Political Power

There are many advantages and disadvantages to central locations. These have shown themselves in the long course of European history. In times of peace, there are important economic and cultural advantages (to illustrate: the present area of the Czech Republic was the richest country in Europe between the two World Wars). There are cross-currents of trade and culture in central Europe of great advantage. For, cultural cross-currents represent a potential benefit in comprehension and cultural growth. But under threat of large-scale (...) conflict, these locations have proved extremely dangerous. Historically, Germany and Austria may be regarded as having had two chief models of their relationships to Europe. In the Holy Roman Empire, Germany was at the center of an aspiring “universalistic” European cosmopolitanism. (In some ways similar to the present situation of the European Union.) Austria maintained a great multi¬cultural empire, until it was destroyed in the First Word War. Generally, middle-European powers have promoted the integration of European diversity, when peace and stability have been plausible objectives. But when European diversity has declined toward ethnic or national conflict, Germany has drawn away from Europe and into itself, seeking inner unity and distinctness to protect it against possible combinations of enemies. This is true of central Europe generally, in degree, but interest often centers on Germany. Generally, central Europe is a cultural pressure cooker. (shrink)

Åsa Burman has recently introduced the important notion of telic power and differentiated it from deontic power in an attempt to build a bridge between ideal and non-ideal social ontology. We find Burman’s project promising but we argue that more is to be done to make it entirely successful. First, there is a palpable tension between Burman’s claim that telic power can be ontologically independent of deontic power and her examples, which suggests that these forms of power share the same (...) basis. Second, it is not completely clear how telic power specifically helps non-ideal social ontologists explain oppression. We offer solutions to both problems. First, we argue that Burman’s arguments for the conclusion that telic power can exist without deontic power are unsuccessful. Burman contends that this is possible because some social roles involving telic power can exist independently of institutions as sets of constitutive rules, which are––in her opinion––the source of deontic power. Burman’s arguments are not persuasive because she disregards the plausible view that all social roles involve deontic power, whether or not they are institutional. Second, we argue that while the exercise of deontic power requires a collective recognition of the social roles of the interacting agents and, therefore, a recognition of the associated norms, the exercise of telic power does not require recognition of the relevant norms. This is why invoking telic power is particularly useful in explaining how oppression and injustice can arise. Lastly, we suggest that the relation between teleological normativity and the forms of telic power has not been fully clarified by Burman and requires a deeper analysis. (shrink)

The question that "how one should live?" constitutes the ultimate question of philosophy according to Aristotle. According to Camus "there is only one really serious philosophical problem, and that is suicide." The riddle and our predicament is that these two questions are exactly one and the same question. [Why?] ------ [Because for example] Nietzsche, in claiming that "the beggars should be entirely abolished ... truly it is annoying to give to them and it is annoying one not to give to (...) them", has spectacularly failed to notice that there is another logical option: simply to abolish the observer. (Especially that nowadays we witness live-stream misery of other human beings comfortably numb.) The option also resolves the problematic that "if I must love my fellow man, he had better hide himself, for no sooner do I see his face than there is an end to my love for him". (shrink)

A Cultural Criticism --- Clearly there can be nothing more praiseworthy than conferring virtues on things. Then the most celebrated strand of ecstasy of communication can be identified as the factor responsible for conferring an extra virtue to an already virtuous. This is problematic because, according to Nietzsche, one virtue is more of a virtue than two, because it is more of a knot for one's destiny to cling to. Excessive communication is the antipode of authenticity. Because where there is (...) reinforcement there is lack. (For instance: talking much about oneself can also be a means to conceal oneself). Earlier semioses (implicating at least sometimes political forces to establish a sign) enabled by anonymous intentions permeate later semioses and shape the structure of language. The same way earlier neuroses shape the epistemically embattled structure of unconscious.---Contingent but primordial relations of power semiotically implicated, on both sides of inter-translation of distant languages, so effectively permeate language and literature that there is ever an ineradicable textual residue in the translation reminiscent of the political contexts.---Every belated text a corollary to the primordial (...) proof of establishment of precursor texts. There is a SURFACE unity of a text which may be described as that which is reflected by taking for granted that the object of desire to be fulfilled in the text contributes EQUALLY to the parts constituting the text as a whole. The DEEP unity of a text on the other hand is that which is reflected by specifying that to which the object of desire underlying the text contributes the most content. The other parts while bearing some superficial (...) content have ONLY poetic (or evocative) function. They constitute FORMS serving aesthetic fortification and condensation not really condensation of content relevant to the object of desire. They are ultimately contingent in terms of the underpinning the text. The Freudian mythology is susceptible to conflating contingent forms as essential content. -/- . (shrink)

Essentially, a complaint regarding philosophy in its most current iterations. This paper is not an attack on specific traditions, but its objective is to instead point out a betrayal of the classical philosophical praxis and tradition. It is a betrayal of questioning and being that pesky, Socratic gadfly regarding people and institutions of power. The key objective is to not only draw a link between the philosopher and said institutions but also to show that the philosopher does not exist in (...) a vacuum—they are products of their time, even if not merely that. At its end, this short essay will make a call to uphold that precious tradition and preserve philosophy’s braver elements in the face of power and adversity. (shrink)

This chapter outlines a framework for thinking about justice in the global digital economy. The chapter first proposes to understand the digital economy as about infrastructure, then describes some of the problems of justice raised by the global digital economy and sketches potential reforms.

Scholarship on the politics of new media widely assumes that communication functions as a sufficient conceptual paradigm for critically assessing new media politics. This article argues that communication-centric analyses fail to engage the politics of information itself, limiting information only to its consequences for communication, and neglecting information as it reaches into our selves, lives, and actions beyond the confines of communication. Furthering recent new media historiography on the “information theory” of Shannon and Wiener, the article reveals both the primacy (...) of communication in midcentury information theory, and also a striking resonance between these postwar communication theories and Habermas’s more recent communicative theory of democracy. To achieve a critical perspective beyond communication, the article proposes a media genealogy of the politics of subjects as a methodology for developing an analysis of how information formats us as subjects of data. In his influential 1949 essay, The Intellectuals and Socialism, F.A. Hayek prophesied that the “revival of liberalism” must coincide with the resurgence of “the courage to be Utopian.” Today, at a time when liberalism is under attack from multiple fronts, we need courage more than ever. Indeed, the rediscovery of the Utopian potential of liberalism coincides with going back to its roots. My paper shows that liberalism, especially in its so-called “epistemic” or "evolutionary" branch whose notable theorists include Adam Smith, (...) J.S. Mill, Herbert Spencer, and F.A. Hayek, provides a framework for “real Utopian” theory and practice. However, I argue that evolutionary liberalism should be enriched with the insights of contemporary evolutionary theory and complexity theory to properly account for the downsides of social evolution and to overcome the understandable charge of social Darwinism. Only then can it robustly realise its emancipatory aspirations and real Utopian promise. (shrink)

Pessimistic empirical evidence about the reformatory and deterrent effects of punitive treatment poses a challenge for all justificatory theories of punishment. Yet, the dominant progressive view remains that punishment is required for the most serious crimes. This paper outlines an empirically sensitive prospectus for justifying punitive treatment through understanding the importance of reintegration. On this view, punishment can be viewed as a preferred alternative to the rigours of social ostracism, a common way of dealing with offenders in lieu of formal (...) criminal justice. Adopting reintegration as a primary aim encourages taking a longer view which focuses on desistance from criminality rather than only on reform at the point of release from formal punishment. The view outlined in this paper enables a vindication of reintegrative punishment even when it is not the most immediately efficient means of reforming offenders. In making this argument, I develop the modern retributive platform in criminal justice theory, identify various overlooked yet key nuances in the relationship between reintegration and reform, and argue for greater theoretical and practical attention to how the state can make the communities they serve more receptive to reintegrating offenders. I pursue three interrelated goals. Firstly, through a Hohfeldian analysis of the concept of a right, I aim to clarify what we mean by attributing to political authority a general right to rule (through legal norms) and to the recipients of its decisions a general obligation to obey these norms, which is con¬tent-independent and preemptive. In this regard, careful differentiation between legal and moral rights and obligations appears crucial. Secondly, I argue that, in contrast to the standard approach in political (...) and legal theory interpreting the right to govern as a Hohfeldian claim and the obligation of obedience as a Hohfeldian duty, conceiving these positions as symmetrical and inseparable (“correlative”), it is more fitting to focus on the Hohfeldian power and the corresponding liability. This implies abandoning the assumption of the content-independence and preemptiveness of authority’s decisions. Thirdly, in contrast to the majority of con¬tributions, I emphasise that morality cannot remain a theoretical black box, the content and validity of which are simply assumed in discussions about legitimate authority, and I show how this can be circumvented. The paper seeks to find a stable theoretical position that does not slide either towards the acceptance of the “self-image of the state” as in the case of the standard approach, or towards the “nightmare” of philo¬sophical anarchism. Thomas Hobbes has been hailed as the philosopher of power par excellence; however, I demonstrate that Hobbes’s conceptualization of political power is not stable across his texts. Once the distinction is made between the authorized and the effective power of the sovereign, it is no longer sufficient simply to defend a doctrine of the authorized power of the sovereign; such (...) a doctrine must be robustly complemented by an account of how the effective power commensurate to this authority might be achieved. Nor is this straightforward: for effective political power can fluctuate, sometimes severely. In this light, the prevalent juridical reading of Hobbes’s political philosophy is inadequate. (shrink)

The author analyses how the integration of digital technologies into the human body and consciousness transforms traditional forms of biopolitical control. The paper uses the concepts of Michel Foucault and Gilles Deleuze to analyse the transformation of power and its forms in the context of blurring boundaries between man and machine. At the same time, the author analyses (...) existing and promising forms of resistance to total technological control, such as hacktivism and various social movements, particularly for digital rights. The paper also argues for the need for further interdisciplinary research on the social and psychological implications of integrating technological solutions into human nature. // В статье исследуются связи между киборгизацией и биополитикой, рассматривается влияние технологий на механизмы власти и контроля в обществе. Автор анализирует, как интеграция цифровых технологий в человеческое тело и сознание трансформирует традиционные формы биополитического контроля. В работе используются концепции Мишеля Фуко и Жиля Делеза для анализа трансформации власти и ее форм в условиях размывания границ между человеком и машиной. This work has two major goals. The first is to reframe the problem of political authority from its Conservative framing to a Reformist framing. This change creates a new benchmark for the success of a theory. Rather than justifying a pre-existing intuition, a theory can be successful if it could establish political authority whenever the state itself or an individual’s relationship to it changes. This change also shifts the focus from the state’s right to rule to moral housekeeping. In other (...) words, the main goal is not to see when the state can use coercion against its citizens but rather to determine what political obligations citizens could have under different scenarios so that citizens can more accurately keep track of their moral reasons for action. The second major goal is to call into question epistemic theories of democratic authority through a critical examination of David Estlund’s theory of normative consent. Normative consent cannot establish political authority. Even granting that it could, normative consent would bind individuals to epistemic procedures rather than democratic procedures given that epistemic procedures better solve the moral problems that generate normative consent. However, this then raises worries from the public reason perspective that epistemic procedures would impose a procedure on some citizens which they could reject from a qualified position. To overcome this worry, it is shown that epistemic procedures based on reducing the power of the ignorant rather than raising the power of the experts are not open to such qualified rejection, and democratic procedures in the real world will do no better than a coin flip at selecting correct policies. In the end, one branch of epistemic conceptions of democratic authority are proven untenable. (shrink)

In response to the growing social discontent at what is perceived as generational injustice, due to younger generations of voters facing long-term negative consequences from issues disproportionately decided by the votes of older generations of voters, there have been suggestions to introduce an upper age voting threshold. These have been all but universally dismissed as offensive and contrary to basic democratic values. In the present article, I show that the idea is in fact entirely consonant with present-day democratic practices and (...) far from without a precedent. Hence, I describe how the aforementioned generational injustice can be rectified using a simple vote weighting scheme which is easy to implement and interpret. Lastly, I discuss the societal effects that this alteration of the voting system would have on the distribution of the origins of political power. (shrink)

Existing social disparities in the United States are inconsistent with the promise of democracy; therefore, there was a need for critical conceptualization of the first principles that undergird American democracy and the genesis of democratic social change in America. This constructivist grounded theory study aimed to construct a grounded theory that provides an understanding of the process of American democratic social change as it emerged from the nation’s founding documents. A post hoc polytheoretical framework including Foucault’s, Bourdieu’s, and Marx and (...) Engels’s theories of power was used to understand power dynamics. The research question focused on understanding the process of democratic social change in America. The sample comprised the Articles of Confederation, the U.S. Declaration of Independence, The Federalist Papers, and the U.S. Constitution. The documents were retrieved from the National Archives and Library of Congress. The data analysis plan incorporated successive comparison, situational and dramaturgical analysis, deconstruction, and perspective taking as strategies. The result was the construction of a democratic social change process theory preceded by five grounded theories: (a) first principles of democracy, (b) first principles of democracy conceptual framework, (c) socio-ethical principles of democracy, (d) demoralizing process, and (e) either-or approach to democracy. Positive social change implications include applying a democratic social change process to future social change endeavors across domains and levels of analysis, a normative framework for a republican form of government, and a tool to analyze and minimize the latent consequences of social justice policies. This paper develops a new theory of the morality of promissory obligations. T. M. Scanlon notoriously argued that promising consists in assuring the promisee that we will do something. I disagree. I argue that it is true that promising consists in assuring the promisee, but what the promisor gives to the promisee is not an assurance that they will do something, but that the normative situation is in a certain way.

In a 1978 lecture in Tokyo, Foucault drew a comparison between his own philosophical methodology and that of ‘Anglo-Saxon analytic philosophy’, claiming the label ‘analytic philosophy of politics’ for his own approach. This may seem like a somewhat surprising comparison given the gulf between contemporary analytic and continental philosophy, but I argue that it is a very productive one which indeed might help us reconsider this gulf. I proceed through a comparison between Foucault and the speech act theory of J. (...) L. Austin, one of the analytic philosophers Foucault had in mind in his Tokyo lecture. By focusing on the methodological commonalities between Foucault and Austin, this article identifies the core of a philosophical methodology that cuts across the analytic/continental divide in philosophy in general while constituting a powerful alternative to the methods applied by analytic political philosophers specifically. This approach, which I term ‘analytic critique’, is one that starts from a critical analysis of what happens in ordinary lived experience and theorizes ‘bottom-up’ in an avowedly politically engaged way – thereby challenging the conceptual and political aloofness of contemporary political philosophy in the liberal-Rawlsian tradition. Foucault’s appropriation of the label ‘analytic philosophy’, it is argued, ought to function as a call to more imaginative methodological-theoretical engagement across the traditional division between continental and analytic approaches. What are we to make of the fact that world leaders, such as Canada’s Justin Trudeau, have, within the last few decades, offered official apologies for a whole host of past injustices? Scholars have largely dealt with this phenomenon as a moral question, seeing in these expressions of contrition a radical disruption of contemporary neoliberal individualism, a promise of a more humane world. Focusing on Canadian apology politics, this essay instead proposes a nonideal approach to state apologies, sidestepping questions of (...) what they ought to do and focusing instead on their actual functioning as political acts. Through a sociologically informed speech act theory and Foucault’s work on power, apology is conceptualized as a speech act with an essentially relational nature. The state, through apologizing, reaffirms the norms governing its relationship to its subjects at a moment when a past transgression threatens to destabilize this relation. From a Foucauldian point of view, the state’s power inheres in the very stability of the state–citizen relation, and we should therefore see apologies as defensive moves to protect state hegemony. In the context of Western liberal democracies, such as Canada, apologies embody, rather than challenge, the logic of neoliberal governmentality by suggesting that everything, including resentment against the state, can be managed within the current status quo. Nevertheless, total cynicism about apology politics is not warranted. In many indigenous apology campaigners’ demands for contrition we see another side of apologies: their potential to bring about change by enacting counterhegemonic relations to the state. (shrink)

El prezintă o cazuistică impresionantă când vine vorba de referirile la trăsăturile distinctive ale grupurilor etnice sau ale tradiţiilor naţionale, discursul politic despre acestea fiind încărcat de stereotipuri și reprezentări antropologice itologizate, care spun mai multe despre cei ce le vehiculează decât despre (...) obiectul la care se referă. The issue of political violence is mostly absent from current debates about power. Many conceptions of power treat violence as wholly distinct from or even antithetical to power, or see it as a mere instrument whose effects are obvious and not in need of political analysis. In this paper, I explore what kind of ontology of power is necessary to properly take account of the various roles that violence can play in creating and maintaining power structures. I pursue this question (...) by contrasting the views of Hannah Arendt and Michel Foucault. For Arendt, power is generated and maintained by communicative practices. She argues that power and violence are ‘opposites’ because violence can only destroy but not create these practices. In contrast, Foucault’s conception explicitly allows violence to play a constitutive role in generating power. I argue that while Arendt is right to insist that power and violence are not identical, it does not follow that violence cannot play any role in constituting power. Guided by Foucault’s approach, I formulate a non-dualist account of the relationship between power and violence that takes seriously the role that bodies, material things, and built infrastructures play in making social relations ‘more durable’ and constituting power. As they make their way through Louis Althusser’s and Jacques Derrida’s texts, readers will cross innumerable curtains – ‘the words and things’, as Derrida says, as many fabrics of traces. These curtains open onto a multiplicity of scenes and mises en scène, performances, roles, rituals, actors, plays – thus unfolding the space of a certain theatricality. This essay traces Althusser’s and Derrida’s respective deployments of the theatrical motif. In his theoretical writings, Althusser’s theatrical dispositive aims to designate the practical and (...) material dimension of the scenes of ideology, materially enacted through roleplays, performances, acts, or discourses. At the horizon: a scientific discourse on ideology or, later, a strategic intervention in the class struggle. This scientific and/or strategic orientation echoes Althusser’s definition of materialism: ‘no more storytelling’. But Derrida’s ‘closure of representation’ reminds us that there’s no presence – even the most ‘material’ – no ‘truth’ or ‘correctness’ – in theoretical or strategic terms – without effects of re-presentation, differential repetition, narrative reconstruction: theatricality and materiality suppose a force of resistance, a secret heterogeneity, curtain foldings. Hence the irreducible necessity of reading, storytelling, transformative interpretation. What are the implications for thinking inheritance and debt – for example, the one binding Althusser and Derrida, and us to them? (shrink)

The paper focuses on the analysis of conspiracy beliefs and conspiracy theories by taking into consideration some of the major contributions about the topic presently provided by several disciplines. A definition is given that helps illustrate the most prominent features of these beliefs, namely monological bias, logical and conceptual fallacies, dispositional influence and pseudorationality. Other important psychological preconditions are also provided (such as, among others, credulity, hypersensitive agency detection devices and proneness to self-deception), but, as the paper argues, they are (...) features shared to a greater or lesser extent with other belief systems, like radical political ideologies and religious fundamentalisms. As a result, it is suggested that a more proper understanding of the phenomenon is attainable by approaches combining psychological data with the analysis of groups and sociopolitical dynamics. Exceptional contingencies and shifts in power distribution among group/social actors seem to be the most influential factors that explain formation, spread and salience of this kind of beliefs. Contemporary critics of the administrative state are right to highlight the dangers of vesting too much power in a centralized bureaucracy removed from popular oversight and accountability. Too often neglected in this literature, however, are the dangers of vesting too little power in a centralized state, which enables dominant groups to further expand their social and economic advantages through decentralized means. This article seeks to synthesize these concerns, understanding them as reflecting the same underlying danger of state capture. It then (...) articulates a set of heuristics for the design of public and administrative institutions, which aim at minimizing the risks of capture from both public and private sources. By following these heuristics, it claims, we can successfully employ the administrative state as a weapon against concentrated private power, rather than allowing it to serve as a tool of dominant groups. This project retraces activations of Kierkegaard in the development of polit­ical theology. It suggests alternative modes of states of exception than those attributed to him by Schmitt, Taubes and Agamben. Several Kierkegaardian themes open themselves to 'something like pure potential' in Agamben, namely: living death, animality, criminality, auto-constitution, modification, liturgy, love and certain articulations of improbabilities. Attention is drawn to a modal ontology and auto-constitution at work in Kierkegaard's writings, as well as a complicated and indissociable operation between killing and (...) letting-live in legalist exceptionalism, comparable to similar functions found in Foucault regarding the biopowers and necropolitics of territorial and governmental apparatuses. It closes in consideration of Kierkegaard's critique of enumeration, large numbers, and statistical probability alongside contemporary tele-technoscientific social controls via the online datafication of people by surveillance or platform capitalisms. After Kierkegaard, such apparatuses are perhaps suspect as calculated to tranquilize humanity into more docile subhumans as it fools folk into becoming part of its numbers. The European Hobbes Society Online Colloquium featured my book, Potentia: Hobbes and Spinoza on Power and Popular Politics, with critical commentaries from Alissa MacMillan, Chris Holman, and Justin Steinberg. This is my response to their commentaries.

*Taxation in Utopia" by Donald Morris makes a valuable contribution to social theory. It offers new taxonomies of actual and potential social schemes according to their diabolically creative sacrificial impositions. Perhaps the main reason to celebrate Morris’s contribution is its ability to provide insightful parallels between pecuniary and nonpecuniary “required sacrifices.” Utopian literature is rife with—indeed inseparable from—demands of sacrifice for the sake of the collective good. Morris reminds us that the full cost of Utopian schemes is measured not in (...) monetary value alone, but in the loss of freedoms, dignity, privacy, autonomy, etc. At the same time, a comprehensive analysis should also take full account of the positive side of the Utopian social calculus. It is not enough to condemn the sacrifices; one also needs to appraise the positive achievements. (shrink)

Violence seems to be such that, once it has set in, it is hard to extract. Getting rid of violence appears to require violence. It reproduces only itself. Peace appears but a sheep exposed to predators. If the world were to abruptly become peaceful, it would only await the next Thrasymachus to reimpose tyranny. This sticky nature of violence and how to cope with it are the most potent themes of this much-needed work. It provides a fair though critical overview (...) of the subject of politics and violence through history. Violence and Political Theory examines a judicious selection of political thinkers, from Hobbes and Locke to Gandhi and Ruddick, on their notions of the role of violence in political life. (shrink)

El presente texto está compuesto por tres capítulos en los cuales se esboza la filosofía política de Elías Canetti y Thomas Hobbes, en torno al concepto de la conformación de masas y el Estado civil; con el fin de responder a uno de los temas más controversiales, vigentes y constantes de las sociedades humanas como es el continuo movimiento y creación de masas bajo diferentes motivos. De esta manera, se develan los aspectos sobre la necesidad de pertenecer a un grupo (...) para buscar un objetivo en común. Sin embargo, también surge la duda de ¿Por qué y cómo se mantienen unidos los hombres en sociedad? Para darle respuesta, inicialmente, en el primer capítulo se exhibirá el pensamiento de Canetti abordando el concepto de masa, violencia y poder, en diferentes apartados de Masa y poder, en el segundo capítulo desde la perspectiva de Thomas Hobbes, se expondrá los conceptos de la naturaleza humana, contrato social y el poder que ejerce desde el Estado sobre los individuos para su control desde la obra el Leviatán. Por último, en el tercer capítulo se comparan y analizan la disimilitud de conceptos entre Hobbes y Canetti, como una síntesis del abordaje bibliográfico desarrollado. (shrink)

Resumen Con el presente artículo se pretende analizar la colonialidad del poder como eje central de las relaciones de dominación que marcaron la primera década del siglo XXI en Colombia, más específicamente estudiando los casos del clientelismo político en zonas periféricas como el Casanare, y el caso Carimagua. Para desarrollar esta investigación, se realizó un análisis documental tomando como referente autores de la filosofía política latinoamericana como Anibal Quijano y Santiago Castro- Gómez quienes a su vez se apoyan en Michel (...) Foucault para definir el concepto de relaciones de poder, y la propuesta de Fernán González en torno a la necesidad de un análisis multiescalar del poder y la violencia, con el fin de proponer una alternativa al análisis tradicional de las relaciones de poder en Colombia. -/- . Academic freedom is under attack, both in authoritarian democracies, such as Hungary and Turkey, and in liberal Western democracies, such as the United States, the UK, France and Germany. For example, Gender Studies are being targeted by right-wing governments in Eastern Europe, and in France President Emmanuel Macron has attacked post-colonial and critical theories as “Islamo-gauchisme“, portraying them as a danger to the Republic. However, dominant discourses about academic freedom and free speech in the global north, lately especially in France (...) and Germany, focus on an alleged threat to academic freedom through “political correctness” and “cancel culture”, that, under scrutiny, often turn out to be exactly the opposite, namely defences of plurality and critical voices. Tentazione di Siracusa, "Tentación de Siracusa", es el título que eligió Jacques Derrida (1930-2004) para la breve, aunque magistral, conferencia que pronunció el 18 de enero de 2001 en Ortigia, en el Palacio del Senado siracusano. Allí fue convocado por las autoridades del Collegio Siciliano di Filosofía y por el entonces intendente de la comuna sícula, Giambattista Bufardeci, quien le otorgó en tal ocasión la ciudadanía honoraria de esa antigua y culturalmente variada urbe mediterránea, una ciudad atravesada milenariamente por la (...) tensión entre filosofía y política, que vio partir por mar, reducido a esclavo, a Platón, y que se manchó con la sangre de Arquímedes, derramada por un soldado romano invasor. La lectio derridiana, que propone sin ambages una nueva figura para la relación entre filosofía y política, abordando el fenómeno de la "mundialización" así como la pregunta por el sentido contemporáneo de la ciudadanía, debió esperar casi dos décadas para ver la luz. Recién en 2018 la editorial Mimesis, sello italiano de incuestionable prestigio, la hizo accesible dentro de su colección "eterotopie", dirigida por los profesores Salvo Vaccaro (Università degli Studi di Palermo) y Pierre Dalla Vigna (Università dell'Insubria). El texto fue traducido íntegro para su publicación por Francesco Garritano y Marina Machì (ambos de la Università della Calabria), quienes ofrecieron, como adelanto de su versión, un breve fragmento por primera vez en la edición del 21 de enero de 2001 del periódico italiano Repubblica, bajo el título Il tiranno e il filosofo). This book offers a detailed study of the political philosophies of Thomas Hobbes and Benedict de Spinoza, focussing on their concept of power as potentia, concrete power, rather than power as potestas, authorised power. The focus on power as potentia generates a new conception of popular power. Radical democrats–whether drawing on Hobbes's 'sleeping sovereign' or on Spinoza's 'multitude'–understand popular power as something that transcends ordinary institutional politics, as for instance popular plebsites or mass movements. However, the book argues that these (...) understandings reflect a residual scholasticism which Hobbes and Spinoza ultimately repudiate. Instead, on the book's revisionist conception, a political phenomenon should be said to express popular power when it is both popular (it eliminates oligarchy and encompasses the whole polity), and also powerful (it robustly determines political and social outcomes). Two possible institutional forms that this popular power might take are distinguished: Hobbesian repressive egalitarianism, or Spinozist civic strengthening. But despite divergent institutional proposals, the book argues that both Hobbes and Spinoza share the conviction that there is nothing spontaneously egalitarian or good about human collective existence. From this point of view, the book accuses radical democrats of pernicious romanticism; the slow, meticulous work of organizational design and maintenance is the true centre of popular power. According to a recent interpretive orthodoxy, Spinoza is a profoundly democratic theorist of state authority. I reject this orthodoxy. To be sure, for Spinoza, a political order succeeds in proportion as it harnesses the power of the people within it. However, Spinoza shows that political inclusion is only one possible strategy to this end; equally if not more useful is political exclusion, so long as it maintains what I call the depoliticised acquiescence of those excluded.

What kind of thing, as it were, is power and how does it fit into our understanding of the social world? I approach this question by exploring the pragmatic character of power ascriptions, arguing that they involve fictional expectations directed at an open future. When we take an agent to be powerful, we act as if that agent had a robust capacity to make a difference to the actions of others. While this pretense can never fully live up to a (...) social reality whose future is open, acting on such expectations helps constitute social order. Fictional expectations are thus built into the material practices that constitute power. This account, I argue, helps us make sense of some of the deep disagreements about the nature of power. I develop the account by drawing on Thomas Hobbes’s myth of an original institution of sovereign power before expanding it to other forms of power. (shrink)

This article interrogates a certain philosophical scene – one which constitutes itself through the position of what Jacques Derrida calls “the ethical instance of violence.” This scene supposes a certain “style” of writing or doing philosophy, and perhaps even a certain philosophical “genre” or “subgenre”: the philosophical discourse on violence. In the course of the essay, I analyze this quasi-juridical scene through readings of Aristotle, Walter Benjamin, Giorgio Agamben, Judith Butler, Slavoj Žižek, Werner Hamacher, Rodolphe Gasché, and Martin Hägglund among (...) others. The scene, built on texts on texts on violence, demands a logic of purity; it is wary of contaminations and equivocations. And yet it thrives on them. In analyzing the implications of text, writing, and trace for the philosophical discourse on violence, I follow Derrida “just to see” what could make the scene tremble. (shrink)

This paper discusses how the general and abstract concept of legitimacy applies to international institutions, using the United Nations Security Council as an example. We argue that the evaluation of the Security Council’s legitimacy requires considering three significant and interrelated aspects: its purpose, competences, and procedural standards. We consider two possible interpretations of the Security Council’s purpose: on the one hand, maintaining peace and security, and, on the other, ensuring broader respect for human rights. Both of these purposes are minimally (...) morally acceptable for legitimacy. Second, we distinguish between three different competences of the UNSC: 1) the decision-making competence, 2) the quasi-legislative competence, and 3) the referral competence. On this basis, we argue that different procedural standards are required to legitimise these competences, which leads to a more differentiated understanding of the Security Council’s legitimacy. While maintaining that the membership structure of the Council is a severe problem for its legitimacy, we suggest other procedural standards that can help to improve its overall legitimacy, which include broad transparency, deliberation, and the revisability of the very terms of accountability themselves. Right-wing intellectuals often invoke Nietzsche's concept of slave morality to underpin their criticism of 'political correctness' ('PC'). This interconnection of Nietzsche's slave morality and 'PC' criticism is correct, as a systematic analysis of their common elements shows, which leads to a new description of 'PC' criticism as a defense of privilege. In contrast to the right-wing Nietzschean 'PC' critique, the left-wing Nietzschean concept of a privilege-critical ‘political judgement' understands politics as a struggle for power, in which the space of the (...) political and related discourses are always already regulated and determine the conditions under which resources and privileges are distributed. Therefore, it is appropriate for an emancipatory position to critically question the established norms and to support political projects that aim to rewrite them. Because 'PC', as emancipative political judgement, dismantles privileges, its restricting of the privileged is not a side effect to be avoided but one of its reasonable core effects. Left-wing Nietzscheanism helps to avoid being surprised by right-wing aggression and to counter it vigorously by setting strict political norms. (shrink)

Vor wenigen Tagen hat das Hamburger Kabarett-Theater Schmidts Tivoli die Zusammenarbeit mit dem Komiker Kay Ray beendet, offenbar weil rassistische Witze in der Show einen zentralen Platz einnehmen. Kurz nach der Cancel-Affäre zwischen Lisa Eckhart und dem Hamburger Nochtspeicher sieht sich nun auch Ray als Opfer von „Cancel Culture“, die die Kunstfreiheit immer weiter einschränke. Um die Kunst und Kunstfreiheit geht es dabei aber eigentlich gar nicht. Sie ist nur der Austragungsort gesellschaftspolitischer Auseinandersetzungen um Sexismus, Rassismus und Transphobie. Dabei sind (...) Kunstfreiheit und Meinungsfreiheit zentrale Argumente – oder besser: Waffen – des konservativen politischen Projekts geworden, mit dem emanzipative Änderungen abgewehrt werden (s. auch Schubert, in: Leviathan, 48 (1), S. 29–51). Dieser machtpolitische Missbrauch muss klar von der grundrechtlichen Dimension unterschieden werden. Dafür ist zwischen drei Ebenen Kunstfreiheit zu differenzieren: im nichtstaatlichen, parastaatlichen und staatlichen Bereich. Die Neuregelungen von Diskurs, Kultur und Kunst durch „Politische Korrektheit“, „Cancel Culture“ oder „Identitätspolitik“ bedeuten nicht den Zerfall der Demokratie, sondern sind ein Schritt in Richtung ihrer vollständigeren Realisierung. La investigación principal de Lino Camprubí, nos ofrece una historia de la transformación del territorio español desde el punto de vista de las ciencias y las tecnologías. Constituye un ejemplo de constatación de la imbricación entre ciencia, tecnología y economía política –sin olvidar la religión. El libro muestra cómo el régimen franquista utilizó la ciencia y tecnología a su (...) alcance para la (re)construcción del país, pero también cómo esos mismos ingenieros construyeron la España franquista. // (ENG) Review of the book "Los ingenieros de Franco. Ciencia, catolicismo y Guerra Fría en el Estado franquista". (Franco's Engineers. Science, Catholicism and Cold War in the Francoist State) Barcelona: Crítica, 2017, 317 pp. The main research of Lino Camprubí, offers a history of the transformation of the Spanish territory from the point of view of science and technology. It constitutes an example of the verification of the imbrication between science, technology and political economy -without forgetting religion. The book shows how the francoist regime used the science and technology at its disposal for the (re)construction of the country, but also how those same engineers built Franco's Spain. (shrink)

In this essay we criticise Rainer Forst's attempt to draw a connection between power and justification, and thus ground his normative theory of a right to justification. Forst draws this connection primarily conceptually, though we will also consider whether a normative connection may be drawn within his framework. Forst's key insight is that if we understand power as operating by furnishing those subjected to it with reasons, then we create a space for the normative contestation of any exercise of power. (...) He calls this the noumenal understanding of power. Against the conceptual connection between power and justification, we argue that (i) on most plausible accounts of political freedom, some freedom-restrictions commonly attributed to the successful exercise of power would perplexingly count as failures of power on Forst's view, and that (ii) on the most plausible account of reason-recognition, namely an appropriateness of response account, a justification relation is only a sufficient but not necessary condition for recognition. Against the normative connection, we argue that (iii) Forst can establish the existence of a right to justification only if he reconsiders the transcendental aspirations of his theory. (shrink)

This contribution develops two objections to Hans Lindahl’s legal philosophy, as exhibited in his Authority and the Globalization of Inclusion and Exclusion. First, his conception of constituent power overstates the necessity of violence in initiating collective action. Second, his rejection of the distinction between participatory and representative democracy on the grounds that participation is representation is misleading, and compromises our ability to differentiate qualitatively among various forms of (purportedly) democratic involvement. Both problems stem from the same root. They result from (...) conflating two distinct senses of ‘representation’: acting-for-someone (or representative agency) and portraying-something-as-something (or representation-as). (shrink)

Die Veröffentlichung von Foucaults viertem Band der Geschichte der Sexualität, Die Geständnisse des Fleisches, wurde von der Foucault-Community und der interessierten Öffentlichkeit gespannt erwartet. Vom lange unter Verschluss gehaltenen Band erhofft sich die Leser_innenschaft neue Erkenntnisse nicht nur zum Thema des Buches – die Reflexionen der Kirchenväter bis Augustinus zu Sexualität und Lebensführung –, sondern zu Foucaults Werk im Allgemeinen und den großen Fragen nach Macht, Freiheit und Kritik, die dessen Rezeption bestimmen. Und tatsächlich bietet der Band überraschend neue Einsichten, (...) in deren Lichte sich die herrschende Meinung zu Foucaults Freiheits- und Kritikbegriff als falsch herausstellt. Heute ist die These verbreitet, dass Foucaults Arbeiten zur antiken Ethik und parrhesia als Beitrag zu einem normativen Freiheitsbegriff gewertet werden können. Dagegen zeigt Die Geständnisse des Fleisches, dass die für Foucault und unsere Gegenwart relevante Freiheit, die Fähigkeit zur reflexiven Selbst- und Machtkritik, ihren Ursprung in den Subjektivierungen des frühen Christentums hat, das Subjektivität zum ersten Mal an kritische Machtreflexion koppelt.
