COVID-19 often manifests with different outcomes in different patients, highlighting the complexity of the host-pathogen interactions involved in manifestations of the disease at the molecular and cellular levels. In this paper, we propose a set of postulates and a framework for systematically understanding complex molecular host-pathogen interaction networks. Specifically, we first propose four host-pathogen interaction (HPI) postulates as the basis for understanding molecular and cellular host-pathogen interactions and their relations to disease outcomes. These four postulates cover the evolutionary dispositions involved (...) in HPIs, the dynamic nature of HPI outcomes, roles that HPI components may occupy leading to such outcomes, and HPI checkpoints that are critical for specific disease outcomes. Based on these postulates, an HPI Postulate and Ontology (HPIPO) framework is proposed to apply interoperable ontologies to systematically model and represent various granular details and knowledge within the scope of the HPI postulates, in a way that will support AI-ready data standardization, sharing, integration, and analysis. As a demonstration, the HPI postulates and the HPIPO framework were applied to study COVID-19 with the Coronavirus Infectious Disease Ontology (CIDO), leading to a novel approach to rational design of drug/vaccine cocktails aimed at interrupting processes occurring at critical host-coronavirus interaction checkpoints. Furthermore, the host-coronavirus protein-protein interactions (PPIs) relevant to COVID-19 were predicted and evaluated based on prior knowledge of curated PPIs and domain-domain interactions, and how such studies can be further explored with the HPI postulates and the HPIPO framework is discussed. Wang Xuanlan criticized the view of time defined by Xin (心) through the way of Chongxuan xue (Twofold Mystery) in Xuanzhulu, and advocated a view of time from the perspective of Dao (道). The core proposition of the time of Xin is expressed as “in the pure Xin, all of the past and the present are included”. The whole content of the time of Xin is the “three periods” constituted by the past, present and future. Wang's criticism of the time (...) of Xin is consistent with that of worldly law such as Xin, words and knowledge. However, the criticism cannot be completed in one step. The result of criticism is not clinging to no-Xin, no-words and non-knowledge, but completely denying all worldly law. In this way, the Dao in the basic position could manifest itself. The view of the time of Dao is expressed as ”the Dao has no birth and death, and the time in it is infinite“. (shrink)

Adam Ferguson’s imperial thought casts new light on the age-old republican dilemma of the tension between empire and liberty. Generations of republican writers had been haunted by this issue as the decline of Rome proved that imperial expansion would eventually ruin the liberty of a state. Many eighteenth-century Scottish thinkers regarded this as an insoluble conundrum and thus became critics of empire. Ferguson shared their basic views but, paradoxically, was still able to defend the British Empire in the debates over (...) the American Revolution. His argument effectively offered a viable solution to the republican dilemma, which distinguished him from his contemporaries. In light of this, I argue that political representation was the pivotal conception for Ferguson to make empire and liberty compatible. From the perspective of perceptual ontology, Laozi criticizes the unnatural state in which the body is concealed in the perceptual social power and ethical relations, and advocates the perceptual liberation of the body. According to different subjects of the body, the covered body should be divided into people’s body and monarchs’ body. The body of the people is concealed in the rites and music, and could be liberated by resuming production; the body of the monarchs is covered in the excessive (...) exercise of power, and could be liberated in the restraint of power. The body is not only in the ethical relationship of the different order pattern, but also in the power relationship of the same structure of family and country. The power, body and ethics form the internal structure of trinity. This paper introduces the concept of AI-inclusive epistemology, suggesting that artificial intelligence (AI) may develop its own epistemological perspectives, function as an epistemic agent, and assume the role of a quasi-member of society. We explore the unique capabilities of advanced AI systems and their potential to provide distinct insights within knowledge systems traditionally dominated by human cognition. Additionally, the paper proposes a framework for a sustainable symbiotic society where AI and human intelligences collaborate to enhance the breadth and depth of (...) epistemological pursuits. There are infinitely many ways the world might be, and there may well be infinitely many people in it. These facts raise moral paradoxes. We explore a conflict between two highly attractive principles: a Pareto principle that says that what is better for everyone is better overall, and a statewise dominance principle that says that what is sure to turn out better is better on balance. We refine and generalize this paradox, showing that the problem is faced by many theories (...) of interpersonal aggregation besides utilitarianism, and by many decision theories besides expected value theory. We apply Ken Wilber's Integral Theory to AI governance, demonstrating its ability to systematize diverse approaches in the current multifaceted AI governance landscape. By analyzing ethical considerations, technological standards, cultural narratives, and regulatory frameworks through Integral Theory's four quadrants, we offer a comprehensive perspective on governance needs. This approach aligns AI governance with human values, psychological well-being, cultural norms, and robust regulatory standards. Integral Theory’s emphasis on interconnected individual and collective experiences addresses the deeper aspects of AI-related issues. The relationship between Vietnam and China could be captured in the Chinese expression of “同床异梦”, which means lying on the same bed but having different dreams. The two countries share certain cultural and political similarities but also diverge vastly in their national interests. This paper adds to the extant literature on this topic by analyzing the element of trust/mistrust in their interactions in trade-investment, tourism, and defense-security. The analysis shows how the relationship is increasingly interdependent but is equally fragile due (...) to the lack of trust on both sides. The mistrust or even distrust of Chinese subjects run deep within the Vietnamese mindset, from the skepticism of Chinese investment, Chinese tourists, discrimination against ethnic Chinese, to the caution against Chinese aggression in the South China Sea. The paper forecasts that, despite the deep-seated differences and occasional mistrust, going forward, neither side would risk damaging the status quo even when tensions peak. (shrink)

We develop a theory of necessity operators within a version of higher-order logic that is neutral about how fine-grained reality is. The theory is axiomatized in terms of the primitive of *being a necessity*, and we show how the central notions in the philosophy of modality can be recovered from it. Various questions are formulated and settled within the framework, including questions about the ordering of necessities under strength, the existence of broadest necessities satisfying various logical conditions, and questions about (...) their logical behaviour. Since 2019, Northeastern post-industrial culture has been a popular topic of discussion; the general public refers to it as the Northeastern Renaissance. Crises of identity, honor, and faith have been recurring themes in several Northeastern films released in recent years. Furthermore, these cinematic narratives frequently generate somber humor by presenting an enormous contrast between ideals and actuality. The article examines how the post-industrial narrative context of Northeast China has influenced audio-visual cultural products and contemporary Chinese popular culture. To elucidate the (...) fundamental aspect of the Northeast narrative, the article’s author employs the absurd theory of Albert Camus. The main structure and viewpoints of the article are as follows: The first is after presenting individuals’ contemplations on the Northeastern Renaissance-instigated post-industrial narrative of the Northeast. In the following sections, the article explores the narrative context of post-industrial audio-visual works in Northeast China, focusing on the absurdity depicted in the documentary Tie Xi Qu: West of the Tracks (2002). The authors’ analysis reveals how the documentary captures the socio-economic decline and the resulting human experiences of absurdity and dislocation. Key findings indicate that the narrative structure and visual style effectively convey the bleak realities of post-industrial life, offering critical insights into the region’s socio-cultural transformation. While a plethora of studies has been conducted to examine stress and its impact on mental health in western countries, research is scarce investigating the relationship between student challenge stress and health illness in the context of Chinese colleges. No studies examined the moderating effect of self-efficacy on the relationship between challenge stress and health illness. This study attempted to investigate the relationships between these three variables among Chinese college students. Especially, this study focused on examining whether self-efficacy moderated the (...) effect of perceived challenge stress on students’ mental health. Also, the differences were tested between male and female students in terms of these three variables. A sample of 578 Chinese college students was recruited over an approximately 12-week period from 7 Chinese universities. An online survey link was distributed through WeChat. The SPSS version 26 software was used to analyze the data. Results showed that there is no significant difference between genders in terms of perceived challenge stress, self-efficacy, and students’ mental health. In addition, challenge stress was positively related to the students’ mental health (β = 0.35, p < 0.01) while there was a negative association between self-efficacy and mental health (β = -0.41, p < 0.01). Furthermore, self-efficacy plays a moderating role in the relationship between challenge stress and mental health (β = -0.11, p = 0.02). Students with low self-efficacy tend to experience more mental health issues. It is suggested that Chinese colleges and universities pay more attention to students with low self-efficacy, either through faculty/staff interventions or peer counseling. Professors consider reducing students’ academic stress to improve their mental health. (shrink)

The Preface Paradox is often discussed for its implications for rational belief. Much less discussed is a variant of the Preface Paradox for knowledge. In this paper, I argue that the most plausible closure-friendly resolution to the Preface Paradox for Knowledge is to say that in any given context, we do not know much. I call this view “Socraticism”. I argue that Socraticism is the most plausible view on two accounts—(1) this view is compatible with the claim that most of (...) our knowledge ascriptions are true, and (2) provided that (1) is true, the costs of accepting Socraticism are much less than the costs of accepting any other resolution to the Paradox. I argue for (1) in Section 2 by developing a question-sensitive contextualist model for knowledge that shows how Socraticism is compatible with the claim that most of our knowledge ascriptions are true. I also argue how this contextualist model can achieve this result where other contextualist models fail. I then consider other closure-friendly solutions to the paradox in Section 3 and show how accepting those solutions forces us to give up a number of plausible epistemic principles. (shrink)

Although most Asian states are signatories to UNCLOS, which offers options for dispute resolution by either voluntary or compulsory processes, in reality fewer than a dozen Asian states have taken advantage of such an approach. The decision to adopt third-party mechanisms comes under great scrutiny and deliberation, not least because of the entailing legal procedures and the politically sensitive nature of disputes. Vietnam claims the second-largest maritime area in the South China Sea dispute after China. A comparison of two recent (...) cases—the arbitration between the Philippines and China and the conciliation between Timor-Leste and Australia—highlights the importance of selecting between binding and nonbinding decisions and framing a complaint. In particular, any legal action under UNCLOS should specify China’s claims and actions in areas that encroach on Vietnam’s claimed exclusive economic zone (EEZ) and violate international law. Firstly, the "Metaverse" possesses two distinctive features, "thickness" and "imagination," promising the public a structure of unknown scenarios but with unclear definitions. Attempts to establish an open framework through incompleteness, however, fail to facilitate interactions between humans and the scenario. Due to the dilemma of "digital twinning," the "Metaverse" cannot be realized as "another universe". Hence, the "Metaverse" is, in fact, only a virtual experiential territory created by aggregating technologies that offer immersion and interactivity. Secondly, when artificial intelligence serves as (...) a key supporting technology for the "Metaverse," it presents multifaceted existential risks, manifested as safety, cognitive, and ethical dilemmas. Finally, we propose that the framework for responsible "Metaverse" governance should be constructed through three pathways: collective responsibility, realism, and the co-governance of the virtual and real. Discussions in the philosophy of explanation involving scientific explanations often include a form of logical entailment, causal history, unification, and more. Strevens constructs the Kairetic account in an attempt to unify the entailment structure, causal relations, and the notion of difference-making in a manner that also offers high-level explanations. When dealing with quantum mechanics, Strevens then points toward Railton's account of probabilities, known as the DNP account. In this paper, I will introduce the preliminary accounts (D-N, causal, Unificationism) and the (...) Kairetic and DNP accounts and offer an extension of the Kairetic/DNP account to accommodate the view of complementarities. This will be done through a scheme that I call "context-dependent mapping." That is to say, if x and y differ in their moral status, then it must be because x and y are qualitatively different, and not simply because x is identical to x and not identical to y. If a future AI system can enjoy far more well-being than a human per resource, what would be the best way to allocate resources between these future AI and our future descendants? It is obvious that on total utilitarianism, one should give everything to the AI. However, it turns out that every Welfarist axiology on the market also gives this same recommendation, at least if we assume consequentialism. Without resorting to non-consequentialist normative theories that suggest that we ought not always (...) create the world with the most value, or non-welfarist theories that tell us that the best world may not be the world with the most welfare, I propose a new theory that justifies giving some resources to humanity in the face of overwhelming AI well-being. Recent discourse in the philosophy of scientific explanation involves an account known as the Kairetic account. I proposed implementing a complementarity view involving a mapping scheme to the Kairetic account and similar models. There are two natural concerns related to this mapping. The first concern is the treatment of multiple mappings required for an explanation: phenomena may involve two complementarity features. The second concern is regarding the acquisition of understanding and whether context-dependence facilitates understanding. This article aims to address the (...) first thought through an example involving interference and photon detectors in a telescope. I claim that context-dependent mapping is on a particle basis, accommodating the wave-particle duality for every single particle without generalization. I further introduce the implications of mathematical developments of a complementarity relation grounded in the uncertainty principle. In addition, I will offer the stance that context-dependence facilitates understanding because it ensures that explanations are logically consistent, precise, relevant, and comprehensive. (shrink)

The ongoing evolution of advanced AI systems will have profound, enduring, and significant impacts on human existence that must not be overlooked. These impacts range from empowering humanity to achieve unprecedented transcendence to potentially causing catastrophic threats to our existence. To proactively and preventively mitigate these potential threats, it is crucial to establish clear redlines to prevent AI-induced existential risks by constraining and regulating advanced AI and their related AI actors. This paper explores different concepts of AI existential risk, connects (...) the enactment of AI red lines to broader efforts addressing AI's impacts, constructs a theoretical framework for analyzing the direct impacts of AI existential risk, and upon that proposes a set of exemplary AI red lines. By contemplating AI existential risks and formulating these red lines, we aim to foster a deeper and systematic understanding of the potential dangers associated with advanced AI and the importance of proactive risk management. This paper explores the integration of Michael Strevens' concept of idealizations with my previous framework of similarity spaces and context-dependence to develop a comprehensive account of ideal explanations in scientific practice. Idealizations, which involve deliberate falsifications, play a crucial role in distinguishing between causally relevant and irrelevant factors in scientific models. Context-dependent mapping provides a structured approach to handling complementarities and context-dependent phenomena by mapping different observational contexts to distinct sets of physical laws. By combining these two ideas, I will (...) construct an idealized context-dependent mapping structure and discuss how ideal similarity spaces within the framework of context-dependent mapping can enhance our understanding of complex scientific phenomena, especially those involving wave-particle duality and black hole complementarity. This paper embarks on an exploratory journey to bridge the perceived divide between advancements in technology and faith, aiming to catalyze a dialogue between the religious and scientific communities. The former often views technological progress through a lens of conflict rather than compatibility. By utilizing a technology-centric perspective, we draw metaphorical parallels between the (...) functionalities of new technologies and some theological concepts of Islam. The purpose is not to reinterpret religious concepts but to illustrate how these two domains can coexist harmoniously. This comparative analysis serves as a conversation starter with an intention to mitigate any apprehensions towards technology by highlighting its potential to align with religious concepts. By fostering an environment where technological innovations are seen as tools for enhancement rather than threats to tradition, we contribute to a more inclusive discourse that encourages the religious community to engage with and potentially embrace contemporary technological advancements. This paper puts forth Central Asian AI ethics principles and proposes a layered strategy tailored for the development of ethical principles in the field of artificial intelligence (AI) in Central Asian countries. This approach includes the customization of AI ethics principles to resonate with local nuances, the formulation of national and regional-level AI ethics principles, and the implementation of sector-specific principles. While countering the narrative of ineffectiveness of the AI ethics principles, this paper underscores the importance of stakeholder collaboration, provides (...) a comprehensive framework, and emphasizes the need for responsible AI practices. By adopting this approach, Central Asian region can contribute towards the regional integration and global discourse on AI ethics while promoting the responsible use of AI technology in their respective countries. Reliabilists hold that a belief is doxastically justified if and only if it is caused by a reliable process. But since such a process is one that tends to produce a high ratio of true to false beliefs, reliabilism is on the face of it applicable to binary beliefs, but not to degrees of confidence or credences. For while beliefs admit of truth or falsity, the same cannot be said of credences in general. A natural question now arises: Can reliability (...) theories of justified belief be extended or modified to account for justified credence? In this paper, I address this question. I begin by showing that, as it stands, reliabilism cannot account for justified credence. I then consider three ways in which the reliabilist may try to do so by extending or modifying her theory, but I argue that such attempts face certain problems. After that, I turn to a version of reliabilism that incorporates evidentialist elements and argue that it allows us to avoid the problems that the other theories face. If I am right, this gives reliabilists a reason, aside from those given recently by Comesaña and Goldman, to move towards such a kind of hybrid theory. (shrink)

This paper presents a human-computer interaction model with a three layers learning mechanism in a pervasive environment. We begin with a discussion around a number of important issues related to human-computer interaction followed by a description of the architecture for a multi-agent cooperative design system for pervasive computing environment. We present our proposed three- layer HCI model and introduce the group formation algorithm, which is predicated on a dynamic sharing niche technology. A number of philosophers have argued that it is hard for finite agents like us to reason and make decisions relying solely on our credences and preferences. They hold that for us to cope with our cognitive limitations, we need binary beliefs as well. For they think that such beliefs, by disposing us to treat certain propositions as true, help us cut down on the number of possibilities we need to consider when we reason. But using Ross and Schroeder as (...) my stalking horse, I argue that such an appeal to binary beliefs does not work. I begin by explaining why there’s supposedly a problem for an account of reasoning that invokes only credences and preferences. I then argue that Ross and Schroeder’s account of belief—as well as other similar accounts—does not help solve the problem. Finally, I consider an alternative approach to solving the problem. This approach, unlike the accounts I criticise, does not hold that having a disposition to treat a proposition as true is necessary for believing it. (shrink)

Patient-centered care (PCC) is an approach to healthcare that values patients’ preference, need, and autonomy. The estimation of healthcare partly depends on how well PCC is implemented. In addition, the result of clinical research can inform the assessment of the implementation of PCC. In clinical research, health-related quality of life (HRQL) theoretical models offer a conceptual toolbox that informs clinical research and guides the hypotheses generation. Wilson and Cleary (1995) developed the most widely used HRQL theoretical model (Bakas et al., (...) 2012). Ontological assumptions about causation in Wilson and Cleary’s model will influence which kind of hypotheses will be generated. I will argue that Wilson and Cleary’s model instilled a kind of causal bias into hypothesis generation in clinical research on HRQL. Causation from biomedical factors to non-biomedical factors is frequently hypothesized while causation from non-biomedical factors to biomedical factors is rarely hypothesized. It leads to that the interdependence and interaction between constituent parts of patients are ignored, which is an obstacle to the implementation of PCC. In addition, I will propose a revised HRQL theoretical model which avoids the causal bias brought by Wilson and Cleary’s model. By doing so, I leave room for the improvement of the practice of healthcare by analyzing the ontological assumptions about causation. (shrink)

Thông qua khảo sát 213 người tại Việt Nam, kết quả nghiên cứu cho thấy, Y định mua sắm thời trang bền vững tác động tích cực, thúc đẩy Hành vi mua sắm thời trang bền vững. This paper focuses on the view that rationality requires that our credences be regular. I go through different formulations of the requirement, and show that they face several problems. I then formulate a version of the requirement that solves most of, if not all, these problems. In order to have an effective and reliable understanding of the basic moral concepts, moral propositions and moral reasoning in Daoist ethical thoughts, it is necessary to use the methods of doing philosophy and doing ethics to engage in research work, and thus draw an intellectual conclusion about Daoist ethics. The methods of Daoist ethics mainly include analysis, explanation and comparison. The method of analysis focuses on logical analysis and language analysis of moral language in the classic texts of Daoist (...) ethics. The method of interpretation focuses on effective translation and understanding of moral language with unclear meaning in Daoist ethics. The method of comparison focuses on critical dialogue between ancient Daoist ethical thoughts and contemporary ethical theories and comparison between Confucian, Buddhist and Daoist ethics. Luật số 70/2014/QH13 sửa đổi, bổ sung một số điều của Luật Thuế tiêu thụ đặc biệt (TTĐB) đã quy định lộ trình tăng thuế suất thuế TTĐB đối với thuốc lá từ ngày 01/01/2016 tăng từ 65% lên 70%; từ ngày 01/01/2019 tăng từ 70% lên 75%. Tuy nhiên, mức thuế suất 75% vẫn chưa thực sự phù hợp do chưa có tác động đủ mạnh để làm giảm lượng tiêu thụ thuốc lá. Vì vậy, trong thời gian tới, (...) Việt Nam cần điều chỉnh thuế suất thuế TTĐB đối với thuốc lá phù hợp với thông lệ quốc tế tốt và để đạt được mục tiêu giảm lượng người hút thuốc lá. Bằng cách sử dụng mô hình đo lường độ co giãn của cầu thuốc lá theo giá thuốc lá, từ đó làm căn cứ tính toán tác động đến nguồn thu ngân sách nhà nước (NSNN), kết hợp với các phân tích định tính, bài viết này đưa ra một số phương án điều chỉnh thuế suất thuế TTĐB đối với thuốc lá; đồng thời đánh giá tác động đến thu NSNN của Việt Nam giai đoạn 2026-2030. This paper integrates type functionalism with the Kairetic account to develop context-specific models for explaining mental states, particularly pain, across different species and systems. By employing context-dependent mapping f_c, we ensure cohesive causal explanations while accommodating multiple realizations of mental states. The framework identifies context subsets C_i and maps them to similarity subspaces S_i, capturing the unique physiological, biochemical, and computational mechanisms underlying pain in different entities such as humans, octopi, and AI systems. This approach highlights the importance of causal (...) relations in defining mental states and preserves their functional roles across diverse contexts. Furthermore, the paper incorporates elements of token functionalism by recognizing species-specific realizations of mental states. By acknowledging the unique representations of mental states within different species and systems, the framework provides a nuanced understanding of how similar functional roles can be fulfilled by diverse physical substrates. This synthesis of type and token functionalism enhances our explanatory power and coherence in addressing the complex nature of mental states. The resulting framework offers a robust tool for analyzing and understanding mental phenomena, with significant implications for cognitive science, philosophy of mind, and artificial intelligence. By maintaining the functional roles of mental states while accommodating their multiple realizations, this approach not only advances theoretical understanding but also opens new avenues for practical applications in cross-species empathy, AI ethics, and the development of context-aware cognitive models. Nghiên cứu này xác định tác động của sự sẵn sàng đến quyết định áp dụng công nghiệp 4.0 tại các doanh nghiệp nhỏ và vừa (DNNVV) trên địa bàn TP. Hồ Chí Minh, vai trò điều tiết của đặc điểm lãnh đạo. Bằng phương pháp ước lượng bình phương nhỏ nhất từng phần (PLS-SEM) dựa trên mô hình nghiên cứu tích hợp lý thuyết khuyếch tán đổi mới (DOI) và khung lý thuyết công nghệ - tổ chức - môi (...) trường (TOE), nghiên cứu đã tiến hành khảo sát 353 DNNVV. Kết quả nghiên cứu cho thấy, khi cả 3 yếu tố: Công nghệ, Tổ chức, Mô trường đã sẵn sàng, thì doanh nghiệp sẽ quyết định áp dụng sản phẩm của công nghiệp 4.0. Đặc điểm lãnh đạo có vai trò điều tiết tích cực trong mối quan hệ tác động của Sự sẵn sàng đến Quyết định áp dụng. Kết quả này là cơ sở để giúp các nhà hoạch định chính sách, quản trị doanh nghiệp đưa ra những giải pháp để triển khai ứng dụng các thành tựu khoa học - công nghệ của công nghiệp 4.0, nhằm nâng cao hiệu quả trong hoạt động sản xuất, kinh doanh. Five years ago, on May 24, 2019, the computer program ‘bayesvl’ was officially published on R under the name “bayesvl: Visually Learning the Graphical Structure of Bayesian Networks and Performing MCMC with ‘Stan’”. This program (or package) was developed by two founders of the SM3D Portal, Vuong Quan Hoang and La Viet Phuong, to improve the productivity of conducting social research. Priority Theory is an increasingly popular view in metaphysics. By seeing metaphysical questions as primarily concerned with what explains what, instead of merely what exists, it promises not only an interesting approach to traditional metaphysical issues but also the resolution of some outstanding disputes. In a recent paper, Louis deRosset argues that Priority Theory isn’t up to the task: Priority Theory is committed to there being explanations that violate a formal constraint on any adequate explanation. This paper critically examines deRosset’s (...) challenge to Priority Theory. We argue that deRosset’s challenge ultimately fails: his proposed constraint on explanation is neither well-motivated nor a general constraint. Nonetheless, lurking behind his criticism is a deep problem for prominent ways of developing Priority Theory, a problem which we develop. (shrink)

• A number of reasons have been offered for Vietnam’s success in containing the COVID-19 pandemic during the first four months of 2020, including Vietnam’s experience in fighting epidemics and its single-party system which allows for timely and aggressive infection control. • Contentions that Vietnam’s measures, being dependent on its particular political and social structures, are not replicable elsewhere is incomplete, if not outright wrong. • Vietnam’s successful pandemic control required a high level of preparedness and a host of coordinated (...) efforts to provide accurate and credible information to the public about epidemic risks and ongoing infection control measures. • A proactive communication strategy was in place from the very beginning, utilizing various platforms such as online news sites, low-cost text messaging, user-friendly apps, local community loudspeakers, and pandemic awareness campaigns. • Open communication ensured public understanding of and support for the government response, thereby facilitating effective government-citizen cooperation.
