COVID-19 often manifests with different outcomes in different patients, highlighting the complexity of the host-pathogen interactions involved in manifestations of the disease at the molecular and cellular levels. In this paper, we propose a set of postulates and a framework for systematically understanding complex molecular host-pathogen interaction networks. Specifically, we first propose four host-pathogen interaction (HPI) postulates as the basis for understanding molecular and cellular host-pathogen interactions and their relations to disease outcomes. These four postulates cover the evolutionary dispositions involved (...) in HPIs, the dynamic nature of HPI outcomes, roles that HPI components may occupy leading to such outcomes, and HPI checkpoints that are critical for specific disease outcomes. Based on these postulates, an HPI Postulate and Ontology (HPIPO) framework is proposed to apply interoperable ontologies to systematically model and represent various granular details and knowledge within the scope of the HPI postulates, in a way that will support AI-ready data standardization, sharing, integration, and analysis. As a demonstration, the HPI postulates and the HPIPO framework were applied to study COVID-19 with the Coronavirus Infectious Disease Ontology (CIDO), leading to a novel approach to rational design of drug/vaccine cocktails aimed at interrupting processes occurring at critical host-coronavirus interaction checkpoints. Furthermore, the host-coronavirus protein-protein interactions (PPIs) relevant to COVID-19 were predicted and evaluated based on prior knowledge of curated PPIs and domain-domain interactions, and how such studies can be further explored with the HPI postulates and the HPIPO framework is discussed. In this article, the general architecture and the design patterns of the CIDO are introduced, CIDO representation of coronaviruses, phenotypes, anti-coronavirus drugs and medical devices (e.g. ventilators) are illustrated, and an application of CIDO implemented to identify repurposable drug candidates for effective and safe COVID-19 treatment is presented. Ontologies play an important role in standard-based knowledge and data representation, integration, sharing, and analysis. Accordingly, we initiated the (...) development of the community-based Coronavirus Infectious Disease Ontology in early 2020. -/- As an Open Biomedical Ontology (OBO) library ontology, CIDO is open source and interoperable with other existing OBO ontologies. CIDO is aligned with the Basic Formal Ontology and Viral Infectious Disease Ontology. CIDO has imported terms from over 30 OBO ontologies. For example, CIDO imports all SARS-CoV-2 protein terms from the Protein Ontology, COVID-19-related phenotype terms from the Human Phenotype Ontology, and over 100 COVID-19 terms for vaccines (both authorized and in clinical trial) from the Vaccine Ontology. CIDO systematically represents variants of SARS-CoV-2 viruses and over 300 amino acid substitutions therein, along with over 300 diagnostic kits and methods. CIDO also describes hundreds of host-coronavirus protein-protein interactions (PPIs) and the drugs that target proteins in these PPIs. CIDO has been used to model COVID-19 related phenomena in areas such as epidemiology. The scope of CIDO was evaluated by visual analysis supported by a summarization network method. CIDO has been used in various applications such as term standardization, inference, natural language processing (NLP) and clinical data integration. We have applied the amino acid variant knowledge present in CIDO to analyze differences between SARS-CoV-2 Delta and Omicron variants. CIDO's integrative host-coronavirus PPIs and drug-target knowledge has also been used to support drug repurposing for COVID-19 treatment. -/- CIDO represents entities and relations in the domain of coronavirus diseases with a special focus on COVID-19. Ontologies, as the term is used in informatics, are structured vocabularies comprised of human- and computer-interpretable terms and relations that represent entities and relationships. Within informatics fields, ontologies play an important role in knowledge and data standardization, representation, integra- tion, sharing and analysis. They have also become a foundation of artificial intelligence (AI) research. In what follows, we outline the Coronavirus Infectious Disease Ontology (CIDO), which covers multiple areas in the domain of coronavirus diseases, including etiology, transmission, epidemiology, pathogenesis, diagnosis, (...) prevention, and treatment. Discussions in the philosophy of explanation involving scientific explanations often include a form of logical entailment, causal history, unification, and more. Strevens constructs the Kairetic account in an attempt to unify the entailment structure, causal relations, and the notion of difference-making in a manner that also offers high-level explanations. When dealing with quantum mechanics, Strevens then points toward Railton's account of probabilities, known as the DNP account. In this paper, I will introduce the preliminary accounts (D-N, causal, Unificationism) and the (...) Kairetic and DNP accounts and offer an extension of the Kairetic/DNP account to accommodate the view of complementarities. This will be done through a scheme that I call "context-dependent mapping." Implicational tonoid logics and their extensions with abstract Galois properties have been introduced by Yang and Dunn. They introduced matrix semantics for the implicational tonoid logics but did not do for the extensions. Here we provide such semantics for implicational partial gaggle logics as one sort of such extensions. To this end, first we discuss implicational partial gaggle logics in Hilbert-style. We next introduce one kind of matrix semantics based on Lindenbaum– Tarski matrices for the logics and show that (...) those logics are complete with respect to the matrix semantics. Finally, we further introduce a slightly different kind of matrix semantics based on reduced models for the logics and show that those logics are complete with respect to this matrix semantics. Although most Asian states are signatories to UNCLOS, which offers options for dispute resolution by either voluntary or compulsory processes, in reality fewer than a dozen Asian states have taken advantage of such an approach. The decision to adopt third-party mechanisms comes under great scrutiny and deliberation, not least because of the entailing legal procedures and the politically sensitive nature of disputes. Vietnam claims the second-largest maritime area in the South China Sea dispute after China. A comparison of two recent (...) cases—the arbitration between the Philippines and China and the conciliation between Timor-Leste and Australia—highlights the importance of selecting between binding and nonbinding decisions and framing a complaint. In particular, any legal action under UNCLOS should specify China’s claims and actions in areas that encroach on Vietnam’s claimed exclusive economic zone (EEZ) and violate international law. Recent discourse in the philosophy of scientific explanation involves an account known as the Kairetic account. I proposed implementing a complementarity view involving a mapping scheme to the Kairetic account and similar models. There are two natural concerns related to this mapping. The first concern is the treatment of multiple mappings required for an explanation: phenomena may involve two complementarity features. The second concern is regarding the acquisition of understanding and whether context-dependence facilitates understanding. This article aims to address the (...) first thought through an example involving interference and photon detectors in a telescope. I claim that context-dependent mapping is on a particle basis, accommodating the wave-particle duality for every single particle without generalization. I further introduce the implications of mathematical developments of a complementarity relation grounded in the uncertainty principle. In addition, I will offer the stance that context-dependence facilitates understanding because it ensures that explanations are logically consistent, precise, relevant, and comprehensive. (shrink)

This paper explores the integration of Michael Strevens' concept of idealizations with my previous framework of similarity spaces and context-dependence to develop a comprehensive account of ideal explanations in scientific practice. Idealizations, which involve deliberate falsifications, play a crucial role in distinguishing between causally relevant and irrelevant factors in scientific models. Context-dependent mapping provides a structured approach to handling complementarities and context-dependent phenomena by mapping different observational contexts to distinct sets of physical laws. By combining these two ideas, I will (...) construct an idealized context-dependent mapping structure and discuss how ideal similarity spaces within the framework of context-dependent mapping can enhance our understanding of complex scientific phenomena, especially those involving wave-particle duality and black hole complementarity. There are infinitely many ways the world might be, and there may well be infinitely many people in it. These facts raise moral paradoxes. We explore a conflict between two highly attractive principles: a Pareto principle that says that what is better for everyone is better overall, and a statewise dominance principle that says that what is sure to turn out better is better on balance. We refine and generalize this paradox, showing that the problem is faced by many theories (...) of interpersonal aggregation besides utilitarianism, and by many decision theories besides expected value theory. Considering the range of consistent responses, we find all of them to be quite radical. (shrink)

Can an agent deliberating about an action A hold a meaningful credence that she will do A? 'No', say some authors, for 'Deliberation Crowds Out Prediction' (DCOP). Others disagree, but we argue here that such disagreements are often terminological. We explain why DCOP holds in a Ramseyian operationalist model of credence, but show that it is trivial to extend this model so that DCOP fails. We then discuss a model due to Joyce, and show that Joyce's rejection of DCOP rests (...) on terminological choices about terms such as 'intention', 'prediction', and 'belief'. Once these choices are in view, they reveal underlying agreement between Joyce and the DCOP-favouring tradition that descends from Ramsey. Joyce's Evidential Autonomy Thesis (EAT) is effectively DCOP, in different terminological clothing. Both principles rest on the so-called 'transparency' of first-person present-tensed reflection on one's own mental states. (shrink)

There is a long-standing disagreement in the philosophy of probability and Bayesian decision theory about whether an agent can hold a meaningful credence about an upcoming action, while she deliberates about what to do. Can she believe that it is, say, 70% probable that she will do A, while she chooses whether to do A? No, say some philosophers, for Deliberation Crowds Out Prediction (DCOP), but others disagree. In this paper, we propose a valid core for DCOP, and identify terminological (...) causes for some of the apparent disputes. (shrink)

Temporal Externalism posits the counterintuitive claim that the semantic properties of terms are influenced not only by present and past linguistic practices but also by future linguistic practices. In this paper, I primarily introduce a new challenge to Temporal Externalism, arguing that it presupposes a meta-belief about future linguistic practices but fails to explain how this belief relates to future properties. I then briefly highlight that Jussi Haukioja’s recent defense of Temporal Externalism still does not address the challenges posed by (...) this meta-belief. Sleep onset is associated with marked changes in behavioral, physiological, and subjective phenomena. In daily life though subjective experience is the main criterion in terms of which we identify it. But very few studies have focused on these experiences. This study seeks to identify the subjective variables that reflect sleep onset. Twenty young subjects took an afternoon nap in the laboratory while polysomnographic recordings were made. They were awakened four times in order to assess subjective experiences that correlate with the (...) (1) appearance of slow eye movement, (2) initiation of stage 1 sleep, (3) initiation of stage 2 sleep, and (4) 5 min after the start of stage 2 sleep. A logistic regression identified control over and logic of thought as the two variables that predict the perception of having fallen asleep. For sleep perception, these two variables accurately classified 91.7% of the cases; for the waking state, 84.1%. (shrink)

The Preface Paradox is often discussed for its implications for rational belief. Much less discussed is a variant of the Preface Paradox for knowledge. In this paper, I argue that the most plausible closure-friendly resolution to the Preface Paradox for Knowledge is to say that in any given context, we do not know much. I call this view “Socraticism”. I argue that Socraticism is the most plausible view on two accounts—(1) this view is compatible with the claim that most of (...) our knowledge ascriptions are true, and (2) provided that (1) is true, the costs of accepting Socraticism are much less than the costs of accepting any other resolution to the Paradox. I argue for (1) in Section 2 by developing a question-sensitive contextualist model for knowledge that shows how Socraticism is compatible with the claim that most of our knowledge ascriptions are true. I also argue how this contextualist model can achieve this result where other contextualist models fail. I then consider other closure-friendly solutions to the paradox in Section 3 and show how accepting those solutions forces us to give up a number of plausible epistemic principles. (shrink)

This paper presents a human-computer interaction model with a three layers learning mechanism in a pervasive environment. We begin with a discussion around a number of important issues related to human-computer interaction followed by a description of the architecture for a multi-agent cooperative design system for pervasive computing environment. We present our proposed three- layer HCI model and introduce the group formation algorithm, which is predicated on a dynamic sharing niche technology. What is happiness? Is happiness about feeling good or about being good? Across five studies, we explored the nature and origins of our happiness concept developmentally and crosslinguistically. We found that surprisingly, children as young as age 4 viewed morally bad people as less happy than morally good people, even if the characters all have positive subjective states (Study 1). Moral character did not affect attributions of physical traits (Study 2), and was more powerfully weighted than subjective states in attributions (...) of happiness (Study 3). Moreover, moral character but not intelligence influenced children and adults’ happiness attributions (Study 4). Finally, Chinese people responded similarly when attributing happiness with two words, despite one (“Gao Xing”) being substantially more descriptive than the other (“Kuai Le”) (Study 5). Therefore, we found that moral judgment plays a relatively unique role in happiness attributions, which is surprisingly early emerging and largely independent of linguistic and cultural influences, and thus likely reflects a fundamental cognitive feature of the mind. Er untersucht Husserls Zeitphänomenologie mit rein phänomenologischem Blick, damit folgende Fragen beantwortet werden können: Worin liegt die Bedeutung von Husserls Zeitforschung? Beschränken sich seine Zeitgedanken noch auf die Denkweise der Metaphysik, wie Natorp und Heidegger behaupten. Wenn ja, worin verkörpert sich die metaphysische Denkweise und inwiefern bewegen sie sich im Rahmen der Tradition? Diese Untersuchung beginnt damit, Husserls Zeitphänomenologie systematisch (...) zu rekonstruieren, weil sich Husserls Gedanken und Forschungen zur Zeit uber zahlreiche Manuskripte und Werke verteilen. Nur anhand einer umfassenden, systematischen Rekonstruktion der Zeittheorie Husserls können die obigen Fragen angemessen beantwortet werden. This paper addresses the issue of finite versus countable additivity in Bayesian probability and decision theory -- in particular, Savage's theory of subjective expected utility and personal probability. I show that Savage's reason for not requiring countable additivity in his theory is inconclusive. The assessment leads to an analysis of various highly idealised assumptions commonly adopted in Bayesian theory, where I argue that a healthy dose of, what I call, conceptual realism is often helpful in understanding the interpretational value of (...) sophisticated mathematical structures employed in applied sciences like decision theory. In the last part, I introduce countable additivity into Savage's theory and explore some technical properties in relation to other axioms of the system. (shrink)

It is very natural to think that if two people, x and y, are qualitatively identical and have committed qualitatively identical actions, then it cannot be the case that one has committed something wrong whereas the other did not. That is to say, if x and y differ in their moral status, then it must be because x and y are qualitatively different, and not simply because x is identical to x and not identical to y. If a future AI system can enjoy far more well-being than a human per resource, what would be the best way to allocate resources between these future AI and our future descendants? It is obvious that on total utilitarianism, one should give everything to the AI. However, it turns out that every Welfarist axiology on the market also gives this same recommendation, at least if we assume consequentialism. Without resorting to non-consequentialist normative theories that suggest that we ought not always (...) create the world with the most value, or non-welfarist theories that tell us that the best world may not be the world with the most welfare, I propose a new theory that justifies giving some resources to humanity in the face of overwhelming AI well-being. The notion of comparative probability defined in Bayesian subjectivist theory stems from an intuitive idea that, for a given pair of events, one event may be considered “more probable” than the other. Yet it is conceivable that there are cases where it is indeterminate as to which event is more probable, due to, e.g., lack of robust statistical information. We take that these cases involve indeterminate comparative probabilities. This paper provides a Savage-style decision-theoretic foundation for indeterminate comparative probabilities.

A number of philosophers have argued that it is hard for finite agents like us to reason and make decisions relying solely on our credences and preferences. They hold that for us to cope with our cognitive limitations, we need binary beliefs as well. For they think that such beliefs, by disposing us to treat certain propositions as true, help us cut down on the number of possibilities we need to consider when we reason. But using Ross and Schroeder as (...) my stalking horse, I argue that such an appeal to binary beliefs does not work. I begin by explaining why there’s supposedly a problem for an account of reasoning that invokes only credences and preferences. I then argue that Ross and Schroeder’s account of belief—as well as other similar accounts—does not help solve the problem. Finally, I consider an alternative approach to solving the problem. This approach, unlike the accounts I criticise, does not hold that having a disposition to treat a proposition as true is necessary for believing it. (shrink)

Reliabilists hold that a belief is doxastically justified if and only if it is caused by a reliable process. But since such a process is one that tends to produce a high ratio of true to false beliefs, reliabilism is on the face of it applicable to binary beliefs, but not to degrees of confidence or credences. For while beliefs admit of truth or falsity, the same cannot be said of credences in general. A natural question now arises: Can reliability (...) theories of justified belief be extended or modified to account for justified credence? In this paper, I address this question. I begin by showing that, as it stands, reliabilism cannot account for justified credence. I then consider three ways in which the reliabilist may try to do so by extending or modifying her theory, but I argue that such attempts face certain problems. After that, I turn to a version of reliabilism that incorporates evidentialist elements and argue that it allows us to avoid the problems that the other theories face. If I am right, this gives reliabilists a reason, aside from those given recently by Comesaña and Goldman, to move towards such a kind of hybrid theory. (shrink)

The relationship between Vietnam and China could be captured in the Chinese expression of “同床异梦”, which means lying on the same bed but having different dreams. The two countries share certain cultural and political similarities but also diverge vastly in their national interests. This paper adds to the extant literature on this topic by analyzing the element of trust/mistrust in their interactions in trade-investment, tourism, and defense-security. The analysis shows how the relationship is increasingly interdependent but is equally fragile due (...) to the lack of trust on both sides. The mistrust or even distrust of Chinese subjects run deep within the Vietnamese mindset, from the skepticism of Chinese investment, Chinese tourists, discrimination against ethnic Chinese, to the caution against Chinese aggression in the South China Sea. The paper forecasts that, despite the deep-seated differences and occasional mistrust, going forward, neither side would risk damaging the status quo even when tensions peak. (shrink)

The deceptive clues in the impossible puzzle film confirm the viewer’s internal expectations and allow retrospective attributing. In the film, a transcendental object negates an internal expectation, causing a retrospective blockage. Retrospectivity does not stop there; the transcendental object reinterpreting deceptive clues in the associative area leads to repeated attribution. This article consists of three parts. First, it discusses impossible puzzle films in the context of complex narrative classification. The following section introduces the Jungian concept of synchronicity and illustrates how (...) it works. The article concludes with a case study of Long Day’s Journey into Night (2018), which contains more complicated puzzles and explains how mind-game narrative techniques create deceptive clues and induce deceptive retrospective attribution. Priority Theory is an increasingly popular view in metaphysics. By seeing metaphysical questions as primarily concerned with what explains what, instead of merely what exists, it promises not only an interesting approach to traditional metaphysical issues but also the resolution of some outstanding disputes. In a recent paper, Louis deRosset argues that Priority Theory isn’t up to the task: Priority Theory is committed to there being explanations that violate a formal constraint on any adequate explanation. This paper critically examines deRosset’s (...) challenge to Priority Theory. We argue that deRosset’s challenge ultimately fails: his proposed constraint on explanation is neither well-motivated nor a general constraint. Nonetheless, lurking behind his criticism is a deep problem for prominent ways of developing Priority Theory, a problem which we develop. (shrink)

Patient-centered care (PCC) is an approach to healthcare that values patients’ preference, need, and autonomy. The estimation of healthcare partly depends on how well PCC is implemented. In addition, the result of clinical research can inform the assessment of the implementation of PCC. In clinical research, health-related quality of life (HRQL) theoretical models offer a conceptual toolbox that informs clinical research and guides the hypotheses generation. Wilson and Cleary (1995) developed the most widely used HRQL theoretical model (Bakas et al., (...) 2012). Ontological assumptions about causation in Wilson and Cleary’s model will influence which kind of hypotheses will be generated. I will argue that Wilson and Cleary’s model instilled a kind of causal bias into hypothesis generation in clinical research on HRQL. Causation from biomedical factors to non-biomedical factors is frequently hypothesized while causation from non-biomedical factors to biomedical factors is rarely hypothesized. It leads to that the interdependence and interaction between constituent parts of patients are ignored, which is an obstacle to the implementation of PCC. In addition, I will propose a revised HRQL theoretical model which avoids the causal bias brought by Wilson and Cleary’s model. By doing so, I leave room for the improvement of the practice of healthcare by analyzing the ontological assumptions about causation. (shrink)

Since 2019, Northeastern post-industrial culture has been a popular topic of discussion; the general public refers to it as the Northeastern Renaissance. Crises of identity, honor, and faith have been recurring themes in several Northeastern films released in recent years. Furthermore, these cinematic narratives frequently generate somber humor by presenting an enormous contrast between ideals and actuality. The article examines how the post-industrial narrative context of Northeast China has influenced audio-visual cultural products and contemporary Chinese popular culture. To elucidate the (...) fundamental aspect of the Northeast narrative, the article’s author employs the absurd theory of Albert Camus. The main structure and viewpoints of the article are as follows: The first is after presenting individuals’ contemplations on the Northeastern Renaissance-instigated post-industrial narrative of the Northeast. In the following sections, the article explores the narrative context of post-industrial audio-visual works in Northeast China, focusing on the absurdity depicted in the documentary Tie Xi Qu: West of the Tracks (2002). The authors’ analysis reveals how the documentary captures the socio-economic decline and the resulting human experiences of absurdity and dislocation. Key findings indicate that the narrative structure and visual style effectively convey the bleak realities of post-industrial life, offering critical insights into the region’s socio-cultural transformation. These findings suggest that future research should explore the intersection of visual media and social change in other post-industrial contexts. -/- . (shrink)

Explain the literary origins of the nesting pattern and its relationship to cinema narrative, and analyse the nesting tactics commonly used in films under Hollywood’s classical narrative. 2. Describe the variations in nested structures in films made in the 1990s, focusing on self-reflexive nesting, which emerged as a new model beyond conventional nesting during this period. 3. It is widely taken that the first-order part of Frege's Begriffsschrift is complete. However, there does not seem to have been a formal verification of this received claim. The general concern is that Frege's system is one axiom short in the first-order predicate calculus comparing to, by now, the standard first-order theory. Yet Frege has one extra inference rule in his system. Then the question is whether Frege's first-order calculus is still deductively sufficient as far as the first-order completeness is (...) concerned. In this short note we confirm that the missing axiom is derivable from his stated axioms and inference rules, and hence the logic system in the Begriffsschrift is indeed first-order complete. Nghiên cứu này tìm hiểu sự tác động của Ý định mua thời trang bền vững đối với Hành vi mua sắm thời trang bền vững và ảnh hưởng điều tiết của Rủi ro tài chính đối với mối quan hệ giữa Ý định và Hành vi mua sắm thời trang bền (...) vững, nhằm lý giải vì sao nhiều người có ý định mua sắm thời trang bền vững, nhưng lại không mua sắm thời trang bền vững. Thông qua khảo sát 213 người tại Việt Nam, kết quả nghiên cứu cho thấy, Y định mua sắm thời trang bền vững tác động tích cực, thúc đẩy Hành vi mua sắm thời trang bền vững. This short paper has two parts. First,we prove a generalisation of Aumann’s surprising impossibility result in the context of rational decision making. We then move, in the second part, to discuss the interpretational meaning of some formal setups of epistemic models, and we do so by means of presenting an interesting puzzle in epistemic logic. The aim is to highlight certain problematic aspects of these epistemic systems concerning first/third-person asymmetry which underlies both parts of the story. The article summarizes the software tool on astrophysical analysis with multi-wavelength space telescope data. It recaps the evidence analysis conducted on the Kerr-Newman black hole (KNBH). It was written prior to the article Research on the Kerr-Newman Black Hole in M82 Confirms Black Hole and White Hole Juxtapose not soon after the experiment. The conducted analysis suggested Hawking radiation is caused by the movement of ergosurfaces of the BH and serves as the primal evidence for black hole and white hole (...) juxtapose. A later data exploration was conducted with the radiation trails in the multi-wavelength data. The evidences produced corroborates with Yale professor Priyamvada Natarajan's black hole seeds theory. It implies that the electromagnetic dynamic of fusion and fission temperature determines the pressure of surface tension on the macro particles, and the mass density of the BH is determined by the electromagnetic tension between the outer ergosurface and inner ergosurface. The ring singularity of the BH and the Penrose-Hawking singularity of the BH determine the spin and gravitational singularity of the BH. Inside the ergosurfaces, the BH singularities' backward inflow causes the vicinity's rate on feeding the BH. It makes the active galactic nuclei (AGN) a semi-closed system. The density pressure is released on threshold. During the mass exchange observed by energy momentum upon the AGN's open, the macroparticle composition of the BH changes with the galactic event. This causes the expansion rate of the galaxy and contraction rate of the BH. AGN types and their relative motions determine the expansion rate of the cosmic universe in a generalized quantitative thinking. The article concludes that BH spin is caused by the asymmetric motions of AGN in the BH system. A set of the nuclear resonance caused by BH and white hole (WH) oscillation is processed with the same set of data. (shrink)

In a short note written in 1929, Frank Ramsey put forward a reliabilist account of knowledge anticipating those given by Armstrong (1973) and Goldman (1967), among others, a few decades later. Some think that the note comprises the bulk of what Ramsey has to say about epistemology. But Ramsey’s ideas about epistemology extend beyond the note. Relatively little attention has been paid to his reliabilist account of reasonable belief. Even less attention has been paid to his reliabilist account of reasonable (...) degree of belief. In this paper, I spell out these aspects of Ramsey’s epistemology in more detail than has been done so far. I argue that Ramsey anticipates contemporary reliabilist accounts of justified belief and justified degree of belief. I also flesh out Ramsey’s reasons for being a reliabilist. This is worth doing if only because Ramsey has one of the earliest arguments for reliabilism, but it has received scarce attention. Also, Ramsey calls his reliabilism “a kind of pragmatism,” and examining the argument will help us clarify Ramsey’s pragmatist commitments and better understand his version of reliabilism. I argue that when viewed through contemporary lenses, Ramsey’s reliabilism contains revisionist elements: he’s not opposed to what we now call “concep- tual engineering.”. (shrink)

• A number of reasons have been offered for Vietnam’s success in containing the COVID-19 pandemic during the first four months of 2020, including Vietnam’s experience in fighting epidemics and its single-party system which allows for timely and aggressive infection control. • Contentions that Vietnam’s measures, being dependent on its particular political and social structures, are not replicable elsewhere is incomplete, if not outright wrong. • Vietnam’s successful pandemic control required a high level of preparedness and a host of coordinated (...) efforts to provide accurate and credible information to the public about epidemic risks and ongoing infection control measures. • A proactive communication strategy was in place from the very beginning, utilizing various platforms such as online news sites, low-cost text messaging, user-friendly apps, local community loudspeakers, and pandemic awareness campaigns. • Open communication ensured public understanding of and support for the government response, thereby facilitating effective government-citizen cooperation. This is a lesson for other countries as much as for Vietnam in the post-pandemic period. (shrink)

With its combined workings with the statutory & martial laws, the analysis takes a com- parative culture approach that partially counteracts the work of the “United Front Working Group of the CPC”, which (...) constitutes as the major cyber espionage organization that manifests upon the communication & information technologies. The “United Front”’s work has substabtially undermined the premices of market economy and eroded the markets’ self-organizing & self-regulating functionalities. With heterogenous semantic networks taken into consideration, the psychosociological elements were taken into consideration even with the psychological data codings in the semantic networks of P. R. Luật số 70/2014/QH13 sửa đổi, bổ sung một số điều của Luật Thuế tiêu thụ đặc biệt (TTĐB) đã quy định lộ trình tăng thuế suất thuế TTĐB đối với thuốc lá từ ngày 01/01/2016 tăng từ 65% lên 70%; từ ngày 01/01/2019 tăng từ 70% lên 75%. Tuy nhiên, mức thuế suất 75% vẫn chưa thực sự phù hợp do chưa có tác động đủ mạnh để làm giảm lượng tiêu thụ thuốc lá. Vì vậy, trong thời gian tới, (...) Việt Nam cần điều chỉnh thuế suất thuế TTĐB đối với thuốc lá phù hợp với thông lệ quốc tế tốt và để đạt được mục tiêu giảm lượng người hút thuốc lá. Bằng cách sử dụng mô hình đo lường độ co giãn của cầu thuốc lá theo giá thuốc lá, từ đó làm căn cứ tính toán tác động đến nguồn thu ngân sách nhà nước (NSNN), kết hợp với các phân tích định tính, bài viết này đưa ra một số phương án điều chỉnh thuế suất thuế TTĐB đối với thuốc lá; đồng thời đánh giá tác động đến thu NSNN của Việt Nam giai đoạn 2026-2030.
