Neuroenhancement involves the use of neurotechnologies to improve cognitive, affective or behavioural functioning, where these are not judged to be clinically impaired. Questions about enhancement have become one of the key topics of neuroethics over the past decade. The current study draws on in-depth public engagement activities in ten European countries giving a bottom-up perspective on the ethics and desirability of enhancement. This informed the design of an online contrastive vignette experiment that was administered to representative samples of 1000 respondents (...) in the ten countries and the United States. The experiment investigated how the gender of the protagonist, his or her level of performance, the efficacy of the enhancer and the mode of enhancement affected support for neuroenhancement in both educational and employment contexts. Of these, higher efficacy and lower performance were found to increase willingness to support enhancement. A series of commonly articulated claims about the individual and societal dimensions of neuroenhancement were derived from the public engagement activities. Underlying these claims, multivariate analysis identified two social values. The Societal/Protective highlights counter normative consequences and opposes the use enhancers. The Individual/Proactionary highlights opportunities and supports use. For most respondents these values are not mutually exclusive. Sự xuật hiện của các công cụ AI tạo sinh trên nền tảng các mô hình ngôn ngữ lớn (LLMs) đã đem đến một công cụ mới cho con người, đặc biệt là trong các ngành sư phạm, báo chí, nhưng chúng cũng đem đến nhiều vấn đề Trong bài viết này, nhóm tác giả sẽ chỉ ra những những bất cập mới xuất hiện hoặc những vấn đề đã tồn tại nhưng có nguy cơ được đẩy lên cao hơn (...) do sự áp dụng của AI tạo sinh vào trong thực tế, tập trung vào hai nhóm vấn đề: công bằng xã hội và phổ cập tri thức khoa học và công tác truyền thông chính sách. Cụ thể, chúng tôi cho rằng các công cụ AI tạo sinh gặp khó khăn trong việc tiếp cận đến những nguồn kiến thức thuộc các văn hóa thiểu số, hoặc các ngôn ngữ nhỏ, có thể gây khó khăn trong việc tuyên truyền kiến thức khoa học, thực hiện chính sách. Thị trường chứng khoán (TTCK) Việt Nam khai trương vào ngày 20/7/2000 và chính thức hoạt động từ ngày 28/7/2000 sau nhiều năm chuẩn bị. Trải qua nhiều biến động, cho đến nay, thị trường chứng khoán Việt Nam ngày càng được hoàn thiện phù hợp với xu thế phát triển và nhu cầu của nhà đầu tư. Để tìm kiếm lợi nhuận và xác định được mức rủi ro, nhà đầu tư cũng như nhà quản lý cần có những (...) kiến thức cơ bản, chính xác và cập nhật về thị trường chứng khoán. Do đó việc phân tích đầu tư chứng khoán luôn là vấn đề đặt lên hàng đầu. Phân tích đầu tư chứng khoán thường tập trung vào hai vấn đề chính: một là phân tích, dự báo và đánh giá xu hướng giá của cổ phiếu, hai là phân tích đo lường rủi ro trong quá trình đầu tư, từ đó đưa ra các kịch bản và chiến lược đầu tư phù hợp. Trong thực tế, nhà đầu tư cũng như nhà quản lý luôn đặt câu hỏi ‘‘Làm sao dự đoán được xu hướng cũng như sự biến động của giá cổ phiếu? Có rất nhiều nghiên cứu, phân tích về chuỗi giá cổ phiếu đã được thực hiện nhằm tìm lời giải đáp thỏa đáng cho các vấn đề trên. Thực tế cho thấy, giá của các cổ phiếu trên thị trường luôn luôn thay đổi theo thời gian. Điều này đem đến nhiều cơ hội tìm kiếm lợi nhuận nhưng cũng tiềm ẩn rất nhiều rủi ro cho các nhà đầu tư khi tham gia vào thị trường này. Bây giờ, cuộc chiến với tổn thất đa dạng sinh học đang lan rộng sang ngành công nghiệp làm đẹp. Công nghiệp thời trang đã từng chịu áp lực trước các ảnh hưởng môi trường tiêu cực, và đang phải điều chỉnh lớn, nhất là với thời trang nhanh. Nhưng món chăm sóc thẩm mỹ dường như đang chịu áp lực gia tăng dần. Ngành hàng thẩm mỹ và chăm sóc cá nhân có doanh số rất lớn và lợi nhuận (...) cao, đặc biệt đối với phân khúc thu nhập cao. Tuy nhiên, lợi thế này cũng tiềm ẩn rủi ro phải đối diện với những quan sát, nghiên cứu, điều tra và cả chỉ trích của các tổ chức xã hội dân sự, các phong trào hoạt động môi trường, và cả người tiêu dùng. Hơn ai hết, ngành công nghiệp này có độ nhạy rất cao với rủi ro của các ý kiến đánh giá tiêu cực xã hội, nhất là hậu quả nặng nề của các phong trào tẩy chay tiêu dùng. Bài viết đánh giá thực trạng hoạt động hệ thống ngân hàng Việt Nam trong bối cảnh thực hiện đề án cơ cấu lại hệ thống các tổ chức tín dụng (TCTD). Kết quả nghiên cứu cho thấy, hoạt động tái cấu trúc ngân hàng đã diễn ra mạnh mẽ với chỉ đạo quyết liệt của Chính phủ và Ngân hàng nhà nước, đặc biệt trong phê duyệt chủ trương chuyển giao bắt buộc 4 ngân hàng diện kiểm soát đặc (...) biệt nhằm lành mạnh và ổn định hệ thống ngân hàng. Tuy nhiên, với thực trạng nền kinh tế suy thoái, những vấn đề về nợ xấu gia tăng vượt qua ngưỡng an toàn 3%, tỷ lệ bao phủ nợ xấu giảm xuống dưới 100%, tín dụng tăng trưởng chậm, biên lợi nhuận thu hẹp đang trở thành nguy cơ dẫn dến rủi ro hoạt động của hệ thống ngân hàng Việt Nam. Some cases of infectious bovine abortion have a major impact not only on cattle farming and animal health, but also on public and environmental health. The concept of "One Health" integrates human medicine and health professionals. In this context, knowledge of infectious abortive diseases that affect animal, human and environmental health is fundamental. Cattle are affected by specific infectious abortive diseases, caused by pathogens with different forms of presentation and transmission mechanisms. These include brucellosis, leptospirosis and listeriosis, which are potentially zoonotic diseases. Controlling these diseases can contribute to effective public health actions and reduce global health risks. In order to establish the diagnosis of these diseases, it is essential to properly collect specimens from live or dead animals under biosafety and biosecurity conditions, following the chain of custody for each case. These procedures allow for greater success in diagnosing the suspected agent and facilitate the investigation of other causes. Animal health standards for the prophylaxis and control of these diseases are established by specific legislation, including those of the Ministry of Agriculture, Livestock and Supply (MALS). This literature review was based on current knowledge on the Pubmed platform, Google Scholar, articles and textbooks. Auditory perception is traditionally conceived as the perception of sounds — a friend’s voice, a clap of thunder, a minor chord. However, daily life also seems to present us with experiences characterized by the absence of sound — a moment of silence, a gap between thunderclaps, the hush after a musical performance. In these cases, do we positively hear silence? Or do we just fail to hear, and merely judge or infer that it is silent? This longstanding question remains controversial (...) in both the philosophy and science of perception, with prominent theories holding that sounds are the only objects of auditory experience and thus that our encounter with silence is cognitive, not perceptual. However, this debate has largely remained theoretical, without a key empirical test. Here, we introduce a novel empirical approach, presenting experimental evidence that silence can be genuinely perceived (not just cognitively inferred). We ask whether silences can ‘substitute’ for sounds in event-based auditory illusions — empirical signatures of auditory event representation in which auditory events distort perceived duration. Seven experiments introduce three new ‘silence illusions’ — the one-silence-is-more illusion, silence-based warping, and the oddball-silence illusion — each adapted from a prominent perceptual illusion previously thought to arise only from sounds. Subjects were immersed in ambient noise interrupted by silences structurally identical to the sounds in the original illusions. In all cases, silences elicited temporal distortions perfectly analogous to the illusions produced by sounds. Our results suggest that silence is truly heard, not merely inferred, introducing a general approach for studying absence perception. (shrink)

Ideal theory in social and political philosophy generally works to hide philosophical theories’ complicity in sustaining the structural violence and maintenance of white supremacy that are foundational to settler colonial societies. While non-ideal theory can provide a corrective to some of ideal theory’s intended omissions, it can also work to conceal the same systems of violence that ideal theory does, especially when framed primarily as a response to ideal theory. This article takes a decolonial approach to exploring the limitations of (...) non-ideal theory in its ability to respond to and redress the continuing harms done to Indigenous peoples by settler colonialism, including by outlining non-ideal theory’s relationship to a colonial politics of recognition. In the recent past, Vietnam has dramatically increased its investment relationship and trade with the United States. At the same time, United States foreign direct investment and trade with China has been decreasing. This is even more significant when we are in a period of internal growth within the United States. Using comparative business system analysis theory and a mixed method approach we conclude that Vietnam is turning into the new China for United States firms due to the fewer differences (...) that exist between their business systems. The Chinese business system has major differences when compared with the economic system of the United States, whereas the Vietnam system has closer resemblance to the United States system. We have laid out inferences of our arguments for future research, particularly in the area of institutional comparative advantage. (shrink)

Results: We analyzed 1,402 surveys and 15 in-depth interviews. Many (32%) CL participants reported greater difficulty refilling medications and a minority (14%) reported greater difficulty accessing HIV care during the pandemic. Most (99%) Opt4Mamas participants reported no difficulty refilling medications or accessing HIV/pregnancy care. Among the CL participants, older women were less likely (aOR = 0.95, 95% CI: 0.92–0.98) and women with more children were more likely (aOR = 1.13, 95% CI: 1.00–1.28) to report difficulty refilling medications. Only 2% of (...) CL participants reported greater difficulty managing FP and most (95%) reported no change in likelihood of using FP or desire to get pregnant. Qualitative analysis revealed three major themes: (1) adverse organizational/economic implications of the pandemic, (2) increased importance of pregnancy prevention during the pandemic, and (3) fear of contracting COVID-19. The call to make artificial intelligence (AI) more democratic, or to “democratize AI,” is sometimes framed as a promising response for mitigating algorithmic injustice or making AI more aligned with social justice. However, the notion of “democratizing AI” is elusive, as the phrase has been associated with multiple meanings and practices, and the extent to which it may help mitigate algorithmic injustice is still underexplored. In this paper, based on a socio-technical understanding of algorithmic injustice, I examine three notable notions (...) of democratizing AI and their associated measures—democratizing AI use, democratizing AI development, and democratizing AI governance—regarding their respective prospects and limits in response to algorithmic injustice. My examinations reveal that while some versions of democratizing AI bear the prospect of mitigating the concern of algorithmic injustice, others are somewhat limited and might even function to perpetuate unjust power hierarchies. This analysis thus urges a more fine-grained discussion on how to democratize AI and suggests that closer scrutiny of the power dynamics embedded in the socio-technical structure can help guide such explorations. What does Wittgenstein say about the learning child? In the Philosophical Investigations, he writes, ‘An important part … will consist in the teacher’s pointing to the objects, directing the child’s attention to them, and at the same time uttering a word.’ Here Wittgenstein is describing what is called ‘joint attention’ which is agreed to be a rich resource for learning in children. In this essay, I explore the developmental significance of this passage particularly with regards the learning that occurs in (...) the pre-linguistic child during joint attention. I refer to critical remarks elsewhere in the PI which can help further convey what Wittgenstein means when he talks about attentional capacities and how they develop, including the relevant ability for responsiveness required for the learning to proceed. These considerations should motivate a defence of the social initiation model of learning contra Luntley’s mentalist-individualist account, this despite conceding that certain prior capacities do play a role, though not a central one since these do not pick out the relevant ability (responsiveness) required for learning to take place in the child. Nghiên cứu này xác định và đo lường các yếu tố ảnh hưởng đến hành vi mua sắm ngẫu hứng của sinh viên đại học thông qua phiên livestream trên các nền tảng thương mại điện tử tại TP. Hồ Chí Minh. Kết quả chỉ ra 5 yếu tố chính ảnh hưởng đáng kể đến quyết định mua sắm ngẫu hứng, bao gồm: Trực quan, Tương tác, Chiêu thị, Cảm xúc và Thuận tiện. Trong điều kiện hội nhập quốc tế cạnh tranh gay gắt và sự phát triển mạnh mẽ của khoa học kỹ thuật như hiện nay, năng suất lao động (NSLĐ) là yếu tố có ảnh hưởng quyết định đến năng lực cạnh tranh của doanh nghiệp, của cả nền kinh tế. Nâng cao NSLĐ là yếu tố quan trọng để nâng cao năng lực cạnh tranh quốc gia. Bài viết này phân tích ảnh hưởng của các yếu tố đến NSLĐ (...) của Việt Nam. Kết quả chỉ ra 7 yếu tố tác động đến NSLĐ của Việt Nam là: Nhu cầu tiêu dùng xã hội; Tiền lương và phúc lợi; Quá trình chuyển dịch cơ cấu kinh tế; Vốn đầu tư; Lao động; Công nghệ; Thể chế, chính sách kinh tế của Nhà nước. Trong đó, Thể chế, chính sách kinh tế của Nhà nước có tác động mạnh nhất đến NSLĐ Việt Nam. Từ kết quả nghiên cứu, tác giả gợi ý một số hàm ý chính sách nhằm nâng cao NSLĐ của Việt Nam trong thời gian tới. (shrink)

The cognitive experience view of thought (CEV) holds that thinking is an experience that has phenomenal character, and the content of thought is determined by its cognitive phenomenology. However, Adam Pautz (2013) argues that CEV implies the possibility of mix-and-match cases, as posited in the recombination argument. This argument suggests that a single cognitive-phenomenal property could potentially be combined with various sensory-phenomenal and functional properties. Consequently, Pautz asserts that specific mix-and-match instances are impossible, ultimately undermining the viability of CEV. This (...) paper argues against Pautz’s argument by pointing out that his argument rests on a false premise and the correct inference is that mix-and-match cases are metaphysically possible. Firstly, this paper follows Lennon’s (2022) reconstruction of Pautz’s recombination argument, showing that it is the distinctness of these three kinds of mental properties that allows them to be separated and coexist with each other, thus defending recombination. Secondly, I focus on some special cases of colour experience to further defend the modal independence of cognitive phenomenology. Thirdly, this paper pushes forward the debate of cognitive experience: even in cases of colour that might seem modally dependent on sensory-phenomenal properties, the possibility of mix-and-match cases can be defended. It reveals that mental representations can be exchanged to cope with more challenging circumstances. As a result, it is plausible to conclude that the mind’s capacity is not limited by rationalization and that there are additional alternatives for representing and understanding mental content. The question of how we can be certain that we have an epistemic justification for our self-knowledge has been among a central debate in philosophy of mind. The basic idea of the immunity to error through misidentification thesis (IEM) in explaining self-knowledge is that certain self-ascriptions of mental states concerning first-person content are not prone to error for the self-conscious ‘I’-thoughts. One of the accounts that supports that claim is agentialism. According to this view, we can have beliefs and intentions (...) about ourselves because we exercise agency over them. However, irrational factors such as emotional interference, inconsistent subject affiliation, and different views on the mind leading to different self-references can call this claim to the subject’s rational agency into question. This paper examines the agentialism, identifies its flaws, and presents two alternative strategies to support a rationalist account of self-knowledge—which is generally weaker than agentialism. It argues that the agential approach to self-knowledge is too demanding on the subject’s consciousness thus a more moderate approach is required to satisfy both first-person authority and the epistemic reliability of self-knowledge. Although the idea that sexual violence is a “structural” problem is not new, the lack of specification as to what that entails blocks effective responses to it. This paper illustrates the concept of sexual violence as structural in the sense of containing a type of moral wrong called “structural wrong” and discusses its practical implications. First, I introduce a distinction between two types of moral wrongs—interactional wrongs and structural wrongs—and I argue that the moral problem of sexual violence includes both (...) types, each of which calls for a different set of moral responses. Second, drawing on Iris Marion Young’s social connection model of responsibility, I argue that recognizing the structural-wrong element of sexual violence does not reduce individual perpetrators’ responsibility for it. Instead, it implies that a broader group of agents are required to join collective actions to reform the social structure. I conclude by evaluating some preventive programs against sexual violence through the lens of structural wrongs and providing directions to advance them. (shrink)

According to the extended mind thesis (EM) and other enactivism proposals, the extended conscious mind thesis (ECM) asserts that the material substrate of conscious mental states can extend beyond the boundary of the brain and into the environment. However, EM does not entail ECM. We examine the arguments for and against ECM, focusing on the supporting side's reasoning for the parity principle argument and sensorimotor interaction. We contend that their reasoning is flawed, and that they cannot guarantee the enactive effect (...) in explaining all of the characters of consciousness. As a result, we suggest that we need a consensus on the theory of consciousness, one that can meet the conceivability and reflexivity criteria of consciousness, as a theoretical prerequisite for exploring ECM while also assisting us in understanding the nature of mind. Structural injustice exists when the influence of social structure exposes some groups of people to undeserved burdens while conferring unearned power to others. It has been argued that the responsibility for addressing structural injustices should be shared among those participating in the social structure and can only be discharged through collective action; however, the proper form of collective action does not happen easily. To address structural injustice effectively, we need to gain clarity on the practical challenges that are involved and (...) explore possible means of implementing shared responsibility. This chapter thus aims to contribute to the study of addressing structural injustice in the following two ways. First, building on previous studies, I categorize three forms of practical challenges that have been encountered by existing proposals for discharging shared responsibility for structural injustice. Second, I offer an alternative proposal, which I will refer to as the deliberative mini-public proposal, and argue that it has the potential to mobilize structural change and better overcome the identified practical challenges. This paper summarizes the evolution of analytic philosophy in Taiwan, examines its impact within and beyond academia, and discusses the future of the discipline. The roots of modern philosophy in Taiwan can be traced back to the Japanese colonial era, and analytic philosophy was introduced to the country in the late 1940s when many intellectuals in China moved to Taiwan. However, massive curbs were imposed on philosophy during Chiang Kai-shek’s dictatorship, and the discipline began to thrive again only after Taiwan’s (...) democratization in the late 1980s. Nonetheless, since its introduction in the colonial era, modern philosophy has made significant contributions in Taiwan, encouraging interdisciplinary engagements, advancing civic education, and promoting the spirit of democracy and political liberation. Philosophy has played a key role in Taiwan’s remarkable transformation from an island colonized for hundreds of years to a country that recognizes democracy, freedom, and human rights. The themes of anti-colonialism and anti-domination seen in the works of modern Taiwanese philosophers not only reflect the discipline’s political and historical underpinnings but also signal how Taiwanese philosophy can acquire a distinct identity, despite being influenced by many other philosophical traditions. While still at a nascent stage, Taiwanese philosophy has the potential to join forces with other philosophical traditions in advancing the vision of decolonizing philosophy. (shrink)

In ‘Equity and Marxist Buddhism,’ Tzu-wei Hung engages with the Marxist Buddhism developed by Taiwanese philosopher Lin Qiu-wu in the 1920s, brings this underexplored theory to the table and discusses a few merits and insights of the theory. Building on Hung’s analysis, this paper paper elaborates on the lessons and insights that Taiwanese Marxist Buddhism provides for modern times. The first three lessons are distinctive points that Taiwanese Marxist Buddhism brings to the discussion on combining Marxism and Buddhism: the connections (...) between the ethical and political, the responsibility for pursuing social justice and the nonviolence means towards social justice. The last lesson comes at the meta-philosophical level, focusing on how Hung’s engagement with Taiwanese Marxist Buddhism sheds light on the issue of diversifying the discipline philosophy. Overall, I argue that Taiwanese Marxist Buddhism not only makes contributions to theoretical frameworks while providing a practical means for pursuing equity and social justice, but it also manifests the epistemic and moral values for engaging with under-represented philosophical traditions. In this paper, we introduce an expert system to help users in getting the correct diagnosis of the health problem of video game addictions (...) that range from (Musculoskeletal issues, Vision problems and Obesity). The precarious rights of senior citizens, especially those who are highly educated and who are expected to counsel and guide the younger generations, has stimulated the creation internationally of advocacy associations and opinion leader groups. The strength of these groups, however, varies from country to country. In some countries, they are supported and are the focus of intense interest; in others, they are practically ignored. For this is reason we believe that the creation of a network of all these associations (...) is essential. The proposed network would act as a support for the already-existing policies of the United Nations’ High Commission for Human Rights, of independent experts, and of the Global Alliance for the Rights of Older People. All three have long ago recommended the creation of a recognized instrument for uniting presently scattered efforts. The proposed network, therefore, will seek to promote the international exchange of relevant expertise, and it will reinforce the commitments and actions that single countries are currently taking to meet these objectives. For example, informative public events can be organised to promote particular support initiatives and to provide an opportunity for new members of the network to be presented. The network will promote health for senior citizens, disease prevention, senior mobility, safe free time for seniors, alimentary education, protection against new risks and dangers, as well as equity in the services necessary for seniors to adopt new information and communication technologies. In the case of retired academic members, the network will promote equality with respect to continuing use of digital technologies (particularly email), continuing access to research libraries, and the guaranteed ability for seniors to fund their own research programs and to deliver free seminars.
