El presente texto presenta los resultados de un estudio exploratorio de las interacciones entre el sistema de gobernanza y de los actores como causa de la contaminación del arroyo de San Basilio de Palenque en Colombia. Lo anterior, a partir de la validación de la metodología de enfoque de sistemas socio-ecológicos como método de caracterización de conflictos ambientales con impactos culturales.

Este capítulo de libro argumenta que la formulación de estrategias de adaptación en el caso de Cartagena necesita adoptar una visión integral de la resiliencia ante los impactos económicos y sociales de los riesgos climáticos. Para lograrlo, el sector privado y público tienen que integrar a la comunidad afectada, sin apartarse del contexto y respaldando el desarrollo de las capacidades sostenibles, la implementación sólida de proyectos, así como la sostenibilidad de las estrategias de adaptación climática. The purpose of this paper is to provide a new system of logic for existence and essence, in which the traditional distinctions between essential and accidental properties, abstract and concrete objects, and actually existent and possibly existent objects are described and related in a suitable way. In order to accomplish this task, a primitive relation of essential identity between different objects is introduced and connected to a first order existence property and a first order abstractness property. The basic idea is (...) that possibly existent objects are completely determinate and that essentially identical objects are just different individuations of the same individual essence. Accordingly, essential properties are defined as properties that are invariant with respect to this kind of identity, while abstract objects are determined by being characterized by essential properties only. The strong law of large numbers and considerations concerning additional information strongly suggest that Beauty upon awakening has probability 1/3 to be in a heads-awakening but should still believe the probability that the coin landed heads in the Sunday toss to be 1/2. The problem is that she is in a heads-awakening if and only if the coin landed heads. So, how can she rationally assign different probabilities or credences to propositions she knows imply each other? This is the problem (...) I address in this article. The aim of this essay is twofold. First, it outlines the concept of ontological frame. Secondly, two models are distinguished on this structure. The first one is connected to Kant’s concept of possible object and the second one relates to Leibniz’s. Leibniz maintains that the source of possibility is the mere logical consistency of the notions involved, so that possibility coincides with analytical possibility. Kant, instead, argues that consistency is only a necessary component of possibility. According to Kant, something is (...) possible if there is a cause capable of bringing it into existence; to this end consistency alone is not sufficient. Thus, while the Leibnizian notion of consistency is at the root of the concept of analytical possibility, the Kantian notion of possibility is the source of real possibility. This difference plays an important role in the discussion of Gödel’s ontological proof, which can be formally interpreted on the ontological frame of the pure perfections. While this proof, under some emendation condition, is conclusive in the context of Leibniz’s ontological model, it is not so within the Kantian one. Cantor’s proof that the powerset of the set of all natural numbers is uncountable yields a version of Richard’s paradox when restricted to the full definable universe, that is, to the universe containing all objects that can be defined not just in one formal language but by means of the full expressive power of natural language: this universe seems to be countable on one account and uncountable on another. En este artículo describo la forma de trabajar de Newton ante los textos descubiertos en la segunda mitad del siglo xx. Tradicionalmente se ha asociado a Newton con la metodología cartesiana, sin embargo, esto es una equivocación cronológica. Si bien la mecánica clásica es posible identificarla con el mecanicismo y también con el mecanicismo cartesiano, el sistema que desarrolla Newton tiene otros objetivos. El más importante es probar la magnificencia de Dios. Considero que los objetivos y la metodología de Newton (...) son exactamente lo opuesto a Descartes, ya que para Descartes la ciencia parte de los principios a priori, mientras que Newton considera que la ciencia parte de la experimentación. En este artículo expongo las críticas que presenta George Berkeley, filósofo y Obispo de Cloyne, a la noción de fluxón que Newton introduce en su desarrollo delcálculo fluxional. En su propuesta Isaac Newton considera que se puede hablar dedos tipos de puntos: los puntos sin dimensiones y aquellos que surgen del movimiento y que pueden tener alguna clase de medida/magnitud/métrica, es gracias a la existencia de estos últimos que Newton puede realizar el cálculo de la fluxión aun cuando al final (...) del procedimiento, vuelva a considerarlo como un punto sin dimensiones. Una vez expuesta la propuesta de Newton sobre las fluxiones,presentaré la crítica de Berkeley a diversos elementos tanto conceptuales como metodológicos del trabajo de su predecesor, Finalmente ofreceré algunas conclusiones acerca de la validez de las críticas del obispo de Cloyne a Newton. -/- . The traditional use of conventional media by businesses for audience targeting has shifted with the rise of influencer marketing, notably on platforms like TikTok, posing challenges in content adaptation and technological adaptation. Albert Bandura's Social Cognitive Theory examines factors shaping purchasing behavior, particularly relevant for young professionals. A quantitative correlational study focused on young professionals engaging with TikTok and influenced by Filipino TikTok creators, revealing education level as a key determinant of purchasing behavior. Extended TikTok engagement positively correlates with increased (...) purchasing likelihood. Filipino TikTok influencers significantly impact young professionals' purchasing decisions, emphasizing the need for tailored marketing strategies targeting this demographic. La Hipótesis del Continuo (HC) es la suposición de que dado el primer transfinito, ℵ0 , el cardinal de los naturales; el siguiente cardinal, ℵ1 , es el cardinal de los números reales. La Hipótesis Generalizada del Continuo es que dado un transfinito ℵn , el siguiente transfinito es el conjunto potencia de dicho transfinito ℵn+1 = P(ℵn). Desde la teoría intuitiva de conjuntos cantoriana se ha tratado conocer si en dicha teoría se sigue HC. Sin embargo Cantor no pudo (...) probar HC. Tiempo después Gödel y Cohen probarán que HC es independiente a la teoría de conjuntos ZF ó ZFC, si se acepta eleccíon. Después del trabajo de Cohen, Gödel planteo un programa para extender, axiomáticamente, ZFC con el cual se pudiera conocer sí en ZFC HC se sigue, o se sigue ¬HC. Hoy en día aun se desconoce una extensíon HC ó ¬HC en ZFC. Gutiérrez plantea que de hecho posiblemente hoy en día no hay extensíon axiomática filosóficamente adecuada que pueda determinar si en ZFC se sigue HC ó ¬HC. Desde la perspectiva de Gutiérrez, dado que no existe una extensíon adecuada en ZFC para determinar HC, se puede decir que HC es absolutamente indecidible. Esta conferencia se tratará de entender los conceptos de absoluta indecidibilidad planteada por Gutiérrez, el porqué considera que sucede esto con respecto a HC en ZFC y algunas posibles soluciones que podrían explorarse. Con respecto a 1) si bien se puede justificar un método con la experiencia sensible, este no dejara este ámbito y no es posible pasar a las matemáticas con este metodo. Con respecto a 2) Dios es una fuente de justificación posbile para la época, sin embargo (...) en Newton se convierte en un poder activo que se contrapone a otras fomas de entender a Dios como garante de las leyes, más no como un poder que intervenga en el mundo. Se puede considerar que Berkeley y Hume son antecedentes filosóficos del Formalismo Matemático. Ambos sostienen una visión instrumentalista y no-realista de las matemáticas. En la conferencia se explora las diferencias y similitudes de ambos autores, así como el porque se les puede considerar ser antecesores del Formalismo.

The aim of this paper is to explore what insights relevant logics may provide for the understanding of literary fictional narrative. To date, hardly anyone has reflected on the intersection of relevant logics and narratology, and some could think that there is good reason for it. On the one hand, relevance has been a prominent issue in pragmatics, in the tradition of Grice, and Sperber and Wilson; thus framed, relevance is highly context-sensitive, so it seems unsuitable for formal analysis. On (...) the other hand, the very idea of a logic of narrative has been criticized, arguing that logic brings to a stasis the time of human action (Ricœur, II: 29-60), or that its emphasis on rules misses the creative, unpredictable character of literature (De Man)... First, I will briefly introduce relevant logics, with an eye to showing their interest for narratological concerns, rather than to here providing a coherent (let alone comprehensive) survey. Secondly, lest I get drawn into purely abstract discussion, I will analyse several stories in order to give some instances of the kind of topics congenial to narratology that may be addressed with a relevantist toolkit. Thirdly (and lastly), I will expand in more theoretical fashion on certain issues raised in the second section and bring them into connection with pragmatic relevance theory. (shrink)

The Monist’s call for papers for this issue ended: “if formalism is true, then it must be possible in principle to mechanize meaning in a conscious thinking and language-using machine; if intentionalism is true, no such project is intelligible”. We use the Grelling-Nelson paradox to show that natural language is indefinitely extensible, which has two important consequences: it cannot be formalized and model theoretic semantics, standard for formal languages, is not suitable for it. We also point out that object-object mapping (...) theories of semantics, the usual account for the possibility of non intentional semantics, doesn’t seem able to account for the indefinitely extensible productivity of natural language. We model infinite regress structures -not arguments- by means of ungrounded recursively defined functions in order to show that no such structure can perform the task of providing determination to the items composing it, that is, that no determination process containing an infinite regress structure is successful.

We separate metaphysical from epistemic questions in the evaluation of models, taking into account the distinctive functions of models as opposed to theories. The examples a\are very varied.

In this article, we propose the Fair Priority Model for COVID-19 vaccine distribution, and emphasize three fundamental values we believe should be considered when distributing a COVID-19 vaccine among countries: Benefiting people and limiting harm, prioritizing the disadvantaged, and equal moral concern for all individuals. The Priority Model addresses these values by focusing on mitigating three types of harms caused by COVID-19: death and permanent organ damage, indirect health consequences, such as health care system strain and stress, as well as (...) economic destruction. It proposes proceeding in three phases: the first addresses premature death, the second long-term health issues and economic harms, and the third aims to contain viral transmission fully and restore pre-pandemic activity. -/- To those who may deem an ethical framework irrelevant because of the belief that many countries will pursue "vaccine nationalism," we argue such a framework still has broad relevance. Reasonable national partiality would permit countries to focus on vaccine distribution within their borders up until the rate of transmission is below 1, at which point there would not be sufficient vaccine-preventable harm to justify retaining a vaccine. When a government reaches the limit of national partiality, it should release vaccines for other countries. -/- We also argue against two other recent proposals. Distributing a vaccine proportional to a country's population mistakenly assumes that equality requires treating differently situated countries identically. Prioritizing countries according to the number of front-line health care workers, the proportion of the population over 65, and the number of people with comorbidities within each country may exacerbate disadvantage and end up giving the vaccine in large part to wealthy nations. We propose certain clases that seem unable to form a completed totality though they are very small, finite, in fact. We suggest that the existence of such clases lends support to an interpretation of the existence of proper clases in terms of availability, not size.

This paper presents the Obstetric and Neonatal Ontology (OntONeo). This ontology has been created to provide a consensus representation of salient electronic health record (EHR) data and to serve interoperability of the associated data and information systems. More generally, it will serve interoperability of clinical and translational data, for example deriving from genomics disciplines and from clinical trials. Interoperability of EHR data is important to ensuring continuity of care during the prenatal and postnatal periods for both mother and child. As (...) a strategy to advance such interoperability we use an approach based on ontological realism and on the ontology development principles of the Open Biomedical Ontologies Foundry, including reuse of reference ontologies wherever possible. En este segundo documento nos ocupamos del aborto realizado por motivos terapéuticos o, dicho más brevemente, del aborto terapéutico. En la Argentina, el aborto plantea serios desafíos para la salud pública, ya que, pese a estar prohibido, se practica de forma clandestina y, muchas veces, insegura, poniendo en riesgo la vida y la salud de las mujeres. Por esta razón, creemos que la sociedad y el Estado deben debatir este problema y encontrar soluciones que resguarden los derechos de las mujeres. (...) El artículo 86, inciso 1, del Código Penal argentino expresamente despenaliza el aborto cuando corre peligro la vida o la salud de la mujer. En estos casos, se habla de aborto terapéutico. Esta disposición legal no suele aplicarse ni por los médicos ni por los profesionales que trabajan en la justicia, ya sea por desconocimiento o por razones ideológicas. Más aún, en muchos casos, las interpretaciones del Código Penal se apartan de su letra y restringen arbitrariamente su aplicación. Por estas razones, nos parece importante analizar este problema y proveer información sobre los aspectos legales y éticos involucrados en el aborto terapéutico en la Argentina. Este documento comienza con el relato de un caso hipotético, elaborado a partir de experiencias reales, con el objetivo de acercar al público a una situación concreta. Intercaladas en el cuerpo del relato, se desarrollan algunas reflexiones acerca de las implicaciones médicas, éticas y legales del caso. A continuación, se presenta un apartado referido al marco legal en el que se deben encuadrar los casos de aborto no punible. El documento sigue con una serie de breves recomendaciones destinadas tanto a los profesionales que trabajan en el sistema judicial como a los profesionales de la salud. Por último, se incluye un apéndice que contiene los principios que rigen la interpretación en materia penal y el glosario médico y legal, donde se pueden buscar las palabras resaltadas a lo largo del documento. Electronic health records (EHRs) serve as repositories of documented data collected in a health care encounter. An EHR records information about who receives, who provides the health care and about the place where the encounter happens. We also observe additional elements relating to social relations in which the healthcare consumer is involved. To provide a consensus representation of common data and to enhance interoperability between different EHR repositories we have created a solution grounded in formal ontology. Here, we present how (...) an ontology for the obstetric and neonatal domain deals with these general elements documented in health care encounters. Our goal is to promote the interoperability of information among EHRs created in different specialties. To develop our ontology, we used two main approaches: one based on ontological realism, the other based on the principles of the OBO Foundry, including reuse of reference ontologies. (shrink)

Abstract The distinction between conceptual and nonconceptual contents clearly has consequences for the configuration of the world of humans as well as for the possibility of attributing thought, in the strict sense, to systems and nonhuman organisms. With the aim of clarifying such a distinction, the following paper poses a basic notion of mental state and, especially, a clear definition of concept, along with the fundamental features of the states in which concepts occur. The conclusion of the paper is that (...) we have good and enough reasons to speak of conceptual and nonconceptual contents instead of more-or-less conceptual concepts. We describe the rationale for an application ontology covering the domain of human body fluids that is designed to facilitate representation, reuse, sharing and integration of diagnostic, physiological, and biochemical data, We briefly review the Blood Ontology (BLO), Saliva Ontology (SALO) and Kidney and Urinary Pathway Ontology (KUPO) initiatives. We discuss the methods employed in each, and address the project of using them as starting point for a unified body fluids ontology resource. Despite the importance of human blood to clinical practice and research, hematology and blood transfusion data remain scattered throughout a range of disparate sources. This lack of systematization concerning the use and definition of terms poses problems for physicians and biomedical professionals. We are introducing here the Blood Ontology, an ongoing initiative designed to serve as a controlled vocabulary for use in organizing information about blood. The article at hand is an attempt to clarify some misunderstandings and non-logical conclusions that some scholars have arrived to in regards to the authorship and chronology found in the book of Daniel. Also, it appears that there is not a clear understanding of the roles played by Cyrus and Darius as co-regents of the Medopersian empire. In addition, many scholars attribute the second part of Daniel (chapters 7-12) to a pseudo Daniel from the 2nd century b.C. ABSTRACT: In this text, we are going to try to introduce a few brief notes - without excessive pretensions -, concerning those things that, from a historical and also from an intellectual and point of view, surround the figures of Robert Owen, Fourier or Saint Simon. Certainly, intellectually, our sources do not let us notice a very specific influence on the "utopian socialists" of the 19th Century. It will be very difficult to find historical evidence. However, what we can do (...) is to assume the French Revolution of 1789 as a turning point for the radical traditions, both British and Continental, to introduce Romanticism as the real source from which the utopian nineteenth-century thought was derived from. Then, Romanticism is where we will be able to read something about Robert Owen. Likewise, we will approach a very succinct reading of paleo-socialism, focusing on the context of the British Islands where the Industrial Revolution took place to become another great event in the lifetime of the "utopian socialists". We call for a new philosophical conception of models in physics. Some standard conceptions take models to be useful approximations to theorems, that are the chief means to test theories. Hence the heuristics of model building is dictated by the requirements and practice of theory-testing. In this paper we argue that a theory-driven view of models can not account for common procedures used by scientists to model phenomena. We illustrate this thesis with a case study: the construction of one of (...) the first comprehensive model of superconductivity by London brothers in 1934. Instead of theory-driven view of models, we suggest a phenomenologically-driven one. (shrink)

El Foro Global de Bioética en Investigación (GFBR por sus siglas en inglés) se reunió el 3 y 4 de noviembre en Buenos Aires, Argentina, con el objetivo de discutir la ética de la investigación con mujeres embarazadas. El GFBR es una plataforma mundial que congrega a actores clave con el objetivo de promover la investigación realizada de manera ética, fortalecer la ética de la investigación en salud, particularmente en países de ingresos bajos y medios, y promover colaboración entre países (...) del norte y del sur.a Los participantes en el GFBR provenientes de Latinoamérica incluyeron a eticistas, investigadores, miembros de comités de ética y representantes de autoridades sanitarias provenientes de Argentina, Brasil, Chile, Colombia, Ecuador, El Salvador, Guatemala, Honduras, Panamá, Perú, Nicaragua y la República Dominicana. Una legítima preocupación por la protección de las mujeres embarazadas y sus embriones o fetos ha llevado a la mayoría de los países de la Región de las Américas a limitar la realización de estudios con mujeres embarazadas exclusivamente a aquellos estudios específicos sobre el embarazo, y a requerir la exclusión sistemática de las mujeres embarazadas o de las mujeres que quedan embarazadas en el curso del estudio. Ciertamente, a lo largo de la historia de la ética de la investigación, se ha creído erróneamente que proteger a una población es sinónimo de excluirla de los estudios. Se sabe ahora que proceder así implica exponer a riesgos mucho mayores a la población que se busca proteger. El embarazo implica cambios fisiológicos sustantivos e impacta profundamente la manera como el cuerpo metaboliza los medicamentos. Sin embargo, por evitar hacer investigación con mujeres embarazadas, no se ha producido la evidencia científica necesaria para tomar decisiones sobre tratamientos e intervenciones preventivas con dosis eficaces y seguras para ellas y sus embriones o fetos. A manera de ilustración, en el 2001 había en los Estados Unidos apenas más de una docena de medicamentos aprobados para uso en el embarazo (1) y en el 2011 la Food and Drug Administration (FDA) aprobó por primera vez en 15 años un medicamento para su uso en el embarazo (2). Como consecuencia de no haber producido la evidencia necesaria, se pone en riesgo la salud de las mujeres embarazadas cada vez que se les da atención médica. Las mujeres embarazadas se enferman y las mujeres enfermas se embarazan, y no se sabe si los medicamentos que se les da son eficaces o siquiera seguros para ellas y sus embriones o fetos. (shrink)

El presente estudio ofrece una interpretación de naturaleza ontológica a uno de los fenómenos más divulgados recientemente por los medios informativos de comunicación: la displicencia de los sujetos al seguimiento de normas sociales. El trabajo se centra, especialmente, en los casos en los que se asume que la indiferencia a las normas tiene como causa la condición del privilegiado social. Argumenta que la inobservancia a las normas, más que ser un asunto de desigualdad social, es la sintomatología de importantes hendiduras (...) en la ontología de la realidad social. Así, tres partes conforman este trabajo. En la primera se describen algunos casos que, desde los medios de comunicación, se presentan como representativos en la inobservancia a las normas sociales, especialmente, aquellos que son interpretados como un asunto de abuso de privilegio social. En la segunda parte, a partir de algunos trabajos de John Austin, Ulises Moulines y Gottlob Frege, se presenta una concepción de normas sociales, y su valor para la construcción de la ontología social. En la tercera parte, desde la propuesta del filósofo John Searle, se describen algunos rasgos esenciales de la ontología de la realidad social. Se concluye que el no seguimiento de las normas sociales socava los modos de existencia de la realidad social, y que los casos interpretados por los medios de comunicación como asunto de desigualdad social, requieren una interpretación que tenga en cuenta la estructura de la realidad social. Revision operation is the consistent expansion of a theory by a new belief-representing sentence. We consider that in a paraconsistent setting this desideratum can be accomplished in at least three distinct ways: the output of a revision operation should be either non-trivial or non-contradictory (in general or relative to the new belief). In this paper those distinctions will be explored in the constructive level by showing how the remainder sets could be refined, capturing the key concepts of paraconsistency in a (...) dynamical scenario. En el presente texto se aborda la discusión entre economistas y abogados acerca del control judicial en aspectos económicos con el propósito de mostrar el carácter democrático de éste. El análisis contendrá tres partes: (i) contextualización del debate a partir del principio de distribución de poderes; (ii) planteamiento del debate a partir de dos lecturas de la Constitución de 1991, ya sea que se enfatice en el liberalismo clásico contenido en la carta o en lo “social” del Estado Social de (...) Derecho de la misma; (iii) por último, se abordarán algunas de las principales críticas al control constitucional en cuestiones económicas, así como el análisis de la legitimidad y conveniencia de dicho control. En esta última parte se hará especial énfasis en la objeción de que la intervención judicial en la economía sería antidemocrática y la respuesta que a la misma puede plantearse. (shrink)

Existen diversos tipos de realismo matemático. Desde una perspectiva filosófica, en la mayoría de los casos, los realistas asumen algunas o todas de las siguientes tesis: 1) Existen los objetos matemáticos; 2) Los objetos matemáticos son abstractos y 3)Los objetos matemáticos son independientes a agentes, lenguajes y prácticas. En este trabajo discutiré algunos problemas con respecto al tercer punto, referente a la independencia entre el lenguaje y los objetos matemáticos. La independencia del lenguaje implica que, sin importar el lenguaje que (...) se utilice, el objeto matemático será el mismo. En mi opinión, se puede problematizar esta idea de independencia; y para mostrar esto presentaré algunos ejemplos en los sistemas de numeración indoarábigo y romano, en los que el lenguaje parece incidir en el entendimiento y las operaciones aritméticas de los números naturales. Con esto se abre la puerta a otras maneras posibles de entender la relación entre los pretendidos objetos matemáticos y los lenguajes que los describen. (shrink)
