‘Low-Quality Democracy’ - The Validity of the Notion and D.L. Horowitz’s Exemplification: The Case of Indonesia. This article discusses problems relating to terms used to define former authoritarian states, which are already called democratic, although some undemocratic features still characterize them. The latest English language literature on political science relating to this subject uses three terms that seem similar in meaning: ‘illiberal democracy,’ ‘flawed democracy,’ and ‘low-quality democracy.’ They have not been conceptualized so far. This means that there has been (...) no transition from the stage of ideas or views on their content, i.e., pre-theoretical notions to theorized concepts. Consequently, the terms cannot be understood unequivocally. The term ‘low-quality democracy’ has been recently propagated by Donald L. Horowitz, a renowned American political scientist. This researcher uses the term primarily to name the type of political regime that was formed after 1998 in Indonesia – the third largest democratic country in terms of population in the world. Not only does Horowitz use this term, but he also tries to explain its importance using the example of the imperfections that characterize the young Indonesian democracy. The aim of this article is to answer three questions: firstly, what is – according to Horowitz – the content of the term ‘low-quality democracy’ exemplified by the Indonesian democracy?; secondly, what problems of low-quality democracy has Horowitz identified on the example of Indonesia?; and thirdly, should this term be used in political science literature if similar terms such as ‘illiberal democracy’ and ‘flawed democracy’ are also used? Artykuł traktuje o problemach dotyczących pojęć stosowanych do określania byłych państw autorytarnych, które choć zaliczane są już do demokratycznych, to nadal charakteryzują się pewnymi niedemokratycznymi cechami. W najnowszym anglojęzycznym piśmiennictwie politologicznym odnoszącym się do tego zagadnienia rywalizują ze sobą głównie trzy zbliżone znaczeniowo terminy: „demokracja nieliberalna” (illiberal democracy), „demokracja wadliwa” (flawed democracy) i „demokracja o niskiej jakości” (low-quality democracy). Nie doczekały się one dotąd konceptualizacji. Oznacza to, że w żadnym ze wskazanych przypadków nie nastąpiło przejście od stadium wyobrażenia, czy też poglądów na temat ich treści, a zatem od pojęć przed-teoretycznych (ang. notions) na poziom pojęć steoretyzowanych (ang. concepts). W konsekwencji nie mogą być i nie są rozumiane w sposób jednoznaczny. Termin demokracja o niskiej jakości zyskał niedawno propagatora w osobie uznanego amerykańskiego politologa Donalda L. Horowitza. Badacz ten stosuje przedmiotowy termin przede wszystkim w celu nazwania rodzaju reżimu politycznego, który został wykształcony po 1998 r. w Indonezji – trzecim największym pod względem wielkości populacji demokratycznym państwie świata. Horowitz nie tylko jednak używa tego terminu, ale również próbuje wytłumaczyć jego znaczenie na przykładzie niedoskonałości, które charakteryzują młodą demokrację indonezyjską. Artykuł ma na celu wyjaśnienie trzech kwestii: po pierwsze, jaka jest treść terminu demokracja o niskiej jakości, którego egzemplifikacją – w opinii Horowitza – jest demokracja indonezyjska; po drugie, jakie problemy demokracji o niskiej jakości zidentyfikował Horowitz na przykładzie Indonezji; i po trzecie, czy zasadne jest stosowanie tego pojęcia w piśmiennictwie politologicznym w sytuacji, gdy w użyciu pozostają takie zbliżone znaczeniowo terminy jak demokracja nieliberalna i demokracja wadliwa. Ameryka i świat są w trakcie upadku z nadmiernego wzrostu populacji, większość z nich w ostatnim stuleciu, a teraz wszystko to ze względu na 3-cia ludzi świata. Konsumpcja zasobów i dodanie jednego lub dwóch miliardów więcej około 2100 upadnie cywilizacji przemysłowej i doprowadzić do głodu, chorób, przemocy i wojny na oszałamiającą skalę. Miliardy umrą, a wojna nuklearna jest pewna. W Ameryce jest to znacznie przyspieszone przez masową imigrację i reprodukcję imigrantów, w połączeniu z nadużyciami możliwymi przez demokrację. Zdeprawowana ludzka natura (...) nieubłaganie zamienia marzenie o demokracji i różnorodności w koszmar przestępczości i ubóstwa. Główną przyczyną upadku jest niezdolność naszej wrodzonej psychologii do przystosowania się do współczesnego świata, która prowadzi ludzi do traktowania osób niepowiązanych tak, jakby mieli wspólne interesy. To, plus nieznajomość podstawowej biologii i psychologii, prowadzi do złudzeń inżynierii społecznej częściowo wykształconych, którzy kontrolują demokratyczne społeczeństwa. Niewielu rozumie, że jeśli pomożesz jednej osobie, skrzywdzisz kogoś innego — nie ma darmowego lunchu, a każdy przedmiot, który ktoś zużywa, niszczy ziemię nie do naprawienia. W związku z tym polityka społeczna na całym świecie jest niezrównoważona i wszystkie społeczeństwa bez rygorystycznej kontroli egoizmów popadną w anarchię lub dyktaturę. Bez dramatycznych i natychmiastowych zmian nie ma nadziei na zapobieżenie upadkowi Ameryki ani żadnego kraju, który podąża za systemem demokratycznym. Stąd mój esej "Samobójstwo przez demokrację". Jest również teraz jasne, że siedmiu socjopatów, którzy rządzą Chinami, wygrywa 3 wojnę światową, a więc mój esej końcowy na ich temat. Jedynym większym zagrożeniem jest sztuczna inteligencja, którą krótko komentuję. Kluczem do wszystkiego o nas jest biologia, i to jest niepamięć do niego, że prowadzi miliony inteligentnych wykształconych ludzi, takich jak Obama, Chomsky,Clinton, Partii Demokratycznej i papieża do espouse samobójcze utopijne ideały, które nieubłaganie prowadzić prosto do piekła na Ziemi. Jak zauważył W, to, co jest zawsze na naszych oczach, że jest najtrudniejsze do zobaczenia. Żyjemy w świecie świadomego deliberacyjnego systemu językowego 2, ale rządzi nieświadomy, automatyczny system refleksyjny 1. Jest to źródło uniwersalnej ślepoty opisanej przez Searle's The Phenomenological Illusion (TPI), Blank Slate Pinkera oraz Tooby and Cosmides' Standard Social Science Model. Pierwsza grupa artykułów próbuje dać pewien wgląd w to, jak się zachowujemy, że jest w miarę wolny od teoretycznych urojeń. W kolejnych trzech grupach komentuję trzy główne urojenia uniemożliwiające zrównoważony świat: technologię, religię i politykę (grupy spółdzielcze). Ludzie wierzą, że społeczeństwo może być zapisane przez nich, więc podam kilka sugestii w pozostałej części książki, dlaczego jest to mało prawdopodobne poprzez krótkie artykuły i recenzje ostatnich książek znanych pisarzy. Inna sekcja opisuje religijne złudzenie – że jest jakaś super moc, która nas uratuje. W następnej sekcji opisano cyfrowe urojenia, które mylą gry językowe Systemu 2 z automatyzmami Systemu Pierwszego, a więc nie mogą odróżnić maszyn biologicznych (tj. ludzi) od innych rodzajów maszyn (tj. komputerów). Inne cyfrowe urojenia są takie, że zostaniemy zbawieni od czystego zła (egoizm) systemu 1 przez komputery / AI / robotyka / nanotech / inżynieria genetyczna stworzona przez System 2. No Free Lunch główny mówi nam, że będą poważne i ewentualnie śmiertelne konsekwencje. Ostatnia część opisuje "The One Big Happy Family Delusion", czyli to, że jesteśmy wybierani do współpracy ze wszystkimi, a eufonialne ideały Demokracji, Różnorodności i Równości doprowadzą nas do utopii, jeśli po prostu dobrze zarządzamy rzeczami (możliwością polityki). Ponownie, No Free Lunch Zasada powinna ostrzegać nas to nie może być prawdą, i widzimy w całej historii i na całym współczesnym świecie, że bez ścisłej kontroli, egoizm i głupota zdobyć przewagę i wkrótce zniszczyć każdy naród, który obejmuje te urojenia. Ponadto małpi umysł gwałtownie dyskontuje przyszłość, dlatego współpracujemy przy sprzedaży dziedzictwa naszego potomka dla tymczasowych udogodnień, znacznie pogłębiając problemy. (shrink)

[ON SOME PREMISES OF HUMAN CONDUCT TOWARDS ANIMALS: REMARKS ON J.M. COETZEE'S WORKS]. O relacjach między ludźmi a zwierzętami i konieczności poszerzania praw zwierząt powiedziano już tak wiele, iż trudno jest dziś przedstawić jakiś zupełnie nowy punkt widzenia. Uważam jednak, że dla jakości debaty powinno się nagłaśniać pewne mniej znane argumenty używane w literaturze traktującej o prawach zwierząt. Argumenty te wypowiadane są niekiedy nie tyle przez filozofów praw zwierząt, czy jakichś znanych aktywistów, lecz przez intelektualistów, których praca nie ogniskuje (...) się wyłącznie na problemie relacji między ludźmi a zwierzętami. Do takich postaci należy J.M. Coetzee, urodzony w 1940 południowoafrykański pisarz, zdobywca literackiej nagrody Nobla, były profesor literatury na uniwersytecie w Kapsztadzie, który obecnie mieszka w Australii i wykłada na uniwersytecie w Adelajdzie. J.M. Coetzee poświęca wspomnianemu problemowi wiele miejsca w różnych swoich książkach i pismach. J.M. Coetzee zdaje się opierać swoje poglądy dotyczące relacji między ludźmi a zwierzętami na następujących podstawowych tezach: mimo, że zwierzęta są zdolne do odczuwania strachu, bólu oraz cierpienia, ludzie zwykle nie poczuwają się do posiadania wobec nich zobowiązań moralnych, a także nie mają wystarczającej wiedzy o zwierzętach i nie rozumieją znacznej części ich zachowań; w konsekwencji często nie okazują zwierzętom szacunku jako innym istotom żywym i traktują je głównie w kategoriach przydatności, niejednokrotnie źle a nawet okrutnie, oraz zwykle roszczą sobie prawo do wykorzystywania zwierząt dla swoich celów i do decydowania o ich życiu. Noblista zdaje się uznawać taki stan rzeczy za dalece niewłaściwy. Można zatem domniemywać, że, zdaniem J.M. Coetzee’ego, ludzki stosunek wobec zwierząt powinien być całkowicie przeciwny od przedstawionego. Powyższe stwierdzenia obarczone są jednak piętnem przypuszczenia. Choć bowiem z pewnością J.M. Coetzee należy do propagatorów praw zwierząt, nie wiadomo do końca, czy wszystkie poglądy, które wkłada w usta swoich literackich bohaterów również sam wyznaje. Postacie z książek i esejów J.M. Coetzee’ego zwykle prowadzą ze sobą dyskusje na temat relacji między ludźmi a zwierzętami. Argumenty przez nich przedstawiane są – na co zwraca uwagę choćby Peter Singer – ich argumentami. Taki zabieg literacki pozwala południowoafrykańskiemu pisarzowi na ewentualne zdystansowanie się od części poglądów wypowiadanych przez bohaterów swoich prac. (shrink)

Wywodzący się z Ghany, a tworzący w Stanach Zjednoczonych Kwasi Wiredu należy do grona najwybitniejszych współczesnych filozofów afrykańskich. W swych rozprawach politycznych obnaża wady demokracji liberalnej i postuluje, by demokracja w Afryce była budowana w oparciu o rodzime tradycje polityczne, które mają, w jego opinii, charakter demokratyczny. Wiredu negatywnie ocenia kondycję współczesnych demokracji liberalnych przede wszystkim z powodu charakteryzującej je dalece antagonistycznej praktyki uprawiania polityki, która kontrastuje z typową dla niektórych społeczeństw afrykańskich tradycją koncyliacyjną. Ghański filozof optuje za wykorzystaniem (...) w polityce afrykańskiej idei deliberacji (palaweru) oraz konsensualnego osiągania decyzji politycznych i proponuje zastąpienie partii politycznych działającymi na innych zasadach stowarzyszeniami politycznymi (political associations) oraz tworzenie rządu bez udziału partii politycznych. Proponowana przezeń koncepcja państwa pozapartyjnego (nonparty) jest atrakcyjna intelektualnie, ale rodzi liczne znaki zapytania. (shrink)

Marcel Gauchet to mało znany w Polsce historyk i filozof francuski. Żadna z jego książek nie została do tej pory przetłumaczona na język polski. Dostępny w tym języku jest jeden z esejów pochodzący z La démocratie contre elle-même (Demokracja przeciwko sobie samej), opublikowany w kwartalniku „Res Publica Nowa” w grudniu 2002 r. pt. Nowy wiek osobowości. Próba psychologii współczesnej, przełożony i opracowany przez Wiktora Dłuskiego. W tekście tym Gauchet stawia tezę o mającej miejsce we współczesnym świecie rewolucji antropologicznej, polegającej (...) na zmianie roli rodziny ze wspólnoty ustanawiającej i podtrzymującej więzi społeczne na grupę społeczną niemającą wpływu na kształt życia społecznego. Przybliżenie sylwetki Gaucheta wydaje się niezbędne, albowiem jego myśl stanowi ważki i godny uwagi głos w dyskusji nad stanem współczesnej polityki oraz świata. -/- W niniejszym artykule skupię się na dwóch poruszonych przez Gaucheta zagadnieniach. Pierwsze z nich to ideologiczne konsekwencje ostatniego kryzysu gospodarczego, m. in. pokonanie lewicowej frakcji politycznej przez prawicową czy kryzys demokracji objawiający się dominacją interesów jednostkowych nad wspólnotowymi. Drugą kwestię stanowi kryzys liberalizmu polegający na występowaniu dwóch sprzecznych trendów na scenie politycznej, mianowicie,dominacji idei państwa interwencjonistycznego, dążącego do zbudowania dobrze funkcjonującego państwa opiekuńczego oraz rosnącego w siłę domagania się praw jednostki, co odbywa się, zdaniem Gaucheta, kosztem państwa. -/- Źródła będące podstawą niniejszego tekstu to przede wszystkim wywiad Macieja Nowickiego z Marcelem Gauchetem pt. W artykule tym przedstawiam koncepcję rozwoju autorstwa wybitnego nigeryjskiego myśliciela i demokraty Claude’a Akego. Ake zaproponował abstrakcyjny paradygmat rozwoju społeczeństw afrykańskich w warunkach demokracji. Paradygmat ten opiera się na rolnej strategii rozwoju, zgodnie z którą powinien być on uzyskiwany małymi krokami i pierwotnie generowany na wsi. Ake zdefiniował rozwój jako proces, „poprzez który ludzie kształtują i zmieniają siebie oraz swoją sytuację życiową, by osiągać wyższe poziomy cywilizacyjne, zgodnie z własnymi wyborami i wartościami”. Zdaniem nigeryjskiego myśliciela, rozwój jako proces zbiorowy powinien (...) być wytwarzany przez tych, którzy mają go doświadczać. Ake krytykował dominujący, jego zdaniem, zachodni paradygmat rozwoju Afryki, zgodnie z którym rozwój może zostać narzucony Afrykanom z zewnątrz, a demokratyczna władza wcale nie musi stanowić warunku sine qua non rozwoju. W opinii Akego, zachodnie próby zintensyfikowania rozwoju w Afryce, które cechował brak zrozumienia dla afrykańskich uwarunkowań kulturowych, w tym sposobów myślenia i życia Afrykanów, skończyły się porażką. Koncepcja Akego, choć ciekawa i poparta ważnymi argumentami oraz przykładami, nie jest wolna od uogólnień i sprzeczności. Co więcej, jak się wydaje, nigeryjski myśliciel zaprezentował model rozwoju bliski autarkii i wyzuty z realiów współczesnej ekonomii. W konsekwencji krytycznie oceniam część opinii Akego i ukazuję podstawowe, moim zdaniem, ich mankamenty. (shrink)

Demokratyzacja, rozumiana jako proces zmierzający do przekształcenia rządów autorytarnych w ustrój demokratyczny, przebiega od początku lat 90. XX wieku w państwach Afryki Subsaharyjskiej w sposób niezwykle skomplikowany, a niekiedy wręcz dramatyczny. Źródła problemów procesu demokratyzacji w Afryce Subsaharyjskiej mogą przynajmniej po części leżeć w niewłaściwej organizacji politycznej wieloetnicznych społeczeństw państw afrykańskich. Organizacja ta zwykle nie zapewnia reprezentantom części grup etnicznych udziału w podejmowaniu decyzji politycznych, zwłaszcza na szczeblu władzy centralnej, i w konsekwencji często nie daje tym grupom możliwości obrony swoich (...) interesów. Wielu współczesnych afrykańskich myślicieli politycznych uważa, że podziały etniczne istniejące w państwach Afryki powinny znaleźć swoje odzwierciedlenie w konstrukcji ich systemów politycznych, co z kolei mogłoby usprawnić proces implementacji demokracji. Ważnych, ogólnych wskazówek przydatnych dla projektowania modeli demokracji odpowiednich dla państw afrykańskich można szukać w rozwiązaniach istniejących w wieloetnicznych Indiach, choć, co warto podkreślić, ani indyjska myśl polityczna ani indyjskie rozwiązania ustrojowe nie wydają się stanowić inspiracji dla współczesnych intelektualistów afrykańskich. Edukacyjny dla państw Afryki Subsaharyjskiej walor kazusu indyjskiego systemu politycznego sugerują jednak rozważania wybitnego politologa Arenda Lijpharta na temat elementów współrządzenia (power-sharing) w systemie politycznym niepodległych Indii. Krzysztof Trzciński, Źródła legitymacji tradycyjnego władztwa we współczesnej Afryce jako przyczynek do lepszego zrozumienia jego roli i fenomenu trwania, "Afryka" 2009, t. 29-30, s. 47-70. Legitymacja należy do kluczowych zagadnień myśli politycznej i jest nierozerwalnie powiązana między innymi z takimi terminami jak państwo, władza, obywatele, poddani, prawa i obowiązki. Pojęcie legitymacji jest niezwykle ważne i być może właśnie z tego powodu jego istota stanowi temat wielu dyskusji. W tym artykule nie będziemy jednak analizować sporów definicyjnych. Ograniczymy się do podejścia, jakie (...) proponuje Roger Scruton, unikając przedstawienia ścisłej definicji. Termin ‘legitymacja’ określa, jego zdaniem, to samo, co pojęcia ‘prawomocność władzy’ bądź ‘prawowite panowanie’. Gdy rządzący dzierżą władzę nie posiadając do tego uprawnienia, wówczas mówimy, że władza jest przez nich wykonywana bez legitymacji. Legitymacja dotyczy relacji między obywatelami (poddanymi) a władzą państwową lub – jak ma to miejsce na przykład w Afryce Subsaharyjskiej – lokalnym władztwem tradycyjnym. Pojęcie legitymacji odnosi się przede wszystkim do tak podstawowych zagadnień jak podporządkowanie się obywateli (poddanych) decyzji władz oraz prawo władzy państwowej (lub tradycyjnej) do ograniczania wolności obywateli (poddanych). Legitymacja była istotnym problemem politycznym na przestrzeni ludzkich dziejów i we wszystkich obszarach świata. Również i dziś stanowi aktualną kwestię. Władza we współczesnych państwach demokratycznych czerpie legitymację z woli elektoratu wyrażonej w wyborach. Nawet w takim wydawałoby się idealnym stanie rzeczy legitymacja niejednokrotnie stanowi przedmiot dyskusji. Seymour Martin Lipset pisze w tym kontekście o ‘szacunkowości’, czy też względności legitymacji i uważa, że ludzie w państwie uznają istniejący w nim system polityczny jako posiadający legitymację lub nie w zależności od tego, czy wartości systemu odpowiadają wartościom przez nich wyznawanym. I tak na przykład, gdy prezydentem demokratycznego państwa zostanie popierany przez nas kandydat, automatycznie uznajemy jego władzę za legitymowaną. Jeśli jednak wybory prezydenckie wygra osoba, której nie darzymy poparciem czy zaufaniem, wówczas zdarza się nam podważać jej legitymację, zwłaszcza gdy została wybrana na urząd w sytuacji niskiej frekwencji wyborczej. W państwach pokolonialnej Afryki problem legitymacji jest daleko bardziej skomplikowany niż w świecie zachodnim. Podczas gdy Max Weber wyróżnił trzy czyste typy prawomocnego panowania (legalne, tradycyjne i charyzmatyczne) w państwie, David Beetham uznał, że typologia ta jest nieadekwatna ze względu na różnorodność rodzajów władzy, które istniały w XX wieku. Pogląd Beethama odpowiada po części sytuacji w Afryce, gdzie w przypadku wielu pokolonialnych państw przetrwały różne lokalne systemy władzy przedkolonialnej (królestwa, sułtanaty, wodzostwa) o legitymacji tradycyjnej, przy jednoczesnym istnieniu na poziomie ogólnopaństwowym panowania legalnego lub quasi-legalnego, mniej lub bardziej zgodnego z państwowym porządkiem prawnym. [WHAT IS POLITICAL STABILITY?] Artykuł traktuje o problemie definiowania pojęcia „stabilność polityczna” państwa. Głównym jego celem jest odpowiedź na pytanie, co znaczy stwierdzenie, że dane państwo jest stabilne politycznie. Artykuł składa się z czterech części. W pierwszej wyjaśniany jest leksykalny sens słów: „stabilny”, „stabilność” i „stabilizacja”. Eseje tutaj są w większości już opublikowane w ciągu ostatniej dekady (choć niektóre zostały zaktualizowane), wraz z jednym niepublikowanym elementem, i nic tutaj nie będzie zaskoczeniem dla tych, którzy nadążyli za jego pracą. Podobnie jak W, jest uważany za najlepszego filozofa standupu swoich czasów, a jego twórczość pisemna jest solidna jak skała i przełomowa w całym. Many corporations are large, powerful, and wealthy. There are massive shortfalls of global justice, with hundreds of millions of people in the world living below the threshold of extreme poverty, and billions more living not far above that threshold. Where injustice and needs shortfalls must be remediated, we often look towards agents’ capabilities to determine who ought to bear the costs of rectifying the situation. The combination of these three claims grounds what I call a ‘linkage-based’ account of why corporations (...) have demanding positive duties to the global poor. In this paper, I put forward a distinctive linkage-based account of corporations’ positive duties centred on the idea of dependence and the importance of meeting agents’ core needs. In addition to outlining and defending this account, I will show that we can utilise its basic conceptual components to make headway on questions that have received insufficient attention in the business ethics literature; specifically, we can say something substantive about the weighting of needy agents’ competing claims to assistance, and about the limits to the demands that can be lodged against corporations on the basis of others' unmet needs. Having integrated considerations of duties' grounding, their comparative weight, and the limits of their demandingness into a single account of corporate positive duty, I conclude by discussing a challenge to attributing to corporations duties owed to the worst-off amongst the global poor. Over 1000 companies have either curtailed or else completely ceased operations in Russia as a response to its invasion of Ukraine, a mass corporate exodus of a speed and scale which we’ve never seen. While corporate withdrawal appears to have considerable public support, it’s not obvious that it has done anything to hamper the Russian war effort, nor is it clear what the long-run effects of corporate withdrawal as a regularised response to war might be. Given this, it’s important the (...) evaluate the ethical merits of such a response. In this paper I critique what I take to be the two most common arguments given in favour of voluntary corporate withdrawal, which I label ‘the instrumental argument’ and ‘the clean hands argument’ respectively. After illustrating their shortcomings, I reframe corporations’ predicament as a ‘spattered hands’ case—one where they may do good by remaining in a war-waging state, but where they contribute indirectly to grave wrongdoing by doing so. Drawing on ideas from the ‘Business for Peace’ and ‘Business and Human Rights’ literature, I highlight the potentially positive role of corporate presence within war-waging countries, before highlighting four considerations which corporations ought to bear in mind when determining whether to withdraw, or whether it is the lesser evil to stay and to let their hands be spattered. We generally accept that medicine’s conceptual and ethical foundations are grounded in recognition of personhood. With patients in vegetative state, however, we’ve understood that the ethical implications of phenomenal consciousness are distinct from those of personhood. This suggests a need to reconsider medicine’s foundations. What is the role for recognition of consciousness (rather than personhood) in grounding the moral value of medicine and the specific demands of clinical ethics? I suggest that, according to holism, the moral value of medicine is (...) secured when conscious states are recognized in everyday medical science. Moreover, consciousness fully motivates traditional principles of clinical ethics if we understand respect for autonomy as respect for the dominion of an experiencer in the private, inescapable realm of bodily experience. When medicine’s foundations are grounded in recognition of consciousness, we understand how patients fully command respect even when they lack capacity to exercise their bodily dominion through decision-making. R&D collaborations between industry, government, civil society, and research ) have recently gained attention from R&D theorists and practitioners. In aiming to come to grips with their complexity, past models have generally taken a stakeholder-analytical approach based on stakeholder types. Yet stakeholder types are difficult to operationalise. We therefore argue that a processual model is more suited for studying the interaction in QHCs because it eschews matters of titles and identities. We develop such a model in which the QHC is (...) represented as a process of generating four types of value: research value, market value, political value, and societal value. We then apply this processual model in analysing real-life cases of friction in QHCs. Friction is seen, not as an interpersonal clash, but as a discrepancy between two or more value-creation processes that compete for limited resources. (shrink)

Socialist republicans advocate public ownership and control of the means of production in order to achieve the republican goal of a society without endemic domination. While civic republicanism is often attacked for its conservatism, the relatively neglected radical history of the tradition shows how a republican form of socialism provides powerful conceptual resources to critique capitalism for leaving workers and citizens dominated. This analysis supports a programme of public ownership and economic democracy intended to reduce domination in the workplace and (...) wider society. I defend this socialist republicanism from both the Marxist objection that it overlooks the impersonal nature of domination under capitalism and the left-liberal objections that property-owning democracy or worker codetermination are sufficient to suppress dominating relationships. The resulting position identifies the need for more ambitious institutional grounds for republican liberty than is often supposed, while offering us a distinctive emancipatory justification for socialism. Demonstratives (words like ‘this’ and ‘that’) and indexicals (words like ‘I’, ‘here’, and ‘now’) seem intuitively to form a semantic family. Together they form the basic set of directly referring ‘context sensitive’ terms whose reference changes as the environment or identity of the speaker changes. Something that we might expect of a semantics for indexicals is therefore that it would be closely related to a semantics of demonstratives, although recent approaches have generally treated them separately. A promising new theory of (...) indexicals is the ‘token-contextual’ account, which accounts for a wide range of uses of indexicals without encountering the problems faced by competing models. So far this theory has not been considered for demonstratives, however, but only for the indexicals ‘I’, ‘here’ and ‘now’. In this paper I show that the token-contextual account can be elegantly extended to cover demonstratives. Doing so restores unity to our understanding of a natural semantic family, and allows us to identify a single rule governing the most basic context-sensitive terms. (shrink)

It is widely accepted that we are answerable in a special way for our intentional actions. And it is also widely accepted that we are thus answerable because we perform intentional actions for reasons. The aim of this chapter is to argue against this ‘reasons’ view of such answerability. First, reasons are distinguished from practical standards. Then, it is argued that the best interpretation of the practices in which we treat agents as answerable is that they fundamentally concern practical standards (...) rather than reasons. This view shows that we are answerable, not just because we are deliberators, but because we are executive agents whose complex executive capacities open us to criticism. (shrink)

This paper focuses on 3 features of Freyenhagen's Aristotelian version of Adorno. (a) It challenges the strict negativism Freyenhagen finds in Adorno. If we have morally relevant interests in ourselves, it is implicit that we have a standard by which to understand what is both good and bad for us (our interests). Because strict negativism operates without reference to what is good, it seems to be detached from real interests too. Torture, it is argued, is, among other things, a violation (...) of those interests. (b) Freyenhagen identifies the “impulse” in Adorno as an untutored yet moral reaction to morally demanding situations. The plausibility of this primitivism and its compatibility with Adorno's general worries about immediacy are considered. (c) The disruptive character of Adorno's version of the categorical imperative, its willingness to complicate action through wholesale reflection on the norms of what we are committing ourselves to, is set in contrast with Freyenhagen's Aristotelian claim that certain notions, such as “humanity,” cannot be intelligibly questioned. The charge of hypocrisy is a peculiar kind of accusation: it is damning and ubiquitous; it is used to deny the hypocrite standing to speak; and it is levelled against a great variety of conduct. Much of the philosophical literature on hypocrisy is aimed at explaining why hypocrisy is wrongful and worthy of censure. We focus instead on the use of the accusation of hypocrisy and argue for a revisionary claim. People think that hypocrisy in politics is bad and that (...) calling it out is good. Our novel claim is that even if hypocrisy in politics is bad (and that is a big if), calling it out is worse. We give a feminist case as to why accusations of hypocrisy are problematic. We also go further and claim that hypocrisy is a ubiquitous and perhaps even a necessary and beneficial part of political debate in liberal democracies. We also consider and reject candour as a possible alternative solution to hypocrisy in public debate. We argue that requiring people to be candid is not necessarily a good solution because it will often require one to divulge what is private when there are good reasons not to do so. (shrink)

The first part of this paper looks into the question of Lucretius’ philosophical sources and whether he draws almost exclusively from Epicurus himself or also from later Epicurean texts. I argue that such debates are inconclusive and likely will remain so, even if additional Epicurean texts are discovered, and that even if we were able to ascertain Lucretius’ philosophical sources, doing so would add little to our understanding of the De Rerum Natura. The second part of the paper turns to (...) a consideration of what Lucretius does with his philosophical sources. The arguments within the De Rerum Natura are not original. Nonetheless, the way Lucretius presents these arguments establishes him as a distinctive philosopher. Lucretius deploys non-argumentative methods of persuasion such as appealing to emotions, redeploying powerful cultural tropes, and ridicule. These methods of persuasion do not undercut or displace reasoned argumentation. Instead, they complement it. Lucretius’ use of these methods is rooted in his understanding of human psychology, that we have been culturally conditioned to have empty desires, false beliefs, and destructive emotions, ones that are often subconscious. Effective persuasion must take into account the biases, stereotypes, and other psychological factors that hinder people from accepting Epicurus’ healing gospel. (shrink)

It has been widely accepted that intentional actions are “the actions to which “a certain sense of the question ‘why?’ is given application” (Anscombe 1957/2000: 9). But there are robust reasons for thinking that this claim is false. First, there are intentional actions for which such questions are unsound. We have good reasons for thinking that the questions are not “given application” in these cases. Second, when these questions are “given application” this is best explained, it is argued, not in (...) terms of a necessary link between intentional action and this type of enquiry, but in terms of the fact that this is an enquiry that we pursue when we take an agent to have exercised certain of their rational capacities. To hold an environmental ethic is to hold that non-human beings and states of affairs in the natural world have intrinsic value. This seemingly straightforward claim has been the focus of much recent philosophical discussion of environmental issues. Its clarity is, however, illusory. The term ‘intrinsic value’ has a variety of senses and many arguments on environmental ethics suffer from a conflation of these different senses: specimen hunters for the fallacy of equivocation will find rich pickings in the area. This (...) paper is largely the work of the underlabourer. I distinguish different senses of the concept of intrinsic value, and, relatedly, of the claim that non-human beings in the natural world have intrinsic value; I exhibit the logical relations between these claims and examine the distinct motivations for holding them. The paper is not however merely an exercise in conceptual underlabouring. It also defends one substantive thesis: that while it is the case that natural entities have intrinsic value in the strongest sense of the term, i.e., in the sense of value that exists independently of human valuations, such value does not as such entail any obligations on the part of human beings. The defender of nature’s intrinsic value still needs to show that such value contributes to the well-being of human agents. (shrink)

This essay asks what it is about the practice of trade that grounds duties of justice between states as trade partners. The answer advanced is that such duties are grounded in the dependence that trade generates. The essay puts forward four conditions that a plausible account of grounding in trade must meet: it must admit of degrees, explain the distinctly international character of trade justice, ground both procedural and distributive duties, and it must be a necessary feature of all trade (...) relationships which generate duties of justice. A dependence account of grounding meets all four conditions, and does so in an intuitively compelling way. While other accounts of what grounds duties of trade justice can meet some of the conditions, none can meet all of them. Relative to rival candidates, then, the dependence account provides a firmer foundation for the ongoing attempts to develop a comprehensive theory of trade justice. (shrink)

This paper canvasses the various dimensions along which theories of truth may disagree about the extent to which truth is minimal.

I reconstruct the civic republican foundations of Eugene Debs’s socialist critique of capitalism, demonstrating how he uses a neo-roman conception of freedom to condemn waged labour. Debs is also shown to build upon this neo-roman liberty in his socialist republican objections to the plutocratic capture of the law and threats of violence faced by the labour movement. This Debsian socialist republicanism can be seen to rest on an ambitious understanding of the demands of citizen sovereignty and civic solidarity. While Debs (...) shares some of the commitments of earlier American labour republican critics of capitalism, he departs from them in his thoroughgoing commitment to common democratic ownership of productive property. His socialist republicanism remains valuable today for its ability to illuminate features of plutocratic control, judicial autocracy, and the regime of property best suited to suppressing economic domination. I conclude that Debs not only deserves a prominent place in an emerging radical republican canon but presents a distinctive contrast with many of his Marxist contemporaries and offers a compelling challenge to recent liberal, plebeian, and socialist forms of republicanism. A minimal truthmaker for a given proposition is the smallest portion of reality which makes this proposition true. Minimal truthmakers are frequently mentioned in the literature, but there has been no systematic account of what they are or of their importance. In this article we shall clarify the notion of a minimal truthmaker and argue that there is reason to think that at least some propositions have minimal truthmakers. We shall then argue that the notion can play a useful role (...) in truthmaker theory, by helping to explain the truth of certain propositions as precisely as possible. (shrink)

Logicism is the thesis that all or, at least parts, of mathematics is reducible to deductive logic in at least two senses: (A) that mathematical lexis can be defined by sole recourse to logical constants [a definition thesis]; and, (B) that mathematical theorems are derivable from solely logical axioms [a derivation thesis]. The principal proponents of this thesis are: Frege, Dedekind, and Russell. The central question that I raise in this paper is the following: ‘How did Russell construe the philosophical (...) worth of logicism?’ The argument that I build in response to this is that Russell perceived an inverse proportion between a logical reduction of mathematics and the certitude of non-novel mathematical theorems—such that the more we reduce mathematics to logic, the more certain we become of our mathematical theorems; this was portrayed through a presentation of mathematical knowledge as coherent. Therefore, I set out to sketch Russell’s coherence theory and appraise it in relation to the presence discourse: i.e., in relation to logicism and mathematical certainty. (shrink)

Biologists and philosophers of biology have argued that learning rules that do not lead organisms to play evolutionarily stable strategies (ESSes) in games will not be stable and thus not evolutionarily successful. This claim, however, stands at odds with the fact that learning generalization---a behavior that cannot lead to ESSes when modeled in games---is observed throughout the animal kingdom. In this paper, I use learning generalization to illustrate how previous analyses of the evolution of learning have gone wrong. It has (...) been widely argued that the function of learning generalization is to allow for swift learning about novel stimuli. I show that in evolutionary game theoretic models learning generalization, despite leading to suboptimal behavior, can indeed speed learning. I further observe that previous analyses of the evolution of learning ignored the short term success of learning rules. If one drops this assumption, I argue, it can be shown that learning generalization will be expected to evolve in these models. I also use this analysis to show how ESS methodology can be misleading, and to reject previous justifications about ESS play derived from analyses of learning. (shrink)

Proclus and Aquinas envision a plurality of divine beings organized hierarchically under the aegis of a first principle: respectively, the One and the henads, and God and His angels. While the differences rule out a wholescale application of Procline henadology to Thomas’ angelology, Aquinas, nevertheless, incorporates Proclus’ henadology into his angelology in two ways. First, Aquinas borrows from Procline henadology when explaining the differences between angels: these can be known in an approximate way from their observable effects. This article develops a civic republican approach to medical ethics. It outlines civic republican concerns about the domination that arises from subjection to an arbitrary power of interference, while suggesting republican remedies to such domination in healthcare. These include proposals for greater review, challenge and pre-authorisation of medical power. It extends this analysis by providing a civic republican account of assistive arbitrary power, showing how it can create similar problems within both formal and informal relationships of care, and offering strategies (...) for tackling it. Two important objections to civic republican medical ethics—that it overvalues independence and political participation in healthcare—are also considered and rebutted. (shrink)

This chapter examines the possibility of using AI technologies to improve human moral reasoning and decision-making, especially in the context of purchasing and consumer decisions. We characterize such AI technologies as artificial ethics assistants (AEAs). We focus on just one part of the AI-aided moral improvement question: the case of the individual who wants to improve their morality, where what constitutes an improvement is evaluated by the individual’s own values. We distinguish three broad areas in which an individual might think (...) their own moral reasoning and decision-making could be improved: one’s actions, character, or other evaluable attributes fall short of one’s values and moral beliefs; one sometimes misjudges or is uncertain about what the right thing to do is in particular situations, given one’s values; one is uncertain about some fundamental moral questions or recognizes a possibility that some of one’s core moral beliefs and values are mistaken. We sketch why one might think that AI tools could be used to support moral improvement in those areas, and describe two types of assistance: preparatory assistance, including advice and training supplied in advance of moral deliberation; and on-the-spot assistance, including on-the-spot advice and facilitation of moral functioning over the course of moral deliberation. Then, we turn to some of the ethical issues that AEAs might raise, looking in particular at three under-appreciated problems posed by the use of AI for moral self-improvement: namely, reliance on sensitive moral data; the inescapability of outside influences on AEAs; and AEA usage prompting the user to adopt beliefs and make decisions without adequate reasons. This article undertakes a republican analysis of power in the workplace and labour market in order to determine whether workers are dominated by employers. Civic republicans usually take domination to be subjection to an arbitrary power to interfere with choice. But when faced with labour disputes over what choices it is normal for workers to make for themselves, these accounts of domination struggle to determine whether employers possess the power to interfere. I propose an alternative capabilitarian conception of domination as (...) the arbitrary power to determine access to capabilities necessary for relationships of equality between citizens. This approach allows us to diagnose domination in the workplace and the labour market but does not capture unfreedom arising from the wider socio-structural position of workers. Thus, I supplement this capabilitarian account of the domination of workers with a structural account of dominating power, which reveals a richer set of conditions under which employers dominate workers. In ‘The Epistemic Goals of the Humanities’, Stephen Grimm (2024) argues for epistemic continuities between the humanities, on one hand, and the social and natural sciences, on the other. This paper focuses on discontinuities. Drawing inspiration from Svetlana Alexievich’s literary non-fiction, I argue that if a reader is to gain a specific kind of understanding of the actions of the agents who appear in such work, they must engage in a rational evaluation of those agents’ reasons and actions. This epistemic (...) process may yield, not just understanding of another’s action, but a grip on the evaluative distance between the reader and the agents she reads about, together with a greater appreciation of normative matters. These epistemic gains are, I suggest, central to the value of the humanities, and play a key role in its corrective power. (shrink)

The republican ideal of non-domination identifies the capacity for arbitrary interference as a fundamental threat to liberty that can generate fearful uncertainty and servility in those dominated. I argue that republican accounts of domination can provide a powerful analysis of the nature of legal and institutional power that is encountered by people with mental disorders or cognitive disabilities. In doing so, I demonstrate that non-domination is an ideal which is pertinent, distinctive, and desirable in thinking through psychological disability. Finally, I (...) evaluate republican strategies for contesting domination, focusing on the limits of contestatory democracy, and proposing a participatory alternative which better addresses problems of political agency in the mentally disordered and cognitively disabled. Radical constructivists appeal to self-legislation in arguing that rational agents are the ultimate sources of normative authority over themselves. I chart the roots of radical constructivism and argue that its two leading Kantian proponents are unable to defend an account of self-legislation as the fundamental source of practical normativity without this legislation collapsing into a fatal arbitrariness. Christine Korsgaard cannot adequately justify the critical resources which agents use to navigate their practical identities. This leaves her account riven between rigorism and (...) voluntarism, such that it will not escape a paradox that arises when self-legislation is unable to appeal to external normative standards. Onora O'Neill anchors self-legislation more firmly to the self-disciplining structures of reason itself. However, she ultimately fails to defend sufficiently unconditional practical norms which could guide legislation. These endemic problems with radical constructivist models of self-legislation prompt a reconstruction of a neglected realist self-legislative tradition which is exemplified by Christian Wolff. In outlining a rationalist and realist account of self-legislation, I argue that it can also make sense of our ability to overcome anomie and deference in practical action. Biomedical diagnostic science is a great deal less successful than we've been willing to acknowledge in bioethics, and this fact has far-reaching ethical implications. In this article I consider the surprising prevalence of medically unexplained symptoms, and the term's ambiguous meaning. Then I frame central questions that remain answered in this context with respect to informed consent, autonomy, and truth-telling. Finally, I show that while considerable attention in this area is given to making sure not to provide biological care to (...) patients without a need, comparatively little is given to the competing, ethically central task of making sure never to obstruct access to biological care for those with diagnostically confusing biological conditions. I suggest this problem arises from confusion about the philosophical value of vagueness when it comes to the line between biological and psychosocial needs. (shrink)

Semantic deference is the apparent phenomenon whereby some of -/- our concepts have their content fixed by the minds of others. The -/- phenomenon is puzzling both in terms of how such concepts are -/- supposed to work, but also in terms of why we should have -/- concepts whose content is fixed by others. Here I argue that if we -/- rethink semantic deference in terms of extended mind reasoning -/- we find answers to both of these questions: the (...) minds of others -/- can be understood to play a role in storing the semantic knowledge -/- underpinning our concepts without undermining their -/- functionality, and this ‘outsourcing’ of semantic knowledge greatly -/- expands our overall knowledge-bearing capacity, both at the level -/- of the individual and the community. I conclude that deference in -/- fact affords stronger grounds for a social expansion of knowledge -/- than standard extended mind reasoning permits. (shrink)

In this paper, we raise and discuss a puzzle about the relationships among goods, reasons, and deontic status. Suppose you have it within your power to give someone something they would enjoy. The following claims seem platitudinous: you can use this power to reward whatever kind of option you want, thereby making that option better and generating a reason for that person to perform it; this reason is then weighed alongside and against the other reasons at play; and altogether, the (...) reasons determine the deontic statuses of that person’s options. We show, however, that in a certain class of cases at least one of these apparent platitudes must be false. In particular, we show that in a certain kind of case wrongfulness cannot be rewarded. In some cases, if one tries to reward wrongfulness, something surprising must go awry: either what you attempt to give as a reward would not, in fact, be good, or it would not generate a reason, or it would have a surprising effect on the deontic status of the relevant options. The upshot is that the relationships among goods, reasons, and deontic status are complicated in ways that have not previously been remarked. (shrink)

Overview of the Stoic position. Looks at the roots of their determinism in their theology, their response to the 'lazy argument' that believing that all things are fated makes action pointless, their analysis of human action and how it allows actions to be 'up to us,' their rejection of the Principle of Alternate Possibilities, their rejection of anger and other negative reactive attitudes, and their contention that submission to god's will brings true freedom.

This paper addresses ways of arguing fors ome form of economic democracy from within a broadly Rawlsian framework. Firstly, one can argue that a right to participate in economic decision-making should be added to the Rawlsian list of basic liberties, protected by the first principle of justice. Secondly,I argue that a society which institutes forms of economic democracy will be more likely to preserve a stable and just basic structure over time, by virtue of the effects of economic democratization on (...) the development of an active, democratic character among citizens. Thirdly, I argue that a proper understanding of the demands of the difference principle shows that justice demands more than ex post redistribution, but also requires the ex ante redistribution of power and authority in economic life. This connects to Rawls’s discussion of the badness of inequality, and to his endorsement of a “property-owning democracy”. -/- My conclusion is that, even if we may doubt the success of this first Rawlsian argument,the second and third arguments are both successful, and together establish a strong Rawlsian case forseeing economic democratization as a requirement of justice. This article argues that political injustices can arise from the distribution and character of our sexual desires and that we can be held responsible for correcting these injustices. It draws on a conception of structural injustice to diagnose unjust patterns of sexual attraction, which are taken to arise when socio-structural processes shaping the formation of sexual desire compound systemic domination and capacity-deprivation for the occupants of a social position. Individualistic and structural solutions to the problem of unjust patterns of sexual (...) attraction are assessed in the context of racialised sexual aversion, racial fetishism, and the desexualisation of people with disabilities. While both forms of intervention can help in principle, some of the advantages of structural approaches are laid out. A schema for assigning political responsibilities for addressing this injustice is proposed, with some limits identified to the kinds of state and social responses that are justified. Finally, the status of the merely aesthetically unappealing is considered, with a relational egalitarian approach concluding that they are subject to structurally unjust patterns of sexual desire only when exposed to oppression or second-class citizenship as a result.
