Nghiên cứu này xác định tác động của sự sẵn sàng đến quyết định áp dụng công nghiệp 4.0 tại các doanh nghiệp nhỏ và vừa (DNNVV) trên địa bàn TP. Hồ Chí Minh, vai trò điều tiết của đặc điểm lãnh đạo. Bằng phương pháp ước lượng bình phương nhỏ nhất từng phần (PLS-SEM) dựa trên mô hình nghiên cứu tích hợp lý thuyết khuyếch tán đổi mới (DOI) và khung lý thuyết công nghệ - tổ chức - môi (...) trường (TOE), nghiên cứu đã tiến hành khảo sát 353 DNNVV. Kết quả nghiên cứu cho thấy, khi cả 3 yếu tố: Công nghệ, Tổ chức, Mô trường đã sẵn sàng, thì doanh nghiệp sẽ quyết định áp dụng sản phẩm của công nghiệp 4.0. Đặc điểm lãnh đạo có vai trò điều tiết tích cực trong mối quan hệ tác động của Sự sẵn sàng đến Quyết định áp dụng. Kết quả này là cơ sở để giúp các nhà hoạch định chính sách, quản trị doanh nghiệp đưa ra những giải pháp để triển khai ứng dụng các thành tựu khoa học - công nghệ của công nghiệp 4.0, nhằm nâng cao hiệu quả trong hoạt động sản xuất, kinh doanh. Theo số liệu nghiên cứu, Việt Nam thường xuyên đứng trong nhóm 10 nước có các thành phố có chỉ số ô nhiễm không khí (AQI) cao nhất châu Á. Ô nhiễm không khí gây ra nhiều rất nhiều hệ lụy, nó tác động xấu đến sức khỏe con người và được xem là tác nhân thúc đẩy sự di cư và chảy máu chất xám.

Lý thuyết về tự do kinh tế chủ trương đề cao vai trò của thị trường, ủng hộ tự do kinh tế và hạn chế đến mức thấp nhất sự can thiệp của nhà nước, thậm chí nguồn gốc của lý thuyết này là lý thuyết kinh tế học cổ điển còn nhấn mạnh: nhà nước không can thiệp vào kinh tế.

Suốt quá trình lịch sử gần 80 năm qua, kể từ khi Nhà nước Việt Nam Dân chủ Cộng hòa ra đời năm 1945 đến nay, vai trò kinh tế của Nhà nước Việt Nam luôn được đánh giá cao và đã đóng góp công lao to lớn trong sự nghiệp xây dựng và bảo vệ Tổ quốc. Trong một thế giới đang phải vật lộn với nhu cầu cấp thiết chống lại biến đổi khí hậu, các quốc gia đã đưa ra những cam kết quan trọng nhằm giảm khí thải và tác động đến môi trường. Những cam kết này rất cần thiết để đạt được các mục tiêu do Thỏa thuận Paris đặt ra, nhằm hạn chế sự nóng lên toàn cầu ở mức dưới 2°C. Mặc dù các cam kết được đưa ra, nhưng tình (...) hình vẫn không mấy khả quan khi tổng lượng phát thải liên tục đạt đỉnh mới từ 1990. Năm 2023 đã ghi nhận mức băng biển ở Nam Cực thấp nhất từ trước đến nay, trong khi đó Cơ Quan Năng lượng Quốc tế dự đoán rằng lượng khí thải CO2 sẽ lại tiếp tục đạt mức cao kỷ lục trong năm 2023 và vẫn chưa thể xác định được mức đỉnh rõ ràng. Cùng với đó là sự xuất hiện của hàng loạt các rủi ro và thách thức có thể khiến các quốc gia lùi bước, thậm chí thất bại, trong việc thực hiện các cam kết khí hậu. Bài viết này sẽ xem xét một số rủi ro và thách thức chính có khả năng làm cản trở các mục tiêu giảm phát thải như đã cam kết. Nghiên cứu khảo sát 120 nhân viên và quản lý thuộc 31 ngân hàng thương mại (NHTM) Việt Nam, sử dụng mô hình chấp nhận và sử dụng công nghệ - UTAUT để xác định các nhân tố ảnh hưởng đến việc áp dụng công nghệ chuỗi (Blockchain) trong việc chuyển giao dữ liệu giữa các ngân hàng. Nghiên cứu tiến hành khảo sát 258 đối tượng là khách hàng đã hoặc đang tham gia bảo hiểm y tế (BHYT) tại 3 thành phố thuộc tỉnh Đồng Tháp (TP. Cao Lãnh, TP. Sa Đéc và TP. Hồng Ngự) để đánh giá mức độ ảnh hưởng của các nhân tố đến sự hài lòng của khách hàng về chất lượng dịch vụ BHYT tại Bảo hiểm xã hội (BHXH) tỉnh Đồng Tháp. Kết quả nghiên cứu cho thấy, 4 nhân (...) tố: Viên chức; Quy trình thủ tục; Sự tin cậy; Năng lực phục vụ đều có tác động khá chặt chẽ (sắp xếp theo mức độ giảm dần) đến Sự hài lòng của khách hàng đối với dịch vụ BHYT tại BHXH tỉnh Đồng Tháp. Từ đó, đề xuất một số hàm ý quản trị nhằm nâng cao chất lượng dịch vụ BHYT tại BHXH tỉnh Đồng Tháp trong thời gian tới. [The study conducted a survey of 258 customers who were or are currently participating in health insurance in three cities of Dong Thap province (Cao Lanh City, Sa Dec City and Hong Ngu City) so as to evaluate the influence of factors on customer satisfaction with the quality of health insurance services in Dong Thap province’s Social Insurance. Research results show that four factors (arranged in descending order of influence) including Officials, Procedures, Trust and Service capacity have a fairly close impact on customer satisfaction. Discussions in the philosophy of explanation involving scientific explanations often include a form of logical entailment, causal history, unification, and more. Strevens constructs the Kairetic account in an attempt to unify the entailment structure, causal relations, and the notion of difference-making in a manner that also offers high-level explanations. When dealing with quantum mechanics, Strevens then points toward Railton's account of probabilities, known as the DNP account. In this paper, I will introduce the preliminary accounts (D-N, causal, Unificationism) and the (...) Kairetic and DNP accounts and offer an extension of the Kairetic/DNP account to accommodate the view of complementarities. This will be done through a scheme that I call "context-dependent mapping." Recent discourse in the philosophy of scientific explanation involves an account known as the Kairetic account. I proposed implementing a complementarity view involving a mapping scheme to the Kairetic account and similar models. There are two natural concerns related to this mapping. The first concern is the treatment of multiple mappings required for an explanation: phenomena may involve two complementarity features. The second concern is regarding the acquisition of understanding and whether context-dependence facilitates understanding. This article aims to address the (...) first thought through an example involving interference and photon detectors in a telescope. I claim that context-dependent mapping is on a particle basis, accommodating the wave-particle duality for every single particle without generalization. I further introduce the implications of mathematical developments of a complementarity relation grounded in the uncertainty principle. In addition, I will offer the stance that context-dependence facilitates understanding because it ensures that explanations are logically consistent, precise, relevant, and comprehensive. (shrink)

This paper explores the integration of Michael Strevens' concept of idealizations with my previous framework of similarity spaces and context-dependence to develop a comprehensive account of ideal explanations in scientific practice. Idealizations, which involve deliberate falsifications, play a crucial role in distinguishing between causally relevant and irrelevant factors in scientific models. Context-dependent mapping provides a structured approach to handling complementarities and context-dependent phenomena by mapping different observational contexts to distinct sets of physical laws. By combining these two ideas, I will (...) construct an idealized context-dependent mapping structure and discuss how ideal similarity spaces within the framework of context-dependent mapping can enhance our understanding of complex scientific phenomena, especially those involving wave-particle duality and black hole complementarity. The Preface Paradox is often discussed for its implications for rational belief. Much less discussed is a variant of the Preface Paradox for knowledge. In this paper, I argue that the most plausible closure-friendly resolution to the Preface Paradox for Knowledge is to say that in any given context, we do not know much. I call this view “Socraticism”. I argue that Socraticism is the most plausible view on two accounts—(1) this view is compatible with the claim that most of (...) our knowledge ascriptions are true, and (2) provided that (1) is true, the costs of accepting Socraticism are much less than the costs of accepting any other resolution to the Paradox. I argue for (1) in Section 2 by developing a question-sensitive contextualist model for knowledge that shows how Socraticism is compatible with the claim that most of our knowledge ascriptions are true. I also argue how this contextualist model can achieve this result where other contextualist models fail. I then consider other closure-friendly solutions to the paradox in Section 3 and show how accepting those solutions forces us to give up a number of plausible epistemic principles. (shrink)

Five years ago, on May 24, 2019, the computer program ‘bayesvl’ was officially published on R under the name “bayesvl: Visually Learning the Graphical Structure of Bayesian Networks and Performing MCMC with ‘Stan’”. This program (or package) was developed by two founders of the SM3D Portal, Vuong Quan Hoang and La Viet Phuong, to improve the productivity of conducting social research. Although most Asian states are signatories to UNCLOS, which offers options for dispute resolution by either voluntary or compulsory processes, in reality fewer than a dozen Asian states have taken advantage of such an approach. The decision to adopt third-party mechanisms comes under great scrutiny and deliberation, not least because of the entailing legal procedures and the politically sensitive nature of disputes. Vietnam claims the second-largest maritime area in the South China Sea dispute after China. A comparison of two recent (...) cases—the arbitration between the Philippines and China and the conciliation between Timor-Leste and Australia—highlights the importance of selecting between binding and nonbinding decisions and framing a complaint. In particular, any legal action under UNCLOS should specify China’s claims and actions in areas that encroach on Vietnam’s claimed exclusive economic zone (EEZ) and violate international law. This paper integrates type functionalism with the Kairetic account to develop context-specific models for explaining mental states, particularly pain, across different species and systems. By employing context-dependent mapping f_c, we ensure cohesive causal explanations while accommodating multiple realizations of mental states. The framework identifies context subsets C_i and maps them to similarity subspaces S_i, capturing the unique physiological, biochemical, and computational mechanisms underlying pain in different entities such as humans, octopi, and AI systems. This approach highlights the importance of causal (...) relations in defining mental states and preserves their functional roles across diverse contexts. Furthermore, the paper incorporates elements of token functionalism by recognizing species-specific realizations of mental states. By acknowledging the unique representations of mental states within different species and systems, the framework provides a nuanced understanding of how similar functional roles can be fulfilled by diverse physical substrates. This synthesis of type and token functionalism enhances our explanatory power and coherence in addressing the complex nature of mental states. The resulting framework offers a robust tool for analyzing and understanding mental phenomena, with significant implications for cognitive science, philosophy of mind, and artificial intelligence. By maintaining the functional roles of mental states while accommodating their multiple realizations, this approach not only advances theoretical understanding but also opens new avenues for practical applications in cross-species empathy, AI ethics, and the development of context-aware cognitive models. This paper presents a human-computer interaction model with a three layers learning mechanism in a pervasive environment. We begin with a discussion around a number of important issues related to human-computer interaction followed by a description of the architecture for a multi-agent cooperative design system for pervasive computing environment. We present our proposed three- layer HCI model and introduce the group formation algorithm, which is predicated on a dynamic sharing niche technology. It is obvious that on total utilitarianism, one should give everything to the AI. However, it turns out that every Welfarist axiology on the market also gives this same recommendation, at least if we assume consequentialism. Without resorting to non-consequentialist normative theories that suggest that we ought not always (...) create the world with the most value, or non-welfarist theories that tell us that the best world may not be the world with the most welfare, I propose a new theory that justifies giving some resources to humanity in the face of overwhelming AI well-being. Thời trang bền vững là xu hướng được quan tâm hiện nay do ngày càng có nhiều người quan tâm đến các hoạt động bền vững trong xã hội. Nghiên cứu này tìm hiểu sự tác động của Ý định mua thời trang bền vững đối với Hành vi mua sắm thời trang bền vững và ảnh hưởng điều tiết của Rủi ro tài chính đối với mối quan hệ giữa Ý định và Hành vi mua sắm thời trang bền (...) vững, nhằm lý giải vì sao nhiều người có ý định mua sắm thời trang bền vững, nhưng lại không mua sắm thời trang bền vững. Thông qua khảo sát 213 người tại Việt Nam, kết quả nghiên cứu cho thấy, Y định mua sắm thời trang bền vững tác động tích cực, thúc đẩy Hành vi mua sắm thời trang bền vững. Mặc dù vậy, Rủi ro tài chính là biến điều tiết làm suy yếu mối quan hệ nói trên. (shrink)

COVID-19 often manifests with different outcomes in different patients, highlighting the complexity of the host-pathogen interactions involved in manifestations of the disease at the molecular and cellular levels. In this paper, we propose a set of postulates and a framework for systematically understanding complex molecular host-pathogen interaction networks. Specifically, we first propose four host-pathogen interaction (HPI) postulates as the basis for understanding molecular and cellular host-pathogen interactions and their relations to disease outcomes. These four postulates cover the evolutionary dispositions involved (...) in HPIs, the dynamic nature of HPI outcomes, roles that HPI components may occupy leading to such outcomes, and HPI checkpoints that are critical for specific disease outcomes. Based on these postulates, an HPI Postulate and Ontology (HPIPO) framework is proposed to apply interoperable ontologies to systematically model and represent various granular details and knowledge within the scope of the HPI postulates, in a way that will support AI-ready data standardization, sharing, integration, and analysis. As a demonstration, the HPI postulates and the HPIPO framework were applied to study COVID-19 with the Coronavirus Infectious Disease Ontology (CIDO), leading to a novel approach to rational design of drug/vaccine cocktails aimed at interrupting processes occurring at critical host-coronavirus interaction checkpoints. Furthermore, the host-coronavirus protein-protein interactions (PPIs) relevant to COVID-19 were predicted and evaluated based on prior knowledge of curated PPIs and domain-domain interactions, and how such studies can be further explored with the HPI postulates and the HPIPO framework is discussed. Reliabilists hold that a belief is doxastically justified if and only if it is caused by a reliable process. But since such a process is one that tends to produce a high ratio of true to false beliefs, reliabilism is on the face of it applicable to binary beliefs, but not to degrees of confidence or credences. For while beliefs admit of truth or falsity, the same cannot be said of credences in general. A natural question now arises: Can reliability (...) theories of justified belief be extended or modified to account for justified credence? In this paper, I address this question. I begin by showing that, as it stands, reliabilism cannot account for justified credence. I then consider three ways in which the reliabilist may try to do so by extending or modifying her theory, but I argue that such attempts face certain problems. After that, I turn to a version of reliabilism that incorporates evidentialist elements and argue that it allows us to avoid the problems that the other theories face. If I am right, this gives reliabilists a reason, aside from those given recently by Comesaña and Goldman, to move towards such a kind of hybrid theory. (shrink)

Patient-centered care (PCC) is an approach to healthcare that values patients’ preference, need, and autonomy. The estimation of healthcare partly depends on how well PCC is implemented. In addition, the result of clinical research can inform the assessment of the implementation of PCC. In clinical research, health-related quality of life (HRQL) theoretical models offer a conceptual toolbox that informs clinical research and guides the hypotheses generation. Wilson and Cleary (1995) developed the most widely used HRQL theoretical model (Bakas et al., (...) 2012). Ontological assumptions about causation in Wilson and Cleary’s model will influence which kind of hypotheses will be generated. I will argue that Wilson and Cleary’s model instilled a kind of causal bias into hypothesis generation in clinical research on HRQL. Causation from biomedical factors to non-biomedical factors is frequently hypothesized while causation from non-biomedical factors to biomedical factors is rarely hypothesized. It leads to that the interdependence and interaction between constituent parts of patients are ignored, which is an obstacle to the implementation of PCC. In addition, I will propose a revised HRQL theoretical model which avoids the causal bias brought by Wilson and Cleary’s model. By doing so, I leave room for the improvement of the practice of healthcare by analyzing the ontological assumptions about causation. (shrink)

A number of philosophers have argued that it is hard for finite agents like us to reason and make decisions relying solely on our credences and preferences. They hold that for us to cope with our cognitive limitations, we need binary beliefs as well. For they think that such beliefs, by disposing us to treat certain propositions as true, help us cut down on the number of possibilities we need to consider when we reason. But using Ross and Schroeder as (...) my stalking horse, I argue that such an appeal to binary beliefs does not work. I begin by explaining why there’s supposedly a problem for an account of reasoning that invokes only credences and preferences. I then argue that Ross and Schroeder’s account of belief—as well as other similar accounts—does not help solve the problem. Finally, I consider an alternative approach to solving the problem. This approach, unlike the accounts I criticise, does not hold that having a disposition to treat a proposition as true is necessary for believing it. (shrink)

The relationship between Vietnam and China could be captured in the Chinese expression of “同床异梦”, which means lying on the same bed but having different dreams. The two countries share certain cultural and political similarities but also diverge vastly in their national interests. This paper adds to the extant literature on this topic by analyzing the element of trust/mistrust in their interactions in trade-investment, tourism, and defense-security. The analysis shows how the relationship is increasingly interdependent but is equally fragile due (...) to the lack of trust on both sides. The mistrust or even distrust of Chinese subjects run deep within the Vietnamese mindset, from the skepticism of Chinese investment, Chinese tourists, discrimination against ethnic Chinese, to the caution against Chinese aggression in the South China Sea. The paper forecasts that, despite the deep-seated differences and occasional mistrust, going forward, neither side would risk damaging the status quo even when tensions peak. (shrink)

Current COVID-19 pandemic and previous SARS/MERS outbreaks have caused a series of major crises to global public health. We must integrate the large and exponentially growing amount of heterogeneous coronavirus data to better understand coronaviruses and associated disease mechanisms, in the interest of developing effective and safe vaccines and drugs. Ontologies have emerged to play an important role in standard knowledge and data representation, integration, sharing, and analysis. We have initiated the development of the community-based Coronavirus Infectious Disease Ontology (CIDO). (...) As an Open Biomedical Ontology (OBO) library ontology, CIDO is an open source and interoperable with other existing OBO ontologies. In this article, the general architecture and the design patterns of the CIDO are introduced, CIDO representation of coronaviruses, phenotypes, anti-coronavirus drugs and medical devices (e.g. ventilators) are illustrated, and an application of CIDO implemented to identify repurposable drug candidates for effective and safe COVID-19 treatment is presented. What are the conditions under which suspension of belief—or suspension, for short—is justified? Process reliabilists hold that our beliefs are justified if and only if these are produced or sustained by reliable cognitive processes. But they have said relatively little about suspension. Perhaps they think that we may easily extend an account of justified belief to deal with justified suspension. But it's not immediately clear how we may do so; in which case, evidentialism has a distinct advantage over reliabilism. In (...) this paper, I consider some proposals as to how process reliabilists might seek to account for justified suspension. Although several of these proposals do not work, two are promising. The first such proposal appeals to the notion of propositional justification; the second involves weaving evidentialist elements into reliabilism. Existentialists such as Martin Heidegger and Jean-Paul Sar- tre have offered some interesting responses to the skeptical problem of other minds. However, their contributions are sometimes overlooked in the analytic study of this problem. A traditional view may think the existentialists focus on the ethical issues among conscious minds and take for granted that individuals’ experiences are within a world with others. This paper aims to identify and reconstruct two transcendental arguments on other minds from Heidegger’s and Sartre’s philosophy. • A number of reasons have been offered for Vietnam’s success in containing the COVID-19 pandemic during the first four months of 2020, including Vietnam’s experience in fighting epidemics and its single-party system which allows for timely and aggressive infection control. • Contentions that Vietnam’s measures, being dependent on its particular political and social structures, are not replicable elsewhere is incomplete, if not outright wrong. • Vietnam’s successful pandemic control required a high level of preparedness and a host of coordinated (...) efforts to provide accurate and credible information to the public about epidemic risks and ongoing infection control measures. • A proactive communication strategy was in place from the very beginning, utilizing various platforms such as online news sites, low-cost text messaging, user-friendly apps, local community loudspeakers, and pandemic awareness campaigns. • Open communication ensured public understanding of and support for the government response, thereby facilitating effective government-citizen cooperation. This is a lesson for other countries as much as for Vietnam in the post-pandemic period. (shrink)

Readers of Stoic ethics may find ‘benefit’ (ōpheleia) an essential but enigmatic concept. It directly connects to some critical terms of Stoic ethics, such as ‘good’ and ‘virtue,’ but there is no extant discussion of a definition. Beyond the superficial connections, what makes ‘benefit’ beneficial? Why is benefit a good thing? I argue that these essential questions remain unanswerable for a good reason: Stobaeus committed to a specious claim about benefit in his Anthology, which has misguided later commentaries. Either the (...) Stoics themselves made a stronger contrast between sages and inferior people at the cost of coherence, or Stobaeus simply mischaracterized the Stoics’ ideas in his descriptions. This paper aims to clarify Stobaeus’s inaccurate description and reconstruct a coherent and comprehensible interpretation of benefit in the Stoic spirit, with the help of Stoic cosmology. To benefit is to further nature’s agreement. Given the available evidence, I argue that Stoics seem to, or should, be committed to my interpretation. This paper is structured as follows. Section 1 offers a quick background of Stoic ethics. Section 2 discusses two important characteristics of benefit. Section 3 discusses Stobaeus’s description of benefit and inferior people. Section 4 attempts an interpretation of benefit. Finally, Section 5 discusses Inwood and Gerson’s interpretation and argues that it is inadequate. (shrink)

In his book, The Bounds of Sense, P. F. Strawson commented that Immanuel Kant’s argument in the second analogy “proceeds by a non sequitur of numbing grossness,” causing a fair amount of debates. Kant’s task in the second analogy is to argue that every event has a cause. Strawson criticizes Kant by claiming that in his argument, Kant not only changes the content of necessity but also shifts a conceptual necessity to a causal one. In this paper, I defend Kant’s (...) second analogy against Strawson’s objection by arguing that Strawson misinterprets Kant’s strategy. (shrink)

In a short note written in 1929, Frank Ramsey put forward a reliabilist account of knowledge anticipating those given by Armstrong (1973) and Goldman (1967), among others, a few decades later. Some think that the note comprises the bulk of what Ramsey has to say about epistemology. But Ramsey’s ideas about epistemology extend beyond the note. Relatively little attention has been paid to his reliabilist account of reasonable belief. Even less attention has been paid to his reliabilist account of reasonable (...) degree of belief. In this paper, I spell out these aspects of Ramsey’s epistemology in more detail than has been done so far. I argue that Ramsey anticipates contemporary reliabilist accounts of justified belief and justified degree of belief. I also flesh out Ramsey’s reasons for being a reliabilist. This is worth doing if only because Ramsey has one of the earliest arguments for reliabilism, but it has received scarce attention. Also, Ramsey calls his reliabilism “a kind of pragmatism,” and examining the argument will help us clarify Ramsey’s pragmatist commitments and better understand his version of reliabilism. I argue that when viewed through contemporary lenses, Ramsey’s reliabilism contains revisionist elements: he’s not opposed to what we now call “concep- tual engineering.”. (shrink)

This paper focuses on the view that rationality requires that our credences be regular. I go through different formulations of the requirement, and show that they face several problems. I then formulate a version of the requirement that solves most of, if not all, these problems.
