Based on Kolchinsky and Wolpert’s work on the semantics of autonomous agents, I propose an application of Mathematical Logic and Probability to model cognitive processes. In this work, I will follow Bateson’s insights on the hierarchy of learning in complex organisms and formalize his idea of applying Russell’s Type Theory. Following Weaver’s three levels for the communication problem, I link the Kolchinsky–Wolpert model to Bateson’s insights, and I reach a semantic and conceptual hierarchy in living systems as an explicative model (...) of some adaptive constraints. Due to the generality of Kolchinsky and Wolpert’s hypotheses, I highlight some fundamental gaps between the results in current Artificial Intelligence and the semantic structures in human beings. In light of the consequences of my model, I conclude the paper by proposing a general definition of knowledge in probabilistic terms, overturning de Finetti’s Subjectivist Definition of Probability. Disaster response requires the cooperation of multiple emergency responder organizations (EROs). However, after‐action reports relating to large‐scale disasters identity communication difficulties among EROs as a major hindrance to collaboration. On the one hand, the use of two‐radio communication, based on multiple orthogonal frequencies and uneven coverage, has been shown to degrade inter‐organization communication. On the other hand, because they reflect different areas of expertise, EROs use differing terminologies, which are difficult to reconcile. These issues lead to ambiguities, misunderstandings, and inefficient (...) exchange of data and information among those involved, which can impede the response process and slow decision making. We, therefore, hypothesize that promoting semantic interoperability across ERO information systems might improve information exchange among stakeholders and thereby allow a more coherent response to the disaster. We propose an ontology‐based messaging service on the basis of the Emergency Data Exchange Language (EDXL) standards. The parties involved will continue to use the terminologies to which they are accustomed, but the system will resolve inconsistencies and thereby enhance mutual understanding among EROs by ensuring semantic translation of the exchanged information. However, the repercussions of information asymmetry are thought to be more substantial in the stock market. Because, in addition to measurable economic impact, knowledge asymmetry harms trust. The Vietnamese stock market has experienced several successes since its creation, yet it still has many restrictions typical of a young market. The numerous violations of the subjects on the market (...) in recent years reflect those restrictions. Information issues, or more broadly, information asymmetry, are primarily responsible for these errors. The goal of this study was to analyze and assess the degree of information asymmetry in the Vietnamese stock market during a five-year period (2018 – 2022). The author tests the information asymmetry effect using GARCH models for VN-Index data and measures Adverse Selection Component (ASC) using the Glosten & Harris model for the 100 largest capitalization companies on the Ho Chi Minh City Stock Exchange (HOSE). The findings demonstrate information asymmetry, and the ASC value for the entire study period is 89.53%. This empirical finding serves as the foundation for formulating suitable policy recommendations for every market participant, aiding in the growth of a productive, equitable, open, and transparent Vietnamese stock market. The main purpose of the study is to determine the key aspects of the mechanisms of state management of the exchange of information about cyberattacks, cyber incidents, and information security incidents. The methodology includes a set of theoretical methods. Modern government, on the one hand, must take into account the emergence of such a new weapon as cyber, which can break various information systems, can be used in hybrid wars, influence political events, pose a threat to (...) the national security of any state. Information, and information and communication technologies (ICTs) are critical for most developed post-industrial societies. It follows, therefore, that the better the quality of the information exchanged, the more likely such societies and their members may prosper. But what is information quality (IQ) exactly? This paper discusses current definitions, problems and approaches to IQ and the question of how we should, and could, evaluate IQ in the future.

The five studies of this special section investigate the role of models and similar representational tools in interdisciplinarity. These studies were all written by philosophers of science, who focused on interdisciplinary episodes between disciplines and sub-disciplines ranging from physics, chemistry and biology to the computational sciences, sociology and economics. The reasons we present these divergent studies in a collective form are three. First, we want to establish model-exchange as a kind of interdisciplinary event. The five case studies, which are (...) summarized in Section 2 below, show the relevance of this kind. Arguing for the relative unity of these cases will, we hope, re-orient the current debate over interdisciplinarity so as to reflect more appropriately the importance of this kind. We discuss our view of the current state of the debate in Section 3. The evidence from these cases also helps us to develop a taxonomy of interdisciplinary model exchanges in Section 4da taxonomy, we would like to add, that might be useful for the discussion of interdisciplinary exchanges beyond the context of models and their transfer. The second reason for presenting these studies together is that they provide an important source of evidence for the philosophy of science. Over the last three decades, philosophy of science has increasingly differentiated into philosophies of various disciplines. This differentiation in our view has greatly increased our understanding of the scientific practices of the respective disciplines, including the epistemological and methodological standards and conventions on which these practices are based and by which they are evaluated. But it has also made it harder to compare these practices and standards across disciplines. The studies we present here are case studies of interdisciplinary exchange: they focus on the transfer, collaborative construction or parallel use of models and similar representational tools. They therefore provide a unique opportunity to investigate various disciplinary treatments of the same or at least similar representational tools. This allows the identification and comparison of different disciplinary practices and their underlying conventions as well as of the respective normative standards of their evaluation. By tracing the paths along which models travel between disciplines and research fields we can observe to which extent discipline-external practices associated with an adopted tool are retained or replaced by disciplineinternal practices. This generates invaluable information about both disciplinarity and interdisciplinarity. We develop this argument further in Section 5. The third reason for presenting these studies in collective form is that their philosophical analysis also has important normative implications for the notion of interdisciplinarity itself. Too often in the current (non-philosophical) discourse is interdisciplinarity cast as an exclusively integrative project: interdisciplinary exchange is often claimed to be successful only if the involved disciplines become mutually more integrated as a consequence of this process. In contrast to this, many of the cases presented here show that interdisciplinary exchange can be scientifically highly successful, even if at the end of the exchange disciplinary borders remain fully intact. Indeed, borders can be fruitfully crossed without any integration across these borders. Such considerations of divergence in scientific practices and tools offer arguments against a naïve plea for unitarian or non-pluralist versions of interdisciplinarity. Disciplinary divergences may have their justifications, and attempting exchanges that require the reduction of these divergences may consequently not be justified. For this reason, they occupy a prominent position in modelling frameworks such as the REA (Resource-EventAction) ISO Standard as well as the FIBO (Financial Industry BusinessOntology). In this paper, we begin a well-founded ontological analysisof economic exchanges inspired by a (...) recent ontological view on the nature of economic transactions. According to this view, what counts asan economic transaction is based on an agreement on the actions thatthe agents are committed to perform. The agreement is in turn based on convergent preferences about the course of action to bring about. This view enables a unified treatment of economic exchanges, regardless the object of the transaction, and complies with the view that all economictransactions are about services. The informal logic movement began as an attempt to develop – and teach – an alternative logic which can account for the real life arguing that surrounds us in our daily lives – in newspapers and the popular media, political and social commentary, advertising, and interpersonal exchange. The movement was rooted in research and discussion in Canada and especially at the University of Windsor, and has become a branch of argumentation theory which intersects with related traditions and approaches (notably (...) formal logic, rhetoric and dialectics in the form of pragma-dialectics). In this volume, some of the best known contributors to the movement discuss their views and the reasoning and argument which is informal logic’s subject matter. Many themes and issues are explored in a way that will fuel the continued evolution of the field. Federico Puppo adds an insightful essay which considers the origins and development of informal logic and whether informal logicians are properly described as a “school” of thought. Our society is undergoing digital change. Dealing with digital technologies has become a daily practice. Many healthcare facilities are implementing digital technologies. Nurses are placed in a strategic position to be the leader of the digital healthcare workforce. Nursing students are more exposed to this technological advancement as they are future professional nurses. This study aimed to examine how information-processing and exchanging skills in digital spaces affect digital problem-solving skills among nursing students. The Bayesian mindsponge framework (BMF) was used (...) as a conceptual framework. This quantitative study utilized a cross-sectional design. The population was all nursing students in two private nursing institutions located in Bangkok, Thailand (n=476) and Surabaya, Indonesia (n=179). Samples were the total population. Self-developed instrument was used in data collection. Data analysis used BMF analytics. The majority were females aged 20-22 years old who use smartphones and tablets daily. The information-processing and information-exchanging skills in digital spaces were positively associated with digital problem-solving skills among nursing students (MInformationProcess=0.30 and SDInformationProcess=0.05; MInformationExchange=0.37, and SDInformationExchange=0.05). More efforts are needed to improve nursing students’ problem-solving skills by using digital content, for instance, by modifying the information-processing and information-exchanging skills in digital spaces. Collaborative learning methods should be promoted in order to support the creation of conducive environment for supporting knowledge or information-exchanging behavior among nursing students by using digital technology. In “Toward an Ontology of Commercial Exchange” [11], we proposed human readable definitions for terms that are central to an ontology of commercial exchange. This paper furthers that project in two ways. First, the definitions have been modified to be compatible with the Common Core Ontologies (CCO). CCO is used in a wide variety of domains including the industrial and military domains. Having a commerce ontology compatible with CCO allows data about the exchange of goods relevant to (...) those domains to be tagged with compatible ontologies. Second, we propose preliminary formalizations of these definitions, with the aim of informing the creation of an ontology which can be used to assist in reasoning over businessrelated data. (shrink)

Philosophers have relied on visual metaphors to analyse ideas and explain their theories at least since Plato. Descartes is famous for his system of axes, and Wittgenstein for his first design of truth table diagrams. Today, visualisation is a form of ‘computer-aided seeing’ information in data. Hence, information is the fundamental ‘currency’ exchanged through a visualisation pipeline. In this article, we examine the types of information that may occur at different stages of a general visualization pipeline. We (...) do so from a quantitative and a qualitative perspective. The quantitative analysis is developed on the basis of Shannon’s information theory. The qualitative analysis is developed on the basis of Floridi’s taxonomy in the philosophy of information. We then discuss in detail how the condition of the ‘data processing inequality’ can be broken in a visualisation pipeline. This theoretic finding underlines the usefulness and importance of visualisation in dealing with the increasing problem of data deluge. We show that the subject of visualisation should be studied using both qualitative and quantitative approaches, preferably in an interdisciplinary synergy between information theory and the philosophy of information. Nonrapid eye movement (NREM) sleep is associated with fading consciousness in humans. Recent neuroimaging studies have demonstrated the spatiotemporal alterations of the brain functional connectivity (FC) in NREM sleep, suggesting the changes of information integration in the sleeping brain. However, the common stationarity assumption in FC does not satisfactorily explain the dynamic process of information integration during sleep. The dynamic FC (dFC) across brain networks is speculated to better reflect the time-varying information propagation during sleep. Accordingly, we (...) conducted simultaneous EEG-fMRI recordings involving 12 healthy men during sleep and observed dFC across sleep stages using the sliding-window approach. We divided dFC into two aspects: mean dFC (dFCmean) and variance dFC (dFCvar). A high dFCmean indicates stable brain network integrity, whereas a high dFCvar indicates instability of information transfer within and between functional networks. For the network-based dFC, the dFCvar were negatively correlated with the dFCmean across the waking and three NREM sleep stages. As sleep deepened, the dFCmean decreased (N0~N1 > N2 > N3), whereas the dFCvar peaked during the N2 stage (N0~N1 < N3 < N2). The highest dFCvar during the N2 stage indicated the unstable synchronizations across the entire brain. In the N3 stage, the overall disrupted network integration was observed through the lowest dFCmean and elevated dFCvar, compared with N0 and N1. Conclusively, when the network specificity (dFCmean) breaks down, the consciousness dissipates with increasing variability of information exchange (dFCvar). (shrink)

The paper interprets the concept “operator in the separable complex Hilbert space” (particalry, “Hermitian operator” as “quantity” is defined in the “classical” quantum mechanics) by that of “quantum information”. As far as wave function is the characteristic function of the probability (density) distribution for all possible values of a certain quantity to be measured, the definition of quantity in quantum mechanics means any unitary change of the probability (density) distribution. It can be represented as a particular case of “unitary” (...) qubits. The converse interpretation of any qubits as referring to a certain physical quantity implies its generalization to non-Hermitian operators, thus neither unitary, nor conserving energy. Their physical sense, speaking loosely, consists in exchanging temporal moments therefore being implemented out of the space-time “screen”. “Dark matter” and “dark energy” can be explained by the same generalization of “quantity” to non-Hermitian operators only secondarily projected on the pseudo-Riemannian space-time “screen” of general relativity according to Einstein's “Mach’s principle” and his field equation. Models of collective deliberation often assume that the chief aim of a deliberative exchange is the sharing of information. In this paper, we argue that an equally important role of deliberation is to draw participants’ attention to pertinent questions, which can aid the assembly and processing of distributed information by drawing deliberators’ attention to new issues. The assumption of logical omniscience renders classical models of agents’ informational states unsuitable for modelling this role of deliberation. Building on recent (...) insights from psychology, linguistics and philosophy about the role of questions in speech and thought, we propose a different model in which beliefs are treated as answers directed at specific questions. Here, questions are formally represented as partitions of the space of possibilities and individuals’ information states as sets of questions and corresponding partial answers to them. The state of conversation is then characterised by individuals’ information together with the questions under discussion, which can be steered by various deliberative inputs. Using this model, deliberation is then shown to shape collective decisions in ways that classical models cannot capture, allowing for novel explanations of how group consensus is achieved. (shrink)

The usual way to try to ground knowing according to contemporary theory of knowledge is: We know something if (1) it’s true, (2) we believe it, and (3) we believe it for the “right” reasons. Floridi proposes a better way. His grounding is based partly on probability theory, and partly on a question/answer network of verbal and behavioural interactions evolving in time. This is rather like modeling the data-exchange between a data-seeker who needs to know which button to press (...) on a food-dispenser and a data-knower who already knows the correct number. The success criterion, hence the grounding, is whether the seeker’s probability of lunch is indeed increasing (hence uncertainty is decreasing) as a result of the interaction. Floridi also suggests that his philosophy of information casts some light on the problem of consciousness. I’m not so sure. (shrink)

Managing complex disaster situations is a challenging task because of the large number of actors involved and the critical nature of the events themselves. In particular, the different terminologies and technical vocabularies that are being exchanged among Emergency Responders may lead to misunderstandings. Maintaining a shared semantics for exchanged data is a major challenge. To help to overcome these issues, we elaborate a modular suite of ontologies called POLARISCO that formalizes the complex knowledge of the ERs. Such a shared vocabulary (...) resolves inconsistent terminologies and promotes semantic interoperability among ERs. In this work, we discuss developing POLARISCO as an extension of Basic Formal Ontology and the Common Core Ontologies. New definitions are proposed for communication and language. Communication is defined as the evolution of physical, biochemical, cellular, community, and technological information exchange. Language is defined as community communication whereby the information exchanged comprises evolving individual and group-constructed knowledge and beliefs, that are enacted, narrated, or otherwise conveyed by evolving rule-governed and meaningful symbol systems, that are grounded, interpreted, and used from within evolving embodied, cognitive, ecological, sociocultural, and technological niches. These definitions place emphasis on the evolutionary (...) aspects of communication and language, and they are here differentiated from four older paradigms that instead focus either on the referential or social aspects of language, or the informational or semantic aspects of communication. In contrast with these paradigms, the definitions proposed here for communication and language are in line with a pluralistic evolutionary worldview, one that necessitates the recognition that a multitude of units, levels, mechanisms and processes are involved in bringing forth communication and language. This paper discusses the implications for public participation in science opened by the sharing of information via electronic media. The ethical dimensions of information flow and control are linked to questions of autonomy, authority and appropriate exploitation of knowledge. It argues that, by lowering the boundaries that limit access and participation by wider active audiences, both scientific identity and practice are challenged in favor of extra-disciplinary and avocational communities such as scientific enthusiasts and lay experts. Reconfigurations of hierarchy, (...) mediated by new channels of information flow, are increasingly visible at the interface between professional and non-professional practice. Setting the scene by surveying the role of the media in defining twentieth-century contexts of lay science, the paper illustrates the appropriation and recuperation of scientific authority being played out in two contemporary models of active public engagement: so-called “citizen science” and varieties of “crowd-sourced science”. Both participatory models are increasingly reliant on information exchange via social media, but may be implemented to support distinctly different societal goals and beneficiaries. (shrink)

Uncertainty, insufficient information or information of poor quality, limited cognitive capacity and time, along with value conflicts and ethical considerations, are all aspects thatmake risk managementand riskcommunication difficult. This paper provides a review of different risk concepts and describes how these influence risk management, communication and planning in relation to forest ecosystem services. Based on the review and results of empirical studies, we suggest that personal assessment of risk is decisive in the management of forest ecosystem services. The (...) results are used together with a reviewof different principles of the distribution of risk to propose an approach to risk communication that is effective aswell as ethically sound. Knowledge of heuristics and mutual information on both beliefs and desires are important in the proposed risk communication approach. Such knowledge provides an opportunity for relevant information exchange, so that gaps in personal knowledge maps can be filled in and effective risk communication can be promoted. (shrink)

According to possibilism, or non-actualism, fictional characters are possible individuals. Possibilist accounts of fiction do not only assign the intuitively correct truth-conditions to sentences in a fiction, but has the potential to provide powerful explanatory models for a wide range of phenomena associated with fiction (though these two aspects of possibilism are, I argue, crucially distinct). Apart from the classic defense by David Lewis the idea of modeling fiction in terms of possible worlds have been widely criticized. In this article, (...) I provide a defense of a possibilist account against some lines of criticism. To do so, I assume that names for fictional characters are directly referential and a possible-worlds model that accommodates transworld identity. On this background, I argue, it is possible to construct an elegant model of fictional discourse using familiar models of information exchange in ordinary discourse, and I sketch how this model can be used to i) make a natural distinction between fictional and counterfactual discourse, ii) account for creativity, and iii) sustain a natural definition of truth-in-fiction that avoids certain familiar objections to possibilism. Though I set aside questions about the metaphysical commitments of a possible-world interpretation here, there is accordingly reason to think that the battle over possibilist treatments of fiction will have to be fought over metaphysical foundations rather than technical shortcomings. According to assurance views of testimonial justification, in virtue of the act of testifying a speaker provides an assurance of the truth of what she asserts to the addressee. This assurance provides a special justificatory force and a distinctive normative status to the addressee. It is thought to explain certain asymmetries between addressees and other unintended hearers (bystanders and eavesdroppers), such as the phenomenon that the addressee has a right to blame the speaker for conveying a falsehood but unintended hearers (...) do not, and the phenomenon that the addressee may deflect challenges to his testimonial belief to the speaker but unintended hearers may not. Here I argue that we can do a better job explaining the normative statuses associated with testimony by reference to epistemic norms of assertion and privacy norms. Following Sanford Goldberg, I argue that epistemic norms of assertion, according to which sincere assertion is appropriate only when the asserter possesses certain epistemic goods, can be ‘put to work’ to explain the normative statuses associated with testimony. When these norms are violated, they give hearers the right to blame the speaker, and they also explain why the speaker takes responsibility for the justification of the statement asserted. Norms of privacy, on the other hand, directly exclude eavesdroppers and bystanders from an informational exchange, implying that they have no standing to do many of the things, such as issue challenges or questions to the speaker, that would be normal for conversational participants. This explains asymmetries of normative status associated with testimony in a way logically independent of speaker assurance. (shrink)

We propose to analyze well-known cases of "imaginative resistance" from the philosophical literature (Gendler, Walton, Weatherson) as involving the inference that particular content should be attributed to either: (i) a character rather than the narrator or, (ii) an unreliable, irrational, opinionated, and/or morally deviant "first person" narrator who was originally perceived to be a typical impersonal, omniscient, "effaced" narrator. We model the latter type of attribution in terms of two independently motivated linguistic mechanisms: accommodation of a discourse referent (Lewis, Stalnaker, (...) Kamp) and 'cautious' updating as a model of non-cooperative information exchange (Eckardt). (shrink)

Humans and artificial intelligences (AI) will increasingly participate digitally and physically in conflicts yet there is a lack of trusted communications across agents and platforms. For example, humans in disasters and conflict already use messaging and social media to share information, however, international humanitarian relief organisations treat this information as unverifiable and untrustworthy. AI may reduce the ‘fog-of-war’ and improve outcomes, however current AI implementations are often brittle, have a narrow scope of application and wide ethical risks. Meanwhile, (...) human error causes significant civilian harms even by combatants committed to complying with international humanitarian law. AI offers an opportunity to help reduce the tragedy of war and better deliver humanitarian aid to those who need it. However, to be successful, these systems must be trusted by humans and their information systems, overcoming flawed information flows in conflict and disaster zones that continue to be marked by intermittent communications, poor situation awareness, mistrust and human errors. In this paper, we consider the integration of a communications protocol (the ‘Whiteflag protocol’), distributed ledger technology, and information fusion with artificial intelligence (AI), to improve conflict communications called “Protected Assurance Understanding Situation & Entities” PAUSE. Such a trusted human-AI communication network could provide accountable information exchange regarding protected entities, critical infrastructure; humanitarian signals and status updates for humans and machines in conflicts. Trust-based information fusion provides resource-efficient use of diverse data sources to increase the reliability of reports. AI can be used to catch human mistakes and complement human decision making, while human judgment can direct and override AI recommendations. We examine several case studies for the integration of these technologies into a trusted human-AI network for humanitarian benefit including mapping a conflict zone with civilians and combatants in real time, preparation to avoid incidents and using the network to manage misinformation. Recent research has defended the surprising thesis that in many cases the search for truth is better off if the information exchanged between the members of an epistemic community is limited. This is what one may call the limited information thesis. There is, however, the possibility of an even more radical position than this: the thesis that any communication between peers has zero epistemic value and that the search for truth is better off if the truth-inquirer does not (...) take into consideration the truth-claims of her peers. This can be called the solitude thesis. The paper defends the claim that Descartes is a supporter of the solitude thesis with respect to metaphysical inquiry. The defense is facilitated by means of interpreting textual evidence found in Descartes’ essays Discourse on the Method, The Search for Truth and the Meditations on First Philosophy. (shrink)

However, in terms of (...) business technologicalization, necessity to accelerate information exchange, development of innovation and, at the same time, development of new threats, the need on the basis of strategizing, intellectualization of management, partnership, compliance with the challenges of the external environment, communication efficiency, leadership transformation, balancing intermediate and final results, there is a need to transform business and management on the basis of strategizing, intellectualization of management, partnership interaction, compliance with the challenges of the external environment, communication efficiency, transformation of leadership, balancing intermediate and final results. Relevance of solving of this scientific issue is that the timely use of innovative tools and management methods in the implementation of strategic intentions and goals forms a high adaptability of companies to transformation processes occurring in their external and internal environment under the influence of digital technologies in business processes. The scientific-theoretical and methodological basis of the study were the following methods: abstract-logical and comparative analysis – to generalize theoretical approaches and confirm the practical importance of solving the problem of building a model of providing business excellence on the basis of interconnected and focused innovative changes in business management; system analysis and modelling – method of building a model of business excellence based on managerial innovation; system-analytical – method of balancing the interaction of the components providing business excellence; generalization – when drawing conclusions based on research results. In this paper, I expand our framework for epistemic injustice by shifting focus from epistemic evaluations of individuals in information exchange to epistemic evaluations of individuals engaging their know-how in performance. I call the injustice to individuals qua knowers-how performative injustice, and I argue that performative injustice has distinct features worth understanding apart from varieties of epistemic injustice devoted to information exchange. I develop an account of the performative authority that is unfairly evaluated in cases of (...) performative injustice and show how, in some cases, cognitive penetration can affect observers’ evaluations. Finally, I show how stereotype threat may short circuit what would otherwise be cases of performative injustice, which in turn reveals the significance of its systemic manifestations. (shrink)

Outlined here is a simulation hypothesis approach that uses an expanding (the simulation clock-rate measured in units of Planck time) 4-axis hyper-sphere and mathematical particles that oscillate between an electric wave-state and a mass (unit of Planck mass per unit of Planck time) point-state. Particles are assigned a spin axis which determines the direction in which they are pulled by this (hyper-sphere pilot wave) expansion, thus all particles travel at, and only at, the velocity of expansion (the origin of $c$), (...) however only the particle point-state has definable co-ordinates within the hyper-sphere. Photons are the mechanism of information exchange, as they lack a mass state they can only travel laterally (in hypersphere co-ordinate terms) between particles and so this hypersphere expansion cannot be directly observed, relativity then becomes the mathematics of perspective translating between the absolute (hypersphere) and the relative motion (3D space) co-ordinate systems. A discrete `pixel' lattice geometry is assigned as the gravitational space. Units of $\hbar c$ `physically' link particles into orbital pairs. As these are direct particle to particle links, a gravitational force between macro objects is not required, the gravitational orbit as the sum of these individual orbiting pairs. A 14.6 billion year old hyper-sphere (the sum of Planck black-hole units) has similar parameters to the cosmic microwave background. The Simulation Hypothesis proposes that all of reality is in fact an artificial simulation, analogous to a computer simulation. Outlined here is a method for programming relativistic mass, space and time at the Planck level as applicable for use in Planck Universe-as-a-Simulation Hypothesis. For the virtual universe the model uses a 4-axis hyper-sphere that expands in incremental steps (the simulation clock-rate). Virtual particles that oscillate between an electric wave-state and a mass point-state are mapped within this hyper-sphere, the oscillation driven (...) by this expansion. Particles are assigned an N-S axis which determines the direction in which they are pulled along by the expansion, thus an independent particle motion may be dispensed with. Only in the mass point-state do particles have fixed hyper-sphere co-ordinates. The rate of expansion translates to the speed of light and so in terms of the hyper-sphere co-ordinates all particles (and objects) travel at the speed of light, time (as the clock-rate) and velocity (as the rate of expansion) are therefore constant, however photons, as the means of information exchange, are restricted to lateral movement across the hyper-sphere thus giving the appearance of a 3-D space. Lorentz formulas are used to translate between this 3-D space and the hyper-sphere co-ordinates, relativity resembling the mathematics of perspective. (shrink)

This study investigates transnational relations and global challenges which the European Industrial Relations have been facing recently. The paper, methodologically, was structured with taking into account both socio- political and judicial arguments. The social theory, and ergo, the practice in Europe were analyzed according to Marxist point of view. Basically, industrial relations and employment relationship were examined from the perspectives of employees, employee representatives and nation-states. The influence of the Charter of Fundamental Rights which is legally binding with the Lisbon (...) Treaty (TFEU) was examined. Likewise, the effectiveness of the acquis communautaire within the EU was argued with respect to the European Social Model; such as, social dialogue, tripartite and bipartite information exchange and consultation, collective bargaining and legal provisions regarding employment conditions and social protection. Traditionally, ontology seeks to reflects structures that are independent of thought and cognition. A case study of quantum mechanics is investigated in the framework of the philosophical opposition “mathematical model – reality”. All classical science obeys the postulate about the fundamental difference of model and reality, and thus distinguishing epistemology from ontology fundamentally. The theorems about the absence of hidden variables in quantum mechanics imply for it to be “complete” (versus Einstein’s opinion). That consistent completeness (unlike arithmetic to set theory in the foundations of mathematics in Gödel’s opinion) can be interpreted furthermore as (...) the coincidence of model and reality. The paper discusses the option and fact of that coincidence it its base: the fundamental postulate formulated by Niels Bohr about what quantum mechanics studies (unlike all classical science). Quantum mechanics involves and develops further both identification and disjunctive distinction of the global space of the apparatus and the local space of the investigated quantum entity as complementary to each other. This results into the analogical complementarity of model and reality in quantum mechanics. The apparatus turns out to be both absolutely “transparent” and identically coinciding simultaneously with the reflected quantum reality. Thus, the coincidence of model and reality is postulated as necessary condition for cognition in quantum mechanics by Bohr’s postulate and further, embodied in its formalism of the separable complex Hilbert space, in turn, implying the theorems of the absence of hidden variables (or the equivalent to them “conservation of energy conservation” in quantum mechanics). What the apparatus and measured entity exchange cannot be energy (for the different exponents of energy), but quantum information (as a certain, unambiguously determined wave function) therefore a generalized law of conservation, from which the conservation of energy conservation is a corollary. Particularly, the local and global space (rigorously justified in the Standard model) share the complementarity isomorphic to that of model and reality in the foundation of quantum mechanics. On that background, one can think of the troubles of “quantum gravity” as fundamental, direct corollaries from the postulates of quantum mechanics. Gravity can be defined only as a relation or by a pair of non-orthogonal separable complex Hilbert space attachable whether to two “parts” or to a whole and its parts. On the contrary, all the three fundamental interactions in the Standard model are “flat” and only “properties”: they need only a single separable complex Hilbert space to be defined. (shrink)

Автор пропонує власне розуміння співвідношення динаміки вимірів культури і цивілізації крізь призму картини світу (моделей ментальності). Акцентується важливість інформаційного обміну в культурі, його більша роль у цивілізаційному (...) процесі, аніж соціально-економічні механізми чи ландшафт, котрі, тим не менш, органічно включені в зазначений обмін і можуть суттєво корегувати його динаміку. Philosophy of Science in Practice (PoSiP) has the “practice of science” as its object of research. Notwithstanding, it does not possess yet any general or specific methodology in order to achieve its goal. Instead of sticking to one protocol, PoSiP takes advantage of a set of approaches from different fields. This thesis takes as a starting point a collaborative and interdisciplinary research between two Ph.D. students from distinct areas: ecology and philosophy. This collaboration showed how a scientist could benefit from (...) philosophy of science (in this case study the philosophical approach of. mechanistic explanation) to construct a model of his explanandum, by means of heuristics approach (heuristics as an instrument but also a methodological approach) and, also allowed philosophy of science take a closer look into the scientific practice to investigate how explanations are constructed and how scientific understanding is achieved (in this thesis, with a dialogue with the contextual theory of scientific understanding). As a result, it is asserted that (i) mechanistic explanation possess limitations but may work as epistemic instruments that mediate between theories, data, scientists, and models; (ii) explanation construction and scientific understanding deeply relies on intuition; (iii) scientific understanding is an instant, a moment, a temporary achievement, and its process may happen in degrees; (iv) philosophy of science, by means of heuristics process, may enhance scientists’ epistemic virtues, improving his academic skills, by means of self-evaluation. This research shows that interdisciplinarity and collaborative work can act, through heuristics, as a toolbox for PoSiP to achieve its goal of understanding how science is made. Despite its success, an analysis of this collaborative practice leads to some fundamental issues. First, philosophy of science in practice is a philosophy of past practice, in that the majority of examples used by mainstream PoSiP come from the final products of science. Second, is it philosophy of [science in practice] or philosophy of science [in practice]? How to practice philosophy of scientific practice and, how to practice interdisciplinarity in the philosophy of scientific practices simultaneously to its scientific activity? This research exposes the epistemic role heuristics and interdisciplinarity possess as methodological toolboxes for philosophy of science in practice. It is defended that other ways of constructing sciences would be through different dynamics such as collaborative networks and interdisciplinarity research contributing to the vision of Trading Zones from Peter Galison, in which bridges between specialized disciplines are created in order to exchange knowledge and information. Modern society faces major environmental problems, but there are many difficulties in studying the nature–human relationship from an integral psychosocial perspective. We propose the ecomind sponge conceptual framework, based on the mindsponge theory of information processing. We present a systematic method to examine the nature–human relationship with conceptual frameworks of system boundaries, selective exchange, and adaptive optimization. The theoretical mechanisms were constructed based on principles and new evidence in natural sciences. The core mechanism of ecomindsponge is the subjective (...) sphere of influence, which is the limited mental representation of information received from and processed based on the objective sphere of influence–actual interactions in reality. The subjective sphere is the sum of two sub-spheres: influencing (proactive) and being influenced (reactive). Maladaptation in thinking and behavior of the mind as an information collection-cum-processor results from the deviation of the subjective sphere from reality, which includes two main types: “stupidity” and “delusion”. Using Bayesian Mindsponge Framework (BMF) analytics on a dataset of 535 urban residents, we provide consistent statistical evidence on the proposed properties of subjective spheres. The dynamic framework of ecomindsponge can be used flexibly and practically for environmental research as well as other psychosocial fields. (shrink)

Health Level 7 (HL7) is an international standards development organisation in the domain of healthcare information technology. Initially the mission of HL7 was to enable data exchange via the creation of syntactic standards which supported point-to-point messaging. Currently HL7 sees its mission as one of creating standards for semantic interoperability in healthcare IT on the basis of its flagship “version 3” (v3). Unfortunately, v3 has been plagued by quality and consistency issues, and it has not been able to (...) keep pace with recent developments either in semantics and ontology or in computer science and engineering. HL7’s response has been to develop its “Services-Aware Interoperability Framework” (SAIF), which is intended to provide a foundation for work on all aspects of standardization in HL7 henceforth. We here summarise the major design principles that must be satisfied by a semantic interoperability framework – principles relating both to static semantics and to computational behaviour. We then assess the SAIF in light of these principles. We conclude that the SAIF is not in a position to support the needed reform of the HL7 v3 family of standards. (shrink)

Health Level 7 (HL7) is an organization seeking to provide universal standards for the exchange of healthcare information. In a document entitled ‘HL7 Version 3 Standard: Data Types’, the HL7 organization advances descriptions of data types recom- mended for use as identifiers. We will argue that the descriptions supplied provide insufficient guidance as to what exactly the entities are which these data types uniquely identify. Are they real things, such as persons or pieces of equipment? Or are they (...) representations of such real things in information artifacts? We here outline the problems faced by HL7 in providing answers to such questions, problems which arise because of the lack of anything like a coherent ontology in the HL7 standard, and we make some recommendations for future improvements. Cloud computing is considered as a new type of technology, in fact, it is an extension of the information technology's developments which are based on the pooling of resources and infrastructure to provide services depend on using the cloud, in the sense that instead of these services and resources exist on local servers or personal devices, they are gathered in the cloud and be shared on the Internet. This technology has achieved an economic success no one can deny it (...) and resorting to use it has many advantages, today it becomes known and recognized and begins to invade the libraries' area and imposes itself day by day because of the benefits afforded by using applications that have the ability to change the nature of library's services through the web hosting services which can be accessed via any internet connected device. And actually, libraries started using services provided by this technology especially in the field of digitization, indexing, supply, storage and the service of sharing and exchanging information resources in the virtual environment. For this, there is a need to conduct scientific research to find out librarians' trends and motivations about the use of cloud computing in their field of work. Where this research examines the librarians' trends towards the use of cloud computing according to the technology acceptance model (TAM). The study depended on descriptive analytical method using a questionnaire tool, and it has included all the libraries of Mentouri-Constantine1, libraries of university Abdelhamid Mehri-Constantine2, libraries of university Constantine 3, and libraries of Emir Abdelkader university of the Islamic science. And it reached a set of results including: that cloud computing is not used in a very large proportion by librarians, and they haven't a good cognitive level of its services, but in return, an interest was found by them to the cloud as a technology helps the office work implementation and the performance efficiency lifting and appreciates library services. Linden Lab studies massive online game "Second Life" unexpectedly gained worldwide fame after a few years after release. To the surprise of many game has met with great interest, despite the lack of promotional campaigns. It can be assumed that the reason why "second life" reached a wider audience was a special type of offered entertainment. Network game proved to be no longer a game that was known so far, but an example of a mass media, whose central element is (...) a dynamic virtual world which is an extension of our "first" reality. "Second Life" has the potential, which is challenging the widely shared rules could shake the foundations of the social world. This program is currently the most advanced example of a virtual economy. Unlike many other massive online games and their predecessors, this game is entirely based on the principles of virtual property ownership, as well as rules of conduct virtual business and service, and finally also the consumption of goods. Users of the game, just like the person providing the data in the framework of social networking sites maintained in the mainstream of Web 2.0, user-generated content constituting the virtual world, which can trade content with others linden virtual dolars that can be exchanged to real U.S. dollars. The increase in popularity of "Second Life" brings to mind the vision of the possibility of creating a better place to live for many people. By adopting social exchange theory and the affect-infusion-model, the hypothesis is made that emotional intelligence (EI) will have an impact on three perceptions of trustworthiness – ability, integrity and benevolence – at the beginning of a relationship. It was also hypothesized that additional information would gradually displace EI in forming the above perceptions. The results reveal that EI initially does not contribute to any of the perceptions of trustworthiness. As more information is revealed EI has an impact (...) on the perception of benevolence, but not on the perceptions of ability and integrity. This impact was observed to be negative when the nature of the information was negative. On the other hand, information alone was shown to have a significant impact on the perceptions of ability and integrity, but not on the perception of benevolence. Theoretical and practical implications of the findings are addressed. (shrink)

Assertions are the centre of gravity in social epistemology. They are the vehicles we use to exchange information within scientific groups and society as a whole. It is therefore essential to determine under which conditions we are permitted to make an assertion. In this paper we argue and provide empirical evidence for the view that the norm of assertion is justified belief: truth or even knowledge are not required. Our results challenge the knowledge account advocated by, e.g. Williamson (...) (1996), in general, and more specifically, put into question several studies conducted by Turri (2013, 2016) that support a knowledge norm of assertion. Instead, the justified belief account championed by, e.g. Douven (2006), seems to prevail. (shrink)

The rigor and precision of Leibniz's "possible world" evolved into the concept of Turing machine, and with the birth of the first computer and the physical realization of Turing machine, human cognitive and intelligent activities were optimistically considered by cognitive scientists to be convertible into computational programs for simulation by machines. Cognitive science then formed the research agenda of "cognitive computationalism", and our Chinese scholars have responded to this general view that "the essence of cognition is computation" and that the (...) human brain and computers are merely formal systems for manipulating and processing symbols in their respective fields. Professor Hong Dingguo used the concepts of "manifest order" and "hidden order", Professor Jin Gulun used the philosophical categories of "constitutive theory" and "generative theory", and Liu Yuesheng used the concept of "cognition". Professor Hong Dingguo reinterpreted the relationship between the "real world" and the "possible world" by using the concepts of "manifest sequence" and "hidden sequence", Professor Jin Wulun used the philosophical categories of "composition theory" and "generation theory", and Professor Liu Yuesheng used the generalized information paradigm of "structural information" and "exchange information". "This provides a profound elucidation of the nature of cognitive logic and the process of human cognitive activities becoming symbols through coding and puts forward theoretical limits. The current theoretical dilemma and practical difficulty of cognitive science lies in the fact that it has developed algorithmic concepts in the Turing sense that can only model the explicitly sequential part of cognitive and intellectual activity, forming a constitutive atomic abstraction, or in our terms, classical "structural information", which cannot fully explain the inner mechanisms of human mental activity and its embodied flexibility, selectivity and self-emergence. Wu Xuemou's pan-system theory does not simply rely on logic and Turing machine algorithms, but models human intelligence by treating structural information as a complex large system composed of a collection of elements and a collection of relations (exchange information: five mutual eight chips), in order to break through the narrow path of seeking only the local consistency of the system as currently done; while Wang Dekui's exploration of the three-spin biological and physical path and Huang Zhanji's abandonment of the artificial means of logic to seek the large logical natural mechanisms and Mr. Zhou Liquan's proposal of a schema for successful communication using natural language on the basis of concepts such as context and implicit connotation ("Logic — A Theory of Correct Thinking and Successful Communication"), all reflect the milestones of Chinese scholars who seek to address the deeper issues of cognitive science. We believe that along this series of explorations, combined with new results in recent years in the fields of artificial life and evolutionary computation, a new research agenda in cognitive science will emerge. The research aims to identify the learning organizations and their role in achieving organizational excellence in the Palestinian universities in Gaza Strip. The researchers used descriptive analytical approach and used the questionnaire as a tool for information gathering. The questionnaires were distributed to senior management in the Palestinian universities. The study population reached (344) employees in senior management is dispersed over (3) Palestinian universities. A stratified random sample of (182) workers from the Palestinian universities was selected and the recovery (...) rate was (69.2%). Statistical analysis (SPSS) program was used for analysis and processing the data. The research found the following results: there is a fair degree of approval on "cognitive dimension", there is a high approval about the importance of "organizational dimension", there is moderately consent of the importance of "Community dimension", there is a large degree of consent about the importance of axis of the "leadership excellence", there is a large degree of consent about the importance of axis of the "service-excellence", there is a fair degree approval about the importance of the axis of "cognitive excellence", and there is a moderately consent of the importance of "Organizational Excellence". The research found a group of recommendations including: the need to develop appropriate strategies for the University, employ modern technology in information systems, in addition to provide appropriate environment that achieve learning organizations, develop technological infrastructure, adopt universities for knowledge management in the academic and administrative departments because knowledge is the core of the work of these departments, create technological incubators in universities to adopt excellence academic research projects, and protected them, support them, and market them. Establishing of centers of excellence for scientific research in the university.The need for cooperation and coordination between local, Arab and international universities for the exchange of knowledge, information, and participation programs and training courses, as it provides an opportunity to develop the capabilities and skills of personnel and expertise. A satisfactory theory of linguistic communication must explain how it is that, through the interpersonal exchange of auditory, visual, and tactile stimuli, the communicative preconditions for the acquisition of testimonial knowledge regularly come to be satisfied. Without an account of knowledge-yielding communication this success condition for linguistic theorizing is left opaque, and we are left with an incomplete understanding of testimony, and communication more generally, as a source of knowledge. This paper argues that knowledge-yielding communication should be modelled on (...) knowledge itself. It is argued that knowledge-yielding communication occurs iff interlocutors coordinate on truth values in a non-lucky and non-deviant way. This account is able to do significant explanatory work: it sheds light on the nature of referential communication, and it allows us to capture, in an informative way, the sense in which interlocutors must entertain similar propositions in order to communicate successfully.
