Die deutsche Beteiligung am Krieg in Afghanistan zielte erstens darauf ab, in Afghanistan für Demokratie und Menschenrechte zu sorgen; zweitens darauf, an Ort und Stelle für Sicherheit zu sorgen (ohne die kein wirtschaftlicher und gesellschaftlicher Aufbau möglich ist); und drittens darauf, unsere eigene Sicherheit (etwa vor terroristischen Angriffen) zu erhöhen. Diese Ziele sind erstrebenswert – aber es ist mehr als fraglich, ob jemals realistische Aussicht bestand, diese Ziele zu erreichen. Wir haben in Afghanistan nach der optimalen (...) Mischung aus zivilen und militärischen Maßnahmen gesucht – und haben sie nicht gefunden. War die Intervention zum Scheitern verurteilt? Nein; aber zu keinem Zeitpunkt verfügten wir über das für Erfolg erforderliche Wissen. Wir haben versucht, in ein chaotisches System einzugreifen, das sich während der Intervention immer wieder änderte. Wir haben zu langsam dazugelernt, und wir hätten auch kaum schneller lernen können, denn dieser Krieg ist Chaos, also unkontrollierbar (so wie viele andere Kriege auch). Das bedeutet, dass sich die Kriegsbefürworter und -planer maßlos überschätzt haben – technisch, militärisch, politisch, erkenntnistheoretisch und ethisch. Nicht die Pazifisten waren Traumtänzer in der Debatte über den Afghanistan-Krieg. Diese Thesen begründe ich angesichts des Stands der Dinge vom Winter 2010/1. Ich plädiere für einen sofortigen Abzug aus Afghanistan – und für noble Gesten gegenüber den Afghanen, die an unserer Seite Kopf & Kragen riskiert haben. (shrink)

Female education in Afghanistan has witnessed a number of ups and downs throughout the history of Afghanistan. In the history of Afghanistan, the people who suffered the most in the part of education were females. From the very beginning, female education was not that satisfactory prior to the civil war in Afghanistan but the three-decade civil war and conflicts made the situation worse for female learners. It was the government of the Taliban (1996-2001) when female education (...) fell to 0%. Hopes came to life with the establishment of the new government and the support of the international community in 2001. However, after sixteen long years, female education is still substandard. The focus of this study is on the unequal access to females and males in primary, secondary and particularly higher education. The study will also explore the major obstacles that hamper females’ education. This study is based on the collection of data available in different research papers, educational articles, reports and numerous other related sources. (shrink)

This paper examines demonic agency and epistemology in the thought of Augustine. When Augustine claims that demons can “work miracles,” he means this in a specific sense: the actions and intelligence of demons are only miraculous from the standpoint of humans, whose powers of perception and action are limited in relation to those of demons. The character of demons’ bodies and the length of their lives provide abilities beyond what humans possess, but, as natural, created beings, demons adhere to the (...) physical rules of nature. Demons possess neither supernatural powers, nor perfect knowledge. Just as our wonder ceases when we are shown how a magic trick is executed, human astonishment makes way for rational understanding once we comprehend demonic nature. (shrink)

The current study is a non-empirical research attempting to explore the key issues contributing to the dropout of girls from schools in Afghanistan. The paper first provides a historical background where the education of girls in the country has always been challenged. The study also explores a few studies conducted in the neighboring countries of Afghanistan where girls’ education is facing similar challenges causing to their dropout from schools. Subsequently, specific challenges, such as cultural, economic, insecurity, and school (...) related challenges have been identified as the main challenges toward the education of girls in Afghanistan. Finally, a number of recommendation have been proposed at the end of the paper, implementing of which might be useful for the status of girls’ education in the country. (shrink)

This paper considers the 20-year period that began with the US presence, interrogating the dynamics that helped ensure the failure of the US project – purportedly a democratic, rights-based state. It particularly examine how international actors and Afghan leaders ignored local culture and context to their ultimate detriment. The lack of attention paid to these elements helped create an opportunity for the Taliban to take power again with little opposition once the United States departed the country.

Der Einfluss der Lehre vom gerechten Krieg bzw. der Idee des gerechten Friedens auf den Umgang mit heutigen Konflikten lässt sich besonders gut anhand der so genannten „humanitären Interventionen“ und dem aus dieser Praxis entwickelten neuen Ansatz der „Responsibility to Protect“ (RtoP/ R2P) bzw. Schutzverantwortung zeigen. Bei der Be- gründung als humanitär erachteter Interventionen seit den 1990er Jahren wurde und wird auf die Kriterien des gerechten Krieges bzw. gerechten Friedens zurückgegriffen. Nachfolgend spielten diese auch bei der Formulierung des Prinzips (...) der Schutzverantwor- tung eine wichtige Rolle und sind so erneut für die Ausbildung völkerrechtlicher Normen herangezogen worden. Im Folgenden soll zunächst kurz das Kernproblem humanitär begründeter Interventionen skizziert werden und in einem zweiten Schritt dann gezeigt werden, wie die Konzepte von gerechtem Krieg und gerechtem Frieden in der Denkweise und den Prinzipien der Schutzverantwortung verankert sind. The main objectives of this study were to determine the extent of innovation in the grape harvest, and the rate of familiarity and usability of innovations by farmers in Parwan province. The data were collected as primary data, included face to face interviews with 120 grape growers and local authorities in 20 villages spread across the two districts of Charikar and Bagram provinces of Parwan, Afghanistan. The data was analyzed by (SPSS 22) Package. According to the results, the size (...) of agricultural land, land allocated to grape production have the most similarities; however, the findings show that grape yield was impressed by the application of farmers' innovations and knowledge by the user of innovation in the harvest stage grape production. The membership of farmers in agricultural organizations is very weak, and only 8.2% of the farmers have membership in the organization. And also, the advantages and disadvantages of using innovations were evaluated. The advatages were evaluated by six options (Saving Time, Increasing demand for the product, Wastes Reduction in the product, Better management, Easy harvest, Employment of less laborer), and all of them given high importance (HI). The disadvantages were evaluated in four options, of which only the the item ''Not economic'' was given (HI) while the remaining three disadvantages were in (LI) category. Familiarity and usability of innovations have different results; most of the farmers are familiar with innovations. However, the application of innovations is less than it is familiarity. (shrink)

Military doctors and nurses, employees with a compound professional identity as they are neither purely soldiers nor simply doctors or nurses, face a role conflict between the clinical professional duties to a patient and obligations, express or implied, real or perceived, to the interests of a third party such as an employer, an insurer, the state, or in this context, military command (London et al. 2006). In the context of military medical ethics this is commonly called dual loyalty (or, less (...) commonly, mixed agency). Although other professionals in the military, for instance counsellors or lawyers, might experience similar problems of dual loyalties, it seems that the dual loyalties experienced by military medical personnel are particularly testing. Wer humanitäre Kriege moralisch beurteilen will, muss sich in einem chaotischen Meer der Möglichkeiten auskennen; er muss (z.B. in der Rückschau) wissen, was geschehen wäre, hätten sich die Akteure anders entschieden. Solche Fragen betreffen keine Fakten, sondern Kontrafakten; mit kühlem Realitätssinn alleine ist diesen Fragen nicht beizukommen. Im Herzstück dieses Aufsatzes steht eine erkenntnistheoretische Analyse kontrafaktischer Sätze (VI-XIII). Wenn ich recht liege, müssen wir uns bei der Beurteilung solcher Sätze nicht nur an die harten Fakten halten; zusätzlich brauchen wir weichere (...) Beurteilungskriterien wie Einfühlungsvermögen, narrative Intelligenz, Phantasie – und Werthaltungen. Dass eine bestimmte Form von Pazifismus im Lichte dieser erkenntnistheoretischen These an Plausibilität gewinnt, versuche ich in den Schlussabschnitten anhand des Kosovo-Kriegs plausibel zu machen. Der Aufsatz beginnt mit ausserrationalen Betrachtungen zugunsten des Pazifismus und versucht insgesamt, allerlei angeblich vernünftigen Gegenargumenten den Wind aus den Segeln zu nehmen. (shrink)

Militärtechnisch könnte der Westen (und sogar Deutschland alleine) einen Krieg gegen den Islamischen Staat (IS) gewinnen; aber es wäre ein weiterer Pyrrhussieg über radikale Kräfte unter islamischer Flagge. Wenn wir uns für die Folgen unseres Nichtstuns verantwortlich fühlen sollen, dann sind wir erst recht verantwortlich für die fatalen Neben-, Spät- und Langzeitfolgen unserer Interventionen im Nahen Osten : Die Region ist voller Waffen (die zum erheblichen Teil von uns stammen) und voller Fanatiker, die auch wegen unserer Anwesenheit immer neu (...) radikalen Zulauf finden. Nach all diesen entmutigenden Erfahrungen sollten wir uns eingestehen, dass wir uns überschätzt haben und gescheitert sind. Um der Konfrontation auf lange Sicht ein Ende zu bereiten, sollten wir aus der Region vollständig abziehen, keine Waffen liefern – und in der muslimischen Welt um Entschuldigung für unsere vormalige Hybris bitten. Der Frieden im Nahen Osten muss von den dort Wohnenden selber gefunden werden. (shrink)

In its reaction on the terroristic attacks of September 9th, 2001, the US-government threatened Afghanistan's Taleban with war in order to force them to extradite terrorist leader Bin Laden; the Taleban said that they would not surrender to this kind of blackmail – and so, they were removed from Kabul by means of military force. The rivalling versions of this story depend crucially on notions such as "terrorism" and "blackmail". Obviously you'll gain public support for your preferrend version of (...) the story if you are able to determine how those notions are to be used. So we had better reflect about their very meaning and about the moral implications of their proper usage. To gain a deeper understanding of our notions of "blackmail" and "terrorism" I shall propose an extreme thought experiment: Cassandra's plan. Cassandra foresees that sooner or later one of the nuclear powers might take the liberty to use atomic bombs. From fright she founds an NGO for blackmailing the statesmen who are in charge of nuclear weapons; she announces in public that all ministers and leaders of any government shall be hunted down, and executed, whose soldiers drop but one atomic bomb. (Cassandra's NGO keeps killer teams in constant training so as to increase the effect of the threat; this is being financiated from private donations). In my paper I shall raise two questions (without claiming to provide definite answers). First, would we have to say that Cassandra's NGO was a terrorist organisation? Second, would it be morally wrong if Cassandra blackmailed statesmen in the way indicated? (shrink)

Die Debatte über das Für und Wider gendergerechter Sprache ist in vollem Gange. Die Fronten sind jedoch längst verhärtet. Falsch ist nicht die Absicht, patriarchale Strukturen der bestehenden Gesellschaft zu beseitigen. Das Feld der Sprache aber ist dafür gänzlich ungeeignet. Ulrich Thomas Wolfstädter arbeitet die Gründe für den verbreiteten Glauben heraus, dass das Genus der Wörter grundlegend etwas mit dem bio­logischen Geschlecht zu tun habe. Wolfstädter zeigt damit, dass die feministische Sprachkritik des nur Mitgemeint-Seins übersieht, dass in der Grammatik und (...) der Ursprünglichkeit der Sprache überhaupt gar keine geschlecht­lichen Identitäten gemeint sind - also auch die Männer nicht! In diesem Lichte widerlegt der Autor nicht nur das sogenannte Genus-Sexus-Prinzip, er spricht auch Klartext und beleuchtet den blinden Fleck, den wirkursächlichen Grund und die Ursache für die schriller werdenden Bestrebungen, die Geschlechtsidentitäten mit Gendersternchen und Co. sichtbar zu machen. Wir schämen uns für das naturalistische Korrelat der zugesprochen Geschlechtsidentitäten: Vulva und Penis. Das erklärt, warum mit einer geradezu aggressiven Sexifizierung der Sprache eine erstaunliche Prüderie einhergeht. Wolfstädters Ansatz greift das Problem an seiner Wurzel: Nur mit einem ungezwungeneren Umgang mit unserer natürlichen Körperlichkeit lässt sich eine umfassende Emanzipation und die Gleichbehandlung aller Menschen in Unabhängigkeit ihres zugesprochenen Geschlechts erreichen. Im Zuge der Herausarbeitung dieses Unterfangens werden in Wolfstädters Schrift auch wenig beachtete, aber entscheidende Zusammenhänge von Sprache und Kultur beleuchtet: "Die gendergerechte Sprache knüpft also an derselben kultürlich geprägten Kontingenz an, wie sie dem (strukturellen) Rassismus zugrunde liegt. Denn auf die Formel gebracht lässt sich erkennen: ohne Sexus kein Gender, ohne Genus kein Race." (Krieg der Gendersterne, S. 77) Allein dieser Befund ist es allemal wert, dass die Erkenntnisse dieser doch recht anspruchsvollen Schrift in den öffentlichen Diskurs getragen werden. Die Folge wäre wohl die Renaissance eines wirklich bedeutsamen Sprechens, das die Ziele des Feminismus tatsächlich in unsere Gesellschaft und Kultur implementiert. (shrink)

Soll der Freizeitkonsum von Drogen wie Marihuana, Kokain, Heroin und LSD einem gesetzlichen Verbot unterliegen? Drogengegner sagen ja. Sie behaupten für gewöhnlich, Drogenkonsum sei sowohl für den Nutzer als auch für die Gesellschaft allgemein äußerst schädlich – vielleicht sogar unmoralisch, und sie glauben, diese Tatsachen seien als Verbotsgrund ausreichend. Freigabebefürworter sagen nein und berufen sich dabei für gewöhnlich auf eines oder mehrere von drei Argumenten: Erstens behaupten einige, Drogenkonsum sei nicht so schädlich, wie Drogengegner meinen, und sei gelegentlich sogar nützlich. (...) Zweitens behaupten einige, Drogenverbote „funktionierten“ nicht, d. h. sie verhinderten den Drogenkonsum nicht besonders wirksam und hätten eine Reihe sehr nachteiliger Folgewirkungen. Schließlich behaupten einige, Drogenverbote seien Unrecht oder verletzten Rechte. -/- Ich unternehme an dieser Stelle nicht den Versuch, all diese Argumente zu besprechen. Stattdessen beschränke ich mich auf die drei Hauptargumente der Drogendebatte: Erstens demjenigen, Drogen solle man aufgrund der Schädigung der Konsumenten verbieten; zweitens, man solle sie verbieten, weil sie außer den Konsumenten noch anderen schadeten; und drittens, man solle sie legalisieren, weil Drogenverbote Rechte verletzten. I wish to propose a new doctrine called epistemological pacifism. According to the doctrine, our objective knowledge concerning hard facts about a given war and its context is far too poor to justify entering that war. Our best and most informative accounts of any pre-war situation are value-laden; the same is true of counterfactual claims about any event during, or after, war. Here we have three new types of what has been discussed under the label of fact/value entanglement. Realizing this (...) helps us understand why pacifists and their opponents never agree about so-called facts. Both parties bring to bear different values in their descriptions. Although this is legitimate for both sides, the values of the pacifist are more attractive than those of the bellicist. The recent war in Mali is a case in point, as I’ll sketch at the end of the paper. (shrink)

Military doctors and nurses, working neither as pure soldiers nor as merely doctors or nurses, may face a ‘role conflict between the clinical professional duties to a patient and obligations, express or implied, real or perceived, to the interests of a third party such as an employer, an insurer, the state, or in this context, military command’. This conflict is commonly called dual loyalty. This chapter gives an overview of the military and the medical ethic and of the resulting dual (...) loyalty problem for medical personnel working in the military. It considers how dual loyalties relate to being a professional, something medical personnel are the paradigmatic examples of, but also something military personnel claim to be. Against that background, the chapter elaborates on the medical rules of eligibility used in Afghanistan, and on the policies concerning military involvement in local healthcare, to see what the existing rules and policies are, and whose interests they serve. Amerika und die Welt befinden sich im Prozess des Zusammenbruchs durch übermäßiges Bevölkerungswachstum, das meiste davon im letzten Jahrhundert und jetzt alles aufgrund der Menschen in der 3. Welt. Der Verbrauch von Ressourcen und die Hinzufügung von ein oder zwei Milliarden weiteren etwa 2100 wird die industrielle Zivilisation zusammenbrechen und Hunger, Krankheit, Gewalt und Krieg in einem erschütternden Ausmaß herbeiführen. Milliarden werden sterben, und ein Atomkrieg ist so gut wie sicher. In Amerika wird dies durch massive Einwanderung und Reproduktion (...) von Einwanderern enorm beschleunigt, verbunden mit Missbräuchen, die durch die Demokratie ermöglicht werden. Die verdorbene menschliche Natur verwandelt den Traum von Demokratie und Vielfalt unaufhaltsam in einen Alptraum von Verbrechen und Armut. Die Hauptursache des Zusammenbruchs ist die Unfähigkeit unserer angeborenen Psychologie, sich an die moderne Welt anzupassen, was dazu führt, dass Menschen nicht verwandte Personen behandeln, als hätten sie gemeinsame Interessen. Dies, plus Unwissenheit über grundlegende Biologie und Psychologie, führt zu den Social-Engineering-Wahnvorstellungen der teilweise Gebildeten, die demokratische Gesellschaften kontrollieren. Nur wenige verstehen, dass, wenn Sie einer Person helfen, jemand anderem zu schaden – es gibt kein kostenloses Mittagessen und jeder einzelne Gegenstand, den jemand konsumiert, zerstört die Erde unwiederbringlich. Folglich ist die Sozialpolitik überall unhaltbar, und eine nach der anderen werden alle Gesellschaften ohne strenge Kontrolle des Egoismus in Anarchie oder Diktatur zusammenbrechen. Ohne dramatische und sofortige Veränderungen gibt es keine Hoffnung, den Zusammenbruch Amerikas oder eines Landes, das einem demokratischen System folgt, zu verhindern. Daher mein Essay "Suicide by Democracy". Es ist jetzt auch klar, dass die sieben Soziopathen, die China regieren, den 3. Weltkrieg gewinnen, und so mein abschließender Essay über sie. Die einzige größere Bedrohung ist Künstliche Intelligenz, auf die ich kurz eingehe. Der Schlüssel zu allem, was uns betrifft, ist die Biologie, und sie ist die Vergessenheit, die Millionen kluger gebildeter Menschen wie Obama, Chomsky,Clinton, die Demokratische Partei und den Papst dazu bringt, selbstmörderische utopische Ideale zu vertreten, die unaufhaltsam direkt in die Hölle auf Erden führen. Wie W bemerkte, ist es das, was immer vor unseren Augen ist, das am schwersten zu sehen ist. Wir leben in der Welt des bewussten deliberativen linguistischen Systems 2, aber es ist unbewusstes, automatisches reflexives System 1, das regiert. Dies ist die Quelle der universellen Blindheit, die von Searles The Phenomenological Illusion (TPI), Pinker es Blank Slate und Tooby and Cosmides' Standard Social Science Model beschrieben wird. Die erste Gruppe von Artikeln versucht, einen Einblick in unser Verhalten zu geben, das einigermaßen frei von theoretischen Wahnvorstellungen ist. In den nächsten drei Gruppen beeinetiere ich drei der wichtigsten Wahnvorstellungen, die eine nachhaltige Welt verhindern – Technologie, Religion und Politik (genossenschaftliche Gruppen). Die Leute glauben, dass die Gesellschaft durch sie gerettet werden kann, also gebe ich einige Vorschläge im Rest des Buches, warum dies unwahrscheinlich ist, durch kurze Artikel und Rezensionen von aktuellen Büchern von bekannten Schriftstellern. Ein anderer Abschnitt beschreibt den religiösen Wahn – dass es eine Supermacht gibt, die uns retten wird. Der nächste Abschnitt beschreibt die digitalen Wahnvorstellungen, die die Sprachspiele von System 2 mit den Automatismen von System eins verwechseln und daher biologische Maschinen (d. h. Menschen) nicht von anderen Maschinentypen (d. h. Computern) unterscheiden können. Andere digitale Wahnvorstellungen sind, dass wir vor dem reinen Bösen (Selbstsucht) von System 1 durch Computer/AI/Robotik/Nanotechnologie/Gentechnik, die von System 2 geschaffen wurden, gerettet werden. Der No Free Lunch-Prinzipal sagt uns, dass es ernste und möglicherweise tödliche Folgen geben wird. Der letzte Abschnitt beschreibt the One Big Happy Family Delusion, d.h., dass wir für die Zusammenarbeit mit allen ausgewählt werden und dass die euphonious Ideale von Demokratie, Vielfalt und Gleichheit uns in die Utopie führen werden, wenn wir die Dinge einfach richtig handhaben (die Möglichkeit der Politik). Auch hier sollte uns das Prinzip "Kein freies Mittagessen" warnen, dass es nicht wahr sein kann, und wir sehen in der geschichteten und ganzen heutigen Welt, dass ohne strenge Kontrollen Egoismus und Dummheit die Oberhand gewinnen und bald jede Nation zerstören, die diese Wahnvorstellungenumarmt. Darüber hinaus reduziert der Affengeist die Zukunft steil, und so arbeiten wir beim Verkauf des Erbes unseres Nachkommen für temporären Komfort zusammen, was die Probleme erheblich verschärft. The phrase ‘Never Again,’ ‘plus jamais, ‘nie wieder,’ ‘nunc más’ and ‘nunca mais’ promises to end the atrocities of the 20th century and warns of their return if individuals and governments remain indifferent to injustices in the world. Never Again is based on the moral claim that active remembrance is central to learning from the past and to preventing violence in the future. Indeed, as President Volodymyr Zelensky argued in his speech on May 8th commemorating the end of World War (...) II, ‘Never Again’ is ‘the anthem of the civilized world.’ While the promise of Never Again was undermined by genocide in Yugoslavia and Rwanda, and the bombing of civilians in Syria and war in Afghanistan, Russia’s full-scale invasion of Ukraine tests the ethics of Never Again on a larger scale with its looming specter of nuclear war and growing list of war crimes. In an effort to understand how the very institutions that were created in the aftermath of World War II could not prevent war from returning to Europe, my argument proceeds in three parts: (1) Never Again is based on a paradox between the universal and the particular, as well as between the historical experience of individuals in the past and the universal promise to avert its reoccurrence. (2) Never Again refers to a break in historical time that links the living with memories of the dead and promises not to repeat the violence of the past in the future. At issue is the kind of intergenerational responsibility implied in the ethics of Never Again. (3) The imperative of Never Again is weakened when memory is reduced to a melancholic gaze of catastrophe that privileges a tragic understanding of history. (shrink)

Im Zentrum dieses Bandes stehen die Beiträge einer Tagung, die im Oktober 2017 an der Universität Konstanz stattgefunden hat. Thema der Tagung war ein den historischen Kontext einbeziehender Blick auf den frühen Rudolf Carnap, vom Ende des Ersten Weltkriegs bis zur Emigration Ende 1935. Der 1891 in Ronsdorf bei Wuppertal geborene Rudolf Carnap entschloss sich erst relativ spät zu einer Karriere als akademischer Philosoph, nämlich 1920, nachdem er sein durch den Krieg unterbrochenes Studium der Physik und Philosophie in Jena (...) und Freiburg abgeschlossen und kurze Zeit überlegt hatte, als Lehrer in der Schulreform-Bewegung zu arbeiten. Es folgte die philosophische Promotion im Jahr 1921, bei Bruno Bauch in Jena, mit einer Doktorarbeit zum Raumproblem. 1923 organisierte Carnap, gemeinsam mit Hans Reichenbach und anderen, eine für die Entstehung des Logischen Empirismus bedeutsame kleine Tagung in Erlangen. Auf Einladung von Moritz Schlick habilitierte er sich 1926 an der Universität Wien und verbrachte die Zeit bis 1931 zumindest teilweise in Wien, als eines der Kernmitglieder des Wiener Kreises um Moritz Schlick. Seine Habilitationsschrift erschien 1928 unter dem Titel Der logische Aufbau der Welt (hier immer Aufbau). 1931 folgte Carnap einem Ruf an die Deutsche Universität Prag. In den darauffolgenden Jahren blieb aber der enge Kontakt mit Wien und dem Wiener Kreis erhalten. Carnaps hauptsächliche Arbeit in dieser Zeit war seinem zweiten großen Buchprojekt gewidmet, der 1934 publizierten Logischen Syntax der Sprache. Daneben verfasste Carnap in seiner Zeit in Wien und Prag auch zahlreiche Aufsätze, zu unterschiedlichen Aspekten der Logik, der Metaphysikkritik und der Wissenschaftstheorie. Er war Mitautor des Manifests Wissenschaftliche Weltauffassung: Der Wiener Kreis und nahm regen Anteil an den zahlreichen wissenschaftlichen Aktivitäten des Logischen Empirismus, von der Gründung der Zeitschrift Erkenntnis bis hin zum Projekt einer Enzyklopädie der Einheitswissenschaft. Spätestens ab 1933 musste Carnap jedoch feststellen, dass an eine weitere wissenschaftliche Karriere in dem von Faschismus und Nationalsozialismus geprägten politischen Klima in Kontinentaleuropa nicht zu denken war. Er strebte deshalb die Emigration ins englischsprachige Ausland an, die schließlich Ende 1935 gelang, als Carnap ein Angebot von der Universität Chicago erhielt. Obwohl Carnap nur den kleineren Teil der in diesem Band abgedeckten eineinhalb Jahrzehnte in Wien verbracht hat, widmet sich der Großteil der hier versammelten Beiträge schwerpunktmäßig der für Carnaps philosophische Karriere zentralen Wiener Zeit. Many studies have been conducted to investigate the implementation of Communicative Language Teaching (CLT) in ESL and EFL contexts, but those conducted in EFL context, have reported that the application of CLT was challenging. Still, as far as the Afghan EFL context is concerned, there is a lack of empirical research investigating the issue. Hence, the purpose of this study is to explore afghan EFL lecturers’ perceived challenges in practicing CLT. The study also aims to examine if there is any (...) significant relationship among teachers use of CLT, the perceived challenges, and their demographic profiles. This study uses a quantitative research approach in which a survey questionnaire was given to EFL lecturers teaching in a public university. The results of the study revealed that the EFL lecturers had positive perceptions of using CLT activities, as there were evidence of a number of major CLT activities conducted in their classrooms. The results also revealed that they faced certain challenges that prevented them from implementing CLT effectively. Furthermore, significant correlation was found between students’ related challenges and teachers’ perceptions of using CLT; however, no significant correlations were found among teachers’ demographic profiles and CLT perceived challenges. This research is significant since it could be used as a resource presenting a comprehensive picture of CLT implementation in EFL classrooms in Afghanistan. (shrink)

The term native-like proficiency in English refers to possessing the ability to speak the English language like a native speaker. This study was conducted to investigate Afghan English major undergraduate students’ attitudes toward native-like proficiency in the English language at two public universities in Afghanistan. The study specifically investigated the attitudes of Afghan English major undergraduate students toward the characteristics of a native speaker of the English language, native speakers’ linguistic imperialism, and native-like proficiency in the English language. A (...) mixed research design was used for the study. The quantitative data were descriptively analyzed in terms of frequencies using SPSS and presented in tables. The qualitative data were thematically analyzed and presented. A total of 113 fourth-year (senior students) voluntarily participated in the study. The findings revealed that perfect pronunciation, fluency, and grammatical accuracy were the defining attributes of native speakers. Similarly, students believed that only native speakers have the right to decide the rules or to standardize the English language and that only a native speaker has better English language skills. Moreover, the results revealed that Afghan English major students’ attitudes toward native-like proficiency in the English language were highly positive, and they love to speak with a native-like accent. It is hoped that the findings of the current study will help educators and will be a valuable addition to the current mass of data on the subject. (shrink)

As moral injury is a still-emerging concept within the area of military mental health, prevalence estimates for moral injury and its precursor, potentially morally injurious events (PMIEs), remain unknown for many of the world’s militaries. The present study sought to estimate the prevalence of PMIEs in the Canadian Armed Forces (CAF), using data collected from CAF personnel deployed to Afghanistan, via logistic regressions controlling for relevant sociodemographic, military, and deployment characteristics. Analyses revealed that over 65% of CAF members reported (...) exposure to at least one event that would be considered a PMIE. The most commonly PMIEs individuals reported included seeing ill or injured women and children they were unable to help (48.4%), being unable to distinguish between combatants and non-combatants (43.6%), and finding themselves in a threatening situation where they were unable to respond due to the rules of engagement under which they were required to operate (35.4%). These findings provide support for both the presence of exposure to PMIEs in CAF members and the need for formal longitudinal data collection regarding PMIE exposure and moral injury development. The goal of this essay is to explore "the highly contested nature of [decision-making through adopting] a historically comparative and interdisciplinary approach." Internalist history of game theory treats decision theory as a science of making choices to maximize expected gain. Game theory is applied to nuclear deterrence and military strategy, building markets and designing institutions, analyzing collective action, developing jurisprudence, and addressing crime and punishment. This essay draws on recent historiography of Cold War decision-making to draw into focus the constructive (...) aspects of decision theory to argue that the perceived need to avoid worst-case scenarios has instead contributed to a world in which the worst outcome is probabilistically assured to occur over the long duree timeframe. Bevor ich das Buch kommentiere, möchte ich Kommentare zu Wittgenstein und Searle und der logischen Struktur der Rationalität abgeben. Die Essays hier sind meistens bereits während des letzten Jahrzehnts veröffentlicht (obwohl einige aktualisiert wurden), zusammen mit einem unveröffentlichten Artikel, und nichts hier wird für diejenigen, die mit seiner Arbeit mithalten können, nicht überraschen. Wie W gilt er als der beste Standup-Philosoph seiner Zeit und sein schriftliches Werk ist solide als Fels und bahnbrechender durchweg. SeinVersäumnis, das spätere W so ernst zu (...) nehmen, führt jedoch zu einigen Fehlern und Verwirrungen. Nur ein paar Beispiele: Auf S. 7 stellt er zweimal fest, dass unsere Gewissheit über grundlegende Tatsachen auf das überwältigende Gewicht der Vernunft zurückzuführen ist, das unsere Behauptungen stützt, aber W hat in "On Certainty" definitiv gezeigt, dass es keine Möglichkeit gibt, an der wirklichen axiomamatischen Struktur unserer System-1-Wahrnehmungen, Erinnerungen und Gedanken zu zweifeln, da sie selbst die Grundlage für das Urteil ist und nicht selbst beurteilt werden kann. Im ersten Satz auf P8 sagt er uns, dass Sicherheit revisierbar ist, aber diese Art von "Sicherheit", die wir Sicherheit2 nennen könnten, ist das Ergebnis der Erweiterung unserer axiomamatischen und nicht revisierbaren Gewissheit (Sicherheit1) durch Erfahrung und ist völlig anders, wie sie propositional (wahr oder falsch) ist. Dies ist natürlich ein klassisches Beispiel für den "Kampf gegen die Verhexung unserer Intelligenz durch Sprache", den W. immer wieder demonstrierte. Ein Wort - zwei (oder viele) unterschiedliche Verwendungen. Sein letztes Kapitel "Die Einheit des Vorschlags" (bisher unveröffentlicht) würde auch sehr davon profitieren, W es "On Certainty" oder DMS es two books on OC (siehe meine Rezensionen) zu lesen, da sie den Unterschied zwischen wahren Sätzen, die S1 beschreiben, und wahren oder falschen Sätzen, die S2 beschreiben, deutlich machen. Dies erscheint mir als eine weit überlegene Herangehensweise an Ses Nehmen S1 Wahrnehmungen als propositional, da sie erst T oder F werden, nachdem man beginnt, über sie in S2 nachzudenken. Sein Standpunkt, dass Die Sätze Aussagen von tatsächlicher oder potenzieller Wahrheit und Falschheit, von Vergangenheit und Zukunft und Fantasie erlauben und damit einen enormen Fortschritt gegenüber der vor- oder protolinguistischen Gesellschaft ermöglichen, ist überzeugend. Er sagt: "Ein Satz ist alles, was eine Bedingung der Zufriedenheit bestimmen kann... und eine Bedingung der Zufriedenheit... ist, dass dies der Fall ist und so ist." Oder, das muss man hinzufügen, das könnte oder könnte sein oder sein könnte. Insgesamt ist PNC eine gute Zusammenfassung der vielen wesentlichen Fortschritte gegenüber Wittgenstein, die sich aus S' halbes Jahrhundert Arbeit ergeben, aber meiner Meinung nach ist W immer noch unerreicht, wenn man begreift, was er sagt. Im, Idealfall sollten sie zusammen gelesen werden: Searle für die klare kohärente Prosa und Verallgemeinerungen, illustriert mit W es perspicacious Beispiele und brillanten Aphorismen. Wenn ich viel jünger wäre, würde ich ein Buch schreiben, das genau das tut. In "Godel es Way" diskutieren drei namhafte Wissenschaftler Themen wie Unentschlossenheit, Unvollständigkeit, Zufälligkeit, Berechenbarkeit und Parakonsistenz. Ich gehe diese Fragen aus Wittgensteiner Sicht an, dass es zwei grundlegende Fragen gibt, die völlig unterschiedliche Lösungen haben. Es gibt die wissenschaftlichen oder empirischen Fragen, die Fakten über die Welt sind, die beobachtungs- und philosophische Fragen untersuchen müssen, wie Sprache verständlich verwendet werden kann (die bestimmte Fragen in Mathematik und Logik beinhalten), die entschieden werden müssen, indem man sich anschaut,wie wir Wörter in bestimmten (...) Kontexten tatsächlich verwenden. Wenn wir klar werden, welches Sprachspiel wir spielen, werden diese Themen als gewöhnliche wissenschaftliche und mathematische Fragen angesehen, wie alle anderen auch. Wittgensteins Einsichten wurden selten übertroffen und sind heute so treffend wie vor 80 Jahren, als er die Blauen und Braunen Bücher diktierte. Trotz seiner Versäumnisse – wirklich eine Reihe von Notizen statt eines fertigen Buches – ist dies eine einzigartige Quelle für die Arbeit dieser drei berühmten Gelehrten, die seit über einem halben Jahrhundert an den blutenden Rändern von Physik, Mathematik und Philosophie arbeiten. Da Costa und Doria werden von Wolpert zitiert (siehe unten oder meine Artikel über Wolpert und meine Rezension von Yanofskys 'The Outer Limits of Reason'), da sie auf universelle Berechnung schrieben,, und unter seinen vielen Errungenschaften ist Da Costa ein Pionier in Parakonsistenz. Ich habe viele kürzliche Diskussionen über die Grenzen der Berechnung und das Universum als Computer gelesen, in der Hoffnung, einige Kommentare über die erstaunliche Arbeit des Polymath Physikers und Entscheidungstheoretikers David Wolpert zu finden, aber habe kein einziges Zitat gefunden und so präsentiere ich diese sehr kurze Zusammenfassung. Wolpert bewies einige verblüffende Unmöglichkeit oder Unvollständigkeit Theoreme (1992 bis 2008-siehe arxiv dot org) über die Grenzen der Schlussfolgerung (Berechnung), die so allgemein sind, dass sie unabhängig von dem Gerät, das die Berechnung, (...) und sogar unabhängig von den Gesetzen der Physik, so dass sie für Computer, Physik und menschliches Verhalten gelten. Sie nutzen Cantors Diagonalisierung, das Lügner-Paradoxon und die Weltlinien, um das vielleicht ultimative Theorem in turing Machine Theory zu liefern, und geben scheinbar Einblicke in Unmöglichkeit, Unvollständigkeit, die Grenzen der Berechnung und das Universum als Computer, in alle möglichen Universen und alle Wesen oder Mechanismen, was unter anderem ein nicht quantenmechanisches Unsicherheitsprinzip und einen Beweis für Monotheismus erzeugt. Es gibt offensichtliche Verbindungen zum klassischen Werk von Chaitin, Solomonoff, Komolgarov und Wittgenstein und zu der Vorstellung, dass kein Programm (und damit kein Gerät) eine Sequenz (oder ein Gerät) mit größerer Komplexität erzeugen kann, als es besitzt. Man könnte sagen, dass dieses Werk den Atheismus impliziert, da es keine Entität geben kann, die komplexer ist als das physikalische Universum, und aus Wittgensteins Sicht ist "komplexer" bedeutungslos (hat keine Bedingungen der Befriedigung, d.h. Wahrheitsmacher oder Test). Selbst ein "Gott" (das heist ein "Gerät" mit unbegrenzter Zeit/Raum und Energie) kann weder bestimmen, ob eine bestimmte "Zahl" "zufällig"ist, noch einen bestimmten Weg finden, um nachzuweisen, dass eine bestimmte "Formel", "Satz" oder "Satz" oder "Gerät" (alles komplexe Sprachspiele) Teil eines bestimmten "Systems" ist. Background: A bean is the seed of one of several genera of the flowering plant family Fabaceae, which are used as vegetables for human or animal food. They can be cooked in many different ways, including boiling, frying, and baking, and are used in many traditional dishes throughout the world. Beans are one of the longest-cultivated plants. Broad beans, also called fava beans, in their wild state the size of a small fingernail, were gathered in Afghanistan and the Himalayan (...) foothills. In a form improved from naturally occurring types, Beans were an important source of protein throughout old and new world history, and still are today. Objectives: The main goal of this expert system is to get the appropriate diagnosis of disease and the correct treatment. Methods: In this paper, the design of the proposed Expert System was produced to help farmers and those interested in agriculture in diagnosing many of the Bean diseases such as Fusarium wilt, Charcoal rot or ashy stem blight, Bacterial leaf spot and blight, Mung bean yellow mosaic virus, Cercospora leaf spot. The proposed expert system presents an overview of Bean diseases are given, the cause of diseases outlined and the treatment of disease whenever possible is given out. CLIPS Expert System language was used for designing and implementing the proposed expert system. Results: The proposed Bean diseases diagnosis expert system was evaluated by Agricultural experts and some friends interested in agriculture and they were satisfied with its performance. Conclusions: The proposed expert system is very useful for Farmers and those interested in agriculture. (shrink)

This study demonstrates the combinations of multiple causal factors that formulate a startup’s strategy to successfully “exit”, namely “recipes for a successful exit,” in the clean- and hard-tech sector. We identify seven key causal factors (i.e., causal conditions) that impact startup success, including commercial readiness, investor interactions, favorable industry, non-financial support, straightforward development path, experienced team, and visibility to investors. We also investigate the combinations of selective causal conditions that can provide further synergetic impact. We conduct the fuzzy-set qualitative comparative (...) analysis (fsQCA) on seven U.S. clean- and hard-tech startups that exited between 2005 and 2016. The successful companies all demonstrate distinctive characteristics based on three general categories (1) robust ecosystem; (2) heavy-lifting team; or (3) external opportunity. Across these three categories, commercial readiness and strong investor interactions are necessary conditions for all exit cases. But there are important differences that drive success in each category, such as the interaction with non-financial support (in the robust ecosystem case), experienced team (in the heavy-lifting team case), and favorable industry (in the external opportunity case). Our findings are meant to support entrepreneurs in reaching an exit by optimizing the given internal and external circumstances, and policymakers to build a robust ecosystem that can increase the success rate of the clean- and hard-tech development. In the remainder of this article, we will disarm an important motivation for epistemic contextualism and interest-relative invariantism. We will accomplish this by presenting a stringent test of whether there is a stakes effect on ordinary knowledge ascription. Having shown that, even on a stringent way of testing, stakes fail to impact ordinary knowledge ascription, we will conclude that we should take another look at classical invariantism. Here is how we will proceed. Section 1 lays out some limitations of previous (...) research on stakes. Section 2 presents our study and concludes that there is little evidence for a substantial stakes effect. Section 3 responds to objections. The conclusion clears the way for classical invariantism. Not long after the 2001 invasion of Afghanistan, an American citizen was captured by U.S. soldiers on he battlefield carrying a weapon and wearing the dress of a Taliban soldier. Heralded by the news media as the “American Taliban,” he became a spectacle, bound, gagged, naked and blind-folded on a stretcher in a photo taken soon after his capture. The story of how the homeschooled twenty-year-old from a middle-class Northern California family became an enemy combatant in the Afghani desert (...) piqued the popular imagination. After converting to Islam, he went to Yemen, learned Arabic, returned home and then left again to attend a madrassa (or Islamic religious school) before receiving training at an Al-Qaeda training camp in Afghanistan. Some Americans reacted to the young man’s story with wonder; others with loathing. How did this youth stray from the values that most Americans hold dear? In fact, he did not. Similar to Paul Maud’dib who, at the end of Dune Messiah, wandered into the desert a blind holy man, the American Taliban had acted in accordance with values that most American prize: self-reliance, ingenuity, spirituality and practical know-how. It is widely believed that the Fremen culture derives from their religion, Zensunni , an imaginative blending of Zen Buddhism and Sunni Muslim beliefs. However, a closer look reveals that the Fremen (similar to the American Taliban) were shockingly American in their core values. To demonstrate this, I begin by discussing the weirdness of Dune’s Fremen, their religion, customs and lifestyle. Then, I give a brief summary of American philosopher Ralph Waldo Emerson’s famous essay “Self-Reliance” followed by a similar treatment of John Dewey’s notion of democracy as a way of life. The essay returns to paint a clearer picture of the American Fremen and their exhilarating though dangerous faith in jihad as a way of life. (shrink)

The present article analyzes the world order in the past, present and future as well as the main factors, foundations and ideas underlying the maintaining and change of the international and global order. The first two sections investigate the evolution of the world order starting from the ancient times up to the late twentieth century. The third section analyzes the origin and decline of the world order based on the American hegemony. The authors reveal the contradictions of the current unipolar (...) world and explain in what way globalization has become more profitable for the developing countries but not for the developed ones. The authors also explain the strengthening belief that the US leading status will inevitably weaken. In this connection we discuss the alternatives of the American strategy and the possibility of the renaissance of the American leadership. The last section presents a factor analysis which allows stating that the world is shifting toward a new balance of power and is likely to become the world without a leader. The new world order will consist of a number of large blocks, coalitions and countries acting within a framework of rules and mutual responsibility. However, the transition to a new world order will take certain time (about two decades). This period, which we denote as the epoch of new coalitions, will involve a reconfiguration of the World System and bring an increasing turbulence and conflict intensity. (shrink)

Is behavioral integration (i.e., which occurs when a subjects assertion that p matches her non-verbal behavior) a necessary feature of belief in folk psychology? Our data from nearly 6,000 people across twenty-six samples, spanning twenty-two countries suggests that it is not. Given the surprising cross-cultural robustness of our findings, we suggest that the types of evidence for the ascription of a belief are, at least in some circumstances, lexicographically ordered: assertions are first taken into account, and when an agent sincerely (...) asserts that p, non-linguistic behavioral evidence is disregarded. In light of this, we take ourselves to have discovered a universal principle governing the ascription of beliefs in folk psychology. (shrink)

Although fairness is a key moral trait, limited research focuses on participants' observed fairness behavior because moral traits are generally measured through self-report. This experiment focused on day-to-day interpersonal fairness rather than impersonal justice, and fairness was assessed as observed behavior. The experiment investigated whether a self-reported fairness trait would moderate a situational influence on observed fairness behavior, such that individuals with a stronger fairness trait would be less affected by a situational influence than those with a weaker fairness trait. (...) We used an iterated resource game in which participants could withdraw resources as they chose, and we manipulated the number of resources bogus players withdrew. The number of resources participants withdrew was the behavioral measure of fairness. Results confirmed the expected moderation of the unfairness manipulation by a fairness trait on observed behavior. Those reporting a stronger fairness trait were unaffected by the manipulation, whereas those reporting a weaker fairness trait were more strongly influenced. (shrink)

Der erste amerikanische Krieg von 1991 gegen Saddam Hussein war moralisch falsch. Man muss kein radikaler Pazifist sein, um zu diesem Urteil zu kommen, denn dies Urteil ergibt sich auch dann, wenn man die drei Kriegsziele ernst und beim Wort nimmt, die George Bush zur Rechtfertigung des Kriegs angeführt hat. In der Tat sind es auf den ersten Blick löbliche Ziele, Kuwait von der Besatzung durch irakische Truppen zu befreien, Saddam Husseins Militärmacht einzudämmen und für eine gerechte Weltordnung zu (...) kämpfen. Doch wenn man die Opfer in den Blick nimmt, die der Krieg kostet, ändert sich das Bild – die Kriegsopfer wiegen schwerer als der erhoffte Vorteil des Kriegs, und also war der Krieg moralisch unverantwortlich. This study aimed to evaluate if eye blinks can be used to discriminate players with different performance in a session of Nintendo Entertainment System (NES) Tetris. To that end, we developed a state-of-the-art method for blink extraction from EAR measures, which is robust enough to be used with data collected by a low-grade webcam such as the ones widely available on laptop computers. Our results show a significant decrease in blink rate per minute (blinks/m) during the first minute of playing (...) Tetris. After having defined 3 groups of proficiency based on in-game performance (Novices, Intermediates, and Experts) we found out that expert players display a significantly lower decrease in blinks/m compared to novices during the first minute of gameplay, which shows that Tetris players' proficiency can be detected by looking at eye blinks/m variations during the early phase of a game session. This difference in blinks/m is observed throughout the entire game session, which supports the general conclusion that proficient Tetris players have a lower decrease in blinks/m, even when playing more difficult levels. Finally, we offer some interpretations of this effect and the relationship that our results may have with the visual cognitive workload experienced during the gameplay. (shrink)

Without necessarily going back to artistic and religious remains of primitive men, which unquestionably show pursuits beyond the biophysical dimension and illustrate practices seeking to unveil the hidden significance of life and death, the following papers deal with a number of interpretations covering a (...) wide field extending from belief to theory, from emotions to concepts, from the wisdom of personal experience to the most sophisticated doctrines. Spirit and spirituality are indeed many-faceted notions. They may refer to the intricate world of the interacting spirits which inhabit living beings in animistic traditions, without excluding a “grand force” linking human beings within a dynamic whole on which their very existence rely . They also bear upon more atomistic and either/or approaches of Western philosophy, which have become embodied in Cartesian dualism against a monotheist background, to the point of freezing the essence of individuals and culminating in the extreme individualism that characterizes our contemporaries. However, this equally refers to the opposite conception of materialism, across times and cultures, from ancient India and Greece (Cārvāka, originally known as Lokāyata, or some Buddhist doctrines for the former, Democritus or Lucretius for the latter) to more contemporary materialistic schools, whether modern or postmodern. -/- The following papers look at the contrasting forms of the philosophy and spirit of the human factor set into a whole, with no artificial disjoint between the psychical and the physical levels, as Wittgenstein put it: “And how can a body have a soul?”. This approach is not unrelated to the notion of anthropocene examined in a recent issue of Cosmopolis, with provides another comprehensive framework open to a spiritual life emerging from the very environment that generated it. -/- *** The first section of this issue was edited by Dominique de Courcelles, director at the National French Research Centre (CNRS), whom we wish to thank for collecting relevant studies relating to the religious and political questions, with a view to focusing on the war of ideas inevitably waged behind images, concepts and perceptions, taking an asymmetrical approach. To the extent that they are mindful of global/local interactions and include representations, opinions and beliefs, such disciplines as philosophy, philology, history and social sciences can provide useful studies accounting for new practices in geopolitics and a fair diplomacy. -/- In her introduction, Dominique de Courcelles first poses the question of how the religious and political spheres interrelate, with their corresponding religious demands and humanistic values. She then suggests that the right question today may be breaking with the philosophy of human rights concerned with the defense of human beings against the hazards of arbitrary politics or the instrumental use of religion, in favour of a fair philosophy of humankind, a new humanism. This would consist in recognizing a common loyalty of all towards one interhuman, not only interstate community, to protect it from both the autonomy demanded by individuals and the instrumental use of minorities. -/- Considering the fact of diversity, so important today in terms of both politics and religion, Abdelhai Azarkan looks at the conditions under which tolerance could obtain the double status of right and duty. He revisits to two philosophers, John Locke and Voltaire, who thought about it from the historical reality of religious wars. The former made tolerance into a right, basing his analysis on the political-legal level, while the latter saw tolerance as a duty, from an analysis based on ethical-political criteria. -/- Mathieu Guidère examines what he calls semantic denominationalism, a term which implies religious attributes and identities, whichever national loyalties or personal belonging they may have at the same time. Since the early 2000s, thie phenomenon has expanded tremendously, compounded by the “war on terror” and the over media-oriented terrorist actions. Denominational expressions act as formal names for ordinary and high-profile players in domestic and foreign policies of democratic states. These systems reveal a receding secularization, while the powerful comeback of religious identities signals the failure of nation-states and the weakening of the humanist spirit. -/- Barbara De Poli retraces the history of a contemporary jihadism claiming its Islamic essence and asserting the truth of genuine coranic principles via the war on infidels, with a view to restoring the Caliphate. After defining the term jihad, she shows that even if this contemporary jiadism is spreading in the Muslim world, it radically departs from Islamic law and the received use of the term jihad, in so far as it is rooted in the early radical thinking of Islamic ideologues in the 20th century, starting with with Hassan al-Banna, the founder of the Muslim Brotherhood. This current has been fueled by by international conflicts since the outbreak of the war in Afghanistan, in which the so-called Western countries bear a major responsibility. -/- Abderrazak Sayadi starts from the Tunisian experience to ask the question of humanist values and democracy within the relationships between the religious and political spheres. As a historian of religion, he is brought to demystify certain islamic principles and to paying attention to the reform of law, seeing the separation of religion and politics as a precondition to a successful democratic gamble and the establishment of a renewed humanism. -/- Dominique de Courcelles reminds us that getting a better knowledge of narrations and words makes it possible to better understand how logical and rhetorical thinking works for those who wage an asymetriccal war, re-enchanting and mystifying the world to better take control. As soon as 1932, an exchange of letters between Einstein and Freud made it clear that, in order to free man from fatality and war, education understood as culture was fundamental. Such illustrations as the exécution of Oussama ben Laden and the Caliph’s speech in Mossoul show that a premiminary analysis of images and words is essential to a fair diplomacy conducted by people from civil society, whose culture and wisdom allow justice and force to speak together and better resist war. -/- Marcel Boisard thinks that on the day the guns fall silent, exhausted by war, we will not return to the state borders that have prevailed for a century as an outcome of the Sykes-Picot agreement of 1916. It is time to prepare the “day after”, which will be a huge challenge. To this end, a summit of Middle-East nations is urgently needed to globally decide the fate of those peoples. On the condition that we know who the enemy is and accept to name it, to understand the history of the countries, groups and alliances, and to question any false or self-interested sense of certainty. -/- *** In the second section, Paul Schafer provides the author’s experiences to explain how culture, from the artistic to the biological, has the power to to open the doors to spirituality, from the inner self to the global environment. He asks himself whether a relative permanence of spirituality can arise from the specific moments that characterize it. Laurent Ledoux synthesizes the conclusion of a symposium held on 22 January 2015 on the links between philosophy and management, on the basis of the spiritual dimension conceived as “natural” and the answers it may suggest to the issues that face the organizations in a “contemporaniversal” world. Jacques Rifflet makes that question in a secular perspective, based on the wellsprings of personal commitment before it can be caught by any religious creed or scientific theory. In this sense spirituality, in alliance with reason, both inspires human consciousness and illuminates its destiny. Sami Aldeeb asks himself whether Islam can be reconciled with human rights. Caught between the belief in an absolute and final Word descended from the sky, and evidence showing that any religion is the creation of a given culture and a society situated in time and space, the Makkan and … contexts et médinois call for differentiated, if not opposite answers and exegeses. Bernard Carmona provides the outline of a dialogical framework, which is known to be a feature of debates between the various philosophical schools of classical India, exemplified here by the transdisciplinary perspective of debates within a Buddhist context. *** The articles not focused on the previous topic include a study by Landry Signé on China’s strategy, competing with the United States to control African resources. The author deals with the specific case of China’s rapprochement with Southern Sudan since Sudan was broken up. In the last paper, Goran Fejić and Rada Iveković, return to the essential role that women should play, and comments upon the role of some international legal instruments related in particular to the elimination of all forms of discrimination. The perspective is transnational and transethnic and is based on secular criteria, as regards nation-building and more generally society-building. Considering the persistence of widespread violence, whether in times of armed conflict or in times of peace, the question remains whether it is possible to fully implement rights and justice instruments. Due to the geopolitics of Afghanistan, superpowers and non-state actors were active in that region for decades .Consequently, the FATA area of Pakistan and Adam Khel in particular became an oasis for arms Producers and traders as well as terrorists and drug traffickers. America and the former Soviet Union poured Afghanistan with the latest weapons from 1979 to 1989. A major part of that stockpile (...) came to the grey market of Darra Adam khel . Same thing happened when America and Nato arrived in Afghanistan after 9/11. Pakistan army and ISI a major and decisive player in this illicit arms trade which poses a big security concern for Indian policy makers. (shrink)

Does the Ship of Theseus present a genuine puzzle about persistence due to conflicting intuitions based on “continuity of form” and “continuity of matter” pulling in opposite directions? Philosophers are divided. Some claim that it presents a genuine puzzle but disagree over whether there is a solution. Others claim that there is no puzzle at all since the case has an obvious solution. To assess these proposals, we conducted a cross-cultural study involving nearly 3,000 people across twenty-two countries, speaking eighteen (...) different languages. Our results speak against the proposal that there is no puzzle at all and against the proposal that there is a puzzle but one that has no solution. Our results suggest that there are two criteria—“continuity of form” and “continuity of matter”— that constitute our concept of persistence and these two criteria receive different weightings in settling matters concerning persistence. This article examines whether people share the Gettier intuition (viz. that someone who has a true justified belief that p may nonetheless fail to know that p) in 24 sites, located in 23 countries (counting Hong-Kong as a distinct country) and across 17 languages. We also consider the possible influence of gender and personality on this intuition with a very large sample size. Finally, we examine whether the Gettier intuition varies across people as a function of their disposition to engage (...) in “reflective” thinking. (shrink)

Conditions for recognition of religion or belief (RoRB) continued to deteriorate around the world from June 2021 to June 2022. Authoritarian regimes bent on controlling religious activity maintained a foothold in Africa, Asia and parts of Central and South America. The liberties enshrined in the European Convention on Human Rights are at serious threat by the Russian Federation's invasion of Ukraine. While in Afghanistan, the Taliban's reclamation of power after twenty years of being kept at bay likely signals a (...) new generation of Afghan boys and girls who will not see their fundamental human rights upheld by the very institutions that are supposed to protect them.​ -/- The Religious Recognition Project considers the topic of how countries register religious groups and activities is one of the foremost issues in the modern world when it comes to respecting and protecting freedom of religion or belief (FoRB). The majority of countries and territories (58% or 137 out of 235 studied) either continue to make government registration mandatory for religious groups or provide no registration procedures at all. -/- An even greater majority of countries have established onerous registration procedures, the consequences of which, whether by intention or not, include the disenfranchisement of belief communities, the deregistration or denial of registered status for minority or "untraditional" religious groups, and the state's maintenance of control over the religious and philosophical lives of citizens. In essence, issues of registration remain a harbinger of worse violations of FoRB to come so if a focus is placed on dismantling these misused recognition and registration systems, it is possible that we could see a brighter future for FoRB conditions in countries worst effected by this issue. Academic Writing is a core subject that undergraduate students take during their four years of study. However, many students find the subject challenging. Several studies have been conducted to explore the difficulties students face, yet in Afghanistan, little to no research is available. Hence, this project is a small attempt to address this gap. This research aims to look into the difficulties of undergraduate English major students face in Academic Writing. The writing difficulties were investigated in terms of content, (...) structure, and language. A quantitative descriptive method was employed for this study, and a questionnaire was given to 121 undergraduate degree students from the English Department at Kabul University. The research data were analyzed using SPSS. The research findings revealed that the students faced several challenges in Academic Writing in terms of language, structure, and content. Finally, some recommendations to overcome the difficulties and suggestions for future research are provided. (shrink)

Development of the world economy bears numerous negative phenomena, and require constant need to rebalance socioeconomic interests of nations, transnational subjects, and individuals. Socialisation is an important and effective tool for balancing social and individual; however, despite socialisation is evolving rapidly, its scientific and practical potential is not duly uncovered. In the article theoretical and methodological foundations of socialisation of economy is surveyed in the context of globalisation, and etymology, explanations, scope, historical phases of development, theoretical aspects and practical forms (...) of use, consequences and prospects are analysed. The term «socialisation» was determined as a multidisciplinary, used in many scientific fields, increasingly involving various areas of research and is understood as inclusion, adaptation and development of human being in society. It was determined that the economy socialisation is implemented in different fields and semantic structures, contains a large number of methodological tools, is involved at all management levels, and is primarily identified with the increasing role of social component in the life of human resources. Pazifisten und deren Gegner streiten sich meist nicht bloss über moralische, sondern auch über faktisch-deskriptive Fragen. Zum Beispiel sind beide Seiten bei der Kosovo-Krise (1998/9) zu völlig entgegengesetzten Beschreibungen gekommen. Laut meiner Rekonstruktion des Pazifismus ist das keine Überraschung, weil der Pazifist die Fakten legitimerweise im Lichte seines Systems von Werten betrachtet. Seine Gegnerin betrachtet die Fakten dagegen im Lichte eines alternativen Wertsystems, und der Streit zwischen den beiden Parteien, der sich angeblich auf wertfrei deskriptivem Boden bewegt, kommt zu keinem (...) Ende, weil es keine objektiven Tatsachen aus dem betreffenden Krieg gibt, die den Streit für die eine oder die andere Seite eindeutig entscheiden könnten. Wenn ich recht habe, lässt sich die wertbeladene Weltsicht des Pazifisten als eine Befolgung dreier epistemischer Imperative verstehen: Erstens befolgt er den epistemischen Imperativ zur Natur des Menschen ("Wehre Dich gegen Dämonisierungen der Gegenseite; versuche immer, den Fall aus der Sicht der Gegenseite zu verstehen"). Zweitens befolgt er den epistemischen Imperativ zugunsten friedfertiger Alternativen ("Suche immer nach friedfertigen Alternativen zum geplanten Militäreinsatz"). Und drittens befolgt er den epistemischen Imperativ bezüglich unkontrollierbarer Eskalation ("Schärfe deinen Blick für unkontrollierbare, irreversible Nebenfolgen des militärischen Einsatzes, und achte besonders auf die Gefahr, dass ein weiterer Weltkrieg ausbrechen könnte"). Nicht die objektive Realität entscheidet darüber, wie weit man bei der Befolgung dieser Imperative gehen sollte. Die Entscheidung hängt vielmehr von uns selbst ab – so ähnlich wie im Fall einer Naturwissenschaftlerin, die sich dafür entscheidet, hinter dem Chaos des Mannigfaltigen noch nach einer gemeinsamen Tiefenstruktur zu suchen. Diese Parallele hat eine überraschende Konsequenz. Die epistemischen Imperative des Pazifisten können mit Kants regulativen Prinzipien verglichen werden, die laut Kant notwendig sind, um unseren naturwissenschaftlichen Untersuchungen eine Orientierung zu geben. Und wenn sich also die Erkenntnismethode des Pazifisten in entscheidender Hinsicht nicht von der naturwissenschaftlichen Erkenntnismethode unterscheidet, dann verdienen die Pazifisten einen Vorwurf ganz sicher nicht: den Vorwurf, auf irrationale Weise blind zu sein für die harten Wirklichkeiten. Selbst wer den Pazifismus ablehnt, sollte ihm nicht den intellektuellen Respekt verweigern. Dass der Pazifismus in der Tat eine attraktive Position darstellt, werde ich am Ende meiner Überlegungen plausibel zu machen versuchen. (shrink)

Guided by Hegel’s claim that rights are actualized only in the ethical life of the modern state, and that the “abstract spirit of Kant’s cosmopolitanism” is pervasive in Carol Gould’s Globalizing Democracy and Human Rights, Schaff raises a variety of moral, political, and ontological objections to her account of rights. He argues that if we embrace with Gould the idea that people have rights in abstraction, in political communities where they are not practically realized, we unwittingly play into the hands (...) of imperialism cloaked in human rights language—as exemplified by the rhetoric justifying recent U.S. interventions in Afghanistan and Iraq. Amerika und die Welt befinden sich im Prozess des Zusammenbruchs durch übermäßiges Bevölkerungswachstum, das meiste davon im letzten Jahrhundert, und jetzt alles, aufgrund der Menschen in der 3. Welt. Der Verbrauch von Ressourcen und die Hinzufügung von 4 Milliarden weiteren etwa 2100 wird die industrielle Zivilisation zusammenbrechen und Hunger, Krankheit, Gewalt und Krieg in einem erschütternden Ausmaß herbeiführen. Die Erde verliert jedes Jahr mindestens 1% ihres Oberbodens, so dass der größte Teil ihrer Nahrungsmittelanbaukapazität weg sein wird, wenn sie sich (...) dem Jahr 2100 nähert. Milliarden werden sterben, und ein Atomkrieg ist so gut wie sicher. In Amerika wird dies durch massive Einwanderung und Reproduktion von Einwanderern enorm beschleunigt, verbunden mit Missbräuchen, die durch die Demokratie ermöglicht werden. Die verdorbene menschliche Natur verwandelt den Traum von Demokratie und Vielfalt unaufhaltsam in einen Alptraum von Verbrechen und Armut. China wird Amerika und die Welt weiterhin überwältigen, solange es die Diktatur aufrechterhält, die den Egoismus einschränkt. Die Hauptursache des Zusammenbruchs ist die Unfähigkeit unserer angeborenen Psychologie, sich an die moderne Welt anzupassen, was dazu führt, dass Menschen nicht verwandte Personen behandeln, als hätten sie gemeinsame Interessen. Die Idee der Menschenrechte ist eine böse Fantasie, die von Linken gefördert wird, um die Aufmerksamkeit von der gnadenlosen Zerstörung der Erde durch die hemmungslose Mutterschaft der 3. Welt abzulenken. Dies, plus Unwissenheit über grundlegende Biologie und Psychologie, führt zu den Social-Engineering-Wahnvorstellungen der teilweise Gebildeten, die demokratische Gesellschaften kontrollieren. Nur wenige verstehen, dass, wenn Sie einer Person helfen, jemand anderem zu schaden – es gibt kein kostenloses Mittagessen und jeder einzelne Gegenstand, den jemand konsumiert, zerstört die Erde unwiederbringlich. Folglich ist die Sozialpolitik überall unhaltbar, und eine nach der anderen werden alle Gesellschaften ohne strenge Kontrolle des Egoismus in Anarchie oder Diktatur zusammenbrechen. Die grundlegendsten Fakten, die fast nie erwähnt wurden, sind, dass es in Amerika oder der Welt nicht genügend Ressourcen gibt, um einen erheblichen Prozentsatz der Armen aus der Armut zu befreien und sie dort zu halten. Der Versuch, dies zu tun, ist Amerika bankrott und zerstört die Welt. Die Fähigkeit der Erde, Nahrung zu produzieren, nimmt täglich ab, ebenso wie unsere genetische Qualität. Und jetzt, wie immer, ist der bei weitem größte Feind der Armen andere Arme und nicht die Reichen. Ohne dramatische und sofortige Veränderungen gibt es keine Hoffnung, den Zusammenbruch Amerikas oder eines Landes, das einem demokratischen System folgt, zu verhindern. (shrink)

In this chapter, we consider the plausibility and consequences of the use of the term “honest errors” to describe the accidental killings of civilians resulting from the US military’s drone campaigns in Iraq, Syria, Afghanistan, and elsewhere. We argue that the narrative of “honest errors” unjustifiably excuses those involved in these killings from moral culpability, and reinforces long-standing, pernicious assumptions about the moral superiority of the US military and the inevitability of civilian deaths in combat. Furthermore, we maintain that, (...) given the knowledge-distorting practices within the US military’s organizational structure, few if any civilian deaths from drone strikes meet the criteria of a genuinely morally excusing “honest mistake”. Instead, these accidental killings often reflect objectionable attitudes of relative disregard for the safety of civilians. These attitudes are, we argue, sufficient to warrant the attribution of blame and moral responsibility, both with respect to certain individual actions and with respect to the US military as an institution. In light of this, we propose incorporating a Principle of the Moral Equality of Non-combatants into military assessments of what counts as “acceptable risk” to civilians. This would go some way, we argue, to redressing the ongoing injustice inflicted on the victims of civilian killings by the failure of the US military and US political leadership to take moral responsibility for unjustified civilian deaths.
