There has been growing interest in the evaluation of research projects in Africa because of the quantum of funding devoted to research by governmental and non-governmental organizations. One area that has received a lot of research funding is farmer-herder conflicts due to its high impact on peace, security and development on the continent. This paper evaluates a Danida-funded research project in the Ashanti Region of Ghana dubbed “Access-Authority Nexus in Farmer-Herder Conflicts (AAN Project)”. Primary data was collected (...) from 46 project stakeholders during a project review meeting. Each stakeholder responded to a questionnaire distributed to them and later explained for them to have a common understanding of it before providing responses. The OECD DAC Network on Project Development Assessment Framework was adapted to evaluate the project success. Stakeholders’ perceived project success was evaluated using Perception Index while project success criteria were assessed using correlation analysis. The results show that stakeholders perceived the AAN project to be effective in achieving its objectives of investigating the formation and erosion of access associated with the conflicts, capacity building and information dissemination to stakeholders. They also perceived it to be relevant to farmer-herder peaceful co-existence, and coherent with other existing interventions in the conflict area. The results further show that stakeholders recognized the project to have impacted positively on the number of conflict cases and their effects on livelihoods and state building Overall, they rated the project’s achievements as sustainable. The implication of the findings is that research is still necessary for the effective management of the farmer-herder conflicts despite the numerous research work already done on it. (shrink)

This article has been on ways by which developing countries can go back to the basics of project management as a means for developmental goals. Project management has proven to be an effective and flexible management approach, which has the potential of being of great value to developing countries. There is a need for a stronger emphasis on project implementation as a training mechanism for developing indigenous skills. Improved planning, administrative and technical capacity must be defined as (...) project outputs. The need for highly trained development administrators, especially those with project management skills, is a recurring theme of international assistance evaluation reports. Developing countries require two types of trained project administrators: those who can plan and coordinate the entire project cycle as an integrated process and those who can manage the project as an organizational entity once it is selected and approved (Rondinelli, 1976). Even those who consider themselves lucky to have escaped trauma, long-term illness and death, have experienced radical changes to their conception of life in its relation to public and private domains due to the COVID-19 pandemic. When public space turned into a dangerous realm, private interiors were assigned a new role and with these shifts, also new questions about the relation of interiority to any type of exteriority emerged. The first four contributions in this ‘Projected Interiorities’ issue of Technoetic Arts (...) (TA) reflect from an architectural and urban point of view on the conception of the public and private, their past, present and future. Yet, the pandemic contributed more widely to a re-evaluation of interiority, not least because the public and private realms seemingly coalesced via digital processes. While this journal issue cannot cover all these questions, it indicates the range of the pandemic turn in thought, collecting contributions from theory and practice, including architecture, art, philosophy and literary studies. With authors of a variety of disciplinary backgrounds based in China, India, Norway, France, the United Kingdom and the United States, this issue of TA covers not only a multiplicity of methodological approaches but also diverse regional and cultural perspectives on the idea of ‘Projected Interiorities’. The Mindoro State University Bongabong Campus extension unit is still opera- tional amid the COVID-19 pandemic. This paper evaluates the implementation of the "eSupport: Continuation of Extension Services Amid Covid-19 Pandemic," an extension program by the College of Computer Studies faculty and students. This ex- tension program included six topics delivered via a free webinar series and online training programs through Google Meet, Zoom, MS Teams, and Facebook Live and some conducted face-to-face. Participants or beneficiaries in the webinars, online and (...) face-to-face training, and extensionists served as respondents of the study. The narrative research design was used, and the data were treated using the weighted mean. The instrument used in the study was a university evaluation questionnaire on extension services. The evaluation sheet was divided into strategy, speaker, and services. The study revealed that community beneficiaries gave positive assessments and feedback on the College of Computer Studies' extension project. Participants' and extensionists' or implementers' experiences and recommendations will be considered in future planning, implementation, and impact assessments. (shrink)

In “Value Ascriptions: Rethinking Cognitivism,” Sigrún Svavarsdóttir offers a novel account of the semantic function of evaluative predication, according to which such predicates function as “linguistically encoded classificatory devices.” This short paper raises three questions about Svavarsdóttir’s account: how it relates to familiar sorts of projects in and about semantics, how to understand the nature of “linguistic encoding,” and how to understand the significance of the account’s central use of sets.

Many philosophers think that it is only because we happen to want or care about things that we think some things of value. We start off caring about things, and then project these desires onto the external world. In this chapter, I make a preliminary case for the opposite view, that it is our evaluative thinking that is prior or comes first. On this view, it is only because we think some things of value that we care about or (...) want anything at all. This view is highly explanatory. In particular, it explains (i) the special role that pleasure and pain play in our motivational systems, (ii) why phenomenal consciousness evolved, and (iii) how the two main competing theories of normative reasons for action—i.e., objectivism and subjectivism—can be reconciled. After explaining why this is so, I respond to the most serious objections to this view, including that it cannot account for temptation and willpower, or for the existence and appropriateness of the reactive attitudes. Due to the innovative nature of the world economy and the continuity of scientific and technological progress, intellectualization becomes one of the world's leading trends. The article is aimed to evaluate the state of intellectualization of the national economy of Ukraine in the context of globalization. In the article the existing approaches are considered, which are used by international organizations and expert agencies to evaluate the intellectualization level of the countries around the world. The indicators of the state of intellectualization, (...) available in the publications of the State statistics service of Ukraine have been researched. The author's deductive description of the intellectualization state of the regions (on the basis of twenty four indicators) and of types of economic activity (three indicators) of the national economy has been presented. It has been determined, that in the today's circumstances, an increasing of intellectualization level of the Ukrainian economy could happen, on the one hand, by means of getting balanced the status of intellectualization of the regions, given their natural resource potential, the socio-economic situation and the international human resources movement. On the other hand, this can happen due to introduction of new forms of national economic policies for human resources development in the fields of IT-technologies, information services, sports, education, space industry, tourism. The scientific novelty and practical importance, as well as originality of the obtained results is represented by an elaborated methodological framework for evaluating the state of the intellectualization of the national economy plus a further projecting of mechanisms of intellectualization of Ukraine in the worldwide context. The focus of this article is on the pragmatic presuppositions involved in the use of general terms in inductive practices. The main thesis is that the problem of characterizing the assumptions underlying the projection of predicates in inductive practices and the ones underlying the classification of crtain general terms as «natural kind terms» coincide to a good extent. The reason for this, it is argued, is that both classifications, «projectibility» and «natural kind term», are attempts to answer to the same (...) semantico-epistemological phenomenon, viz. underdertermination. It is proposed a «deflationary» reading of the so-called «theory of direct reference» as to enable an evaluation of its contribution to epistemological problems associated with this kind of phenomena, as well as it is argued that a purely de facto account of projectibility is not viable. The resulting hypothesis is that the conception of «natural kind terms» is only interesting insofar as they are seen as a kind of projectible general terms and thus as parts of classifications used in natural science, more generally, in inductive practices, and that this is a perspective that makes undue metaphysical readings avoidable. The central problem of the dissertation concerns the possibility of a distinction between truth-evaluable and non-truth-evaluable utterances of a natural language. The class of truth-evaluable utterances includes assertions, con. ectures and other kinds of speech act susceptible of truth evaluation. The class of non-truth-evaluable utterances includes commands, exhortations, wishes i.e. utterances not evaluated as being true or false. The problem is placed in the context of radical interpretation theory and it shown that it is a substantial problem of Davidson‘s (...) early theory of radical interpret at ion. I consider the possibility of distinguishing between locutionary and illocutionary act in uttering a sentence and its significance in the present project. I discuss the suggestion that the mood of the verb of the sentence signifies the required distinction between truth-evaluable utterances and non-truth-evaluable ones. I argue that no criterion for the distinction based on the mood of the verb is adequate. The solution that I propose to the problem of classifylng truth-evaluable utterances appeals to mental states. The view that grounds this line of inquiry is that the truth-evaluability of an utterance is a characteristic of it exclusively relevant to the doxastic dimension of the speaker’s mind. I discuss the constraints that the nature of radical interpretation puts upon the way we construe the notion of belief. I propose that a possible classification of mental states into doxastic and non-doxastic that would result in a classification of utterances into truth-evaluable and non-truthevaluable ones can be given by an elaborated version of a decision theoretic scheme. I suggest that a decision theoretic scheme based on a decision theory that, like Savage’s theory, grants independence axioms is a better candidate to offer a solution to the central problem of the dissertation than a scheme based on a non- standard decision theory such as Richard Jeffrey’s. I conclude by showing that the proposal I make satisfies the constraints I have considered and that it can be accommodated by a radical interpretation theory. (shrink)

Capacity-building projects are crucial for developing the skills of indigenous communities, fostering sustainable business growth, and empowering individuals. However, women in the Higaonon community had limited access to modern technologies and business management training. To address this gap, a project was implemented by the Non-Timber Forest Products- Exchange Programme (NTFP-EP), in collaboration with the Food Technology Department of Bukidnon State University. After several years of implementation, the project’s impact on the community remained uncertain. To evaluate this impact, a (...) convergent mixed-methods research study was conducted to assess the project’s impact on the socioeconomic well-being of Higaonon women and the effectiveness of the trainings in enhancing their financial management and technology operation and maintenance skills. The study was grounded in the theory of change framework. Participants were members of a Higaonon women-led social enterprise. Descriptive analysis revealed that the trainings were highly effective in addressing the women’s capacity- building needs. Thematic analysis yielded four relevant themes: empowerment and improved livelihoods, capacity building and skill development, challenges and opportunities, and community development and sustainability. A joint display analysis further confirmed that the trainings’ effectiveness aligned with the capacity building and skill development theme. These enhanced skills empowered women, improved their livelihoods, and opened new opportunities to overcome challenges. The improved financial literacy, technical skills, and business management capabilities have the potential to contribute to the long-term sustainability and prosperity of the community. Future research could explore the scalability of this social impact to inform policy and practice in community-based enterprise development. (shrink)

This paper attempts to evaluate the AIME project immanently, from the perspective of a participant, in terms of five criteria: digitality, diplomacy, religiosity, testability, and democracy. A sixth criterion runs through the other five: pluralism. I distinguish between AIME as project, as process, and as party line.

At all times, the purpose of development is to build structures that will enhance the economy. This is because there is a need to improve the living conditions of the people. The ability of the people to live meaningfully and satisfactorily is central to the idea of development. Illustrating this overriding concern, Nat Colleta insists that development is a process of a socio-economic change in the quality and level of human existence aimed at raising the standard of living and quality (...) of life( 1982). However, this has been dominated by structures tailored to the needs of the Western capitalist system, thus making it susceptible to manipulation and marginalization by not allowing for collective will of all relevant stakeholders. From this perspective, it does not meet the people’s ability to participate in shaping their own lives; it is the case that development practice should encourage the involvement of people in the most egalitarian manner. Therefore, a model that boosts the ability of stakeholders to participate in the deliberation of matters that affect them and to veto issues that they think are not relevant to their needs would be the ideal. This would ensure that voice is given to women and youths as well. Conceptualized in this way, people should be able to bring out what they want, generate their ideas about what to do, how to do it, and what is required to engender the needed successes and benefit from the physical improvement. In cases where the reverse is the case, as in the case of unfavorable situations and unexpected outcomes, people should be able to manage the implications and learn from them. It is, therefore, only a model of development that applies a “bottom up” approach that can engender this purpose. This approach must take cognizance of women participation in development, culture and its value component, relational and integrative principles which are achievable through the application of enabling methodologies among other things. This study aimed to examine the influence it is to study skills and academic‐related stress in the academic performance of the students of the university. A descriptive research project was used. The study was carried out among students of engineering at the University of Dire Dawa. The study involved 400 students of the engineering bachelor's degrees, one hundred and from the second to the 5th year which has been evaluated for the academic stress and to study skills. A random (...) sample is used to select objects for the study of the system. Three tools were used: Tool I: Socio‐demographic Profile Sheet, Tool II: Study Skills Assessment Questionnaire, Tool III: Perceived Stress Scale. The results of this study showed that the students performed well in all the subjects, except for the time‐management method and writing skills. More than two‐thirds of the surveyed students have a low level of stress. Academic stress is higher in senior and female students. There was a negative correlation between the student’s stress and their study skills. Statistically significant relationships were found between academic performance, study skills and the stress level of the students surveyed. (shrink)

The Western Philippines University – College of Education’s Project MATHEMATICS (Mathematics Enhanced Mentoring, Assistance, and Training to In-need and Challenged Students) was implemented as part of the Adopt-a-School Program to address the mathematical needs of Laura Vicuña Center – Palawan youths. To evaluate the extent of the project implementation, the study assessed its impact through the feedback gathered from the clients served. It specifically described the quality of project implementation, determined the attainment of project objectives, and (...) enumerated client feedback. A concurrent triangulation mixed-method research design was used with 32 clientele samples selected purposively. The study utilized a survey, problem set test, and focus-grouped interview to obtain data pertinent to the study’s objectives. The findings revealed an aspirational quality of the implemented project, improved mathematical performance, and the client’s desire for ongoing mentoring. The implications and limitations of the study are discussed, along with recommendations for future extension projects, monitoring and evaluation, and re-planning activities. (shrink)

Whether Nietzsche’s genealogical critique of morality is best understood as an internal or as an external critique remains a matter of controversy. On the internalist interpretation (Ridley, Owen, Merrick ), the genealogical enterprise takes as its starting point the perspective being criticized, gradually revealing it to be untenable ‘from within.’ On the externalist interpretation (Leiter, and arguably Geuss, Williams, and Janaway ), this constraint is lifted; the starting point of the critique need not be the perspective being criticized, but may (...) be that of someone who already suspects the latter to be untenable. According to a common objection to ‘external critique’ interpretations, the limited-scope objection, since an external critique to a value-system could only work on an audience whose members were predisposed to abandon that system of values, ‘external critique’ interpretations impose a severe limitation on the transformative potential of Nietzsche’s project. ‘Internal critique’ interpretations, by contrast, can seem hard to reconcile with the polemical character of On the Genealogy of Morality (which lends the book its subtitle, Eine Streitschrift) and with Nietzsche’s frequent remarks to the effect his works were addressing a particular, ‘higher,’ kind of individual. -/- The overarching goal in this paper is to call into question the usefulness of the ‘internal-external’ or ‘immanent-transcendent’ dichotomy for understanding Nietzsche’s genealogical critique. I argue that the apparent usefulness of the distinction between external and internal critiques when approaching Nietzsche’s works rests on the assumption that any critique of values must itself be grounded on values that function as evaluative-critical standards. If the assumption is right, then one of two things, either the values that are deployed as standards coincide with those that are the target of critique, in which case the critique is internal, or they are not (etc.). Thus the assumption is liable to render us forgetful of a third possibility, that of a critical strategy that does not work by deploying (internal or external) values as standards of critical assessment, but by revealing something about the nature of value, and more precisely about the origin of any individual’s commitments to their values. -/- On the view that I defend, one of the crucial steps of Nietzsche’s genealogical method is to bring his reader to realize that any individual’s commitment to their values is expressive of and rooted in their commitment to preserve their way of life. Realizing this does not require that the reader abandon their own values. But it does require that they acknowledge that were they committed to a relevantly different way of life, they would subscribe to different values. And this, in turn, suffices to bring about a transformation in their understanding of and relationship to those commitments through the further realization that it is ultimately always up to them to undertake the project of taking distance from and ‘re-evaluating’ those values. What is the aim of philosophy? There may be too many philosophical branches, traditions, practices, and programs to admit of a single overarching aim. Here I focus on a fairly traditional philosophical project that has recently received increasingly sophisticated articulation, especially by Frank Jackson (1998) and David Chalmers (2012). In §1, I present the project and suggest that it is usefully thought of as ‘total axiomatics’: the project of attempting to axiomatize the total theory of the world. (...) In §2, I raise a problem for the project that I call the ‘problem of multiple axiomatizations.’ I consider some initially alluring but ultimately unpromising approaches to this problem in §3. In §4, I defend a surprising approach to the problem, according to which competing axiomatizations of the total theory of the world are effectively evaluated for their aesthetic virtues. (shrink)

Following Shelly Kagan’s useful terminology, foundational consequentialists are those who hold that the ranking of outcomes is at the foundation of all moral assessment. That is, they hold that moral assessments of right and wrong, virtuous and vicious, morally good and morally bad, etc. are all ultimately a function of how outcomes rank. But foundational consequentialists disagree on what is to be directly evaluated in terms of the ranking of outcomes, which is to say that they disagree on what the (...) primary evaluative focal point is. Act-consequentialists take acts to be the primary evaluative focal point. They evaluate acts in terms of how their outcomes rank (the higher ranked the outcome, the morally better the act), but evaluate everything else in terms of the morally best acts. Thus, the morally best rules are those that would, if internalized, most reliably lead us to perform the morally best acts. Rule-consequentialists, by contrast, take rules to be the primary evaluative focal point. They evaluate rules according to how their outcomes rank and then assess everything else in terms of the morally best rules. Thus, the morally best acts are those that conform to the morally best rules. In this paper, I argue that foundational consequentialists should not take the primary evaluative focal point (or points) to be acts, rules, virtues, or even everything. In so doing, I argue against act-consequentialism, rule-consequentialism, and global consequentialism. But my project is not entirely negative, for I argue that the primary evaluative focal point should be a complex of acts and attitudes. In the end, then, I claim that foundational consequentialists should accept a new kind of consequentialism, which I call attitude-consequentialism. (shrink)

With this understanding, the new education system was put into practice after the promulgation of the Republic. The manner of giving religious education and whether this education should be given or not has been controversial in this system and the effects of such discussions have continued until today. The revolutionary staff, who believe that one of the most important spheres that revives and unites a society is (...) religion and that such an important and valuable aspect should be under the state control, shut down madrasahs and wanted to transform Imam-Hatip schools into theological schools. The source of debates that have reached the present day has been shaped in this process. In this study, the approach of Mustafa Kemal Atatürk and the new education system to religious education was evaluated. The usage of Randomised Evaluations(REs) in social inquiry has been recent and responses to them have been wide ranging.RE seek to make predictions on the impact of an intervention, when it is attempted in a new situation. REs work by first determining the impact of the intervention. Subsequently, for the new situation it is expected that the impact would be similar. -/- The problem of induction poses one of the most serious challenges to the epistemological status of RE claims as (...) the value of REs themselve stem from their predictive validity. If the problem of induction is not solved or evaded then belief in projections based on REs is undermined. -/- In this paper, I argue that the unique methodology of REs used in Social Sciences allows itself to evade the problem the successfully, warranting belief that future interventions would have similar impact. Holistic wellness is vital to sustaining sound mind and healthy body of third-agers. These individuals are considered vulnerable. Previous surveys indicated limited wellness activities among third agers. With this, an extension project was designed and implemented to address this concern. This paper evaluated the impact of the project on the holistic wellness of third-agers and determined its contribution to national and international goals. The result chain framework was used to identify the impact. It gathered data through survey tools (...) and interviews supported by annual reports. Data were analyzed using descriptive and inferential statistics. The results revealed that the university-wide extension project was successful in implementing activities and producing desired outputs. Its outcomes are evidenced in the attainment of its vision, mission, and objectives. As found, the project had a very high impact on the holistic wellness of third agers in each dimension and as a whole. This means that the third-agers have balanced well-being. This paper also highlights the contributions of the project in the Philippine Development Plan 2017-2022, ambisyon 2040, and sustainable development goals. In the end, relevant recommendations are specifically articulated for future actions. (shrink)

Biological ontologies are used to organize, curate, and interpret the vast quantities of data arising from biological experiments. While this works well when using a single ontology, integrating multiple ontologies can be problematic, as they are developed independently, which can lead to incompatibilities. The Open Biological and Biomedical Ontologies Foundry was created to address this by facilitating the development, harmonization, application, and sharing of ontologies, guided by a set of overarching principles. One challenge in reaching these goals was that the (...) OBO principles were not originally encoded in a precise fashion, and interpretation was subjective. Here we show how we have addressed this by formally encoding the OBO principles as operational rules and implementing a suite of automated validation checks and a dashboard for objectively evaluating each ontology’s compliance with each principle. This entailed a substantial effort to curate metadata across all ontologies and to coordinate with individual stakeholders. We have applied these checks across the full OBO suite of ontologies, revealing areas where individual ontologies require changes to conform to our principles. Our work demonstrates how a sizable federated community can be organized and evaluated on objective criteria that help improve overall quality and interoperability, which is vital for the sustenance of the OBO project and towards the overall goals of making data FAIR. Research projects on Art History use to be highly expensive, exhaustive, slow, and sometimes disappointing. As a consequence, careers of most relevant artists start and finish without being noticed, in absence of critical assessments that contribute to improve it. This compendium of documents is primarily intended to help serious researchers and writers find an appropriate standard to ask for regular updates to artists during their careers. The document is structured as a traditional publication, but as a sample of resources that (...) could be useful in research projects. A comprehensive check list for painting evaluation, a sample of spontaneous assessments, and a set of plates are offered in this compendium as the raw material for future development of investigation on the pictorial art. My aim in this document is to open discussions to explore reasonable communication channels between painters and researchers without excluding non-academic opinions that could enrich debates on the contextualization of every artwork, and prevent awful and disappointing silence regions of the art world. Captured in narrative textual form through open-ended and tape-recorded interview conversations, visitor experience was interpreted to construct a description of visitors' relationships to place while at the same time providing insights for those who manage the national park. Humans are conceived of as meaning-makers, and outdoor recreation is viewed as emergent experience that can enrich peoples' lives rather than a predictable outcome of processing information encountered in the setting. This process-oriented approach positions subjective well-being and positive experience in the ongoing (...) processes and activities that comprise our life pursuits rather than in particular end states toward which behaviors might be directed as in the case of end state frameworks. Several themes emerged in the interpretation across narratives including a relationship of stewardship/sense of respectful mitigation, socially constructed dimensions of the wilderness concept, which both converged with and deviated from definitions in The Wilderness Act of 1964, humans positioned as both part of wilderness and separate from it, description of a process whereby people form a relationship to protected places, and an awareness among visitors of the overarching management dilemma of how to balance human visitation with protection. Management insights and general implications that emerged from the overall interpretation such as using narrative illustration to enhance visitor education were summarized. It is suggested that the particularities of the setting, in conjunction with the process-oriented creation of meaning via varying levels of physical and social interaction with the setting each play important roles, perhaps at different times, for visitors' relationships to places within the Park. The process of forming long-term relationships to places is highlighted as the common thread running through the interpretation. The value of the national park is seen to lie in these relationships, which are time and context dependent, not necessarily in the attributes of the park, many of which are generic to other protected areas in North America. The dissertation concluded with an evaluation of this interpretation based on these implications and insights and provided direction for further research to learn about the processes involved with forming relationships to protected places. The integration of robotics in the education was one of the aspirations of the K-12 institution in the Philippines. The RoboTeach Extension Project was established to address the challenges associated with the implementation of robotics in K-12 education. This study explores the teachers’ perception of the efficacy in the implementation of the project which focused on training the Department of Education (DepEd) teachers in San Pablo City Laguna, Philippines on the basic concepts and applications of robotics and automation. (...) The topics and learning activities covered during the ten-day training were based on the self-assessment survey results on the level of knowledge of teachers. The study used a descriptive method of research using a quantitative approach and adopted the LSPU Extension Services Evaluation Survey Questionnaire to determine the respondents’ perception of the level of project efficacy. The data were obtained from twenty-five DepEd teachers and analyzed using descriptive statistics such as frequency count, per cent, weighted mean and ANOVA. The respondents were highly satisfied with meeting expectations to attain objectives, training and workshop contents, learning activities, methodologies, instructional materials used, resource person and trainers, training management team, and training management team and training facilities and services. Further, there was no significant difference among their level of satisfaction from day 1 to 5 of the training sessions. Respondents viewed the training as very successful, as evident from the consultation and culminating activity. Thus, the sustainability on the implementation of the project was highly recommended. Given the technological constraints of long-duration space travel and planetary settlement, off-Earth humans will likely need to employ food systems very different from their terrestrial counterparts, and newly emerging food technologies are being developed that will shape novel food systems in these off-Earth contexts. Projected off-Earth food systems may therefore potentially “alienate” their users in new ways compared to Earth-based food systems. They will be susceptible to alienation in ways that are similar to such potential on Earth, where there are (...) points of overlap between off-Earth food systems and any of the multitudes of ways in which food systems on Earth are structured. They will also be susceptible to new forms of alienation, as we encounter scenarios that are genuinely structurally novel to humanity. These are especially important to consider since there are comparatively fewer analyses of these food systems where they differ from existing ones. We propose five non-exhaustive sources of value beyond nutrition our individual relationships with a food may possess: gustatory, social, cultural, epistemic, and authorial value. Using these, we offer examples of ways in which an off-Earth food system may exacerbate or alleviate alienation for humans in long-term off-Earth food systems. (shrink)

Alternative Learning System (ALS) has been adopted in Philippine basic education, yet there is no academic institution in the region prepares ALS teachers in teaching life skills. ALS teachers graduated from different programs of teacher education for formal education. In response, an extension project was conceptualized and implemented to enhance the teaching capacity and effectiveness of ALS teachers. Case study was conducted to evaluate the effectiveness of the project. It explored the transfer of life skills among ALS teachers. (...) Data were collected from multiple sources. Interview and written responses, and feedbacks were analyzed using thematic narrative analysis. Other data were analyzed using document and descriptive analyses. The project had achieved its objectives and rated best by participants. These indicate that the project was implemented effectively and successfully. ALS teachers have acquired life skills and transferred them to others. Thus, the project has made a difference in the lives of these teachers. (shrink)

There is a wide consensus among scholars that Plato’s Socrates is wrong to trust in reason and argument as capable of converting people to the life of philosophy. In this paper, I argue for the opposite. I show that Socrates employs a more sophisticated strategy than is typically supposed. Its key component is the use of philosophical argument not to lead an interlocutor to rationally conclude that he must change his way of life but rather to cause a certain affective (...) experience, one that can be effective at changing his beliefs about how best to live. This paper published in the 1999 volume of the “Logical Analysis” series serves doubles purpose. For the first, it offers a taxonomy of Russian statives (predicates of state) based on language-specific criteria, such as the (in)ability of Russian copular predicates to take animate dative subjects. For the second, it outlines the general idea that true stative predicates with an animate subject project a complex event structure with two animate participants — the Experiencer alias the Subject of State (X), and (...) the Subject of Evaluation (Y), whose role is to fix that the X is affected by the Stimulus (Z) during a time interval. The Stimulus (Z) is conceived as the Outer World or the Locus of State. X and Y can be different persons, if Y evaluates the stative spatiotemporal situation SZ from outside and concludes that some X  Y is cold, angry or disappointed during a time interval. If Kant’s project were successful then the lofty notion that humanity is always worthy of respect would be vindicated by pure practical reason. Further, this way of defending the ideal is supposed to reflect our autonomy, insofar as it (...) is always one’s own reason that demands that one treat humanity with respect. In this article, I consider what I take to be one of the most important and compelling attempts to defend the Kantian project. I draw the disappointing conclusion that this attempt does not succeed. The reasons this attempt fails shed some light on the difficulties facing any attempt to defend the Kantian project. (shrink)

The Centre for Society and Genomics (CSG) was established in 2004, funded by NGI (the Netherlands Genomics Initiative). Funding was continued in 2008. This report summarises the basic outcomes of almost a decade of interactive societal research, in close collaboration with the other centres of the NGI network. There are two reasons for presenting these results. First of all, at the end of this year, the CSG Next programme (2008-2013), encompassing more than 50 research projects conducted at 10 Dutch universities, (...) will be completed. Moreover, we are currently preparing ourselves for the years to come. The network of principal investigators, together with the research communities they represent and the societal and international networks they are involved in, have agreed to continue to work together, on the basis of mutual learning, transdisciplinary collaboration and collegial support. Notably, we offer our networks, experiences and expertise to help prepare the ground for promoting Responsible Research and Innovation (RRI) in the context of Horizon2020, together with our European colleagues. This report summarises what our type of research can achieve and how we want to continue our activities in the future. After a concise sketch of the life sciences landscape as it has evolved during the past seven decades or so, we explain how CSG came about and what kind of approach we have developed. Subsequently, we list our main results, notably in the form of project vignettes, so as to make the harvest of the CSG Next programme as tangible and concrete as possible. Finally, we explain how we see our role in the future. As is already indicated by the title: this is not merely a retrospective summary of our results (CSG harvest), but an invitation to readers (from academia, industry, policy and civil society) to reassemble and to optimally prepare ourselves for things to come, by strengthening and broadening our collaborative efforts, building on what we have achieved so far. I critically discuss Dale Jacquette’s Frege: A Philosophical Biography. First, I provide a short overview of Jacquette’s book. Second, I evaluate Jacquette’s interpretation of Frege’s three major works, Begriffsschrift, Grundlagen der Arithmetik and Grundgesetze der Arithmetik; and conclude that the author does not faithfully represent their content. Finally, I offer some technical and general remarks.

The project of growing meat artificially represents for some the next best thing to humanity. If successful, it could be the solution to several problems, such as feed- ing a growing global population while reducing the environmental impact of raising animals for food and, of course, reducing the amount and degree of animal cruelty and suffering that is involved in animal farming. In this paper, I argue that the issue of the morality of such a project has been (...) framed only in terms of the best conse- quences for the environment, animals, and humans, or in terms of deontic princi- ples. I argue that to appreciate how deep and difficult this issue is, it is necessary to consider it in terms of a virtue-oriented approach. Such an approach will reveal aspects that are not apparent, not contemplated by typical approaches, but are essen- tial to our understanding of the morality of lab-grown meat. As I argue, evaluating the issue from a virtue-oriented perspective suggests that the project of in vitro meat should not be supported because it stems from unvirtuous motivations. (shrink)

There is widespread consensus that the volatility, uncertainty, complexity, and ambiguity (VUCA) environment has contributed to the subpar quality of public sector service delivery in South Africa. Hence, the aim of this paper is to ascertain how the South African government can enhance service delivery in a VUCA world. This article presents a comprehensive study of a number of secondary literature sources. The author makes an effort to draw attention to knowledge gaps that might serve as the foundation for more (...) research in the future. The main finding is that for the South African government to provide good service in a VUCA environment, its employees must be proficient in Results-Based Monitoring and Evaluation, Strategic Planning, Programme and Project Management Methodology, and Change Management Methodology. There is a severe lack of empirical study on the delivery of public sector services in an environment characterized by VUCA. As a result, there is a need for more research on this topic. Specifically, in order to establish the effect that the VUCA environment has on the governments of emerging nations. The research will be beneficial to the governments of developing countries, notably South Africa, as well as to those who work in the field of public administration. (shrink)

This project considers whether and how research ethics can contribute to the provision of cost-effective medical interventions. Clinical research ethics represents an underexplored context for the promotion of cost-effectiveness. In particular, although scholars have recently argued that research on less-expensive, less-effective interventions can be ethical, there has been little or no discussion of whether ethical considerations justify curtailing research on more expensive, more effective interventions. Yet considering cost-effectiveness at the research stage can help ensure that scarce resources such as (...) tissue samples or limited subject popula- tions are employed where they do the most good; can support parallel efforts by providers and insurers to promote cost-effectiveness; and can ensure that research has social value and benefits subjects. I discuss and rebut potential objections to the consideration of cost-effectiveness in research, including the difficulty of predicting effectiveness and cost at the research stage, concerns about limitations in cost-effectiveness analysis, and worries about overly limiting researchers’ freedom. I then consider the advantages and disadvantages of having certain participants in the research enterprise, including IRBs, advisory committees, sponsors, investigators, and subjects, consider cost-effectiveness. The project concludes by qualifiedly endorsing the consideration of cost-effectiveness at the research stage. While incorporating cost-effectiveness considerations into the ethical evaluation of human subjects research will not on its own ensure that the health care system realizes cost-effectiveness goals, doing so nonetheless represents an important part of a broader effort to control rising medical costs. A joke is amusing if and only if it’s fitting to be amused by it; an act is regrettable if and only if it’s fitting to regret it. Many philosophers accept these biconditionals and hold that analogous ones obtain between a wide range of additional evaluative properties and the fittingness of corresponding responses. Call these the _fit–value biconditionals_. The biconditionals give us a systematic way of recognizing the role of fit in our ethical practices; they also serve as the bedrock (...) of various metaethical projects, such as fitting-attitude analysis of value and the ‘fittingness first’ approach. Yet despite the importance of the biconditionals, there is very little discussion of their proper interpretation. This paper argues that any plausible interpretation of the fit_–_value biconditionals must disarm several kinds of apparent counterexample. For instance, that an achievement is pride-worthy doesn’t imply it is fitting for me to take pride in it because the achievement might not be mine or that of anyone close to me; that a joke is amusing doesn’t imply it is fitting for me to be amused by it for six straight months; and that a person is loveable doesn’t imply it is fitting for me to love him romantically because that person might be my sibling. We consider possible responses to such counterexamples and develop what we consider the most promising interpretation of the biconditionals. The upshot is that certain widespread assumptions about fit and its relation to value and reasons should be reconsidered. (shrink)

The purpose of the paper is to determine the state of automotive corporations financial stability and to generalize the consequences of its violation for their activity and the global economy as a whole. Methods. The theoretical and methodological basis of the research is the scientific works in the field of corporate finance management and strategic development that studied analyzing and evaluating the financial stability of corporate companies, maintaining their financial stability in the medium and long term, official statistics data of (...) United Nations Conference on Trade and Development, financial statements of corporations Toyota Motor Corporation (Japan), Mercedes-Benz (Germany) and Tesla Motors (USA), own research results. The methodological basis of the study is a set of general scientific and special methods used to achieve the research goal: theoretical generalization, analysis and synthesis – in studying the content of scientific works on the research of financial stability of corporate companies and maintaining their financial stability; observation – to obtain primary information about the state of the world automotive market; the method of coefficient analysis and typing the situations – to assess the financial stability of automotive corporations; analytical – in determining the economic consequences of financial stability violation of automotive corporations; causation – to obtain final conclusions. Results. This article deals with the development of automotive industry in the world. The financial stability of leading automotive corporations is evaluated. The economic consequences of financial stability violation of automotive corporations are summarized. Financial strategies to improve the financial stability of automotive corporations are proposed. Practical value. The results of the study may be useful to the United Nations Conference on Trade and Development, the financial management of Toyota Motor Corporation, Mercedes-Benz and Tesla Motors. Value / originality – the state of financial stability of automotive corporations is determined and the consequences of its violation for their activity and the world economy as a whole are generalized. Further research should be directed towards the development of project measures to improve the financial stability of automotive corporations in the world. (shrink)

This solution holds significant potential for public sector efficiency, allowing government bodies to optimize their procurement strategies and reduce costs. Virtue theories have lately enjoyed a modest vogue in the study of argumentation, echoing the success of more far-reaching programmes in ethics and epistemology. Virtue theories of argumentation (VTA) comprise several conceptually distinct projects, including the provision of normative foundations for argument evaluation and a renewed focus on the character of good arguers. Perhaps the boldest of these is the pursuit of the fully satisfying argument, the argument that contributes to human flourishing. This project has an independently developed (...) epistemic analogue: eudaimonistic virtue epistemology. Both projects stress the importance of widening the range of cognitive goals beyond, respectively, cogency and knowledge; both projects emphasize social factors, the right sort of community being indispensable for the cultivation of the intellectual virtues necessary to each project. This paper proposes a unification of the two projects by arguing that the intellectual good life sought by eudaimonistic virtue epistemologists is best realized through the articulation of an account of argumentation that contributes to human flourishing. The principal aim of my thesis is to provide a unified theory of imagining, that is, a theory which aspires to capture the common nature of all central forms of imagining and to distinguish them from all paradigm instances of non-imaginative phenomena. The theory which I intend to put forward is a version of what I call the Agency Account of imagining and, accordingly, treats imaginings as mental actions of a certain kind. More precisely, it maintains that imaginings are mental (...) actions that aim at the formation of episodic representations, the content of which is directly determined by what we want them to represent. My defence of this version of the Agency Account happens in two stages. On the one hand, I try to show that it is both extensionally adequate and explanatorily illuminating with respect to those mental states or projects which are clear instances of either imaginative or non- imaginative phenomena. And on the other hand, I seek to demonstrate that the most plausible alternative to the Agency Account - namely the Cognitive Account according to which it is distinctive of imaginings that they are non-cognitive phenomena and thus to be contrasted with perceptions, judgements, and so on - is bound to fail as a unified theory of imagining. The dissertation contains five main parts. In the first, I specify in more detail what a unified account of imagining has to achieve and, in particular, which phenomena it is supposed to capture. The second part presents the Cognitive Account, thereby focussing on Brian O'Shaughnessy's sophisticated version of it while the third part is reserved for the evaluation and rejection of the Cognitive Account. In the fourth part, I develop my version of the Agency Account of imagining. And the fifth and last part is concerned with the accommodation of potential counterexamples to it. (shrink)

In this paper, we evaluate the project of resurgence of metaphysics based on the pecularity of the quantum domain, a project that is supported by some contemporary philosophers. Beyond the general arguments against scientific realism that are still applicable here, we show that this project is faced with the three following issues that, we believe, make it unrealizable: (a) the problem raised by the realistic interpretation of the wave function, as a description of a ‘concrete physical fact’ (...) of the independent reality; (b) the lack of any experimental counterpart of the (non-local) hidden variables quantum theories, and, in some cases, their incompatibility with the quantum predictions; and (c) the fact that the key-properties of quantum phenomena, like their non-locality, essentially depend on the observables that are used for their description and cannot then be assigned to any ‘independent’ reality. I distinguish (§1) two projects in modal epistemology—one about how we come to know modal truths, and one about why we have the ability so to come to know. The latter, I suggest, (§§2–3) is amenable to an evolutionary treatment in terms of general capacities developed to evaluate quotidian modal claims. I compare (§4) this approach to a recent suggestion in a similar spirit by Christopher Hill and Timothy Williamson, emphasizing counterfactual conditionals instead of quotidian modals; I argue that while (...) there are some reasons to prefer the quotidian modals approach, there are none favoring the Hill/Williamson counterfactual approach. I conclude (§5) with a suggestion that the remaining questions both approaches leave unanswered ought not to be too troubling. (shrink)

Similarly to other accounts of disease, Christopher Boorse’s Biostatistical Theory (BST) is generally presented and considered as conceptual analysis, that is, as making claims about the meaning of currently used concepts. But conceptual analysis has been convincingly critiqued as relying on problematic assumptions about the existence, meaning, and use of concepts. Because of these problems, accounts of disease and health should be evaluated not as claims about current meaning, I argue, but instead as proposals about how to define and use (...) these terms in the future, a methodology suggested by Quine and Carnap. I begin this article by describing problems with conceptual analysis and advantages of “philosophical explication,” my favored approach. I then describe two attacks on the BST that also question the entire project of defining “disease.” Finally, I defend the BST as a philosophical explication by showing how it could define useful terms for medical science and ethics. Several variants of Lewis's Best System Account of Lawhood have been proposed that avoid its commitment to perfectly natural properties. There has been little discussion of the relative merits of these proposals, and little discussion of how one might extend this strategy to provide natural property-free variants of Lewis's other accounts, such as his accounts of duplication, intrinsicality, causation, counterfactuals, and reference. We undertake these projects in this paper. We begin by providing a framework for classifying and assessing the variants (...) of the Best System Account. We then evaluate these proposals, and identify the most promising candidates. We go on to develop a proposal for systematically modifying Lewis's other accounts so that they, too, avoid commitment to perfectly natural properties. We conclude by briefly considering a different route one might take to developing natural property-free versions of Lewis's other accounts, drawing on recent work by Williams. (shrink)

The European project European and Latin American Systems of Ethics Regulation of Biomedical Research Project (EULABOR) has carried out the first comparative analysis of ethics regulation systems for biomedical research in seven countries in Europe and Latin America, evaluating their roles in the protection of human subjects. We developed a conceptual and methodological framework defining ‘ethics regulation system for biomedical research’ as a set of actors, institutions, codes and laws involved in overseeing the ethics of biomedical research on (...) humans. This framework allowed us to develop comprehensive national reports by conducting semi-structured interviews to key informants. These reports were summarised and analysed in a comparative analysis. The study showed that the regulatory framework for clinical research in these countries differ in scope. It showed that despite the different political contexts, actors involved and motivations for creating the regulation, in most of the studied countries it was the government who took the lead in setting up the system. The study also showed that Europe and Latin America are similar regarding national bodies and research ethics committees, but the Brazilian system has strong and noteworthy specificities. (shrink)

Praised as a panacea for resolving all societal issues, and self-evidently presupposed as technological innovation, the concept of innovation has become the emblem of our age. This is especially reflected in the context of the European Union, where it is considered to play a central role in both strengthening the economy and confronting the current environmental crisis. The pressing question is how technological innovation can be steered into the right direction. To this end, recent frameworks of Responsible Innovation (RI) focus (...) on how to enable outcomes of innovation processes to become societally desirable and ethically acceptable. However, questions with regard to the technological nature of these innovation processes are rarely raised. For this reason, this paper raises the following research question: To what extent is RI possible in the current age, where the concept of innovation is predominantly presupposed as technological innovation? On the one hand, we depart from a post-phenomenological perspective to evaluate the possibility of RI in relation to the particular technological innovations discussed in the RI literature. On the other hand, we emphasize the central role innovation plays in the current age, and suggest that the presupposed concept of innovation projects a techno-economic paradigm. In doing so, we ultimately argue that in the attempt to steer innovation, frameworks of RI are in fact steered by the techno-economic paradigm inherent in the presupposed concept of innovation. The purpose of the article is generalization of features of expediency of the creation of innovative parks in Ukraine. Practical output of the results consists in the discovered success factors of the activity of innovative parks in Ukraine in order to create new opportunities of innovation development of the country. Current organizational and functional system of innovative entrepreneurship of Ukraine is an imperfect, complex and by all indications, is in the process of formation. It is assumed that infrastructure of international (...) educational innovative hub can structurally corrected according to the area which operates a hub that is: stimulate the dialogue between academics, businessmen and government officials; provide an interactive exchange of explicit and implicit knowledge; generate shared vision on adaptation measures of dynamic environment. Evaluation of the results of scientific and pedagogical activities of working group of innovative hub should be made for following indicators: development of skills of teaching and research work; introducing of innovative approaches for practical individual activity; formation of innovative approaches for collective practical activity; working on the chosen scientific and methodological theme. Main advantage of proposed university innovative hubs is that laid all necessary foundations in order to high school could be as soon as effectively integrate the results of university, academic and sectoral sciences of Ukraine, well as advanced research results of scientific world community in the development and implementation of innovative projects and development innovation. In the Laws, Plato argues that legislation must not only compel, but also persuade. This is accomplished by prefacing laws with preludes. While this procedure is central to the legislative project of the dialogue, there is little interpretative agreement about the strategy of the preludes. This paper defends an interpretation according to which the strategy is to engage with citizens in a way that anticipates their progress toward a more mature evaluative outlook, and helps them grow into it. This (...) paper shall refer to this strategy as proleptic engagement. While the virtuous ways of life required by law are intimately connected to happiness, the preludes do not persuade by spelling out this connection. Rather, they persuade by telling citizens what they need to hear so that they can come to appreciate this connection for themselves, in the context of their own lives. While the preludes are many and varied, this paper argues that all preambular material can be understood as proleptic engagement. (shrink)

Standardized academic English is now understood to be rooted in histories and practices that are colonial, classist, nationalist, heteronormative, ableist, and sexist. Current teaching of academic English carries an ethos of making practices of research writing accessible to students from marginalized backgrounds through explicit attention to language patterns and genre structures. In the context of both ideological critique and explicit pedagogy, I discuss three pragmatic elements of research writing—positionality, citation, and evaluation—with examples from one of my courses. I present (...) these elements and my approach to teaching them as a practice that is attentive to both details of published scholarship and students’ agency and intentionality in shaping their own writing projects, claims, and arguments. My work is framed by a functional approach to grammar where grammar is not interesting as a standardized apparatus but as a code that provides a range of options for producing performative effects. This article evaluates the theoretical and practical grounds of recent debates around Christoph Cox’s realist project of a ‘sonic materialism’ by returning to Gilles Deleuze, a key theoretical resource for Cox. It argues that a close engagement with Deleuze’s work in fact challenges many of the precepts of Cox’s sonic materialism, and suggests a rethinking of materialism in the context of music. Turning to some aspects of Deleuze’s work neglected by Cox, the ‘realist’ ontological inquiry Cox affirms is challenged (...) through the ‘onto-ethology’ that Deleuze and Félix Guattari develop in their A Thousand Plateaus, with this diversely constructive theory of relations explicated through musical examples from John Cage and Pauline Oliveros. To conclude, this article suggests that Deleuze can indeed be understood as subscribing to a materialism, but a materialism that is practical rather than doctrinal. (shrink)
