This viewpoint provides an explanation from the public health policies of Vietnamese government to contain the contagious disease with regard to COVID-19 pandemic. A combination of an early lockdown, increase in “virality” of the health information, encouragement in health declaration, regulation for wearing mask in the public, and country’s unity have been the effective ways to cope with this deadly virus in Vietnam, a developing country, which became the first country to halt the SARS spread successfully in 2003.

This paper critically examines Japan's approach toward the adoption of Generative AI such as ChatGPT in education via studying media discourse and guidelines at both the national as well as local levels. It highlights the lack of consideration for socio-cultural characteristics inherent in the Japanese educational systems, such as the notion of self, teachers’ work ethics, community-centric activities for the successful adoption of the technology. We reveal ChatGPT’s infusion is likely to further accelerate the shift away from traditional notion of (...) self, which has been ongoing during past educational reforms, towards active and self-directed learning. The current discourse on Generative AI’s infusion in education is driven by neoliberal agendas aimed at increasing employability and individualism. Moreover, the introduction of ChatGPT in the context of Japan's educator culture offers potential solutions to address issues of overwork but also necessitates considerations regarding increased responsibilities for teachers and the preservation of their central role in student education. Finally, the irreplicable social growth fostered by community-centric activities in the Japanese educational system highlights the limitations of ChatGPT in replicating dynamic social interactions, emphasizing the importance of holistic approaches to education beyond technological integration. This essay briefly summarizes the key characteristics and social philosophies in Japan’s vision of Society 5.0. Then it discusses why Vietnam, as a developing country, can learn from the experiences of Japan in establishing its vision for an AI-powered human-centric society. The paper finally provides five concrete recommendations for Vietnam toward a harmonic and human-centric coexistence with increasingly competent and prevalent AI systems, including: Human-centric AI vision; Multidimensional, pluralistic understanding of human-technology relation; AI as a driving force for socio-economic development; (...) The Argument from Inductive Risk (AIR) is taken to show that values are inevitably involved in making judgements or forming beliefs. After reviewing this conclusion, I pose cases which are prima facie counterexamples: the unreflective application of conventions, use of black-boxed instruments, reliance on opaque algorithms, and unskilled observation reports. These cases are counterexamples to the AIR posed in ethical terms as a matter of personal values. Nevertheless, it need not be understood in those terms. The values which load a (...) theory choice may be those of institutions or past actors. This means that the challenge of responsibly handling inductive risk is not merely an ethical issue, but is also social, political, and historical. (shrink)

General Introduction: In [1] a Calculus of Qualia (CQ) was proposed. The key idea is that, for example, blackness is radically different than █. The former term, “blackness” refers to or is about a quale, whereas the latter term, “█” instantiates a quale in the reader’s mind and is non-referential; it does not even refer to itself. The meaning and behavior of these terms is radically different. All of philosophy, from Plato through Descartes through Chalmers, including hieroglyphics and emojis, used (...) referential terms up until CQ. This paper in this series of papers addresses the question of why is there something rather than nothing, at length, and gives a radical new answer. In this paper, I reply to 18 of the essays on panpsychism in this issue. Along the way, I sketch out what a post-Galilean science of consciousness, one in which consciousness is taken to be a fundamental feature of reality, might look like.

Conversational Artificial Intelligence (CAI) systems (also known as AI “chatbots”) are among the most promising examples of the use of technology in mental health care. With already millions of users worldwide, CAI is likely to change the landscape of psychological help. Most researchers agree that existing CAIs are not “digital therapists” and using them is not a substitute for psychotherapy delivered by a human. But if they are not therapists, what are they, and what role can they play in mental (...) health care? To answer these questions, we appeal to two well-established and widely discussed concepts: cognitive and affective artifacts. Cognitive artifacts are artificial devices contributing functionally to the performance of a cognitive task. Affective artifacts are objects which have the capacity to alter subjects’ affective state. We argue that therapeutic CAIs are a kind of cognitive-affective artifacts which contribute to positive therapeutic change by (i) simulating a (quasi-)therapeutic interaction, (ii) supporting the performance of cognitive tasks, and (iii) altering the affective condition of their users. This sheds new light on why virtually all existing mental health CAIs implement principles and techniques of Cognitive Behavioral Therapy — a therapeutic orientation according to which affective change and, ultimately, positive therapeutic change is mediated by cognitive change. Simultaneously, it allows us to conceptualize better the potential and limitations of applying these technologies in therapy. (shrink)

Morphological and morphometric study of umbilical cord of 50 newborn babies were carried out during January to December 1998 at Bangabandhu Sheikh Mujib Medical University, Dhaka to expand the knowledge of gross anatomy of the umbilical cord of Bangladesh. The length of the cords irrespective of sex was ranged from 28 to 93 cm with a mean (±SD) of 55.6 (±10.78).The length of the umbilical cord of male was significantly longer than female (P<0.001). The diameter of the cord irrespective of (...) sex varied from 1 to 1.9 cm with a mean (±SD) of 1.45 +0.31 cm. The mean circumference length percentage ratio index of umbilical cord was 8.31. Thirty-three (66%) cords were inserted eccentrically, all being paracentral in position. The rest were inserted centrally. False knots were more frequent (47; 94%). Only one (2%) showed a true knot in addition of false knot. In 2(4%) cases cord had not any true or false knot. It is concluded that the gross morphological and morphometrical features of the umbilical cord in Bangladesh appear to be similar to those described in western literature. -/- . (shrink)

I've previously suggested that the historical evidence used to challenge scientific realism should lead us to embrace what I call Uniformitarianism, but many recently influential forms of scientific realism seem happy to share this commitment. I trace a number of further points of common ground that collectively constitute an appealing Middle Path between classical forms of realism and instrumentalism, and I suggest that many contemporary realists and instrumentalists have already become fellow travelers on this Middle Path without recognizing how far (...) they have thereby diverged from those who share their labels and slogans. I conclude by describing their central remaining disagreement and the sorts of evidence needed to resolve it. (shrink)

The novel concept of a simulating halt decider enables halt decider H to to correctly determine the halt status of the conventional “impossible” input D that does the opposite of whatever H decides. This works equally well for Turing machines and “C” functions. The algorithm is demonstrated using “C” functions because all of the details can be shown at this high level of abstraction.

William James’ argument against William Clifford in The Will to Believe is often understood in terms of doxastic efficacy, the power of belief to influence an outcome. Although that is one strand of James’ argument, there is another which is driven by ampliative risk. The second strand of James’ argument, when applied to scientific cases, is tantamount to what is now called the Argument from Inductive Risk. Either strand of James’ argument is sufficient to rebut Clifford's strong evidentialism and show (...) that it is sometimes permissible to believe in the absence of compelling evidence. However, the two considerations have different scope and force. Doxastic efficacy applies in only some cases but allows any values to play a role in determining belief; risk applies in all cases but only allows particular conditional values to play a role. In 1956, a few writings of Wittgenstein that he didn't publish in his lifetime were revealed to the public. These writings were gathered in the book Remarks on the Foundations of Mathematics (1956). There, we can see that Wittgenstein had some discontentment with the way philosophers, logicians, and mathematicians were thinking about paradoxes, and he even registered a few polemic reasons to not accept Gödel’s incompleteness theorems.

This chapter aims to narrow the gap between how Responsible Research and Innovation (RRI) is conceived of in European Commission policy circles and how it is conceived of in scholarly circles. The policy view of RRI and the scholarly view of RRI each have their strengths and weaknesses and both would be better off if coupled to the other. Large and pertinent differences between Scott's High Modernist projects and pRRI, however, perhaps weigh heavier than do the aforementioned similarities. In the (...) policy literature, people see that a straightforwardly optimistic approach to RRI can be found, which simultaneously is very explicit and universalist about what it means to be responsible—see the definition of RRI. Arguably, most of the discrepancies between aRRI and pRRI above can be explained in terms of two more parameters, along which the two can be differentiated—one somewhat philosophical, and one very down-to-earth. Some philosophers understand natural kinds to be the categories which are constraints on enquiry. In order to elaborate the metaphysics appropriate to such an account, I consider the complicated history of scurvy, citrus, and vitamin C. It may be tempting to understand these categories in a shallow way (as mere property clusters) or in a deep way (as fundamental properties). Neither approach is adequate, and the case instead calls for middle-range ontology: starting from categories which we identify in the world (...) and elaborating their structure, but not pretending to jump ahead to a complete story about fundamental being. Some scientific categories seem to correspond to genuine features of the world and are indispensable for successful science in some domain; in short, they are natural kinds. This book gives a general account of what it is to be a natural kind and puts the account to work illuminating numerous specific examples.

This discussion note addresses Caleb Hazelwood’s ‘Practice-Centered Pluralism and a Disjunctive Theory of Art’. Hazelwood advances a disjunctive definition of art on the basis of an analogy with species concept pluralism in the philosophy of biology. We recognize the analogy between species and art, we applaud attention to practice, and we are bullish on pluralism—but it is a mistake to take these as the basis for a disjunctive definition.

Although some authors hold that natural kinds are necessarily relative to disciplinary domains, many authors presume that natural kinds must be absolute, categorical features of the reality —often assuming that without even mentioning the alternative. Recognizing both possibilities, one may ask whether the difference especially matters. I argue that it does. Looking at recent arguments about natural kind realism, I argue that we can best make sense of the realism question by thinking of natural kindness as a relation that holds (...) between a category and a domain. Schwitzgebel (2001) — henceforth 'S' — offers three examples in order to convince us that there are situations in which individuals are neither accurately describable as believing that p or failing to so believe, but are rather in 'in-between states of belief'. He then argues that there are no 'Bayesian' or representational strategies for explicating these, and proposes a dispositional account. I do not have any fundamental objection to the idea that there might be 'in-between states of belief'. What I (...) shall argue, rather, is that: (I) S does not provide a convincing argument that there really are such states; (II) S does not show, as he claims, that 'in-between states of belief' could not be accounted for in terms of degrees of belief; (III) S’s dispositional account of 'in-between states of belief' is more problematic than the 'degree of belief' alternative. Cover songs are a familiar feature of contemporary popular music. Musicians describe their own performances as covers, and audiences use the category to organize their listening and appreciation. However, until now philosophers have not had much to say about them. This book explores how to think about covers, appreciating covers, and the metaphysics of covers and songs. Along the way, it explores a range of issues raised by covers, from the question of what precisely constitutes a cover, to the history (...) and taxonomy of the category, the various relationships that hold between songs, performances, and tracks, and the appreciation and evaluation of covers. The no-miracles argument and the pessimistic induction are arguably the main considerations for and against scientific realism. Recently these arguments have been accused of embodying a familiar, seductive fallacy. In each case, we are tricked by a base rate fallacy, one much-discussed in the psychological literature. In this paper we consider this accusation and use it as an explanation for why the two most prominent `wholesale' arguments in the literature seem irresolvable. Framed probabilistically, we can see very clearly why realists (...) and anti-realists have been talking past one another. We then formulate a dilemma for advocates of either argument, answer potential objections to our criticism, discuss what remains (if anything) of these two major arguments, and then speculate about a future philosophy of science freed from these two arguments. In so doing, we connect the point about base rates to the wholesale/retail distinction; we believe it hints at an answer of how to distinguish profitable from unprofitable realism debates. In short, we offer a probabilistic analysis of the feeling of ennui afflicting contemporary philosophy of science. (shrink)

A critical note on Christopher Bartel and Jack M. C. Kwong, ‘Pluralism, Eliminativism, and the Definition of Art’, Estetika 58 (2021): 100–113. Art pluralism is the view that there is no single, correct account of what art is. Instead, art is understood through a plurality of art concepts and with considerations that are different for particular arts. Although avowed pluralists have retained the word ‘art’ in their discussions, it is natural to ask whether the considerations that motivate pluralism should lead (...) us to abandon art talk altogether; that is, should pluralism lead to eliminativism? This paper addresses arguments both for and against this move. We ultimately argue that pluralism allows one to retain the word ‘art’, if one wants it, but only in a loose, conversational sense. The upshot of pluralism is that talk of art in general cannot be asked to do theoretical and philosophical work. (shrink)

Philosophy in Africa has for more than a decade now been dominated by the discussion of one compound question, namely, is there an African philosophy, and if there is, what is it? The first part of the question has generally been unhesitatingly answered in the affirmative. Dispute has been primarily over the second part of the question as various specimens of African philosophy presented do not seem to pass muster. There is a history of thinking that photographs provide a special kind of access to the objects depicted in them, beyond the access that would be provided by a painting or drawing. What is included in the photograph does not depend on the photographer’s beliefs about what is in front of the camera. This feature leads Kendall Walton to argue that photographs literally allow us to see the objects which appear in them. Current generative algorithms produce images in response to (...) users’ text prompts. Depending on the parameters, the output can resemble specific people or things which are named in the prompt. This resemblance does not depend on the user’s beliefs, so generated images are in this sense like photographs. Given this parallel, how should we think about AI-generated images? (shrink)

Frege discussed Mill’s empiricist ideas and Kant’s rationalist ideas about the nature of mathematics, and employed Set Theory and logico-philosophical notions to develop a new concept for the natural numbers. All this is objectively exposed by this paper.

Pascal’s wager uses decision theory to argue that it is rational to attempt to nurture belief in God, based on the expected utility of believing (infinite happiness) compared to not believing (at best, only finite happiness). A belief in an eternal conscious torment in hell (infinite suffering) for non-believers makes the differences in expected utility even more apparent, strengthening the argument. Similar reasoning can also be used to calculate the expected moral value of actions, including procreation. Under theism, if possible (...) future children might suffer eternal conscious torment, the expected moral value of procreation is extremely negative. This implies that theists have a moral obligation not to procreate, which for most theists, entails a moral obligation to be celibate or to undergo sterilisation surgery. (shrink)

Nuestro interés en el contenido mental no-conceptual es, principalmente, la articulación de una versión sustantiva (no-trivial) de esta clase de contenido en la experiencia perceptual. El debate acerca del contenido no-conceptual ha girado, en su mayor parte, alrededor de su existencia; y los argumentos que se han ofrecido en su favor abogan por una versión no sustantiva según la cual el contenido no-conceptual es aquel que no satisface ciertos requisitos conceptuales. Así, para desarrollar una versión sustantiva del contenido mental no-conceptual (...) hemos apelado a la versión de la experiencia perceptual de propiedades espaciales ofrecida por Evans (1982 cap. 6). A partir de esto desarrollamos un nuevo argumento a favor del contenido no-conceptual de la experiencia perceptual que lo vincula a la actividad característica de la experiencia perceptual. Por último, exponemos uno de los ataques de McDowell (1996) a la noción de contenido no-conceptual y presentamos nuestras réplicas a este ataque, mostrando su insuficiencia. Kant and Descartes followed an extreme clever, secure way of reasoning. For them, there must be a world of differences, or of movement, before we can extract anything (ideas, laws, concepts, etc.) from the world. For Kant, these “changes” that secure the possibility of knowledge were the ones we can measure with the categories of space and time. While, for Descartes, since there exist two things: “me” and “the world”, we can say knowledge is possible. But I think we can (...) extract a more abstract, general principle from the similarities between both Descartes and Kant’s mobilist tendency. (shrink)

The problem of underdetermination is thought to hold important lessons for philosophy of science. Yet, as Kyle Stanford has recently argued, typical treatments of it offer only restatements of familiar philosophical problems. Following suggestions in Duhem and Sklar, Stanford calls for a New Induction from the history of science. It will provide proof, he thinks, of “the kind of underdetermination that the history of science reveals to be a distinctive and genuine threat to even our best scientific theories” (Stanford 2001, (...) p. S12). This paper examines Stanford’s New Induction and argues that it – like the other forms of underdetermination that he criticizes – merely recapitulates familiar philosophical conundra. (shrink)

Kyle Stanford has recently claimed to offer a new challenge to scientific realism. Taking his inspiration from the familiar Pessimistic Induction (PI), Stanford proposes a New Induction (NI). Contra Anjan Chakravartty’s suggestion that the NI is a ‘red herring’, I argue that it reveals something deep and important about science. The Problem of Unconceived Alternatives, which lies at the heart of the NI, yields a richer anti-realism than the PI. It explains why science falls short when it falls short, and (...) so it might figure in the most coherent account of scientific practice. However, this best account will be antirealist in some respects and about some theories. It will not be a sweeping antirealism about all or most of science. (shrink)
