The concept of vulnerability has been renewed in meaning and importance over recent decades. Scholars such as Judith Butler, Martha Fineman and Pamela Sue Anderson have endeavored to redeem vulnerability from its traditional signification as a negative individual condition, and to reveal the positive meaning of vulnerability as a transformative call for solidarity, equality and love. In this paper we examine the newly constructed positive understanding of vulnerability, and argue that the current way of pursuing this positive understanding affirms a (...) merely functional positivity. In the recent accounts, vulnerability is still a status to avoid, yet functions positively as a corrective force to the environment that produces vulnerability. We will try to find an essential way of designating the positivity of vulnerability by revisiting the philosophical discussion on vulnerability in Emmanuel Levinas. We will argue that Levinas’s notion of vulnerability is positive in a sense which goes beyond the purely functional; it is seen as essential for his definition of humanity. Yet compared to the contemporary discussion, Levinas’s notion of vulnerability lacks a direct social political meaning. We will tentatively explore how the essential positivity drawn from Levinas can provide a new way to construct the political significance of vulnerability. (shrink)

In this anthology, historians, philosophers, sociologists and media studies scholars explore the history of cybernetics from Leibniz to artificial intelligence and machine learning, as well as the development of twentieth-century cybernetics in various geographical regions in the world, from the USA to the (...) Soviet Union, Latin America, France, Poland, China and Japan. The reconstruction shows the various paths of cybernetics and their socio-political implications, which remain unfamiliar to us today. This study aimed to evaluate if eye blinks can be used to discriminate players with different performance in a session of Nintendo Entertainment System (NES) Tetris. To that end, we developed a state-of-the-art method for blink extraction from EAR measures, which is robust enough to be used with data collected by a low-grade webcam such as the ones widely available on laptop computers. Our results show a significant decrease in blink rate per minute (blinks/m) during the first minute of playing (...) Tetris. After having defined 3 groups of proficiency based on in-game performance (Novices, Intermediates, and Experts) we found out that expert players display a significantly lower decrease in blinks/m compared to novices during the first minute of gameplay, which shows that Tetris players' proficiency can be detected by looking at eye blinks/m variations during the early phase of a game session. This difference in blinks/m is observed throughout the entire game session, which supports the general conclusion that proficient Tetris players have a lower decrease in blinks/m, even when playing more difficult levels. Finally, we offer some interpretations of this effect and the relationship that our results may have with the visual cognitive workload experienced during the gameplay. (shrink)

There has been a movement aiming to teach agents about their privilege by making the information about their privilege as costless as possible. However, some argue that in risk-sensitive frameworks, such as Lara Buchak’s (2013), it can be rational for privileged agents to shield themselves from learning about their privilege, even if the information is costless and relevant. This threatens the efficacy of these information-access efforts in alleviating the problem of elite-group ignorance. In response, I show that even within the (...) same framework, in this case David Kinney and Liam Kofi Bright’s (2021), the rationality of this information avoidance rests on shaky ground in practice. In this framework, whether an agent should avoid information depends on the precise details of (1) how relevant they expect the information to be, (2) their priors about the value of various options, and (3) their risk attitudes. The model suggests that the rationality of elite-group ignorance is a function of structural factors that are pervasive but nonetheless not insurmountable, thus offering a way out of pessimism about elite group education. Objective: This study aimed to investigate and compare the effects of tubular gastroesophageal anastomosis and traditional gastroesophageal supra-arch anastomosis on the postoperative lung function of patients with esophageal carcinoma. -/- Methods: A total of 90 patients with middle-lower segmental esophageal cancer admitted in our hospital from August 2014 to August 2016 were recruited to our study. They were randomly divided into two groups. The observation group underwent tubular gastroesophageal anastomosis, whereas the control group underwent traditional gastroesophageal supra-arch anastomosis. Changes in (...) the postoperative pulmonary function were compared between the two groups. -/- Results: The numbers of CD4 cells (27.45 ± 5.48), CD8 cells (35.97 ± 7.16), and natural killer cells (20.79 ± 2.49), as well as the CH4/CD8 ratio (0.69 ± 0.18), of the patients in the observation group were significantly higher than the (38.45 ± 5.98), (20.45 ± 6.41), (39.44 ± 3.49), and (1.31 ± 0.48), respectively, of the patients in the control group. The differences between the two groups were statistically significant (P<0.05). By contrast, the preoperative forced expiratory volume in 1 s (FEV1), forced vital capacity (FVC), and maximum voluntary ventilation (MVV) did not significantly differ between the two groups (P>0.05). The FEV1 (1.76 ± 0.41 L), FVC (2.33 ± 0.32 L), and MVV (33.7 ± 5.2 L/min) of the observation group were significantly higher than those of the control group (P<0.05). Meanwhile, the complication rate of the observation group was 42.2%, which was significantly lower than that of the control group (75.6%) (P<0.05). -/- Conclusion: Tubular gastroesophageal anastomosis can benefit patients with esophageal cancer by significantly reducing the adverse effects on their postoperative pulmonary function and control the occurrence of postoperative complications. In this study, we predict the different levels of performance in a Nintendo Entertainment System (NES) Tetris session based on the score and the number of matches played by the players. Using the first 45 seconds of gameplay, a Random Forest Classifier was trained on the five keys used in the game obtaining a ROC_AUC score of 0.80. Further analysis revealed that the number of down keys (forced drop) and the number of left keys (left translation) are the most relevant (...) keys in this task, showing that by merely including the data from these two keys our Random Forest Classifier reached a ROC_AUC score of 0.83.We conclude that the keylogger data during the early phases of a game session can be successfully used to predict performance in longer sessions of Tetris. Ontologies, as the term is used in informatics, are structured vocabularies comprised of human- and computer-interpretable terms and relations that represent entities and relationships. Within informatics fields, ontologies play an important role in knowledge and data standardization, representation, integra- tion, sharing and analysis. They have also become a foundation of artificial intelligence (AI) research. In what follows, we outline the Coronavirus Infectious Disease Ontology (CIDO), which covers multiple areas in the domain of coronavirus diseases, including etiology, transmission, epidemiology, pathogenesis, diagnosis, (...) prevention, and treatment. Current COVID-19 pandemic and previous SARS/MERS outbreaks have caused a series of major crises to global public health. We must integrate the large and exponentially growing amount of heterogeneous coronavirus data to better understand coronaviruses and associated disease mechanisms, in the interest of developing effective and safe vaccines and drugs. Ontologies have emerged to play an important role in standard knowledge and data representation, integration, sharing, and analysis. We have initiated the development of the community-based Coronavirus Infectious Disease Ontology (CIDO). (...) As an Open Biomedical Ontology (OBO) library ontology, CIDO is an open source and interoperable with other existing OBO ontologies. In this article, the general architecture and the design patterns of the CIDO are introduced, CIDO representation of coronaviruses, phenotypes, anti-coronavirus drugs and medical devices (e.g. ventilators) are illustrated, and an application of CIDO implemented to identify repurposable drug candidates for effective and safe COVID-19 treatment is presented. Aim: Low professional help-seeking intention (PHSI) hinders effective treatment of mental illness. PHSI among Chinese students is still understudied and under-recognized. This study aimed to evaluate the status of PHSI and its associated risk factors among Chinese medical students. -/- Methods: A cross-sectional survey was conducted in Hainan province, South China, between January 1, 2021, and May 31, 2021. A total of 2182 medical students were recruited and surveyed via an anonymous structured questionnaire. Logistic regression analyses were performed to identify (...) the factors associated with PHSI. -/- Results: Among the 2182 medical students (mean age 21.0 years (SD = 3.70), 61.5% females), those with and without PHSI were 72.0% and 28.0%, and 16.4% with moderate to severe depression. Male students, those with a high level of depression stigma, serious family dysfunction, and heavy dependence on mobile phones were significantly less likely to seek professional mental health help, with odds ratios (ORs) of 1.5, 2.0, 2.1, and 1.7, respectively. -/- Conclusion: A significant proportion of Chinese medical students demonstrate low PHSI, influenced by factors such as gender, depression stigma, family dysfunction, and mobile phone dependence. Future interventions aimed at increasing medical students’ PHSI should prioritize reducing depression stigma, mitigating reliance on mobile phone use, and enhancing family function to address these key barriers to seeking professional mental health support. The current COVID-19 pandemic and the previous SARS/MERS outbreaks of 2003 and 2012 have resulted in a series of major global public health crises. We argue that in the interest of developing effective and safe vaccines and drugs and to better understand coronaviruses and associated disease mechenisms it is necessary to integrate the large and exponentially growing body of heterogeneous coronavirus data. Ontologies play an important role in standard-based knowledge and data representation, integration, sharing, and analysis. Accordingly, we initiated the (...) development of the community-based Coronavirus Infectious Disease Ontology in early 2020. -/- As an Open Biomedical Ontology (OBO) library ontology, CIDO is open source and interoperable with other existing OBO ontologies. CIDO is aligned with the Basic Formal Ontology and Viral Infectious Disease Ontology. CIDO has imported terms from over 30 OBO ontologies. For example, CIDO imports all SARS-CoV-2 protein terms from the Protein Ontology, COVID-19-related phenotype terms from the Human Phenotype Ontology, and over 100 COVID-19 terms for vaccines (both authorized and in clinical trial) from the Vaccine Ontology. CIDO systematically represents variants of SARS-CoV-2 viruses and over 300 amino acid substitutions therein, along with over 300 diagnostic kits and methods. CIDO also describes hundreds of host-coronavirus protein-protein interactions (PPIs) and the drugs that target proteins in these PPIs. CIDO has been used to model COVID-19 related phenomena in areas such as epidemiology. The scope of CIDO was evaluated by visual analysis supported by a summarization network method. CIDO has been used in various applications such as term standardization, inference, natural language processing (NLP) and clinical data integration. We have applied the amino acid variant knowledge present in CIDO to analyze differences between SARS-CoV-2 Delta and Omicron variants. CIDO's integrative host-coronavirus PPIs and drug-target knowledge has also been used to support drug repurposing for COVID-19 treatment. -/- CIDO represents entities and relations in the domain of coronavirus diseases with a special focus on COVID-19. COVID-19 often manifests with different outcomes in different patients, highlighting the complexity of the host-pathogen interactions involved in manifestations of the disease at the molecular and cellular levels. In this paper, we propose a set of postulates and a framework for systematically understanding complex molecular host-pathogen interaction networks. Specifically, we first propose four host-pathogen interaction (HPI) postulates as the basis for understanding molecular and cellular host-pathogen interactions and their relations to disease outcomes. These four postulates cover the evolutionary dispositions involved (...) in HPIs, the dynamic nature of HPI outcomes, roles that HPI components may occupy leading to such outcomes, and HPI checkpoints that are critical for specific disease outcomes. Based on these postulates, an HPI Postulate and Ontology (HPIPO) framework is proposed to apply interoperable ontologies to systematically model and represent various granular details and knowledge within the scope of the HPI postulates, in a way that will support AI-ready data standardization, sharing, integration, and analysis. As a demonstration, the HPI postulates and the HPIPO framework were applied to study COVID-19 with the Coronavirus Infectious Disease Ontology (CIDO), leading to a novel approach to rational design of drug/vaccine cocktails aimed at interrupting processes occurring at critical host-coronavirus interaction checkpoints. Furthermore, the host-coronavirus protein-protein interactions (PPIs) relevant to COVID-19 were predicted and evaluated based on prior knowledge of curated PPIs and domain-domain interactions, and how such studies can be further explored with the HPI postulates and the HPIPO framework is discussed. In this study, we analyzed the blinking behavior of players in a video game tournament. Our aim was to test whether spontaneous blink patterns differ across levels of expertise. We used blink rate, blink duration, blink frequency, and eyelid movements represented by the Eye Aspect Ratio (EAR) to train a machine learning classifier to discriminate between different levels of expertise. Classifier performance was highly influenced by features such as the mean, standard deviation and median EAR. Moreover, further analysis suggests that (...) blinking rate and blink duration are likely to increase along with the level of expertise. We speculate this may be indicative of a reduction in cognitive load and lowered stress of expert players. In general, our results suggest that EAR and blink patterns can be used to identify different levels of expertise of video game players. (shrink)

In this paper, my main aim is to analyse Mao’s conception of Marxist theory and his Marxist subjectivity in theory construction in his three articles. While doing so, I will use two main approaches, first is the idea that Karl Marx’s method in understanding social relations and his theory of knowledge is in many aspects compatible and in continuation with an epistemological reading of Hegel’s subjectivity, and the second is the general structure about the relationship between the object and subject’s (...) process of knowing is similar in all three thinkers. While doing so, I will advocate the position that Mao’s epistemology is compatible with the Marxist understanding of Hegelian epistemology, and that from such an epistemological understanding it is possible to investigate Mao’s three texts in a way that yields, not an orthodox or “end result” Marxism, but instead a more general, meta epistemological understanding of Marx, that is understood better structurally. Eventually, I will claim that while using “scientific” or “orthodox” Marxism as a method to understand society, Mao further uses the subjective element in the same way as Hegel and Marx used it, although eventually he diverts the Marxist subjective manoeuvre to another direction. Hui Shi (370-310B.C.E.?) is a unique one among the pre-Qin scholars. The object and orientation of his scholarship emphasized on “chasing after the materials” or the research for objective knowledge of natural things. He shows a tendency of tolerating and advocating diversity and variety, and intentionally pursuing new and unusual ideas. In certain degree he judges the value of knowledge by its truthfulness rather than its usefulness. As pointed out by Wing-tsit Chan, Hui shi represents a “tendency in ancient China (...) toward intellectualism for its own sake”. (shrink)

Desde Gintis é um economista sênior e eu li alguns de seus livros anteriores com interesse, eu estava esperando um pouco mais insights sobre o comportamento. Infelizmente, ele faz as mãos mortas de seleção de grupo e fenomenologia para as peças centrais de suas teorias de comportamento, e isso em grande parte invalida o trabalho. Pior, uma vez que ele mostra um julgamento tão ruim aqui, ele chama a questão de todo o seu trabalho anterior. A tentativa de ressuscitar a (...) seleção de grupos por seus amigos em Harvard, Nowak e Wilson, há alguns anos foi um dos maiores escândalos em biologia na última década, e eu tenho narrado a triste história no meu artigo ' altruísmo, Jesus e do fim do mundo-como o Templeton Foundation comprou uma cátedra de Harvard e atacou evolução, racionalidade e civilização-uma revisão de E.O. Wilson 'A Conquista social da Terra' (The Social Conquest of Earth) (2012) e Nowak e Highfield ' SuperCooperators ' (2012). Ao contrário de Nowak, Gintis não parece ser motivado pelo fanatismo religioso, mas pelo forte desejo de gerar uma alternativa para as realidades sombrias da natureza humana, facilitada pela (perto Universal) falta de compreensão da biologia humana e Blank Slateism (tábua rasa) de cientistas comportamentais, outros acadêmicos e o público em geral. Gintis justamente ataca (como ele tem muitas vezes antes) economistas, sociólogos e outros cientistas comportamentais por não ter um quadro coerente para descrever o comportamento. Naturalmente, a estrutura necessária para entender o comportamento é um evolucionário. Infelizmente, ele não consegue fornecer um próprio (de acordo com seus muitos críticos e eu concordo), e a tentativa de transplantar o cadáver podre de seleção de grupo para qualquer teorias econômicas e psicológicas que ele gerou em suas décadas de trabalho, meramente invalida todo o seu projeto. Embora Gintis faz um esforço valente para entender e explicar a genética, como Wilson e Nowak, ele está longe de ser um perito, e como eles, a matemática apenas o cega para as impossibilidades biológicas e, claro, esta é a norma na ciência. Como Wittgenstein famosa observou na primeira página de cultura e valor "não há nenhuma denominação religiosa em que o uso indevido de expressões metafísicas tem sido responsável por tanto pecado como tem em matemática." Sempre foi evidente que um gene que provoca comportamento que diminui a sua própria frequência não pode persistir, mas este é o cerne da noção de seleção de grupo. Além disso, tem sido bem conhecido e muitas vezes demonstrado que a seleção de grupo apenas reduz a aptidão inclusiva (seleção de parentes), que, como observou Dawkins, é apenas um outro nome para a evolução pela seleção natural. Como Wilson, Gintis tem trabalhado nesta arena por cerca de 50 anos e ainda não entendeu, mas depois que o escândalo quebrou, levei apenas 3 dias para encontrar, ler e entender o trabalho profissional mais relevante, como detalhado no meu artigo. É incompreensível para perceber que Gintis e Wilson foram incapazes de realizar isso em quase meio século. Discuto os erros de seleção de grupo e fenomenologia que são a norma na Academia como casos especiais da falha universal perto de entender a natureza humana que estão destruindo a América e o mundo. In Recursivity and Contingency, Yuk Hui prompts a rigorous historical and philosophical analysis of today’s algorithmic culture. As evidenced by highspeed AI trading, predictive processing algorithms, elastic graph-bunching biometrics, Hebbian machine learning and thermographic drone warfare, we are privy to an epochal technological transition. As these technologies, stilted on inductive learning, demonstrate, we no longer occupy the moment of the ‘storage-and-retrieval’ static database but are increasingly engaged with technologies that are involved in the ‘manipulable arrangement’ (p204) of the indeterminable. Tong Shijun holds a concept of dialectics which can also be found in Mao’s writings and in classical Chinese philosophy. Tong, however, is ambivalent in his attitude to dialectics in this sense, and for this reason he recommends Chinese philosophy to focus more on formal logic. My point will be that with another concept of dialectics Tong can have dialectics without giving up on logic and epistemology. This argument is given substance by an analysis of texts by Mao, Tong and (...) Hegel. (shrink)

This paper first outlines the main ideas of British natural theology, and shows the perennial value some of them have kept. It then outlines ways of searching for connections between God and nature, seeking traces of intelligence, first in the context of the setting of the modern ontology of the laws of nature, and then in the context of the design argument. It contrasts the positions of Hume and Paley. A presentation of recent "intelligent design" proposals is then offered, from (...) the perspective of their continuing that tradition of argumentation. They are contrasted with a Millian acount of their leaving the problem of evil unanswered. Behe's concept of irreducible complexity is presented in greater details, followed by Dembski's attempt to turn it into a logically valid mode of inference. Objections stemming from philosophers of science are lastly considered. The nature of life's strategies is in the end found to escape both attempts to have it on one's side. (shrink)

In this public debate with Philippe Deterre (research director in immunology at the CNRS) – held at l'Enclos Rey in Paris' 15th district during the biennial Conference of the Réseau Blaise Pascal in March 2017 –, I defended the usefulness of natural theology. I first clarify theology's nature and understanding, then I speak about a tradition that upheld the public and exterior knowledge of God, and make an effort to show the presence of a theme reminiscent of natural theology behind (...) attempts at the good life. I then ask whether natural theology would only exist for the Christian. In the reply to my opponent's own reaction, I insist on the incongruity of separating our knowledge of God from our knowledge of science's wonderful discoveries, I ask whether nature could be said to be crafty and "ingenious," and I conclude by building a case for the return of God in public conversation, as part of an effort that our world needs in terms of finding back its compass, and restoring an ideal of living rationally. Savoir correctement ce qu'est le bouddhisme est essentiel pour l'éducation et la culture de toute personne qui ne veut pas être un aliéné de plus dans un troupeau qui marche aveuglément au milieu d'une révolution technologique. This paper uses Martin Luther and Mao Zedong's translation strategies to philosophize anew the dialectic between the national and the global in the history of revolutions. Luther and Mao each instigated a "revolution" by translating a universal faith into a vernacular; the end product in each case was the globalization of his vernacularized faith and the export of his local revolution all over the world. By vernacularizing a universal faith, Luther and Mao respectively inaugurated a new national idiom, a new (...) national identity and, in the case of Mao, founded a new nation. The far more intriguing phenomenon which I identify – and on which I seek to make my most original contributions is: Protestantism and Maoism developed global reach not despite, but because of, their insistence on a local translation-articulation of a universalist ideology. Aujourd’hui délaissées, parfois devenues gênantes, les collections médicales furent pourtant à l’avant-garde du renouveau de la médecine au début du XIXe siècle, avant que celle-ci ne devienne la médecine telle que nous la connaissons aujourd’hui. Selon une vision courante de l’histoire de la médecine, les collections médicales auraient perdu de leur utilité lorsque la médecine a accédé au statut de science expérimentale, les musées d’anatomie faisant alors place aux laboratoires. Les collections d’anatomie-pathologie comme le musée Dupuytren ne seraient que le (...) reliquat de cette histoire, le témoignage d’un échec méthodologique à opposer aux succès de la physiologie expérimentale. Cette narration de l’histoire de la médecine est-elle cependant correcte ? Dans quels buts épistémologiques les médecins ont-ils créé ces collections ? Quelles connaissances cherchaient-ils à obtenir par ce biais ? Plus généralement, pourquoi collecter en médecine – et en science – et pourquoi collectionner ? Pour répondre à ces questions, je m’intéressai principalement dans cette contribution aux pratiques de collecte et de collection chez les médecins de la Société Anatomique de Paris au XIXe siècle et au rôle joué par ces pratiques dans la construction de la collection Dupuytren. The Platform Sutra, which dates back to the seventh century C.E., is one of the classic documents of Chinese philosophy and is the intellectual autobiography of Hui Neng, the Sixth Patriarch of Ch’an Buddhism. In the Platform Sutra, the Sixth Patriarch demonstrates that the spiritual and intellectual problems of consciousness stem from a false adherence to the dualistic standpoint. The Sixth Patriarch utilizes ingenious arguments to demonstrate how one can escape the problems of dualism. An example of a constructive engagement (...) between Chinese philosophy and Searle is to compare and contrast the arguments of Hui Neng with those of Searle. The Sixth Patriarch and Searle both reach a rather similar solution to the problem of dualism—to stop counting. In the case of the Sixth Patriarch, his solution possesses the goal of enabling the reader to achieve a spiritual liberation. Searle, in contrast, addresses the troubling epistemological problems of dualism. Searle proposes a causal monism: he claims consciousness is a state of the brain, that it is caused by processes in the brain, that it is a feature of the brain, and that it is all these at the same time. This article aims to highlight Searle’s arguments and impressive insights; it also aims to show the connection between Searle’s master insight concerning the non-duality of consciousness and the Sixth Patriarch’s realization that the difficulties of understanding consciousness stem from the formulation of the description itself. A filosofia da natureza de Aristóteles muitas vezes é apresentada como um capítulo inteiramente ultrapassado na história do pensamento: um “finalismo antiquado”, antropocêntrico, avesso à mensuração exata das condições materiais subjacentes aos fenômenos. Essa perspectiva, no entanto, é inadequada: não atenta para o papel relevante que Aristóteles atribui à matéria na explicação dos fenômenos naturais, assim como não atina com o real significado da teleologia aristotélica. Na contra-mão dessa perspectiva apressada, procuramos mostrar que, no cerne da filosofia aristotélica da natureza, (...) entendida como uma teleologia, encontra-se a idéia de que os seres naturais definem-se por uma tendência intrínseca à auto-preservação. To understand the details of LI Zehou’s work, it is helpful to first locate it within the social and historical contexts to which Li was responding. Specifically, his work can be understood as a contribution to the struggle to establish the intellectual foundations of a Chinese modernity. As China transitioned away from the long-lived dynastic system that had ended early in the twentieth century, there was intense debate in China about what forms of social and political order should take its (...) place. Marxism emerged as the governing ideology after the Communist revolution, but this did not settle the outstanding social questions. In the period of liberalization that followed Mao’s death, intellectuals like LI Zehou emerged and found a new role. Instead of being tasked with providing justifications for state policy and the ruling ideology, they were free, to some extent, to explore new ideas that could inform policy and popular consciousness. LI Zehou duly became one of the most active and widely read of Chinese thinkers during the 1980s and 1990s, offering a humanistic vision of Chinese society. What made LI Zehou’s contribution distinctive was the willingness to draw from all these disparate frameworks, in an attempt to synthesize them into a unified system of thought. (shrink)

A militância política de Jorge Amado no Partido Comunista é um capítulo à parte na história do comunismo no Brasil, que completou 100 anos no dia 25 de março. Ela também é algo marcante em sua obra, a ponto da crítica literária brasileira, de tradição uspiana, considerá-la uma forma de panfleto partidário da nossa esquerda. Nesta exposição, pretende-se realizar uma breve discussão acerca de suas lutas políticas, das quais se destacam as questões religiosa e racial, que levaram Jorge Amado a (...) criar um projeto de lei, no período que exerceu o mandato de deputado constituinte pelo PCB, em 1946, assegurando a liberdade religiosa no Brasil. Aqui, também se destaca a sua amizade com o povo de candomblé que lhe honrou com títulos, como o de Obá de Xangô e Ogã de Iansã; além da forma como a crítica o rotulava de regionalista e escritor panfletário. Contudo, esta é uma forma de homenagear tanto o mais famoso dos doze Obás de Xangô da Bahia, quanto o Partidão, nesse seu centenário. Em termos metodológicos, trata-se de uma leitura ensaística foucaultiana sobre esses fatos e acontecimentos que marcaram duplamente a vida de Jorge Amado e do Comunismo no Brasil, já que lançamos mão de uma parte da maquinaria teórica do militante comunista do PCF (Partido Comunista Francês), Michel Foucault, como vontade de verdade, comentário, discurso, autoria, obra, descontinuidade (na continuidade) e dispersão. This article investigates the specific cultural and collaborative nature of China’s public spaces and how they are formed through performative appropriations. Collective cultural practices as political participation were encouraged during the Mao era when cultural activities played a key role in workers’ education and participation. Since the opening-up period, performance in public space has become widespread in China and creates alternative community spaces that constitute alternatives to capitalist spaces of consumption. Using Habermas’s theory of communicative action, we argue that cultural (...) practices performed in public space create a proletariat public sphere that plays a wider role in governance and China’s democratization. Further, the article examines performative practices in public space. It traces the popular activity of public square dancing through history and counters this research with a parallel study of a much younger skateboarding practice. The two practices are very differently rooted. Yet both practices appear to move through cycles of disruption and appropriation, followed by an affirmation of governmental rule. The studies reveal that western ideas of citizenship and individual leisure are less applicable. Public spaces are largely managed through collaborative practices, whereas contemporary scholarship reaffirms Fei Xiaotong’s description of Chinese society as individuals positioned within a complex network of concentric circles. O presente artigo pretende abordar o conceito de trágico, entendido como elemento principal ou elemento orquestrador do projecto nietzschiano em busca de uma determinação para uma nova forma de existência estética. Objectivo do autor é, pois, em primeiro lugar, explicitar o sentido da nova existência estética tal como Nietzsche, pela mão de Zaratustra, imputa à figura do Übermensch, o qual estabelece um projecto de justificação estética; em segundo lugar, trata-se de mostrar que o conceito de 'trágico'está estreitamente relacionado com o (...) conceito metafísico de 'eterno retorno'de tal modo que isso pretende, por um lado, ultrapassar a dimensão determinada da vida humana em algo maior ou melhor, e, por outro, visa a completa realização da vida humana que pode ser repetida, salientando que este movimento de repetição afirma o retorno dionisíaco do trágico. Objectivo do autor do artigo é, assim, provar que o projecto nietzschiano anuncia o Übermensch como uma nova forma de existência estética, ao mesmo tempo que recupera os conceitos de 'trágico' e 'dionisíaco', conceitos estes que animam a obra Die Geburt der Tragödie. Consequentemente, trata-se de ver até que ponto o Übermensch está afirmado como objectivo necessário e primário neste projecto, o qual permanece, contudo, uma herança enigmática em que nos deixa a filosofia de Nietzsche. /// The present article presents a brief approach to the concept of the 'tragic' understood as a main element or a conducting element in the Nietzschean project that searches for a determination of a new form of aesthetic existence. The author aims, thus, at two things: first, to explicit the meaning of this new aesthetic existence that Nietzsche, by the hand of Zarathustra, imputes to the figure of the Übermensch, which establishes a project of aesthetic justification; secondly, to show that the concept of the 'tragic' is closely related to the metaphysical concept of the 'eternal return' in such a way that it purposes, on the one hand, to surpass a determined dimension of human life into something bigger or better, and, on the other, to bring about a complete realisation of human life that can be repeated, so that the movement of repetition qffirms the dionysiac return of the tragic. The goal of the article is, moreover, to prove that the Nietzschean project announces the Übermensch as a new form of aesthetic existence while recovering the main concepts of 'tragic' and 'dionysiac', concepts that animate the book Die Geburt der Tragödie. Therefore, we shall see how the Ubermensch is placed as a necessary and prime objective in this project, which remains part of the enigmatic legacy with which Nietzsche's philosophy leaves us. Neste capítulo, analisa-se a documentação visual dos protestos de 2013, contrastando a cobertura da grande mídia em São Paulo e Rio de Janeiro com a de ativistas usando as tecnologias de nova mídia. Os temas centrais são a forma como o exercício do poder político é mediado através de novas tecnologias de mídia e a racionalidade política que anima os ativistas. Dito de outro modo, pergunta-se: por que os atores criaram imagens da forma que o fizeram e que objetivos políticos (...) estavam em jogo? No que se segue, consideram-se principalmente as utilizações de filmagens feitas à mão com telefone celular, a difusão de tais imagens pelas redes sociais (mídia social) e a interação entre os ativistas e os governos municipais. Sugere-se que as novas tecnologias de mídia, através da qual a linguagem visual dos ativistas foi criada, eram postas a serviço de um tipo de política radical, no sentido de almejar algo diferente na raiz. Em vez de um modo de ação política com objetivos governamentais definitivos, os ativistas re-mediaram novas tecnologias de mídia como um tipo de equipamento que poderia gerar novas relações e subjetividades e, assim, acesso a um futuro intencionalmente indeterminado. Modern politika tanımlarında hâkim kavramlardan söz etmek olasıdır. Bu kavramlar arasında; iktidar, şiddet, hiyerarşi, güvenlik, kaynak dağıtımı öne çıkanlardır. Politika, birçoklarına göre, iktidarın ve gücün nasıl dağıtıldığı ve kullanıldığıyla ilgilidir. Politika, salt iktidarla ilişkili bir biçimde tanımlandığında, şiddet, politikanın etkili araçlarından birisi gibi görünür. Hatta daha ileriye gidilerek, şiddet, iktidarın dışavurumu olarak görülür. C. W. Mills’in, “siyaset iktidar mücadelesinden ibarettir; iktidarın nihai biçimi ise şiddettir” ya da Mao Zedong’un “siyaset, kan dökülmeyen savaş; savaş ise kan dökülen siyasettir” sözleri, siyaset ile (...) şiddetin birlikte düşünülmesinin en tipik örnekleridir. Hükmetme sanatı, iktidar elde etmek ve iktidarı azamileştirme biçiminde tanımlanan siyasetin, şiddeti meşru görmesi kaçınılmaz görünmektedir. Bu tanımdan hareket edenler, en iyi ihtimalle, meşru ve gayrı-meşru şiddet arasında bir ayrıma yönelirler. Bu ayrım da şiddetin politik bir etkinlik olarak meşrulaştırılmasını onaylar. Siyaseti, iktidar ve şiddet üzerinden tanımlayan hâkim yaklaşıma dönük eleştiriler de vardır. Siyaseti başka türlü tanımlamanın imkânı olup olmadığı sorusundan hareket eden bu yaklaşımlar, alternatif bir politika anlayışı ortaya koymaya çalışırlar. Bu tip politika anlayışına sahip düşünürlerin başında Hannah Arendt gelmektedir. Sahte ve sahici politika ayrımından hareket eden Arendt, sahici politikanın merkezine eylemi yerleştirir. Eylem, insanların kendilerini gerçekleştirmesini, sahici kılmasını, diğer insanlarla birlikte yaşamasını sağlayan süreçleri başlatma ve kesintiye uğratma yetisidir. Bu bakımdan politika, birlikte yaşama, kamusal meseleler hakkında tartışma ve ortak dünya için eylemde bulunma etkinliğidir. Kamusal alanda, eşitlerinin gözü önünde eylemde bulunma kişinin benzersizliğini göstermesine neden olur. Bu bakımdan, eşitlik ve çoğulluk politikanın koşuludur. Arendt, sadece eylemi değil, “söz”ü de politikanın merkezine yerleştirir. Arendt için politik yaşam, eyleme dökülmüş söz üzerine kuruludur. Politikanın söz ile ilişkilendirilmesi, açıktır ki, şiddeti dışlar. Arendt’e göre şiddet dilsizdir ve hiçbir zaman politikanın merkezi olan eyleme dökülmüş sözün neden olduğu süreç başlatma ve yaratıcı olma özelliğine sahip değildir. Bu çalışmanın amacı, politikayı Arendt’le birlikte yeniden düşünmenin, yeni bir politika tanımı için sağlayacağı imkânları tartışmaktır. (shrink)

Cidadania Formal e Cidadania Real: Divergências e Direitos Infantis -/- 1 Introdução sobre o que seria cidadania -/- Para o clássico sociólogo francês Durkheim, a ideia de cidadania é questão de coesão social, isto é, essa coesão social nada mais é do que uma ideia de um Estado que mantém os indivíduos unidos (mais parecido com a ideia do fascismo em seus primórdios, que consistia basicamente na união do povo como um feixe), integrados a um grupo social, ou simplesmente, um (...) Estado de integração coesa do grupo social. Isso nos dá uma ideia genérica do que seria um cidadão para o pensador. -/- Na perspectiva de sociedade como um conjunto integrado, Dallari afirma que a sociedade humana é um conjunto de pessoas, ligadas entre si pela necessidade de se ajudarem umas às outras… a fim de que possam garantir a continuidade da vida e satisfazer seus interesses e desejos . -/- Já constitucionalmente, a cidadania está ligada ao direito, e a mesma é garantida e estabelecida em lei conforme a Constituição de um determinado país. O conceito, tal qual aceitado nas Ciências Sociais, é definido a partir dos conjuntos de direitos e deveres que foram conquistados ao longo de anos, mediante insistentes lutas para garantir e assegurar esses direitos. A cidadania também está ligada às condições sociais e locais dos indivíduos. Nessa perspectiva, a cidadania como estudo praxista, é dividida em duas esferas sociais divergenciadas em toda sua totalidade: Cidadania Formal e Cidadania Real. Logo, faz-se necessário desmembrar acerca de ambas para uma melhor análise e compreensão do texto. -/- 2 Breve divergência acerca das cidadanias formal e real -/- Sob um estudo superficial acerca do tema, podemos conceituar a cidadania formal como sendo a cidadania descrita em papel, isto é, a cidadania como ela deveria ser teoricamente, descrita sob lei universal onde descreve a igualdade entre todos, liberdade dos indivíduos e que garante a capacidade de lutar pelos direitos através do âmbito jurídico. Exemplo: o Estado deve priorizar proteção física, psicológica, etc a crianças e adolescentes, bem como outros direitos, como educação básica de qualidade conforme prescrita no ECA (Estatuto da Criança e do Adolescente). Uma vez que o Estado desobedeça tais regras constitucionais, o mesmo fere a universalidade dos direitos dos seus cidadãos que estão assegurados em lei. Então, pela cidadania formal, tais cidadãos negligenciados pelo governo, podem lutar pela proteção, educação, etc dos indivíduos que compõem a comunidade territorial, uma vez que a cidadania formal garante a possibilidade de luta pelos direitos no espaço jurídico. -/- Segundo Correa a cidadania formal nada mais é do que, conforme o direito universal, um indicativo de nacionalidade . Ainda ressalta que o termo ganha mais relevância no campo das Ciências Sociais e que se define mediante a posse dos direitos civis, políticos e sociais. A cidadania formal para a conformação infantil brasileira é platônica, isto é, está mais ligada a ideia utópica de teoria das ideias teóricas do que esperava-se da vida pragmática dessas crianças. -/- Em contrapartida, a cidadania real, por vezes alcunhada de substantiva, está ligada a vida tal qual ela é vivenciada; em termos sociais é concernente a vida pragmática dos indivíduos, em que os mesmos participam da arenga social, do debate de ideias, etc. Em contradição a formal que diz que todos os indivíduos são iguais, na vida real é observada uma sociedade estruturada sob uma divergência totalitária em diferentes ordens, seja a social, monetária, educacional, política, cultural, etc e, com isso, é levado ao grande problema social do Brasil e demais países, em que determinados grupos ditos “inferiores” sofrem os mais diversos tipos de preconceito. -/- É na cidadania real que se explicita todas as contradições sociais entre brancos e negros, ricos e pobres, homens e mulheres, etc. Por lei, todos esses indivíduos de diferentes classes e status social como elenca Marshall, são iguais e, por fim, são cidadãos aptos a receber os mesmos tratos, os mesmos privilégios, etc, só que no Brasil, como em demais países brancos agridem verbalmente e fisicamente os negros que todos os dias sofrem racismos e preconceitos; pobres ficam cada vez mais pobres, uma vez que o dinheiro cada vez se concentra nas mãos dos mais ricos e com maior poder e influência social e mulheres que trabalham igual ou até mais que os homens e não recebem o mesmo salário por serem “inferiores” dentro da cultura e sociedade machista e patriarcalista. -/- Exemplo claro: Um estudante de ensino público que não consegue pleitear uma competição em condições de igualdade com um estudante de ensino privado, tem sua cidadania “formal” conquistada, uma vez que a lei lhe garante acesso à educação de boa qualidade tal qual oferecida em escolas particulares, contudo, a cidadania “real” está bem longe de ser alcançada. E o mesmo acontece com negros e deficientes que conquistaram direitos formalmente, todavia tem um longo caminho para alcançar a cidadania real. Para que todos os indivíduos possam assegurar e garantir seus direitos na vida pragmática, direitos pelo qual encontram-se previstos em lei pela cidadania formal, é necessário uma “luta” entre os divergentes grupos sociais, como dizia Karl Marx, visando a justiça e a soberania social. -/- 3 Cidadania e Direitos Infantis -/- Para garantir e assegurar uma melhor faculdade de vida para as crianças -e também adolescentes-, bem como caucionar os direitos dos mesmos como cidadãos, a partir de 1990, pós Constituição brasileira, entrou em firmeza o ECA -Estatuto da Criança e do Adolescente-. Na produção e institucionalização do ECA, priorizou-se a ideia de que as crianças estão em processo de desenvolvimento e, com isso, demandam de mais necessidades específicas que demais camadas etárias, e que tais necessidades devem ser identificadas e respeitadas, sobretudo pelas leis. -/- Com toda essa institucionalização de direitos infantis, a camada etária de até 12 anos de idade -crianças-, passaram a ter adjutório integral reconhecida por lei como um direito. E que, a partir de tais prescritos, nenhuma criança pode sofrer violência das mais variadas possíveis, nenhum tipo de negligência, falta de cuidado, certo tipos de crueldade, discriminação, nenhum tipo de preconceito e nenhum tipo de exploração seja para trabalho ou demais áreas e que cabem aos adultos respeitar e fazer valer as regras estabelecidas pelo ECA. -/- O ECA, institucionalizou e definiu os direitos à vida, ao lazer, à nutrição, à liberdade, à altivez, à educação de boa qualidade, à profissionalização, ao respeito acima de tudo, à cultura e ao convívio e vivenciamento familiar e em comunhão. Não obstante, mesmo com todos esses direitos assegurados e garantidos em lei, crianças de todo os países sofrem por faltas de cuidados, sobretudo pelos pais e que gera um grande problema social que é o do suicídio; crianças são exploradas para labotar nos mais diversos ramos e até mesmo na prostituição; crianças são vítimas de violência e agressões físicas e verbais em casa ou na escola; crianças se envolvem com o tráfico e uso de drogas e entorpecentes; enfim, cabe aos familiares e ao Estado, garantir a integridade física e mental da camada infantil, com acompanhamento pedagógico, psicológico, etc, e que punam os responsáveis pela denigração física, motora e mental das crianças. -/- O que nos leva a questões de discussão social. As crianças gozam de todos os direitos essenciais inerentes à pessoa humana? “Menores drogados ameaçam quem passa pelo entorno da Rodoviária Laura Machado | Rio+ | 19/06/2011 10h33” -/- Esses menores, não têm direito real à cidadania? Como explanado anteriormente, a comunidade de infantes está amparada pelas leis e instituições do ECA em todo o país, no entanto, cabe aos adultos garantir a prioridade e o acompanhamento desses menores que, com toda a maldade do mundo e propriamente das pessoas, perdem o direito de gozar de sua infância. -/- . In Climate Leviathan, Mann and Wainwright address the political implications of climate change by theorizing four possible planetary futures: Climate Leviathan as capitalist planetary sovereignty, Climate Mao as non-capitalist planetary sovereignty, Climate Behemoth as capitalist non-planetary sovereignty, and Climate X as non-capitalist non-planetary sovereignty. The authors of the present article agree that the depth and scale of destabilizations induced by climate change cannot be navigated justly from within the present social-political-economic system. Cet essai présente une description de plusieurs travaux inédits de Jacques Derrida au sujet de Marx et d'Althusser datant des années 1960 et 1970. Au-delà du travail philologique, il s'agit aussi d'une étude théorique de notions telles que 'idéologie', 'fétichisme', 'reproduction', 'division du travail', 'différence sexuelle', 'domination', 'économie politique', 'matérialisme dialectique', ou 'production culturelle' — tout autant à travers les textes marxistes que dans les lectures déconstructives qu'en propose alors Derrida. Durant les années 1970, dans le cadre de son séminaire, (...) Derrida s'efforce de penser une autre économie politique, au-delà de l'économie du propre qu'il identifie aussi bien chez les économistes classiques que chez leurs critiques marxistes. Ces lectures détaillées et combattives de textes marxistes restent aujourd'hui inédites. Em meados do século XVI, surgiu a ideia de autonomia do indivíduo, que deu origem ao individualismo e ao liberalismo político. A concepção de democracia que se desenvolveu com base nesses princípios assumiu um perfil bastante diferente daquele utilizado na Grécia antiga. Se antes a democracia estava diretamente ligada à ideia de igualdade, em sua nova versão passou a ser relacionar primordialmente com a ideia de liberdade. Em decorrência dos ideais desenvolvidos naquele momento histórico, o principal dilema político fundamentava-se na (...) limitação de poder do soberano (que às vezes se confundia com o próprio Estado) e na ampliação das liberdades individuais, como o direito a dispor da propriedade material e a defender-se judicialmente. Até hoje, grande parte do debate político tem como tema a defesa dos ideias liberais ou a crítica a eles. Na perspectiva do filósofo inglês Thomas Hobbes, a constituição e o funcionamento de uma sociedade pressupõem que os indivíduos cedam, por transferência, seus direitos naturais (mantendo somente o direito de conservarem sua vida) ao soberano. O autor entendia que os seres humanos, em estado de natureza (isto é, compartilhando do direito a tudo o que existe, em razão de não haver limitação legal), tendem a agir pela força e pela violência para conseguir o que desejam, o que acabaria provocando uma guerra contínua entre todos. Para Hobbes, a justificativa para o poder absoluto dos reis residia na compreensão de que os homens em estado de natureza se encontrariam em constante conflito. Na foto, palácio na Arábia Saudita, em 2012, uma das poucas monarquias absolutas da atualidade. Por isso, para disciplinarem a si mesmos e garantirem o bem-estar físico e material, seria necessário que os indivíduos firmassem um contrato social regulado por uma autoridade soberana. Hobbes manifestou preferência pela monarquia absolutista, pois acreditava que as assembleias e os Parlamentos estimulam os conflitos graças às disputas entre diferentes facções e partidos. O poder absoluto defendido por Hobbes se justificava pela transferência dos direitos dos indivíduos ao soberano. É um nome desse contrato social que o poder deve ser exercido, e não para a realização da vontade pessoal do soberano. Por conta dessa perspectiva, Hobbes não pode ser considerado defensor da democracia. Entretanto, seu pensamento é importante, pois serve de parâmetro para as reflexões sobre a organização do poder construídas posteriormente. No século XVII, John Locke, também filósofo inglês, propôs uma reflexão bem diferente das de Hobbes. Para ele, o poder soberano deve permanecer nas mãos dos cidadãos, que são os melhores juízes dos próprios interesses. Cabe ao governante retribuir a delegação de poderes ao garantir as prerrogativas individuais: segurança jurídica e propriedade privada. Assim, o contrato social teve como função garantir os direitos naturais para todos. Esse pensamento é uma das bases do liberalismo político. Entretanto, deve ser ressaltado que sua implantação não permitiu a construção da igualdade propagada por Locke, mas foi uma das estruturas de consolidação do poder da burguesia. As ideias de Locke são uma das referências para o desenvolvimento da democracia representativa. Para Locke, o princípio da maioria é fundamental para o funcionamento das instituições políticas democráticas, assim como as leis, que devem valer para todos. Por isso, segundo o filósofo, a elaboração das leis precisa estar a cargo de representantes escolhidos pelo povo, que exerceriam o papel de legisladores no interesse da maioria: o regime político proposto por Locke é, portanto, uma democracia representativa. O escritor e filósofo político suíço Jean-Jacques Rousseau se preocupou com o problema da legitimidade da ordem política. Para ele, a desigualdade ocasionada pelo advento da propriedade privada é a causa de todos os sentimentos de ruins do ser humano. No contrato social, é preciso definir a questão da igualdade e do comprometimento de todos com o bem comum. Se a vontade individual é particular, a do cidadão, que vive em sociedade e tem consciência disso, deve ser coletiva e voltada para o bem comum. A participação política é, portanto, ato de deliberação pública que organiza a vontade geral, ou seja, traduz os elementos comuns a todas as vontades individuais. Esse seria, portanto, o núcleo do conceito de democracia. Em seu livro Do Contrato Social2 , Rousseau afirma que a democracia só pode existir se for diretamente exercida pelos cidadãos, sem representação política, pois a vontade geral não poderia ser representada, apenas exercida diretamente. Para Rousseau, a democracia direta é o único sistema legítimo de autoridade e de ato político.3 Em O espírito das leis, o filósofo e político Montesquieu, afirmou que igualdade na democracia é algo muito difícil de garantir plenamente. Partindo do princípio de que é necessário um controle externo para que os sistemas políticos funcionem bem, esse pensador defende a criação de regras que estabeleçam limites aos detentores do poder a fim de manter a liberdade dos indivíduos. Por isso, propôs a divisão da esfera administrativa em três poderes ou funções independentes entre si: o Legislativo, o Executivo e o Judiciário. De maneira resumida, cabem ao poder Legislativo as funções de fiscalizar o poder Executivo, votar leis de interesse público nas instâncias relativas (municipal, estadual e federal) e, em situações específicas, julgar autoridades como o presidente da República ou os próprios membros do Parlamento. O Executivo é o poder do Estado que, nos moldes da Constituição de um país, tem por atribuição governar a nação e administrar os interesses públicos, colocando em prática políticas públicas e leis, e garantindo o acesso aos direitos. Por fim, o poder Judiciário é exercido pelos juízes, que têm a capacidade e a prerrogativa de julgar com base nas regras constitucionais e nas leis criadas pelo poder legislativo. A democracia, na perspectiva de Montesquieu, seria garantida pelo equilíbrio entre os três poderes, assegurando assim maior liberdade aos indivíduos. A liberdade, porém, só existiria com moderação, o que equivaleria a fazer tudo o que as leis permitissem (pois, se um cidadão pudesse fazer tudo o que as leis proibissem, não teria mais liberdade, por que todos poderiam fazer o mesmo). Karl Marx e Friedrich Engels acreditavam que um governo democrático seria inviável numa sociedade capitalista, pois a regulação democrática da vida não poderia se realizar com as limitações impostas pelas relações capitalistas de produção. Seria necessário, portanto, mudar as bases da sociedade para criar possibilidade de uma política democrática. Para entender a posição desses autores com relação à democracia, é necessário entender como eles percebem a função do Estado na sociedade capitalista. Para Marx e Engels, os princípios que protegem a liberdade dos indivíduos e defendem o direito à propriedade tratam as pessoas como iguais apenas formalmente. O movimento em favor do sufrágio universal e de igualdade política é reconhecido por Marx como um passo importante, mas, segundo esse autor, seu potencial emancipador está limitado pelas desigualdades de classe. Desse modo, as democracias liberais seriam cerceadas pelo capital privado, que restringiria sistematicamente as opções políticas. De acordo com esse olhar, a liberdade nas democracias capitalistas é, portanto, puramente formal, pois a desigualdade de classe prevalece. Dans un monde dominé par les conflits, il arrive qu’il faille se défendre. L’invention des armes a évolué en parallèle avec le savoir technique, puis scientifique, et il est même arrivé que la recherche d’applications militaires ait joué un rôle moteur dans la découverte scientifique. Lorsque les armes ne servent pas à attaquer d’autres nations, leur fabrication et leur commerce se justifient morale- ment. Il faut cependant qu’elles ne puissent échapper à ceux qui les construisent et doivent en contrôler la (...) diffusion. Facilement mise en œuvre, la guerre utilisant des organismes vivants ou ce qu’ils pro- duisent comme armes est très ancienne. Or l’originalité des êtres vivants est qu’ils se multiplient, qu’un seul individu suffit à recouvrir la Terre de ses descendants. La biologie ne se prête jamais à un usage militaire moralement défendable parce que le confinement au champ de bataille est impossible. De ce fait, les applications de la biologie ont été vite écartées du domaine de la Défense permise par les traités internationaux. La Convention de 1972 sur l’Interdiction des Armes Biologiques et à Toxines (CIABT), entrée en vigueur en 1975, est aujourd’hui signée par 183 pays (ratifiée par 175) sur un total de 193, sans compter Taïwan qui l’a ratifiée mais n’est pas reconnu par l’ONU. Elle interdit la mise au point, la fabrication, l’acquisition, le transfert, la conservation, le stockage et l’utilisation des armes bio- logiques et à toxines. Elle constitue un élément essentiel de la lutte contre la prolifération des armes de destruction massive. (shrink)
