The concept of distributed moral responsibility (DMR) has a long history. When it is understood as being entirely reducible to the sum of (some) human, individual and already morally loaded actions, then the allocation of DMR, and hence of praise and reward or blame and punishment, may be pragmatically difficult, but not conceptually problematic. However, in distributed environments, it is increasingly possible that a network of agents, some human, some artificial (e.g. a program) and some hybrid (e.g. a group of (...) people working as a team thanks to a software platform), may cause distributed moral actions (DMAs). These are morally good or evil (i.e. morally loaded) actions caused by local interactions that are in themselves neither good nor evil (morally neutral). In this article, I analyse DMRs that are due to DMAs, and argue in favour of the allocation, by default and overridably, of full moral responsibility (faultless responsibility) to all the nodes/agents in the network causally relevant for bringing about the DMA in question, independently of intentionality. The mechanism proposed is inspired by, and adapts, three concepts: back propagation from network theory, strict liability from jurisprudence and common knowledge from epistemic logic. (shrink)

A short article criticising two churches: those who believe in the Singularity (AIzilla) and those who believe that computers "cannot do x" (AItheist).

The paper investigates the ethics of information transparency (henceforth transparency). It argues that transparency is not an ethical principle in itself but a pro-ethical condition for enabling or impairing other ethical practices or principles. A new definition of transparency is offered in order to take into account the dynamics of information production and the differences between data and information. It is then argued that the proposed definition provides a better understanding of what sort of information should be disclosed and what (...) sort of information should be used in order to implement and make effective the ethical practices and principles to which an organisation is committed. The concepts of “heterogeneous organisation” and “autonomous computational artefact” are further defined in order to clarify the ethical implications of the technology used in implementing information transparency. It is argued that explicit ethical designs, which describe how ethical principles are embedded into the practice of software design, would represent valuable information that could be disclosed by organisations in order to support their ethical standing. This chapter addresses two questions. First, if knowledge is accounted information, how are we supposed (to apply this analysis in order) to understand perceptual knowledge and knowledge by testimony? In the first part of the chapter, I articulate an answer in terms of a re-interpretation of perception and testimony as data providers rather than full-blown cases of knowledge. Second, if perception and testimony are correctly understood as data providers, how are we supposed (to apply this analysis in order) to understand (...) the semantic value of the data provided by such processes? In the second part of the chapter, I argue in favour of a constructionist hypothesis about how data may become meaningful for human cognitive agents through a process of repurposing of natural data/signals. The conclusion of the chapter is that human agents are natural-born data hackers. (shrink)

This chapter reviews some interesting research trends in the philosophy of information (PI). First, PI is defined; then, a series of open problems in PI on which philosophers are currently working is considered. The conclusion highlights the innovative character of this new area of research.

Online service providers —such as AOL, Facebook, Google, Microsoft, and Twitter—significantly shape the informational environment and influence users’ experiences and interactions within it. There is a general agreement on the centrality of OSPs in information societies, but little consensus about what principles should shape their moral responsibilities and practices. In this article, we analyse the main contributions to the debate on the moral responsibilities of OSPs. By endorsing the method of the levels of abstract, we first analyse the moral responsibilities (...) of OSPs in the web. These concern the management of online information, which includes information filtering, Internet censorship, the circulation of harmful content, and the implementation and fostering of human rights. We then consider the moral responsibilities ascribed to OSPs on the web and focus on the existing legal regulation of access to users’ data. The overall analysis provides an overview of the current state of the debate and highlights two main results. First, topics related to OSPs’ public role—especially their gatekeeping function, their corporate social responsibilities, and their role in implementing and fostering human rights—have acquired increasing relevance in the specialised literature. Second, there is a lack of an ethical framework that can define OSPs’ responsibilities, and provide the fundamental sharable principles necessary to guide OSPs’ conduct within the multicultural and international context in which they operate. This article contributes to the ethical framework necessary to deal with and by endorsing a LoA enabling the definition of the responsibilities of OSPs with respect to the well-being of the infosphere and of the entities inhabiting it. The article introduces the special issue dedicated to “The Philosophy of Information, Its Nature, and Future Developments.” It outlines the origins of the information society and then briefly discusses the definition of the philosophy of information, the possibility of reconciling nature and technology, the informational turn as a fourth revolution (after Copernicus, Darwin, and Freud), and the metaphysics of the infosphere.

The paper introduces a new model of telepresence. First, it criticises the standard model of presence as epistemic failure, showing it to be inadequate. It then replaces it with a new model of presence as successful observability. It further provides reasons to distinguish between two types of presence, backward and forward. The new model is then tested against two ethical issues whose nature has been modified by the development of digital information and communication technologies, namely pornography and privacy, and shown (...) to be effective. This article reviews eight proposed strategies for solving the Symbol Grounding Problem (SGP), which was given its classic formulation in Harnad (1990). After a concise introduction, we provide an analysis of the requirement that must be satisfied by any hypothesis seeking to solve the SGP, the zero semantical commitment condition. We then use it to assess the eight strategies, which are organised into three main approaches: representationalism, semi-representationalism and non-representationalism. The conclusion is that all the strategies are semantically committed and (...) hence that none of them provides a valid solution to the SGP, which remains an open problem. (shrink)

The paper provides an axiological analysis of the concepts of respect for information and of information dignity from the vantage point provided by Information Ethics and the conceptual paradigm of object-oriented analysis (OOA). The general perspective adopted is that of an ontocentric approach to the philosophy of information ethics, according to which the latter is an expansion of environmental ethics towards a less biologically biased concept of a ‘centre of ethical worth’. The paper attempts to answer the following question: what (...) is the lowest possible common set of attributes which characterises something as intrinsically valuable and an object of respect, and without which something would rightly be considered intrinsically worthless or even positively unworthy and therefore rightly disrespectable in itself? The thesis developed and defended in the paper is that the minimal condition of possibility of an object’s least intrinsic worthiness can be identified with its abstract nature as an information entity. Thus, all entities, interpreted as clusters of information, have a minimal moral worth qua information objects (i.e. qua information), that deserves to be respected. The principles elaborated in the course of the analysis are those of ‘reflective respect’ (A’s respect towards all members of A’s class motivated by A’s respect towards A not qua individual, but qua instantiation of a class of entities), ‘ontic uniformity’ (A’s recognition of A’s membership to the class of information entities) and ‘ontic solidarity’ (A’s recognition of any information entity’s dignity). The philosophy of information (PI) is a new area of research with its own field of investigation and methodology. This article, based on the Herbert A. Simon Lecture of Computing and Philosophy I gave at Carnegie Mellon University in 2001, analyses the eighteen principal open problems in PI. Section 1 introduces the analysis by outlining Herbert Simon's approach to PI. Section 2 discusses some methodological considerations about what counts as a good philosophical problem. The discussion centers on Hilbert's famous analysis (...) of the central problems in mathematics. The rest of the article is devoted to the eighteen problems. These are organized into five sections: problems in the analysis of the concept of information, in semantics, in the study of intelligence, in the relation between information and nature, and in the investigation of values. There is no consensus yet on the definition of semantic information. This paper contributes to the current debate by criticising and revising the Standard Definition of semantic Information as meaningful data, in favour of the Dretske-Grice approach: meaningful and well-formed data constitute semantic information only if they also qualify as contingently truthful. After a brief introduction, SDI is criticised for providing necessary but insufficient conditions for the definition of semantic information. SDI is incorrect because truth-values do not supervene on semantic (...) information, and misinformation is not a tyoe of semantic information, but pseudo-information, that is not semantic information at all. This is shown by arguing that none of the reasons for interpreting misinformation as a type of semantic information is convincing, whilst there are compelling reasons to treat it as pseudo-information. As a consequence, SDI is revised to include a necessary truth-condition. The last section summarises the main results of the paper and indicates the important implications of the revised definition for the analysis of the deflationary theories of truth, the standard definition of knowledge and the classic, quantitative theory of semantic information. This article is the second step in our research into the Symbol Grounding Problem (SGP). In a previous work, we defined the main condition that must be satisfied by any strategy in order to provide a valid solution to the SGP, namely the zero semantic commitment condition (Z condition). We then showed that all the main strategies proposed so far fail to satisfy the Z condition, although they provide several important lessons to be followed by any new proposal. Here, we (...) develop a new solution of the SGP. It is called praxical in order to stress the key role played by the interactions between the agents and their environment. It is based on a new theory of meaning—Action-based Semantics (AbS)—and on a new kind of artificial agents, called two-machine artificial agents (AM²). Thanks to their architecture, AM2s implement AbS, and this allows them to ground their symbols semantically and to develop some fairly advanced semantic abilities, including the development of semantically grounded communication and the elaboration of representations, while still respecting the Z condition. Computing and information, and their philosophy in the broad sense, play a most important scientific, technological and conceptual role in our world. This book collects together, for the first time, the views and experiences of some of the visionary pioneers and most influential thinkers in such a fundamental area of our intellectual development.

Recent years have seen a surge in online collaboration between experts and amateurs on scientific research. In this article, we analyse the epistemological implications of these crowdsourced projects, with a focus on Zooniverse, the world’s largest citizen science web portal. We use quantitative methods to evaluate the platform’s success in producing large volumes of observation statements and high impact scientific discoveries relative to more conventional means of data processing. Through empirical evidence, Bayesian reasoning, and conceptual analysis, we show how information (...) and communication technologies enhance the reliability, scalability, and connectivity of crowdsourced e-research, giving online citizen science projects powerful epistemic advantages over more traditional modes of scientific investigation. These results highlight the essential role played by technologically mediated social interaction in contemporary knowledge production. We conclude by calling for an explicitly sociotechnical turn in the philosophy of science that combines insights from statistics and logic to analyse the latest developments in scientific research. If it wants to keep track of its own cultural achievements in real time, it will have to provide itself with an infostructure like a virtual National Library system. This paper focuses on what Peirce means by scepticism, with particular reference to the anticartesian nature of his philosophy and the question of whether Peirce constantly shows a univocal and consistent attitude towards all types of scepticism. It argues that Peirce can be described as an antisceptic, and then goes on to discuss the extent to which Peirce’s fallibilism can claim to succeed in entirely divorcing itself from a sceptical outlook. -/- .

In this paper, I first outline a model of Computer-Meditated Interaction (CMI) to distinguish between (1) CMI HCI-transparent (HCI = human-computer interaction) and (2) CMI HCI-dependent. Some main features of (1) are then analysed (data-radiation, data-tracking, internalisation of problem solving), while (2) is further divided into (2.1) CMI-HCI stand-alone and (2.2) CMI-HCI on-line. Some advantages and limits of (2.1) are suggested, together with an overview of the present and future strategies leading the production of new applications in the field. The (...) analysis of (2.2) provides a last distinction between communication-oriented and elaboration-oriented CMI-HCI on-line (i.e. CMC and NIA). A description of these two forms of CMI is then sketched, together with an interpretation of the new strategic view which should lead the projection of applications in the field, a possible agenda and a forecast of the chief effects of some present trends. In the past months, there has been a lively debate about so-called COVID-19 apps developed to deal with the pandemic (Morley et al. 2020b). Some of the best solutions use the Bluetooth connection of mobile phones to determine contacts between people and therefore the probability of contagion, and then suggested related measures. In theory, it may seem simple. In practice, there are several ethical problems (Morley et al. 2020a), not only legal and technical ones. To understand them, it is useful (...) to distinguish between the validation and the verification of a system, remembering that these words are used here only in the design/engineering sense, and certainly not philosophically. This paper explores a fundamental issue in epistemology, namely, that the world is completely different in general from the way our sensory impacts and our internal makeup lead us to believe (Stroud 1994). Three hypotheses are considered: first, that there is something like an independent external reality; second, that the epistemic relationship occurring between this reality and the knowing subject is somehow such as not to allow the latter to know the intrinsic nature of the former; and finally, that the (...) human knower has a spontaneous desire to know what the intrinsic nature of external reality is. Computational and information-theoretic research in philosophy has become increasingly fertile and pervasive, giving rise to a wealth of interesting results. Consequently, a new and vitally important field has emerged, the philosophy of information (PI). This paper introduces PI as the philosophical field concerned with (i) the critical investigation of the conceptual nature and basic principles of information, including its dynamics, utilisation and sciences, and with (ii) the elaboration and application of information-theoretic and computational methodologies to philosophical problems. It is argued (...) that PI is a mature discipline for three reasons: it represents an autonomous field of research; it provides an innovative approach to both traditional and new philosophical topics; and it can stand beside other branches of philosophy, offering a systematic treatment of the conceptual foundations of the world of information and the information society. Este trabalho tem por objetivo examinar as relações entre conhecimento e verdade (no sentido de descobrimento e abertura), no contexto da Ontologia Fundamental, de Martin Heidegger. Num primeiro momento, busca-se caracterizar o conhecimento como um modo derivado do ser-no-mundo enquanto ocupação, patenteando a estrutura intencional que lhe é própria, bem como explicitando a interpretação fenomenológicoexistencial do “resultado” do comportamento cognoscitivo (conceitos de substância/eidos), que é posta em questão quanto à sua correção, em se considerando os conceitos da Física Moderna. A (...) abordagem do fenômeno do conhecimento, aqui empreendida, culmina com a apresentação das relações “implícitas” entre o modo de ser do conhecimento e o “problema da verdade”, presentes na análise do fenômeno da enunciação predicativa (parágrafo 33, de Ser e Tempo), com base na qual se intenta indicar o lugar da Lógica na Ontologia Fundamental. Em seguida, no contexto da tematização do significado existencial de verdade, foca-se o conceito de Evidenciação (Ausweisung), no qual se entrelaçam plenamente as concepções heideggerianas de conhecimento e de verdade, porquanto se trata da descrição da verdade do conhecimento como um modo de descobrimento enunciativo dos entes tais como são em si mesmos. Busca-se, em primeiro lugar, mostrar a apropriação de Husserl e de Aristóteles, bem como a manutenção da idéia de verdade como adequação, embutidas naquele conceito. Propõe-se a idéia de que a não-verdade (falsidade) dos enunciados predicativos (não explicitamente tematizada por Heidegger, em Ser e Tempo) pode ser pensada a partir do conceito husserliano de “síntese de diferenciação”. Procura-se, ainda, esclarecer o que significa o “em si mesmo” dos entes que se dão na evidenciação e se ocultam na diferenciação, e salientar o aspecto problemático da idéia de uma dadidade dos entes em “si mesmos”, no âmbito da investigação científica. Por fim, apresenta-se a discussão acerca da concepção heideggeriana de verdade, iniciada por Tugendhat, em 1964, e constantemente retomada por vários filósofos, inclusive por Gethmann, cuja interpretação é aqui avaliada. In Kant’s logical texts the reference of the form S is P to an “unknown = x” is well known, but its understanding still remains controversial. Due to the universality of all concepts, the subject as much as the predicate is regarded as predicate of the x, which, in turn, is regarded as the subject of the judgment. In the CPR, this Kantian interpretation of the S-P relationship leads to the question about the relations between intuition and concept in judgment. (...) In contrast to intuition, if no concept, due to its universality, refers immediately to an object, how should one understand the relations of S and P to one another, as well as their relations to intuition, which corresponds to the possible individuality of the object in general = x? To answer this question, it is necessary to understand Kant’s notion of extension, and to prove its irreducibility to the Port-Royal notion of extension as well as to the Fregean one. (shrink)

This article reports the findings of AI4People, an Atomium—EISMD initiative designed to lay the foundations for a “Good AI Society”. We introduce the core opportunities and risks of AI for society; present a synthesis of five ethical principles that should undergird its development and adoption; and offer 20 concrete recommendations—to assess, to develop, to incentivise, and to support good AI—which in some cases may be undertaken directly by national or supranational policy makers, while in others may be led by other (...) stakeholders. This article argues that an ethical framework will help to harness the potential of AI while keeping humans in control.

Artificial Intelligence (AI) is already having a major impact on society. As a result, many organizations have launched a wide range of initiatives to establish ethical principles for the adoption of socially beneficial AI. Unfortunately, the sheer volume of proposed principles threatens to overwhelm and confuse. How might this problem of ‘principle proliferation’ be solved? In this paper, we report the results of a fine-grained analysis of several of the highest-profile sets of ethical principles for AI. We assess whether these (...) principles converge upon a set of agreed-upon principles, or diverge, with significant disagreement over what constitutes ‘ethical AI.’ Our analysis finds a high degree of overlap among the sets of principles we analyze. We then identify an overarching framework consisting of five core principles for ethical AI. Four of them are core principles commonly used in bioethics: beneficence, non-maleficence, autonomy, and justice. On the basis of our comparative analysis, we argue that a new principle is needed in addition: explicability, understood as incorporating both the epistemological sense of intelligibility (as an answer to the question ‘how does it work?’) and in the ethical sense of accountability (as an answer to the question: ‘who is responsible for the way it works?’). In the ensuing discussion, we note the limitations and assess the implications of this ethical framework for future efforts to create laws, rules, technical standards, and best practices for ethical AI in a wide range of contexts. We propose a formal framework for interpretable machine learning. Combining elements from statistical learning, causal interventionism, and decision theory, we design an idealised explanation game in which players collaborate to find the best explanation for a given algorithmic prediction. Through an iterative procedure of questions and answers, the players establish a three-dimensional Pareto frontier that describes the optimal trade-offs between explanatory accuracy, simplicity, and relevance. Multiple rounds are played at different levels of abstraction, allowing the players to explore overlapping causal (...) patterns of variable granularity and scope. We characterise the conditions under which such a game is almost surely guaranteed to converge on a optimal explanation surface in polynomial time, and highlight obstacles that will tend to prevent the players from advancing beyond certain explanatory thresholds. The game serves a descriptive and a normative function, establishing a conceptual space in which to analyse and compare existing proposals, as well as design new and improved solutions. (shrink)

The debate about the ethical implications of Artificial Intelligence dates from the 1960s :741–742, 1960; Wiener in Cybernetics: or control and communication in the animal and the machine, MIT Press, New York, 1961). However, in recent years symbolic AI has been complemented and sometimes replaced by Neural Networks and Machine Learning techniques. This has vastly increased its potential utility and impact on society, with the consequence that the ethical debate has gone mainstream. Such a debate has primarily focused on principles—the (...) ‘what’ of AI ethics —rather than on practices, the ‘how.’ Awareness of the potential issues is increasing at a fast rate, but the AI community’s ability to take action to mitigate the associated risks is still at its infancy. Our intention in presenting this research is to contribute to closing the gap between principles and practices by constructing a typology that may help practically-minded developers apply ethics at each stage of the Machine Learning development pipeline, and to signal to researchers where further work is needed. The focus is exclusively on Machine Learning, but it is hoped that the results of this research may be easily applicable to other branches of AI. The article outlines the research method for creating this typology, the initial findings, and provides a summary of future research needs. (shrink)

Artificial agents (AAs), particularly but not only those in Cyberspace, extend the class of entities that can be involved in moral situations. For they can be conceived of as moral patients (as entities that can be acted upon for good or evil) and also as moral agents (as entities that can perform actions, again for good or evil). In this paper, we clarify the concept of agent and go on to separate the concerns of morality and responsibility of agents (most (...) interestingly for us, of AAs). We conclude that there is substantial and important scope, particularly in Computer Ethics, for the concept of moral agent not necessarily exhibiting free will, mental states or responsibility. This complements the more traditional approach, common at least since Montaigne and Descartes, which considers whether or not (artificial) agents have mental states, feelings, emotions and so on. By focussing directly on mind-less morality we are able to avoid that question and also many of the concerns of Artificial Intelligence. A vital component in our approach is the Method of Abstraction for analysing the level of abstraction (LoA) at which an agent is considered to act. The LoA is determined by the way in which one chooses to describe, analyse and discuss a system and its context. The Method of Abstraction is explained in terms of an interface or set of features or observables at a given LoA. Agenthood, and in particular moral agenthood, depends on a LoA. Our guidelines for agenthood are: interactivity (response to stimulus by change of state), autonomy (ability to change state without stimulus) and adaptability (ability to change the transition rules by which state is changed) at a given LoA. Morality may be thought of as a threshold defined on the observables in the interface determining the LoA under consideration. An agent is morally good if its actions all respect that threshold; and it is morally evil if some action violates it. That view is particularly informative when the agent constitutes a software or digital system, and the observables are numerical. Finally we review the consequences for Computer Ethics of our approach. In conclusion, this approach facilitates the discussion of the morality of agents not only in Cyberspace but also in the biosphere, where animals can be considered moral agents without their having to display free will, emotions or mental states, and in social contexts, where systems like organizations can play the role of moral agents. The primary cost of this facility is the extension of the class of agents and moral agents to embrace AAs. (shrink)

Modern digital technologies—from web-based services to Artificial Intelligence (AI) solutions—increasingly affect the daily lives of billions of people. Such innovation brings huge opportunities, but also concerns about design, development, and deployment of digital technologies. This article identifies and discusses five clusters of risk in the international debate about digital ethics: ethics shopping; ethics bluewashing; ethics lobbying; ethics dumping; and ethics shirking.

The idea of artificial intelligence for social good is gaining traction within information societies in general and the AI community in particular. It has the potential to tackle social problems through the development of AI-based solutions. Yet, to date, there is only limited understanding of what makes AI socially good in theory, what counts as AI4SG in practice, and how to reproduce its initial successes in terms of policies. This article addresses this gap by identifying seven ethical factors that are (...) essential for future AI4SG initiatives. The analysis is supported by 27 case examples of AI4SG projects. Some of these factors are almost entirely novel to AI, while the significance of other factors is heightened by the use of AI. From each of these factors, corresponding best practices are formulated which, subject to context and balance, may serve as preliminary guidelines to ensure that well-designed AI is more likely to serve the social good. Online technologies enable vast amounts of data to outlive their producers online, thereby giving rise to a new, digital form of afterlife presence. Although researchers have begun investigating the nature of such presence, academic literature has until now failed to acknowledge the role of commercial interests in shaping it. The goal of this paper is to analyse what those interests are and what ethical consequences they may have. This goal is pursued in three steps. First, we introduce the concept of (...) the Digital Afterlife Industry, and define it as an object of study. Second, we identify the politico-economic interests of the DAI. For this purpose, we develop an analytical approach based on an informational interpretation of Marxian economics. Third, we explain the practical manifestations of the interests using four real life cases. The findings expose the incentives of the DAI to alter what is referred to as the “informational bodies” of the dead, which in turn is to be seen as a violation of the principle of human dignity. To prevent such consequences, we argue that the ethical conventions that guide trade with remains of organic bodies may serve as a good model for future regulation of DAI. (shrink)

The purpose of this paper is to review and discuss Luciano Floridi’s 2019 book The Logic of Information: A Theory of Philosophy as Conceptual Design, the latest instalment in his philosophy of information (PI) tetralogy, particularly with respect to its implications for library and information studies (LIS) .

In this commentary, we discuss the nature of reversible and irreversible questions, that is, questions that may enable one to identify the nature of the source of their answers. We then introduce GPT-3, a third-generation, autoregressive language model that uses deep learning to produce human-like texts, and use the previous distinction to analyse it. We expand the analysis to present three tests based on mathematical, semantic, and ethical questions and show that GPT-3 is not designed to pass any of them. (...) This is a reminder that GPT-3 does not do what it is not supposed to do, and that any interpretation of GPT-3 as the beginning of the emergence of a general form of artificial intelligence is merely uninformed science fiction. We conclude by outlining some of the significant consequences of the industrialisation of automatic and cheap production of good, semantic artefacts. (shrink)

The web is increasingly inhabited by the remains of its departed users, a phenomenon that has given rise to a burgeoning digital afterlife industry. This industry requires a framework for dealing with its ethical implications. We argue that the regulatory conventions guiding archaeological exhibitions could provide the basis for such a framework.
