costs and administrative effort of the ERP of a randomised controlled multicentre surgical INSECT Trial between November 2003 and May 2005.Setting: Germany.Participants: 18 ethics committees, including the ethics committee handling the primary approval, responsible overall for 32 clinical sites throughout Germany. 8 (...) ethics committees were located at university medical schools and 10 at medical chambers. Duration was measured as days between submission and receipt of final approval, costs in euros and administrative effort by calculation of the product of the total number of different types of documents and the mean number of copies required .Results: The duration of the ERP ranged from 1 to 176 days. The median duration was 26 days at MSUs compared with 34 days at medical chambers. The total cost was €2947. 1 of 8 ethics committees at universities and 8 of 10 at medical chambers charged a median fee of €162 . The administrative effort for primary approval was 30. Four ethics committees required a higher administrative effort for secondary approval .Conclusion: The ERP for non-pharmacological multicentre trials in Germany needs improvement. The administrative process has to be standardised: the application forms and the number and content of the documents required should be identical or at least similar. The fees charged vary considerably and are obviously too high for committees located at medical chambers. However, the duration of the ERP was, with some exceptions, excellent. A centralised ethics committee in Germany for multicentre trials such as the INSECT Trial can simplify the ERP for clinical investigators in and outside the country. (shrink)

Purpose – A key cybernetics concept, information transmitted in a system, was quantified by Shannon. It quickly gained prominence, inspiring a version by Harvard psychologists Garner and Hake for “absolute identification” experiments. There, human subjects “categorize” sensory stimuli, affording “information transmitted” in perception. The Garner-Hake formulation has been in continuous use for 62 years, exerting enormous influence. But some experienced theorists and reviewers have criticized it as uninformative. They could not explain why, and were ignored. Here, the “why” is answered. (...) The paper aims to discuss these issues. Design/methodology/approach – A key Shannon data-organizing tool is the confusion matrix. Its columns and rows are, respectively, labeled by “symbol sent” (event) and “symbol received” (outcome), such that matrix entries represent how often outcomes actually corresponded to events. Garner and Hake made their own version of the matrix, which deserves scrutiny, and is minutely examined here. Findings – The Garner-Hake confusion-matrix columns represent “stimulus categories”, ranges of some physical stimulus attribute (usually intensity), and its rows represent “response categories” of the subject’s identification of the attribute. The matrix entries thus show how often an identification empirically corresponds to an intensity, such that “outcomes” and “events” differ in kind (unlike Shannon’s). Obtaining a true “information transmitted” therefore requires stimulus categorizations to be converted to hypothetical evoking stimuli, achievable (in principle) by relating categorization to sensation to intensity. But those relations are actually unknown, perhaps unknowable. Originality/value – The author achieves an important understanding: why “absolute identification” experiments do not illuminate sensory processes. (shrink)

Learning from contemporary natural, formal, and social sciences, especially from current biology, as well as from humanities, particularly contemporary philosophy of nature, requires updates of our old definitions of cognition and intelligence. The result of current insights into basal cognition of single cells and evolution of multicellular cognitive systems within the framework of extended evolutionary synthesis (EES) helps us better to understand mechanisms of cognition and intelligence as they appear in nature. New understanding of information and processes of physical (morphological) (...) computation contribute to novel possibilities that can be used to inspire the development of abiotic cognitive systems (cognitive robotics), cognitive computing and artificial intelligence. Responsible research and innovation imposes normative requirements on research and innovation processes resembling three successive steps, each more ambitious than its predecessor, with distinct features. For the research dimension the distinct features reflect the normative requirements of, first, credible research ; second, responsive research ; and third, responsible research. Equally distinct features reflect the requirements of credible innovation, responsive innovation, and responsible innovation.

Public reason liberalism is defined by the idea that laws and policies should be justifiable to each person who is subject to them. But what does it mean for reasons to be public or, in other words, suitable for this process of justification? In response to this question, Kevin Vallier has recently developed the traditional distinction between consensus and convergence public reason into a classification distinguishing three main approaches: shareability, accessibility and intelligibility. The goal of this paper is to (...) defend the accessibility approach by demonstrating its ability to strike an appealing middle course in terms of inclusivity between shareability and intelligibility. We first argue against Vallier that accessibility can exclude religious reasons from public justification. Second, we use scientific reasons as a case study to show that accessibility excludes considerably fewer reasons than shareability. Throughout the paper, we connect our discussion of accessibility to John Rawls’s model of public reason, so as to give substance to the accessibility approach and to further our understanding of Rawls’s influential model. Health data processing fields face ethical and legal problems regarding fundamental rights. As we know, patients can benefit in the Digital Era from having health or medical information available, and medical decisions can be more effective with a better understanding of clinical histories, medical and health data thanks to the development of Artificial Intelligence, Internet of Things and other Digital technologies. However, at the same time, we need to guarantee fundamental rights, including privacy ones. The complaint about ethical and legal (...) requirements – including constitutional ones – is particularly relevant in the processing of health data. This paper is focused on the problem of the consent required to the processing of health data and the exceptions established in the new European Union General Data Regulation, which cover the processing of this special data -within other aims- for scientific, historical and statistical research as legitimate purposes, which include biomedical research. The conclusion is that these open concepts are problematic both for the protection of privacy rights and for the legal security/certainty of research. On one hand there are several interpretation problems, regarding the processing of health data and the protection of information privacy. On the other hand, professionals must follow the Multilevel legal framework and to guarantee fundamental rights in the processing of health data, so there are also problems of interpretation for researchers. Therefore, we need a clearer legal framework for biomedical research. (shrink)

In the last 20 years, a stream of research emerged under the label of „complex problem solving“ (CPS). This research was intended to describe the way people deal with complex, dynamic, and intransparent situations. Complex computer-simulated scenarios were as stimulus material in psychological experiments. This line of research lead to subtle insights into the way how people deal with complexity and uncertainty. Besides these knowledge-rich, realistic, intransparent, complex, dynamic scenarios with many variables, a second line of research used more simple, (...) knowledge-lean scenarios with a low number of variables („minimal complex systems“, MCS) that have been proposed recently in problem-solving research for the purpose of educational assessment. In both cases, the idea behind the use of microworlds is to increase validity of problem solving tasks by presenting interactive environments that can be explored and controlled by participants while pursuing certain action goals. The main argument presented here is: both types of systems - CPS and MCS – can only be dealt with successfully if causal dependencies between input and output variables are identified and used for system control. System knowledge is necessary for control and intervention. But CPS and MCS differ in their way of how causal dependencies are identified and how the mental model is constructed; therefore, they cannot be compared directly to each other with respect to the cognitive processes that are necessary for solving the tasks. Knowledge-poor MCS tasks address only a small fraction of the cognitive processes and structures needed for knowledge-rich CPS situations. (shrink)

Since the time Nietzsche declared the death of God, while Auguste Comte postulated in the Law of Three Stages that humankind had gone pass the religious/mythical stage as well as the metaphysical/speculative stage and was now living in the positive/scientific stage, there has been the consistent institutionalization of atheism and secularism. The early part of the 20th century saw Freud’s publication of the Future of an Illusion in which he predicted that as science continues to advance, religion will become obsolete. (...) The logical positivist too lumped up metaphysical and religious propositions as meaningless and nonsensical. It is within this atmosphere that Alfred North Whitehead comes into philosophy. The main question that this paper seeks to answer is: Why does the concept of God occupy an eminent place in Whitehead’s system when all his contemporaries consider God a hypothesis they no longer needed as Laplace had earlier maintained? Of great interest here is the fact that before 1925 Whitehead’s writings had no concern for God. However, in his 1925 Science and the Modern World, the chapter on “Abstractions” required that there be such an explanatory factor, reason for which it is immediately followed by the chapter on “God”. The last part of his Process and Reality treats elaborately the nature of the relationship between God and the world. This paper explores the reasons why Whitehead places a lot of interest on God and the role that this God plays in his system. (shrink)

I argue in this paper that the process of compromising needs to be deliberative if a fair compromise is the goal. More specifically, I argue that deliberation is structurally necessary in order to achieve a fair compromise. In developing this argument, this paper seeks to overcome a problematic dichotomy that is prevalent in the literature on deliberative democracy, which is the dichotomy between compromise and deliberation. This dichotomy entails the view that the process preceding the achievement of a (...) compromise is essentially a process of negotiating or bargaining, which, I claim, should not be the case if a fair compromise is the goal. The reason for this claim is, in a nutshell, that negotiation or bargaining processes do not provide for an in-depth understanding of the reasons that each party has for holding their respective position. However, an in-depth understanding of each other’s reasons, is, as I will show, a necessary condition for achieving a fair compromise. In contrast to negotiation or bargaining, the deliberative process, by its very structure, provides for mutual understanding and is therefore a necessary condition for achieving a fair compromise. Introduction & Objectives: Norwich’s Entropy Theory of Perception (1975 [1] -present) stands alone. It explains many firing-rate behaviors and psychophysical laws from bare theory. To do so, it demands a unique sort of interaction between receptor and brain, one that Norwich never substantiated. Can it now be confirmed, given the accumulation of empirical sensory neuroscience? Background: Norwich conjoined sensation and a mathematical model of communication, Shannon’s Information Theory, as follows: “In the entropic view of sensation, magnitude of sensation is regarded (...) as a measure of the entropy or uncertainty of the stimulus signal” [2]. “To be uncertain about the outcome of an event, one must first be aware of a set of alternative outcomes” [3]. “The entropy-establishing process begins with the generation of a [internal] sensory signal by the stimulus generator. This is followed by receipt of the [external] stimulus by the sensory receptor, transmission of action potentials by the sensory neurons, and finally recapture of the [response to the internal] signal by the generator” [4]. The latter “recapture” differentiates external from internal stimuli. The hypothetical “stimulus generators” are internal emitters, that generate photons in vision, audible sounds in audition (to Norwich, the spontaneous otoacoustic emissions [SOAEs]), “temperatures in excess of local skin temperature” in skin temperature sensation [4], etc. Method (1): Several decades of empirical sensory physiology literature was scrutinized for internal “stimulus generators”. Results (1): Spontaneous photopigment isomerization (“dark light”) does not involve visible light. SOAEs are electromechanical basilar-membrane artefacts that rarely produce audible tones. The skin’s temperature sensors do not raise skin temperature, etc. Method (2): The putative action of the brain-and-sensory-receptor loop was carefully reexamined. Results (2): The sensory receptor allegedly “perceives”, experiences “awareness”, possesses “memory”, and has a “mind”. But those traits describe the whole human. The receptor, thus anthropomorphized, must therefore contain its own perceptual loop, containing a receptor, containing a perceptual loop, etc. Summary & Conclusions: The Entropy Theory demands sensory awareness of alternatives, through an imagined brain-and-sensory-receptor loop containing internal “stimulus generators”. But (1) no internal “stimulus generators” seem to exist and (2) the loop would be the outermost of an infinite nesting of identical loops. (shrink)

The argument presented here is that we live in a nihilistic culture founded on a nihilistic metaphysics, and to recover ethics it is not merely a matter of returning to virtue ethics, as called for by Alasdair MacIntyre, but the development of a new metaphysics and the incorporation of this into a new socio-economic order.

This chapter will explore the dynamics of power underpinning ethical issues within smart cities via a new paradigm derived from Systems Theory. The smart city is an expression of technology as a socio-technical system. The vision of the smart city contains a deep fusion of many different technical systems into a single integrated “ambient intelligence”. ETICA Project, 2010, p. 102). Citizens of the smart city will not experience a succession of different technologies, but a single intelligent and responsive environment through (...) which they move. Analysis of such an environment requires a framework which transcends traditional ontologically-based models in order to accommodate this deep fusion. This chapter will outline a framework based on Latour’s Actor-Network Theory and Luhmann’s treatment of society as an autopoetic system. We shall use this framework to map the influence of relevant factors on ethical issues, irrespective of their composition or type. For example, under this treatment, both human praxis and technical design can be viewed as comparable tools of domination. This chapter will provide a framework for the analysis of relations between any elements of the smart city, ranging from top-level urban management processes down to individual device operations. While we will illustrate the use of this schema through examination of ethical issues arising from power dynamics within the smart city, it is intended that this example will demonstrate the wider utility of the model in general. Purpose. The creation ofan ergonomic methodical approach to the modernization of management processes of metallurgical production, which involves a human factor while developing and exploiting the difficult man-machine system and estimating the degree of implementation of ergonomic requirements at different stages of an operator’s activity planning. -/- Methodology. Ananalytical model of the organization of the research works devoted to the ergonomic modernization of man-machine systems was developed. Searching and purpose-oriented investigations at different stages of man-machine system development and exploitation (...) were modelled from the sketchy projection till the exploitation of the system. Theoretical, system analytical and experimental methods were used. -/- Findings.The results of ergonomic modernization of management processes of metallurgical production in two countries under new economic (market) conditions were discussed. The factors, which define the tension in rolling-mill operators’ activity, were exposed. Certain recommendations on modernization of the existing technology and labor organization were formulated. -/- Originality. The scientific novelty consists in the development and adaptation of the methodical approach that describes adequately the cognitive complexity and psychophysiological tension in an operator’s activity as the modernization factors of modern metallurgical production in two countries. -/- Practical value.The practical value involves the creation of an ergonomic management system of the development, exploitation and modernization of difficult men-machine systems and metallurgical production management processes. The pandemic disrupted educational systems globally, prompting the need for alternative learning modalities like online, modular, and blended learning. The SLCP, particularly within the context of a school in Region 8, integrates these modalities to address essential learning competencies. This research paper aimed to evaluate the school Learning Continuity Plan (LCP) through its School Continuity Learning Plan Program using (CIPP) model of evaluation. Employing a qualitative design, data were gathered through purposive interviews with 1 non-teaching personnel, 1 department head, and (...) 3 teachers and an analysis of the approved LCP road-map. Findings revealed comprehensive alignment with the evaluation model domains, though certain areas required revisiting for improvement. The study advocated for the administration's holistic consideration, especially recognizing teachers as front line contributors to the LCP. Their pivotal role in the design and planning phases was emphasized for the effective mechanization of the school LCP. Hence, it was concluded that educational administrators should prioritize collaboration with teachers and consider their perspectives to enhance the overall quality and functionality of the LCP. Moreover, the study recommended organizational consideration, valued teachers in school LCP, prioritized health, integrated modalities, and emphasized quality learning with metrics in LCP. (shrink)

This chapter explores the opportunities and limitations of the ideal of transparency in responsible innovation, by consulting the virtual case of "The Circle", a company which appears in Dave Eggers' novel The Circle. The Circle is a high-tech company with the main purpose of being responsive to societal needs. They want to eradicate unethical behaviour in society, enhance public health and make a positive impact on the environment. The ultimate goal of The Circle is to reach 100% full transparency in (...) the world, which is impossible without any societal desirability. In first instance, it is free choice of people to accept and embrace the products and services of The Circle, who invest resources in keeping customers happy and in raising awareness about the dangers of privacy. The chapter concludes that The Circle meets the requirements regarding the outcomes of responsible innovation, at least to a certain extent, while at the same time, one feels unease about certain activities they undertake.
