Vietnam, with a geographical proximity and a high volume of trade with China, was the first country to record an outbreak of the new Coronavirus disease (COVID-19), caused by the Severe Acute Respiratory Syndrome Coronavirus 2 or SARS-CoV-2. While the country was expected to have a high risk of transmission, as of April 4, 2020—in comparison to attempts to contain the disease around the world—responses from Vietnam are being seen as prompt and effective in protecting the interests of its citizens, (...) with 239 confirmed cases and no fatalities. This study analyzes the situation in terms of Vietnam’s policy response, social media and science journalism. A self-made web crawl engine was used to scan and collect official media news related to COVID-19 between the beginning of January and April 4, yielding a comprehensive dataset of 14,952 news items. The findings shed light on how Vietnam—despite being under-resourced—has demonstrated political readiness to combat the emerging pandemic since the earliest days. Timely communication on any developments of the outbreak from the government and the media, combined with up-to-date research on the new virus by the Vietnamese science community, have altogether provided reliable sources of information. By emphasizing the need for immediate and genuine cooperation between government, civil society and private individuals, the case study offers valuable lessons for other nations concerning not only the concurrent fight against the COVID-19 pandemic but also the overall responses to a public health crisis. The global water crisis is being exacerbated by climate change, even in the United States. Recycled water is a feasible alternative to alleviate the water shortage, but it is constrained by humans’ perceptions. The current study examines how residents’ water scarcity awareness and climate change belief influence their willingness to use recycled water directly and indirectly. Bayesian Mindsponge Framework (BMF) analytics was employed on a dataset of 1831 residents in Albuquerque, New Mexico, an arid inland region in the US. We (...) discovered that residents’ willingness to use direct recycled potable water is positively affected by their awareness of water scarcity, but the effect is conditional on their belief in the impacts of climate change on the water cycle. Meanwhile, the willingness to use indirect recycled potable water is influenced by water scarcity awareness, and the belief in climate change further enhances this effect. These findings implicate that fighting climate change denialism and informing the public of the water scarcity situation in the region can contribute to the effectiveness and sustainability of long-term water conservation and climate change alleviation efforts. Nghiên cứu nhằm khám phá các yếu tố tác động đến chuyển đổi số của ngân hàng thương mại (NHTM) tại Việt Nam thông qua ứng dụng lý thuyết đổi mới khuếch tán. Kết quả nghiên cứu cho thấy, Ưu điểm tương đối (RA), Sự tương thích (CP) và Khả năng thử nghiệm (TR) là những yếu tố quan trọng nhất tác động mạnh mẽ đến quá trình chuyển đổi số trong ngân hàng, thông qua việc ảnh hưởng đến sự (...) chấp nhận công nghệ (DA) và Trải nghiệm người dùng (UE). Nghiên cứu khảo sát 120 nhân viên và quản lý thuộc 31 ngân hàng thương mại (NHTM) Việt Nam, sử dụng mô hình chấp nhận và sử dụng công nghệ - UTAUT để xác định các nhân tố ảnh hưởng đến việc áp dụng công nghệ chuỗi (Blockchain) trong việc chuyển giao dữ liệu giữa các ngân hàng. Nghiên cứu nhằm phân tích, đánh giá các nhân tố ảnh hưởng tới việc lựa chọn dịch vụ thanh toán của khách du lịch tại các ngân hàng trên địa bàn TP. Hồ Chí Minh. Nhóm tác giả đã tiến hành khảo sát 248 khách sạn sử dụng dịch vụ thanh toán tại các ngân hàng trên địa bàn TP. Hồ Chí Minh. Trong một thế giới đang phải vật lộn với nhu cầu cấp thiết chống lại biến đổi khí hậu, các quốc gia đã đưa ra những cam kết quan trọng nhằm giảm khí thải và tác động đến môi trường. Những cam kết này rất cần thiết để đạt được các mục tiêu do Thỏa thuận Paris đặt ra, nhằm hạn chế sự nóng lên toàn cầu ở mức dưới 2°C. Mặc dù các cam kết được đưa ra, nhưng tình (...) hình vẫn không mấy khả quan khi tổng lượng phát thải liên tục đạt đỉnh mới từ 1990. Năm 2023 đã ghi nhận mức băng biển ở Nam Cực thấp nhất từ trước đến nay, trong khi đó Cơ Quan Năng lượng Quốc tế dự đoán rằng lượng khí thải CO2 sẽ lại tiếp tục đạt mức cao kỷ lục trong năm 2023 và vẫn chưa thể xác định được mức đỉnh rõ ràng. Cùng với đó là sự xuất hiện của hàng loạt các rủi ro và thách thức có thể khiến các quốc gia lùi bước, thậm chí thất bại, trong việc thực hiện các cam kết khí hậu. Bài viết này sẽ xem xét một số rủi ro và thách thức chính có khả năng làm cản trở các mục tiêu giảm phát thải như đã cam kết. Nghiên cứu này tập trung vào việc xác định và đo lường các yếu tố hạn chế sự tham gia của sinh viên vào thương mại điện tử (TMĐT) tại TP. Hồ Chí Minh. Sử dụng lý thuyết hành vi dự định, lý thuyết rủi ro nhận thức và lý thuyết năng lực cá nhân, nghiên cứu đã xây dựng mô hình bao gồm các biến: Năng lực cá nhân, Nhận thức sự sở hữu từ TMĐT, Giao hàng chặng cuối, (...) Rủi ro về kỹ thuật và công nghệ, Rủi ro về sản phẩm và Bảo mật thông tin. Kết quả cho thấy, các yếu tố này có tác động đáng kể đến quyết định tham gia TMĐT của sinh viên, từ đó đề xuất các giải pháp nhằm thúc đẩy sự phát triển TMĐT trong nhóm đối tượng này. (shrink)

Rừng là một phần cực kỳ quan trọng của hệ sinh thái Trái đất và con người. Rừng chiếm 75% tổng sản lượng sơ cấp của sinh quyển Trái đất và chứa 80% sinh khối thực vật của Trái đất. Sản lượng sơ cấp ròng rừng cung cấp ước tính là 21,9 gigaton (GT) sinh khối mỗi năm đối với rừng nhiệt đới, 8,1 GT đối với rừng ôn đới và 2,6 GT đối với rừng phương Bắc (1). Nghiên cứu tiến hành khảo sát 258 đối tượng là khách hàng đã hoặc đang tham gia bảo hiểm y tế (BHYT) tại 3 thành phố thuộc tỉnh Đồng Tháp (TP. Cao Lãnh, TP. Sa Đéc và TP. Hồng Ngự) để đánh giá mức độ ảnh hưởng của các nhân tố đến sự hài lòng của khách hàng về chất lượng dịch vụ BHYT tại Bảo hiểm xã hội (BHXH) tỉnh Đồng Tháp. Discussions in the philosophy of explanation involving scientific explanations often include a form of logical entailment, causal history, unification, and more. Strevens constructs the Kairetic account in an attempt to unify the entailment structure, causal relations, and the notion of difference-making in a manner that also offers high-level explanations. When dealing with quantum mechanics, Strevens then points toward Railton's account of probabilities, known as the DNP account. In this paper, I will introduce the preliminary accounts (D-N, causal, Unificationism) and the (...) Kairetic and DNP accounts and offer an extension of the Kairetic/DNP account to accommodate the view of complementarities. This will be done through a scheme that I call "context-dependent mapping." Recent discourse in the philosophy of scientific explanation involves an account known as the Kairetic account. I proposed implementing a complementarity view involving a mapping scheme to the Kairetic account and similar models. There are two natural concerns related to this mapping. The first concern is the treatment of multiple mappings required for an explanation: phenomena may involve two complementarity features. The second concern is regarding the acquisition of understanding and whether context-dependence facilitates understanding. This article aims to address the (...) first thought through an example involving interference and photon detectors in a telescope. I claim that context-dependent mapping is on a particle basis, accommodating the wave-particle duality for every single particle without generalization. I further introduce the implications of mathematical developments of a complementarity relation grounded in the uncertainty principle. In addition, I will offer the stance that context-dependence facilitates understanding because it ensures that explanations are logically consistent, precise, relevant, and comprehensive. (shrink)

This paper explores the integration of Michael Strevens' concept of idealizations with my previous framework of similarity spaces and context-dependence to develop a comprehensive account of ideal explanations in scientific practice. Idealizations, which involve deliberate falsifications, play a crucial role in distinguishing between causally relevant and irrelevant factors in scientific models. Context-dependent mapping provides a structured approach to handling complementarities and context-dependent phenomena by mapping different observational contexts to distinct sets of physical laws. By combining these two ideas, I will (...) construct an idealized context-dependent mapping structure and discuss how ideal similarity spaces within the framework of context-dependent mapping can enhance our understanding of complex scientific phenomena, especially those involving wave-particle duality and black hole complementarity. We review the literature for the long-term effects of war on human capital. We document the negative effects of exposure to war on individual health, prospective earnings, educational attainment, prospective earnings, and labor productivity in the long run. The findings call for immediate and effective actions to reduce the detrimental repercussions of war in both the short run and long run.

This paper integrates type functionalism with the Kairetic account to develop context-specific models for explaining mental states, particularly pain, across different species and systems. By employing context-dependent mapping f_c, we ensure cohesive causal explanations while accommodating multiple realizations of mental states. The framework identifies context subsets C_i and maps them to similarity subspaces S_i, capturing the unique physiological, biochemical, and computational mechanisms underlying pain in different entities such as humans, octopi, and AI systems. This approach highlights the importance of causal (...) relations in defining mental states and preserves their functional roles across diverse contexts. Furthermore, the paper incorporates elements of token functionalism by recognizing species-specific realizations of mental states. By acknowledging the unique representations of mental states within different species and systems, the framework provides a nuanced understanding of how similar functional roles can be fulfilled by diverse physical substrates. This synthesis of type and token functionalism enhances our explanatory power and coherence in addressing the complex nature of mental states. The resulting framework offers a robust tool for analyzing and understanding mental phenomena, with significant implications for cognitive science, philosophy of mind, and artificial intelligence. By maintaining the functional roles of mental states while accommodating their multiple realizations, this approach not only advances theoretical understanding but also opens new avenues for practical applications in cross-species empathy, AI ethics, and the development of context-aware cognitive models. Algorithms can now identify patterns and correlations in the (big) datasets, and predict outcomes based on those identified patterns and correlations with the use of machine learning techniques and big data, decisions can then be made by algorithms themselves in accordance with the predicted outcomes. Yet, algorithms can inherit questionable values from the datasets and acquire biases in the course of (machine) learning, and automated algorithmic decision-making makes it more difficult for people to see algorithms as biased. While researchers have (...) taken the problem of algorithmic bias seriously, but the current discussion on algorithmic fairness tends to conceptualize ‘fairness’ in algorithmic fairness primarily as a technical issue and attempts to implement pre-existing ideas of ‘fairness’ into algorithms. In this paper, I show that such a view of algorithmic fairness as technical issue is unsatisfactory for the type of problem algorithmic fairness presents. Since decisions on fairness measure and the related techniques for algorithms essentially involve choices between competing values, ‘fairness’ in algorithmic fairness should be conceptualized first and foremost as a political issue, and it should be (re)solved by democratic communication. The aim of this paper, therefore, is to explicitly reconceptualize algorithmic fairness as a political question and suggest the current discussion of algorithmic fairness can be strengthened by adopting the accountability for reasonableness framework. Bên cạnh đó, các tiểu ngành CNHT mà Hà Nam có (...) lợi thế cạnh tranh so với cả nước là ngành linh kiện nhựa – cao su; linh kiện điện tử, linh kiện điện và linh kiện ô tô – xe máy. There are infinitely many ways the world might be, and there may well be infinitely many people in it. These facts raise moral paradoxes. We explore a conflict between two highly attractive principles: a Pareto principle that says that what is better for everyone is better overall, and a statewise dominance principle that says that what is sure to turn out better is better on balance. We refine and generalize this paradox, showing that the problem is faced by many theories (...) of interpersonal aggregation besides utilitarianism, and by many decision theories besides expected value theory. Thời trang bền vững là xu hướng được quan tâm hiện nay do ngày càng có nhiều người quan tâm đến các hoạt động bền vững trong xã hội. Nghiên cứu này tìm hiểu sự tác động của Ý định mua thời trang bền vững đối với Hành vi mua sắm thời trang bền vững và ảnh hưởng điều tiết của Rủi ro tài chính đối với mối quan hệ giữa Ý định và Hành vi mua sắm thời trang bền (...) vững, nhằm lý giải vì sao nhiều người có ý định mua sắm thời trang bền vững, nhưng lại không mua sắm thời trang bền vững. Thông qua khảo sát 213 người tại Việt Nam, kết quả nghiên cứu cho thấy, Y định mua sắm thời trang bền vững tác động tích cực, thúc đẩy Hành vi mua sắm thời trang bền vững. Mặc dù vậy, Rủi ro tài chính là biến điều tiết làm suy yếu mối quan hệ nói trên. (shrink)

This paper discusses the influence of digital media and its online presence on freedom of speech in Vietnam by analyzing three different kinds of emerging online media tools: blogosphere, electronic/online newspapers, and social media networks (SNSs). As a single- party socialist republic country, the controlling power of the media lays in the hands of the Communist Party of Vietnam (CPV). The Doi Moi reform in 1986, marketization and the introduction of the Internet in 1997 have slightly transformed the Vietnamese media (...) environment, however, it remains highly restricted. This paper explores several sources including academic research, research articles, as well as analysis of online press coverage in the Vietnamese media environment to examine governmental control over the media which influences the free flow of information. Understanding digital media developments within the Vietnamese online media environment helps us to understand how Vietnamese netizens utilize these tools to maximize their online freedom of speech, the CPV"s approach to regulate the Internet in order to maintain its legitimacy, and several challenges facing Vietnamese netizens including bloggers, journalists, and the wider public in the digital age. The relationship between Vietnam and China could be captured in the Chinese expression of “同床异梦”, which means lying on the same bed but having different dreams. The two countries share certain cultural and political similarities but also diverge vastly in their national interests. This paper adds to the extant literature on this topic by analyzing the element of trust/mistrust in their interactions in trade-investment, tourism, and defense-security. The analysis shows how the relationship is increasingly interdependent but is equally fragile due (...) to the lack of trust on both sides. The mistrust or even distrust of Chinese subjects run deep within the Vietnamese mindset, from the skepticism of Chinese investment, Chinese tourists, discrimination against ethnic Chinese, to the caution against Chinese aggression in the South China Sea. The paper forecasts that, despite the deep-seated differences and occasional mistrust, going forward, neither side would risk damaging the status quo even when tensions peak. (shrink)

This paper presents a human-computer interaction model with a three layers learning mechanism in a pervasive environment. We begin with a discussion around a number of important issues related to human-computer interaction followed by a description of the architecture for a multi-agent cooperative design system for pervasive computing environment. The Preface Paradox is often discussed for its implications for rational belief. Much less discussed is a variant of the Preface Paradox for knowledge. In this paper, I argue that the most plausible closure-friendly resolution to the Preface Paradox for Knowledge is to say that in any given context, we do not know much. I call this view “Socraticism”. I argue that Socraticism is the most plausible view on two accounts—(1) this view is compatible with the claim that most of (...) our knowledge ascriptions are true, and (2) provided that (1) is true, the costs of accepting Socraticism are much less than the costs of accepting any other resolution to the Paradox. I argue for (1) in Section 2 by developing a question-sensitive contextualist model for knowledge that shows how Socraticism is compatible with the claim that most of our knowledge ascriptions are true. I also argue how this contextualist model can achieve this result where other contextualist models fail. I then consider other closure-friendly solutions to the paradox in Section 3 and show how accepting those solutions forces us to give up a number of plausible epistemic principles. (shrink)

Priority Theory is an increasingly popular view in metaphysics. By seeing metaphysical questions as primarily concerned with what explains what, instead of merely what exists, it promises not only an interesting approach to traditional metaphysical issues but also the resolution of some outstanding disputes. In a recent paper, Louis deRosset argues that Priority Theory isn’t up to the task: Priority Theory is committed to there being explanations that violate a formal constraint on any adequate explanation. This paper critically examines deRosset’s (...) challenge to Priority Theory. We argue that deRosset’s challenge ultimately fails: his proposed constraint on explanation is neither well-motivated nor a general constraint. Nonetheless, lurking behind his criticism is a deep problem for prominent ways of developing Priority Theory, a problem which we develop. (shrink)

There is a wide range of things we do out of emotion. For example, we smile with pleasure, our voices drop when we are sad, we recoil in shock or jump for joy, we apologize to others out of remorse. It is uncontroversial that some of these behaviors are actions. Clearly, apologizing is an action if anything is. Things seem less clear in the case of other emotional behaviors. Intuitively, the drop in a sad person’s voice is something that happens (...) to her, rather than something she actively performs. Perhaps more interestingly, even jumping for joy can seem a problematic case: although its execution involves the active performance of certain movements, it has been argued to contrast, e.g., with an act of apology, in that it is not performed in order to achieve some end, such as repairing a relationship. Physicalism is incompatible with what is known as the possibility of zombies, that is, the possibility of a world physically like ours, but in which there are no conscious experiences. But it is compatible with what is known as the possibility of ghosts, that is, the possibility of a world which is physically like ours, but in which there are additional nonphysical entities. In this paper we argue that a revision to the traditional definition of physicalism designed to accommodate the (...) possibility of ghosts inadvertently accommodates what is known as the possibility of inverted spectra, that is, the possibility of a world which is physically like ours, but in which colour experience is inverted. This consequence is unwelcome, because it is widely agreed that the possibility of inverted spectra is incompatible with physicalism. We argue for a revised definition of physicalism which resolves this problem. We then use our definition to argue that physicalism is not compatible with what is known as the possibility of blockers, that is, the possibility of a world which is physically like ours, but in which additional nonphysical entities have prevented the existence of conscious experience. This undermines Stephan Leuenberger's attempt to defend physicalism from arguments which purport to establish the possibility of zombies. (shrink)

COVID-19 often manifests with different outcomes in different patients, highlighting the complexity of the host-pathogen interactions involved in manifestations of the disease at the molecular and cellular levels. In this paper, we propose a set of postulates and a framework for systematically understanding complex molecular host-pathogen interaction networks. Specifically, we first propose four host-pathogen interaction (HPI) postulates as the basis for understanding molecular and cellular host-pathogen interactions and their relations to disease outcomes. These four postulates cover the evolutionary dispositions involved (...) in HPIs, the dynamic nature of HPI outcomes, roles that HPI components may occupy leading to such outcomes, and HPI checkpoints that are critical for specific disease outcomes. Based on these postulates, an HPI Postulate and Ontology (HPIPO) framework is proposed to apply interoperable ontologies to systematically model and represent various granular details and knowledge within the scope of the HPI postulates, in a way that will support AI-ready data standardization, sharing, integration, and analysis. As a demonstration, the HPI postulates and the HPIPO framework were applied to study COVID-19 with the Coronavirus Infectious Disease Ontology (CIDO), leading to a novel approach to rational design of drug/vaccine cocktails aimed at interrupting processes occurring at critical host-coronavirus interaction checkpoints. Furthermore, the host-coronavirus protein-protein interactions (PPIs) relevant to COVID-19 were predicted and evaluated based on prior knowledge of curated PPIs and domain-domain interactions, and how such studies can be further explored with the HPI postulates and the HPIPO framework is discussed. But since such a process is one that tends to produce a high ratio of true to false beliefs, reliabilism is on the face of it applicable to binary beliefs, but not to degrees of confidence or credences. For while beliefs admit of truth or falsity, the same cannot be said of credences in general. A natural question now arises: Can reliability (...) theories of justified belief be extended or modified to account for justified credence? In this paper, I address this question. I begin by showing that, as it stands, reliabilism cannot account for justified credence. I then consider three ways in which the reliabilist may try to do so by extending or modifying her theory, but I argue that such attempts face certain problems. After that, I turn to a version of reliabilism that incorporates evidentialist elements and argue that it allows us to avoid the problems that the other theories face. If I am right, this gives reliabilists a reason, aside from those given recently by Comesaña and Goldman, to move towards such a kind of hybrid theory. (shrink)
