Social machines are a prominent focus of attention for those who work in the field of Web and Internet science. Although a number of online systems have been described as social machines, there is, as yet, little consensus as to the precise meaning of the term “social machine.” This presents a problem for the scientific study of social machines, especially when it comes to the provision of a theoretical framework that directs, informs, and explicates the scientific and engineering activities (...) of the social machine community. The present paper outlines an approach to understanding social machines that draws on recent work in the philosophy of science, especially work in so-called mechanical philosophy. This is what might be called a mechanistic view of social machines. According to this view, social machines are systems whose phenomena are explained via an appeal to socio-technical mechanisms. We show how this account is able to accommodate a number of existing attempts to define the social machine concept, thereby yielding an important opportunity for theoretical integration. (shrink)

Alongside existing research into the social, political and economic impacts of the Web, there is a need to study the Web from a cognitive and epistemic perspective. This is particularly so as new and emerging technologies alter the nature of our interactive engagements with the Web, transforming the extent to which our thoughts and actions are shaped by the online environment. Situated and ecological approaches to cognition are relevant to understanding the cognitive significance of the Web because of the emphasis (...) they place on forces and factors that reside at the level of agent–world interactions. In particular, by adopting a situated or ecological approach to cognition, we are able to assess the significance of the Web from the perspective of research into embodied, extended, embedded, social and collective cognition. The results of this analysis help to reshape the interdisciplinary configuration of Web Science, expanding its theoretical and empirical remit to include the disciplines of both cognitive science and the philosophy of mind. Since 2013, Vietnam has implemented a plan to reform the whole education sector. However, there is little understanding on the status of educational research in Vietnam, which may lay the foundation for such plan. Thus, this research aims to analyze the whole picture of educational research from Vietnam, as seen from the Clarivate Web of Science (WOS) database: 215 publications were recorded, ranging from 1991 to 2018. These 215 publications were further analyzed from five perspectives: 1) number of publications (...) by year; 2) research fields and levels of education; 3) top institutions with the highest number of publications; 4) international collaboration; and 5) quality. Some of the most notable results are: 1) the educational sciences in Vietnam have been still under-developed until recently; 2) among different research topics research among educational sciences, some (e.g., Vocational Education and Training or Early Childhood Education) seemed to be overlooked whereas others (e.g., Higher Education and Teaching and Learning) seemed to receive more attention from educational scholars; 3) all the most major education – specialized universities did not appear among the top five institutions with highest number of publications; 4) Australia, Thailand, the USA, New Zealand and China were the countries with the highest number of co-publications with Vietnamese researchers; and 5) The majority of publications belonged to low-ranked journals. Implications would be withdrawn for Vietnamese policymakers, education leaders, educational researchers and teachers in order to adjust their policies and/or action plans; thus, enhancing the performance and impacts of educational research in the future. Objective: The measurement of international publication activities is one of the essential indicators used to evaluate the scientific development level of countries. Although many studies are using the bibliometric method in the literature, it is seen that there are very few bibliometric studies in the field of anatomy. This study aimed to analyze the articles bibliometrically which conducted by researchers at institutions from Turkey and indexed in Science Citation Index Expanded (SCI-E) of the Web of Science database in (...) the category of Anatomy and Morphology. Materials and Methods: According to 2019 data, journals in the Anatomy and Morphology category and indexed in the SCI-E were determined. Publications from Turkey that were published in these journals was determined. The full-texts of these articles were examined, and study types were defined. Also, VOSviewer software was used to create a collaboration and word co-occurrence network. Results: It was determined that there were 48,002 publications in 21 journals. It was found that 1,461 publications (3.04%) have at least one author from Turkey. The total number of citations was 11,728 for these publications. The average number of citations was 8.02±11.95. The radiological studies have increased statistically more than both experimental animal and cadaveric studies by years. In addition, it has been determined that the total number of articles, especially the radiological studies, has increased significantly over the years. Conclusion: The increase in the number of scientific studies in the field of anatomy is important in terms of the contribution of Turkey to literature in this area. (shrink)

Scalability, efficiency, and security had been a persistent problem over the years in data mining, several techniques had been proposed and implemented but none had been able to solve the problem of scalability, efficiency and security from cloud computing. In this research, we solve the problem scalability, efficiency and security in data mining over cloud computing by using a restful web services and combination of different technologies and tools, our model was trained by using different machine learning algorithm, and finally (...) using different validation and cross-validation methods to compare and validate our results. A new layer of complexity, constituted of networks of information token recurrence, has been identified in socio-technical systems such as the Wikipedia online community and the Zooniverse citizen science platform. The identification of this complexity reveals that our current understanding of the actual structure of those systems, and consequently the structure of the entire World Wide Web, is incomplete, which raises novel questions for data science research but also from the perspective of social epistemology. Here we establish the (...) principled foundations and practical advantages of analyzing information diffusion within and across Web systems with Transcendental Information Cascades, and outline resulting directions for future study in the area of socio-technical systems. We also suggest that Transcendental Information Cascades may be applicable to any kind of time-evolving system that can be observed using digital technologies, and that the structures found in such systems comprise properties common to all naturally occurring complex systems. Familiarity and attention to the reasons for the retraction of publications can prevent the rapid growth of these documents in the future. The ascending trend in the retraction of publications in the 10 countries is worrying, requiring the serious attention of scientific authors and policymakers.

The computer science (CS) graduated students suffered from documenting their projects and specially from coordinating it. In addition, students’ supervisors faced difficulties with guiding their students to an efficient process of documenting. In this paper, we will offer a suggestion as a solution to the mentioned problems; that is an application to make the process of documenting computer science (CS) student graduation project easy and time-cost efficient. The Complaint Service Information System is a web-based platform designed for the Dewantara District Office. The title Complaint Service Information System is based on the need for technological solutions to improve the quality of public services, especially in han-dling public complaints. This system was chosen because it facilitates more efficient complaint reporting, increases transparency, and speeds up responses to issues raised by the public. By applying information technology in handling complaints, it is hoped that we can create a public service (...) environment that is more responsive, open and adaptive to the ever-growing needs of society. The process of cre-ating a complaint service information system involves several main stages. First, the needs analysis stage is carried out to identify and understand the needs of users and related parties in handling complaints. This involves a survey and analysis of associated documents. Next, the system design and design stage involves database structure, user interface, and business logic. This Information System design process involves critical steps to ensure the success and effectiveness of the system, including coding, creating a user interface, and set-ting up a database. The results of designing the Complaint Service Information System include a simple and responsive user interface, an online complaint form, a status tracking system, and analytical reports. A structured and secure database stores, manages, and retrieves complaint data. Afterwards, the implementation phase involves running the entire system and, if necessary, data migration. Through the creation of this Information System, it is hoped to evaluate the impact of the level of accessibility and ease of navigation in the system on employee performance in searching, monitoring and managing incoming complaints. With a web-based approach, this system provides easy, fast access for users from various locations and increases transparency in managing services provided to the community. (shrink)

What is W. V. O. Quine’s relationship to classical pragmatism? Although he resists the comparison to William James in particular, commentators have seen an affinity between his “web of belief” model of theory confirmation and James’s claim that our beliefs form a “stock” that faces new experience as a corporate body. I argue that the similarity is only superficial. James thinks our web of beliefs should be responsive not just to perceptual but also to emotional experiences in some cases; Quine (...) denies this. I motivate James’s controversial view by appealing to an episode in the history of medicine when a researcher self-experimented by swallowing a vial of bacteria that at the time had not been studied in much detail. The researcher’s commitment to his own as-yet untested hypothesis was based in part on emotional considerations. Finally, I argue that Quine’s insistence that emotions can never be relevant to adjusting our web of belief reflects a tacit holdover of one of logical positivism’s crucially anti-pragmatist commitments—that philosophy of science should focus exclusively on the context of justification, not the context of discovery. James’s emphasis on discovery as a (perhaps the) crucial locus for epistemological inquiry is characteristic of pragmatism in general. Since Quinean epistemology is always an epistemology of justification, he is not happily viewed as a member of the pragmatist tradition. (shrink)

The study aimed to promote the school online, provide timely, engaging, and current information of the school to employees, learners, parents, and community, share updates of school activities online, supply downloadable instructional materials and resources for both employees and students. Also, it evaluated the assessment of teaching and non-teaching staff, learners, parents and IT specialists to the ISO 25010:2011 software quality standards of the developed Web-based School Information and Publication System along functional and suitability, maintainability, usability, security, reliability, performance efficiency, (...) compatibility, and portability. This study was descriptive and developmental research. The researcher used the iterative waterfall software methodology. The overall assessment on the Web-Based School Information and Publication System in its quality and standard was “Excellent”. Furthermore, based on the findings, the system was beneficial and informative for the school, especially for learners. It was determined that the system was generally acceptable and conformed to the quality software characteristics needed by ISO 25010:2011 standards. (shrink)

We start with the ambition -- dating back to the early days of the semantic web -- of assembling a significant portion human knowledge into a contradiction-free form using semantic web technology. We argue that this would not be desirable, because there are concepts, known as essentially contested concepts, whose definitions are contentious due to deep-seated ethical disagreements. Further, we argue that the ninetenth century hermeneutical tradition has a great deal to say, both about the ambition, and about why it (...) fails. We conclude with some remarks about statistics. During the Covid-19 pandemic, a considerable amount of people seem to have been lured into believing in conspiracy theories. These people deliberately disregard expert advice by virologists and physicians concerning social behaviour that is aimed at reducing the number of new infections. Disregarding traditional experts and their advice is just one example of what, in the philosophy of science, is referred to as a crisis of expertise – the phenomenon whereby people seem to have lost their trust in traditional (...) expert advice and are looking for alternatives. In the following paper, the trend to use Internet technology as an epistemic alternative will be analysed in detail by investigating the question of whether the Internet really allows people to become epistemically more autonomous. The focus will be on the epistemic and moral vulnerability of people resorting to new media tools instead of relying on traditional expert opinion. It will be shown that some important presuppositions about the Internet and, in particular, social media tools as alternative ways to collect information and find emotional support in a group of like-minded people cannot be maintained. Recent years have seen a surge in online collaboration between experts and amateurs on scientific research. In this article, we analyse the epistemological implications of these crowdsourced projects, with a focus on Zooniverse, the world’s largest citizen science web portal. We use quantitative methods to evaluate the platform’s success in producing large volumes of observation statements and high impact scientific discoveries relative to more conventional means of data processing. Through empirical evidence, Bayesian reasoning, and conceptual analysis, we show how (...) information and communication technologies enhance the reliability, scalability, and connectivity of crowdsourced e-research, giving online citizen science projects powerful epistemic advantages over more traditional modes of scientific investigation. These results highlight the essential role played by technologically mediated social interaction in contemporary knowledge production. We conclude by calling for an explicitly sociotechnical turn in the philosophy of science that combines insights from statistics and logic to analyse the latest developments in scientific research. Ever since the era of internet had ushered in cloud computing, there had been increase in the demand for the unlimited data available through cloud computing for data analysis, pattern recognition and technology advancement. With this also bring the problem of scalability, efficiency and security threat. This research paper focuses on how data can be dynamically mine in real time for pattern detection in a secure cloud computing environment using combination of decision tree algorithm and Random Forest over a restful (...) Application Programming Interface (API). We are able to successfully Implement data mining on cloud computing bypassing or avoiding direct interaction with data warehouse and without any terminal involve by using combination of IBM Cloud storage facility, Amazing Web Service, Application Programming Interface and Window service along with a decision tree and Random Forest algorithm for our classifier. In the last decade Human-Computer Interaction (HCI) has started to focus attention on forms of persuasive interaction where computer technologies have the goal of changing users behavior and attitudes according to a predefined direction. In this work, we hypothesize a strong connection between logical fallacies (forms of reasoning which are logically invalid but cognitively effective) and some common persuasion strategies adopted within web technologies. Darwin’s explanation of biological speciation in terms of variation and natural selection has revolutionised biological thought. However, while his principle of natural selection, the fitness principle, has shaped biology until the present, its interpretation changed more than once during the almost 150 years of its history. The most striking change of the status of the principle is that, in the middle of the 20th century, it transmutated from an often disputed, groundbreaking insight into a tautology. Moreover, not only the interpretation (...) of the fitness principle, but the whole body of biological knowledge was subjected to significant modifications. In this paper, I relate modifications of the fitness principle to those of the respective body of biological knowledge. This body of knowledge is conceived as a Quinean web of belief. After an exposition of Darwin’s conception of the principle, which equated fitness with adaptedness to the environment, several of its changes are analysed with respect to different webs of biological knowledge. It is concluded that the different interpretations and the reshaping of the fitness principle are rational responses to the modified systems of background knowledge, which saved the coherence of the web of biological knowledge in each single case. Vietnam, with a geographical proximity and a high volume of trade with China, was the first country to record an outbreak of the new Coronavirus disease (COVID-19), caused by the Severe Acute Respiratory Syndrome Coronavirus 2 or SARS-CoV-2. While the country was expected to have a high risk of transmission, as of April 4, 2020—in comparison to attempts to contain the disease around the world—responses from Vietnam are being seen as prompt and effective in protecting the interests of its citizens, (...) with 239 confirmed cases and no fatalities. This study analyzes the situation in terms of Vietnam’s policy response, social media and science journalism. A self-made web crawl engine was used to scan and collect official media news related to COVID-19 between the beginning of January and April 4, yielding a comprehensive dataset of 14,952 news items. The findings shed light on how Vietnam—despite being under-resourced—has demonstrated political readiness to combat the emerging pandemic since the earliest days. Timely communication on any developments of the outbreak from the government and the media, combined with up-to-date research on the new virus by the Vietnamese science community, have altogether provided reliable sources of information. By emphasizing the need for immediate and genuine cooperation between government, civil society and private individuals, the case study offers valuable lessons for other nations concerning not only the concurrent fight against the COVID-19 pandemic but also the overall responses to a public health crisis. This book is about trying to comprehend the mind from both scientific and philosophical standpoints. In recent years interest has revived in the difficult problem of consciousness. The many difficulties of understanding our minds have been considered in the past, mainly from philosophical or religious viewpoints, but only more recently from scientific perspectives. The book charts the landscape and proposes that the fundamental thing in the world is an arrangement, and this concept can encompass both material objects and things of (...) the mind. This eliminates the old contrast between mind and matter as both should be properly considered as arrangements, producing a philosophical monism that is consistent with modern science. The idea that all mental activity should be viewed as essentially physical is considered not wrong but misconceived and irrelevant, as it is far from the most parsimonious explanation of many mental events. A viewpoint is developed that is sufficiently wide to encompass most human activities but narrowed to exclude certain philosophical puzzles. Suggestions are made about how some of the tough problems in the philosophy of mind, such as causality, intentionality, and the nature of qualia, can be resolved by considering the fundamental structures and limitations of thought, linguistic processes, and our position in the web of life and its evolution. The nature of acts of creation and their importance in the arts are considered, and suggestions are made about the place in our lives for spiritual beliefs. This book is different from others as it aims to provide a complete overview of the territory of the mind in a way that removes older philosophical dilemmas but is compatible with modern science. It offers a new perspective on the old difficulties of understanding the mind and presents new avenues of thought. (shrink)

A América e o mundo estão em processo de colapso devido ao crescimento excessivo da população, a maioria no século passado e agora tudo isso devido ao povo do 3º mundo. O consumo de recursos e a adição de mais um ou dois bilhões de ca. 2100 descontraírem a civilização industrial e provocarão fome, doenças, violência e guerra em escala impressionante. Bilhões morrerão e a guerra nuclear é quase certa. Na América, isso está sendo extremamente acelerado pela imigração maciça e (...) reprodução de imigrantes, combinado com abusos possibilitados pela democracia. A natureza humana depravada inexoravelmente transforma o sonho da democracia e da diversidade em um pesadelo de crime e pobreza. A causa principal do colapso é a incapacidade de nossa psicologia inata de se adaptar ao mundo moderno, o que leva as pessoas a tratar pessoas não relacionadas como se tivessem interesses comuns. Isso, além da ignorância da biologia básica e da psicologia, leva aos delírios da engenharia social dos parcialmente educados que controlam as sociedades democráticas. Poucos entendem que se você ajuda uma pessoa que você machuca outra pessoa — não há almoço grátis e cada item que alguém consome destrói a terra além do reparo. Consequentemente, as políticas sociais em todos os lugares são insustentáveis e uma por uma todas as sociedades sem controles rigorosos sobre o egoísmo entrarão em colapso em anarquia ou ditadura. Sem mudanças dramáticas e imediatas, não há esperança para evitar o colapso da América, ou qualquer país que siga um sistema democrático. Daí meu ensaio "Suicídio pela Democracia". Também está claro que os sete sociopatas que governam a China estão ganhando a 3ª Guerra Mundial, e assim o meu ensaio final sobre eles. A única ameaça maior é a Inteligência Artificial que eu comento brevemente. A chave para tudo sobre nós é a biologia, e é alheia que leva milhões de pessoas inteligentes como Obama, Chomsky,Clinton, o Partido Democrata e o Papa a defender ideais utópicos suicidas que inexoravelmente levam direto ao Inferno na Terra. Como W observou, é o que está sempre diante de nossos olhos que é o mais difícil de ver. Vivemos no mundo do Consciente Sistema Linguístico Deliberativo 2, mas é inconsciente, sistema reflexivo automático 1 que governa. Esta é a fonte da cegueira universal descrita por The Phenomenological Illusion (TPI), Pinker's Blank Slate e Tooby e Cosmides's Standard Social Science Model. O primeiro grupo de artigos tenta dar alguma visão de como nos comportamos que é razoavelmente livre de ilusões teóricas. Nos três grupos seguintes, comento três das principais ilusões que impedem um mundo sustentável: tecnologia, religião e política (grupos cooperativos). As pessoas acreditam que a sociedade pode ser salva por elas, então eu forneço algumas sugestões no resto do livro sobre por que isso é improvável através de artigos curtos e resenhas de livros recentes de escritores conhecidos. Outra seção descreve a ilusão religiosa – que há algum super poder que nos salvará. A próxima seção descreve as ilusões digitais, que confundem os jogos linguísticos do Sistema 2 com os automatismos do Sistema um, e por isso não podem distinguir máquinas biológicas (ou seja, pessoas) de outros tipos de máquinas (ou seja, computadores). Outras ilusões digitais são de que seremos salvos do puro mal (egoísmo) do Sistema 1 por computadores/IA/robótica/nanotech/engenharia genética criada pelo Sistema 2. O diretor do Almoço Livre nos diz que haverá sérias e possivelmente fatais consequências. A última seção descreve A Única Grande Ilusão Familiar Feliz, ou seja, que somos selecionados para cooperação com todos, e que os ideais eufoniosos da Democracia, Diversidade e Igualdade nos levarão à utopia, se gerenciarmos as coisas corretamente (a possibilidade da política). Mais uma vez, o Princípio do Almoço Livre deve nos avisar que não pode ser verdade, e vemos em toda a história e em todo o mundo contemporâneo, que sem controles rigorosos, egoísmo e estupidez ganham vantagem e logo destroem qualquer nação que abrace essas ilusões. Além disso, a mente dos macacos desconta fortemente o futuro, e por isso cooperamos na venda da herança de nossos descendentes para confortos temporários, agravando muito os problemas. (shrink)

This monograph is an in-depth and engaging discourse on the deeply cognitive roots of human scientific quest. The process of making scientific inferences is continuous with the day-to-day inferential activity of individuals, and is predominantly inductive in nature. Inductive inference, which is fallible, exploratory, and open-ended, is of essential relevance in our incessant efforts at making sense of a complex and uncertain world around us, and covers a vast range of cognitive activities, among which scientific exploration constitutes the pinnacle. Inductive (...) inference has a personal aspect to it, being rooted in the cognitive unconscious of individuals, which has recently been found to be of paramount importance in a wide range of complex cognitive processes. One other major aspect of the process of inference making, including the making of scientific inferences, is the role of a vast web of beliefs lodged in the human mind, as also of a huge repertoire of heuristics, that constitute an important component of ‘unconscious intelligence’. Finally, human cognitive activity is dependent in a large measure on emotions and affects, that operate mostly at an unconscious level. Of special importance in scientific inferential activity is the process of hypothesis making, which is examined in this book, along with the above aspects of inductive inference, at considerable depth. The book focuses on the inadequacy of the viewpoint of naive realism in understanding the contextual nature of scientific theories, where a cumulative progress towards an ultimate truth about Nature appears to be too simplistic a generalization. It poses a critique to the commonly perceived image of science which is seen as the last word in logic and objectivity, the latter in the double sense of being independent of individual psychological propensities and, at the same time, approaching a correct understanding of the workings of a mind-independent nature. Adopting the naturalist point of view, it examines the essential tension between the cognitive endeavours of individuals and scientific communities, immersed in belief systems and cultures, on the one hand, and the engagement with a mind-independent reality on the other. In the end, science emerges as an interpretation of nature, which is perceived by us only contextually, as successively emerging cross-sections of limited scope and extent. Successive waves of theory building in science appear as episodic and kaleidoscopic changes in perspective as certain in-built borders are crossed, rather than as a cumulative progress towards some ultimate truth. While written in an informal and conversational style, the book raises a number of deep and intriguing questions located at the interface of cognitive psychology and philosophy of science, meant for both the general lay reader and the specialist. Of particular interest is the way it explores the role of belief (aided by emotions and affects) in making the process of inductive inference possible since belief is a subtle though all-pervasive cognitive factor not adequately investigated in the current literature. Bio-ontologies are essential tools for accessing and analyzing the rapidly growing pool of plant genomic and phenomic data. Ontologies provide structured vocabularies to support consistent aggregation of data and a semantic framework for automated analyses and reasoning. They are a key component of the Semantic Web. This paper provides background on what bio-ontologies are, why they are relevant to botany, and the principles of ontology development. It includes an overview of ontologies and related resources that are relevant to plant (...) class='Hi'>science, with a detailed description of the Plant Ontology (PO). We discuss the challenges of building an ontology that covers all green plants (Viridiplantae). Key results: Ontologies can advance plant science in four keys areas: 1. comparative genetics, genomics, phenomics, and development, 2. taxonomy and systematics, 3. semantic applications and 4. education. Conclusions: Bio-ontologies offer a flexible framework for comparative plant biology, based on common botanical understanding. As genomic and phenomic data become available for more species, we anticipate that the annotation of data with ontology terms will become less centralized, while at the same time, the need for cross-species queries will become more common, causing more researchers in plant science to turn to ontologies. In this short essay, I describe how our Vietnam-based continuing education program, Research Coach in Social Sciences (RCISS), supports early-career researchers to (co)publish their first international indexed publications (i.e., publications in Clarivate Web of Science [WoS] or Sco- pus-indexed journals). In developed countries, junior researchers often seek help from univer- sity professors to publish their first publication. However, given the chronic shortage of senior social sciences scholars with international publishing experience in Vietnam, along with out- dated and ill-designed PhD (...) programs, early-career researchers in the social sciences in Viet- nam often face challenges in international publishing. It is not likely that we will ever convincingly know how and why we came to be on this planet; of course, this has never prevented inquisitive minds from pushing the frontiers of understanding and discovery further. Our origin is the subject of scientific theories and continuous inquiries with no end in sight, as the shells of related complexities are getting much harder to crack. Paraphrasing philosopher and historian Will Durant, a very few people are getting to know more and (...) more about less and less. This knowledge and the scientific language used to express it are now becoming more and more incomprehensible to most humans; therefore, despite the sincere efforts of communication media’s countless “talking heads,” we may be inevitably driven by default to a new religion of worshiping the church of science, along with its scientist “priests,” and to a life filled with the unequivocal dangers that could befall us from such devotions. Humanity and the planet are faced with dangers that have and can be issued from the absence or deficiency of proper public knowledge and guiding ethical principles for handling many of the new scientific and engineering discoveries and innovations, such as artificial intelligence, nanotechnology, and plant, animal, and human gene editing, etc. To avoid inadvertent adverse impacts, which could seriously endanger our normal ways of life and even existence, knowledge has to be humanized and massively disseminated. Background: Systematized Nomenclature of Medicine—Clinical Terms (SNOMED CT, hereafter abbreviated SCT) is acomprehensive medical terminology used for standardizing the storage, retrieval, and exchange of electronic healthdata. Some efforts have been made to capture the contents of SCT as Web Ontology Language (OWL), but theseefforts have been hampered by the size and complexity of SCT. Method: Our proposal here is to develop an upper-level ontology and to use it as the basis for defining the termsin SCT in a way that will (...) support quality assurance of SCT, for example, by allowing consistency checks ofdefinitions and the identification and elimination of redundancies in the SCT vocabulary. Our proposed upper-levelSCT ontology (SCTO) is based on the Ontology for General Medical Science (OGMS). Results: The SCTO is implemented in OWL 2, to support automatic inference and consistency checking. Theapproach will allow integration of SCT data with data annotated using Open Biomedical Ontologies (OBO) Foundryontologies, since the use of OGMS will ensure consistency with the Basic Formal Ontology, which is the top-levelontology of the OBO Foundry. Currently, the SCTO contains 304 classes, 28 properties, 2400 axioms, and 1555annotations. It is publicly available through the bioportal athttp://bioportal.bioontology.org/ontologies/SCTO/. Conclusion: The resulting ontology can enhance the semantics of clinical decision support systems and semanticinteroperability among distributed electronic health records. Il consumo di risorse e l'aggiunta di uno o due miliardi in più di 2100 crolleranno la civiltà industriale e porterà alla fame, alle malattie, alla violenza e alla guerra su scala impressionante. Miliardi moriranno e la guerra nucleare è tutt'altro che certa. In America questo è (...) stato enormemente accelerato dalla massiccia immigrazione e dalla riproduzione degli immigrati, unite ad abusi resi possibili dalla democrazia. La natura umana depravata trasforma inesorabilmente il sogno della democrazia e della diversità in un incubo di criminalità e povertà. La causa principale del collasso è l'incapacità della nostra psicologia innata di adattarsi al mondo moderno, che porta le persone a trattare le persone non correlate come se avessero interessi comuni. Questo, oltre all'ignoranza della biologia e della psicologia di base, porta alle illusioni di ingegneria sociale dei parzialmente istruiti che controllano le società democratiche. Pochi capiscono che se aiuti una persona che fai del male a qualcun altro, non c'è pranzo gratuito e ogni singolo oggetto che qualcuno consuma distrugge la terra in modo irreparabile. Di conseguenza, le politiche sociali ovunque sono insostenibili e una dopo l'altra tutte le società senza rigorosi controlli sull'egoismo crolleranno nell'anarchia o nella dittatura. Senza cambiamenti drammatici e immediati, non c'è speranza di prevenire il crollo dell'America, o di qualsiasi paese che segua un sistema democratico. Da qui il mio saggio "Suicide by Democracy". L'unica minaccia più grande è l'Intelligenza Artificiale che commento brevemente. Depraved human nature inexorably turns the dream of democracy and diversity into a nightmare of crime and poverty. The root cause of collapse is the inability of our innate psychology to adapt to the modern world, which leads people to treat unrelated persons as though they had common interests. This, plus ignorance of basic biology and psychology, leads to the social engineering delusions of the partially educated who control democratic societies. Few understand that if you help one person you harm someone else—there is no free lunch and every single item anyone consumes destroys the earth beyond repair. Consequently, social policies everywhere are unsustainable and one by one all societies without stringent controls on selfishness will collapse into anarchy or dictatorship. Without dramatic and immediate changes, there is no hope for preventing the collapse of America, or any country that follows a democratic system. Hence my essay “Suicide by Democracy”. It is also now clear that the seven sociopaths who rule China are winning world war 3, and so my concluding essay on them. The only greater threat is Artificial Intelligence which I comment on briefly. The key to everything about us is biology, and it is obliviousness to it that leads millions of smart educated people like Obama, Chomsky, Clinton, the Democratic Party and the Pope to espouse suicidal utopian ideals that inexorably lead straight to Hell on Earth. We live in the world of conscious deliberative linguistic System 2, but it is unconscious, automatic reflexive System 1 that rules. This is the source of the universal blindness described by Searle’s The Phenomenological Illusion (TPI), Pinker’s Blank Slate and Tooby and Cosmides’ Standard Social Science Model. The first group of articles attempt to give some insight into how we behave that is reasonably free of theoretical delusions. In the next three groups I comment on three of the principal delusions preventing a sustainable world— technology, religion and politics (cooperative groups). People believe that society can be saved by them, so I provide some suggestions in the rest of the book as to why this is unlikely via short articles and reviews of recent books by well-known writers. Another section describes the religious delusion – that there is some super power that will save us. The next section describes the digital delusions, which confuse the language games of System 2 with the automatisms of System one, and so cannot distinguish biological machines (i.e., people) from other kinds of machines (i.e., computers). This paper is an attempt to lay out foundations for a general theory of coincidence in information spaces such as the World Wide Web, expanding on existing work on bursty structures in document streams and information cascades. We elaborate on the hypothesis that every resource that is published in an information space, enters a temporary interaction with another resource once a unique explicit or implicit reference between the two is found. This thought is motivated by Erwin Shroedingers notion of entanglement (...) between quantum systems. We present a generic information cascade model that exploits only the temporal order of information sharing activities, combined with inherent properties of the shared information resources. The approach was applied to data from the world's largest online citizen science platform Zooniverse and we report about findings of this case study. (shrink)

This dissertation argues that cognition is a kind of natural agency. Natural agency is the capacity that certain systems have to act in accordance with their own norms. Natural agents are systems that bias their repertoires in response to affordances in the pursuit of their goals. Cognition is a special mode of this general phenomenon. Cognitive systems are agents that have the additional capacity to actively take their worlds to be certain ways, regardless of whether the world is really that (...) way. In this way, cognitive systems are desituated. Desituatedness is the root of specifically cognitive capacities for representation and abstraction. There are two main reasons why this view needs defending. First, natural agency is typically viewed as incompatible with natural science because it is committed to a teleological mode of explanation. Second, cognition is typically held to be categorically distinct from natural agency. This dissertation argues against both of these views. It argues against the incompatibility of agency and natural science by demonstrating that systems biology, general systems theory, and sciences that deal with complex systems have typically underappreciated conceptual and theoretical resources for grounding agency in the causal structure of the world. These conceptual resources do not, however, reduce agency to systems theory because the normativity inherent in agency demands descriptive resources beyond those of even the most sophisticated systems theory. It argues against the categorical difference between natural agency and cognition by pointing out that separating cognition from a richer web of situated, ecologically embedded relations between the agent and the world generates the frame problem, which is an insuperable obstacle to making cognition that is sufficiently responsive to the complexity of the world. Rooting cognition in natural agency is a more robust empirical bet for theorizing cognition and artificial intelligence. (shrink)

The aim of this article is to show that externalist accounts of cognition such as Clark and Chalmers' (1998) “active externalism” lead to an explosion of knowledge that is caused by online resources such as Wikipedia and Google. I argue that externalist accounts of cognition imply that subjects who integrate mobile Internet access in their cognitive routines have millions of standing beliefs on unexpected issues such as the birth dates of Moroccan politicians or the geographical coordinates of villages in southern (...) Indonesia. Although many externalists propose criteria for the bounds of cognition that are designed to avoid this explosion of knowledge, I argue that these criteria are flawed and that active externalism has to accept that information resources such as Wikipedia and Google constitute extended cognitive processes. Objective: Atrial fibrillation (AF) is the most common cardiac arrhythmia in adults. Anticoagulation significantly reduces stroke and related mortality in AF patients. This study conducted a bibliometric analysis of the top 50 most-cited articles in the literature on dabigatran, the first new-generation oral anticoagulant. -/- Methods: We searched the Web of Science for articles with dabigatran in the title. The top 50 most cited articles (T50) were selected. Characteristics of the articles (such as author, source, institution, country, scientific category, (...) number of citations, citation density, and citations per article) were analyzed. -/- Results: T50 had a total of 33,301 citations. The average number of citations per article was 666. The United States of America (USA) was the most prolific country in T50, with 36 papers and 26,043 citations. Wallentin Lars from Uppsala University was the most prolific author, with 14 articles and 13,532 citations. Circulation was the most prolific journal, with 11 articles. -/- Conclusions: We analyzed the classic publications on dabigatran, the first new-generation oral anticoagulant. The most prolific country was the USA, author was Wallentin, and journal was Circulation. Researchers and clinicians can easily access influential publications by reviewing our study. (shrink)

The article deals with the integration of Vietnamese science into the global scientific community in a scientometric aspect. In the course of the study, we have seen that Vietnamese scientists are actively involved in the integration process, in particular in the field of presenting their research in international scientometric databases. It is shown that international integration of science is supported at the state policy level both in the form of directives and in the form of financial support for (...) research. A comparative study of WoS and Scopus international scientometric databases, as well as the regional ACI database and the national V-CitationGate, has determined that the level of Vietnamese scientific journals in these databases is currently low. Regarding the indexing of scientific publications by Vietnamese researchers, there is an annual increase in Vietnamese articles in the international WoS and Scopus databases. Vietnam has the highest trend of increasing the number of articles in these bases in the region. It is determined that the reasons for the increase are directives for applicants for academic degrees and academic titles, requirements of employers of science and education, various types of incentives, requirements of grantors, participation in international projects and cooperation with foreign colleagues. It is found that scientometric measurements of labor productivity are used not only in Vietnam’s scientific institutions, but also actively involved in universities, which strengthen their position not only as educational but also as scientific centers. It is revealed that the educational institutions that have the most publications in international science databases are the Vietnam Academy of Science and Technology and the largest Vietnamese universities. Regarding to the distribution of publications by the fields of knowledge, the science are leading by a large margin, and the amount of the art and humanities among the Vietnamese publications still is very few. Fact/value holism has become commonplace in philosophy of science, especially in feminist literature. However, that facts are bearers of empirical content, while values are not, remains a firmly-held distinction. I support a more thorough-going holism: both facts and values can function as empirical claims, related in a seamless, semantic web. I address a counterexample from Kourany where facts and values seem importantly discontinuous, namely, the simultaneous support by the Nazis of scientifically sound cancer research and morally unsound political policies. I conclude that even by the criteria available at the time, Nazi cancer research was empirically weak, and the weaknesses in their research are continuous with their moral failures in just the ways predicted by the holism I support. Dynamicism has provided cognitive science with important tools to understand some aspects of “how cognitive agents work” but the issue of “what makes something cognitive” has not been sufficiently addressed yet, and, we argue, the former will never be complete without the later. Behavioristic characterizations of cognitive properties are criticized in favor of an organizational approach focused on the internal dynamic relationships that constitute cognitive systems. A definition of cognition as adaptive-autonomy in the embodied and situated neurodynamic domain is (...) provided: the compensatory regulation of a web of stability dependencies between sensorimotor structures, is created and preserved during a historical/developmental process. We highlight the functional role of emotional embodiment: internal bioregulatory processes coupled to the formation and adaptive regulation of neurodynamic autonomy. Finally, we discuss a “minimally cognitive behavior program” in evolutionary simulation modelling suggesting that much is to be learned from a complementary “minimally cognitive organization program”. In the era of “big data,” science is increasingly information driven, and the potential for computers to store, manage, and integrate massive amounts of data has given rise to such new disciplinary fields as biomedical informatics. Applied ontology offers a strategy for the organization of scientific information in computer-tractable form, drawing on concepts not only from computer and information science but also from linguistics, logic, and philosophy. This book provides an introduction to the field of applied ontology that (...) is of particular relevance to biomedicine, covering theoretical components of ontologies, best practices for ontology design, and examples of biomedical ontologies in use. After defining an ontology as a representation of the types of entities in a given domain, the book distinguishes between different kinds of ontologies and taxonomies, and shows how applied ontology draws on more traditional ideas from metaphysics. It presents the core features of the Basic Formal Ontology (BFO), now used by over one hundred ontology projects around the world, and offers examples of domain ontologies that utilize BFO. The book also describes Web Ontology Language (OWL), a common framework for Semantic Web technologies. In July 1759 the French philosopher Andre´ Pierre Le Guay de Prémontval (1716-1764) published in Berlin a diatribe against the excessive and incorrect use of French in the Prussian capital. Far from being a mere guide to linguistic style, the Préservatif contre la corruption de la langue françoise generated a heated debate, attested by an official threat to ban its publication. The personal animosity between Prémontval and the perpetual secretary of the Berlin Academy, Jean Henri Samuel Formey (1711-1797) was amply (...) demonstrated over the pages of the Préservatif, offering a rare insight into the complex web of social and intellectual tensions in mid eighteenth-century Berlin and its Academy of Sciences. At stake were the social status and the philosophical outlook of local Huguenots, compared to that of French philosophers who were granted asylum in Prussia by Frederick II. The debate also concerned the issues of academic freedom in an absolutist regime, the material production and distribution of texts, conduct and etiquette in the Republic of Letters and the formation of group identities in eighteenth-century Germany. Drawing on manuscripts preserved in Berlin, Göttingen and Krakow, this article traces the development of the controversy and the reception of Prémontval’s work by both French- and German- writing authors at the Berlin Academy and beyond its confines. Belief storage is often modeled as having the structure of a single, unified web. This model of belief storage is attractive and widely assumed because it appears to provide an explanation of the flexibility of cognition and the complicated dynamics of belief revision. However, when one scrutinizes human cognition, one finds strong evidence against a unified web of belief and for a fragmented model of belief storage. Using the best available evidence from cognitive science, we develop this fragmented model (...) into a nascent theory of the cognitive architecture of belief storage. (shrink)

Scientists who engage in science and the scientific endeavor should seek truth with conviction of morals and commitment to ethics. While the number of publications continues to increase, the number of retractions has increased at a faster rate. Journals publish fraudulent research papers despite claims of peer review and adherence to publishing ethics. Nevertheless, appropriate ethical peer review will remain a gatekeeper when selecting research manuscripts in scholarly publishing and approving research applications for grant funding. However, this peer review (...) must become more open, fair, transparent, equitable, and just with new recommendations and guidelines for reproducible and accountable reviews that support and promote fair citation and citational justice. We should engineer this new peer-review process with modern informatics technology and information science to provide and defend better safeguards for truth and integrity, to clarify and maintain the provenance of information and ideas, and to rebuild and restore trust in scholarly research institutions. Indeed, this new approach will be necessary in the current post-truth era to counter the ease and speed with which mis-information, dis-information, anti-information, caco-information, and mal-information spread through the internet, web, news, and social media. The most important question for application of new peer-review methods to these information wars should be ‘Who does what when?’ in support of reproducible and accountable reviews. Who refers to the authors, reviewers, editors, and publishers as participants in the review process. What refers to disclosure of the participants' identities, the material content of author manuscripts and reviewer commentaries, and other communications between authors and reviewers. When refers to tracking the sequential points in time for which disclosure of whose identity, which content, and which communication at which step of the peer-review process for which audience of readers and reviewers. We believe that quality peer review, and peer review of peer review, must be motivated and maintained by elevating their status and prestige to an art and a science. Both peer review itself and peer review analyses of peer reviews should be incentivised by publishing peer reviews as citable references separately from the research report reviewed while crossreferenced and crosslinked to the report reviewed. In order to set a ground for the new hypotheses, theory, and conceptual framework of serendipity, the current chapter aims to review the research landscapes, definitions, types, influential factors, and processes of serendipity. First, bibliometric analyses of 2982 documents retrieved from the Web of Science database were employed to examine the intellectual and conceptual structures in the research field of serendipity. Three major research lines are found: 1) information-seeking behaviors, 2) serendipity in business and sciences, and 3) serendipity in (...) recommender systems. Then, a narrative review of the most notable documents and studies was done to overview the serendipity’s definitions, types, influential factors, and processes. Based on the review, we stipulate the literature gap in which the newly proposed hypotheses, theory, and conceptual framework will fit in. (shrink)

This review aims to identify (1) sources of knowledge and (2) important themes of the ethical debate related to surgical alteration of facial features in East Asians. This article integrates narrative and systematic review methods. In March 2014, we searched databases including PubMed, Philosopher’s Index, Web of Science, Sociological Abstracts, and Communication Abstracts using key terms “cosmetic surgery,” “ethnic*,” “ethics,” “Asia*,” and “Western*.” The study included all types of papers written in English that discuss the debate on rhinoplasty and (...) blepharoplasty in East Asians. No limit was put on date of publication. Combining both narrative and systematic review methods, a total of 31 articles were critically appraised on their contribution to ethical reflection founded on the debates regarding the surgical alteration of Asian features. Sources of knowledge were drawn from four main disciplines, including the humanities, medicine or surgery, communications, and economics. Focusing on cosmetic surgery perceived as a westernising practice, the key debate themes included authenticity of identity, interpersonal relationships and socio-economic utility in the context of Asian culture. The study shows how cosmetic surgery of ethnic features plays an important role in understanding female identity in the Asian context. Based on the debate themes authenticity of identity, interpersonal relationships, and socio-economic utility, this article argues that identity should be understood as less individualistic and more as relational and transformational in the Asian context. In addition, this article also proposes to consider cosmetic surgery of Asian features as an interplay of cultural imperialism and cultural nationalism, which can both be a source of social pressure to modify one’s appearance. As it emerged from philosophical analyses and cognitive research, most concepts exhibit typicality effects, and resist to the efforts of defining them in terms of necessary and sufficient conditions. This holds also in the case of many medical concepts. This is a problem for the design of computer science ontologies, since knowledge representation formalisms commonly adopted in this field (such as, in the first place, the Web Ontology Language - OWL) do not allow for the representation of concepts in (...) terms of typical traits. The need of representing concepts in terms of typical traits concerns almost every domain of real world knowledge, including medical domains. In particular, in this article we take into account the domain of mental disorders, starting from the DSM-5 descriptions of some specific disorders. We favour a hybrid approach to concept representation, in which ontology oriented formalisms are combined to a geometric representation of knowledge based on conceptual space. As a preliminary step to apply our proposal to mental disorder concepts, we started to develop an OWL ontology of the schizophrenia spectrum, which is as close as possible to the DSM-5 descriptions. In this paper we study the connection between the use of evaluative language and the building of both personal and social identities, from the perspective of Dynamical System Theory. We primarily discuss two issues: 1) The use of evaluation ) as a means to the construction of both individual and group identities, thus exploring how the connection between linguistic choices and social identities is shaped by interactional needs for stancetaking. In order to illustrate this connection, we examine examples of the (...) use of evaluative language in a web social network, and we analyze some of the discourse elements showing ways of positioning that act as catalysts for the emergence of a multifactorial dynamic system of identities. 2) The consideration of Dynamical System Theory as a theoretical framework for the modeling of language and identity. Although originally a mathematical theory, DST has been adopted by cognitive science as a valid framework for the study of cognitive phenomena, on the grounds that natural cognition is a dynamical phenomenon. Within the realm of linguistics and pragmatics, this study is to a certain degree in line with some recent studies such as Gibbs, Geeraerts, Kristiansen and Peirsman, or Moreno Fernández. Thus, we herein focus on how linguistic evaluation intervenes in the intricate dynamical system of identity, and even though we do not engage in complex mathematical disquisition, we argue that the idea and philosophical foundation underlying DST can lead us towards the ‘integration’ of the complex equation of identity construction, and that consequently the field has great potential for further research. Purpose: The method of diagnosing diabetic retinopathy (DR) through artificial intelligence (AI)-based systems has been commercially available since 2018. This introduces new ethical challenges with regard to obtaining informed consent from patients. The purpose of this work is to develop a checklist of items to be disclosed when diagnosing DR with AI systems in a primary care setting. -/- Methods: Two systematic literature searches were conducted in PubMed and Web of Science databases: a narrow search focusing on DR and (...) a broad search on general issues of AI-based diagnosis. An ethics content analysis was conducted inductively to extract two features of included publications: (1) novel information content for AI-aided diagnosis and (2) the ethical justification for its disclosure. -/- Results: The narrow search yielded n = 537 records of which n = 4 met the inclusion criteria. The information process was scarcely addressed for primary care setting. The broad search yielded n = 60 records of which n = 11 were included. In total, eight novel elements were identified to be included in the information process for ethical reasons, all of which stem from the technical specifics of medical AI. -/- Conclusions: Implications for the general practitioner are two-fold: First, doctors need to be better informed about the ethical implications of novel technologies and must understand them to properly inform patients. Second, patient's overconfidence or fears can be countered by communicating the risks, limitations, and potential benefits of diagnostic AI systems. If patients accept and are aware of the limitations of AI-aided diagnosis, they increase their chances of being diagnosed and treated in time. (shrink)
