What does Wittgenstein say about the learning child? In the Philosophical Investigations, he writes, ‘An important part … will consist in the teacher’s pointing to the objects, directing the child’s attention to them, and at the same time uttering a word.’ Here Wittgenstein is describing what is called ‘joint attention’ which is agreed to be a rich resource for learning in children. In this essay, I explore the developmental significance of this passage particularly with regards the learning that occurs in (...) the pre-linguistic child during joint attention. I refer to critical remarks elsewhere in the PI which can help further convey what Wittgenstein means when he talks about attentional capacities and how they develop, including the relevant ability for responsiveness required for the learning to proceed. These considerations should motivate a defence of the social initiation model of learning contra Luntley’s mentalist-individualist account, this despite conceding that certain prior capacities do play a role, though not a central one since these do not pick out the relevant ability (responsiveness) required for learning to take place in the child. Trong điều kiện hội nhập quốc tế cạnh tranh gay gắt và sự phát triển mạnh mẽ của khoa học kỹ thuật như hiện nay, năng suất lao động (NSLĐ) là yếu tố có ảnh hưởng quyết định đến năng lực cạnh tranh của doanh nghiệp, của cả nền kinh tế. Nâng cao NSLĐ là yếu tố quan trọng để nâng cao năng lực cạnh tranh quốc gia. Bài viết này phân tích ảnh hưởng của các yếu tố đến NSLĐ (...) của Việt Nam. Kết quả chỉ ra 7 yếu tố tác động đến NSLĐ của Việt Nam là: Nhu cầu tiêu dùng xã hội; Tiền lương và phúc lợi; Quá trình chuyển dịch cơ cấu kinh tế; Vốn đầu tư; Lao động; Công nghệ; Thể chế, chính sách kinh tế của Nhà nước. Trong đó, Thể chế, chính sách kinh tế của Nhà nước có tác động mạnh nhất đến NSLĐ Việt Nam. Từ kết quả nghiên cứu, tác giả gợi ý một số hàm ý chính sách nhằm nâng cao NSLĐ của Việt Nam trong thời gian tới. (shrink)

The question of how we can be certain that we have an epistemic justification for our self-knowledge has been among a central debate in philosophy of mind. The basic idea of the immunity to error through misidentification thesis (IEM) in explaining self-knowledge is that certain self-ascriptions of mental states concerning first-person content are not prone to error for the self-conscious ‘I’-thoughts. One of the accounts that supports that claim is agentialism. According to this view, we can have beliefs and intentions (...) about ourselves because we exercise agency over them. However, irrational factors such as emotional interference, inconsistent subject affiliation, and different views on the mind leading to different self-references can call this claim to the subject’s rational agency into question. This paper examines the agentialism, identifies its flaws, and presents two alternative strategies to support a rationalist account of self-knowledge—which is generally weaker than agentialism. It argues that the agential approach to self-knowledge is too demanding on the subject’s consciousness thus a more moderate approach is required to satisfy both first-person authority and the epistemic reliability of self-knowledge. This paper summarizes the evolution of analytic philosophy in Taiwan, examines its impact within and beyond academia, and discusses the future of the discipline. The roots of modern philosophy in Taiwan can be traced back to the Japanese colonial era, and analytic philosophy was introduced to the country in the late 1940s when many intellectuals in China moved to Taiwan. However, massive curbs were imposed on philosophy during Chiang Kai-shek’s dictatorship, and the discipline began to thrive again only after Taiwan’s (...) democratization in the late 1980s. Nonetheless, since its introduction in the colonial era, modern philosophy has made significant contributions in Taiwan, encouraging interdisciplinary engagements, advancing civic education, and promoting the spirit of democracy and political liberation. Philosophy has played a key role in Taiwan’s remarkable transformation from an island colonized for hundreds of years to a country that recognizes democracy, freedom, and human rights. The themes of anti-colonialism and anti-domination seen in the works of modern Taiwanese philosophers not only reflect the discipline’s political and historical underpinnings but also signal how Taiwanese philosophy can acquire a distinct identity, despite being influenced by many other philosophical traditions. While still at a nascent stage, Taiwanese philosophy has the potential to join forces with other philosophical traditions in advancing the vision of decolonizing philosophy. (shrink)

According to the extended mind thesis (EM) and other enactivism proposals, the extended conscious mind thesis (ECM) asserts that the material substrate of conscious mental states can extend beyond the boundary of the brain and into the environment. However, EM does not entail ECM. We examine the arguments for and against ECM, focusing on the supporting side's reasoning for the parity principle argument and sensorimotor interaction. We contend that their reasoning is flawed, and that they cannot guarantee the enactive effect (...) in explaining all of the characters of consciousness. As a result, we suggest that we need a consensus on the theory of consciousness, one that can meet the conceivability and reflexivity criteria of consciousness, as a theoretical prerequisite for exploring ECM while also assisting us in understanding the nature of mind. Structural injustice exists when the influence of social structure exposes some groups of people to undeserved burdens while conferring unearned power to others. It has been argued that the responsibility for addressing structural injustices should be shared among those participating in the social structure and can only be discharged through collective action; however, the proper form of collective action does not happen easily. To address structural injustice effectively, we need to gain clarity on the practical challenges that are involved and (...) explore possible means of implementing shared responsibility. This chapter thus aims to contribute to the study of addressing structural injustice in the following two ways. First, building on previous studies, I categorize three forms of practical challenges that have been encountered by existing proposals for discharging shared responsibility for structural injustice. Second, I offer an alternative proposal, which I will refer to as the deliberative mini-public proposal, and argue that it has the potential to mobilize structural change and better overcome the identified practical challenges. Although the idea that sexual violence is a “structural” problem is not new, the lack of specification as to what that entails blocks effective responses to it. This paper illustrates the concept of sexual violence as structural in the sense of containing a type of moral wrong called “structural wrong” and discusses its practical implications. First, I introduce a distinction between two types of moral wrongs—interactional wrongs and structural wrongs—and I argue that the moral problem of sexual violence includes both (...) types, each of which calls for a different set of moral responses. Second, drawing on Iris Marion Young’s social connection model of responsibility, I argue that recognizing the structural-wrong element of sexual violence does not reduce individual perpetrators’ responsibility for it. Instead, it implies that a broader group of agents are required to join collective actions to reform the social structure. I conclude by evaluating some preventive programs against sexual violence through the lens of structural wrongs and providing directions to advance them. (shrink)

The call to make artificial intelligence (AI) more democratic, or to “democratize AI,” is sometimes framed as a promising response for mitigating algorithmic injustice or making AI more aligned with social justice. However, the notion of “democratizing AI” is elusive, as the phrase has been associated with multiple meanings and practices, and the extent to which it may help mitigate algorithmic injustice is still underexplored. In this paper, based on a socio-technical understanding of algorithmic injustice, I examine three notable notions (...) of democratizing AI and their associated measures—democratizing AI use, democratizing AI development, and democratizing AI governance—regarding their respective prospects and limits in response to algorithmic injustice. My examinations reveal that while some versions of democratizing AI bear the prospect of mitigating the concern of algorithmic injustice, others are somewhat limited and might even function to perpetuate unjust power hierarchies. This analysis thus urges a more fine-grained discussion on how to democratize AI and suggests that closer scrutiny of the power dynamics embedded in the socio-technical structure can help guide such explorations. In ‘Equity and Marxist Buddhism,’ Tzu-wei Hung engages with the Marxist Buddhism developed by Taiwanese philosopher Lin Qiu-wu in the 1920s, brings this underexplored theory to the table and discusses a few merits and insights of the theory. Building on Hung’s analysis, this paper paper elaborates on the lessons and insights that Taiwanese Marxist Buddhism provides for modern times. The first three lessons are distinctive points that Taiwanese Marxist Buddhism brings to the discussion on combining Marxism and Buddhism: the connections (...) between the ethical and political, the responsibility for pursuing social justice and the nonviolence means towards social justice. The last lesson comes at the meta-philosophical level, focusing on how Hung’s engagement with Taiwanese Marxist Buddhism sheds light on the issue of diversifying the discipline philosophy. Overall, I argue that Taiwanese Marxist Buddhism not only makes contributions to theoretical frameworks while providing a practical means for pursuing equity and social justice, but it also manifests the epistemic and moral values for engaging with under-represented philosophical traditions. The theory of science that Thomas Kuhn built in the Structure of Scientific Revolutions was considered as a hypothetical framework in this study. Since the publication of the work, many questions have arisen that call for a psychology of science. These questions are moved to another dimension through the knowledge of the decision made within Galileo Affair, which occupies an important place in modern science, fundamentally arising from an epistemic struggle and emerging out of an unscientific base rather than the (...) charge of unholiness. Abandoning the perspective which evaluates these questions within a historical process as a weak side of the Kuhnian theory of science, this study challenges the current approaches with an alternative approach. The epistemic complexity in the Kuhnian theory of science is an imperative complexity caused by human factors. From this perspective, there are potential questions for psychology of science as a field of study based on Kuhnian epistemology and it can be assumed that new problems may appear when the other epistemological questions which assumed as “answered” are reviewed in the scope of this study. The main thesis of this study is that psychology of science is possible as a valid and operationalizable research program based on Kuhnian theory of science. (shrink)

The word ?consciousness? is notoriously ambiguous. This is mainly because it is not a term of art, but a mundane word we all use quite frequently, for different purposes and in different everyday contexts. In this paper, I discuss consciousness in one specific sense of the word. To avoid the ambiguities, I introduce a term of art ? intransitive self-consciousness ? and suggest that this form of self-consciousness is an essential component of the folk notion of consciousness. I then argue (...) for a specific account of consciousness as intransitive self-consciousness. According to this account, a mental state is conscious iff it represents its own occurrence. The argument is a ?modernizing? modification of an older argument due to Aristotle and Brentano. (shrink)

Abstract: In 16 years of Vietnam Bank for Social Policies (VBSP) operation, although mobilized capital has basically met the demand for loans of poor households and other policy beneficiaries, there are still certain limitations. This study is aimed to assess the remaining difficulties in raising capital in VBSP. Research results are surveys of capital mobilization at 8 VBSP’s provinical branches and questionnaire to customers, staff at branches of VBSP across Vietnam. The key problem is mechanism of creating capital source, which (...) has not yet reached stability and long-term; unreasonable capital structure; the gap between capital demand of social security programs assigned by the State to VBSP and actual capital arranged in the annual plan in allocation of capital for socio-economic development plans and state budget estimates. The human brain consists of approximately 100 billion electrically active neurones that generate an endogenous electromagnetic field, whose role in neuronal computing has not been fully examined. The source, magnitude and likely influence of the brain's endogenous em field are here considered. An estimate of the strength and magnitude of the brain's em field is gained from theoretical considerations, brain scanning and microelectrode data. An estimate of the likely influence of the brain's em field is gained from theoretical principles and (...) considerations of the experimental effects of external em fields on neurone firing both in vitro and in vivo. Synchronous firing of distributed neurones phase-locks induced em field fluctuations to increase their magnitude and influence. Synchronous firing has previously been demonstrated to correlate with awareness and perception, indicating that perturbations to the brain's em field also correlate with awareness. The brain's em field represents an integrated electromagnetic field representation of distributed neuronal information and has dynamics that closely map to those expected for a correlate of consciousness. I propose that the brain's em information field is the physical substrate of conscious awareness - the cemi field - and make a number of predictions that follow from this proposal. Experimental evidence pertinent to these predictions is examined and shown to be entirely consistent with the cemi field theory. This theory provides solutions to many of the intractable problems of consciousness - such as the binding problem - and provides new insights into the role of consciousness, the meaning of free will and the nature of qualia. It thus places consciousness within a secure physical framework and provides a route towards constructing an artificial consciousness. (shrink)

How should ethical standards be maintained within engineering and engineering education? The present paper addresses this question with relation to the dominant models of engineering ethics (EE) to show that their limits might be overcome by incorporating the vocabulary of neo-Aristotelian virtue ethics. On the basis of the MacIntyrean concept of practice, the secondary role of engineering is highlighted which echoes similar debates concerning education. This similarity is picked up to argue that the role of the engineer in relation to (...) the end-users of their projects should be understood as on a par with the teacher-student relationship. This enables us not only to redefine the internal good of engineering and the ground for EE, but also to indicate the key virtues and educational models for engineering that they should be key parts of. Little is known with regard to the precise cognitive tools the self uses in acquiring and processing information about itself. In this article, we underline the possibility that inner speech might just represent one such cognitive process. Duval and Wicklund’s theory of self-awareness and the selfconsciousness, and self-knowledge body of work that was inspired by it are reviewed, and the suggestion is put forward that inner speech parallels the state of self-awareness, is more frequently used among highly self-conscious persons, and (...) represents an effective, if not indispensable, tool involved in the formation of the self-concept. The possibility is also raised that the extent to which one uses inner speech could partially explain individual differences in self-consciousness and self-knowledge. A selective review of the private and inner speech literature is presented, and some possible ways of testing the hypothesis by using pre-existing techniques are proposed in the hope of stimulating empirical investigations. A review of the patterns of brain activation observed in implicit and explicit memory tasks indicates that during conscious retrieval studied items are first retrieved nonconsciously and are retained in a buffer at the extrastriate cortex. It also indicates that the awareness of the retrieved item is made possible by the activation of a reentrant signaling loop between the extrastriate and left prefrontal cortices.

Although the ‘metaverse’ is still the feverish pipedream of tech companies and venture capitalists, it is also a powerful imaginary for channelling enormous resources towards deepening and extending ongoing processes of digitalization and datafication. It is thus likely that an increasing amount of human activity – both professional as well as leisure-related – will take place in metaversal spaces, and that the paradigm of ‘Big Data’ is about to be expanded with massive amounts of new and varied or multimodal data (...) that capture even more (corporeal, sensorial, spatial, and temporal) information produced by and about people as well as their interactions as these unfold in (mixed) spaces over time. Much like the rise of big data, the emergence of metaversal data gives rise to important tensions and issues. From the perspective of critical data studies, media studies, and science and technology studies, this paper spotlights the role of data obtained about, in, and through metaverse technologies and environments as well as how this can be understood as both an intensification and extension of the datafication of social life, the quantification of research methodologies, and the exacerbation of social inequality. We discuss these issues through a series of six provocations that each address a distinct tension between metaverse data, the production of knowledge, research methodologies, and various social issues that are central to the datafication of contemporary societies. Suppose that the members of a group each hold a rational set of judgments on some interconnected questions, and imagine that the group itself has to form a collective, rational set of judgments on those questions. How should it go about dealing with this task? We argue that the question raised is subject to a difficulty that has recently been noticed in discussion of the doctrinal paradox in jurisprudence. And we show that there is a general impossibility theorem that that (...) difficulty illustrates. Our paper describes this impossibility result and provides an exploration of its significance. The result naturally invites comparison with Kenneth Arrow's famous theorem (Arrow, 1963 and 1984; Sen, 1970) and we elaborate that comparison in a companion paper (List and Pettit, 2002). The paper is in four sections. The first section documents the need for various groups to aggregate its members' judgments; the second presents the discursive paradox; the third gives an informal statement of the more general impossibility result; the formal proof is presented in an appendix. Some remarks in the Eudemian Ethics and the Nichomachean Ethics indicate that the voluntariness of actions is significantly related to compulsion and ignorance. According to a plausible interpretation, these remarks suggest that if an agent performs an action under compulsion or due to ignorance of some relevant facts, then she does so involuntarily. An objection to this interpretation with regard to compulsion is that an agent can voluntarily do what she is compelled to do. With regard to ignorance, one might (...) object that it is necessary to clarify the proper range of relevant facts when considering whether an action performed out of ignorance is involuntary. In this paper, I develop two principles that align with the view that compulsion and ignorance are sufficient conditions for involuntary actions, while accommodating potential counterexamples and complications. This paper discusses the possibility of a metaphysical event theory that incorporates the concept of hope as a disposition. Hope is interp- reted as an expectation regarding future events while representing certain manifestations expected to occur in certain future events. In this sense, for ontologies that deny change or claim that its degree is purely fundamental, hope is a redundant concept in a metaphysical context. Additionally, in a world governed by fatalism or theological determinism it is meaningless to hope for (...) an alternative result. These two interpretations are compatible with a form of Stoicism as they depict a world where hope is redundant. To make hope more meaningful within the framework of event theory, we can propose an alternative view in which hope is considered not merely a psychological pheno- menon but also related and more active to metaphysical events. To strengthen this relation, we will change our perspective on our feature ontology and argue that what is hoped for can exist as a dispositional property that is realized as a particular consequence of an event, when it encounters certain stimuli. In examining the relationship between hope and event theory from different ontological perspectives, the first two view hope as a redundant concept for event theories. In contrast, the third perspective reinterprets hope as a disposition, making it more significant for a fundamental ontology. (shrink)

Coherence and correspondence are classical contenders as theories of truth. In this paper we examine them instead as interacting factors in the dynamics of belief across epistemic networks. We construct an agent-based model of network contact in which agents are characterized not in terms of single beliefs but in terms of internal belief suites. Individuals update elements of their belief suites on input from other agents in order both to maximize internal belief coherence and to incorporate ‘trickled in’ elements of (...) truth as correspondence. Results, though often intuitive, prove more complex than in simpler models (Hegselmann & Krause 2002, 2006; Grim, Singer, Reade & Fisher 2015). The optimistic finding is that pressures toward internal coherence can exploit and expand on small elements of truth as correspondence is introduced into epistemic networks. Less optimistic results show that pressures for coherence can also work directly against the incorporation of truth, particularly when coherence is established first and new data is introduced later. In previous articles, it has been shown that the deductive system developed by Aristotle in his "second logic" is a natural deduction system and not an axiomatic system as previously had been thought. It was also stated that Aristotle's logic is self-sufficient in two senses: First, that it presupposed no other logical concepts, not even those of propositional logic; second, that it is (strongly) complete in the sense that every valid argument expressible in the language of the system is deducible (...) by means of a formal deduction in the system. Review of the system makes the first point obvious. The purpose of the present article is to prove the second. Strong completeness is demonstrated for the Aristotelian system. (shrink)

Of Chisholm’s many signal contributions to analytic metaphysics, perhaps the most important is his treatment of boundaries, a category of entity that has been neglected, to say the least, in the history of ontology. We can gain some preliminary idea of the sorts of problems which the Chisholmian ontology of boundaries is designed to solve, if we consider the following Zeno-inspired thought-experiment.

Philosophical traditions from South Asia conceptualised mind and body as integral entities. Embodiment of the mind as a body-mind, articulated as a sensing, thinking and acting body, is conceptually distinct from the mind-body dualism within the Cartesian framework. The case of India is further complicated from its twofold colonial heritage—British colonialism and a longstanding internal colonialism perpetuated through social categories such as caste, gender and class. Educational philosophers and social reformers such as J Krishnamurti, M K Gandhi and Savitribai and (...) Jyotirao Phule made the body a contested site for accessing knowledge and learning. In this chapter, the relationship between embodiment, metaphysics and the social process of learning in the Indian context is explained as offering an ethical experience of education to learners. A number of logicians and philosophers have turned their attention in recent years to the problem of developing a logic of interrogatives. Their work has thrown a great deal of light on the formal properties of questions and question-sentences and has led also to interesting innovations in our understanding of the structures of performatives in general and, for example, in the theory of presuppositions. When, however, we examine the attempts of logicians such as Belnap or Åqvist to specify what, precisely, (...) a question is, or what it is to ask or raise a question, then what we are offered is somewhat less illuminating. Two alternative reductionist accounts seem in particular to have gained most favor: questions are identified either as special sorts of statements, or as special sorts of requests. As we hope will become clear in what follows, neither of these accounts is even nearly adequate; and matters are not improved if questions are identified, by force majeure, as combinations of statements and requests. This essay focuses on three recent books on morality and virtue, Michael Slote's 'Morals from Motives', Rosalind Hursthouse's 'On Virtue Ethics', and Philippa Foot's 'Natural Goodness'. Slote proposes an "agent-based" ethical theory according to which the ethical status of acts is derivative from assessments of virtue. Following Foot's lead, Hursthouse aims to vindicate an ethical naturalism that explains human goodness on the basis of views about human nature. Both Hursthouse and Slote take virtue to be morally basic in a way (...) that Foot, to her credit, does not. We argue that all three views face a range of serious difficulties. (shrink)

I argue that there can be appropriate aesthetic experiences even of basic somatic experiences like itches and scratches. I show, in relation to accounts of aesthetic experience offered by Carroll and Stecker, that experiences of itches and scratches can be aesthetic; I show that itches can be objects of attention in the way that normative accounts of the aesthetic often require; and I show, in relation to accounts of the aesthetic appreciation of nature offered by Carlson and Carroll, that aesthetic (...) experience of itches and scratches can be appropriate. I argue that attention to the domain of somatic experience is worthwhile, in that it offers the prospects of significant aesthetic satisfaction, and I suggest that even attention to unpleasant experiences like itches and pains may be aesthetically rewarding. Wicked problems are tricky to solve because of their many interconnected components and a lack of any single optimal solution. At the science–policy interface, all problems can look wicked: research exposes the complexity that is relevant to designing, executing and implementing policy fit for ambitious human needs. Expertise in philosophical research can help to navigate that complexity.

The primary purpose of this study was to examine the intricate relationship between enrichment programs, pedagogical preparedness, and the mathematical proficiency of pre-service teachers. Employing a quantitative research design, the study utilized a descriptive-correlational method to establish the relationship between variables. A comprehensive sampling was used and adapted well-structured survey questionnaires were distributed to gather relevant data from the participants. Correspondingly, the data analysis was performed using statistical tools such as mean and standard deviation, Pearson’s correlation coefficient (r), and regression (...) analysis to distill complex data into meaningful insights and answer the research objectives. The findings revealed that the levels of both enrichment programs and pedagogical preparedness among pre-service teachers were very high, indicating that they are always manifested and consistently implemented. Additionally, the level of mathematical proficiency was found to be high, suggesting that the pre-service teachers frequently exhibited strong mathematical skills. There is a confirmation that the levels of enrichment programs and pedagogical preparedness have a significant relationship with mathematical proficiency. Therefore, this connects to the idea that enrichment programs and pedagogical preparedness influence the mathematical proficiency of pre-service teachers. These findings emphasize the importance of integrating comprehensive enrichment programs and adaptive pedagogical strategies into teacher training, enabling pre-service teachers to develop advanced mathematical understanding and effective teaching practices. Continuous professional development tailored for pre-service teachers, complemented by peer mentoring, seminars, and collaborative training within and beyond schools, can further refine teaching skills and enhance mathematical proficiency. By fostering this holistic approach, the study contributes to improving teaching effectiveness and student outcomes, promoting a culture of excellence in mathematics education. (shrink)

In the face of escalating environmental crises, the role of economics in shaping sustainable solutions has come under increasing scrutiny. Traditional economic paradigms, often grounded in the pursuit of growth and efficiency, have been criticized for neglecting the environmental costs of human activities. This disconnect between economic theory and ecological reality has prompted calls for a profound transformation in how economics is studied, taught, and applied. -/- Books on economics, as key instruments for disseminating knowledge and shaping thought, hold a (...) pivotal role in this transformation. By integrating interdisciplinary insights, challenging foundational assumptions, and prioritizing environmental sustainability, these texts can equip future economists and the broader public with the tools needed to tackle the planet’s most urgent challenges. But how can economics books effectively foster a sustainable future? How should their content, structure, and approach be to make them effective catalysts for ecological stewardship? -/- This study represents one of the first attempts to address these questions through a quantitative approach. Specifically, it analyzes Amazon’s book reviews of Better Economics for the Earth: A Lesson from Quantum and Information Theories to identify factors that stimulate and influence readers’ perceptions of economics and the environment. Circular economy (CE), a sustainability concept that promotes resource efficiency and waste re-duction, has garnered significant popularity in recent years due to its potential to address pressing environmental and economic challenges. This study develops the Bayesian Mindsponge Mindspongeconomics (BMM) framework/analytic method based on Bayesian Mindsponge framework (BMF) to the factors influencing young adults' pro-environmental behavior and purchases of green products at different price levels. The findings indicate that young adults who are knowledgeable about CE and value environmental protection and energy (...) conservation are more likely to engage in waste sorting, while the factors that affect their willingness to pay (WTP) more for green and en-ergy-saving products vary at different price tiers. The study demonstrates that CE knowledge, daily waste sorting habits, and environmental concern positively impact young adults' WTP for products that are 5%, 10%, and 15% higher-priced, respectively. Besides, the study also highlights the po-tential of educational programs and cultural influences in nurturing a generation that prioritizes environmental value. The research integrates multidisciplinary perspectives and offers practical implications for policymakers, educators, and businesses seeking to promote green literacy and foster an environmental culture among the youth, contributing to the broader goals of green transformation and sustainable development associated with CE and green economy, especially in urban areas of emerging countries and beyond. Universal Basic Income (UBI) has been proposed as a potential way in which welfare states could be made more responsive to the ever-shifting evolutionary challenges of institutional adaptation in a dynamic environment. It has been proposed as a tool of “real freedom” (Van Parijs) and as a tool of making the welfare state more efficient. (Friedman) From the point of view of complexity theory and evolutionary economics, I argue that only a welfare state model that is “polycentrically” (Polanyi, Hayek) organized (...) as an evolving network of distributed decision-making can respond to the challenges of complexity in an adaptively efficient manner. UBI has the theoretical possibility to facilitate flexible, bottom-up innovation, since a) it embodies the “rule of law” principles of generality, nondiscrimination, simplicity, and transparency, and b) it grants people widespread freedom to experiment, innovate, and deviate from established practices and norms; but whether it can be made to work as intended depends on a number of variables in its design. I situate my research in the contemporary UBI debate around automation and technological development, which I interpret creatively through the lens of contemporary evolutionary political economy. I advance a syncretic model of institutional design based upon the shared insights of the Santa Fe, Neo-Hayekian, and Neo-Schumpeterian schools of evolutionary economics that, following Adam Thierer and Michael Munger, I call the framework of Permissionless Innovation (PI). Under the PI framework, which is a development of the tradition of evolutionary liberalism (Hume, Smith, Mandeville, Mill, Hayek, Polanyi, Schumpeter, Hodgson), individuals are granted the default right to innovate without having to ask for permission, and the right to basic income, which they can use to support their right to innovate, mutate, and experiment. This framework is a liberal framework to the extent it relies on widespread human freedom as a means of fostering innovation and social learning. And it is an evolutionary framework to the extent that it seeks to facilitate evolutionary socioeconomic processes for the sake of social progress and welfare advancement. I proceed to show, through an analysis of how innovation operates in both the economy and the cultural domain, that UBI can be used as an important cornerstone of an evolutionary liberal model of “ecostructural” governance that treats the socioeconomic order as an ecological garden of spontaneous growths, adaptations, and innovations. I call this the Permissionless Innovation Universal Basic Income (PIUBI) framework. In it, the right to innovate, deviate, and mutate is upheld as the “gold standard” of institutional design whereby individuals are granted widespread freedoms combined with the provision of UBI and other innovation-fostering (carefully bound) services and regulations. In the coming decades, UBI may even enable poor people to take better advantage of Human Enhancement Technologies (HETs) and other experimental innovations. Such a framework is compatible with a fast pace of evolutionary development, but the regulatory model accompanying such a framework must be capable of responding to evolutionary lock-ins, maladaptive innovations, self-destructive behaviour on the part of UBI recipients, and the management of catastrophic and existential risks. In the end, I will have shown that the PIUBI framework can be justified as a plausible default institutional mechanism for responding to radical uncertainty, but it needs to be experimentally adapted to changing circumstances with the help of various situation-specific, polycentric, multi-level, approaches. Where Humeans rule out the possibility of material or non-logical necessity, and thus of any associated knowledge a priori, the German legal philosopher Adolf Reinach defends the existence of a wide class of material necessities falling within the domain of what can be known a priori, for example in fields such as color and shape, rational psychology, law and economics. Categories such as promise or claim or obligation are, in Reinach’s view, exist as nodes in a system of necessary relations, (...) so that anyone who has experience of relevant instances of these categories is implicitly aware also of a corresponding family of relations to certain other categories – as for example that every promise implies a mutually correlated claim and obligation. Midway between the two extremes of Hume and Reinach stands Searle, who accepts necessary relations of the mentioned sorts, but sees them as human creations, following from ‘constitutive rules’ analogous to the rules of chess. We seek to demonstrate that Searle does not occupy a stable and acceptable half-way house between Hume and Reinach; that he, too, if he is to do justice to the very constitutive rules which form the center of his approach, must on pain of circularity embrace something like the Reinachian position. Reluctance to adopt mask-wearing as a preventive measure is widely observed in many Western societies since the beginning of the COVID-19 pandemics. This reluctance toward mask adoption, like any other complex social phenomena, will have multiple causes. Plausible explanations have been identified, including political polarization, skepticism about media reports and the authority of public health agencies, and concerns over liberty, amongst others. In this paper, we propose potential explanations hitherto unnoticed, based on the framework of epistemic injustice. We show how (...) testimonial injustice and hermeneutical injustice may be at work to shape the reluctant mask adoption at both the societal and individual levels. We end by suggesting how overcoming these epistemic injustices can benefit the global community in this challenging situation and in the future. (shrink)

This paper introduces the Theory of Spatial Materialization of Quantum Possibilities in an Infinite Space, proposing a novel perspective on the realization of quantum probabilities. Traditional interpretations of quantum mechanics, such as the Copenhagen interpretation and the Many-Worlds hypothesis, approach quantum probabilities as either collapsing into a single observable state or manifesting across parallel universes. This theory suggests an alternative: in an infinite space, quantum possibilities materialize simultaneously in distinct spatial regions, without requiring collapse or parallel universes. Building on principles (...) of infinite space and inevitable probabilities, the theory reinterprets phenomena such as superposition and cosmological configurations, offering a unified framework for understanding how quantum possibilities are distributed in space. The implications extend to questions of causality, time, and the nature of observable reality, while challenging traditional assumptions in quantum mechanics. Although speculative, this approach provides fertile ground for interdisciplinary exploration, bridging cosmology, philosophy of science, and quantum mechanics. (shrink)
