In the management of biomedical data, vocabularies such as ontologies and terminologies (O/Ts) are used for (i) domain knowledge representation and (ii) interoperability. The knowledge representation role supports the automated reasoning on, and analysis of, data annotated with O/Ts. At an interoperability level, the use of a communal vocabulary standard for a particular domain is essential for large data repositories and information management systems to communicate consistently with one other. Consequently, the interoperability benefit of selecting a particular O/T as a (...) standard for data exchange purposes is often seen by the end-user as a function of the number of applications using that vocabulary (and, by extension, the size of the user base). Furthermore, the adoption of an O/T as an interoperability standard requires confidence in its stability and guaranteed continuity as a resource. (shrink)

This paper aims to show how Paul Ricoeur's hermeneutics, namely in the specificity of the Conflict of interpretations category, is a fruitful resource in the constitution of Women's Studies as well as to legitimize the need for its full integration in the canons of humanistic knowledge. In general, they continue to ignore the immense body of knowledge and perspectives that Women's Studies have produced in recent decades. In this sense, it begins by presenting the general features of the hermeneutic problematic (...) and the theme of Conflict of Interpretations, and then showing its proven contribution to the development of Women's Studies and defending its possible contribution to enhancing their integration into canons. This paper presents the Obstetric and Neonatal Ontology (OntONeo). This ontology has been created to provide a consensus representation of salient electronic health record (EHR) data and to serve interoperability of the associated data and information systems. More generally, it will serve interoperability of clinical and translational data, for example deriving from genomics disciplines and from clinical trials. Interoperability of EHR data is important to ensuring continuity of care during the prenatal and postnatal periods for both mother and child. As (...) a strategy to advance such interoperability we use an approach based on ontological realism and on the ontology development principles of the Open Biomedical Ontologies Foundry, including reuse of reference ontologies wherever possible. Electronic health records (EHRs) serve as repositories of documented data collected in a health care encounter. An EHR records information about who receives, who provides the health care and about the place where the encounter happens. We also observe additional elements relating to social relations in which the healthcare consumer is involved. To provide a consensus representation of common data and to enhance interoperability between different EHR repositories we have created a solution grounded in formal ontology. Here, we present how (...) an ontology for the obstetric and neonatal domain deals with these general elements documented in health care encounters. Our goal is to promote the interoperability of information among EHRs created in different specialties. To develop our ontology, we used two main approaches: one based on ontological realism, the other based on the principles of the OBO Foundry, including reuse of reference ontologies. (shrink)

O problema da naturalização da consciência se coloca como uma forma de consumação de um projeto de psicologia como uma ciência natural da mente que abranja todas as dimensões do que se considera como constituindo o mental. O principal paradigma para um tal projeto é fornecido hoje em dia pelo programa interdisciplinar de investigação que veio a ser denominado, coletivamente, como Ciência Cognitiva. Entretanto, mesmo com os seus avanços, que se destacam na interação das áreas da Filosofia, Psicologia, Biologia, Neurociência, (...) Etologia, Antropologia, Inteligência Artificial, Comunicação e Sociologia, o tradicional problema mente-corpo se coloca então na forma de um déficit explicativo, que se deve a uma lacuna entre os dados das estruturas neuronais ou estados cerebrais e os conteúdos da introspecção ou fenômenos da consciência. Uma vez que estes continuam a requerer melhor elucidação, a Ciência Cognitiva desenvolveu um projeto de naturalização da fenomenologia. Nesse contexto, a presente pesquisa teórica teve como objetivo uma análise das principais dimensões em que emerge e se expressa o problema concernente à chamada lacuna explicativa ¿ o qual tende a ensejar as propostas contemporâneas de naturalização da consciência ¿ culminando em uma reflexão sobre a possibilidade de uma revisão do referido problema a partir de uma via alternativa de fundamentação dos fenômenos da consciência mediante a filosofia merleau-pontyana. Esta imagen fusionada de la grandeza de Antígona la acaba dañando, y tampoco ayuda a una interpretación y auto-interpretación apropiada de la mujer, o bien a la elucidación de sus roles sociales y de género en la modernidad naciente. Apartándose estrictamente de esta imagen mezclada, en la Filosofía del derecho Hegel ha ofrecido una imagen comprensible hasta el día de hoy, y en muchos sentidos aún relevante, acerca de los diferenciados roles sociales y de género, adecuados a las expectativas de la incipiente sociedad moderna, o bien acerca de una correspondiente auto-interpretación y autodeterminación para la mujer de la modernidad naciente. La mujer comparte del mismo modo con el hombre la orientación subjetiva-normativa en la actitud práctica: ella debe apropiar y ejercitar correctamente sus roles sociales y de género. Pero todas estas expectativas se encuentran muy alejadas de la grandeza de Antígona. Con ello Hegel abrió una perspectiva a través de su comprensión de la fragilidad de la existencia humana en la modernidad, en medio de la cual mujeres y hombres cuestionamos cada vez el sentido de nuestra propia existencia. En esta modernización y cambios permanentes, los museos necesitan aplicar calidad en su gestión incorporando criterios de control y evaluación para obtener los mejores resultados. El desarrollo del presente trabajo estará enfocado en el análisis de la gestión de calidad en las instituciones museísticas. Considerando que los modelos de calidad son un referente de la gestión, la investigación estará dirigida a la determinación de si es aplicable el modelo iberoamericano de gestión en los museos. Este modelo de excelencia en gestión (...) fue desarrollado a partir de la iniciativa de la Fundación Iberoamericana para la Gestión de la Calidad (Fundibeq) y reúne la opinión de países de América y Europa. Constituye una guía que posibilita a las organizaciones medir el grado de avance respecto a las variables que integran el modelo y, en ese marco, definir acciones que permitan cubrir la brecha entre el modelo y la realidad organizacional. La investigación se enfoca en analizar su aplicabilidad a los museos como unidades complejas, con misiones específicas, en proceso de importante transformación cualitativa y la medida que contribuye a enriquecer su gestión. Para ello se realizó en una primera instancia una revisión bibliográfica respecto de la concepción de museo, calidad y gestión organizacional. Posteriormente, se efectuó la investigación sobre la base de entrevistas a los directores de los museos seleccionados. Desde el punto de vista metodológico formal –para la elección de la muestra y siguiendo a Dillon – se usó un tipo de muestreo no probabilístico denominado muestra de criterio que consiste en la selección de determinados encuestados para que participen en el estudio. La selección busca satisfacer las necesidades concretas de la investigación para lo que se incluyeron en la muestra los principales museos montevideanos públicos y privados que representan 27% del total. El trabajo se divide en cuatro apartados. El primero muestra una revisión de la bibliografía al respecto de la gestión y su aplicabilidad en los museos y, en el segundo, se presentan distintos modelos de gestión de calidad haciendo hincapié en el modelo iberoamericano de gestión. En la tercera parte del trabajo se desarrolla la investigación empírica y en la cuarta se exponen las conclusiones de la investigación. (shrink)

El presente artículo analiza la técnica del fracking como una solución a la problemática que en materia hidrocarburos se había dado en las últimas dos décadas, y los impactos negativos que conlleva para la salud y el ambiente. Se plantea como solución la aplicación del principio de precaución que le permite al Estado actuar ante una situación de riesgo e incertidumbre. La metodología escogida fue de corte analítico-deductivo a partir de la normatividad vigente y de los postulados teóricos de algunos (...) autores que son referentes en la materia. Como resultados se presentan algunas reflexiones que invitan a considerar la aplicación de este principio, hasta tanto no se tengan estudios suficientes que garanticen que esta práctica preservará el ambiente y no afectará la salud humana. Hay en ello un doble motivo de reflexión: por un lado, se trata de distinguir los sentidos de la crítica y los de la transformación científica de la metafísica tanto en Kant como en Hegel, y, por otro lado, de concebir el inicio [Anfang] y el principio [Prinzip] de la Lógica como dos modos de relación que permitirían hacer (...) tal distinción aunque únicamente de manera introductoria. El inicio de esta Lógica es así el primer fin de un círculo que vuelve a abrirse; anverso del límite, o estudio lógico de reverso fenomenológico; unidad de un carácter genitivo doble ‒de la Ciencia de la conciencia y del Concepto de la Ciencia‒, que hace del saber puro el fin del inicio fenomenológico, y al mismo tiempo el inicio de su propia exposición. Inicio inmanente al desarrollo de la Ciencia y que es por lo tanto un momento de saber-puro-ser. In this paper, we discuss the problems of Tohoku earthquake in terms of engineering ethics. But as“engineers,”we also count seismologists. This is because, simply thinking, the recent disaster is partially attributable to seismologists. Through the discussion, including an overview of the earthquake, we reach the conclusion endorsing the abolition of nuclear power plants.

The partnership between Microsoft Corporation and UNHCR was launched to help the victims of the Kosovo crisis, at the same time as the Bill and Melinda Gates Foundation gained momentum, and in particular, at the same time as Microsoft experienced a decrease in stock value. This case study sheds light on a decade of Microsoft Corp. efforts to align business (...) objectives with refugee aid, by use of corporate expertise and company revenues. As a leader in technology and corporate citizenship, can Microsoft bridge the digital divide for the disadvantaged and arouse the unlimited potential of tomorrow’s leaders, as the company claims in its communications? Is the partnership beneficial to UNHCR, in line with corporate objectives of “doing big things” and “doing good”? (shrink)

In this paper, I discuss from a philosophical viewpoint the so-called radiation problem that resulted from the Fukushima Daiichi Nuclear Power Station accident after the Great East Japan Earthquake in 2011. The starting point lies in the conceptual distinction between “damage due to radiation” and “damage caused by avoiding radiation.” We can recognize the direct “damage due to radiation” in Fukushima as not serious based on the empirical data so that I focus upon the problem of the “damage (...) caused by avoiding radiation,” particularly the damage due to evacuation actions. Actually, evacuation actions caused more refugees to die of suicide and diseases than supposed. Obviously, there is a practical problem on whether the forceful and emergent evacuationwas needed. In addition, I will point out that some people psychologically had negative feelings about the radiation problem altogether, for example, absurdity, discomfort, anxiety, or distrust, where some of them tend to twistedly solve those by giving moral censure to people and the product in affected areas. This brought about serious harm to people in Fukushima. I will interpret some people’s careless adoption of precautionary principle and their misunderstanding of the legal standard in radiation protection as being latent in this tragedy. (shrink)

Marie Oldfield, Pro Bono Economics & Refugee Council. Over half the total applications for asylum the UK receives each year are initially rejected, yet nearly a third of these initial rejections are subsequently overturned on appeal. This process that fails to get decisions right first time imposes significant costs, not just on the applicants themselves, but also more widely on UK taxpayers. Asylum seekers are not entitled to welfare benefits nor employment except in some limited cases, and are often (...) placed in unsuitable conditions with lack of appropriate support to prepare their case for asylum. These unfortunate circumstances mean that they are unable to gather and present all the required evidence first time, even when the case for asylum is legitimate. As a result, the application is rejected and thus begins a cycle of appeals that might eventually lead to a successful outcome for the asylum seeker but will, in the process, burden the taxpayer with unnecessary administrative cost and cause the asylum seeker needless distress and prevent them from accessing suitable economic opportunities. • Our study estimates that there are approximately 4,000 initial rejections that are successfully appealed each year and, with each appeal incurring direct administrative costs of around £1,000, the price tag of incorrect initial decisions adds up to a hefty £4 million per year in unnecessary administrative costs alone. • There are other costs, too, that negatively impact asylum seekers and taxpayers, albeit in a more indirect manner. The longer the appeals process is dragged out, the more delay there is to successful asylum seekers entering the labour market which means lost economic activity and forgone tax revenue for the Exchequer. Long periods of unemployment also result in skills attrition and lower the probability of the asylum seeker successfully entering the labour market in the future. • A lengthy appeals process heightens stress and worsens mental health in asylum seekers, a group arguably already more vulnerable on this front. Unnecessary human suffering aside, there is also a monetary cost borne by the taxpayer should NHS mental health services become involved. Thus, there is a pressing and viable case for providing asylum seekers a stable environment in which to complete their applications for asylum. This would increase the likelihood of reaching correct decisions in the first instance, avoid unnecessary administrative costs of an arduous appeals process, enable successful asylum seekers to access the labour market and contribute to the Exchequer, and avoid placing extra demands on already strained NHS mental health services. Given that conspiracies exist, can we be justified in dismissing conspiracy theories without concerning ourselves with specific details? I answer this question by focusing on contrarian conspiracy theories, theories about conspiracies that conflict with testimony from reliable sources of information. For example, theories that say the CIA masterminded the assassination of John F. Kennedy, 9/11 was an inside job, or the Freemasons are secretly running the world are contrarian conspiracy theories. When someone argues for a contrarian conspiracy theory, their options (...) are to appeal to eyewitness testimony, incriminating documents, photographs, audio recordings, video recordings, allegedly scientific evidence, anomalies, or considerations of cui bono (who benefits). Most laypeople don’t know how to adequately respond to arguments for contrarian conspiracy theories, but this doesn’t mean that it’s dogmatic to reject them. I argue that many laypeople are defeasibly justified in rejecting a variety of contrarian conspiracy theories based on testimony and this justification is rarely defeated by arguments for contrarian conspiracy theories even if we don’t know how to respond to these arguments. The point of departure of this paper is the striking similarities between the dispositions critical media literacy education aims to cultivate and the characteristics conspiracy theorists claim to embody. The golden question of critical literacy, “who benefits?” is in fact the central question of conspiracy theorists: “cui bono?” While critical media literacy educators teach learners to disrupt the common sense, to interrogate multiple viewpoints, to focus on sociopolitical issues, and to take actions and promote social justice, conspiracy theorists claim (...) that they do exactly those things. What I wish to illuminate through this juxtaposition, however, is not a way to clearly demarcate “critical” from “conspiratorial” theorizing, but is a question of educational desirability of skepticism. Skepticism in this paper is not understood as a classical epistemological question of the possibility of knowledge attainment, but as a form of vigilance toward epistemic authorities like the government, media, and academic institutions. Drawing on philosophy of conspiracy theories and political epistemology, I illuminate the problem of radical skepticism that characterizes some conspiracy theories and discuss the pivotal epistemic role of trust. Through this, I claim that critical media literacy education for democratic citizenship must strike a balance between cultivation of skepticism and building of trust toward epistemic authorities. The teikei movement is a Japanese version of the alternative food movement, which emerged around the late 1960s and early 1970s. Similar to now well-known Community Supported Agriculture, it is a farmer-consumer partnership that involves direct exchanges of organic foods. It also aims to build a community that coexists with the natural environment through mutually supportive relationships between farmers and consumers. This article examined the history of the teikei movement. The movement began as a reaction to negative impacts of mechanized (...) and chemically intensive agriculture promoted by the Japanese government. The movement experienced a rapid expansion in the early 1980s, and then gradually declined thereafter. The organic market expansion and certification system intersected with both cultural and gender role changes, impacting the teikei movement negatively. Consequently, the membership of teikei consumer groups has shrunk. Furthermore, the March 2011 Fukushima Daiichi nuclear power plant accident caused unprece dented damage to organic farmers in the affected regions. Despite the scientific uncertain about the safety level of radiation exposure, the organic farmers and the teikei consumer groups managed the situation and found a way to inspect radiation contamination. They did so with the support by networking with other teikei-related actors. This response to the nuclear power plant accident suggests that although the level of embeddedness presumably varies among teikei actors, ethics guided by the teikei principles are effective in forging a resilient partnership between farmers and consumers and in keeping the teikei system alive as an agent for social change. There is uncertainty and disagreement about the question which preventive actions are rationally justified with regard to moderately elevated levels of nuclear radiation. This may have at least four causes: ignorance, insufficient information, inconclusiveness and indeterminability. After the nuclear disaster with the Fukushima nuclear power plant the advice, given by some authorities, to leave Tokyo was largely based on the former two factors: ignorance and insufficient information. By contrast, the uncertainty and disagreement amongst experts about the size of the (...) area to be evacuated was mainly caused by the latter two factors: inconclusiveness and indeterminability. Inconclusiveness concerns the question whether moderately elevated radiation levels cause real and significant health risks that require drastic measures. Indeterminability concerns the problem of rationally weighing disparate benefits and costs of the preventive measures, to wit, expected health benefits versus the costs and burdens of mass evacuation. The International Commission on Radiological Protection (ICRP) recommends that no measures should be taken unless they produce a positive net benefit. Exposure to moderately increased levels of radiation may increase the risk of fatal cancer in the future, while mass evacuation has burdensome and disruptive consequences for the society and for the persons who have to leave their residential and/or working area for a long time. Ordering of mass evacuation seems rationally and ethically justified only if the expected future benefits outweigh the present and future burdens. Small or uncertain future health benefit may be outweighed by large costs and burdens of mass evacuation. Because we have to take into consideration not only public but also individual costs and benefits, it is important to take into account the personal absolute increase in health risk of elevated radiation in addition to relative risk. Unlike relative risk, absolute risk reveals the individual chance of getting a radiation-based disease. The increase in absolute risk – that is, the difference between the chances of getting the disease with and without the exposure to the increased level of radiation – is a useful measure to reveal the personal chance of health benefit from evacuation. This personal benefit must be balanced against the personal costs and burdens. The key question is which levels of radiation absorption and health risks outweigh the burdens of mass evacuation. There seems consensus amongst experts about the justification of mass evacuation in cases of expected individual radiation absorption > 500 mSv over a year. Similarly, experts agree that expected extra radiation absorption < 10 mSv does not justify mass evacuation. But between these two extremes there is a wide range of 50-fold increasing radiation levels in which it is not clear whether the personal and public benefits from mass evacuation outweigh the personal and public costs. This may partly explain why experts and authorities gave conflicting advice about the radius of the area around the Fukushima nuclear power plant within which people had to be evacuated. The uncertainty about the right thing to do with respect to a wide range of moderately elevated levels of radiation seems to be caused not only by inconclusiveness but also by indeterminability, that is, impossibility of determinately weighing disparate costs and benefits. The development of nuclear energy technologies in the second half of the 20th century came with great hopes of rebuilding nations recovering from the devasta-tion of the Second World War or recently released from colonial rule. In coun-tries like France, India, the USA, Canada, Russia, and the United Kingdom, nuclear energy became the symbol of development towards a modern and technologically advanced future. However, after more than six decades of experi-ence with nuclear energy production, and in the aftermath of the (...) Fukushima nuclear disaster, it is safe to say that nuclear energy production is not without its problems.Some of these problems have their origins in the very materiality of the technolo-gies involved. For example, not only does the use of highly radioactive materials give rise to risks for the current generation (e.g., in the potential for disaster when reactors melt down) but high-level radioactive waste from nuclear energy production presents a serious intergenerational problem for which an acceptable final solution or its implementation remains elusive. Moreover, nuclear energy technologies have specific social and political consequences. For example, they have been said to be authoritarian technologies (Winner, 1980), requiring cen-tralized authority, secrecy, and technocratic decision-making. While some of these problems could have been foreseen before nuclear energy technologies were introduced, others only arose after these technologies were already integrated into the social and infrastructural fabric of our lives. Addition-ally, new technologies (e.g., Generation III, III+ and IV reactors) are still being developed, bringing with them new and uncertain hazards and risks. Ignorance and uncertainty about the possible deleterious effects of introducing a new technology are inevitable, especially if the technology is complex, large time-scales are involved, or risks depend on social or political factors unforeseen in the design stage. However, this should not deter us from developing and intro-ducing new technologies. Rather, it should motivate us to organize these ‘exper-iments’ with new technologies in society in such a way that we can learn about their possible hazards and risks as effectively and responsibly as possible (van de Poel, 2011, 2015). In this way, it is possible to minimize risks and avoid unwant-ed moral, social or political developments. However, organizing such experi-ments responsibly also means that one could come to the conclusion that continuing an experiment is no longer responsible or desirable. Should we be prepared for such a scenario, and if so, how could we do that? One possible strategy to tackle this issue is that the technology and its introduction should be reversible. The aim of this thesis is to further explore this strategy by answering the following main research question (RQ) and accompanying subquestions (SQ):RQ: What are the implications of reversibility for the responsible develop-ment and implementation of nuclear energy technologies?SQ1: Under what conditions can nuclear energy technologies be considered reversible?SQ2: Why should nuclear energy technologies be reversible?SQ3: If so, how could the reversibility of nuclear energy technologies be achieved?After the introductory chapter 1, the chapters that form the main body of this dissertation each provide a distinct contribution to answering the three subques-tions and, by extension, the main research question. Guided by three historical case studies of nuclear energy technology development (i.e., India, France and the USA), chapter 2 answers the first subquestion by formulating the two condi-tions under which it can be considered reversible, i.e., 1) the ability to stop the further development and deployment of a that technology in society, and 2) the ability to undo the undesirable outcomes (material, institutional or symbolic) of the development and deployment of the technology. Chapter 3 subsequently tackles the second subquestion by establishing the general desirability of technological reversibility by virtue of its relation to responsibility in Emmanuel Levinas’ ethical phenomenology. It argues that technology development is a legitimate response to responsibility but inevitably falls short of the responsibility that inspires it, incessantly calling for technological and political change in the process. Having thus argued that nuclear energy technologies should ideally be reversible, chap-ters 4 and 5 work towards specific strategies to achieve technological reversibil-ity. Chapter 4 first investigates the processes that make it difficult to stop the further development and implementation of a nuclear energy technology in society, thus provid-ing input on how to fulfill the first condition for the reversibility of nuclear energy technologies. To do so, it presents a phenomenological perspective on technology and its adoption based on the work of Alfred Schutz. It also explores different ways in which technology adoption drives the processes of path depend-ence towards technological lock-in. Chapter 5 examines the history of geological disposal of high-level radioactive waste in the USA. It identifies a number of concrete policy pitfalls that could lead to lock-in and that should consequently be avoided. It also presents a number of general design strategies that could facilitate the undoing of undesirable consequences of a technology, thus providing input on how to fulfill the second condition for the reversibility of nuclear energy technol-ogies.Chapter 6 summarizes the central findings of the thesis and explains how these help to answer the research questions. On top of this, it reflects on a number of complications connected to reversibility considerations. Based on this, it is concluded that the question of irreversibility and reversibility is context- and technology-specific and a matter of degree. The chapter concludes with a reflec-tion on generalizations and limitations of the results. Par risques majeurs, on entend ceux qui s’attachent à des événements dont les conséquences défavorables, pour l’humanité ou pour l’environnement, sont d’une gravité exceptionnelle. On n’ajoutera ni que ces événements sont d’une intensité physique extrême, ni qu’ils surviennent rarement, car ce n’est pas toujours le cas. Seuls des risques majeurs de nature civile seront considérés dans cet ouvrage, et il s'agira, plus limitativement, de risques naturels, comme ceux d’inondation et de submersion marine, illustrés par la tempête Xynthia en 2010, de (...) risques technologiques industriels, comme celui d’une explosion d'usine, illustré par la catastrophe AZF en 2001, et de risques nucléaires, pour autant qu’ils mettent en jeu les dangers de la radioactivité, et qu’illustrent, hors de France, les catastrophes de Three Miles Island (1979), Tchernobyl (1986) et Fukushima (2011), -/- Conçu comme un rapport destiné au Conseil d'analyse économique (CAE) du Premier Ministre français, l'ouvrage comporte une introduction traitant du risque majeur pris en général (section 1). The thesis that Dennett argues for in Breaking the Spell: Religion as a Natural Phenomenon has a double aspect. First, religion being but one natural phenomenon among many should be subject to scientific investigation. Resistance to this notion constitutes the first spell or taboo and is in complicity with the second “master” spell, that of the phenomenon of religion itself. Dennett’s tentative naturalistic recommendation is two-pronged: he primarily deploys an evolutionary biology perspective, and derivatively a highly suggestive appeal to memetics. (...) To acknowledge that religion is natural “is only the beginning of the answer, not the end”. Religion as a natural phenomenon has to answer to Dennett’s Darwinist refrain — cui bono? (to whose advantage?). And derivatively, how or why highly exotic and implausible supernatural religious ideas (or memes) are transmitted and sustained? Humankind, naturally disposed cause-seeking creatures, are inclined to hypostasize all manner of beliefs (virtual agents free to evolve to amplify our yearnings or our dreads — when explanation of some phenomenon is not forthcoming — this constitutes the “master” spell. Japanese media coverage since March 11th 2011 suggests that people from Fukushima Prefecture have faced discrimination based on people's fears of radiation, despite the fact that they pose no genuine threat. This discrimination is compared to that faced by survivors of the atomic bombing of Hiroshima during World War II. Survivors from Hiroshima express hopes that people from Tohoku will not face the same fear and discrimination they did. 2011年3月以降に伝達されたメディアでは、福島県の人々が放射能に対する人々の恐怖から、実際にはその恐れが確認されていないにもかかわらず、差別を受けていることが分かる。この差別は、第二次世界大戦中に広 島に落とされた原子爆弾の生存者に対するものと類似する。広島の生存者は、東北の人々が同じような差別を受けてほしくないと希望している。.

Los estudiantes de la Facultad de Ciencias Económicas y de Administración de la Universidad de la República deben realizar, como trabajo final de carrera, una investigación o ensayo monográfico en un área de su interés, tutorados por un docente universitario o un investigador de reconocida trayectoria. Un gran número de estos trabajos monográficos han hecho un aporte valioso al conocimiento pero, lamentablemente, la poca difusión de éstos hace que ese conocimiento termine olvidado en los fondos de la biblioteca de la (...) Facultad, entre cientos de producciones monográficas. Se pretende en este libro, mostrar los aportes que se han generado en el área tanto de Economía de la Cultura como de Gestión de Organizaciones Culturales. Varias de las monografías fueron realizadas en la línea de investigación Costos y Gestión de Organizaciones Culturales, la cual coordino. Otros fueron realizados con antelación, como los trabajos tutorados por el referente de la Economía de la Cultura en Uruguay, el hoy fallecido Luis Stolovich. También se incluyen dos trabajos monográficos tutorados por el Dr Gustavo Buquet, quien siempre está presente a la hora de crear investigación de calidad en Economía de la Cultura. Como cada trabajo supera el centenar de páginas, no es posible publicarlos completamente, por lo que para este libro se hicieron resúmenes de esos trabajos, intentando adecuar la terminología y quitándoles el formato estrictamente científico –poco amigable para un no especialista-, de forma tal que su lectura sea accesible al público en general. Se resumieron ocho, clasificados en tres capítulos: Patrimonio, Artes Escénicas e Industria Cultural. El capítulo de Patrimonio comienza con un trabajo realizado por las Economistas Fernanda Arezo y Verónica Pereyra, titulado “Museos y Ciudadanos, el comportamiento del consumidor”, tutorado por Raúl Ramírez y por mí. Este estudio tuvo como centro explicar la modalidad de conducta de consumo del visitante montevideano hacia tres importantes instituciones museísticas como lo son el Museo del Cabildo, el Museo del Carnaval y el Museo de Historia del Arte. El objetivo del trabajo es estimar la demanda y obtener un indicador de la propensión a pagar por el consumo de dichos museos. El segundo trabajo, titulado “Disposición a pagar por la restauración de la Puerta de la Ciudadela”, fue realizado por las Contadoras Beatriz Torres, María Elena Olarán y María Carolina Duarte, y tutorado en forma conjunta por el Phd. Juan José Goyeneche y quien les escribe. En este trabajo se realiza una valoración contingente para medir la disposición a pagar por la restauración de la “Puerta de la Ciudadela”, un monumento fundamental de identidad montevideana. El capítulo de Patrimonio finaliza con un trabajo realizado por las Economistas Malena Rodríguez y María de la Paz Besada y tutorado por el Ec. Luis Stolovich. El mismo se denomina “El arte uruguayo: un estudio sobre el mercado y la pintura como alternativa de inversión” y explora el mercado de arte uruguayo, analizando la rentabilidad de la inversión en pintura uruguaya. Tratan la rentabilidad de la inversión para tres casos específicos: las obras vendidas por el Banco Comercial en su proceso de recuperación de activos, un portafolio de obras de Pedro Figari y otro de Joaquín Torres García. En cuanto al segundo capítulo, Artes Escénicas, comienza con un trabajo realizado para la obtención del título de Contador Público realizado por Pamela Cambeiro, Martín Cami e Ignacio Mouradián. Se denomina “La gestión de teatros. Caso de estudio: Aplicación del Cuadro de Mando Integral al Teatro Solís” y trata sobre la identificación de indicadores que faciliten las tareas de gestión para la dirección del Teatro. Luego se presenta un trabajo realizado por las Economistas Tania Cruz y Natalia Nollenberger titulado “Análisis económico del teatro independiente en Montevideo: una aproximación al problema de la fatalidad de los costos”. Este trabajo, también tutorado por el Ec. Luis Stolovich, muestra un exhaustivo análisis del teatro independiente montevideano identificando los problemas económicos que afectan al sector. El capítulo de Industria Cultural incluye tres trabajos. El primero, fue realizado por el Economista Diego Traverso y tutorado por el Dr. Gustavo Buquet, y su título es “Análisis de competitividad del sector exportador de Productoras Audiovisuales Publicitarias en Uruguay”. El sector audiovisual publicitario es un sector dinámico que se ha internacionalizado tempranamente y que generó divisas para el país del orden de los US$ 24 millones durante el año 2005 por concepto de exportaciones. En este trabajo se caracteriza al sector audiovisual publicitario en Uruguay y se analiza las ventajas competitivas que posee frente a sus principales competidores extranjeros. El segundo trabajo fue realizado por las Contadoras Natalia Rivera, Antonella Triay y María Eugenia Triay y se denomina “Gestión aplicada a las empresas radiales”. En este se identifican el sector radial, su proceso productivo y la complejidad al definir al “cliente”. Se proponen una serie de indicadores con el doble objetivo de medir el desempeño de la empresa y proveer incentivos a su organización. Finalmente, el último trabajo monográfico, fue una investigación interdisciplinaria, que sirvió simultáneamente para obtener el título de Licenciado en Economía a Ernesto Pienika y el de Licenciado en Administración a Nicolás Cohnheim y a Damián Geinsinger. Este trabajo, tutorado por el Dr. Gustavo Buquet y el Cr. Cecilio García de título “Impactos de las nuevas tecnologías en la .industria musical”, muestra cuáles son los principales impactos en esa industria que las nuevas tecnologías han provocado y cuáles son las posibles estrategias para adaptarse a estos cambios, así como los nuevos modelos de negocio. Espero que este libro sea el primero de una larga lista. Las áreas de Economía de la Cultura y Gestión de Organizaciones Culturales son disciplinas jóvenes que necesitan seguir creciendo. La investigación realizada por trabajos monográficos de fin de carrera en estas áreas, será siempre bienvenida. (shrink)

Este libro, es el segundo de la serie La Cultura en el Uruguay: una mirada desde las Ciencias Económicas. Tal como señaló en el primer volumen, los estudiantes de la Facultad de Ciencias Económicas y de Administración de la Universidad de la República realizan como trabajo final de carrera, una investigación o ensayo monográfico en un área de su interés, tutorados por un docente universitario o un investigador de reconocida trayectoria. Un gran número de estos trabajos monográficos han hecho un (...) aporte valioso al conocimiento pero, lamentablemente, la poca difusión de éstos hace que el conocimiento adquirido termine olvidado en los fondos de la biblioteca de dicha Facultad, entre cientos de producciones monográficas. Al igual que en el volumen anterior, se pretende en éste, continuar mostrando los aportes que se han generado en el área tanto de Economía de la Cultura como de Gestión de Organizaciones Culturales, en una línea de investigación que me enorgullece coordinar, y en la que vuelco cotidianamente mis mayores esfuerzos. Cabe señalar, que el primer libro trató sobre diversos temas vinculados a la Cultura, atendiendo a una clasificación clásica en la disciplina que divide -o solía dividir- el objeto de estudio en Patrimonio, Artes Escénicas e Industria Cultural, y por ende, abarcó temáticas diversas. En esta segunda entrega, y ante la imposibilidad de recoger la totalidad de los trabajos monográficos producidos en el lapso comprendido entre la edición del primer y segundo volumen, se optó por efectuar una selección temática en vez de cronológica, por lo que se muestran en este libro solamente los trabajos que atañen a la Gestión y Economía de los Museos, y a un tema estrechamente vinculado, por la injerencia que tiene uno en el otro, que es el análisis económico del mercado de arte, en este caso, por medio de subastas. Todos los trabajos aquí presentados fueron tutorados por mí, aunque no en exclusividad. Primando la excelencia académica, y entendiendo que varios de los temas tratados tenían una especificidad considerable, recurrí, tal como es usual en el ámbito académico, -que valora la discusión entre pares y la consideración de opiniones de especialistas- a la ayuda de diversos colegas para que estas monografías pudieran concretarse con el mejor nivel académico posible. La primera investigación que se presenta fue realizada por las Contadoras Ana Macias y Ma. Fernanda Rimoldi, titulada Museos, una visión desde la Gestión de Calidad. Dicha investigación, tutorada conjuntamente con la especialista en calidad Cra Sara Gerpe, buscó determinar si es aplicable el Modelo Iberoamericano de Gestión de Calidad en Museos, para lo que se consideró una muestra de 14 museos montevideanos. Dicho trabajo propició un premio de un concurso organizado por el Ministerio de Educación y Cultura, denominado Tu Tesis en Cultura, y por ende, no necesita más presentación. La Cultura en Uruguay: una mirada desde las Ciencias Económicas El segundo trabajo, titulado Sistema de Museos: Planificación Estratégica. Un diagnóstico previo, de las Cras Andrea de Armas, Cecilia Moreira y Valeria Palacios, trata sobre un caso de estudio de gran importancia para el atractivo turístico y patrimonial, como es el Sistema de Museos de Colonia de Sacramento, y realiza un diagnóstico enmarcado en la gestión estratégica de las organizaciones museísticas. Las conclusiones no son generalizables a otros museos que los que integran el Sistema de Museos de Colonia, sin embargo, la metodología empleada es fácilmente extrapolable a otros museos, tanto uruguayos como del exterior, que busquen comenzar el camino de la planificación estratégica. En tercer lugar, se expone la monografía de los Contadores Yamila Hernández, Sebastián Maidán y Ana Laura Mascheroni, que trata un tema crucial en los albores del siglo XXI como es la Responsabilidad SocialCorporativa. Este trabajo también se basa en un estudio de caso, y la organización bajo análisis es el Museo del Carnaval, museo que tiene una conducta innovadora que posibilita vincular el museo con programas pioneros en responsabilidad social en Uruguay. El trabajo se denomina Balance Social Museo del Carnaval y fue tutorado en forma conjunta con un referente en Responsabilidad Social Empresaria como es el Cr. Walter Rossi. El cuarto trabajo fue una producción de los Licenciados en Economía Tatiana Cóppola y Fernando González y se titula Museos en el Uruguay: Una visión económica. La investigación buscó la relación entre la variable visitante de una institución museística, y otras variables explicativas, como son la valoración del acervo, costos operativos, apertura horaria, entre otras, logrando probar que la variable relacionada a la captación de visitantes, para la muestra analizada, es la variable Difusión. Esta monografía la tutoré en forma compartida con el Dr. Gustavo Bouquet y el Lic. Raúl Ramírez, en una situación absolutamente atípica en el que el número de tutores supera el de estudiantes. Pero bien valió la pena la excepción en vista de los excelentes logros alcanzados. Para finalizar, se presenta la monografía titulada Formación de Precios de Pintura Nacional en Subasta: un Modelo y su Aplicación con la que accedieron al título de Licenciados en Economía Javier Chiossi y Matías De Vecchi. Se incluyó dicho trabajo en este volumen, que trata básicamente sobre museos, porque entiendo que el Mercado de Arte está indudablemente vinculado a la política de compras de los museos, en especial los contemporáneos. Cabe destacar que este trabajo contó con el apoyo de la Dra. Celina Gutiérrez, quien accedió a compartir la tutoría de un tema que escapaba mis posibilidades, logrando un excelente resultado. Merece señalar que cada trabajo original supera el centenar de páginas, y que por ende, no es posible publicarlos completamente, por lo que para este libro se hicieron resúmenes de las investigaciones realizadas, intentando adecuar la terminología y quitándoles el formato estrictamente científico -poco amigable para un no especialista-, de forma tal que su lectura sea accesible al público en general. También quiero señalar, que el prólogo del primer volumen, lo finalicé con la frase: “Espero que este libro sea el primero de una larga lista. Las áreas de Economía de la Cultura y Gestión de Organizaciones Culturales son disciplinas jóvenes que necesitan seguir creciendo. La investigación realizada por trabajos monográficos de fin de carrera en estas áreas, será siempre bienvenida” La Facultad ha comenzado un nuevo plan de estudio, en el que se eliminó la obligatoriedad de presentar una tesina o monografía como condición necesaria para obtener el título. No obstante, aún contamos con una decena de monografías que no han sido publicadas y que espero se concreten en el o los siguientes volúmenes de esta serie. (shrink)
