An increasing number of regulations propose the notion of ‘AI audits’ as an enforcement mechanism for achieving transparency and accountability for artificial intelligence (AI) systems. Despite some converging norms around various forms of AI auditing, auditing for the purpose of compliance and assurance currently have little to no agreed upon practices, procedures, taxonomies, and standards. We propose the ‘criterion audit’ as an operationalizable compliance and assurance external audit framework. We model elements of this approach after financial auditing practices, and argue (...) that AI audits should similarly provide assurance to their stakeholders about AI organizations’ ability to govern their algorithms in ways that mitigate harms and uphold human values. We discuss the necessary conditions for the criterion audit, and provide a procedural blueprint for performing an audit engagement in practice. We illustrate how this framework can be adapted to current regulations by deriving the criteria on which ‘bias audits’ for hiring algorithms can be performed, as required by the recently effective New York City Local Law 144 of 2021. We conclude by offering critical discussion on the benefits, inherent limitations, and implementation challenges of applying practices of the more mature financial auditing industry to AI auditing where robust guardrails against quality assurance issues are only starting to emerge. Our discussion as informed by experiences in performing these audits in practice highlights the critical role that an audit ecosystem plays in ensuring the effectiveness of such methodology. Năng lực số được hiểu là những khả năng phù hợp của một cá nhân để sống, học tập và làm việc trong một xã hội số. Mục tiêu của nghiên cứu này là khảo sát năng lực số của giảng viên (GV) thuộc lĩnh vực khoa học xã hội và nhân văn (KHXH&NV) trong bối cảnh có những yêu cầu ngày càng cao về các hoạt động học thuật số. Phương pháp nghiên cứu định lượng được áp dụng (...) để thu thập dữ liệu từ 135 GV. Phân tích dữ liệu thu được cho thấy GV có năng lực số tốt nhất trong các nhóm năng lực về sự thành thạo công nghệ thông tin và truyền thông (CNTT-TT) và hiệu quả sử dụng các ứng dụng CNTT-TT trong hoạt động nghiên cứu và giảng dạy; và thấp nhất trong các nhóm năng lực về quản lý dữ liệu, năng lực sáng tạo, và năng lực tham gia trong môi trường số. Kết quả nghiên cứu là nền tảng cho những đề tài tiếp theo để xem xét mối tương quan giữa năng lực số và nhân văn số, và giúp xây dựng chương trình huấn luyện nâng cao năng lực số cho GV trong thực hành học thuật KHXH&NV. It’s intuitive to think that an intentional action requires that the agent knows that she’s doing so. In light of some apparent counterexamples, Setiya suggests that this intuitive insight is better captured in terms of credence: performing an intentional action requires the agent to have a higher credence that she’s doing so than she would have otherwise. I argue that there is no such thing as an agent’s credence for what she’s doing. After distinguishing this thesis from an idea some (...) defend under the slogan “deliberation crowds out prediction”, I explore the thesis’s broader epistemological implications for the belief-credence relation. An agent’s knowledge of her own intentional actions (agential knowledge) is non-observational. Yet, intentional actions typically consist of happenings external to the agents. A theory is needed to explain how agents are warranted to form such beliefs independent of observation. This paper first argues for three desirable features of an ideal theory about agential knowledge. After showing that no existing theories possess all three, a novel theory that does is presented. According to this theory, agential knowledge is the same kind (...) of knowledge as the Kripkean contingent a priori: they are knowledge justified a priori by stipulation. (shrink)

The puzzle of material constitution can be expressed in at least two ways. First, how can the constituting object and the constituted object, which are materially and spatially coincident, be regarded as different objects? Second, how can the constituting object and the constituted object, which are qualitatively distinct, be regarded as identical objects? Monists argue that the constituting and constituted objects are identical since they are materially and spatially coincident and the property differences between then are simply differences in description, (...) perspective or context. In contrast, pluralists argue that the constituting and constituted objects are not identical even if they are materially and spatially coincident since they are qualitatively distinct. This paper proposes a solution to the puzzle of material constitution called ‘Fregean Monism’ (FM), and shows that it can better account for the property differences between the constituting and constituted objects without the need to regard them as two distinct objects. On the FM view, the puzzle of material constitution is partly a semantic puzzle and partly a metaphysical puzzle, and shows how a solution to the semantic part of the puzzle, based on the Fregean distinction between sense and reference, can yield a satisfactory solution to the metaphysical part of the puzzle. The key idea is that while the reference of a term picks out both the referent object and referent properties, the sense of the term determine which referent properties are picked out. (shrink)

The article sets out a primitive ontology of the natural world in terms of primitive stuff—that is, stuff that has as such no physical properties at all—but that is not a bare substratum either, being individuated by metrical relations. We focus on quantum physics and employ identity-based Bohmian mechanics to illustrate this view, but point out that it applies all over physics. Properties then enter into the picture exclusively through the role that they play for the dynamics of the primitive (...) stuff. Appealing to imagination for modal justification is very common. But not everyone thinks that all imaginings provide modal justification. Recently, Gregory and Kung :620–663, 2010) have independently argued that, whereas imaginings with sensory imageries can justify modal beliefs, those without sensory imageries don’t because of such imaginings’ extreme liberty. In this essay, I defend the general modal epistemological relevance of imagining. I argue, first, that when the objections that target the liberal nature of non-sensory imaginings are adequately developed, those objections (...) also threaten the sensory imaginings. So, if we think that non-sensory imaginings are too liberal for modal justification, we should say the same about sensory imaginings. I’ll finish my defense by showing that, when it comes to deciding between saying that all imaginings are prima facie justificatory and saying that no imaginings are justificatory, there is an independent reason for accepting the former. Mengzi states that our human nature consists of our ability to feel compassion, disdain, respect, and (dis-)approval: all human beings have them. But he also states that we lose these four emotional capacities if we don’t reflect on or attend to them. There is an apparent contradiction in saying that all humans have them, but some have lost them. This essay offers a close reading of Mengzi’s phrase “to lose it” that helps explain away this appearance of contradiction. Some philosophers argue that non-presentist A-theories problematically imply that we cannot know that this moment is present. The problem is usually presented as arising from the combination of the A-theoretic ideology of a privileged presentness and a non-presentist ontology. The goal of this essay is to show that the epistemic problem can be rephrased as a pessimistic induction. By doing so, I will show that the epistemic problem, in fact, stems from the A-theoretic ideology alone. T. M. Scanlon’s contractualism is a meta-ethical theory that explains moral motivation and also provides a conception of how to carry out moral deliberation. It supports non-consequentialism – the theory that both consequences and deontological considerations are morally significant in moral deliberation. Regarding the issue of punishment, non-consequentialism allows us to take account of the need for deterrence as well as principles of fairness, justice, and even desert. Moreover, Scanlonian contractualism accounts for permissibility in terms of justifiability: An act is (...) permissible if and only if it can be justified to everyone affected by it. This contractualist thesis explains why it is always impermissible to frame an innocent person, why vicarious punishment is impermissible, and why there has to be a cap on sentences. Contractualism therefore allows us to take deterrence as a goal of punishment without the excess of utilitarianism. This paper further argue that the resulting view is superior to pure retributivism. Finally, it shows why legal excuses and mitigation can be justified in terms of the notion of negative desert. Quantities like mass and temperature are properties that come in degrees. And those degrees (e.g. 5 kg) are properties that are called the magnitudes of the quantities. Some philosophers (e.g., Byrne 2003; Byrne & Hilbert 2003; Schroer 2010) talk about magnitudes of phenomenal qualities as if some of our phenomenal qualities are quantities. The goal of this essay is to explore the anti-physicalist implication of this apparently innocent way of conceptualizing phenomenal quantities. I will first argue for a metaphysical thesis (...) about the nature of magnitudes based on Yablo’s proportionality requirement of causation. Then, I will show that, if some phenomenal qualities are indeed quantities, there can be no demonstrative concepts about some of our phenomenal feelings. That presents a significant restriction on the way physicalists can account for the epistemic gap between the phenomenal and the physical. I’ll illustrate the restriction by showing how that rules out a popular physicalist response to the Knowledge Argument. (shrink)

Intuitively, the future is open and the past fixed: there is something we can do about the future but not the past. Some metaphysicians believe that a proper metaphysics of time must vindicate this intuition. Whereas philosophers have focused on the future and the past, the status of the present remains relatively unexplored. Drawing on resources from action theory, I argue that there is something we can do about the present just like there is something we can do about the (...) future. Hence, a proper metaphysics of the open future should allow for an open present as well. I argue that none of the major metaphysics of the open future currently available can accommodate an open present adequately. Finally, I’ll show that, surprisingly, the shrinking block metaphysics can. (shrink)

It is a truism that there are erroneous convictions in criminal trials. Recent legal findings show that 3.3% to 5%of all convictions in capital rape-murder cases in the U.S. in the 1980s were erroneous convictions. Given this fact, what normative conclusions can be drawn? First, the article argues that a moderately revised version of Scanlon’ s contractualism offers an attractive moral vision that is different from utilitarianism or other consequentialist theories, or from purely deontological theories. It then brings this version (...) of Scanlonian contractualism to bear on the question of whether the death penalty, life imprisonment, long sentences, or shorter sentences can be justified, given that there is a non-negligible rate of erroneous conviction. Contractualism holds that a permissible act must be justifiable to everyone affected by it. Yet, given the non-negligible rate of erroneous conviction, it is unjustifiable to mete out the death penalty, because such a punishment is not justifiable to innocent murder convicts. It is further argued that life imprisonment will probably not be justified (unless lowering the sentence to a long sentence will drastically increase the murder rate). However, whether this line of argument could be further extended would depend on the impact of lowering sentences on communal security. (shrink)

Imagination is a source of evidence for objective modality. It is through this epistemic connection that the idea of modality first gains traction in our intellectual life. A proper theory of modality should be able to explain our imagination’s modal epistemic behaviors. This chapter highlights a peculiar asymmetry regarding epistemic defeat for imagination-based modal justification. Whereas imagination-based evidence for possibility cannot be undermined by information about the causal origin of our imaginings, unimaginability-based evidence for impossibility can be undermined by information (...) about the causal origin of the unimaginability. It is argued that an acceptance of S4 over S5 as the true logic for objective modality best explains this epistemic asymmetry. (shrink)

In “Two Dogmas”, Quine indicates that Carnap’s Aufbau fails “in principle” to reduce our knowledge of the external world to sense data. This is because in projecting the sensory material to reconstruct the physical world, Carnap gives up the use of operating rules and switches to a procedure informed by general principles. This procedure falls short of providing an eliminative translation for the connective “is at”, which is necessary for the reduction. In dissecting Quine’s objection, I argue that Quine has (...) at best proven the claim that the use of general principles essentially fails the task of radical reductionism. However, in order to establish the conclusion that the Aufbau fails in principle, Quine needs to further vindicate two other claims. They are: first, a switch from operating rules to general principles is necessary; second, the set of general principles Carnap adopts is the best alternative. By disambiguating the notion of “explicit definition” and examining the concept of definability in the Aufbau, I explore the possibility of justifying these two claims that Quine overlooks in his objection. The result suggests that Quine’s objection stands in tension with his radical reductionist reading of the Aufbau. (shrink)

This paper examines the narrative contribution of the humorous gag, as a dynamic image intended to create ambivalence, in the biblical stories. Despite being one of the most important resources used to produce comedy in the visual arts, the gag can also be observed from a narratological point of view to meas-ure its involvement in a plot. Storytelling through gags provides an alternative means of approaching issues, developing threads and concluding episodes. The distinctiveness of the gag lies in the strength (...) of the images it suggests. The more shocking or misplaced a gag appears, the greater its contribution to the general narrativity, which may become more evident according to the strength of the image built. The interjection הֶאָח appears nine times in the Hebrew Bible. It is a vocalization which expresses happiness for the misfortunes of an in-group/out-group individual or collective. In accordance with the social theories of humor, that study the hostile function of laughter, it can be said that הֶאָח expresses onomatopoeically a specific kind of laughter that can be either socially «abrasive» or «lubricant». This article examines all the instances of הֶאָח in the HB and considers this interjection in line with the (...) sociological studies of the disparagement humor. Confirming the presence of wordplays in the BH is a controversial issue since vary among specialists the criteria for 1) their definition, 2) their classification, and 3) the understanding of their functions. This article examines recent approaches to the phenomenon in biblical studies by reviewing the work of some specialists. The focus will be on the disparity of the criteria used and the resulting terms and classifications. Moreover, the methodologies used in the biblical field will be contrasted with others of (...) the current linguistics. Therefore, firstly, some of the results of the most recent linguistic research in the field of wordplay will be presented to show: 1) differences in perception, cataloging and characterizing the wordplay between linguistics and Bible studies, and as a result, 2) a possible way forward for the latter. Tristram Engelhardt, Jr. offers erudite and compelling arguments for the view that all families should try to realize the traditional family. Although I tend to agree with him from my personal standpoint, I doubt that this view can be justified to those with whom we are in reasonable disagreement about the family. I make three critical points. First, though Engelhardt stops short of saying that the state should encourage people to form traditonal families, or discourage those who do not, some (...) state perfectionists might do so. From the perspective of public reason, it is unjust for the state to favor some conceptions of the good over others, if these conceptions are all reasonable. Moreover, those whose conceptions of the good are not favored would feel that they are disrespected. Second, insofar as Engelhardt thinks that all families should try to realize the traditional families, the traditional family would not be a good to those who do not like children. Moreover, it would be difficult to persuade those who have decided not to have children for reasons of career, burden, or more altruistic concern. Third, against Engelhardt’s stance against the “egalitarian aspirations” of liberalism, I argue that too often women sacrifice their possible careers for the sake of the family, even should they hold advanced degrees from prestigious universities, or professional qualifications. Broadening access to both computational and educational resources is crit- ical to diffusing machine learning (ML) innovation. However, today, most ML resources and experts are siloed in a few countries and organizations. In this article, we describe our pedagogical approach to increasing access to applied ML through a massive open online course (MOOC) on Tiny Machine Learning (TinyML). We suggest that TinyML, applied ML on resource-constrained embedded devices, is an attractive means to widen access because TinyML leverages low-cost and globally (...) accessible hardware and encourages the development of complete, self-contained applications, from data collection to deployment. To this end, a collaboration between academia and industry produced a four part MOOC that provides application-oriented instruction on how to develop solutions using TinyML. The series is openly available on the edX MOOC platform, has no prerequisites beyond basic programming, and is designed for global learners from a variety of backgrounds. It introduces real-world applications, ML algorithms, data-set engineering, and the ethi- cal considerations of these technologies through hands-on programming and deployment of TinyML applications in both the cloud and on their own microcontrollers. To facili- tate continued learning, community building, and collaboration beyond the courses, we launched a standalone website, a forum, a chat, and an optional course-project com- petition. We also open-sourced the course materials, hoping they will inspire the next generation of ML practitioners and educators and further broaden access to cutting-edge ML technologies. (shrink)

Circular economy (CE), a sustainability concept that promotes resource efficiency and waste reduction, has garnered significant popularity in recent years due to its potential to address pressing environmental and economic challenges. This study employs the Bayesian mindsponge framework (BMF) to explore what drives young adults’ pro-environmental behavior and purchases of green products at different levels of price. Background: Critically ill patients often require complex clinical care by highly trained staff within a specialized intensive care unit (ICU) with advanced equipment. There are currently limited data on the costs of critical care in low-and middle-income countries (LMICs). This study aims to investigate the direct-medical costs of key infectious disease (tetanus, sepsis, and dengue) patients admitted to ICU in a hospital in Ho Chi Minh City (HCMC), Vietnam, and explores how the costs and cost drivers can vary between the (...) different diseases. -/- Methods: We calculated the direct medical costs for patients requiring critical care for tetanus, dengue and sepsis. Costing data (stratified into different cost categories) were extracted from the bills of patients hospitalized to the adult ICU with a dengue, sepsis and tetanus diagnosis that were enrolled in three studies conducted at the Hospital for Tropical Diseases in HCMC from January 2017 to December 2019. The costs were considered from the health sector perspective. The total sample size in this study was 342 patients. -/- Results: ICU care was associated with significant direct medical costs. For patients that did not require mechanical ventilation, the median total ICU cost per patient varied between US$64.40 and US$675 for the different diseases. The costs were higher for patients that required mechanical ventilation, with the median total ICU cost per patient for the different diseases varying between US$2,590 and US$4,250. The main cost drivers varied according to disease and associated severity. -/- Conclusion: This study demonstrates the notable cost of ICU care in Vietnam and in similar LMIC settings. Future studies are needed to further evaluate the costs and economic burden incurred by ICU patients. Objectives: This study aimed to fill the gap between Vietnamese diabetic patients' needs and care through a qualitative study asking about their experiences with diabetes and quality of care. -/- Methods: Interviews with five diabetic patients were conducted at a tertiary general hospital located in southern Vietnam. The transcribed data were first subjected to quantitative text analysis using KH Coder to identify major categories of frequently used words, followed by a qualitative analysis of selected cases using the Steps for Coding (...) and Theorization (SCAT) method. -/- Results: The major categories of frequently used words were chronic health conditions, services, facilities, insurance, patient-doctor communication, and medication. SCAT analysis of three selected cases identified six themes: “Disregarding the disease at the early stage,” “Fear of complications,” “Satisfaction with hospital services and medical staff,” “Insurance-related problems,” “Long waiting times,” and “Communication barriers between patients and doctors.” Patients were satisfied with improved hospital facilities and services; however, the overloading of one hospital led to long waiting times and communication difficulties with doctors. Difficulties with health insurance were also observed, and patients were rather passive in disease management and needed to be empowered through improved communication with doctors and other care providers. -/- Conclusion: These findings from our trial of introducing a qualitative study into service evaluation suggest that listening to patients can help health providers learn their perspectives and be more responsive to their needs. The current global COVID-19 pandemic has led to a deep and multidimensional crisis across all sectors of society. As countries contemplate their mobility and social-distancing policy restrictions, we have a unique opportunity to re-imagine the deliberative frameworks and value priorities in our food systems. Pre-pandemic food systems at global, national, regional and local scales already needed revision to chart a common vision for sustainable and ethical food futures. Re-orientation is also needed by the relevant sciences, traditionally siloed in their disciplines (...) and without adequate attention paid to how the food system problem is variously framed by diverse stakeholders according to their values. From the transdisciplinary perspective of food ethics, we argue that a post-pandemic scheme focused on bottom-up, regional, cross-sectoral and non-partisan deliberation may provide the re-orientation and benchmarks needed for not only more sustainable, but also more ethical food futures. Hiện tại, hệ thống JSTOR đã có một giao diện web rất thân thiện. Họ cũng đã tăng cường các mục thông tin bài vở phổ thông, có tính cách phổ biến cập nhật thông tin khoa học. Nhiều thông tin khai thác từ lịch sử dữ liệu hàn lâm cũng rất lý thú, nhờ vào hệ thống lớn tích lũy lâu ngày của 2600 tạp chí hàn lâm hàng đầu, từ 1200 nhà xuất bản của 57 quốc gia.

Mới đây, tại hội thảo “Những vấn đề kinh tế-xã hội nổi lên trong thời gian gần đây và giải pháp khắc phục”, các chuyên gia kinh tế, các nhà nghiên cứu chính sách đầu ngành đã tập trung thảo luận những vấn đề về các mối quan hệ kinh tế vĩ mô và phương thức điều hành, quản lý, quan hệ lạm phát - tăng trưởng, phối hợp giữa chính sách tài khóa và chính sách tiền tệ, xây dựng (...) thể chế điều hành các thị trường trọng yếu của nền kinh tế như chứng khoán, tiền tệ, ngân hàng, bất động sản, đầu tư trực tiếp nước ngoài, hiệu quả đầu tư công, xung đột các nhóm lợi ích tập đoàn kinh tế là những vấn đề được quan tâm nhất. Chim bói cá thường được nhắc đến qua những đoạn hội thoại đùa, mang tính sảng khoái sau các công việc nghiên cứu nghiêm túc, tức là tốn sức làm và nghĩ. Đùa vừa làm giãn tinh thần, cũng lại có thể mang đến năng lượng suy nghĩ tiếp. Cứ căng thẳng mãi sẽ rất chóng cạn kiệt sức. Vậy nên năm ngoái, mới có bài trên báo Khoa học & Phát triển.

Đại dịch COVID-19 đã gây ra những diễn biến phức tạp, khó lường và tác động đến nhiều mặt của đời sống xã hội, lĩnh vực giáo dục cũng không nằm ngoài tác động đó. Học sinh được trải nghiệm học tập trực tuyến và có những khoảng thời gian “bất thường” rời xa trường lớp, bạn bè và tự học ở nhà (Hoang, 2020; Tran, 2020). Các hoạt động khoa học và giáo dục cũng chịu tác động không (...) nhỏ (Vuong, 2018). Đời sống vật chất lẫn tinh thần của đội ngũ giáo viên cả trong nước lẫn giáo viên nước ngoài đi dạy tại các quốc gia đều bị suy giảm (Vu et al., 2020). Đã có gần 42.000 giáo viên phải hoãn hợp đồng làm việc và không có lương, trong đó có 29.700 giáo viên mẫu giáo bỗng chốc trở nên thất nghiệp và phải làm các công việc thời vụ để đáp ứng đời sống thường nhật (Bich Thanh, 2020). Khoảng 70% các tổ chức giáo dục tư nhân có thể sẽ phá sản khi không thể lưu động đủ chi trả các loại hình tài chính khác nhau (Nguyen, 2020). Rất nhiều trường học đang lo lắng về tình trạng không mong muốn này bởi giáo viên sẽ không thể đảm bảo chất lượng công việc khi mà chất lượng cuộc sống của họ cũng đang bị đe dọa (Canrinus et al., 2012). Hơn nữa, hiệu suất làm việc giáo viên được cho là yếu tố tác động quan trọng và có ảnh hưởng nhiều nhất đến học sinh (Darling-Hammond and Youngs, 2002; Staiger and Rockoff, 2010), so với các tác động bên ngoài như lòng yêu nghề, cách diễn đạt, sự tương tác hay mối quan hệ giữa giáo viên và học sinh (Marsh and Bailey, 1991).
