This paper aims to evaluate the potential role of public entrepreneurship in improving public sector service delivery in South Africa, with special emphasis on showing the practicability of public entrepreneurship despite the marked differences between the public and the private sector where entrepreneurship originates from. In other words, we are seeking to answer the question of how exactly can public entrepreneurship work in practice in South Africa and beyond? We attempted to answer this question in this paper through a rigorous (...) review of public entrepreneurship and the exploration of a case study. We concluded and showed that public entrepreneurship is realisable with the right kind of leadership, institutional-wide entrepreneurial orientation and, of course, a bit of managerial flexibility. We went on to assert that entrepreneurship is innovation and not necessarily new venture creation. This is the primary component that is coveted in public entrepreneurship. However, there are vast places for other elements of entrepreneurship in the public sector. (shrink)

The small business sector has been identified as an essential component of the global economy, especially in the developing economies, where it plays a significant role in addressing job creation and poverty. However, the COVID 19 pandemic and its attendant lockdown restrictions have brought untold devastation to the sector forcing many out of operation, crippling business operations and financial viability. We seek to identify the role and impact of government relief measures in helping immigrant-owned businesses in South Africa to deal (...) with the impact of the pandemic on their businesses. Primary data was collected using an electronic questionnaire administered to 260 foreign business owners in South Africa. The data was cleaned and statistically analysed using IBM SPSS version 27. We interpreted and discussed the results using the realistic conflict theory. Though a vast majority of the businesses (89%) reported that the pandemic had a very severe impact on their financial sustainability and liquidity, none of them reported that they benefitted from any of the South African government business support packages during the pandemic. Zhungyong-The Doctrine of (...) the Mean, one of 4 Confucian texts, says that the ultimate integration(至誠) is to reflect the total nature of objects involved (盡性) so that it will show that self realization and all other realizations are one and not two(成己成物) and it will ultimately reach the stage of holiness(聖). Important elements of cheng intentionality can be read out of the two thinker’s various conceptual aspects. YU’s interpretation of history to be internalistic, his view of Hangul(Korean written language) as a revelational medium, his hermeneutics of Christian God as the emptiness cannot be understood on the dichotomous model of human-nature. HAM’s seed holism, his beliefs that humans’s minds are the heavenly mind and that all things under the heaven should come to be unified are best to be understood on the model of cheng intentionality of integration. Indigenous people often do not get the full benefits of economic development, regardless of their proximity to production factors. While many academics have recognised and investigated indigenous people’s problems, relatively few have suggested entrepreneurship as a means to addressing them. In this paper, we explore Peredo et al.’s (2004) work, ‘Towards a theory of indigenous entrepreneurship – a theory of entrepreneurship that accounts for indigenous people and sustainability’. Using Scopus and Google Scholar, a bibliometric analysis confirmed the impact of this (...) work, first published some 16 years ago. The analysis reveals that the paper has been referenced over 300 times, with over 70% of these citations originating from online academic journal articles and books and 30% from different types of websites. The paper’s substantial impact on future research in indigenous entrepreneurship indicates that it is and will continue to be a foundational work on indigenous entrepreneurship. (shrink)

The cognitive processing of spatial relations in Euclidean diagrams is central to the diagram-based geometric practice of Euclid's Elements. In this study, we investigate this processing through two dichotomies among spatial relations—metric vs topological and exact vs co-exact—introduced by Manders in his seminal epistemological analysis of Euclid's geometric practice. To this end, we carried out a two-part experiment where participants were asked to judge spatial relations in Euclidean diagrams in a visual half field task design. In the first part, we (...) tested whether the processing of metric vs topological relations yielded the same hemispheric specialization as the processing of coordinate vs categorical relations. In the second part, we investigated the specific performance patterns for the processing of five pairs of exact/co-exact relations, where stimuli for the co-exact relations were divided into three categories depending on their distance from the exact case. Regarding the processing of metric vs topological relations, hemispheric differences were found for only a few of the stimuli used, which may indicate that other processing mechanisms might be at play. Regarding the processing of exact vs co-exact relations, results show that the level of agreement among participants in judging co-exact relations decreases with the distance from the exact case, and this for the five pairs of exact/co-exact relations tested. The philosophical implications of these empirical findings for the epistemological analysis of Euclid's diagram-based geometric practice are spelled out and discussed. (shrink)

In this paper, the sine, cosine and cotangent similarity measures of interval rough neutrosophic sets is proposed. Some properties of the proposed measures are discussed. We have proposed multi attribute decision making approaches based on proposed similarity measures. To demonstrate the applicability, a numerical example is solved.

This article addresses the sensitive topic of human rights issues in Indonesia through a Kantian analysis. Cases of human rights violations are a common occurrence in Indonesia. Presently, human rights violations in the country are assessed from historical and legal perspectives. However, there is little commitment or willingness on the part of the Indonesian government to protect and defend the principles of human rights. This article is attempts to utilize arguments from political philosophy that can contextualize the protection and implementation (...) of human rights in Indonesia, through an analysis of the concept of social contract in Immanuel Kant’s political philosophy. According to Kant, freedom and equality are natural rights. This article demonstrates that Kant's social contract theory is linear with his formal moral philosophy. In his explanation, ‘contract’ is unified will. Therefore, the Indonesian state with its power is responsible to implement the will of the public to ensure order and rule of law and to protect the rights and freedom of each individual. (shrink)

The article investigates the sceptical challenge from an informationtheoretic perspective. Its main goal is to articulate and defend the view that either informational scepticism is radical, but then it is epistemologically innocuous because redundant; or it is moderate, but then epistemologically beneficial because useful. In order to pursue this cooptation strategy, the article is divided into seven sections. Section 1 sets up the problem. Section 2 introduces Borei numbers as a convenient way to refer uniformly to (the data that individuate) (...) different possible worlds. Section 3 adopts the Hamming distance between Borei numbers as a metric to calculate the distance between possible worlds. In Sects. 4 and 5, radical and moderate informational scepticism are analysed using Borei numbers and Hamming distances, and shown to be either harmless (extreme form) or actually fruitful (moderate form). Section 6 further clarifies the approach by replying to some potential objections. In the conclusion, the Peircean nature of the overall approach is briefly discussed. (shrink)

This paper is an attempt of proposing the processing approach of neutrosophic technique in image processing. As neutrosophic sets is a suitable tool to cope with imperfectly defined images, the properties, basic operations distance measure, entropy measures, of the neutrosophic sets method are presented here. İn this paper we, introduce the distances between neutrosophic sets: the Hamming distance, the normalized Hamming distance, the Euclidean distance and normalized Euclidean distance. We will extend the concepts of distances to the case of neutrosophic (...) hesitancy degree. Entropy plays an important role in image processing. In our further considertions on entropy for neutrosophic sets the concept of cardinality of a neutrosophic set will also be useful. Possible applications to image processing are touched upon. The elimination of ambiguity and redundancy are unquestioned goals in the exact sciences, and yet, as this paper shows, there are inescapable lower bounds that constrain our wish to eliminate them. The author discusses contributions by Richard Hamming (inventor of the Hamming code) and Satosi Watanabe (originator of the Theorems of the Ugly Duckling). Utilizing certain of their results, the author leads readers to recognize the unavoidable, central roles in effective communication, of redundancy, and of ambiguity of meaning, reference, and (...) identification. In this paper, multi attribute decision making problem based on grey relational analysis in neutrosophic cubic set environment is investigated. In the decision making situation, the attribute weights are considered as single valued neutrosophic sets. The neutrosophic weights are converted into crisp weights. Both positve and negative GRA coefficients, and weighted GRA coefficients are determined. Hamming distances for weighted GRA coefficients and standard (ideal) GRA coefficients are determined. The relative closeness coefficients are derived in order to rank the alternatives. The (...) relative closeness coefficients are designed in ascending order. Finally, a numerical example is solved to demonstrate the applicability of the proposed approach. (shrink)

This Paper combines interval- valued neutrouphic sets and rough sets. It studies roughness in interval- valued neutrosophic sets and some of its properties. Finally we propose a Hamming distance between lower and upper approximations of interval valued neutrosophic sets.

Christian von Ehrenfels was a student of both Franz Brentano and Carl Menger and his thinking on value theory was inspired both by Brentano’s descriptive psychology and by the subjective theory of economic value advanced by Menger, the founder of the Austrian school of economics. Value, for Ehrenfels, is a function of desire, and we ascribe value to those things which we either do in fact desire, or would desire if we were not convinced of their existence. He asserts that (...) the needed theoretical understanding of values is to be achieved by generalizing economic laws of valuation to apply to value in general. The law of marginal utility, for example, is a law to the effect that the n+1st sample of a good which I receive is ceteris paribus less valuable than the nth sample (imagine that the samples in question are, for example, a series of identical ham sandwiches). The essay describes how Ehrenfels provides on this basis an account of the different types of values, both intrinsic and non-intrinsic. Philosophers of dispositionalism deny the Humean account of causality in terms of constant conjunction, contiguity, temporal priority and contingency. And some of them go further to explain the causal relation not between events or objects, but between properties, in terms of reciprocity, simultaneity, ubiquity, intentionality and holism. But their exposition seems to remain fragmented even though they try to make use of the notions of intentionality and holim. I would inquire reasons why it is piecemeal, by analysing that they employ (...) these notions of intentionality and holism which has been constructed within the dualistic tradition. If one wants to make the dispositional project to be powerful, she should look for the notions of intentionality and holism which are free of the dualistic traits and which have been constructed in the tradition of naturalism. The concept of integrationality may be a candidate for such a task. This conception was coined in Zhongyong under the name of cheng in that there is nothing without cheng, and was developed in one of Sok-hon Ham's thesis that any entity in the world contains "seed" within it to realize objectives shared by all involved. Humans are privileged and distinct from other natures, but there is continuity between them. An example of the integrationality applied to the case of humans would be that realization of myself and realizations of all others are one and not two. I would summarize notions of "cheng" and "seed" by offering the integrationality thesis, that is, that there is integrationality in any entity like dispositions such that the integrationality is a power to realize the embedded objective of it in the context where it interacts with all others. I would claim that integrationality is a metaphysical basis for a way of human thinking, by arguing that it is a necessary part of presupposition for our understanding of the world without which the world is not intelligible. The notion of integrationality is involved empirically as well as conceptually. Empirically, there are numerous reports from physics, biology and information science, which provide with a clue which may well be taken to show the ubiquitous integrationality. But some conceptual considerations would also indicate necessarily toward the same direction. These would include various theses of ontology, epistemology, disposition, modality, naturalized intentionality, fitting and topics like these. I will investigate some of them in order to justify my claim of this paper. (shrink)

For a while, life and environment have been regarded as two separate subjects, but recently life and environment are to be seen as different aspects of one single theme. There are able philosophers who maintain the connection of the two but Seokheon Ham is believed to present a more coherent case. To him, integration is not merely a property which is unifying various elements, but it has a deep ontological structure seen in his utterance “there is not a thing in (...) the world which does not have a reason to exist”. He is providing a model of deep integration by equivalently linking life and sense. And he offers apparent arguments of oneness as integration of animates and inanimates, seeds as an example of integration of sense and life, and suffering as a historical integration. But Ham’s arguments will be strengthened by philosophizing the notion of integration. Fortunately, I would suggest that the clue is found in the conception of integration of Zhungyong. I will take the major thrust of the book to be five theses: (1) integration of a thing is the capacity to realize its embedded objective in its interactions with all other things; (2) ‘mind’ denotes the capacity of humans as well as the capacity of all other entities: (3) integration is a capacity not only of humans but also of all other entities; (4) if the evolution demonstrates the history of species as the fittest, then the history expresses the evolution of life forms of intelligence and justice; (5) integration of an entity is a disposition to realize its embedded objective in the context of its interconnections with all others at a particular time and place. The ontology of integration I am submitting may be shown to be an alternative to traditional physicalism. The integrational ontology may be seen as virtuous in that it is coherent with the informational view of the contemporary culture and with the caring need for those who suffer. (shrink)

Currently, under the conditions of permanent financial risks that hamper the sustainable economic growth in the financial sector, the development of evaluation and risk management methods both regulated by Basel II and III and others seem to be of special importance. The reputation risk is one of significant risks affecting reliability and credibility of commercial banks. The importance of reputation risk management and the quality of their assessment remain relevant as the probability of decrease in or loss of business reputation (...) influences the financial results and the degree of customers’, partners’ and stakeholders’ confidence. By means of imitating modeling based on Bayesian Networks and the fuzzy data analysis, the article characterizes the mechanism of reputation risk assessment and possible losses evaluation in banks by plotting normal and lognormal distribution functions. Monte-Carlo simulation is used to calculate the probability of losses caused by reputation risks. The degree of standardized histogram similarity is determined on the basis of the fuzzy data analysis applying Hamming distance method. The tree-like hierarchy based on the OWA-operator is used to aggregate the data with Fishburne's coefficients as the convolution scales. The mechanism takes into account the impact of criteria, such as return on equity, goodwill value, the risk assets ratio, the share of the productive assets in net assets, the efficiency ratio of interest bearing liabilities, the risk ratio of credit operations, the funding ratio and reliability index on the business reputation of the bank. The suggested methods and recommendations might be applied to develop the decision-making mechanism targeted at the implementation of reputation risk management system in commercial banks as well as to optimize risk management technologies. The social reality of contemporary Muslims is characterized by the dominance of the social system of capitalism. As a reality, this system forces every individual or group of Muslims to live on the mechanisms of capitalism. The events of September 11, 2001, identified as being carried out by certain Islamist movements, are a tangible product of the mechanism, along with the response of other Islamic movements to Islamism itself. The social system of capitalism has contrasted the dynamics of Islamic movements, (...) both radical, moderate, and liberal. The dominance of the social system of capitalism and the dynamics of the Islamic movement are problems as well as triggers for the existence of Progressive Islam. These problems are the basis for the author to assume that Tan Malaka's Islamic thought has a Progressive Islamic character. In addition, Tan Malaka's Islamic thinking is also by progressive Islamic agendas, namely, formulating reality-based thinking methods, reconceptualizing tawhid, creating social justice, upholding Human Rights (HAM), gender equality, pluralism, and reviving the unity of the people. To prove this assumption, the author formulates two main problems, namely, what is the external reality of Tan Malaka Progressive Islam? What is the process of objectivization and internalization of Tan Malaka's Islamic ideas? This is answered using two theories, namely, the Progressive Islamic theory and the sociology of knowledge theory. The first theory is used to target Tan Malaka's Islamic ideas. While the second theory functions as an analytical approach (externalization, objectivization, and internalization). The conclusions of this study are: First, Tan Malaka's progressive Islamic externalities are the social system of capitalism, the dynamics of Modern Political Islam, and Marxism. Second, Tan Malaka's progressive Islamic objectivization process took place within the government institutions of the Dutch East Indies, the Indonesian Communist Party (PKI), the Communist International (Comintern), and the United Struggle (PP). Third, Tan Malaka's progressive Islamization is MADILOG as a method of Progressive Islamic thought, tawhid as the foundation of social justice, social justice as the foundation of Human Rights (HAM), gender equality, pluralism, and the unity of the people. Berger and Thomas Luckmann, as well as the philosophy of science of critical realism formulated by Roy Bhaskar, as an approach to analysis. The result is the concept of Madilog as a progressive Islamic method that gave birth to the concept of monotheism as the foundation for the existence of social justice, (...) which later became the foundation for Human Rights (HAM), gender equality, pluralism, and unity of ummah.
