România intră, în iunie 1941, în al Doilea Război Mondial de partea Axei și împotriva URSS, sperând să redobândească astfel teritoriile pierdute. Pe 22 iunie 1941, armatele germană și română au început campania împotriva Uniunii Sovietice prin „Operațiunea München”, armata română fiind motivată de dorința de a lua înapoi de la URSS Basarabia și Bucovina. Pe 1 august 1943, aliații au bombardat câmpurile petroliere și rafinăriile de la Ploiești (Operațiunea Tidal Wave). După bătălia de la Stalingrad din perioada 23 august (...) 1942–2 februarie 1943, armata sovietică a început să avanseze și, în martie 1944, ajunge pe teritoriul României. Trupele românești au participat la război alături de Axă în cadrul Grupului de armate german sub denumirea „Ucraina de Sud”. Mareșalul Antonescu, convins de imposibilitatea opririi asaltului sovietic, în noaptea de 21 august a cerut ambasadorului Manfred von Killinger să angajeze toate rezervele germane pentru a sprijini frontul, și a doua zi, pe 22 august, a informat guvernul român despre intenția sa de a continua lupta alături de Germania nazistă. -/- DOI: 10.13140/RG.2.2.15073.38243. The volume Applied Ethics. Perspectives from Romania is the first contribution that aims at showing to the Japanese reader a sample of contemporary philosophy in Romania. At the same time a volume of contemporary Japanese philosophy is translated into Romanian and will be published by the University of Bucharest Press. -/- Applied Ethics. Perspectives from Romania includes several original articles in applied ethics and theoretical moral philosophy. Christian mission in the Romania has been continuous, but has adapted to the realities of everyday life and to historical conditions, both local and national. However, the clergy and the believers engaged in serving the Church in Romania continued preaching the Gospel and strengthening the faith and unity of the nation, a necessary component for effective ministry.

Purpose: The purpose of this research is to analyze the characteristics of entrepreneurship in influential people in Romania, given that entrepreneurship is what guarantees the success of any business. -/- Methodology: There are five indicators that show that a certain person has the entrepreneurial spirit: passion, optimism, continuous improvement, take calculated risks and achieve their goals. -/- Results: Entrepreneurship is not learned, but is formed over time and is formed from within the person. So entrepreneurship becomes part of what (...) people really are. Entrepreneurship develops in people, when they feel motivated, empowered, take risks, show passion and are willing to achieve great goals. In other words, to exceed their own limits. Also, the entrepreneurial spirit is always looking for change, because here it is a mentality that is constantly looking for innovation, in seeing the big picture, always looking for constructive feedback, always looking for new opportunities and in to always have a critical spirit. In addition, due to the entrepreneurial spirit that a person manifests, their employees will embrace this entrepreneurial mentality and will come up with new ideas, solutions and opportunities to problems, and this makes organizations grow and develop. The present article dwells on the idea of the empowerment of women as it was used by the Communist regime. Eugenics, a field much discussed in inter-war Romania, was the main tool in controlling women. The principles of this science, related to the idea of biology as destiny, were adopted and applied so that the private sphere became public. My thesis is that even if these principles were used in the communist strategy in order to strengthen the nation, in (...) fact, their core aspect – reproduction – became only a means for increasing work force and in the end weakened the family and implicitly the nation. Data was collected via the ATBEQ to measure preferences for three business philosophies: Machiavellianism, Social Darwinism, and Moral Objectivism. The results show that Romanian students present more favorable attitudes toward Machiavellianism than French students; whereas, French students valued Social Darwinism and Moral Objectivism more highly. For Machiavellianism and Moral Objectivism the results are consistent with (...) the literature and our hypotheses. However, contrary to our expectations, we find that Social Darwinism is more important in France than Romania. The results indicate that religious practice does not influence preferences for the three business philosophies. According to our understanding, when we discuss about the religious life in Romania, one must take into account, first of all, the characteristics of this people, its culture and traditions that are over two millennia old. The similarities and differences with the organization and functioning of other religious systems in Europe and around the world cannot and must not exclude the defining elements of a people that has asserted its origins and defended its spiritual integrity over the centuries. In (...) our country there is a close connection between the history, culture, spirituality and education of this people of Latin origin and mostly of Orthodox faith. Starting from these realities, the Romanian Orthodox Church had an important role in preserving the values and national identity in the face of the frequent stepsons of history. Regarding interreligious education in Romania, it is done in public schools, with the discipline of Religion, where, especially in high school, there are classes in the History of Religions in which one learns about religious traditions around the world and how to interact with people belonging to other denominations, religions and ideologies. The phenomenon of migration increases in our country from one year to another producing important changes in terms of economic, cultural, social and religious realities. Taking into account all these realities, the state must promote policies that protect migrant populations and defend human rights for these communities. At the same time, they must be actively involved in protecting families where one or more members are working abroad and in the process of educating children who remain in the care of relatives. The present paper explores diffident and dissident practices reflected by the political talk at the end of the 19th-century in Romania. Relying on Jacques Rancière’s theories on the ‘aesthetic regime of politics,’ the introduction sketches a historical frame and proposes a focus change: the relation between ‘politics’ and ‘aesthetics’ does not stand on a set of literary cases, but on political scripts as such. Thus, the hypotheses investigated by the next three parts can be formulated as follows: 1. though (...) determined by an ideological direction (Conservative or Liberal), the political speech still preserves his tendency towards aesthetic autonomy. 2. oratorical merits (hinting at aesthetic autonomy) can turn into practices of political autonomy, diffidence and, then, dissidence. Methodologically, two types of aesthetic practices organize the chosen materials; both the diffident script and the theatre of dissidence help us to perceive how the philosophical and moral meaning of these practices could change into an ideology of dissidence. The formalization of diffident practices, their conversion to outspoken dissidence, also corresponds to the symmetrical symptom of unlimited authority; when old-time politicians warned on ‘Caesarism,’ ‘Vizierate,’ ‘Despotism,’ ‘Omnipotence’ or ‘Tyranny,’ the Romanian society had already been training for a long experience of ‘dictatorship.’. The analysis performed in connection with religious education in Romania has pointed out that after fatal atheist communist period in which religious denominations were excluded from social life and religious education was restricted and then completely excluded from public education in most cases being only present in families who passed it on ancestral beliefs, in our time, with the establishment of democratic regime in Romania, religion has regained the place it deserves in society. In the last 25 years (...) were made considerable efforts to correct the mistakes of the past and at the same time, attempt to respect religious freedom, as they are present throughout Europe, without abandoning the Romanian national values. Religious education has come to be again part of the educational structures, being introduced in the public schools, although currently there are voices that want to exclude it from the everyday life of people. This is just another atheist challenge that Romanian society should respond promptly and seriously, showing that Romanian national values have been built on traditional religious values. În toată perioada celui de Al Doilea Război Mondial, serviciile secrete române au colectat informații privind localizarea unităților germane în țară. Ofițerii din grupul conspirativ pentru întoarcerea armelor împotriva Germaniei sporesc numărul unităților românești prezente în capitală, pentru a putea face față germanilor. O misiune interaliată clandestină a fost parașutată în București și găzduită în secret de generalul Constantin Sănătescu. Urmare a succesului ofensivei germane pe aliniamentul Iași-Chișinău, grupul conspirativ a decis accelerarea pregătirilor. Pe 20 august, Mihai I și grupul (...) de militari din conspirație au stabilit data acțiunii pentru 26 august. În noaptea de 21 august, în secret, membrii opoziției și-au dat acordul pentru această dată. Throughout World War II, Romanian secret services collected information on the location of German units in the country. The officers from the conspiracy group for the return of weapons against Germany increase the number of Romanian units present in the capital, in order to be able to face the Germans. A clandestine allied mission was parachuted into Bucharest and secretly hosted by General Constantin Sanatescu. Following the success of the German offensive on the Iasi-Chisinau lineup, the conspiracy group decided to (...) speed up preparations. On August 20, Michael I and the group of soldiers in the conspiracy set the date for the action for August 26. On the night of August 21, members of the opposition secretly agreed to this date. The paper grasps and outlines the concepts and practices of library marketing as well as generally the marketing of non-profit institutions or organizations, conceptually defined as symbolic marketing- However, what is termed here as symbolic should not be understood as a "weaker " version of marketing, but as the proper way in which marketing perspectives can be actually implemented in such institutions; that is, as a practice which concerns and mobilizes all services and activities of such institutions. The aim of this article is to address the issue of measuring radio audience from a methodological perspective. Although our approach is contextualized, the case study of radio audience measurement in Romania is relevant to a large number of EU countries, in which scholars and practitioners use Day-After-Recall technique. Considering the size of the radio advertising market, as well as the number of radio listeners (about 90% in EU), it is crucial for both radio broadcasters and advertisers to measure (...) radio audience with high accuracy. First, we briefly review the main definitions of key concepts used in radio audience evaluation: audience, listener, rating, market share, daily-reach, or time spent listening. Next, we discuss two paradigms of audience and two theoretical models of mass communication used as a framework for measuring radio audience. Further, we briefly approach the issue of potential sources of error in rating data, by focusing on response error. Next, we emphasize the advantages and disadvantages of each quantitative method utilized in radio audience measurement, and present the case study of radio audience measurement in Romania. Based on a methodological critical review, we outline challenges and potential solutions for assessing more accurately radio audience. Finally, we reflect on the future of radio in digital era, and refer to new perspectives of upgrading existing research techniques. (shrink)

Istoria ne-a demonstrat că statele învecinatese se războiesc mai mult iar cele care nu au frontieră comună pot fi într-o relație politică și diplomatică excelentă. Statele Unite ale Americii și România și-au construit relația în jurul așezării geografice și a comerțului. Tânărul stat american era concentrat pe dezvoltare, iar poziția geografică a țării noastre la gurile Dunării a fost un imbold în a dezvolta relații comerciale cu Principatele Române.

From the perspectives of early warning and identification of risk, risk quantification and analysis, also as risk management, we propose recommendation, which includes analysis of citizen behavior in panic, cooperation of the institutions in Romania. The whole analysis will be performed from a perspective of the field of economic cybernetics. The 2019-nCoV coronavirus epidemic started in China's Wuhan city, which has spread throughout the country and subsequently, in a very short period of time, in several states, being viewed as (...) a global contagion effect that causes great concern. As the virus gets closer to Romania, it becomes worrying and citizens are already panicking. Therefore, in this article we will analyze, according to public data, what is the current situation and how well Romania is prepared to manage the risks arising from the confirmation of COVID-19 in the country and how the behavior of citizens in a state of panic is influenced. In addition, we analysed the medical system from Romania from the point of view of the analysis of the management of the viable system, in the situation of pandemic crisis the medical system being one of the sensitive points of any system. This article proposes a phenomenological interpretation of nostalgia for communism, a collective feeling expressed typically in most Eastern European countries after the official fall of the communist regimes. While nostalgia for communism may seem like a paradoxical feeling, a sort of Stockholm syndrome at a collective level, this article proposes a different angle of interpretation: nostalgia for communism has nothing to do with communism as such, it is not essentially a political statement, nor the signal of a deep value tension (...) between governance and the people. Rather, I propose to understand this collective feeling as the symptom of a deeper need at a national level for solidarity and ultimately about recapturing a common feeling of identity in solidarity. This hypothesis would be in line with a phenomenological approach to memory as a process of establishing shared codes by rewriting the past in such a way as to strengthen social bonds and make possible a reimagining of a common future. Nostalgia for communism does not need to be ultimately an uncritical stance as it has been depicted, instead one could interpret it as a form of critical reflexion about our current forms of life. Instead of seeing communism nostalgia as a specific form of being stuck in the past, one could explore its potential for pointing at the things that are still not working in the current neo-liberal regime. Over the years, as the all-encompassing processes of globalization and neoliberalization unfolded, the Popular Republic of China increasingly deepened its developmental policies intended to grow its technological and economic competitiveness. Chinese universities experimented with various forms of managerial techniques imported from the West, including those inspired by the neoliberal ideology. Their achievements in the field of tertiary education were so impressive that they easily became a source of inspiration for neoliberal managers aspiring to „excellence” all around the world. On the (...) other hand, in post-socialist Europe, stuck in an unsatisfying and unfulfilled search for ideal neoliberal productivity models, Romanian university managers are still obsessing with pushing their institutions among the ones listed by the Academic Ranking of World Universities (ARWU), while many Romanian researchers are seeking to publish in Chinese journals. Some of them look up with envy to the generous incentives that Chinese public universities are providing in order to increase their publication output. However, the interest for debating or critically understanding the governance behind all these trends is barely visible. More often than not, researchers and experts alike are happy to believe that their academic work has nothing to do with politics or ideology. Few are questioning the political bases of neoliberal reforms at home, and even fewer are trying to find out more about what really happens in China. In this paper I will try to incite questions or working hypotheses about the ideology of neoliberal competitiveness, encouraging Romanian readers to reflect upon issues and debates informed by the prestige-driven university reforms experimented over the last three decades by the Popular Republic of China. Also, the paper will provide some useful bibliographical suggestions for those who want to dive deeper and better understand recent policy directions adopted by the Communist Party of China in this field. The problem of trickster leadership is discussed in this chapter in the context of the Romanian experience of modernity. This experience has emerged as a Post-Byzantine condition; it was strongly marked by the forty years of communist regimes and was loaded with a high amount of duplicity and ambivalence. The chapter argues that the communist type of trickster leadership in Romania was the outcome of a clash between two types of corruption: a domestic one and a global one. The (...) idea of ‘forms without substance’, coined in 1868 by the historian Titu Maiorescu, is shown to be indicative of the exilic condition in which Romanians remained caught even after their country became independent. The description of this paradoxical condition is followed by a review of the main eras of Romania as a modern state, arguing that this condition has led to an accumulation of disharmony and the absurd in the social fabric of the people. Pentru a funcționa într-un mod eficient, structurile de informații au nevoie de analiști de informații eficienți, sau cu alte cuvinte, de analiști de informații bine pregătiți. Acesta este cazul comunității noastre naționale de informații, precum și al componentelor și structurilor sale. Necesitatea și importanța proiectului este în consecință (...) înrădăcinată în nevoia de analiști bine pregătiți și în misiunea lor centrală în domeniul informațiilor, și anume crearea de produse (informații de securitate) care să poată prezenta o înțelegere corectă și exactă a diferitelor procese, evenimente. și fenomene pentru factorii de decizie. La 23 august 1939 Germania și Uniunea Sovietică au semnat la Moscova pactul Ribbentrop-Molotov, conform căruia URSS revendica Bucovina de Nord și Basarabia. În septembrie 1939 Polonia este invadată de Germania. În acest context Consiliul de Coroană a decis, la 6 septembrie 1939, proclamarea neutralității României, securizând frontierele și evitând confruntarea militară prin activarea “Blocului Balcanic al Neutrilor”, a Acordului Balcanic din 1934 și prin încercarea de a încheia un pact de neagresiune cu URSS. La 29 martie 1940, V. M. (...) Molotov vorbește despre “existența unei chestiuni litigioase nerezolvate, aceea a Basarabiei, a cărei anexare de către România nu a fost niciodată recunoscută de Uniunea Sovietică, cu toate că aceasta n-a pus niciodată chestiunea înapoierii Basarabiei pe cale militară”. Prin tratatul Hitler-Stalin, Tratatul de la Craiova și Al Doilea Arbitraj de la Viena (Dictatul de la Viena) România pierde peste o treime din teritoriu și peste un sfert din populație), inclusiv Ținutul Herța care nu făcea parte nici din Bucovina, nici din Basarabia și nu fusese revendicat inițial de URSS. This article intends to show the distance between work-life balance as a political and social issue at the EU and Romanian level, through the lens of the local gender equality policies following the process of EU accession. The article provides, in its first part, a brief presentation of the main theoretical axes structuring the available literature, followed up by the analysis of the occurrence of the work-life balance issue at the European level. Then the study examines the normative dimension of (...) work-life balance in post-communist Romania, seeking to understand to what extent work-life balance policies have been designed and implemented in the last 25 years. Mărturii importante despre momentul 23 august 1944 deţinem şi ca urmare a existenţei, în Arhivele Naţionale ale României – Fondul „Manuscrise”, a Memoriului de activitate al lui Traian Borcescu, şeful Secţiei a II-a Contrainformaţii din cadrul Serviciului Special de Informaţii (SSI). Ofiţerul, din postura sa de conducător al structurii SSI-ului cu atribuţii în ceea ce priveşte cunoaşterea şi combaterea fenomenelor care puteau atinge ordinea şi stabilitatea internă a ţării în timp de război, este unul din participanţii direcţi la acţiunea de (...) pregătire a actului, demonstrând, încă o dată, că această îndrăzneaţă acţiune de alăturare a României la coaliţia Naţiunilor Unite nu s-a făcut ad-hoc, ci a necesitat un plan minuţios elaborat la care SSI-ul a contribuit prin reprezentanţii săi care şi-au făcut pe deplin datoria faţa de ţară, ca şi în alte momente sau evenimente de mare importanţă pentru România. The orphans of Romania were participants in what is sometimes called “the forbidden experiment”: depriving human infants of intimacy, affection, and human contact is an inhuman practice. It is an experiment which no ethical researcher would set out to do. This paper examines historical data, case histories, and research findings which deal with early deprivation and performs a phenomenological analysis of deprivation phenomena as they impact emotional and physical development. A key element of deprivation is the absence of intimate (...) relationships with other human beings. However, the absence of intimacy impacts not only the social/emotional abilities of infants, but their very ability to perceive the world. Philosophically and from a radically Merleau-Pontean perspective, the intimate face of the other appears to be a world opening event for the child. Its absence has a profound impact on the child’s experience of embodiment, coexistence, spatiality, temporality, and language. This book is written for middle and high school students, for teachers and for those with a passion for math, containing 150+1 problems (which are followed by solutions) to make it more accessible to the reader. The last problem (150+1), a very interesting one, leaves some space for comments and generalizations. The book is a collaboration between a multi-awarded student at Romania’s National Mathematics Olympiad (Carina Maria Viespescu, student in year 10 at Liceul International of Informatics Bucuresti), a teacher (...) from Colegiul National “Fratii Buzesti” din Cravoia and prof. In this study, we want to analyze the relation between two Romanian internationally-renowned men of culture: Mircea Eliade (often considered one of the greatest historians of religion of all times) and Nicolae Steinhardt (whose name and memory have been mentioned by Pope John the Second in his visit in Romania). Though they had about the same age (a difference of 5 years), they had little connections in the interwar period (a few meetings and, later, Steinhardt’s volume The Way of… (...) the Young [În genul… tinerilor] from 1934, where he parodies Eliade, among others). A strong influence (which changed destinies) occurred during 1958-1960, when Steinhardt was imprisoned for having read and spread writings of Romanians found in exile, including the novel Midsummer Night (The Forbidden Forest) [Noaptea de Sânziene (Pădurea interzisă)] by Eliade. After the release in 1964, Steinhardt was continuously watched by the communist Securitate and reports have been written about him, where his main guilt was his friendship with Mircea Eliade, Emil Cioran, Eugen Ionescu, Virgil Ierunca, Monica Lovinescu, et al. Beyond these biographical intersections between Eliade and Steinhardt, there are also connections with regard to the Romanian culture, literary ideas, and visions on religious life. Steinhardt brings appreciations to the scholar in Chicago for the fact that he presents the beauty of the Romanian culture in the Western desecrated world and considers Eliade – and he’s one of the few who does this – influenced in his thinking by Christian ideals (in this direction, memorable are Steinhardt’s appreciations of the role played by Eliade in the Western culture, especially with his volume From Zamolxis to Genghis-Kahn [De la Zalmoxis la Genghis-Han], but also with his fiction, marking a direct reference to the novella A Fourteen Year Old Photograph [O fotografie veche de 14 ani]). Every year, the member Churches of the World Council of Churches (WCC) are called to actively participate in the meetings organized in the Week of Prayer for Christian Unity. From my perspective, these moments are an extraordinary opportunity to share in the richness of the Orthodox tradition, which means an act of confession and authentic witness. In the first part, I will present critically the canonical synthesis of the Orthodox, the concept of “Ecumenical Eucharist” and of Lima Liturgy, followed by (...) the recommendations of the Special Commission for Orthodox participation in the WCC regarding confessional and interconfessional common prayer. Then, this article will make a historical presentation of the week of prayer. It is very important to know how this initiative started and how it was accepted at the beginning and over the years. At least in Romania, where we have an Orthodox majority, this week has become a controversial issue produced by those who are against ecumenical dialogue. A special attention is for the actual practice approved by the Romanian Patriarchate. Finally, the article will present the statements of the new Orthodox documents and it will end with some conclusions about this moment of common Christian witness. (shrink)

Cartea de față este teza de doctorat în Teologie a autorului, alcătuită și susținută în cadrul Școlii Doctorale „Sf. Nicodim” a Universității din Craiova, în noiembrie 2021. Lucrarea se remarcă prin rigurozitatea și amploarea cercetării teologice despre o temă actuală în misiologie, anume relația dintre misiune și eclesiologie. În acest sens, opera și personalitatea Pr. Prof. Ion Bria sunt punctele de referință pentru susținerea dimensiunii misionare a Bisericii Ortodoxe. Amintim că Pr. Ion Bria ne-a fost un apropiat, mai ales în (...) perioada activității noastre ca profesor la Facultatea de Teologie din Sibiu (1999- 2001). În semn de apreciere, i-am semnat Prefața volumului Tratat de Teologie Dogmatică și Ecumenică, publicat la editura România Creștină, în anul 1999. Lucrarea părintelui Diac. Doru Marcu se situează la întâlnirea dintre Misiologie și Dogmatică. Totuși, analiza este una misiologică, având în vedere formarea profesional-teologică a autorului, licențiat în teologie, cu studii masterale la Facultatea de Teologie din București și cu studii misiologice în străinătate, la Facultatea de Teologie și Studii Religioase, Universitatea Catolică din Leuven, Belgia. Pregătirea temeinică a părintelui autor se observă din numeroasele studii și lucrări folosite în prezenta cercetare. Apreciem și informațiile inedite despre prestigioasa activitate a Pr. Ion Bria, în conformitate cu documentele de arhivă cercetate de autor în fondul dedicat teologului român în Arhivele Consiliului Mondial al Bisericilor din Geneva, Elveția. Pornind de la adevărul că misiunea este parte integrantă eclesiologiei, autorul demonstrează că, în viziunea Pr. Ion Bria, conceptul liturghie după Liturghie este definitoriu pentru a înțelege legătura dintre cele două dimensiuni. Punctul de vedere al autorului se situează în interiorul teologiei ortodoxe ce consideră că misiunea nu se poate realiza fără eclesiologie. Așadar, Biserica rămâne un organism viu și teandric propovăduind neîncetat mesajul evanghelic al Împărăției lui Dumnezeu. Conceptul liturghie după Liturghie propune o strânsă legătură între actul eclesial și actul misionar, care începe prin săvârșirea Sfintei Liturghii și se continuă ca o nouă liturghie a iubirii aproapelui, prin cuvânt și prin faptă. 8 În concluzie, lucrarea părintelui Marcu este un reper pentru teologia românească și nu numai. Mai mult, având în vedere că în acest an se împlinesc două decenii de la trecerea la cele veșnice a Pr. In this paper I consider Corneliu Porumboiu’s ‘Police, Adjective’ (Romania, 2009) as an instance of a puzzling work of art. Part of what is puzzling about it is the range of extreme responses to it, both positive and negative. I make sense of this puzzlement and try to alleviate it, while considering the film alongside Ludwig Wittgenstein’s arguably puzzling “Lectures on Aesthetics” (from 1938). I use each work to illuminate possible understandings of the other. This short article pairs the realms of “Mathematics”, “Philosophy”, and “Poetry”, presenting some corners of intersection of this type of scientocreativity. Poetry have long been following mathematical patterns expressed by stern formal restrictions, as the strong metrical structure of ancient Greek heroic epic, or the consistent meter with standardized rhyme scheme and a “volta” of Italian sonnets. Poetry was always connected to Philosophy, and further on, notable mathematicians, like the inventor of quaternions, William Rowan Hamilton, or Ion Barbu, the creator (...) of the Barbilian spaces, have written appreciated poems. We will focus here on an avant-garde movement in literature, art, philosophy, and science, called Paradoxism, founded in Romania in 1980 by a mathematician, philosopher and poet, and on the laboured writing exercises of the Oulipo group, founded in Paris in 1960 by mathematicians and poets, both of them still in act. We will explore ecumenical collaboration for the sake of mission in the 21st century in this region. In this sense, we will consider ecumenical relations, theological education, migration and diaspora, and present challenges, and will try to identify the vision of the future. We will do this by focusing on four countries from the region as critical studies: the Czech Republic, Poland, Romania, and Serbia.

This paper aims to measure the quality of all Romanian cities’ websites in 2019 and 2022, before and after the disruptive event of COVID-19. Since the official websites are the core instrument of e-governance, the changes in the quality of Romanian cities’ websites reflect the changes in the development of urban e-governance in Romania. The COVID-19 lockdowns and contact restrictions and the moving of most activities into the online environment had the potential to impact the performance of Romanian cities’ (...) websites significantly and catalyze the progress of local e-governance. The quality of Romanian cities’ official websites was measured using an adapted survey instrument proposed by Holzer and Kim and Manoharan, Melitski, and Holzer. The tool covers five critical criteria of website quality or performance: personal data security, usability, content, services, and citizen participation. The research results may seem contrary to expectations: the improvements of websites have been incremental rather than transformational. Although our research provides only a case study, we may assert that the reform of traditional administration remains a step-by-step process. Our study’s main contribution consists in showing that the progress of e-governance is an incremental process even in a situation of emergency that requires the moving of most activities into the online environment. After noting the absence of a mutual confrontation, the aim of this research has been redefined in reconstructing the influence of Habermas’ writings on the work of Zygmunt Bauman – an aspect known to scholars of the Polish sociologist but not very well recognized in the international sociological community. In this article we developed scientific and applied foundations of commercialization of the nature-resource potential of anthropogenic objects, on the example of exhausted mines. It is determined that the category of “anthropogenic object” can be considered in a narrow-applied sense, as specific anthropogenic objects to ensure the target needs, and in a broad theoretical sense, meaning everything that is created and changed by human influence, that is the objects of both artificial and natural origin. It was determined that problems of (...) commercialization of the natural-resource potential of anthropogenic objects are most often considered by researchers for specific objects, without having complex methodological coverage from the point of view of combining environmental, technical, economic and managerial components. When studying the substantiation of the scientific base, the authors confirmed the feasibility of the commercialization of natural-resource potential of anthropogenic objects on the example of a number of theoretical scientific studies in reclamation, reconstruction, recreation, remediation, restoration of biological productivity and economic value of land disturbed by economic activity. The considered examples of exhausted mines in the 21st century in the USA, Canada, Germany, Romania, and Poland indicate a wide range of opportunities for their commercialization. The study of the potential for commercialization of exhausted mines in the post-Soviet countries testified to the underused reserves for the commercialization of their nature-resource potential and their high potential for further development. The authors proposed the identification of anthropogenic objects on the basic livelihood spheres of society. There were identified the main system (natural, biological, technical, economic, social, managerial) and structural (subjects, trends, threats, risks, problems, challenges) factors of diagnosing the state of an anthropogenic object. A set of measures has been developed for commercialization of an anthropogenic object in functional and production activities, product policy, financial and investment spheres, pricing and sales policies, promotion, management and determination of property rights. Recommendations were provided on optimizing the management decision-making process based on a set of positivistic development principles, methods, and management functions. The study allows international organizations, state and local authorities, territorial communities, owners and potential investors to see new opportunities and make mutually beneficial decisions on the rational use of the nature-resource potential of anthropogenic objects.
