This study used a partial least squares structural equation modelling (PLS-SEM) to estimate curriculum management's direct and indirect effects on university graduate programmes' viability. The study also examined the role of institutional effectiveness in mediating the nexus between the predictor and response variables. This is a correlational study with a factorial research design. The study's participants comprised 149 higher education administrators (23 Faculty Deans and 126 HODs) from two public universities in Nigeria. A structured questionnaire designed by the researchers was (...) used for data collection. The questionnaire was duly validated with an acceptable scale and item content validity indices. The dimensionality of the instrument was determined using exploratory factor analysis (EFA). Convergent validity was based on Average Variance Extracted (AVE), whereas discriminant validity was based on Fornell-Lacker criteria and the Hetero-Trait Mono-Trait (HTMT) ratio. Acceptable composite reliability estimates of internal consistency were reached for the three sub-scales. Following ethical practices, the questionnaire was physically administered to respondents and retrieved afterwards. Smart PLS (version 3.2.9) and SPSS (version 26.0) programs were used for all the statistical analyses. This study uncovered significant direct and indirect effects of curriculum management on the viability of graduate programmes. Institutional effectiveness significantly impacted graduate programmes’ viability while mediating the nexus between curriculum management and graduate programmes’ viability. Curriculum management and institutional effectiveness jointly explained a significant proportion of graduate programmes’ viability variance. The result of this study proved that graduate programmes’ viability depends, to a great extent, on how much curriculum is managed and how effective institutions are with their services. The result of this study can enable institutions seeking to run viable graduate programmes to re-evaluate their curriculum management practices and the effectiveness of their services. (shrink)

Science and scientific knowledge have been questioned in many ways for a long period of time. Especially, after the scientific revolution of 16th- and 17th-century Europe, science and its knowledge have been mainly accepted one of the most valuable and trustable information. However, in 20th century, autonomy of scientific knowledge and its dominant position over other kinds of knowledge have been mainly criticised. Social and other factors that were tried to be excluded before have been incorporated into the work by (...) the influence of the Strong Programme. In this article, it will be argued that while people are presenting scientific knowledge, their interests, beliefs and the communities they are involved in are also shown to be effective in producing this information. Thus, the desired result is that it is not reasonable to talk about the absolute autonomy of scientific knowledge. (shrink)

Abstract: One of the institutional highlights of the encounter between Austrian “wissen¬schaftliche Philosophie” and French “philosophie scientifique” in the first half of the 20th century was the “First International Congress for Unity of Science” that took place 1935 in Paris. In my contribution I deal with an episode of the philosophical mega-event whose protagonist was the American philosopher and semiotician Charles William Morris. At the Paris congress he presented his programme of a comprehensive, practice-oriented scientific philosophy and, in a (...) more elaborated version he published it two years later in Logical Positivism, Pragmatism and Scientific Empiricism (Morris 1937). Morris aimed at a synthesis of formalism, pragmatism, and traditional empiricism that combined the virtues of these accounts while avoided their shortocmings. The core of approach was a comprehensive theory of the concept of meaning. Through an analysis of the concept of meaning he sought to sort out the existing differences and the options for a possible future rapprochment between logical empiricism and pragmatism. Against the overly narrow logical empiricist understanding of philosophy as the syntax of the language of science Morris argued for a “scientific pragmatism” that comprised four levels: (1) Philosophy as Logic of Science, (2) Philosophy as Clarification of Meaning (Peirce), (3) Philosophy as Empirical Axiology (Dewey), and (4) Philosophy as Empirical Cosmology (Whitehead). The generalized Darwinian research programme accepts physicalism, but holds that all life is purposive in character. It seeks to understand how and why all purposiveness has evolved in the universe – especially purposiveness associated with what we value most in human life, such as sentience, consciousness, person-to-person understanding, science, art, free¬dom, love. As evolution proceeds, the mechanisms of evolution themselves evolve to take into account the increasingly important role that purposive action can play - especially when quasi-Lamarckian evolution by (...) cultural means comes into existence. This programme of research brings together, into a coherent field of inquiry, aspects of such diverse fields of research as orthodox Darwinian theory (given its purposive interpretation), the study of animal behaviour, palaeontology, archaeology, history, anthropology, psycho-neurology, artificial intelligence, psychology, sociology, philosophy, linguistics, semantics, history and philosophy of science, and history and philosophy of inquiry more generally (the history and philosophy of ideas and culture). The great advantage of the generalized Darwinian research programme is that it provides a framework for understanding the deeds, achievements and experiences of people in a way that is compatible with the kind of knowledge and understanding achieved in the physical sciences, without being reducible to such knowledge and understanding. It promises to enable us to understand ourselves as a part of the biological domain without our humanity, our distinctive human value, being in any way denied: persons are not reduced to animals, and nor are animals misconceived to be persons. It holds out the hope that we can come to understand the human world as an integral part of the natural world without the meaning and value of the human world being thereby conceptually annihilated. The programme specifies in general terms what we must seek to do in order to develop a coherent understanding of nature and of ourselves which does justice to the character of both. (shrink)

We propose a new approach to the study of introspection. Instead of asking what form introspection actually takes in humans or other animals, we ask what forms it could take, in natural or artificial minds. What are the dimensions along which forms of introspection could vary? This is a relatively unexplored question, but it is one that has the potential to open new avenues of study and reveal new connections between existing ones. It may, for example, focus attention on possible (...) forms of introspection radically different from the human one and help to integrate competing theories of human introspection in a non-adversarial manner. We introduce and motivate the project, provide a preliminary mapping of the space of possible forms of introspection, and sketch a programme for interdisciplinary research on the topic. (shrink)

Euclid’s Elements inspired a number of foundationalist accounts of mathematics, which dominated the epistemology of the discipline for many centuries in the West. Yet surprisingly little has been written by recent philosophers about this conception of mathematical knowledge. The great exception is Imre Lakatos, whose characterisation of the Euclidean Programme in the philosophy of mathematics counts as one of his central contributions. We address Steel’s Programme to identify a ‘preferred’ universe of set theory and the best axioms extending ZFC by using his multiverse axioms MV and the ‘core hypothesis’. In the first part, we examine the evidential framework for MV, in particular the use of large cardinals and of ‘worlds’ obtained through forcing to ‘represent’ alternative extensions of ZFC. In the second part, we address the existence and the possible features of the core of MV_T (where T is ZFC+Large Cardinals). (...) In the last part, we discuss the hypothesis that the core is Ultimate-L, and examine whether and how, based on this fact, the Core Universist can justify V=Ultimate-L as the best (and ultimate) extension of ZFC. Popper first developed his theory of scientific method – falsificationism – in his The Logic of Scientific Discovery, then generalized it to form critical rationalism, which he subsequently applied to social and political problems in The Open Society and Its Enemies. All this can be regarded as constituting a major development of the 18th century Enlightenment programme of learning from scientific progress how to achieve social progress towards a better world. Falsificationism is, however, defective. It misrepresents the real, problematic (...) aims of science. We need a new conception of scientific method, a meta-methodology which provides a framework for the improvement of the aims and methods of science as scientific knowledge improves. This aim-oriented empiricist idea can be generalized to form a conception of rationality – aim-oriented rationality – which helps us improve problematic aims and methods whatever we may be doing. In this way, Popper’s version of the Enlightenment programme can be much improved, indeed transformed. (shrink)

Debates in the philosophy of science typically take place around issues such as realism and theory change. Recently, the debate has been reformulated to bring in the role of experiments in the context of theory change. As regards realism, Ian Hacking’s contribution has been to introduce ‘intervention’ as the basis of realism. He also proposed, following Imre Lakatos, to replace the issue of truth with progress and rationality. In this context we examine the case of the vitalism — reductionism debate (...) in biology inspired by the works of Indian physicist-turned-biologist Jagadish Chandra Bose (1858–1937), in the early twentieth century. Both camps had their characteristic hardcores. Vitalists led by John S. Burdon-Sanderson and Augustus D. Waller accepted religious metaphysics to support their research programme, which ultimately degenerated. Bose worked more with the ideals of science such as Occam’s razor, large-scale systematization of phenomena and novel prediction. I argue that his religious metaphysics, instead of acting as a protective shield, helped him to consolidate his position and allowed further problem shift resulting in a research programme that involved consciousness too. In this paper, I set out to critically review the impact of Popperian falsificationism and Lakatosian methodology of scientific research programmes [MSRP] on economic methodology and philosophy of economics. The central thesis I maintain is that neither Popper's falsificationism nor Lakatos' MSRP offers [philosophy of] economics a proper condition for the reception or rejection of economic theories.

Maxwell’s programme did supersede the Ampere-Weber one because it did assimilate some ideas of the Ampere-Weber programme, as well as the presuppositions of the programmes of Young-Fresnel and Faraday. But the opposite proposition is not true. Ampere-Weber programme did not assimilate the propositions of the Maxwellian programme. Maxwell’s victory over his rivals became possible because the core of Maxwell’s unification strategy was formed by Kantian epistemology looked through the prism of William Whewell and such representatives of (...) The origins of the Transitional Programme in Trotsky’s writings have been traced in the secondary literature. Much less attention has been paid to the earlier origins of the Transitional Programme in the debates of the Communist International between its Third and Fourth Congress, and in particular to the contribution of its largest national section outside Russia, the German Communist Party, which had been the origin of the turn to the united-front tactic in 1921. This article attempts to uncover (...) the roots of the Transitional Programme in the debates of the Communist International. This task is important because it shows that the Transitional Programme’s slogans are not sectarian shibboleths, but the result of the collective revolutionary experience of the working class during the period under consideration, from the Bolshevik Revolution to the founding conference of the Fourth International. Over the past 25 years, UK government policy exhortations to promote and increase exercise and physical activity levels in the population have increased in volume. In recent years, too, there has been growing sociological interest in exercise and physical activity embodiment issues, including within phenomenologically-inspired research into lived-body experiences. This article contributes original insights to a developing body of phenomenological-sociological empirical work in this domain, in addressing the lived experience of organised exercise in outdoor environments, and specifically in theorising the (...) role of ‘lived weather’ in contouring these experiences. It thus addresses the call by Vannini et al. (2012) to remedy the notable ‘absent-presence’ of weather in much social science research. Drawing upon data from a two-year multi-disciplinary, multi-institutional ethnographic study of a nationwide exercise programme in Wales, UK, this article examines participants’ (n = 146) lived experience of weather, and theorises their ‘weather learning’, and ‘weather work’, both of which emerged as highly salient in the findings. Transcendental philosophy was not born like Athena out of Zeus’s head, mature and in full armour from the very beginning. That is why in both prefaces to the Critique of Pure Reason (1781 and 1787) Kant introduces the concept of transcendental philosophy as an “idea.” The idea understood architectonically develops slowly and only gradually acquires a definite form. As witnessed by the works of Kant himself and of his predecessors and followers, the idea of transcendental philosophy has undergone a series (...) of changes and adjustments compared to the initial plan. In this context, my goal is not simply exegesis and historical investigation of transcendental philosophy, but also to look at it from a systematic and methodological perspective. I examine the concept of transcendental philosophy from the viewpoint of programmatic metaphilosophy. The first part discusses programmatics as a distinct subsection of metaphilosophy. I argue that Kant’s architectonic methodology and the methodology of Lakatos can be used to understand the inception, development and degradation of philosophical systems. In the second part I look at the project of transcendental philosophy and the stages of its development from the standpoint of architectonics. The third part shows that Lakatos’s methodology can provide a detailed insight into the elements of transcendental philosophy, a clear idea of its logic and identify the component parts that can be improved and developed. In spite of the different levels of detailing and epistemological prerequisites, the methodologies of Kant and Lakatos can be combined to achieve a metaphilosophically informed and progressive understanding of philosophical projects. The young Wittgenstein called his conception of logic “New Logic” and opposed it to the “Old Logic”, i.e. Frege’s and Russell’s systems of logic. In this paper the basic objects of Wittgenstein’s conception of a New Logic are outlined in contrast to classical logic. The detailed elaboration of Wittgenstein’s conception depends on the realization of his ab-notation for first order logic.

Kammerer and Frankish (this issue) aim to set out a new research programme concerning introspection. I argue they have done no such thing, since the definition they are working with is too general. I further argue that, while it is possible to restrict the definition and so formulate a related research programme, this will have a different shape to the one they envisage.

The introspective devices framework proposed by Kammerer and Frankish (this issue) offers an attractive conceptual tool for evaluating and developing accounts of introspection. However, the framework assumes that different views about the nature of introspection can be easily evaluated against a set of common criteria. In this paper, I set out to test this assumption by analysing two formal models of introspection using the introspective device framework. The question I aim to answer is not only whether models developed outside of (...) philosophy can be successfully evaluated against the set of conceptual criteria proposed by Kammerer and Frankish, but also whether this kind of evaluation can reveal some limitations inherent to the framework. Purpose: This study evaluates staff Training and Development Programmes (TDPs) in secondary schools based on the views of administrators and teachers. The research was implemented in public secondary schools in Cross River State, Nigeria. Design/Methodology/Approach: The study adopted the survey research design with 5408 participants (administrators = 542; teachers = 4595). Four research questions guided the study. The Staff Training and Development Programmes Questionnaire (STDPQ) was used for data collection. Findings revealed essential areas of staff training and development. Findings: Various (...) methods are employed for staff training and development. The results further showed various constraints that impeded staff TDPs in secondary schools. Conclusion: Based on the findings, it was concluded that staff in secondary schools have different training and development needs adjudged by both the principals and teachers as crucial for job enhancement. Various staff training and development methods can serve as valuable programmes to improve the current methods adopted. Research Limitations and Implications: There are various limitations in this study such as the small scope which may affect the extent to which generalizations can be made. It is suggested that future studies focus on expanding the scope to other regions and nations. Practical Implications: Despite the limitations, the study has made some advances to human capital and self-determination theories by providing findings. The findings of this study may direct the attention of curriculum planners, the government and school management to offer training and development opportunities based on the needs of teachers. Contribution to Literature: The study has contributed to the literature on staff training and development which can constitute a basis for further research in related areas. (shrink)

The exploration of the literature indicated that much studies abound in related areas. Much seems yet to be known about the nature of the relationship that exists between managerial variables and the sustainability of graduate programmes. To bridge this gap, we utilized a standardised multiple regression approach to build up linear models that examine three managerial processes (strategic planning, staff and information/communication management) and how they affect three proxies of the sustainability of graduate programmes (availability of funds and facilities, as (...) well as supervision) respectively and cumulatively. Quantitative data were obtained from an entire population of 149 managers (Head of Departments and Deans) in the University of Calabar, Calabar, Nigeria using a questionnaire. Findings emerged, among others, a significant relationship between each of the managerial processes to the sustainability of graduate programmes generally and particularly in terms of availability of funds, facilities and supervision; the three predictor variables partially and jointly accounted for significant proportions in the sustainability of graduate programmes generally and specifically in terms of the various dimensions. Based on this evidence, one general and three partial predictive linear equations, as well as models were derived, while relevant action-based implications for effective management and practice were discussed. Background: Community-based education (CBE) involves educating the head (cognitive), heart (affective), and the hand (practical) by utilizing tools that enable us to broaden and interrogate our value systems. This article reports on the use of virtue ethics (VE) theory for understanding the principles that create, maintain and sustain a socially accountable community placement programme for undergraduate medical students. Our research questions driving this secondary analysis were; what are the goods which are internal to the successful practice of CBE in (...) medicine, and what are the virtues that are likely to promote and sustain them? -/- Methods: We conducted a secondary theoretically informed thematic analysis of the primary data based on MacIntyre’s virtue ethics theory as the conceptual framework. -/- Results: Virtue ethics is an ethical approach that emphasizes the role of character and virtue in shaping moral behavior; when individuals engage in practices (such as CBE), goods internal to those practices (such as a collaborative attitude) strengthen the practices themselves, but also augment those individuals’ virtues, and that of their community (such as empathy). We identified several goods that are internal to the practice of CBE and accompanying virtues as important for the development, implementation and sustainability of a socially accountable community placement programme. A service-oriented mind-set, a deep understanding of community needs, a transformed mind, and a collaborative approach emerged as goods internal to the practice of a socially accountable CBE. The virtues needed to sustain the identified internal goods included empathy and compassion, connectedness, accountability, engagement [sustained relationship], cooperation, perseverance, and willingness to be an agent of change. -/- Conclusion: This study found that MacIntyre’s virtue ethics theory provided a useful theoretical lens for understanding the principles that create, maintain and sustain CBE practice. The Hyperuniverse Programme, introduced in Arrigoni and Friedman (2013), fosters the search for new set-theoretic axioms. In this paper, we present the procedure envisaged by the programme to find new axioms and the conceptual framework behind it. The procedure comes in several steps. Intrinsically motivated axioms are those statements which are suggested by the standard concept of set, i.e. the `maximal iterative concept', and the programme identi fies higher-order statements motivated by the maximal iterative concept. The satisfaction (...) of these statements (H-axioms) in countable transitive models, the collection of which constitutes the `hyperuniverse' (H), has remarkable 1st-order consequences, some of which we review in section 5. This study deals with Dominicus Gundissalinus’s discussion on metaphysics as philosophical discipline. Gundissalinus’s translation and re-elaboration of al-Fārābī’s Iḥṣā’ al-ʿulūm furnish him, in the De scientiis, a specific and detailed procedure for metaphysical analysis articulated in two different stages, an ascending and a descending one. This very same procedure is presented by Gundissalinus also in his De divisione philosophiae, where the increased number of sources –in particular, Avicenna– does not prevent Gundissalinus to quote the entire passage on the methods of (...) metaphysical science from the Iḥṣā’ al-ʿulūm, with some slight changes in his Latin translation. The analytical procedure herein proposed becomes an effective ‘metaphysical programme’ with regards to Gundissalinus’s onto-cosmological writing, the De processione mundi. The comparative analysis of this treatise with the procedure received by al-Fārābī shows Gundissalinus’s effort to follow and apply this metaphysical programme to his own reflection, in a whole different context from al-Fārābī’s and presenting doctrines quite opposed to the theoretical ground on which al-Fārābī’s epistemology is based, like ibn Gabirol’s universal hylomorphism. Nevertheless, thanks to the application of the ‘metaphysical programme’, one can effectively claim that Gundissalinus’s metaphysics is, at least in the author’s intentions, a well-defined metaphysical system. In appendix to this article the three Latin versions of al-Fārābī’s discussion on metaphysics are reported, e.g., Gundissalinus’s quotations in De scientiis and De divisione philosophiae, and Gerard of Cremona’s translation in his De scientiis. This study linked strategic planning and staff management relatively and cumulatively to the effectiveness of post-graduate programmes at two public Nigerian universities. The study was directed by the formulation and testing of three null hypotheses. The entire population of 157 administrators (including 24 deans and 133 HODs) participated in a survey, where a questionnaire was used to elicit responses. The questionnaire was designed by the researcher but validated by five experts. The reliability for internal consistency was determined using Cronbach’s alpha, (...) with acceptable indices. Data obtained were analysed using Pearson correlation and multiple linear regression analyses. In a bivariate sense, both strategic planning and staff management significantly correlated with the effectiveness of post-graduate programmes respectively. Cumulatively, the two predictors are responsible for explaining 57% of the variation in the effectiveness of post-graduate programmes, with the remaining 43% of the unexplained variance attributable to other extraneous variables. The composite contribution of the two predictors was verified to be statistically significant. Staff management was the strongest predictor ahead of strategic planning. It was recommended, among other things, that the coordinator of post-graduate programmes should ensure that plans are made concerning the procurement and maintenance of facilities that will be required for the smooth running of the programmes in graduate schools. Students using Ritalin in preparation for their exams is a hotly debated issue, while meditating or drinking coffee before those same exams is deemed uncontroversial. However, taking Ritalin, meditating and drinking coffee or even education in general, can all be considered forms of cognitive enhancement. Although social acceptance might change in the future, it is interesting to examine the current reasons that are used to distinguish cases deemed problematic or unproblematic. Why are some forms of cognitive enhancement considered problematic, while (...) others are not? In this paper, we consider cognitive enhancement as the amplification or extension of core capacities of the mind, using augmentation or improvements of our information-processing systems. We will analyse cognitive enhancement in an educational setting in order to clarify the fuzzy distinction between problematic and unproblematic forms of cognitive enhancement. We will show that the apparent distinction made by many people between problematic and unproblematic enhancement is not based on any fundamental difference between these two categories. (shrink)

Connectionism seems to avoid many of the problems of classical artificial intelligence, but has it avoided all of them? In this thesis I examine the problem that Intentionality, the directedness of thought to an object, raises for connectionism. As a preliminary approach, I consider the role of Intentionality in classical artificial intelligence from the programmer’s point of view. In this investigation, one problem I identify with classical artificial intelligence is that the Intentionality of the programmer seems to be projected onto (...) the system, rather than the programmer creating a system whereby Intentionality arises intrinsically within the system. -/- In considering the current practice of connectionism, the same problem with Intentionality reappears. The assignment of Intentional content to input or output nodes in a neural network likewise projects the Intentionality of the programmer onto the system, and that projection is often reinforced by the training process of the neural network. However, connectionism seems to have an advantage over classical artificial intelligence in this respect, in that there is a form of neural network in which the network itself organizes the output nodes. The challenge is to utilize these self-organizing networks without having the programmer project Intentionality onto the system in an act of interpretation. -/- I suggest that the way to overcome these problems in connectionism is to embody the neural network within a world, whether physical or virtual, and to allow the system to develop concepts purely empirically. In this manner, connectionism can make scientific observations concerning the nature of cognition without the risk of contamination from the programmer’s own Intentionality. (shrink)

The methodology of scientific research programmes is a collection of papers published over time expressing a radical review of Popper's demarcation criterion between science and non-science, leading to a new theory of scientific rationality. Volume I address aspects of the philosophy of science, and volume II contains works on the philosophy of mathematics. For a science historian, the reconstruction proposed by Lakatos is attractive and explains the evolution of science to a level that has not been achieved before. This article proposes, firstly, a general study of the ideological positioning of the Société scientifique de Bruxelles during the first forty years of its existence by means of a detailed reconstruction of its programme, and, secondly, a specific account of its situation within the alternative represented by the Intransigent and Progressive Catholic camps. In order to achieve this objective, it favours the motto of the Société and the figure of its second Secretary, namely Paul Mansion, basing itself primarily on (...) a corpus of texts consisting of his annual reports and those of his predecessor, Father Carbonnelle. While taking particular care in identifying that which, following the Roman injunction in 1890, might have differentiated Mansion’s mandate from Carbonnelle’s, it offers to test the hypothesis that this difference lies, not only in a more favourable attitude towards neo-Thomism, but also in the transition from an intransigent apologetics to a more balanced apologetics. To follow the legacy of Dr. B.R. Ambedkar, a RUSA Sponsored One-Day Facutly Development Programme on “Dr. B.R. Ambedkar, Indian Constitution and Indian Society” organised by the Department of Philosophy and P.G. Department of Public Administation held on 20th January, 2016 was a creative and fruitful effort to bring together the scholars and academicians from several disciplines to participate in the deliberations related to the conceptual understanding and insights of the philosophy of Dr. B.R. Ambedkar.

The arguments are exhibited in favour of the necessity to modify the history of the genesis and advancement of general relativity (GR). I demonstrate that the dynamic creation of GR had been continually governed by internal tensions between two research traditions, that of special relativity and Newton’s gravity. The encounter of the traditions and their interpenetration entailed construction of the hybrid domain at first with an irregular set of theoretical models. Step by step, on eliminating the contradictions between the models (...) contrived, the hybrid set was put into order. It is contended that the main reason of the GR victory over the rival programmes of Abraham and Nordström was a synthetic character of Einstein’s programme. Einstein had put forward as a basic synthetic principle the principle of equivalence that radically differed from that of rival approaches by its open, flexible and contra-ontological character. The methodology of Scientific Research Programmes created by Imre Lakatos is applied to draw an outline of a programme invented to comprehend Hawking’s discovery of black-hole evaporation.

Maxwellian electrodynamics genesis is considered in the light of the author’s theory change model previously tried on the Copernican and the Einstein revolutions. It is shown that in the case considered a genuine new theory is constructed as a result of the old pre-maxwellian programmes reconciliation: the electrodynamics of Ampere-Weber, the wave theory of Fresnel and Young and Faraday’s programme. The “neutral language” constructed for the comparison of the consequences of the theories from these programmes consisted in the language (...) of hydrodynamics with its rich content of analogous models ranging from the uncompressible fluid up to molecular vortices. The programmes’ meeting led to construction of the whole hierarchy of crossbred objects beginning from the displacement current and up to common hybrids. After that the interpenetration of the pre-maxwellian programmes began that marked the beginning of theoretical schemes of optics and electromagnetism unification. Maxwell’s programme did assimilate some ideas of the Ampere-Weber programme, as well as the presuppositions of the programmes of Fresnel and Faraday; and the significance of this fact for further methodology of scientific research programmes development is discussed. It is argued that the core of Maxwell’s unification strategy was formed by Kantian epistemology looked through the prism of William Whewell and such representatives of Scottish Enlightenment as Thomas Reid and William Hamilton. All these enabled Maxwell to start to unify not only optics and electromagnetism, but British and continental research traditions as well. Maxwell’s programme did supersede the Ampere-Weber one because Maxwell did put forward as a synthetic principle the idea, that differed from that of Ampere-Weber by its flexible and contra-ontological, strictly epistemological, Kantian character. For Maxwell, ether was not the last building block of physical reality, from which fields and charges should be constructed . “Action at a distance”, “incompressible fluid”, “molecular vortices” were only analogies for Maxwell, capable to direct the researcher on the “right” mathematical relations. From the “representational” point of view all this hydrodynamical models were doomed to failure efforts to describe what can not be described in principle – things in themselves, the “nature” of electrical and magnetic phenomena. On the contrary, Maxwell aimed his programme to find empirically meaningful mathematical relations between the electrodynamics basic objects, i.e. the creation of inter - coordinated electromagnetic field equations system. Namely the application of this epistemology enabled Hermann von Helmholtz and his pupil Heinrich Hertz to arrive at such a version of Maxwell’s theory that served a heuristical basis for the radiowaves discovery. Within the Computer Science community, many ethical issues have emerged as significant and critical concerns. Computer ethics is an academic field in its own right and there are unique ethical issues associated with information technology. It encompasses a range of issues and concerns including privacy and agency around personal information, Artificial Intelligence and pervasive technology, the Internet of Things and surveillance applications. As computing technology impacts society at an ever growing pace, there are growing calls for more computer ethics content (...) to be included in Computer Science curricula. In this paper we present the results of a survey that polled faculty from Computer Science and related disciplines about teaching practices for computer ethics at their institutions. The survey was completed by respondents from 61 universities across 23 European countries. Participants were surveyed on whether or not computer ethics is taught to Computer Science students at each institution, the reasons why computer ethics is or is not taught, how computer ethics is taught, the background of staff who teach computer ethics and the scope of computer ethics curricula. The aim of this study was to investigate the predictive relationship of peer group influence, teacher-student interaction and indiscipline to students' dropout tendency in evening continuing education programmes. The context of this study is the southern senatorial district of Cross River State, Nigeria. The study adopted a predictive correlational research design, and the sample comprised 554 students randomly selected from 11 centres in the district. This represents 20% of the total population of students. The instrument used for data collection was (...) a questionnaire titled: "Social Indicators and Dropout Tendency Scale" (SIDTS). The researchers collected the data that were analysed using Pearson product-moment correlation and multiple linear regression analyses at the .05 level of significance. The results revealed that peer group influence, teacher-student interaction and level of indiscipline collectively and individually predicted dropout tendency among students in evening continuing education programmes. It was recommended, among others, that the teachers discover diverse ways of making their teaching process lively by devising ways of engaging the students in the learning process by forming discussion groups that will promote healthy peer groups, which will increase their eagerness to come to school. There is a growing consciousness among the global business community that corporations or business organisations can no longer act independently of the individuals or key stakeholders in their business operations, especially members of the host communities. Part of the realisation stems from the fact that creating and maintaining mutually beneficial relationship with host communities is highly dependent on the extent to which firms contribute to the sustainable development of the community and its inhabitants. This study assesses the Corporate Social Responsibility (...) and community development programmes of Lafarge Africa Plc in Cross River State, against the backdrop of sustainable community development. The survey research design was used to gather data for the study; and interview, group discussion and questionnaire were utilised as research instruments to obtain information for the study. This study was premised on the stakeholder theory, which states that companies or firms should be accountable to their stakeholders, which are the group of individuals that are affected by the firms’ activities. Findings revealed that proactive CSR is an essential mechanism for driving sustainable community development. This was evident by the contribution of Lafarge’s intervention in the advancement of the host communities at different levels. However, the company’s approaches to CSR still partly trail the path of philanthropic or charitable donation as most projects were selected and executed without due recourse to the people’s input. Based on the above discoveries, the researchers recommend that the company should adopt a more participatory approach in selecting the kind of development project to embark on based on needs priority of the people. Also, the researchers suggests that rather than relying on reactive or make-shift measures to manage its relationship with the people, the company should adopt a more proactive communication approach in order to avert potential altercations with members of the host communities. Abstract: This study focused on comparative assessment of the implementation of quality assurance mechanisms in educational management programme of federal and state universities in south-east, Nigeria. Four research questions and four null hypotheses guided the study. The study was carried out in the eight government-owned (3 federal and 5 state) universities in south-east that run educational management programme. The study adopted a survey research design on a population of eight heads of department. A 44-item researcher constructed questionnaire was (...) used to rate the implementation of quality assurance mechanisms as it relates to; moderation of examination, in-service professional development programmes, mock accreditation exercise, and infrastructural facilities. The instrument was validated by three experts, while a grand reliability index of 0.84 was obtained using crombach alpha reliability coefficient. Mean scores were used to answer the four research questions while t-test was used to test the four null hypotheses at 0.05 level of significance. The major findings of the study indicated that both federal and state universities in south-east implement the four mechanisms for quality assurance in educational management programme to a little extent. Though they both have implemented it to a little extent, the federal universities seem to record better implementation of these mechanisms compared to the state universities. This is supported by the outcome of research questions 3 & 4 as well as hypotheses 3 & 4. It was recommended among others that the National Universities Commission (NUC) should lay more emphasis on the state universities during the usual general/main accreditation exercise of institutions. This will reduce the differences that may exist in standard. Conclusions, implications and limitations of the study were made as well as suggestions for further studies. (shrink)

Abstract: Public procurement is the acquisition of right goods, works and services required to satisfy certain needs at the right time, from the right supplier, in the right quantities, in the right quality, and at the right price. Worldwide it accounts 10% – 30 % of GNP while in Tanzania it accounts for about more 45% of the total budget. Appropriate procurement system in the public sector is a tool for achieving political, economic and social goals. The research examined the (...) impact of the capacity building on the performance of LGAs procurement function, was conducted in Tanzania to the four regions in 2018, comprised a sample size of 224 respondents from eight Local Government Authorities (LGAs). Qualitative and quantitative data were collected, employed the case study method intended to the Evaluate Assessment of Capacity Building Programme on the Performance of LGAs procurement functions. The study revealed that procurement functions have improved because of the intervention of capacity building such as the improvement of the; Use and application of PPA and PPR, use and application of Procurement Planning, use and application of Contract Management and Administration, use procurement record keeping and reporting, use and application of PMIS & Other Procurement Systems, appropriate Tendering Process. Also, the researchers have revealed challenges hindering LGAs procurement system such as; lack training, unpredictable funds flow and political interference. Moreover, based on the contributions attributed by the capacity building further research can be undertaking to measure the impact of capacity building in the other areas apart from procurement field such as; health, agriculture, good governance and so on. In addition to that, another research can be undertaken to assess the factors hindering the performance of LGAs procurement system. (shrink)

The total early-stage entrepreneurial activity (TEA) in South Africa is said to be extremely low compared to those of other sub-Saharan countries. This is despite the concerted efforts of the government to establish, develop and nurture entrepreneurship at all levels, especially among the youths. This calls for concern given the current state of the economy and the challenges faced by South Africa’s future generation. This paper is anchored on two theoretical frameworks to substantiate our argument for the inclusion of entrepreneurship (...) education in the curricula of non-business programmes at universities of technology. The theoretical frameworks are the contingency organizational theory and the magnet versus radiant model. The study adopted an exploratory cross-sectional research design which allowed us to collect data from a cross-section of a population: the universities of technology in South Africa. The findings suggest that only fifteen (out of the 46) of the programmes showed visible evidence of entrepreneurship/business studies in their content. Such finding implies that there is a need for entrepreneurship to be integrated into the curricula of all non-business departments if not for the sake of its perceived employment generation attributes, but for its other attributes such as innovation, and more importantly employability. The paper explores the consistency between William James's and Friedrich Nietzsche's approaches towards the general philosophical issue of relativism. As will be shown, Nietzsche as much as James attempted to develop a non-nihilist strategy for dealing with the problem of truth based on the idea that a revaluaton of that notion is in fact possible on practical i.e. experiential basis.
