This essay is my contribution to a celebratory volume for Mr Peter Ho, former head of Singapore's Civil Service, from whom I learned the phrase ‘black elephant’. I reflect on four elephants among my own interests: in other words, big things (in my estimation), in clear sight but invisible to many eyes. They are: (i) retrocausality in quantum theory; (ii) child conscription and the monarchy; (iii) AI risk; and (iv) cold fusion. The exploration of chemical periodicity over the past 250 years led to the development of the Periodic System of Elements and demonstrates the value of vague ideas that ignored early scientific anomalies and instead allowed for extended periods of normal science where new methodologies and concepts are developed. The basic chemical element provides this exploration with direction and explanation and has shown to be a central and historically adaptable concept for a theory of matter far from the reductionist frontier. This (...) is explored in the histories of Prout’s hypothesis, Döbereiner Triads, element inversions necessary when ordering chemical elements by atomic weights, and van den Broeck’s ad-hoc proposal to switch to nuclear charges instead. The development of more accurate methods to determine atomic weights, Rayleigh and Ramsey’s gas separation and analytical techniques, Moseley’s X-ray spectroscopy to identify chemical elements, and more recent accelerator-based cold fusion methods to create new elements at the end of the Periodic Table point to the importance of methodological development complementing conceptual advances. I propose to frame the crossover from physics to chemistry not as a loss of accuracy and precision but as an increased application of vague concepts such as similarity which permit classification. This approach provides epistemic flexibility to adapt to scientific anomalies and the continued growth of chemical compound space and rejects the Procrustean philosophy of reductionist physics. Furthermore, it establishes chemistry with its explanatory and operational autonomy epitomized by the periodic system of elements as a gateway to other experimental sciences. (shrink)

I criticise a paper by Peter Forrest in which he argues that a principle of unrestricted countable fusion has paradoxical consequences. I argue that the paradoxical consequences that he exhibits may be due to his Whiteheadean assumptions about the nature of spacetime rather than to the principle of unrestricted countable fusion.

Hot-cold empathy gaps are a pervasive phenomena wherein one’s predictions about others tend to skew ‘in the direction’ of one’s own current visceral states. For instance, when one predicts how hungry someone else is, one’s prediction will tend to reflect one’s own current hunger state. These gaps also obtain intrapersonally, when one attempts to predict what one oneself would do at a different time. In this paper, we do three things: We draw on empirical evidence to argue that so-called (...) hot-cold empathy gaps arise when one projects one’s own current state into a simulation about another. Second, we argue that this process does not typically confer knowledge, even when the predictions it produces happen to be accurate. Third, we suggest that these results can be used to develop a challenge for L.A. Paul's view that authentic action sometimes requires subjective knowledge of one’s own values and how these values relate to relevant outcomes. We then sketch an alternative view of the epistemic grounds of authenticity, one on which authenticity requires a kind of understanding. The relevant form of understanding can be achieved by subjective knowledge but can also be achieved elsewise, such as through testimony from a close friend about what one values. (shrink)

There are two main ways in which the notion of mereological fusion is usually defined in the current literature in mereology which have been labelled ‘Leśniewski fusion’ and ‘Goodman fusion’. It is well-known that, with Minimal Mereology as the background theory, every Leśniewski fusion also qualifies as a Goodman fusion. However, the converse does not hold unless stronger mereological principles are assumed. In this paper I will discuss how the gap between the two notions can (...) be filled, focussing in particular on two specific sets of principles that appear to be of particular philosophical interest. The first way to make the two notions equivalent can be used to shed some interesting light on the kind of intuition both notions seem to articulate. The second shows the importance of a little-known mereological principle which I will call ‘Mild Supplementation’. As I will show, the mereology obtained by adding Mild Supplementation to Minimal Mereology occupies an interesting position in the landscape of theories that are stronger than Minimal Mereology but weaker than what Achille Varzi and Roberto Casati have labelled ‘Extensional Mereology’. The aim of this paper is to provide a proof-theoretic characterization of relevant logics including fusion and fission connectives, as well as Ackermann’s truth constant. We achieve this by employing the well-established methodology of labelled sequent calculi. After having introduced several systems, we will conduct a detailed proof-theoretic analysis, show a cut-admissibility theorem, and establish soundness and completeness. The paper ends with a discussion that contextualizes our current work within the broader landscape of the proof theory of relevant logics.

To obtain effective fusion results of multi source evidences with different importance, an evidence fusion method with importance discounting factors based on neutrosopic probability analysis in DSmT framework is proposed. First, the reasonable evidence sources are selected out based on the statistical analysis of the pignistic probability functions of single focal elements. Secondly, the neutrosophic probability analysis is conducted based on the similarities of the pignistic probability functions from the prior evidence knowledge of the reasonable evidence sources. Thirdly, (...) the importance discounting factors of the reasonable evidence sources are obtained based on the neutrosophic probability analysis and the reliability discounting factors of the real-time evidences are calculated based on probabilistic-based distances. Fourthly, the real-time evidences are discounted by the importance discounting factors and then the evidences with the mass assignments of neutrosophic empty sets are discounted by the reliability discounting factors. Finally, DSmT+PCR5 of importance discounted evidences is applied. Experimental examples show that the decision results based on the proposed fusion method are different from the results based on the existed fusion methods. Simulation experiments of recognition fusion are performed and the superiority of proposed method is testified well by the simulation results. (shrink)

In the December 2015 Issue of the Police Journal Sam Poyser and Rebecca Milne addressed the subject of miscarriages of justice. Cold case investigations can address some of these wrongs. The salient points for attention are those just before his sudden death: Milligan was appointed Private Secretary to Jonathan Aitken, the then Minister of Arms in the Conservative government in 1994. The known facts are as follows: 1. Stephen David Wyatt Milligan was found deceased on Tuesday 8th February 1994 (...) at his Chiswick, West London house where he lived alone. His body was found by his secretary Vera Taggart who was told by Julie Kirkbride where a spare key to his London house was kept and who decided to go to his house that day because he was not answering his telephone. Police said he had made one last telephone call on Saturday evening at 9.00pm. 2. Stephen David Wyatt Milligan had been the elected Member of Parliament (‘MP’) for Eastleigh in Hampshire since 1992. 3. The important topics this MP was addressing in 1994 at the time of his death included: (i) rail privatization plans and the impact through job losses on communities, especially his own constituency of Eastleigh; (ii) arms dealings with Saudi Arabia, especially with his previous intelligence gathered as an economics journalist for esteemed publications; (iii) the UK military industry; (iv) homosexuality among senior government Ministers, as revealed by British footballer Fasanu; (v) personal relationship and planned marriage to his fiancée (Julie Kirkbride) who at the time was a political journalist. 4. Stephen Milligan was also appointed as Parliamentary Private Secretary to Jonathan Aitken, Arms Minister and this position must have required that he came ‘up to speed’ on international arms trade and indeed its relation to bribery and corruption across jurisdictions. Milligan’s experience and knowledge as a former high-level political and economics journalist must have been of huge benefit to government minister Jonathan Aitken who was later imprisoned for perjury. 5. Regarding Stephen Milligan’s death in 1994, the Guardian newspaper in their immediate obituary said that ‘The death of one of the government's most outspoken and loyal supporters will pose a stiff electoral test for the Tories to surmount. He was on the left of the Tory party - he had even had a brief flirtation with the SDP when it was formed - and was a noted Euro-enthusiast… the death of one of the government's most outspoken and loyal supporters will pose a stiff electoral test for the Tories to surmount. Regarding Stephen Milligan’s sudden and unexpected death in 1994, MP David Willetts (Conservative, Havant) said in March 2015, in his address in the House of Commons. ‘…The inevitable ups and downs and triumphs and disasters of politics are among the great features of this place. There are colleagues in all parts of the House who are tolerant and understanding. There are friendships that keep the downs as well as the ups of politics in perspective. Having entered the House in 1992, I think particularly of two good friends, Judith Chaplin and Stephen Milligan, who both died within two years of being elected; that loss stayed with me for a long time...’ 6. On 28 February 2000, in the House of Commons, at Column 106, Mr Mike Hancock (Portsmouth) said, on the deaths of Michael Colvin and of Stephen Milligan MP: ‘I knew Michael Colvin for nearly 30 years, from when he was first elected to Hampshire county council. During my time as leader of that council, he and the late former Member of Parliament for Eastleigh, Stephen Milligan, were usually the only Members of Parliament who readily supported the council when necessary. Michael Colvin supported many ventures in the county of Hampshire. He will be missed here, in his constituency, and in Europe, and I stress that Hampshire has lost a staunch supporter. I am sure that the county will at some stage want to record its regret at his death and its deepest appreciation of the part that he played in its life....’ -/- Mike Hancock had, like Stephen Milligan, served on the Select Committee on Defence. It is interesting that he mentioned Stephen Milligan’s support as MP for Eastleigh when Milligan had only been so appointed a couple of years before his sudden death, as compared to 30 years of support from Mike Colvin. 7. Mr Andrew Robathan (for Blaby) said in the House of Commons Hansard Debates on 27 January1997, (Column 62) (on the registering of sex offenders): ‘I remember the death of my honourable friend Stephen Milligan, who represented Eastleigh. The press reports of the time stated that each Metropolitan police station had a police officer in the pay of newspapers. I do not know whether that is true, but I am aware that the police are not renowned for being entirely secure with their information…’ This statement is mischievous and it has been demonstrated time and time again, as being untrue, especially during the recent press inquiry leading to the four-volume Leveson Report, published in November 2012, into phone hacking and the ethics and culture of the UK media, pursuant to section 26 of the Inquiries Act 2005, and ordered by the House of Commons to be printed on 29 November 2012, ISBN: 9780102981063, by the Stationery Office Limited on behalf of the Controller of Her Majesty’s Stationery Office. In Volume 4 of the 2012 Leveson Report, chapter 4 concluded on the Press Complaints Commission (‘PCC’) and its effectiveness and revealed that the PCC does not initiate its own investigations other than those ‘needed to head off criticism of the press or self-regulation- or to accept complaints from third parties across the board and on a transparent basis… and the report states that ‘the resources of the police are limited’ in terms of being able to fully inspect the Press and media reports. This paper explores a case example of qualitative research that applied productive hermeneutics and the central concept, fusion of horizons. Interpretation of meaning is a fusing of the researchers’ and subjects’ perspectives and serves to expand understanding. The purpose is to illustrate an exemplar of qualitative research without establishing a rigid recipe of methodology. The illustration is based on in-depth observational and textual data from an applied anthropological study conducted in western Alaska with Yup’ik hunters and fishers and government (...) agency employees as they worked towards collaborative management. The metaphor of the hermeneutical circle is showcased to help the reader understand the philosophical underpinnings and the analytical processes used to realize a meaningful interpretation. A series of organizing systems for the interpretation is described, culminating in a final organizing system to communicate a fully realized understanding of collaborative management at the time. Multi sensor data fusion allows large scale deployments for environmental monitoring applications especially in the areas like homes, other buildings and infrastructures and industries. In such areas early fire detection is of great importance as the consequences of a fire are catastrophic. This project predicts the possibility of catching fire using a multi-sensor scheme of data fusion to enhance the performance of the early fire detection process by detecting the concentration of inflammable gases in the atmosphere and by (...) measuring the atmospheric temperature. Dr Miranda Anderson is an Honorary Fellow in History, Classics and Archaeology at the University of Edinburgh and an Associate Lecturer at the Open University. She has held several prestigious fellowships and was principal investigator of an AHRC-funded project, titled ‘The Art of Distributed Cognition’, which involved collaboration with the Talbot Rice Gallery. Her work has investigated the relations between cognition and culture, particularly literary works, challenging the boundaries between disciplines and engaging with numerous contemporary science, technology and society (STS) (...) questions. In this perspective article, she evokes the ‘fission-fusion’ concept on which she has been working for some years now – a concept that contributes to debates surrounding the issue of identity by drawing on the arts, humanities, social sciences, and natural sciences. This paper raises some concerns about Paul Humphreys’ fusion emergence in general and about his core example of fusion emergence (i.e., covalent bonding) in particular. It argues that the extent to which covalent bonding undermines the idea that our world’s ontology is wholly compositional has been overstated.

By moving beyond the overly emphasized image of a “fusion of horizons” and focusing on Gadamer’s concept of “play,” this paper aims to rehabilitate the dynamic and multi-vocal character of understanding as Gadamer conceives it, and to argue that “difference” is the life-blood of understanding against the recurring charge that Gadamer’s hermeneutics is fundamentally antagonistic to otherness.

We describe a prototype ontology-driven information system (ODIS) that exploits what we call Portion of Reality (POR) representations. The system takes both sensor data and natural language text as inputs and composes on this basis logically structured POR assertions. The goal of our prototype is to represent both natural language and sensor data within a single framework that is able to support both axiomatic reasoning and computation. In addition, the framework should be capable of discovering and representing new kinds of (...) situations and thematic roles, (e.g., roles such as agent, patient and instrument), based on new compositions of existing representations. We applied our prototype in an intelligence analysis use case to test the hypothesis that a framework of this sort can produce usefully structured information from combined natural language and sensor data inputs. We further tested our hypothesis by adding an enhanced US Air Force ontology framework to our ODIS in order to (1) process a collection of sensor data, intel reports, and mission plans; (2) build composite POR representations from these data; and (3) machine analyze the fused results to infer mission threats. Philosophical problems about the part-whole relation have been discussed throughout the history of philosophy, at least since Plato and Aristotle. In contemporary philosophy, the understanding of these issues has benefited from the formal tools of Classical Extensional Mereology. This paper aims is to defend mereological restrictivism against some constraints imposed by the vagueness argument. To achieve this, the paper is divided into three parts. In the first, I introduce the special composition question (hereafter SCQ) as formulated by [Van Inwagen, 1990] (...) and briefly present the three sets of theories that proffer answers to it. In the second part, I focus on the vagueness argument, that was presented by [Lewis, 1986, ] and [Sider, 2007, ] to defend mereological universalism. In the third section, I introduce the theory of natural properties by David Lewis. From this theory, I propose a new mereological operation labeled as natural fusion. The purpose of this operation is to falsify one of the premises of the vagueness argument. Then, I discuss some examples and counter-examples to natural fusion. (shrink)

This essay illustrates the main aspects of the discussion between Brentano and Stumpf about «tonal fusion». In his Tonpsychologie, Stumpf essentially moved from a Brentanian standpoint. Yet, he did not adopt Brentano’s subsequently developed new theory of «sensible qualities», so that a polemic eventually arouse between them. Far from representing a marginal issue, the episode is relevant to our understanding of their relationship. The discussion as to the mechanism of tonal fusion reveals a general divergence between Brentano and (...) Stumpf concerning the idea of human sensibility as a whole and of the method of psychology. In this exposition of important and yet often neglected developments in the history of Western spirituality, Stefan Rossbach reminds us of the philosophical and spiritual underpinnings of the Cold War era. He argues that the conflict's main protagonists - representing the "Third Rome" and the "New World" respectively - drew on the traditions of apocalypticism, millenarianism and "Gnostic" spirituality for the formation and articulation of their self-understanding as the key agents of providential history. In order to characterize the attitudes (...) reflected in these traditions, "Gnostic Wars" offers a historical analysis of conceptions of subjectivity and spiritual order which imply the possibility, and indeed the necessity, of a radical "externalization of evil". Beginning with the "Gnostic" systems of late Antiquity, the analysis follows "lines of meaning" which extend, through the millenarianism of the late Middle Ages and the Hermeticism and "Christian Cabala" of the Renaissance, right up to the present. From the long-term perspective which is thereby established, the spectre of a man-made nuclear apocalypse appears as the latest and most dramatic expression of an outlook on the human condition which refuses to accept limits in the imposition of human designs on the world. The concluding discussion of the paradoxical continuities that underlie the sense of epoch evoked by the end of the Cold War highlights this work's implications for our understanding of contemporary international politics. We aim to do two things in this article. On the positive end, our goal is to explain how some seemingly incompatible aspects of belief live together, by presenting distinct mechanistic explanations of each of them: in particular we want to show how belief can be discerning, credulous, rational, and irrational. After clarifying our positive view, we take aim at some competitor views in the second half of the paper, particularly offering critiques of epistemic vigilance and social marketplace accounts of (...) belief. We conclude by inviting proponents to provide an architecture for belief that can be tested against existing models. (shrink)

The Second World War and its associated political events of a national and global scale brought new circumstances, which was considerably influenced the development processes of Tehran. During World War II, Iran hoped that Washington would keep Britain and the Soviet Union from seizing control of the country’s oil fields. In 1951 and 1952 Truman worked with Iranian Prime Minister, though unsuccessfully, to regain some of those lost oil rights for Iran. By the late 1950s and President Kennedy’s presidency, he (...) used aid as leverage for social reform. During the early years of 1960s, the Kennedy Administration was urging its allies in the third world to carry out necessary reforms in order to prevent popular discontent and enhance the dominant ideology of ‘modernism’. In 1968, a major piece of legislation, the Urban Development and Renewal Act, enabled the municipality to implement Tehran’s Comprehensive Plan (TCP 1968), which integrated all the elements of a 1960s’ American city such as the separation of functions, highways, suburbs, shopping centers and housing area. The export of these American cities principles can only be understood from the background of the Cold War period, in which the east and west were both competing for cultural colonization of Middle Eastern strategically important cities like Tehran. During this period, the new developments supported by the oil boom of 1970s, were built in different forms to constitute an expanding metropolis. In 1974, the second “International Congress of Architecture” with the theme of “Toward a Quality of Life” held at Persepolis and brought together all leading world architects and planners to review Iran’s progress in its professional response to the challenges posed by increasing oil revenues. This research aims to represent the export of planning as a political means of cultural colonization of the Third World during the cold war period. (shrink)

This fifth volume on Advances and Applications of DSmT for Information Fusion collects theoretical and applied contributions of researchers working in different fields of applications and in mathematics, and is available in open-access. The collected contributions of this volume have either been published or presented after disseminating the fourth volume in 2015 in international conferences, seminars, workshops and journals, or they are new. The contributions of each part of this volume are chronologically ordered. First Part of this book presents (...) some theoretical advances on DSmT, dealing mainly with modified Proportional Conflict Redistribution Rules (PCR) of combination with degree of intersection, coarsening techniques, interval calculus for PCR thanks to set inversion via interval analysis (SIVIA), rough set classifiers, canonical decomposition of dichotomous belief functions, fast PCR fusion, fast inter-criteria analysis with PCR, and improved PCR5 and PCR6 rules preserving the (quasi-)neutrality of (quasi-)vacuous belief assignment in the fusion of sources of evidence with their Matlab codes. Finally, the third part presents interesting contributions related to belief functions in general published or presented along the years since 2015. These contributions are related with decision-making under uncertainty, belief approximations, probability transformations, new distances between belief functions, non-classical multi-criteria decision-making problems with belief functions, generalization of Bayes theorem, image processing, data association, entropy and cross-entropy measures, fuzzy evidence numbers, negator of belief mass, human activity recognition, information fusion for breast cancer therapy, imbalanced data classification, and hybrid techniques mixing deep learning with belief functions as well. The question of when human life begins is critical in debates related to life issues. While there are a variety of proposals as to how an organism should be defined, many biologists and ethicists, particularly Catholics, have approached this issue by arguing that fertilization defines the beginning of a new organism. Examining the processes of fission and fusion, which take place before gastrulation, provides strong evidence for when human life beings and therefore how it should be defined. Among the (...) four dominant theories, regulative fission and fusion are the best explanations in terms of being the most consistent with the biological data. This explanation of twinning provides compelling evidence that fertilization is not a necessary condition for human generation, although it may be a sufficient condition. While fertilization generates the vast majority of human beings, additional human beings may rarely be generated during fission events. (shrink)

Advances in forensic techniques have expanded the temporal horizon of criminal investigations, facilitating investigation of historic crimes that would previously have been considered unsolvable. Public enthusiasm for pursuing historic crimes is exemplified by recent high-profile trials of celebrities accused of historic sexual offences. These circumstances give new urgency to the question of how we should decide which historic offences to investigate. A satisfactory answer must take into account the ways in which the passage of time can erode the benefits of (...) criminal investigation, the costs associated with investigating old crimes, and the need to prioritize investigations in the face of limited police resources. This article emphasizes the first of these factors. It begins by considering the moral goals of a criminal justice system and the contribution of criminal investigations to the achievement of these goals, distinguishing between contributions that depend on further steps in the criminal justice process, such as prosecution and punishment, and contributions that can have value independently of these further steps. Using this important distinction, the article then examines a range of factors that relate the passage of time to criminal justice goals, including the seriousness of the crime; deterioration of evidence; death of the offender, victim and others affected by the crime; and diminished psychological connectedness between those affected by the crime and their current selves. While the range and non-uniformity of relevant factors preclude a simple answer to the question of when historic crimes should be investigated and call instead for case-by-case assessment, we find that the analysis does support some general conclusions that can guide such an assessment. Karl Pfeifer revisits Wittgenstein’s parenthetical allusion in the _Tractatus Logico-Philosophicus_ to the Grimms’ fairytale “The Golden Lads”, confirming that it does not work well as an illustration of the notion of “internal identity” that figures in Wittgenstein’s picture theory. He then proposes alternative ways of understanding the relationship of identity apparent in “The Golden Lads”.

The overall goal of the approach developed in this paper is to estimate the likelihood of a given kinetic kill scenario between hostile spacebased adversaries using the mathematical framework of Complex Conceptual Spaces Single Observation. Conceptual spaces are a cognitive model that provide a method for systematically and automatically mimicking human decision making. For accurate decisions to be made, the fusion of both hard and soft data into a single decision framework is required. This presents several challenges to this (...) data fusion framework. The first is the challenge involved in handling multiple complex terminologies, which is addressed by drawing on a set of Space Domain Ontologies. Another challenge is the complex combinatorics involved when considering all possible feature combinations. This can be mitigated by using integer linear programming optimization that is outlined by the Complex Conceptual Spaces Single Observation mathematical model framework. A third challenge is the complicated physics that is involved in a spacecraft collision that must be addressed to obtain a better understanding of threat assessment. Overcoming these various challenges allows for a quantitative ranking for the potential of a kinetic kill collision across multiple spacecraft pairs. In addition to overcoming these challenges this paper will break down threat assessment into four domains and identify a ranking of threat both for each individual domain and for the four domains combined. Simulation results are shown to verify the developed concepts. (shrink)

The historic material culture produced by American Cold War nuclear weapons testing includes objects of scientific inquiry that can be generally categorized as being either ephemeral or enduring. Objects deemed to be ephemeral were of a less substantial nature, being impermanent and expendable in a nuclear test, while enduring objects were by nature more durable and long-lasting. Although all of these objects were ultimately subject to disappearance, the processes by which they were transformed, degraded, or destroyed prior to their (...) disappearing differ. Drawing principally upon archaeological theory, this paper proposes a functional dichotomy for categorizing and studying the historical trajectories of nuclear weapons testing technoscience artifacts. In examining the transformation patterns of steel towers and concrete blockhouses in particular, it explores an associated loss of scientific method that accompanies a science object's disappearance. Culture as a dynamic system of meaningful relations can naturally accommodate a hermeneutic analysis. In this essay, the notion of Gadamer’s hermeneutics as involving interpretable meaning throughout experiential reality permits a natural concordance with an understanding of culture as meaningful. The Gadamerian idea that prejudices inform the horizons that make our experiences intelligible is applied to the view that culture is both a self-enclosed structure that is given by one’s horizon and one that continuously points past this horizon in genuine (...) dialogue. Nevertheless, in seeing culture as a coherent system that transcends itself, we are consequently faced with a dilemma regarding the evolution of one’s cultural horizons: whether past horizons can survive the creation of novel ones through dialogue. However, this may be resolved through Gadamer’s understanding of the functions of sameness and difference within horizonal evolution, and how these functions feature in the distinction between a shared ontological ground and the horizons through which the ground is interpreted. In the pre-Independence era, our republic founders held the Cold War mindset strongly. Consequently, the Indonesian republic proclaimed in 1945 was based on a Cold War mindset; our state philosophy (Pancasila) and the Constitution (UUD '45) were understood and construed on the Cold War discourse basis; and binary oppositions of capitalism-socialism and liberalism-communism since then have been created. Up to the 2020s, the Cold War mindset has still been held by public intellectuals and the binary oppositions (...) have still been rampant in intellectual discourses. If the mindset were still held for three decades to come, it would cause a setback to the development of Indonesian philosophy history. This article is a call to stop and an invitation to escape from the retrogressive mindset. As a call, the article exposes first the evil root of the Cold War mindset as well as the philosophical critique towards it. Then, as an invitation, it suggests three realistic alternative mindsets to replace the Cold War mindset, i.e. post- Cold War capitalistic mindset, deconstructive mindset, and utopian mindset, which are called herein as three growth scenarios. It is believed that, if the three generating scenarios are followed, they will move Indonesian philosophy history forward, and its ongoing development will not hinder or retard. (shrink)

This paper describes an AFOSR-supported basic research program that focuses on developing a new framework for combining hard with soft data in order to improve space situational awareness. The goal is to provide, in an automatic and near real-time fashion, a ranking of possible threats to blue assets (assets trying to be protected) from red assets (assets with hostile intentions). The approach is based on Conceptual Spaces models, which combine features from traditional associative and symbolic cognitive models. While Conceptual Spaces (...) are revolutionary, they lack an underlying mathematical framework. Several such frameworks have attempted to represent Conceptual Spaces, but by far the most robust is the model developed by Holender. His model utilizes integer linear programming in order to obtain an overall similarity value between observations and concepts that support the formation of hypotheses. This paper will describe a method for building Conceptual Spaces models for threats that utilizes ontologies as a means to provide a clear semantic foundation for this inferencing process; in particular threat ontologies and space domain ontologies are developed and employed in this approach. A space situational awareness use-case is presented involving a kinetic kill scenario and results are shown to assess the performance of this fusion-based inferencing framework. (shrink)

The Politics of Military Force uses discourse theory to examine the dynamics of discursive change that made participation in military operations possible against the background of German antimilitarist culture. Once considered a strict taboo, so-called out-of-area operations have now become widely considered by German policymakers to be without alternative. The book argues that an understanding of how certain policies are made possible (in this case, military operations abroad and force transformation), one needs to focus on processes of discursive change that (...) result in different policy options appearing rational, appropriate, feasible, or even self-evident. Drawing on Essex School discourse theory, the book develops a theoretical framework to understand how discursive change works, and elaborates on how discursive change makes once unthinkable policy options not only acceptable but even without alternative. Based on a detailed discourse analysis of more than 25 years of German parliamentary debates, The Politics of Military Force provides an explanation for: (1) the emergence of a new hegemonic discourse in German security policy after the end of the Cold War (discursive change), (2) the rearticulation of German antimilitarism in the process (ideational change/norm erosion) and (3) the resulting making-possible of military operations and force transformation (policy change). In doing so, the book also demonstrates the added value of a poststructuralist approach compared to the naive realism and linear conceptions of norm change so prominent in the study of German foreign policy and International Relations more generally. The bi-polar confrontation between the Soviet Union and the USA involved many leading game theorists from both sides of the Iron Curtain: Oskar Morgenstern, John von Neumann, Michael Intriligator, John Nash, Thomas Schelling and Steven Brams from the United States and Nikolay Vorob’ev, Leon A. Petrosyan, Elena B. Yanovskaya and Olga N. Bondareva from the Soviet Union. The formalization of game theory (GT) took place prior to the Cold War but the geopolitical confrontation hastened and shaped its evolution. In (...) our article we outline four similarities and differences between Western GT and Soviet GT: 1) the Iron Curtain resulted in a lagged evolution of GT in the Soviet Union; 2) Soviet GT focused more on operations research and issues of centralized planning; 3) the contemporary Western view on Soviet GT was biased and Soviet contributions, including works on dynamic stability, non-emptiness of the core and many refinements, suggest that Soviet GT was able to catch up to the Western level relatively fast; 4) international conferences, including Vilnius, 1971, fostered interaction between Soviet game theorists and their Western colleagues. In general, we consider the Cold War to be a positive environment for GT in the West and in the Soviet Union. (shrink)

In recent years, it becomes clear that ITER project in France, as one of the largest experimental fusion reactors underway, is far away from achieving net energy production. In this review article, we presented a short communication this week with Robert Neil Boyd, a senior physicist who happens to have his own working design of fusion reactor in the past. In this thesis I argue against unrestricted mereological hybridism, the view that there are absolutely no constraints on wholes having parts from many different logical or ontological categories, an exemplar of which I take to be ‘mixed fusions’. These are composite entities which have parts from at least two different categories – the membered (as in classes) and the non-membered (as in individuals). As a result, mixed fusions can also be understood to represent a variety of cross-category summation such as (...) the abstract with the concrete, the physical with the non-physical, and the possible with the impossible, just to name a few. -/- Proposed by David Lewis (1991) alongside his defence of classical mereology (the major theory of parthood which permits such transcategorial composites through its principle of unrestricted composition) it is my contention that mixed fusions are an under-examined consequence of indiscriminate mereological fusion which harbour a multitude of complications. In my attempt to discern their substantive character, throughout this thesis I make a case study of mixed fusions and uncover several problematic consequences which I think follow from their most plausible assessment. -/- These include: (1) that mixed fusions’ probable membership relations may lead to dubious foundational loops in the mereological Universe, or (2) otherwise that mixed fusions oblige an implausible ontological priority of the mereological Universe as a whole; (3) that mixed fusions contradict the reductive account of set theory they are proposed within, by plausibly being seen to have the same members as their class parts, and (4) that mixed fusions therefore confound a mereological thesis of Composition as Identity, which some (including Lewis) use to support classical mereology – a consequence which is potentially self-defeating; (5) that mixed fusions as sums of abstract and concrete entities both subvert Lewis’s (1986) system of modal realism, while (6) also undermining less expansive theories of possible worlds; and finally, (7) that even where some of the foregoing is resisted, it remains implausible that mixed fusions are ontologically innocent, because their supposed distinction from their parts in this case ensures that they need to be counted as additional entities in one’s ontology. -/- To be clear, I do not advance a theory of mereological hybrid nihilism in the sense of denying all cases of transcategorial composition. (I only cover a few select instances of mereological hybridism via mixed fusions after all.) Rather, I deny that mereological hybridism is plausible in full generality, by demonstrating that any cases of it are at least limited by the constraints that I identify. This in turn vindicates a call for a restriction on parthood theories and composition principles which allow certain types of categorially mixed entities – including restricting classical mereology with its principle of unrestricted composition. -/- Although theories of parthood like the standard classical mereology are not ordinarily developed for the sake of mereological hybrids like mixed fusions, these and other transcategorial composites are still among the logical consequences of such parthood systems operating with sufficient generality. The significance of my thesis, then, comes from showcasing how some of these kinds of entities do not conform to the systems in which they are included as required, and hence I argue for the rejection of unrestricted mereological hybridism as well as any mereological principles which support it. Tal imbricación la encontramos no sólo en él. Ha llegado a ser bastante frecuente en un contexto como el latinoamericano. Pero, tal vez sea en Martí en quien esa fusión se acrisola de manera más brillante. Nunca se preocupó demasiado por el contenido filosófico de su poesía ni por la forma poética (...) con que vertió sus pensamientos más profundos y de mayor alcance. O, dicho de manera más exacta, sí se preocupó, y mucho, porque lo uno y lo otro nunca estuviera ausente. Y por esa misma razón fue siempre más que poeta y más que filósofo, fue escritor y pensador, o como prefirieron llamarlo sus contemporáneos, fue maestro, en cualquier caso, universal, con todas las posibles acepciones que a este último término pueda otorgársele, excepto de aquella que asume la universalidad como el despego de lo propio y particular. By identifying the formal role of light in relativity theory with the formal role of text in Gadamer’s theory of hermeneutics, the two theories are brought into relationship. Through this fusion, the privileging of “space” in physics and the privileging of “time” in hermeneutics are reciprocally interrogated as horizons of truth.

It is discerned what light can bring the recent historical reconstructions of maxwellian optics and electromagnetism unification on the following philosophical/methodological questions. I. Why should one believe that Nature is ultimately simple and that unified theories are more likely to be true? II. What does it mean to say that a theory is unified? III. Why theory unification should be an epistemic virtue? To answer the questions posed genesis and development of Maxwellian electrodynamics are elucidated. It is enunciated that the (...) Maxwellian Revolution is a far more complicated phenomenon than it may be seen in the light of Kuhnian and Lakatosian epistemological models. Correspondingly it is maintained that maxwellian electrodynamics was elaborated in the course of the old pre-maxwellian programmes’ reconciliation: the electrodynamics of Ampére-Weber, the wave theory of Young-Fresnel and Faraday’s programme. To compare the different theoretical schemes springing from the different language games James Maxwell had constructed a peculiar neutral language. Initially it had encompassed the incompressible fluid models; eventually – the vortices ones. The three programmes’ encounter engendered the construction of the hybrid theory at first with an irregular set of theoretical schemes. However, step by step, on revealing and gradual eliminating the contradictions between the programmes involved, the hybrid set is “put into order” (Maxwell’s term). A hierarchy of theoretical schemes starting from ingenious crossbreeds (the displacement current) and up to usual hybrids is set up. After the displacement current construction the interpenetration of the pre-maxwellian programmes begins that marks the commencement of theoretical schemes of optics, electricity and magnetism real unification. Maxwell’s programme surpassed that of Ampére-Weber because it did absorb the ideas of the Ampére-Weber programme, as well as the presuppositions of the programmes of Young-Fresnel and Faraday properly co-ordinating them with each other. But the opposite statement is not true. The Ampére-Weber programme did not assimilate the propositions of the Maxwellian programme. Maxwell’s victory over his rivals became possible because the gist of Maxwell’s unification strategy was formed by Kantian epistemology looked in the light of William Whewell and such representatives of Scottish Enlightenment as Thomas Reid and Sir William Hamilton. Maxwell did put forward as basic synthetic principles the ideas that radically differed from that of Ampére-Weber approach by their open, flexible and contra-ontological, genuinly epistemological, Kantian character. For Maxwell, ether was not the ultimate building block of physical reality, from which all the charges and fields should be constructed. “Action at a distance”, “incompressible fluid”, “molecular vortices”, etc. were contrived analogies for Maxwell, capable only to direct the researcher at the “right” mathematical relations. The aesthetic construction of the world can originally be traced back to the bodily-affective state of being in the surroundings. In this respect, the newly developed aesthetic concept atmosphere enables a new understanding of the interaction between sensation, emotion and the environment, and is therefore of great importance for the development of a contemporary environmental awareness. In reviewing the studies so far, it would be meaningful to further reflect on the following questions: what role does the spiritual dimension play in (...) atmospheric experience? How is it possible for us to be critical of the atmosphere we encounter? How can a bodily-affective approach to the world be opened up by emphasizing atmospheric experience without excluding other legitimate aspects such as value judgments? These issues require re-examination of the current basic approach, according to which, on the one hand, atmospheric experience is largely confined to a pre-reflective level, and, on the other hand, sensation and awareness of atmosphere are viewed as occurring one after another. Practically, in the experience of atmosphere, corporeality and spirituality are not so clearly delineated, based on the fact that sensory recognition of external stimuli always merges with mental actions such as cognition, imagination, beliefs, values, memory and expectation. In this sense, the experience of atmosphere is not a purely biophysiological response at all. Instead, it is largely shaped by spiritual elements and cultural frameworks. The knowledge of traditions, customs, languages, religions, stories, folklore and/or mythology may modify the ordinary perception of things and thus open an unusual way to the atmosphere. The complexity of atmosphere and atmospheric perception reveals a diversity of life experience that can never be thoroughly represented and described, and thus largely opens up new horizons for an interculturally oriented aesthetics. Benet Pererio (1535-1610) began teaching philosophy at the Collegio Romano in 1559. A few years later, the rector, Diego Ledesma, and another professor of the Collegio, Achille Gagliardi, accused him of endorsing Averroistic positions during his lectures. This episode has recently been studied, among others, by Paul Richard Blum, who has blurred the lines of the alleged Averroism of Pererius, identifying a series of sources, often Neo-Platonic, which suggest an exploitation of the allegation of Averroism by Ledesma. In turn, Christoph (...) Sander argued that the point of quarrel was not so much about the content as about the way of teaching philosophy by Pererio. In my article, on the other hand, the ‘Pererio case’ is re-considered in the light of some manuscript sources which show how in Pereiro’s intellectual path the positions of the major philosophical authorities, starting with Aristotle, could not withstand the test of rational investigation: Theophrastus, Themistius, Simplicius and Averroes, up to Albert the Great and Thomas Aquinas. Pereiro, accordingly, found himself freed from ‘sacred authorities’, and, if exalting Averroes, he did so only as a commentator, but without adhering to his doctrines. (shrink)

Through analysing different case studies in the Middle East, this section uses rooted cosmopolitanism as a theoretical lens to explore exported modernism and architecture between socialist and capitalist countries during the Cold War. This research analyses the circulation and local applications of urban development and modernisation paradigms in so-called ‘Third World’ countries. For assessing the socialist and capitalist-inspired modernisation processes in the Middle East, this chapter studies the cosmopolitan and trans-cultural architecture created by global and local influences. Comparing two (...) types of cosmopolitan architecture (socialist and capitalist) during the Cold War period in third-world contexts will help us to analyse and compare their relative rootedness and to learn from the interconnected, multifaceted, and multilayered planning transfers and architectural exportations. Ned Markosian has recently defended a new theory of composition, which he calls regionalism : some material objects xx compose something if and only if there is a material object located at the fusion of the locations of xx. Markosian argues that regionalism follows from what he calls the subregion theory of parthood. Korman and Carmichael agree. We provide countermodels to show that regionalism does not follow from, even together with fourteen potentially implicit background principles. We then show that (...) regionalism does follow from five of those background principles together with and two additional principles connecting parthood and location, which we call and. While the additional principles are not uncontroversial, our conjecture is that many will find them attractive. We conclude by mentioning that fills a previously unnoticed gap in the formal theory of location presented in Parsons. (shrink)

This paper provides a method for characterizing space events using the framework of conceptual spaces. We focus specifically on estimating and ranking the likelihood of collisions between space objects. The objective is to design an approach for anticipatory decision support for space operators who can take preventive actions on the basis of assessments of relative risk. To make this possible our approach draws on the fusion of both hard and soft data within a single decision support framework. Contextual data (...) is also taken into account, for example data about space weather effects, by drawing on the Space Domain Ontologies, a large system of ontologies designed to support all aspects of space situational awareness. The framework is coupled with a mathematical programming scheme that frames a mathematically optimal approach for decision support, providing a quantitative basis for ranking potential for collision across multiple satellite pairs. The goal is to provide the broadest possible information foundation for critical assessments of collision likelihood. (shrink)

According to a traditional conception, romantic love is both constant - if someone loves another, they continue to love them - and exclusive - if someone loves another, they love only the other. In this paper, we argue that the essentiality of constancy and exclusivity is incompatible with the possibilities of fission - roughly speaking, of one person becoming two - and fusion - roughly speaking, of two people becoming one. Moreover, if fission or fusion are possible, then (...) constancy and exclusivity are obligatory features of love only if there are moral dilemmas. We conclude by suggesting this casts doubt on the constancy and especially the exclusivity of love. (shrink)

In recent decades, phenomenology has been utilized not only as a conceptual framework from which to understand medical encounters in healthcare settings, but also to guide medical professionals in providing care. In the realm of physical therapy, phenomenology has been touted as a philosophically-based avenue to aid in helping to understand what it means to be a patient. The works of Edmund Husserl and Martin Heidegger have been utilized as paths to approach phenomenologically-informed care in physical therapy. However, to our (...) knowledge, no significant connection has been made in regard to the work of Hans-Georg Gadamer’s phenomenology and hermeneutics in the realm of physical therapy. The authors aim to close that gap by showing the ways in which Gadamer’s philosophy can help physical therapists provide phenomenologically-informed patient care. They begin by outlining some of the touchpoints between phenomenology and healthcare and then introduce Gadamer as a figure who deserves attention in the question of how to apply phenomenology to healthcare settings. Upon analyzing Gadamer’s account of what it means to experience an altered body, they outline Gadamer’s understanding of tact, practical knowledge, and good sense in order to show how to understand at a conceptual level what it means to empathize with patients on the path to building therapeutic alliance, that is, a cooperative working relationship. They then look closely at Gadamer’s hermeneutics and particularly his comments on how to cultivate a fusion of horizons in order to attempt to help guide physical therapists in theoretically understanding how to empathize with their patients. Ultimately, they argue that physical therapists who practice phenomenologically-informed care, which they call “hermeneutical healing,” are positioned well to form strong working relationships with their patients. While it is known that Euclid’s five axioms include a proposition that a line consists at least of two points, modern geometry avoid consistently any discussion on the precise definition of point, line, etc. It is our aim to clarify one of notorious question in Euclidean geometry: how many points are there in a line segment? – from discrete-cellular space (DCS) viewpoint. In retrospect, it may offer an alternative of quantum gravity, i.e. by exploring discrete gravitational theories. To elucidate our (...) propositions, in the last section we will discuss some implications of discrete cellular-space model in several areas of interest: (a) cell biology, (b) cellular computing, (c) Maxwell equations, (d) low energy fusion, and (e) cosmology modelling. Motivationally unconscious (M-unconscious) states are unconscious states that can directly motivate a subject’s behavior and whose unconscious character typically results from a form of repression. The basic argument for M-unconscious states claims that they provide the best explanation to some seemingly non rational behaviors, like akrasia, impulsivity or apparent self-deception. This basic argument has been challenged on theoretical, empirical and conceptual grounds. Drawing on recent works on apparent self-deception and on the ‘cognitive unconscious’ I assess those objections. I argue that (...) (i) even if there is a good theoretical argument for its existence, (ii) most empirical vindications of the M-unconscious miss their target. (iii) As for the conceptual objections, they compel us to modify the classical picture of the M-unconscious. I conclude that M-unconscious states and processes must be affective states and processes that the subject really feels and experiences —and which are in this sense conscious— even though they are not, or not well, cognitively accessible to him. Dual process psychology and the literature on cold-hot empathy gaps partly support the existence of such M-unconscious states. (shrink)

A possible world is a junky world if and only if each thing in it is a proper part. The possibility of junky worlds contradicts the principle of general fusion. Bohn (2009) argues for the possibility of junky worlds, Watson (2010) suggests that Bohn‘s arguments are flawed. This paper shows that the arguments of both authors leave much to be desired. First, relying on the classical results of Cantor, Zermelo, Fraenkel, and von Neumann, this paper proves the possibility of (...) junky worlds for certain weak set theories. Second, the paradox of Burali-Forti shows that according to the Zermelo-Fraenkel set theory ZF, junky worlds are possible. Finally, it is shown that set theories are not the only sources for designing plausible models of junky worlds: Topology (and possibly other "algebraic" mathematical theories) may be used to construct models of junky worlds. In sum, junkyness is a relatively widespread feature among possible worlds. (shrink)
