‘Low-Quality Democracy’ - The Validity of the Notion and D.L. Horowitz’s Exemplification: The Case of Indonesia. This article discusses problems relating to terms used to define former authoritarian states, which are already called democratic, although some undemocratic features still characterize them. The latest English language literature on political science relating to this subject uses three terms that seem similar in meaning: ‘illiberal democracy,’ ‘flawed democracy,’ and ‘low-quality democracy.’ They have not been conceptualized so far. This means that there has been (...) no transition from the stage of ideas or views on their content, i.e., pre-theoretical notions to theorized concepts. Consequently, the terms cannot be understood unequivocally. The term ‘low-quality democracy’ has been recently propagated by Donald L. Horowitz, a renowned American political scientist. This researcher uses the term primarily to name the type of political regime that was formed after 1998 in Indonesia – the third largest democratic country in terms of population in the world. Not only does Horowitz use this term, but he also tries to explain its importance using the example of the imperfections that characterize the young Indonesian democracy. The aim of this article is to answer three questions: firstly, what is – according to Horowitz – the content of the term ‘low-quality democracy’ exemplified by the Indonesian democracy?; secondly, what problems of low-quality democracy has Horowitz identified on the example of Indonesia?; and thirdly, should this term be used in political science literature if similar terms such as ‘illiberal democracy’ and ‘flawed democracy’ are also used? Artykuł traktuje o problemach dotyczących pojęć stosowanych do określania byłych państw autorytarnych, które choć zaliczane są już do demokratycznych, to nadal charakteryzują się pewnymi niedemokratycznymi cechami. W najnowszym anglojęzycznym piśmiennictwie politologicznym odnoszącym się do tego zagadnienia rywalizują ze sobą głównie trzy zbliżone znaczeniowo terminy: „demokracja nieliberalna” (illiberal democracy), „demokracja wadliwa” (flawed democracy) i „demokracja o niskiej jakości” (low-quality democracy). Nie doczekały się one dotąd konceptualizacji. Oznacza to, że w żadnym ze wskazanych przypadków nie nastąpiło przejście od stadium wyobrażenia, czy też poglądów na temat ich treści, a zatem od pojęć przed-teoretycznych (ang. notions) na poziom pojęć steoretyzowanych (ang. concepts). W konsekwencji nie mogą być i nie są rozumiane w sposób jednoznaczny. Termin demokracja o niskiej jakości zyskał niedawno propagatora w osobie uznanego amerykańskiego politologa Donalda L. Horowitza. Badacz ten stosuje przedmiotowy termin przede wszystkim w celu nazwania rodzaju reżimu politycznego, który został wykształcony po 1998 r. w Indonezji – trzecim największym pod względem wielkości populacji demokratycznym państwie świata. Horowitz nie tylko jednak używa tego terminu, ale również próbuje wytłumaczyć jego znaczenie na przykładzie niedoskonałości, które charakteryzują młodą demokrację indonezyjską. Artykuł ma na celu wyjaśnienie trzech kwestii: po pierwsze, jaka jest treść terminu demokracja o niskiej jakości, którego egzemplifikacją – w opinii Horowitza – jest demokracja indonezyjska; po drugie, jakie problemy demokracji o niskiej jakości zidentyfikował Horowitz na przykładzie Indonezji; i po trzecie, czy zasadne jest stosowanie tego pojęcia w piśmiennictwie politologicznym w sytuacji, gdy w użyciu pozostają takie zbliżone znaczeniowo terminy jak demokracja nieliberalna i demokracja wadliwa. Ameryka i świat są w trakcie upadku z nadmiernego wzrostu populacji, większość z nich w ostatnim stuleciu, a teraz wszystko to ze względu na 3-cia ludzi świata. Konsumpcja zasobów i dodanie jednego lub dwóch miliardów więcej około 2100 upadnie cywilizacji przemysłowej i doprowadzić do głodu, chorób, przemocy i wojny na oszałamiającą skalę. Miliardy umrą, a wojna nuklearna jest pewna. W Ameryce jest to znacznie przyspieszone przez masową imigrację i reprodukcję imigrantów, w połączeniu z nadużyciami możliwymi przez demokrację. Zdeprawowana ludzka natura (...) nieubłaganie zamienia marzenie o demokracji i różnorodności w koszmar przestępczości i ubóstwa. Główną przyczyną upadku jest niezdolność naszej wrodzonej psychologii do przystosowania się do współczesnego świata, która prowadzi ludzi do traktowania osób niepowiązanych tak, jakby mieli wspólne interesy. To, plus nieznajomość podstawowej biologii i psychologii, prowadzi do złudzeń inżynierii społecznej częściowo wykształconych, którzy kontrolują demokratyczne społeczeństwa. Niewielu rozumie, że jeśli pomożesz jednej osobie, skrzywdzisz kogoś innego — nie ma darmowego lunchu, a każdy przedmiot, który ktoś zużywa, niszczy ziemię nie do naprawienia. W związku z tym polityka społeczna na całym świecie jest niezrównoważona i wszystkie społeczeństwa bez rygorystycznej kontroli egoizmów popadną w anarchię lub dyktaturę. Bez dramatycznych i natychmiastowych zmian nie ma nadziei na zapobieżenie upadkowi Ameryki ani żadnego kraju, który podąża za systemem demokratycznym. Stąd mój esej "Samobójstwo przez demokrację". Jest również teraz jasne, że siedmiu socjopatów, którzy rządzą Chinami, wygrywa 3 wojnę światową, a więc mój esej końcowy na ich temat. Jedynym większym zagrożeniem jest sztuczna inteligencja, którą krótko komentuję. Kluczem do wszystkiego o nas jest biologia, i to jest niepamięć do niego, że prowadzi miliony inteligentnych wykształconych ludzi, takich jak Obama, Chomsky,Clinton, Partii Demokratycznej i papieża do espouse samobójcze utopijne ideały, które nieubłaganie prowadzić prosto do piekła na Ziemi. Jak zauważył W, to, co jest zawsze na naszych oczach, że jest najtrudniejsze do zobaczenia. Żyjemy w świecie świadomego deliberacyjnego systemu językowego 2, ale rządzi nieświadomy, automatyczny system refleksyjny 1. Jest to źródło uniwersalnej ślepoty opisanej przez Searle's The Phenomenological Illusion (TPI), Blank Slate Pinkera oraz Tooby and Cosmides' Standard Social Science Model. Pierwsza grupa artykułów próbuje dać pewien wgląd w to, jak się zachowujemy, że jest w miarę wolny od teoretycznych urojeń. W kolejnych trzech grupach komentuję trzy główne urojenia uniemożliwiające zrównoważony świat: technologię, religię i politykę (grupy spółdzielcze). Ludzie wierzą, że społeczeństwo może być zapisane przez nich, więc podam kilka sugestii w pozostałej części książki, dlaczego jest to mało prawdopodobne poprzez krótkie artykuły i recenzje ostatnich książek znanych pisarzy. Inna sekcja opisuje religijne złudzenie – że jest jakaś super moc, która nas uratuje. W następnej sekcji opisano cyfrowe urojenia, które mylą gry językowe Systemu 2 z automatyzmami Systemu Pierwszego, a więc nie mogą odróżnić maszyn biologicznych (tj. ludzi) od innych rodzajów maszyn (tj. komputerów). Inne cyfrowe urojenia są takie, że zostaniemy zbawieni od czystego zła (egoizm) systemu 1 przez komputery / AI / robotyka / nanotech / inżynieria genetyczna stworzona przez System 2. No Free Lunch główny mówi nam, że będą poważne i ewentualnie śmiertelne konsekwencje. Ostatnia część opisuje "The One Big Happy Family Delusion", czyli to, że jesteśmy wybierani do współpracy ze wszystkimi, a eufonialne ideały Demokracji, Różnorodności i Równości doprowadzą nas do utopii, jeśli po prostu dobrze zarządzamy rzeczami (możliwością polityki). Ponownie, No Free Lunch Zasada powinna ostrzegać nas to nie może być prawdą, i widzimy w całej historii i na całym współczesnym świecie, że bez ścisłej kontroli, egoizm i głupota zdobyć przewagę i wkrótce zniszczyć każdy naród, który obejmuje te urojenia. Ponadto małpi umysł gwałtownie dyskontuje przyszłość, dlatego współpracujemy przy sprzedaży dziedzictwa naszego potomka dla tymczasowych udogodnień, znacznie pogłębiając problemy. (shrink)

[ON SOME PREMISES OF HUMAN CONDUCT TOWARDS ANIMALS: REMARKS ON J.M. COETZEE'S WORKS]. O relacjach między ludźmi a zwierzętami i konieczności poszerzania praw zwierząt powiedziano już tak wiele, iż trudno jest dziś przedstawić jakiś zupełnie nowy punkt widzenia. Uważam jednak, że dla jakości debaty powinno się nagłaśniać pewne mniej znane argumenty używane w literaturze traktującej o prawach zwierząt. Argumenty te wypowiadane są niekiedy nie tyle przez filozofów praw zwierząt, czy jakichś znanych aktywistów, lecz przez intelektualistów, których praca nie ogniskuje (...) się wyłącznie na problemie relacji między ludźmi a zwierzętami. Do takich postaci należy J.M. Coetzee, urodzony w 1940 południowoafrykański pisarz, zdobywca literackiej nagrody Nobla, były profesor literatury na uniwersytecie w Kapsztadzie, który obecnie mieszka w Australii i wykłada na uniwersytecie w Adelajdzie. J.M. Coetzee poświęca wspomnianemu problemowi wiele miejsca w różnych swoich książkach i pismach. J.M. Coetzee zdaje się opierać swoje poglądy dotyczące relacji między ludźmi a zwierzętami na następujących podstawowych tezach: mimo, że zwierzęta są zdolne do odczuwania strachu, bólu oraz cierpienia, ludzie zwykle nie poczuwają się do posiadania wobec nich zobowiązań moralnych, a także nie mają wystarczającej wiedzy o zwierzętach i nie rozumieją znacznej części ich zachowań; w konsekwencji często nie okazują zwierzętom szacunku jako innym istotom żywym i traktują je głównie w kategoriach przydatności, niejednokrotnie źle a nawet okrutnie, oraz zwykle roszczą sobie prawo do wykorzystywania zwierząt dla swoich celów i do decydowania o ich życiu. Noblista zdaje się uznawać taki stan rzeczy za dalece niewłaściwy. Można zatem domniemywać, że, zdaniem J.M. Coetzee’ego, ludzki stosunek wobec zwierząt powinien być całkowicie przeciwny od przedstawionego. Powyższe stwierdzenia obarczone są jednak piętnem przypuszczenia. Choć bowiem z pewnością J.M. Coetzee należy do propagatorów praw zwierząt, nie wiadomo do końca, czy wszystkie poglądy, które wkłada w usta swoich literackich bohaterów również sam wyznaje. Postacie z książek i esejów J.M. Coetzee’ego zwykle prowadzą ze sobą dyskusje na temat relacji między ludźmi a zwierzętami. Argumenty przez nich przedstawiane są – na co zwraca uwagę choćby Peter Singer – ich argumentami. Taki zabieg literacki pozwala południowoafrykańskiemu pisarzowi na ewentualne zdystansowanie się od części poglądów wypowiadanych przez bohaterów swoich prac. (shrink)

Wywodzący się z Ghany, a tworzący w Stanach Zjednoczonych Kwasi Wiredu należy do grona najwybitniejszych współczesnych filozofów afrykańskich. W swych rozprawach politycznych obnaża wady demokracji liberalnej i postuluje, by demokracja w Afryce była budowana w oparciu o rodzime tradycje polityczne, które mają, w jego opinii, charakter demokratyczny. Wiredu negatywnie ocenia kondycję współczesnych demokracji liberalnych przede wszystkim z powodu charakteryzującej je dalece antagonistycznej praktyki uprawiania polityki, która kontrastuje z typową dla niektórych społeczeństw afrykańskich tradycją koncyliacyjną. Ghański filozof optuje za wykorzystaniem (...) w polityce afrykańskiej idei deliberacji (palaweru) oraz konsensualnego osiągania decyzji politycznych i proponuje zastąpienie partii politycznych działającymi na innych zasadach stowarzyszeniami politycznymi (political associations) oraz tworzenie rządu bez udziału partii politycznych. Proponowana przezeń koncepcja państwa pozapartyjnego (nonparty) jest atrakcyjna intelektualnie, ale rodzi liczne znaki zapytania. (shrink)

Demokratyzacja, rozumiana jako proces zmierzający do przekształcenia rządów autorytarnych w ustrój demokratyczny, przebiega od początku lat 90. XX wieku w państwach Afryki Subsaharyjskiej w sposób niezwykle skomplikowany, a niekiedy wręcz dramatyczny. Źródła problemów procesu demokratyzacji w Afryce Subsaharyjskiej mogą przynajmniej po części leżeć w niewłaściwej organizacji politycznej wieloetnicznych społeczeństw państw afrykańskich. Organizacja ta zwykle nie zapewnia reprezentantom części grup etnicznych udziału w podejmowaniu decyzji politycznych, zwłaszcza na szczeblu władzy centralnej, i w konsekwencji często nie daje tym grupom możliwości obrony swoich (...) interesów. Wielu współczesnych afrykańskich myślicieli politycznych uważa, że podziały etniczne istniejące w państwach Afryki powinny znaleźć swoje odzwierciedlenie w konstrukcji ich systemów politycznych, co z kolei mogłoby usprawnić proces implementacji demokracji. Ważnych, ogólnych wskazówek przydatnych dla projektowania modeli demokracji odpowiednich dla państw afrykańskich można szukać w rozwiązaniach istniejących w wieloetnicznych Indiach, choć, co warto podkreślić, ani indyjska myśl polityczna ani indyjskie rozwiązania ustrojowe nie wydają się stanowić inspiracji dla współczesnych intelektualistów afrykańskich. Edukacyjny dla państw Afryki Subsaharyjskiej walor kazusu indyjskiego systemu politycznego sugerują jednak rozważania wybitnego politologa Arenda Lijpharta na temat elementów współrządzenia (power-sharing) w systemie politycznym niepodległych Indii. Marcel Gauchet to mało znany w Polsce historyk i filozof francuski. Żadna z jego książek nie została do tej pory przetłumaczona na język polski. Dostępny w tym języku jest jeden z esejów pochodzący z La démocratie contre elle-même (Demokracja przeciwko sobie samej), opublikowany w kwartalniku „Res Publica Nowa” w grudniu 2002 r. pt. Nowy wiek osobowości. Próba psychologii współczesnej, przełożony i opracowany przez Wiktora Dłuskiego. W tekście tym Gauchet stawia tezę o mającej miejsce we współczesnym świecie rewolucji antropologicznej, polegającej (...) na zmianie roli rodziny ze wspólnoty ustanawiającej i podtrzymującej więzi społeczne na grupę społeczną niemającą wpływu na kształt życia społecznego. Przybliżenie sylwetki Gaucheta wydaje się niezbędne, albowiem jego myśl stanowi ważki i godny uwagi głos w dyskusji nad stanem współczesnej polityki oraz świata. -/- W niniejszym artykule skupię się na dwóch poruszonych przez Gaucheta zagadnieniach. Pierwsze z nich to ideologiczne konsekwencje ostatniego kryzysu gospodarczego, m. in. pokonanie lewicowej frakcji politycznej przez prawicową czy kryzys demokracji objawiający się dominacją interesów jednostkowych nad wspólnotowymi. W artykule tym przedstawiam koncepcję rozwoju autorstwa wybitnego nigeryjskiego myśliciela i demokraty Claude’a Akego. Ake zaproponował abstrakcyjny paradygmat rozwoju społeczeństw afrykańskich w warunkach demokracji. Paradygmat ten opiera się na rolnej strategii rozwoju, zgodnie z którą powinien być on uzyskiwany małymi krokami i pierwotnie generowany na wsi. Ake zdefiniował rozwój jako proces, „poprzez który ludzie kształtują i zmieniają siebie oraz swoją sytuację życiową, by osiągać wyższe poziomy cywilizacyjne, zgodnie z własnymi wyborami i wartościami”. Zdaniem nigeryjskiego myśliciela, rozwój jako proces zbiorowy powinien (...) być wytwarzany przez tych, którzy mają go doświadczać. Ake krytykował dominujący, jego zdaniem, zachodni paradygmat rozwoju Afryki, zgodnie z którym rozwój może zostać narzucony Afrykanom z zewnątrz, a demokratyczna władza wcale nie musi stanowić warunku sine qua non rozwoju. W opinii Akego, zachodnie próby zintensyfikowania rozwoju w Afryce, które cechował brak zrozumienia dla afrykańskich uwarunkowań kulturowych, w tym sposobów myślenia i życia Afrykanów, skończyły się porażką. Koncepcja Akego, choć ciekawa i poparta ważnymi argumentami oraz przykładami, nie jest wolna od uogólnień i sprzeczności. Co więcej, jak się wydaje, nigeryjski myśliciel zaprezentował model rozwoju bliski autarkii i wyzuty z realiów współczesnej ekonomii. W konsekwencji krytycznie oceniam część opinii Akego i ukazuję podstawowe, moim zdaniem, ich mankamenty. (shrink)

[WHAT IS POLITICAL STABILITY?] Artykuł traktuje o problemie definiowania pojęcia „stabilność polityczna” państwa. Głównym jego celem jest odpowiedź na pytanie, co znaczy stwierdzenie, że dane państwo jest stabilne politycznie. Artykuł składa się z czterech części. W pierwszej wyjaśniany jest leksykalny sens słów: „stabilny”, „stabilność” i „stabilizacja”. W drugiej części analizowane jest rozumienie znaczenia terminu „stabilność polityczna” w piśmiennictwie politologicznym. Trzecia część artykułu poświęcona jest omówieniu kwantytatywnych prób ujmowania sensu pojęcia stabilności politycznej. W zakończeniu podjęta została próba zdefiniowania przedmiotowego terminu polegająca (...) na syntezie elementów najczęściej spotykanych w propozycjach wyjaśniania istoty stabilności politycznej; oceniono związek między istnieniem stabilności politycznej a podstawowymi typami reżimu politycznego: demokracją i autorytaryzmem; oraz zidentyfikowano główne podejścia konceptualne w pojmowaniu przedmiotowego terminu. Krzysztof Trzciński, Źródła legitymacji tradycyjnego władztwa we współczesnej Afryce jako przyczynek do lepszego zrozumienia jego roli i fenomenu trwania, "Afryka" 2009, t. 29-30, s. 47-70. Legitymacja należy do kluczowych zagadnień myśli politycznej i jest nierozerwalnie powiązana między innymi z takimi terminami jak państwo, władza, obywatele, poddani, prawa i obowiązki. Pojęcie legitymacji jest niezwykle ważne i być może właśnie z tego powodu jego istota stanowi temat wielu dyskusji. W tym artykule nie będziemy jednak analizować sporów definicyjnych. Ograniczymy się do podejścia, jakie (...) proponuje Roger Scruton, unikając przedstawienia ścisłej definicji. Termin ‘legitymacja’ określa, jego zdaniem, to samo, co pojęcia ‘prawomocność władzy’ bądź ‘prawowite panowanie’. Gdy rządzący dzierżą władzę nie posiadając do tego uprawnienia, wówczas mówimy, że władza jest przez nich wykonywana bez legitymacji. Legitymacja dotyczy relacji między obywatelami (poddanymi) a władzą państwową lub – jak ma to miejsce na przykład w Afryce Subsaharyjskiej – lokalnym władztwem tradycyjnym. Pojęcie legitymacji odnosi się przede wszystkim do tak podstawowych zagadnień jak podporządkowanie się obywateli (poddanych) decyzji władz oraz prawo władzy państwowej (lub tradycyjnej) do ograniczania wolności obywateli (poddanych). Legitymacja była istotnym problemem politycznym na przestrzeni ludzkich dziejów i we wszystkich obszarach świata. Również i dziś stanowi aktualną kwestię. Władza we współczesnych państwach demokratycznych czerpie legitymację z woli elektoratu wyrażonej w wyborach. Nawet w takim wydawałoby się idealnym stanie rzeczy legitymacja niejednokrotnie stanowi przedmiot dyskusji. Seymour Martin Lipset pisze w tym kontekście o ‘szacunkowości’, czy też względności legitymacji i uważa, że ludzie w państwie uznają istniejący w nim system polityczny jako posiadający legitymację lub nie w zależności od tego, czy wartości systemu odpowiadają wartościom przez nich wyznawanym. I tak na przykład, gdy prezydentem demokratycznego państwa zostanie popierany przez nas kandydat, automatycznie uznajemy jego władzę za legitymowaną. Jeśli jednak wybory prezydenckie wygra osoba, której nie darzymy poparciem czy zaufaniem, wówczas zdarza się nam podważać jej legitymację, zwłaszcza gdy została wybrana na urząd w sytuacji niskiej frekwencji wyborczej. W państwach pokolonialnej Afryki problem legitymacji jest daleko bardziej skomplikowany niż w świecie zachodnim. Eseje tutaj są w większości już opublikowane w ciągu ostatniej dekady (choć niektóre zostały zaktualizowane), wraz z jednym niepublikowanym elementem, i nic tutaj nie będzie zaskoczeniem dla tych, którzy nadążyli za jego pracą. Podobnie jak W, jest uważany za najlepszego filozofa standupu swoich czasów, a jego twórczość pisemna jest solidna jak skała i przełomowa w całym. Jednak jego brak podjęcia później W wystarczająco poważnie prowadzi do pewnych (...) błędów i zamieszania. I will show that there are mainly two different, mutually contradictory approaches taken by philosophers in trying to answer the question: “Who or what is to blame for the Holocaust?” The first answer, offered by radical critics of Enlightenment (Adorno/Horkheimer, Saul, Heidegger), blames one of the following: Reason, Modernity, the State, Industrial Society, Bureaucratic Management and/or Technocratic Efficiency. On the other side, we have the answer given by liberal-democratic defenders of Enlightenment (Arendt, Habermas, Rawls): It claims the Holocaust was caused (...) the upsurge of anti-rational, irrational or pre-rational forces and a deep rejection of the humanistic principles and ethical values that underpin modernity. In this study, I want to analyze these two perspectives, comparing and contrasting their respective merits. (shrink)

The future state of the redeemed human being in heaven is difficult, if not impossible, to pin down in this life. Nevertheless, Augustine and Anselm speculate on the heavenly life of the human being, proceeding from certain theological premises gathered from Scripture, and their arguments often both mirror and complement one another. Because Anselm and Augustine hold the premise that human beings in heaven are “equal to the angels” (Luke 20:36), our understanding of the heavenly condition of the human can (...) be illuminated by angelology, and vice-versa; each reveals the nature of the other. The paper examines aspects of the positions of Augustine and Anselm on the original state of the angels, their fall, and their confirmation, and then explores the condition of prelapsarian Adam and the transformation of the elect in order to illuminate how these figures conceive the afterlife. The angelologies (and demonologies) of Augustine and Anselm help one to understand the heavenly goal of human life, how the redeemed state of human beings differs from their original condition in Eden, and why there is no redemption for the fallen angels. One is at 527a-c, where he summarizes the ethical position he has been arguing for through most of the dialogue, regarding the intrinsic goodness of justice, the intrinsic badness of injustice, and the desirability of rehabilitative punishments. The second occurs at 507e-508a, where Socrates asserts that the universe is held together by justice. This argument explains why Socrates regards his story as a logos, (...) not merely a muthos. Understanding what a betrayal of trust is requires understanding how trust can ground an obligation on the part of the trusted person to act specifically as trusted. This essay argues that, since trust cannot ground an appropriate obligation where there is no prior obligation, a betrayal of trust should instead be conceived as the violation of a trust-based obligation to respect an already existing obligation. Two forms of trust (...) are evaluated for their potential to ground such a second-order obligation. One form counts as a gift to the trusted person only because it does not involve an expectation of trustworthiness; the other form cannot count as a gift but confers an honor because it does include an expectation of trustworthiness. O'Shea concludes that Sellars's attempts to preserve the core truths in Kant's theory of experience and to integrate them with an overall scientific naturalist outlook can and should survive the rejection of several central components of Sellars's proposed adaptation of Kant's transcendental idealism: ABSTRACT: "Sellars’ career-long engagement with Kant’s philosophy involved both readings of Kant and appropriations of Kant that are nuanced, original, and related in complex ways to Sellars’ own philosophical views. In some ways similar to Strawson’s classic reading, (...) Sellars defended Kant’s theory of experience and his analysis of human knowledge as essentially correct. This includes various views on the nature of conceptual cognition, the thinking self, practical reason, perceptual experience, and the lawfulness of nature. On the other hand, and again like Strawson, Sellars regarded Kant’s transcendental idealism as involving a strong ontological commitment to unknowable but thinkable (and non-spatiotemporal) ‘things in themselves’. However, whereas Strawson regarded such a position as deeply incoherent, Sellars argues that Kant’s theological conception of things in themselves can coherently be replaced with a scientific realist conception of things in themselves as theoretically postulated imperceptible processes, which play a structurally similar role for Sellars in grounding the Kantian-phenomenal ‘appearances’ in the ‘manifest image’ of the world. Sellars’ highly complex but sophisticated reading of Kant on sensibility and intuition, when combined with Sellars’ own idiosyncratic views on sensory qualia, render it even more difficult to come to terms with Sellars’ engagements with Kant’s idealism. Abstract: This paper traces a Kantian and pragmatist line of thinking that connects the ideas of conceptual content, object cognition, and modal constraints in the form of counterfactual sustaining causal laws. It is an idea that extends from Kant’s Critique of Pure Reason through C. I. Lewis’s Mind and the World-Order to the Kantian naturalism of Wilfrid Sellars and the analytic pragmatism of Robert Brandom. Kant put forward what I characterize as a modal conception of objectivity, which he developed as (...) an extended argument stretching from the transcendental deduction through the analogies of experience to the regulative maxims of reason and reflective judgment. In related ways in Lewis and Sellars, the very idea of an object of knowledge (and of intentionality more generally) is connected with a certain lawfulness or modal constraint the necessary representation of which, they argue, is an achievement of conceptualization. While Sellars agreed with the spirit of Lewis’s famous pragmatic conception of the a priori, Sellars’s conception of meaning and conceptual content differed in crucial ways with important consequences for this issue. I argue furthermore that a certain phenomenalist temptation threatens to spoil this insight both among some of Kant’s interpreters and in Lewis’s thought. Finally, I point out that Brandom’s “Kant-Sellars thesis” provides new support for this line of thought. Although questions concerning idealism continue to raise controversies for neo-Kantians and pragmatists, the line of thought itself represents a distinctive and still promising approach to questions concerning intentionality and conceptual content. Bài viết đánh giá thực trạng hoạt động hệ thống ngân hàng Việt Nam trong bối cảnh thực hiện đề án cơ cấu lại hệ thống các tổ chức tín dụng (TCTD). Kết quả nghiên cứu cho thấy, hoạt động tái cấu trúc ngân hàng đã diễn ra mạnh mẽ với chỉ đạo quyết liệt của Chính phủ và Ngân hàng nhà nước, đặc biệt trong phê duyệt chủ trương chuyển giao bắt buộc 4 ngân hàng diện kiểm soát đặc (...) biệt nhằm lành mạnh và ổn định hệ thống ngân hàng. Tuy nhiên, với thực trạng nền kinh tế suy thoái, những vấn đề về nợ xấu gia tăng vượt qua ngưỡng an toàn 3%, tỷ lệ bao phủ nợ xấu giảm xuống dưới 100%, tín dụng tăng trưởng chậm, biên lợi nhuận thu hẹp đang trở thành nguy cơ dẫn dến rủi ro hoạt động của hệ thống ngân hàng Việt Nam. Trước thực trạng đó, tác giả đưa ra một số khuyến nghị chính sách nhằm nâng cao hiệu quả tái cơ cấu hệ thống ngân hàng. (shrink)

Kết quả cho thấy, các thành phần Chuẩn chủ quan, Nhận thức kiểm soát hành vi, Thái độ với (...) việc lựa chọn đều có ảnh hưởng tích cực đến Ý định lựa chọn sản phẩm du lịch xanh. Hơn nữa, kết quả cũng chỉ ra được mối quan hệ trung gian một phần của Thái độ với việc lựa chọn. Từ kết quả nghiên cứu, một số hàm ý quản trị được đề xuất. (shrink)

To hold an environmental ethic is to hold that non-human beings and states of affairs in the natural world have intrinsic value. This seemingly straightforward claim has been the focus of much recent philosophical discussion of environmental issues. Its clarity is, however, illusory. The term ‘intrinsic value’ has a variety of senses and many arguments on environmental ethics suffer from a conflation of these different senses: specimen hunters for the fallacy of equivocation will find rich pickings in the area. This (...) paper is largely the work of the underlabourer. I distinguish different senses of the concept of intrinsic value, and, relatedly, of the claim that non-human beings in the natural world have intrinsic value; I exhibit the logical relations between these claims and examine the distinct motivations for holding them. The paper is not however merely an exercise in conceptual underlabouring. It also defends one substantive thesis: that while it is the case that natural entities have intrinsic value in the strongest sense of the term, i.e., in the sense of value that exists independently of human valuations, such value does not as such entail any obligations on the part of human beings. The defender of nature’s intrinsic value still needs to show that such value contributes to the well-being of human agents. (shrink)

Here I consider Georges Canguilhem's remarkable essay ‘On Science and Counter-Science’ (1971) as a reflection on both the life and the philosophy of his departed friend Jean Hyppolite. I begin by suggesting that Canguilhem's essay takes up and critiques Hyppolite's critique of empirical reason in Logic and Existence (1953). Drawing upon materials from the Canguilhem archives, I then demonstrate that Canguilhem composed the 1971 essay by returning to and drawing from a seminar he gave in 1955–56 on ‘Science and Error’. (...) I consider the significance of this ‘return’ as a kind of memento mori. In ‘On Science and Counter-Science’ Canguilhem pursues a vivid account of the significance of error within (scientific) reason, as caught between the twin poles of Cartesian correction and Nietzschean affirmation. In his refusal to choose between these poles, Canguilhem affirms the restless vital quality of the trace of the concept, which destabilises the perfection of death and the absolute. (shrink)

And one of the most influential and controversial theses associated with that school is the thesis that metaphysics cannot be established as a distinct and autonomous science unless one has already proven the existence of a positively immaterial being. The purpose of this paper is to show that River Forest Thomism cannot and should not be reduced to (...) that controversial thesis. As such, rejection of the thesis cannot and should not constitute a rejection of the school. Indeed, as soon as we understand what River Forest Thomism was really about, it will become clear that all Thomists should be River Forest Thomists. (shrink)

In moving into the Roman world, the first Christians encountered a secular culture whose social, political and cultural characteristics bore a striking resemblance to the contemporary period. Yet these Christians did not feel constrained to present only those aspects of their message that would be acceptable. For most of its history, the presentation of a Christian message in the “public square” has entailed both theological and philosophical perspectives. Today, Catholics seem “self-limited” by an unspoken demand that they argue solely from (...) philosophical and scientific positions in public debates. This approach often fails to present a distinctively Christian viewpoint. As early as 1946, Henri de Lubac pointed out that this side-lining of the Christian view was not solely the result of secularist agitation. Since the sixteenth century, the generally accepted notion that human reality is composed of two separate dimensions – natural and a supernatural – has given the impression that one can speak of a discrete natural order which is unaffected by grace. While this approach still has its defenders, many Catholic intellectuals have pointed to its shortcomings, both theologically and philosophically. When Catholics confine themselves to naturalistic arguments, they deceive no one. Secularists – who argue from their own perspective of “belief ” – are able to accuse their Catholic opponents of having a hidden agenda, and of lacking the courage of their convictions by concealing what really motivates them. Any movement away from this situation is likely to be met with derision. Nevertheless, while neither Christians nor Secularists should impose their political views on others, Catholics should feel free to mount the full range of their arguments in public and should reject the notion that they are bound by rules of engagement set by their intellectual opponents. Báo cáo này đưa ra 2 kết luận tối quan trọng: a) Dầu mỏ và khí đốt vẫn chiếm tới 54% tổng nguồn cung năng (...) lượng của thế giới vào năm 2050; b) Phát thải CO2 vẫn cao gấp 2 lần kịch bản cần thiết mà IPCC đặt ra. Purpose: The modern development of mass culture is characterized by the growth of the market for graphic narratives, the rapid increase in the segment of digital comics, and the active use of comics as a communication tool in various industries and disciplinary areas. The purpose of the study: to determine the media capabilities of the comics in presenting educational, cross-cultural, problematic, and ethical content of modern organizational culture. Design / Method / Approach: The review nature of the article involves the (...) use of traditional general scientific methods (description, comparison, abstraction, and specification). The interdisciplinary nature of the study actualized the comparative method in presenting the cross-cultural features of organizational/office/corporate comics. Findings: The influence of visual mass culture and the spread of interdisciplinary research tools made it possible to analyze three areas within the stated problematic: adaptive and audience-oriented comics techniques popularized their use for training and educational purposes; the possibility of comparing the typology of world comics with cross-cultural global studies (we relied on the methodology and results of the GLOBE (Global Leadership and Organizational Behavior Effectiveness) project); the ability of the comics to reproduce, maintain, and spread the tradition of a particular organizational culture. Theoretical value of the study: The work has expanded: (1) the possibilities of a multidisciplinary approach to comics culture in order to clarify the interdisciplinary methodology; (2) the idea of forming and maintaining an authentic organizational culture using comics techniques; (3) the possibilities of using graphic narratives in the process of educational and professional communication. Practical value of the study: The possibilities of using comics in modern organizational culture at the level of self-presentation, training, and maintaining traditions. Originality/value of the study: A multidirectional analysis of the influence of mass culture (comics as a part of it) on the representation of everyday modern business processes is presented. Research limitations / Future research: Analyzing business processes in the language of graphic culture requires valid methods. Further research requires a larger statistical sample and improved interdisciplinary methods. -/- Мета роботи: Сучасний розвиток масової культури характеризується зростанням ринку графічних наративів, стрімким збільшенням сегмента цифрових коміксів, активним використанням коміксу як інструменту комунікації в різних галузях і дисциплінарних напрямах. Мета дослідження: визначити медійні можливості коміксу в представленні освітньо-навчального, кроскультурного та проблемно-етичного контенту сучасної організаційної культури. Дизайн / Метод / Підхід дослідження: Оглядовий характер статті передбачає залучення традиційних загальнонаукових методів (опис, порівняння, абстрагування та конкретизація). Міждисциплінарність дослідження актуалізувала компаративний метод у представленні крос-культурних особливостей організаційних/офісних/корпоративних коміксів. Результати дослідження: Вплив візуальної масової культури та поширення міждисциплінарних інструментів дослідження уможливили в межах заявленої проблематики аналіз трьох напрямів: адаптивні та аудиторноспрямовані коміксові техніки популяризували їх використання з навчальною та освітньою метою; можливість зіставлення типології світових коміксів з кроскультурними глобальними дослідженнями (ми спиралися на методику та результати проєкту GLOBE (Global Leadership and Organizational Behavior Effectiveness); можливості коміксу відтворювати, підтримувати та поширювати традицію певної організаційної культури. Теоретична цінність дослідження: Робота розширила: (1) можливості різновекторного підходу до коміксової культури з метою уточнення міждисциплінарної методики; (2) уявлення щодо формування та підтримки автентичної організаційної культури за допомогою коміксових технік; (3) можливості використання графічних наративів в процесі навчально-освітньої та професійної комунікації. Практична цінність дослідження: Можливості використання коміксу в сучасній організаційній культурі на рівні самопрезентації, навчання та підтримки традицій. Оригінальність/цінність дослідження: Презентовано різновекторний аналіз впливу масової культури (коміксової як її частини) на представлення повсякдення сучасних бізнес-процесів. Обмеження дослідження / Майбутні дослідження: Аналіз бізнес-процесів мовою графічної культури вимагає валідних методів. Подальші дослідження потребують більшої статистичної вибірки та вдосконалення міждисциплінарних методик. (shrink)

This chapter examines the possibility of using AI technologies to improve human moral reasoning and decision-making, especially in the context of purchasing and consumer decisions. We characterize such AI technologies as artificial ethics assistants (AEAs). We focus on just one part of the AI-aided moral improvement question: the case of the individual who wants to improve their morality, where what constitutes an improvement is evaluated by the individual’s own values. We distinguish three broad areas in which an individual might think (...) their own moral reasoning and decision-making could be improved: one’s actions, character, or other evaluable attributes fall short of one’s values and moral beliefs; one sometimes misjudges or is uncertain about what the right thing to do is in particular situations, given one’s values; one is uncertain about some fundamental moral questions or recognizes a possibility that some of one’s core moral beliefs and values are mistaken. We sketch why one might think that AI tools could be used to support moral improvement in those areas, and describe two types of assistance: preparatory assistance, including advice and training supplied in advance of moral deliberation; and on-the-spot assistance, including on-the-spot advice and facilitation of moral functioning over the course of moral deliberation. Then, we turn to some of the ethical issues that AEAs might raise, looking in particular at three under-appreciated problems posed by the use of AI for moral self-improvement: namely, reliance on sensitive moral data; the inescapability of outside influences on AEAs; and AEA usage prompting the user to adopt beliefs and make decisions without adequate reasons. This paper addresses ways of arguing fors ome form of economic democracy from within a broadly Rawlsian framework. Firstly, one can argue that a right to participate in economic decision-making should be added to the Rawlsian list of basic liberties, protected by the first principle of justice. Secondly,I argue that a society which institutes forms of economic democracy will be more likely to preserve a stable and just basic structure over time, by virtue of the effects of economic democratization on (...) the development of an active, democratic character among citizens. Thirdly, I argue that a proper understanding of the demands of the difference principle shows that justice demands more than ex post redistribution, but also requires the ex ante redistribution of power and authority in economic life. This connects to Rawls’s discussion of the badness of inequality, and to his endorsement of a “property-owning democracy”. -/- My conclusion is that, even if we may doubt the success of this first Rawlsian argument,the second and third arguments are both successful, and together establish a strong Rawlsian case forseeing economic democratization as a requirement of justice. This article uses sim-max games to model perceptual categorization with the goal of answering the following question: To what degree should we expect the perceptual categories of biological actors to track properties of the world around them? I argue that an analysis of these games suggests that the relationship between real-world structure and evolved perceptual categories is mediated by successful action in the sense that organisms evolve to categorize together states of nature for which similar actions lead to similar results. Reconciling the many “faces” of Peirce – the Scientist, Philosopher, and Metaphysician - helps to make sense of the open-endedness and versatility of semiotics. Semiosis, for Peirce, knows no rigid hermeneutic or disciplinary bounds. It thus forces us to be open to interdisciplinary and holistic inquiries. The pragmatic maxim sets limits on metaphysical speculation, but it also legitimates the extension of the experimentalist method into cosmological, metaphysical, and even religious domains. Although Peirce's religious speculations are ultimately unsatisfactory, understanding why Peirce (...) expanded his thinking to such domains reveals the expansionist logic of Peircean semiotics beyond the mere idiosyncracies of the man. The triadic, dynamic logic of pragmatist inquiry seeks to expand to all social processes of fixing belief and forming habits, however quixotic; but it remains dubious whether such expansion can fully comport to the scientific, experimentalist method that Peirce preferred. Socialist republicans advocate public ownership and control of the means of production in order to achieve the republican goal of a society without endemic domination. While civic republicanism is often attacked for its conservatism, the relatively neglected radical history of the tradition shows how a republican form of socialism provides powerful conceptual resources to critique capitalism for leaving workers and citizens dominated. This analysis supports a programme of public ownership and economic democracy intended to reduce domination in the workplace and (...) wider society. I defend this socialist republicanism from both the Marxist objection that it overlooks the impersonal nature of domination under capitalism and the left-liberal objections that property-owning democracy or worker codetermination are sufficient to suppress dominating relationships. The resulting position identifies the need for more ambitious institutional grounds for republican liberty than is often supposed, while offering us a distinctive emancipatory justification for socialism. It is widely thought that functionalism and the qualia theory are better positioned to accommodate the ‘affective’ aspect of pain phenomenology than representationalism. In this paper, we attempt to overturn this opinion by raising problems for both functionalism and the qualia theory on this score. With regard to functionalism, we argue that it gets the order of explanation wrong: pain experience gives rise to the effects it does because it hurts, and not the other way around. With regard to the (...) qualia theory, we argue that it fails to capture the sense in which pain 's affective phenomenology rationalises various bodily-directed beliefs, desires, and behaviours. Representationalism, in contrast, escapes both of these problems: it gets the order of explanation right and it explains how pain 's affective phenomenology can rationalise bodily-directed beliefs, desires, and behaviours. For this reason, we argue that representationalism has a significant advantage in the debates about pain 's affective phenomenology. We end the paper by examining objections, including the question of what representationalists should say about so-called ‘disassociation cases’, such as pain asymbolia. (shrink)

Observers inspected normal, high quality color displays of everyday visual scenes while their eye movements were recorded. A large display change occurred each time an eye blink occurred. Display changes could either involve "Central Interest" or "Marginal Interest" locations, as determined from descriptions obtained from independent judges in a prior pilot experiment. Visual salience, as determined by luminance, color, and position of the Central and Marginal interest changes were equalized. -/- The results obtained were very similar to those obtained in (...) prior experiments showing failure to detect changes occurring simultaneously with saccades, flicker, or “mudsplashes” in the visual scene: Many changes were very hard to detect, and Marginal Interest changes were harder to detect than Central Interest changes. -/- Analysis of eye movements showed, as expected, that the probability of detecting a change depended on the eye’s distance from the change location. However a surprising finding was that both for Central and Marginal Interest changes, evenwhen observers were directly fixating the change locations (within 1 degree),more than 40% of the time they still failed to see the changes. It seems that looking at something does not guarantee you “ see” it. (shrink)

Collaboration is increasingly popular across academia. Collaborative work raises certain ethical questions, however. How will the fruits of collaboration be divided? How will the work for the collaborative project be split? In this paper, we consider the following question in particular. Are there ways in which these divisions systematically disadvantage certain groups? -/- We use evolutionary game theoretic models to address this question. First, we discuss results from O'Connor and Bruner (unpublished). In this paper, we show that underrepresented groups in (...) academia can be disadvantaged in such situations by dint of their small numbers. Second, we present novel results exploring how the hierarchical structure of academia can lead to bargaining disadvantage. We investigate models where one actor has a higher baseline of academic success, less to lose if collaboration goes south, or greater rewards for non-collaborative work. We show that in these situations, the less powerful partner is disadvantaged in bargaining over collaboration. (shrink)

The pandemic significantly raised the stakes for the translation of bioethics insights into policy. The novelty, range and sheer quantity of the ethical problems that needed to be addressed urgently within public policy were unprecedented and required high‐bandwidth two‐way transfer of insights between academic bioethics and policy. Countries such as the United Kingdom, which do not have a National Ethics Committee, faced particular challenges in how to facilitate this. This paper takes as a case study the brief career of the (...) Ethics Advisory Board (EAB) for the NHS Covid‐19 App, which shows both the difficulty and the political complexity of policy‐relevant bioethics in a pandemic and how this was exacerbated by the transience and informality of the structures through which ethics advice was delivered. It analyses how and why, after EAB's demise, the Westminster government increasingly sought to either take its ethics advice in private or to evade ethical scrutiny of its policies altogether. In reflecting on EAB, and these later ethics advice contexts, the article provides a novel framework for analysing ethics advice within democracies, defining four idealised stances: the pure ethicist, the advocate, the ethics arbiter and the critical friend. Modern scientific communication traditionally uses visual narratives, such as comics, for education, presentation of scientific achievements to a mass audience, and as an object of research. The article offers a three-level characterization of the interaction of comic culture and science in a diachronic aspect. Attention is focused not only on the chronological stages of these intersections, the expression of the specifics of the interaction is offered against the background of scientific and public discussions that accompany the comics–science dialogue to this (...) day. Within the framework of the first stage (the appearance and distribution of popular science and educational comics), the characteristics of comics content necessary for the different genesis are highlighted: documentary storytelling, educational practices of learning through drawing, active cooperation with well-known companies and institutions, informativeness and empathic involvement of the young reader in a heroico-romantic narrative of scientific discoveries and mastering nature. With the intensification of interdisciplinary approaches (the second stage), comics are increasingly involved in presenting scientific results within the most diverse fields. Comics-based research is becoming an interdisciplinary method and a widespread practical area with the corresponding formation of scientific tools (applied comics, data comics), forms of interdisciplinary interaction (graphic medicine, ethnography, narrative geography, urban comics, comics journalism, etc.), and scientific publications (“The Comics Grid: Journal of Comics Scholarship”, “Sequentials”). The national format of comics-based research is presented on the example of Ukrainian comics projects (historical, feminist comics). In the genesis of development, Comics Studies have gone from a field of research to disciplinary definitions. In the creation of the metadiscourse of the scientific direction (the third stage), the authors focused on scientific discussions, the formation of academic directions and approaches, and markers of disciplinary self-identification. Emphasis is placed on the unique phenomenon of the simultaneous concordance of various stages of the dialogue between comics and science, on the prolonged replication of successful inventions into modern experience, and the active testing of known narratives at new levels of a scientific presentation. The textbook's material is systematized according to the principle of a problem to a specific example of its installation in religion, culture, science, and philosophy. The publication is addressed to students studying in the field of training "Religious Studies", and recommended to students studying philosophy, as well as to anyone interested in issues of understanding religion taking into account the achievements of the phenomenology of religion.
